    Gloria Johnson Announces Bid for Marsha Blackburn’s Senate Seat

    Gloria Johnson, who barely avoided expulsion for her role in a gun control rally in the State Legislature, is hoping to unseat Senator Marsha Blackburn, a Republican.Gloria Johnson, a Democratic state representative from Tennessee who narrowly avoided being expelled from the Legislature in April after taking part in a gun control protest on the statehouse floor, announced plans on Tuesday to run for the U.S. Senate seat held by Senator Marsha Blackburn, a Republican.Ms. Johnson, 61, received a flood of national attention after she joined two other Democrats, Representatives Justin Jones and Justin J. Pearson, to interrupt debate on the floor of the Republican-controlled Tennessee House of Representatives and rally for stricter gun control measures in late March, just days after a shooting at a Christian school in Nashville that killed six people.In retribution, Republicans moved to expel the three Democrats — sometimes called the Tennessee Three — from the Legislature. Mr. Jones and Mr. Pearson were both ousted. Ms. Johnson was stripped of her committee assignments but avoided expulsion by just one vote.     Mark Gonzalez Seeks to Challenge Senator Ted Cruz in Texas

    Mark Gonzalez, facing a conservative effort to remove him from the district attorney’s office in Nueces County, Texas, resigned and announced his campaign for the Senate.Mark A. Gonzalez, a progressive district attorney in Nueces County, Texas, took an unusual tack when he came under fire from conservatives who didn’t like how he was doing his job.He resigned — to run for the United States Senate.Mr. Gonzalez announced Tuesday that he would join a large field of candidates in the Democratic primary to challenge Senator Ted Cruz next year, the most prominent of whom is Representative Colin Allred. In an interview, Mr. Gonzalez said his decision was directly tied to efforts to remove him from his elected office.“Prior to that, I hadn’t really had any more taste or want for politics,” he said. But “with the petition and some of the stuff that’s been going on at least statewide, it just kind of — I don’t know if the word is just angered me or incited me or something — and so I just decided that I don’t want to represent or try to represent just Nueces County. I want to represent Texans that want change.”He said the other issues that animated him included preserving abortion rights and voting rights, and combating conservative efforts to limit the teaching of subjects like the United States’ racial history.His campaign announcement video highlights Mr. Cruz’s decision to leave Texas for a vacation in Cancún in 2021 while the state was dealing with a disastrous winter storm, and contrasts that decision with a clip of Mr. Gonzalez during the same storm, asking Nueces County residents to notify his office of any incidents of price gouging. Mr. Cruz, a Republican seeking a third term in the Senate, fended off an unexpectedly fierce challenge from Beto O’Rourke, a Democrat, in 2018. He won that race by about 2.5 percentage points, two years after Donald J. Trump had won the state by nine points.It will be an uphill battle for any Democrat to unseat Mr. Cruz given Texas’ partisan leanings, but his is one of the few Republican-held Senate seats — along with one in Florida — that Democrats may target amid a tough 2024 map. By contrast, Republicans see pickup opportunities in eight red or swing states. Democrats currently control the Senate by a narrow margin.Mr. Gonzalez does, however, have a record of winning difficult races. He was elected in Nueces County, home to the city of Corpus Christi, in 2016 and 2020, even as Mr. Trump narrowly won the county. He previously said he would not run for re-election as district attorney.“I think that more Texans probably can identify with a guy like me,” he said when asked what set him apart from the other Democratic candidates — a guy like him meaning, among other things, someone from a low-income family who has a criminal record.He added: “We have strong family values, we believe in small government, but I also believe in opportunity and giving people chances, and I think most Texans feel that way.”In his announcement video and his resignation letter to Gov. Greg Abbott, Mr. Gonzalez took the unusual step of emphasizing an element of his background that many candidates might have sidestepped: a drunk-driving arrest when he was 19. In the resignation letter, he said he had taken responsibility and pleaded guilty, then been dismayed to see the same charges dismissed for a defendant who, unlike Mr. Gonzalez, could afford a lawyer.“It dawned on me that the wealthy and well-connected have a different criminal legal system applied to them and accusations against them than everyone else does,” he wrote. “My ignorance of the system was detrimental to my life and has been to so many others just like me.”Mr. Gonzalez also drew attention to an effort by conservative activists to remove him from office, which his resignation has made moot. The conservative petition accused him of incompetence and official misconduct.The petition was both specific and broad. Specifically, it accused him of mishandling two capital murder cases.     The vote on Tuesday will almost certainly determine who will succeed former Representative David Cicilline, and could hold clues to what voters are looking for in the run-up to 2024.Days before a Democratic primary that will almost certainly decide who represents her in Congress, Linda Vaughan Dubois of Rumford, R.I., still had not decided on a candidate.“There’s so many,” she said at a recent meet-and-greet at an East Providence sports bar for Gabriel Amo, a Rhode Island native who worked in the Biden and Obama administrations and is one of 11 Democrats competing in the race to represent this deep-blue district in the country’s smallest state.Not wanting to “waste” her vote on a candidate who had no chance of winning, Ms. Vaughan Dubois, an intensive care nurse for infants who described herself as a moderate, said she was tracking down each of her top candidates to see what they were like in person.As Rhode Islanders return from their state’s well-loved beaches after the long Labor Day weekend, they will cast votes on Tuesday in a special primary election to determine who will replace former Representative David N. But the outcome of the election, which has pitted factions of the Democratic Party against each other, could hold clues about what Democrats are looking for in the run-up to next year’s elections, particularly in a state where former president Donald J. He suspended his campaign after an investigative report by WPRI, a Providence news station, found that Williams College had asked him not to return to teach there after he was accused of sending a text to a student in which he “suggested a relationship modeled on a website where people can pay to go on dates.” He has sought to clarify his conduct.Whoever wins the most votes in the Democratic primary on Tuesday is virtually assured of winning the general election. But with so many candidates dividing the vote, and no independent public polling, political observers say it’s difficult to predict how the election may go and how close it will be. Mr. Cicilline has stayed out of the contest, declining to throw his support behind any candidate.“It’s been rough,” Ms. Matos said. “I knew this was going to be a tough campaign. But I also think, politically, it’s really important that we be showing that we’re the party that’s standing up for regular people.”But Mr. Regunberg also faced controversy during his campaign after his father-in-law, a top executive at the investment firm Janus Henderson, created and invested $125,000 in a super PAC on his behalf.Ms. Matos filed a complaint with the Federal Election Commission, accusing Mr. Regunberg of violating campaign finance law by coordinating with the super PAC. Mr. Regunberg has denied any wrongdoing.Ms. Matos, a moderate once seen as the front-runner in the race, saw her campaign slump after she was engulfed this summer in multiple criminal investigations into the fraudulent signatures on her nomination papers.     New York’s Migrant Crisis Is Growing. So Are Democrats’ Anxieties.

    The influx of asylum seekers has the makings of a potent political force, and Republicans are ready to test it in key 2024 house races.Republicans successfully made crime the defining issue of the 2022 midterm elections in New York, fanning fears about public safety to rout suburban Democrats and help secure the party its House majority.Barely a year later, as another critical election season begins to take shape, they appear to be aggressively testing a similar strategy, hoping that the state’s growing migrant crisis will prove as potent a political force in 2024.The rapid arrival in New York of more than 100,000 asylum seekers is already wreaking havoc on government budgets, testing the city’s safety net and turning Democratic allies against one another. Now, otherwise vulnerable Republicans in a half dozen closely watched districts have begun grabbing onto all of it as a lifeline to portray Democrats as out of touch and unable to govern.“This is a crisis of their own making,” said Representative Mike Lawler, a Republican fighting to hold a suburban district Mr. Biden won by 10 points.“It’s very similar to cashless bail,” Mr. Lawler said. “When you create a sanctuary city policy that invites migrants to come regardless of their status, you are going to get a lot of people coming, and now they can’t handle the influx.”Representative Mike Lawler, a Republican fighting to hold a suburban district President Biden won by 10 points, said the migrant crisis was of Democrats’ “own making.”Anna Moneymaker/Getty ImagesHearing the same echoes, Democrats are determined not to be caught flat-footed as they were a year ago. From the suburbs of Long Island to here in the Hudson Valley, their candidates are spending late summer openly clashing not just with Republicans who say they are to blame, but also with their own party leaders, including President Biden.In one of the most closely watched contests, Representative Pat Ryan, the lone frontline Democrat to survive the Republican suburban demolition last year, has teamed up with two Republicans to demand that Mr. Biden declare a state of emergency, and broke with his party to support a bill to discourage schools from sheltering migrants.“The No. 1 thing I learned as an Army officer: When in charge, take charge,” Mr. Ryan said in an interview. “We are in a crisis, the president is in charge, and he and his team need to take charge.”He is far from alone. Josh Riley, a Democrat who is trying to flip a neighboring district, called the president’s aloofness on the issue “offensive.”Mondaire Jones, a former Democratic congressman mounting a comeback attempt further down the Hudson, warned of “consequences at the polls” if his party does not step up.And his primary opponent, Liz Whitmer Gereghty, said Democrats across New York should be responding in lock step. “It kind of feels like we’re not,” she said.Both parties caution that the reality on the ground, where 2,900 migrants arrived just last week, is shifting too quickly for them to know exactly where the battle lines will be by next fall, when voters will also be weighing abortion rights and the criminal trials of former President Donald J. Trump, currently the leading Republican candidate.Republicans have been using fears about immigrants pouring across the border for years with only mixed success. And unlike a year ago, Democrats are trying to go on offense, accusing Republicans like Mr. Lawler of engaging in demagogy and reminding voters that his party helped stall a major immigration overhaul in Washington that they say might have prevented the latest influx.“Everybody understands this is a potential liability,” said Tim Persico, a Democratic consultant who oversaw the party’s House campaign operation last cycle. “I know there’s been a lot of finger pointing and kerfuffles, but there’s also pretty good evidence the mayor and the governor are trying to figure out how to solve this.”Still, there is little doubt that New York, a city known as a bastion for immigrants, is in the midst of a challenge to its political system with few modern parallels. Privately, Democratic pollsters and strategists are beginning to use focus groups and polls to test possible defenses on an issue they view as a tinderbox capable of igniting new political fires, fast.New York is housing roughly 59,000 asylum seekers a night because of a unique right-to-shelter mandate that dates back decades and is preparing to enroll some 19,000 migrant children in public schools this fall. An archipelago of temporary shelters has cropped up in hotels, parks and on public land, prompting increasingly raucous protests.And Mayor Eric Adams has repeatedly warned of budget cuts as the cost of caring for the newcomers spikes into the billions of dollars — taxpayer money that Republicans are quick to point out could otherwise be used to help New Yorkers.As the numbers keep climbing, Democratic leaders have been forced to choose from unpalatable policy responses.Mr. Adams, for instance, has repeatedly demanded that Gov. Kathy Hochul force reluctant counties outside the city to help shelter migrants. But doing so would prompt fierce backlash in many of the communities Democrats need in order to win the House, and the governor, who was already blamed for Democrats’ 2022 losses, has refused.On the other hand, any attempt by the city or state to drastically curtail the services it offers migrants would meet blowback from the left.The governor and mayor — along with congressional Democrats as ideologically diverse as Representative Alexandria Ocasio-Cortez and Mr. Ryan — are united in demanding more help from Mr. Biden. But push too hard and they risk bloodying their party’s standard-bearer heading into an election year.The White House did announce on Wednesday that it would dedicate personnel to help New York process work papers for asylum seekers and request additional federal funds from Congress to help the state. But Mr. Biden, who has to make his own national political calculations around immigration, appears to have little interest in taking a more visible role.Voters are watching. A recent poll conducted by Siena College found that 82 percent of registered voters view the influx as a “serious” problem, and a majority said that the state had “already done enough” for the asylum seekers and should focus on slowing their arrivals. The same poll showed nearly every major Democrat, including Mr. Biden, underwater among suburban voters.In many ways, those poor ratings have freed Democrats facing competitive races to distance themselves from their party in ways that telegraph to voters their understanding of the problem while differentiating themselves from Republicans’ more hard-line views on immigrants.It is a tricky balancing act. At the same time Mr. Ryan is locking arms with Republicans to pressure his own party, he is also trying to shift responsibility onto Republicans and defend himself against their attacks for making the county he once led a “sanctuary” for undocumented immigrants.“Where you really get yourself in trouble as an elected official is when you don’t listen,” Mr. Ryan said, adding: “For political purposes, the MAGA Republicans want divisions and chaos. They are not actually working to resolve problems.”The task may be easier for challengers who are taking on Republican incumbents whom they can blame for failing to enact the kind of changes to the immigration system that could curb illegal border crossings, speed up the asylum system and eventually relieve pressure on New York.“In my district, the one person sitting at the table to fix this problem is Anthony D’Esposito, and he is doing nothing,” said Laura Gillen, a Democrat seeking a rematch against Mr. D’Esposito, who represents the South Shore of Long Island. (He and other New York Republicans helped pass an aggressive but partisan border security bill in May.)But Ms. Gillen, who wants to represent a district Mr. Biden won by 14 points, said the president deserved blame, too. She called a letter last week from his homeland security secretary critiquing New York’s handling of the migrants as “irresponsible.”Laura Gillen, a Democrat, plans to challenge Anthony D’Esposito, who represents the South Shore of Long Island and has taken aim at his approach to the migrant crisis.Heather Walsh for The New York TimesMr. Riley is taking a similar “all our politicians are failing us” approach, knocking both Mr. Biden and Representative Marc Molinaro, his Republican opponent.“Look, this is a federal problem and it requires a federal response, and I think President Biden needs to get his act together and help solve it,” he said.It is too soon to know whether the approach is working. In Mr. Ryan’s district, the views of voters interviewed near a hotel housing migrants appeared to break down on familiar lines. Dozens of voters, when asked by a reporter, voiced dissatisfaction with how migrants had been bused up from New York City, but they disagreed on who was to blame.“Not just the county but the country can handle this,” said Faith Frishberg, a Democrat, outside a waterfront restaurant in Newburgh. “Most of this failure is a failure to not address the immigration policy.”But there may also be a distinct drawback over time.Blaming Democratic leaders like Mr. Adams or Mr. Biden may be expedient short-term politics. But it risks reinforcing the notion that Democrats cannot govern — a potentially powerful boomerang effect in a state that has registered some signs of weariness of one-party rule in recent years.Republicans already appear eager to reinforce it.“I have not seen a less coordinated, less competent way of dealing with human lives,” Mr. Molinaro said. “I know the reporting today has become a little bit about how the president is pointing at the governor, the governor at the mayor.     Meet Fabian Nelson, Mississippi’s First Openly L.G.B.T.Q. Legislator

    Mr. Nelson, 38, won a Democratic primary runoff on Tuesday in a blue district. He talked to The New York Times about the significance of being the first — but why he never focused on it on the trail.Only two states in the nation, Louisiana and Mississippi, have never elected an openly L.G.B.T.Q. lawmaker.Now, there will be only one.On Tuesday, Fabian Nelson won a Democratic primary runoff in Mississippi’s 66th state House district, southwest of Jackson, where Republicans have no candidate on the ballot.Mr. Nelson, 38, was raised in the Mississippi Delta by politically active parents. And while he said he believed having a gay man in the State Legislature was significant, the historic nature of his campaign was never his focus.When he campaigned in South Jackson, he talked about the city’s water crisis and about crime. When he campaigned in rural areas, he talked about broadband access and economic development.“You can’t sit in the Capitol and have the same conversations you were having before we were at the table,” Mr. Nelson said.Lucy Garrett for The New York TimesThe New York Times spoke with Mr. Nelson after his victory. The interview has been edited and condensed.Q. Tell me about yourself — your background, your family, what made you decide to run for office.A. I come from a very politically motivated family. My father is a leader in the community, and he worked with a lot of our elected officials.I remember going to the voting precinct with my mom any time she voted. I saw my parents every single day fighting to help people in the community, whether it was helping people pay their rent, helping people pay their light bills, donating food, donating clothes.When I was in fourth grade, we went to the Mississippi State Capitol, and I remember walking in the galley to look at the floor of the House. I saw these guys in suits and these big, old high-backed chairs. I remember looking down, and I told my teacher, “One of these days I am going to sit down there.”Q. This is your second time running for this seat. What was different this time?A. The first time, I ran in a special election, so I had about a month. I’ve done work in the community, but I’ve mostly done work behind the scenes, so a lot of people didn’t know who I was. Then the special election was right when Covid hit. We really couldn’t get out there, knock on doors, meet people — I wasn’t able to do anything other than social media and put signs up.I said this time I’m going to make sure I do every single thing to get in front of every single person that I possibly can get in front of. I’m going to become a household name. That’s not going to guarantee that people are going to vote for me, but everybody in this district is going to know who Fabian Nelson is.We knocked on everybody’s door five times. The first two times I went around, I was just introducing myself. The third time, that’s when I sat down and developed a platform.Q. Mississippi is one of only two states that have never elected an openly L.G.B.T.Q. legislator. Did you know that when you started your campaign?A. Honestly, I thought Mississippi was the only one. I didn’t know that it was Mississippi and Louisiana. Mississippi, we’re always the last to do the right thing. I said, So we’ve got to beat Louisiana this time so we won’t be No. 50. Now I’m happy to say we’re No. 49.Q. What does it mean to you to be the first in Mississippi?A. I have talked to so many people that say: “We are now hopeful. We feel like we’re in a new place.”What I want people to understand is Mississippi now has somebody that’s going to fight for every single person. I’m going to fight for people in District 66 — those are the people I represent. The issues I’m going to fight for are my platform issues. However, when anti-L.G.B.T.Q. legislation comes up, which I know it will, I am going to fight that every single day.I’m not only going to the Capitol to fight against anti-L.G.B.T.Q. bills. But we cannot have any group discriminated against. It’s OK to disagree with a person, it’s OK to disagree with a person’s lifestyle, but it is not OK to impose on that person’s civil liberties and civil rights. If we look back in our African American community, slavery was pushed because it’s in the Bible. That’s what was used to keep my people oppressed. And so there’s no room for oppression of any group of people.Q. Politically, this is such a complicated time in that there’s this flood of anti-L.G.B.T.Q. legislation, and at the same time we’re seeing increased representation in government and public life. How do you navigate that?A. You’ve heard the saying that when you don’t have a seat at the table, you’re what’s for lunch. We’ve been for lunch for so long. The thing is, our politicians can come out and stand on the steps of the Capitol and say, “Oh, we love the community, we’re going to do everything we can to help you, we’re going to fight for you, love, love, love,” then go in the Capitol and close the door — you don’t know what they’re saying. And then the next thing you know, we’ve got a harmful piece of legislation coming out.Now that they have someone sitting at the table, they’re not going to be able to continue along that path. It makes it so much harder. Once we started getting African Americans elected into office, that’s when we started to see things change, because you can’t sit in the Capitol and have the same conversations you were having before we were at the table.Q. Did this come up when you were campaigning? Was it something you talked to people about?A. My campaign was strictly focused on the issues of District 66, because at the end of the day, I represent District 66, and I represent the issues that are germane to District 66. My platform wasn’t, “I’m the first openly gay guy,” because that doesn’t help anybody. It doesn’t make me a better lawmaker or a worse lawmaker. People voted on someone who had experience, people voted on someone who’s going to make a positive impact within our community, and people voted for a fighter.But I come from a family of firsts — my grandmother being the first African American nurse [at a hospital in Yazoo City, Miss.], my dad being one of the first African Americans to graduate dental school from Virginia Commonwealth University.And so I said, I have to raise the bar some type of way.     On the Economy, Biden Struggles to Convince Voters of His Success

    Wages are up, inflation has slowed and the White House has a new slogan. Still, President Biden’s poor marks on the economy are making Democrats worried.When a chant slamming President Biden spread from a NASCAR race to T-shirts and bumper stickers across red America two years ago, the White House pulled off perhaps its savviest messaging feat to date. Biden aides and allies repackaged the “Let’s Go Brandon” insult and morphed it into “Dark Brandon,” a celebratory meme casting Mr. Biden as some sort of omnipotent mastermind.Now, the White House and the Biden campaign is several weeks into another appropriation play — but it isn’t going nearly as well. Aides in July announced that the president would run for re-election on the virtues of “Bidenomics,” proudly reclaiming the right’s derisive term for Mr. Biden’s economic policies.The gambit does not appear to be working yet. Even as Mr. Biden presides over what is by all indicators a strong economy — one on track to dodge the recession many had feared — he is still struggling to convince most of the country of the strength of his economic stewardship. Wages are up, inflation has slowed, but credit to the president remains in short supply.Polling last month from the Democratic organization Navigator found that 25 percent of Americans support Mr. Biden’s major actions, such as the Inflation Reduction Act, but still think the president is doing a poor job handling the economy. It’s a group that tends to be disproportionately younger than 40 and is more likely to be Black or Latino — voters critical to Democratic victories.“This is the thing that’s vexing all Democrats,” said Patrick Gaspard, the president of the Center for American Progress.Democratic economists, pollsters and officials have a variety of explanations for why voters don’t credit Mr. Biden for the economy. Inflation remains elevated, and interest rates have made home buying difficult. There is also evidence that voters’ views on the economy are shaped as much by their political views as by personal experiences.And then there is the regular refrain that people don’t know about Mr. Biden’s successes. Even Mr. Biden’s supporters say that he and his administration have been too reluctant to promote their record and ineffective when they do.“I’ve never seen this big of a disconnect between how the economy is actually doing and key polling results about what people think is going on,” said Heidi Shierholz, president of the Economic Policy Institute, a left-leaning think tank in Washington.Mr. Biden on Friday attempted another victory lap in a White House speech celebrating the latest jobs report, which found no sign of an imminent recession and a slight increase in the unemployment rate as more people sought work. He credited the heart of his economic plan, including investment in infrastructure, semiconductor manufacturing and climate-related industries along with caps on the price of insulin medication.Bidenomics, Mr. Biden said, “is about investing in America and investing in Americans.”Mr. Biden said his economic plan was to credit for the latest jobs report, which found no sign of an imminent recession and a slight increase in the unemployment rate as more people sought work.Kent Nishimura for The New York TimesThe term Bidenomics emerged as a pejorative in conservative media and has been widely adopted by Mr. Biden’s rivals. “One of the most important issues of the campaign will be who can rescue our country from the burning wreckage of Bidenomics,” former President Donald J. Trump said in a recent video, “which shall henceforth be defined as inflation, taxation submission and failure.”Gov. Ron DeSantis of Florida offered his definition at a recent campaign stop in Rock Rapids, Iowa. “Bidenomics is basically: You have a lower standard of living so he can pursue the left’s ideological agenda,” he said.Behind the rhetoric, there is some debate over whether the economy will be the driving force it has been in past presidential elections. Some Democrats argue that their party’s resilience in last year’s midterm elections showed that the fight over abortion rights and Mr. Trump’s influence over Republicans can trounce more kitchen-table concerns.The White House argues that Democrats’ strong showing last year is a sign the Mr. Biden’s electoral performance isn’t strictly tied to the economy.“By all metrics, his economic record has improved since then,” said Andrew Bates, a White House spokesman.Still, nearly all of Mr. Biden’s campaign advertising this year sells his economic record. The ads — which don’t use the term Bidenomics — cast the president’s policies as a work in progress. “All of the things that Biden fought to get passed helped the middle class,” a cement mason from Milwaukee says in an ad the campaign released last week.“It’s no secret that a lot of Americans are struggling with the cost of living, and that’s a reality that shapes their views about the economy more broadly,” said Geoff Garin, a pollster who conducts surveys for the Democratic National Committee.Explaining why Mr. Biden’s policies will help, Mr. Garin said, “is what campaigns are for.”This summer Mr. Biden has promoted “Bidenomics” at events around the country, often speaking in factories or with labor groups. Even some in friendly audiences of local Democratic leaders and supporters questioned whether his emphasis would resonate with the coalition that elected him in 2020.“Is Bidenomics the right thing to sell?” Mayor Katie Rosenberg of Wausau, Wis., said after seeing Mr. Biden speak in Milwaukee last month. “I just keep thinking, why aren’t they just doing Build Back Better still? That was a really good slogan. Bidenomics is just an effort to capitalize on the negativity around him.”Build Back Better, the mix of economic, climate and social policy that Mr. Biden ran on in 2020, was a bumper-sticker-length encapsulation of Mr. Biden’s ambitions as president. Even Mr. Biden recently said that he regretted the name, suggesting that it promised something the bill was not devised to deliver.Though the rate of inflation has slowed, it remains the chief drag on Mr. Biden’s economic approval ratings, said Joanne Hsu, the director of Surveys of Consumers at the University of Michigan.“We track people who have heard negative news about inflation,” Dr. Hsu said. “Over the past year, that number has been much higher than in the 1970s and ’80s, when inflation was so much worse.”One theme of Mr. Biden’s aides, advisers and allies is to plead for time. The economy will get better, more people will hear and understand what Bidenomics means and credit will accrue to the president, they say.“The public more and more is going to be seeing low unemployment and will continue to get more bullish on the economy,” said Representative Robert Garcia of California, a member of the Biden campaign’s national advisory board. “But I also understand it’s very hard for people now. We just can’t expect overnight for people to feel better about the economy.”For most Americans, their views on the economy are directly tied to their partisan leanings — a phenomenon that is particularly acute for Republicans. In 2016, before Mr. Trump took office, just 18 percent of Republicans rated the economy excellent or good, according to a Pew Research survey. By February 2020, just before the pandemic shut down public life in America, 81 percent of Republicans said the economy was excellent or good.An Associated Press/NORC Center for Public Affairs Research poll last month found just 8 percent of Republicans, along with 65 percent of Democrats, approved of Mr. Biden’s handling of the economy.Mr. Biden’s sympathizers say part of his problem on the economy is an unwillingness to promote its bright spots out of fear of seeming insensitive to Americans struggling with higher prices. Mr. Trump had no such restraint, describing the economy as the best in history and the envy of the world. Using “Bidenomics” as a framework lets the president take ownership of the economy, but it doesn’t exactly tell voters that the economy is great.“Trump chose people who were probably less experienced in terms of making policy, but some of them are quite good about talking up the president,” said Ben Harris, a former top Treasury official in the Biden administration who played a leading role in outlining the Build Back Better agenda during the 2020 campaign. “Biden’s taken a more modest and humble approach, and there’s a chance that’s come back to haunt him.”Jason Furman, who served as chairman of the Council of Economic Advisers in the Obama administration, said there was a regular debate in that White House about how much to sell the public on the idea that the economy was improving even if people didn’t feel in their own lives.Now he said it was difficult for the Biden administration to take victory laps over slowing inflation because wages haven’t kept pace, leaving a typical worker about $2,000 behind compared with before the pandemic.“The way to think about that is people were in an incredibly deep hole because of inflation and we’re still not all the way out of that hole,” Mr. Furman said. “The fact that you protected people in the bad times means the good times don’t feel as good.”Nicholas Nehamas More

    Small Donors Are a Big Problem

    One of the most important developments driving political polarization over the past two decades is the growth in small-dollar contributions.Increasing the share of campaign pledges from modest donors has long been a goal of campaign-finance reformers, but it turns out that small donors hold far more ideologically extreme views than those of the average voter.In their 2022 paper, “Small Campaign Donors,” four economists — Laurent Bouton, Julia Cagé, Edgard Dewitte and Vincent Pons — document the striking increase in low-dollar ($200 or less) campaign contributions in recent years. (Very recently, in part because Donald Trump is no longer in the White House and in part because Joe Biden has not been able to raise voter enthusiasm, low-dollar contributions have declined, although they remain a crucial source of cash for candidates.)Bouton and his colleagues found that the total number of individual donors grew from 5.2 million in 2006 to 195.0 million in 2020. Over the same period, the average size of contributions fell from $292.10 to $59.70.In an email, Richard Pildes, a law professor at N.Y.U. and an expert in campaign finance, wrote: “Individual donors and spenders are among the most ideological sources of money (and are far more ideological than the average citizen). That’s particularly true of small donors.”As a case in point, Pildes noted that in the 2022 elections, House Republicans who backed Trump and voted to reject the Electoral College count on Jan. 6 received an average of $140,000 in small contributions, while House Republicans who opposed Trump and voted to accept Biden’s victory received far less in small donations, an average of $40,000.In a 2019 article, “Small-Donor-Based Campaign-Finance Reform and Political Polarization,” Pildes wrote:It is important to recognize that individuals who donate to campaigns tend, in general, to be considerably more ideologically extreme than the average American. This is one of the most robust empirical findings in the campaign-finance literature, though it is not widely known. The ideological profile for individual donors is bimodal, with most donors clumped at the “very liberal” or “very conservative” poles and many fewer donors in the center, while the ideological profile of other Americans is not bimodal and features strong centrist representation.The rise of the small donor has been a key element driving the continuing decline of the major political parties.Political parties have been steadily losing the power to shape the election process to super PACs, independent expenditure organizations and individual donors. This shift has proved, in turn, to be a major factor in driving polarization, as the newly ascendant sources of campaign contributions push politicians to extremes on the left and on the right.The 2010 Supreme Court decision Citizens United v. F.E.C. was a crucial factor in shaping the ideological commitments of elected officials and their challengers.“The role of parties in funding (and thus influencing) campaigns at all levels of government in America has shifted in recent decades,” Thad Kousser, a political scientist at the University of California-San Diego, wrote in an email.“Parties often played a beneficial role,” he added, “helping to bind together broad coalitions on one side or the other and boosting electoral competition by giving in the most competitive races, regardless of a candidate’s ideology. Then much of their power was taken away, and other forces, often more ideologically extreme and always less transparent, were elevated.”This happened, Kousser continued, “through an accretion of campaign finance laws, Supreme Court decisions and F.E.C. actions and inactions. This has led us toward the era of independent expenditures and of dark money, one in which traditional parties have lost so much power that Donald Trump was able to win the Republican nomination in 2016, even though he began with little support among the party’s establishment.”The polarizing effects of changing sources of campaign contributions pose a challenge to traditional reformers.Raymond La Raja and Brian Schaffner, political scientists at the University of Massachusetts-Amherst and Tufts, wrote in their 2015 book, “Campaign Finance and Political Polarization: When Purists Prevail”:The public intensely dislikes how campaigns are financed in the United States. We can understand why. The system of private financing seems rigged to favor special interests and wealthy donors. Much of the reform community has responded by calling for tighter restrictions on private financing of elections to push the system toward “small donor democracy” and various forms of public financing. These strategies seem to make sense and, in principle, we are not opposed to them.But our research and professional experience as political scientists have led us to speculate that these populist approaches to curtailing money in politics might not be alleviating but contributing to contemporary problems in the political system, including the bitter partisan standoffs and apparent insensitivity of elected officials to the concerns of ordinary Americans that appear to characterize the current state of U.S. politics.La Raja and Schaffner argued that “a vast body of research on democratic politics indicates that parties play several vital roles, including aggregating interests, guiding voter choices and holding politicians accountable with meaningful partisan labels. Yet this research seems to have been ignored in the design of post-Watergate reforms.”The counterintuitive result, they wrote,has been a system in which interest groups and intensely ideological — and wealthy — citizens play a disproportionately large role in financing candidates for public office. This dynamic has direct implications for many of the problems facing American government today, including ideological polarization and political gridlock. The campaign finance system is certainly not the only source of polarization and gridlock, but we think it is an important part of the story.Nathan Persily, a professor of law and political science at Stanford, observed in a telephone interview that the trend in campaign finance has been to “move money from accountable actors, the political parties, to unaccountable groups.”“The parties,” he pointed out, “are accountable not only because of more stringent contribution disclosure requirements but also by their role in actual governance with their ties to congressional and executive branch officials and their involvement with legislative decision making.”The appeal of extreme candidates well to the right or left of the average voter can be seen in the OpenSecrets listing of the top five members of the House and Senate ranked by the percentage of contributions they have received from small donors in the 2021-22 election cycle:Bernie Sanders raised $38,310,351, of which $26,913,409, or 70.25 percent, came from small donors; Marjorie Taylor Greene raised $12,546,634, of which $8,572,027, or 68.32 percent, came from small donors; Alexandria Ocasio-Cortez raised $12,304,636, of which $8,326,902, or 67.67 percent, came from small donors; Matt Gaetz raised $6,384,832, of which $3,973,659, or 62.24 percent, came from small donors; and Jim Jordan raised a total of $13,975,653, of which $8,113,157, or 58.05 percent, came from small donors.Trump provides an even better example of the appeal of extremist campaigns to small donors.In a February 2020 article, “Participation and Polarization,” Pildes wrote: “In 2016, Donald Trump became the most successful candidate ever in raising money from small donors, measured either in aggregate dollars or in the percentage of his total contributions. In total small-donor dollars for the 2015-16 cycle, Trump brought in $238.6 million.”Significantly, Pildes continued, “small donations ($200 or less) made up 69 percent of the individual contributions to Trump’s campaign and 58 percent of the Trump campaign’s total receipts.”Michael J. Barber, a political scientist at Brigham Young, argued in a 2016 paper, “Ideological Donors, Contribution Limits and the Polarization of American Legislatures,” that “higher individual contributions lead to the selection of more polarized legislators, while higher limits on contributions from political action committees (PACs) lead to the selection of more moderate legislators.”In addition to the impact of the small donor on weakening the parties, Pildes wrote in his email,a second major development is the rise of outside spending groups, such as super PACs, that are not aligned with the political parties and often work against the party’s leadership. Many of these 501(c) (tax exempt) groups back more ideologically extreme candidates — particularly during primaries — than either the formal party organizations or traditional PACs. The threat of such funding also drives incumbents to the extreme, to avoid a primary challenger backed by such funding.Details of the process Pildes described can be found in a 2020 study, “Assessing Group Incentives, Independent Spending and Campaign Finance Law,” by Charles R. Hunt, Jaclyn J. Kettler, Michael J. Malbin, Brendan Glavin and Keith E. Hamm.The five authors tracked the role of independent expenditure organizations, many of which operate outside the reach of political parties, in the 15 states with accessible public data from 2006 (before Citizens United) to 2016 (after Citizens United).The authors found that spending by ideological or single-issue independent expenditure organizations, the two most extreme groups, grew from $21.8 million in 2006 to $66 million in 2016.More important, the total spending by these groups was 21.8 percent of independent expenditures in 2006 (including political parties, organized labor, business and other constituencies). Ten years later, in 2016, the amount of money spent by these two types of expenditure group had grown to 35.5 percent.Over the same period, spending by political parties fell from 24 percent of the total to 16.2 percent.Put another way, in 2006, spending by political parties and their allies was modestly more substantial than independent expenditures by more ideologically extreme groups; by 2016, the ideologically extreme groups spent more than double the amount spent by the parties and their partisan allies.On a national scale, Stan Oklobdzija, a political scientist at Tulane, has conducted a detailed study of so-called dark money groups using data from the Federal Election Commission and the I.R.S. to describe the level of influence wielded by these groups.In his April 2023 paper, “Dark Parties: Unveiling Nonparty Communities in American Political Campaigns,” Oklobdzija wrote:Since the Citizens United decision of 2010, an increasingly large sum of money has decamped from the transparent realm of funds governed by the F.E.C. The rise of dark money — or political money routed through Internal Revenue Service (IRS)-governed nonprofit organizations who are subject to far less stringent disclosure rules — in American elections means that a substantial percentage of American campaign cash in the course of the last decade has effectively gone underground.Oklobdzija added that “pathways for anonymous giving allowed interest groups to form new networks and to create new pathways for money into candidate races apart from established political parties.” These dark money networks “channel money from central hubs to peripheral electioneering groups” in ways that diminish “the primacy of party affiliated organizations in funneling money into candidate races.”What Oklobdzija showed is that major dark money groups are much more significant than would appear in F.E.C. fund-raising reports. He did so by using separate I.R.S. data revealing financial linkages to smaller dark money groups that together create a powerful network of donors.Using a database of about 2.35 million tax returns filed by these organizations, Oklobdzija found that “these dark money groups are linked via the flow of substantial amounts of grant money — forming distinct network communities within the larger campaign finance landscape.”Intense animosity toward Trump among Democrats and liberals helped drive a partisan upheaval in dark money contributions. “In 2014,” Oklobdzija wrote by email, “dark money was an almost entirely Republican phenomenon. The largest networks — those around Crossroads GPS and Americans for Prosperity — supported almost exclusively conservative candidates.”In 2018, however, with Trump in the White House, Democratic dark money eclipsed its Republican counterpart for the first time, Oklobdzija wrote:In that year’s midterms, liberal groups that did not disclose their donors spent about twice what conservative groups did. Democrats also developed a network similar to those developed by Koches or Karl Rove with the 1630 Fund, which spent about $410 million total in 2020, either directly on elections or propping up liberal groups. In 2020, Democratic-aligned dark money outspent Republican-aligned dark money by almost 2.5 to 1. In 2022, total dark money spending was about 55 percent liberal and 45 percent conservative, according to the Center for Responsive Politics.A separate examination of the views of donors compared with the views of ordinary voters, “What Do Donors Want? Heterogeneity by Party and Policy Domain” by David Broockman and Neil Malhotra, political scientists at Berkeley and Stanford, finds:Republican donors’ views are especially conservative on economic issues relative to Republican citizens, but are typically closer to Republican citizens’ views on social issues. By contrast, Democratic donors’ views are especially liberal on social issues relative to Democratic citizens’, whereas their views on economic issues are typically closer to Democratic citizens’ views. Finally, both groups of donors are more pro-globalism than citizens are, but especially than Democratic donors.Brookman and Malhotra make the case that these differences between voters and donors help explaina variety of puzzles in contemporary American politics, including: the Republican Party passing fiscally conservative policies that we show donors favor but which are unpopular even with Republican citizens; the focus of many Democratic Party campaigns on progressive social policies popular with donors, but that are less publicly popular than classic New Deal economic policies; and the popularity of anti-globalism candidates opposed by party establishments, such as Donald Trump and Bernie Sanders.Some of Brookman and Malhotra’s specific polling results:52 percent of Republican donors strongly disagree that the government should make sure all Americans have health insurance, versus only 23 percent of Republican citizens. Significant differences were found on taxing millionaires, spending on the poor, enacting programs for those with low incomes — with Republican donors consistently more conservative than Republican voters.On the Democratic side, donors were substantially more liberal than regular voters on abortion, same-sex marriage, gun control and especially on ending capital punishment, with 80 percent of donors in support, compared with 40 percent of regular voters.While most of the discussion of polarization focuses on ideological conflict and partisan animosity, campaign finance is just one example of how the mechanics, regulations and technology of politics can exacerbate the conflict between left and right.The development of microtargeting over the past decade has, for example, contributed to polarization by increasing the emphasis of campaigns on tactics designed to make specific constituencies angry or afraid, primarily by demonizing the opposition.The abrupt rise of social media has, in turn, facilitated the denigration of political adversaries and provided a public forum for false news. “Platforms like Facebook, YouTube and Twitter likely are not the root cause of polarization but they do exacerbate it,” according to a 2021 Brookings report.Some of those who study these issues, including La Raja and Schaffner, argue that one step in ameliorating the polarizing effects of campaign financing would be to restore the financial primacy of the political parties.In their book, La Raja and Schaffner propose four basic rules for creating a party-centered system of campaign finance:First, “limits on contributions to the political parties should be relatively high or nonexistent.” Second, “modest limits should be imposed on contributions to candidates.” Third, “no restrictions should be imposed on party support of candidates. Political parties should be permitted to help their candidates as much as desired with direct contributions or in-kind support.” Fourth, “public financing should support party organizations.”Persily, however, voiced strong doubts about the effectiveness of these proposals. “You cannot put the toothpaste back in the tube,” he said, noting that polarization is becoming embedded in the personnel and decision-making processes of political parties, especially at the state and local levels, making a return to the parties’ past role as incubators of moderation unlikely.Broockman, Nicholas Carnes, Melody Crowder-Meyer and Christopher Skovron provided support for Persily’s view in their 2019 paper, “Why Local Party Leaders Don’t Support Nominating Centrists.” Broockman and his colleagues surveyed 1,118 county-level party leaders and found that “given the choice between a more centrist and more extreme candidate, they strongly prefer extremists, with Democrats doing so by about two to one and Republicans by 10 to one.”If what Broockman and his co-authors found about local party leaders is a signal that polarized thinking is gaining strength at all levels of the Democratic and Republican Parties, the prospects for those seeking to restore sanity to American politics — or at least reduce extremism — look increasingly dismal.The Times is committed to publishing a diversity of letters to the editor.     Democrats Want to Flip N.Y. House Seats. But There’s a Primary Problem.

    To win back a key seat it lost in 2022, the party must first deal with a battle between Mondaire Jones and Liz Whitmer Gereghty, Gov. Gretchen Whitmer’s sister.Sipping iced coffee at a diner the other day, Liz Whitmer Gereghty looked every bit the dream recruit Democrats need to recapture this coveted suburban House seat north of New York City.She once owned a shop down the street, served on the school board and speaks passionately about abortion rights. She also happens to be the younger sister of one of her party’s brightest stars, Gov. Gretchen Whitmer of Michigan.“My rights are at risk,” said Ms. Gereghty, 50. “Everything feels very urgent, and I have a congressman who is not representing me, so I raised my hand.”Problem is, she was not the only one. Mondaire Jones, a popular former congressman who represented much of the area until January, is also running and believes he is the best candidate to defeat Representative Mike Lawler, the Republican incumbent.It is a pattern repeating itself in swing seats across the country this summer, but nowhere more so than New York, where ambitious Democrats eager to challenge Republicans defending seats that President Biden won are creating primary pileups from Long Island to Syracuse.Contested primaries have long been a reality for both parties. But after Democrats’ underperformance in 2022 made New York a national embarrassment, party officials and strategists have been increasingly worried that Democrat-on-Democrat fights could drain millions of dollars and bruise a crop of eventual nominees, threatening their carefully laid plans to wrest back House control.“My view is we shot ourselves in the foot last cycle, and we seem intent on shooting ourselves in the head this cycle,” said Howard Wolfson, who helps steer tens of millions of dollars in political spending as Michael R. Bloomberg’s adviser.“I can’t for the life of me understand why we can’t figure this out and ensure that we have one strong candidate running in each of these districts,” he added.Paradoxically, the problem could grow only more stark if Democrats win a lawsuit seeking to redraw the state’s district lines. That could ease the party’s path to victory, but also prompt the courts to push the primary date from June to late August, extending the bitter primary season and truncating the general election campaign.There is time for leaders like Representative Hakeem Jeffries, the top House Democrat and a New Yorker, to intervene if they want to. While the Democratic Congressional Campaign Committee rarely interferes in open primaries, there is a tradition of less direct maneuvering to boost preferred candidates and edge others out.So far, Mr. Jeffries appears to be doing the opposite — privately encouraging more potential candidates, with mixed success, according to four Democrats familiar with his outreach who asked to remain anonymous because they were not authorized to discuss it. He tried to nudge State Senator Michelle Hinchey into a Hudson Valley contest earlier this year and urged the former Nassau County executive, Laura Curran, to enter a large primary field for another seat as recently as July.Mr. Jeffries has also offered support to Tom Suozzi to enter the race for his old House seat on Long Island, where a crowded field of Democrats is circling Representative George Santos, a first-term Republican who faces federal fraud charges.The leader’s allies argue that the competition will strengthen their nominees, and brush off concerns that Democrats will be short on funds. A Democratic super PAC has already earmarked $45 million for New York races. And the D.C.C.C. is pitching donors — as recently as a party retreat in Torrey Pines, Calif., last weekend, according to an attendee — to give to special “nominee funds,” a kind of escrow account collecting money for primary winners.“Leader Jeffries has no plan to endorse in any Democratic primary in New York,” said Christie Stephenson, his spokeswoman. “He is confident that whoever emerges in these competitive districts will be strongly positioned to defeat the extreme MAGA Republican crowd.”But the mix of ego and ideology buffeting the star-studded race between Mr. Jones and Ms. Gereghty shows the potential risks, particularly in such a high-profile race to reclaim a Hudson Valley seat lost last year by Sean Patrick Maloney, who was the chairman of the Democratic campaign committee at the time.Mr. Jones held the Hudson Valley seat, but opted in 2022 to run for an open seat in New York City, where he lost in a primary.Haiyun Jiang/The New York TimesMr. Jones, an openly gay Black Democrat, represented a more liberal configuration of the seat in Congress last term. But after a court imposed new district lines in 2022, Mr. Maloney opted to run for Mr. Jones’s seat instead of his traditional one. Rather than run against a party leader, Mr. Jones chose to move 25 miles to Brooklyn to run for an open seat there.He lost and has now moved back north.In a phone interview, Mr. Jones, 36, said he was confident that voters would understand his “impossible situation,” but regretted his decision not to challenge Mr. Maloney, who lost to Mr. Lawler in a seat Mr. Biden won by 10 points.Mr. Jones said the outcome showed that “you can’t just substitute any Democrat for Mondaire Jones in this district.” More than 100 local and national officials and groups — from the Westchester Democratic chairwoman to the congressional Black and progressive caucuses — have backed his comeback attempt, making him the clear front-runner against Ms. Gereghty.But some of the positions Mr. Jones trumpeted to win more liberal electorates in earlier campaigns could prove cumbersome.He is already tacking toward the center and would say little about Ms. Gereghty in the interview. Mr. Jones referred to his own calls to defund the police in 2020 as “emotional, facile comments”; his current campaign features video of Mr. Jones shaking hands with a local police chief while touting votes to increase police funding.Mr. Jones said he wanted to see New York grant judges new authority to set cash bail for defendants they deem dangerous. And he said he would support a state plan to tax cars traveling into central Manhattan only if there was a carveout for the suburban counties he represented.Over breakfast in Katonah, an affluent Westchester suburb, Ms. Gereghty pitched her modest record as an electoral strength in a general election. She cast herself as a member of the get-it-done wing of the Democratic Party, like her sister, and predicted Mr. Lawler would gleefully use Mr. Jones’s words against him, as he did to Mr. Maloney.“If you got tired of the Sean Maloney ads last year, we’ll at least have some more variety if he’s the candidate,” she said.Ms. Gereghty serves on a school board in her district, and was a former shop owner in the area.Joe Buglewicz for The New York TimesMs. Gereghty has no plans to drop out. But she has struggled to amass local support.Her most notable endorsement comes from Emily’s List, the national group dedicated to electing women who back abortion rights. Of the $408,000 she’s raised thus far, almost half came from residents of Michigan.Democrats have caught some breaks in neighboring districts.Republicans have yet to field a top-tier challenger to Representative Pat Ryan, the only Democrat defending a swing seat here. They are also headed toward their own fraught primary if Mr. Santos continues to run.Elsewhere, the candidates are crowding in.Three Democrats, including Sarah Hughes, a former gold medal figure skater, are vying to represent the party against Representative Anthony D’Esposito in a Long Island district Mr. Biden won by 14 points.Three more have already raised at least $300,000 to run in Mr. Santos’s neighboring district. That does not include Mr. Suozzi or Robert Zimmerman, the party’s 2022 nominee, who is eyeing another run.A similar dynamic is playing out in Syracuse, where four Democrats are competing over whether a moderate or progressive should take on Representative Brandon Williams, a Republican who narrowly won a seat that favored Mr. Biden by eight points in 2020.“Primaries can be bloodying, and they cost a lot of money,” said Ms. Curran, who has decided not to run for Mr. D’Esposito’s seat. “It clouds the message and the mission.”Republicans have watched it all with delight.Mr. Lawler spent the month of August meeting constituents and gathering large campaign checks. He said he ran into Mr. Jones along the way and got an earful — about how frustrated the Democrat was to be stuck in a primary.He won’t have a Democratic primary vote, but Mr. Lawler, who will have to defend his own conservative votes unpopular in the district, made clear he has a preference.“Look, I’d be happy to run against either,” he said. “But Mondaire Jones certainly has a very long and detailed record that shows him clearly out of step.” More
