    Ron DeSantis’s Race Problem

    In July, Gov. Ron DeSantis of Florida appointed Jeffery Moore, a former tax law specialist with the Florida Department of Revenue, to be a county commissioner in Gadsden, the blackest county in the state.On Friday, Moore resigned after a picture emerged that appeared to show him dressed in Ku Klux Klan regalia.Neither Moore nor DeSantis have confirmed that Moore is in fact the man in the picture. When Politico reached out to Desantis’s office for comment, his communication director responded, “We are in the middle of hurricane prep, I’m not aware of the photo you sent but Jeff did submit his resignation last week.” This is not the first, shall I say, “awkward” racial issue DeSantis had encountered. But throughout, he has had much the same response: Instead of addressing the issue directly, he — or his office — claims to be oblivious. That’s the DeSantis M.O.In a 2018 gubernatorial debate, the moderator asked DeSantis why he had spoken at several conferences hosted by David Horowitz, a conservative writer who the Southern Poverty Law Center says is a “driving force of the anti-Muslim, anti-immigrant and anti-Black movements.” Horowitz once said that President Barack Obama was an “evil man” who “will send emissaries to Ferguson for a street thug who got himself killed attempting to disarm a police officer, resisting arrest.”There, too, DeSantis claimed obliviousness, responding, “How the hell am I supposed to know every single statement someone makes?”It was in that debate that his Democratic opponent, Andrew Gillum said, “Now, I’m not calling Mr. DeSantis a racist, I’m simply saying the racists believe he’s a racist.”The problem, of course, is that DeSantis’s unfortunate associations keep stacking up.In 2018, he appointed Michael Ertel, then a county elections supervisor, to be his secretary of state. The following year, Ertel resigned after a picture emerged of him in blackface wearing a T-shirt that read “Katrina Victim.” He appeared to be mocking Black women in particular, because he wore fake breasts, a scarf wrapped around his head and large gold earrings.Hurricane Katrina killed more than a thousand people, a slight majority of whom were Black.DeSantis responded to the controversy by saying: “It’s unfortunate. I think he’s done a lot of good work.” He continued, “I don’t want to get mired into kind of side controversies, and so I felt it was best to just accept the resignation and move on.” Not a word of condemnation for the act or sympathy for the victims of the storm. Also, not a word of his own personal regret for appointing him.Now, maybe the pool of possible Republican appointees in Florida is hopelessly polluted with white men who like to dress in racist costumes. That’s damning, if true. Maybe DeSantis is simply doomed by appalling options. That could well be the harvest of the Republican Party sowing hatred. Or maybe DeSantis is just too dense to do his homework. That may well be true, although I have no sympathy for it.This is a man who championed and signed Florida’s ridiculous “Stop WOKE Act,” restricting how race can be discussed in the state’s schools and workplaces. You can’t live in the dark on race and then try to drag your whole state into the darkness with you.I have always thought of DeSantis as reading the rules of villainy from a coloring book and acting them out. Nothing about him says clever and tactical. He seems to me the kind of man who must conjure confidence, who is fragile and feisty because of it, a beta male trying desperately to convince the world that he’s an alpha.But there is a way in which race policy reaches far beyond being merely racist-adjacent. DeSantis, for instance, has actually tried to strip Black Floridians of their power and voice.In 2010, Florida voters, by a strong majority, approved a constitutional amendment rejecting gerrymandering. The amendment made clear that “districts shall not be drawn with the intent or result of denying or abridging the equal opportunity of racial or language minorities to participate in the political process or to diminish their ability to elect representatives of their choice.”Yet Florida’s Republican-led Legislature produced a gerrymandered map anyway. In 2015, the state Supreme Court struck down much of the Legislature’s proposed map, and demanded that eight House districts be redrawn. Among them was the Fifth District, which at the time snaked up the state from Orlando to Jacksonville. The redrawn map allowed Black voters to elect four Black representatives.In the decade between 2010 and 2020, there was a 14.6 percent increase in the population of the state, nearly twice the rate of growth of the country — and enough to earn Florida a 28th congressional district.But when the Legislature drew its map this cycle, it didn’t increase the number of minority districts, even though minorities had driven 90 percent of the population growth in the state — growth that had earned Florida its new district. (Most of that growth was among Hispanics.)As the staff director of the Florida Senate’s Committee on Reapportionment told The Tampa Bay Times, state legislators initially set out to keep the number of Black- and Hispanic-majority districts the same as they had been for the past few years.That wouldn’t have been fair, but at least the number of minority seats wouldn’t be cut. That wasn’t enough for DeSantis. He submitted his own redistricting map that cut the number of Black-controlled districts in half, taking them from four to two. The legislature went along and approved DeSantis’s map.DeSantis may pretend to be oblivious to the racial acts and statements of the people he associates with and appoints, but eliminating Black power and representation was a conscious act.Now, I’m not calling Mr. DeSantis a racist, I’m simply saying this: He has targeted Black people, Black power and Black history.The Times is committed to publishing a diversity of letters to the editor.     Giorgia Meloni’s Adoption Views Worry Gay Parents in Italy

    When Giorgia Meloni, the hard-right leader who is likely to become Italy’s next prime minister, said on Italian TV this month that she opposed adoption by gay couples and that having a mother and a father was best for a child, Luigi, 6, overheard her and asked his father about it.“I wasn’t able to answer very well,” said his father, Francesco Zaccagnini. “I said they are not happy with how we love each other.”In recent weeks, Mr. Zaccagnini, 44, who works for a labor union in the Tuscan city of Pisa and is a gay father, went door to door asking friends and acquaintances to vote in Sunday’s elections to oppose Ms. Meloni’s party, Brothers of Italy.“My family is at stake,” he said.Mr. Zaccagnini and his partner had Luigi and their 6-month-old daughter, Livia, with two surrogate mothers who live in the United States. In her election campaign, Ms. Meloni pledged to oppose surrogacy and adoption by gay couples. As a member of Parliament, she submitted an amendment to a law that would extend a ban on surrogacy in Italy to Italians who seek the method abroad. Mr. Zaccagnini worries that his son could see some of the hard-right messaging around gay families when he starts reading soon.Courtesy of Francesco ZaccagniniItaly is already an outlier in Western Europe in terms of gay rights — gay marriage is still not recognized by law — but the possibility of Ms. Meloni taking power has prompted fears among gay families that things might get worse.In 2016, Parliament passed a law recognizing civil unions of same-sex couples despite opposition by the Roman Catholic Church, which is influential in Italy.Gay parents remain cut off from the main avenues for adoption, which require a marriage rather than a civil union. And with surrogacy banned and in vitro fertilization only allowed for heterosexual couples, gay couples are effectively forced to travel abroad to become parents, and to navigate complicated — and case by case — paths through bureaucracy, courts and social services.“We hoped that the country would go forward,” said Alessia Crocini, the president of Rainbow Families, an association of gay families. “But we have a dark period ahead.”Ms. Meloni has said that civil unions are good enough for gay couples. She has also repeatedly said that she is not homophobic, and that she is not going to alter existing civil rights, but that what is best for a child is to have both a mother and a father. Her surrogacy proposal scared many gay parents, as did her tone and emphasis on what constitutes a family.“It gives homophobes an excuse and a political support,” Ms. Crocini said.Ms. Meloni has decried what she calls “gender ideology” as aimed at the disappearance of women as mothers, and opposes the teaching of such ideas in schools.Ms. Crocini said she worried that her son, 8, saying he has two mothers at school might be considered gender ideology. She has some reason to think that. Federico Mollicone, the culture spokesman for Ms. Meloni’s party, recently urged the Italian state broadcaster RAI not to air an episode of the popular cartoon “Peppa Pig” that featured a bear with two mothers, calling it “gender indoctrination,” and claiming that young children should not see gay adoption presented as something “natural” or “normal, because it’s not.”Last year, Ms. Meloni campaigned to make surrogacy a “universal crime,” using a picture of a child with a bar code on its hand.Mr. Zaccagnini said he was scared his son would see such images and messages if they kept circulating.     Some Women Fear Giorgia Meloni’s Far-Right Agenda Will Set Italy Back

    Some fear that the hard-right politician, whose party is expected to be the big winner in the election on Sunday, will continue policies that have kept women back.ROME — Being a woman, and mother, has been central to the political pitch of Giorgia Meloni, the hard-right politician who is likely to become Italy’s prime minister after elections on Sunday.She once ran for mayor seven months pregnant because she said powerful men had told her she couldn’t. Her most famous speech includes the refrain “I am a woman. I am a mother.” She often talks with pride about how she started a party, Brothers of Italy, and rose to the top of national politics without any special treatment.But as happy as women’s rights activists are about that fact that a woman could finally run Italy, many wish it was essentially any other woman in Italy. They fear that Ms. Meloni’s hard-right agenda, her talk about preventing abortions, opposing quotas and other measures will set back the cause of women.“It’s not a gain at all and, indeed, a possible setback from the point of view of women’s rights,” said Giorgia Serughetti, who writes about women’s issues and teaches political philosophy at Bicocca University in Milan.More than in neighboring European Union countries, women in Italy have struggled to emerge in the country’s traditionally patriarchal society. Four out of 10 Italian women don’t work. Unemployment rates are even higher for young women starting careers. Female chief executive officers lead only a tiny percentage of companies listed on Milan’s stock exchange, and there are fewer than 10 female rectors at Italy’s more than 80 universities.And for many Italian women, finding a suitable work-life balance becomes nearly impossible once children enter the equation. Affordable, all-day, public child care is nonexistent in many areas, and women paid the highest price during the pandemic, staying home even after periods of lockdown when schools were shut.All national and international indicators suggest that if women in Italy worked more, gross domestic product would largely benefit and increase.“Half of Italian women do not have economic independence,” said Linda Laura Sabbadini, a statistician and director of new technologies at Italy’s National Institute of Statistics. “That can’t just be cultural; politics clearly hasn’t done enough for women so far.”Ms. Meloni has presented herself as someone who will help, but on key issues to women, the coalition has been vague and short on details. And a coalition partner, Matteo Salvini of the anti-immigrant League party, has admired Victor Orban, the conservative prime minister of Hungary, and his family policies. This month, the Hungarian government passed a decree that would require women seeking an abortion to observe fetal vital signs before moving forward with the procedure.Concerns have emerged in Italy that Ms. Meloni’s center-right coalition could make it harder for women to have abortions in a country where the procedure has been legal since 1978 but is still very difficult to obtain.Asked about the law, Ms. Meloni, who has said her mother nearly aborted her, vowed in an interview that she “wouldn’t change it” as prime minister, and that abortion would remain “accessible and safe and legal.” But she added that she wanted to more fully apply a part of the law “about prevention,” which, she said, had been effectively ignored until now.Critics fear that approach would allow anti-abortion organizations to play a more prominent role in family-planning clinics and encourage even more doctors to avoid the procedure. Only about 33 percent of doctors perform legal abortions in Italy, and even less, 10 percent, in some regions.Laura Lattuada, an actress in Rome, said she was concerned that the abortion law could be chipped away with Ms. Meloni in power.“She’s constantly saying she wants to improve it, but I am not sure that her conception of protecting women and the family corresponds to the improvement of women’s rights,” she said.Abortion is hardly the only issue that has given activists pause. Italy introduced and has progressively extended the so-called pink quotas, a mandated percentage of female representation in politics and boardrooms. Many women say quotas in politics better reflect the population, while quotas in companies help overcome “old boys” networks, giving women equal access to higher paying jobs. She argues that as a woman, she climbed the political ladder on her own and is now poised to run the country. She says that she is proof that women don’t need government interference to enforce diversity.Her supporters agreed.“They never gave her anything, she took it. She won on her own,” said Lucia Loddo, 54, who was waving a banner supporting Ms. Meloni at a rally in Cagliari. She said that for women, Ms. Meloni’s ascent “is the most beautiful thing. All of the men have been disasters. She is prepared.”About 25 percent of Italian woman voting on Sunday are expected to cast their ballots for Ms. Meloni, though pollsters failed to ask women whether her gender was a factor in their vote, which is itself telling of the attention given to women voters here. Ms. Meloni is polling at least 25 percent nationally, the highest of any candidate.Ms. Meloni has won voters over with her down-to-earth and straight-talking manner (she often speaks in Roman dialect). But the secret to her popularity has less to do with her personality or policy proposals than that she was essentially the lone leader of a major party to stay in the opposition during the national unity government of Mario Draghi.That allowed her to campaign in a country that is perennially looking for someone new as a fresh face, even though she has been in Parliament for nearly two decades and was a minister in a past government.In that time, Italy has had a lackluster track record in empowering women in the work force, and experts say something else needs to be done.“We have to create the conditions for employment because we are at the bottom of the list in Europe,” said Ida Maggi of Stati Generali delle Donne, an association working to get women’s issues on the electoral agenda. It makes Italy “look bad,” she said.One area where Ms. Meloni and even her most committed critics agree is the need for more nursery schools. The government of Mr. Draghi last year allocated billions of euros to build nurseries and extend child care services. But the problem is by no means solved.In many Italian regions, a shortage of free nursery schools, along with short school days and three-month vacations, make sit difficult for working mothers to juggle their schedules. Even though many women are staying at home, the country has one of the lowest birthrates in Europe, something Ms. Meloni’s center-right coalition has pledged to redress.Speaking to supporters in Milan this month, Ms. Meloni said that she and her allies would work toward getting free child-care services, part of “a huge plan to boost the birthrate, to support motherhood.” With only 400,000 births last year, Italy was going through more than a demographic winter, she said: “It’s an ice age.”Ms. Meloni addressing supporters in Piazza Duomo in Milan in September.Piero Cruciatti/Agence France-Presse — Getty Images“I don’t want this nation to disappear,” she said, adding that the problem should not be solved through immigration. “I want our families to have children,” she added to a roar of applause.But critics are not convinced her party, or likely coalition, is entirely committed to the cause of women.Polls carried out last year show that while the majority of Italians said more should be done to reach gender equality, those numbers were considerably lower among supporters of Brothers of Italy and the League.One campaign video for a candidate from the Forza Italia party, another coalition ally, was roundly mocked for promising a salary to women who don’t work outside the home. The party is led by Silvio Berlusconi, who, Ms. Meloni said in the interview, put her “in difficulty as a woman” with his sex scandals when she was a young minister in his government.After decades of unfulfilled campaign promises, there is skepticism writ large that any of the parties will really champion women’s causes.Promises about “the needs and priorities of women” — including free day care and subsidies for families — tend to vanish once it’s time to actually put measures in place, said Laura Moschini, whose organization, the Gender Interuniversity Observatory, has drafted a “handbook for good government” highlighting women’s concerns.Those issues have discouraged women from voting, and the possibility of electing Ms. Meloni as the first female prime minister is not motivating women.     Stacey Abrams Painted as Enemy by Flier in Georgia County With Racist History

    ATLANTA — After a digital flier featuring the logo of the Republican Party of Forsyth County, Ga., urged residents to rally against Stacey Abrams, alarming and infuriating local Democratic leaders who said its message sounded dangerously evocative of the county’s notoriously racist past, the Forsyth Republican Party announced that it was calling the rally off. Using inflammatory language as if Ms. Abrams, the Democratic nominee for governor, were an invading enemy, the flier issued a “call to action” encouraging “conservatives and patriots” to “save and protect our neighborhoods.” It emerged this week in response to news that Ms. Abrams would be campaigning alongside other members of the Democratic ticket in the area on Sunday.“The moment is at hand,” the flier read, calling Ms. Abrams and Senator Raphael Warnock, the incumbent Georgia Democrat seeking a full term, “the designers of destructive radicalism and socialism” and warning that they would be “crossing over our county border” and into the county seat, Cumming. It said they would appear at “OUR FoCal Center,” referring to a county arts building.Mr. Warnock is not expected to appear alongside Ms. Abrams, Democratic officials said.Cumming, about 40 miles north of Atlanta, is more than 75 percent white. It owes its racial homogeneity in large part to a violent campaign by Forsyth County’s white residents in 1912 that pushed out thousands of Black residents.Audra Melton for The New York TimesThe text of the flier surfaced on Wednesday on a local online conservative news outlet, which said it had spotted it on the Forsyth G.O.P. website, and The Atlanta Journal-Constitution published the flier Friday morning after county Democrats circulated it to journalists.As of midmorning Friday, the flier did not appear on the Forsyth Republican Party’s website or Facebook page.Reached by text message late Friday afternoon and asked four times whether the county party had produced or distributed the flier, Jerry Marinich, the group’s chairman, did not answer. He said only that the party “does not plan on participating in any rally on Sunday.”Late Friday evening, the party issued a statement saying it would no longer hold the rally. “We will always strive to make choices that honor and protect Forsyth County,” it wrote, calling it a “proud and diverse county with conservative values.” It went on, “In the interest of all involved, we will err on the side of caution and withdraw our planned rally.”Instead, according to the statement, members will redirect their efforts to prepare for a campaign event with Gov. Brian Kemp the following day. Ms. Abrams’s campaign declined to comment except to confirm that she would be attending the Forsyth event, though it was not listed on her weekend campaign schedule.Cumming, about 40 miles north of Atlanta, is more than 75 percent white, as is Forsyth as a whole. It owes its racial homogeneity in large part to a violent campaign by Forsyth County’s white residents in 1912 that pushed out thousands of Black residents through intimidation and deadly force.The legacy of that campaign and the racist thinking that gave rise to it persisted as late as 1987, when a group of civil rights activists were attacked while trying to mark the 75th anniversary of Black residents’ initial expulsion from the county.“We strongly condemn the dangerous and embarrassing rhetoric of the Forsyth County, Georgia, Republican Party,” Melissa Clink, chair of the county’s Democratic Party, said in a statement on Friday before the rally was canceled. “Forsyth County’s history of racial cleansing and being a documented sundown town make this line especially incendiary, disgusting and shameful,” she said, using a term for places that discriminate, often severely, against nonwhite residents.The Republican Women of Forsyth County, seeking to avoid condemnation by association, issued a statement Friday underlining its status as a private club independent of the party organization.“We do not condone nor engage in tactics that are intended to intimidate, harass or silence people who hold different political views,” the group said, adding that conservative ideals “are best exemplified when we engage in civil discourse, allowing all sides to be heard.” More

    Perhaps you didn’t notice, but back in November, Kamala Harris made history by becoming the first woman to hold presidential power.OK, it was only for an hour and a half. But still.Joe Biden temporarily — very temporarily — transferred executive power to his vice president when he was preparing for a colonoscopy. That involved being under anesthesia, and you do not want the country being run by a guy whose brain is asleep, even if we experienced four years of that in the very recent past.But really, people. This should at least be a reminder of how far we haven’t come. Our country is 246 years old, and that translates into something like 2,160,000 hours. One and a half of which have been under a woman’s direction.It’s a little embarrassing when we hear the news from London that Liz Truss just became the new prime minister. She’s the third woman chosen to run the government in Britain. In the United States the number is:A. One — Hillary really won! Really, she won!B. Two — I am counting that day with Kamala Harris, plus I think we could throw in that time in Salem when the head witches took over.C. Gee, guess we’re still waiting.The country doesn’t even seem all that comfortable with women governors. Right now, only nine of our states are headed by a female executive, and four of the women first stepped into the job after the guy who was elected resigned, for reasons ranging from an ambassadorship to, well, Andrew Cuomo.We’re not doing terrific on the legislative side, either: A quarter of our senators are women, and about 28 percent of the members of the House are. After the midterms that could get worse. “It looks like under most likely scenarios we’ll have fewer women in the House and Senate next year,” Senator Kirsten Gillibrand, who’s been a hurricane of fund-raising action for Democratic candidates, told me.Still, American voters find it much easier to imagine a female member of Congress than a female chief executive. “The stereotypes about women’s leadership are more in line with legislatures,” said Debbie Walsh of the Center for American Women in Politics. The problem, Walsh suggested, is that women are seen as good at getting along with other people but not necessarily at running things.In Britain, where the prime minister is typically the leader of the majority party, the getting-along part is perhaps more valued. The two previous women in the job, like Truss, were Tories: Margaret Thatcher for 11 years, beginning in 1979, and Theresa May, who led the government from 2016 to 2019.Thatcher was known as “the Iron Lady” and remembered, among other things, for the conflict in the Falkland Islands, a lesson to all other heads of state that the best possible way to win a war is in less than 10 weeks.We do not dwell on May’s regime much, but it did include a campaign against illegal immigrants with ads warning them to “go home or face arrest” and an image of handcuffs.She also once wore a T-shirt that read, “This is what a feminist looks like.” Hmmm.Of course, nobody wants to see just any woman running the United States. But there are plenty of female politicians with just as much leadership potential as any man. And the fight for equality has to go on until they have an equal shot at the presidency.Breathe deep and let’s see what’s happened in our history so far. And ignore the fact that there are chapters in even the most stirring story that aren’t inspiring. “Ma” Ferguson of Texas was one of the first American women to be elected governor — in 1924 after her husband was impeached. She went on to make her mark by pardoning an average of 100 criminals a month during her first term, in what appeared to be a freedom-for-a-fee system.OK, back to the plus side: How about Margaret Chase Smith, who valiantly stood up to the crazed red-baiting of Joe McCarthy in the Senate when all her colleagues were quivering under their desks? In 1964 Smith held the very reasonable opinion that she’d make a better president than the likely Republican nominee, Barry Goldwater. She also thought it was time to “break the barrier against women being seriously considered for the presidency.”Yeah, that was 58 years ago. Still waiting.Smith’s battle wasn’t a real test of how well a woman candidate could do, unless you presume said candidate could overcome minimal campaign funds, along with an unfortunate tendency to stress her recipe for blueberry muffins. But she’s definitely someone you’d like to think of as leading the way.And Hillary Clinton, who got the most votes in 2016, but was thwarted by our, um, unique Electoral College system, which presumes that every 193,000 people in Wyoming deserve the same clout as around 715,000 people in California.Gillibrand, who once made a brief try for the presidential nomination herself, is confident she’s going to see a woman in the White House during her lifetime. “There’d better be — I’m hoping in the next 10 years.”Me, too.The Times is committed to publishing a diversity of letters to the editor.     Arkansas violated the Voting Rights Act by limiting help to voters, a judge rules.

    A federal judge ruled that Arkansas violated the Voting Rights Act with its six-voter limit for those who help people cast ballots in person, which critics had argued disenfranchised immigrants and people with disabilities.In a 39-page ruling issued on Friday, Judge Timothy L. Brooks of the U.S. District Court in Fayetteville, Ark., wrote that Congress had explicitly given voters the choice of whom they wanted to assist them at the polls, as long as it was not their employer or union representative.Arkansas United, a nonprofit group that helps immigrants, including many Latinos who are not proficient in English, filed a lawsuit in 2020 after having to deploy additional employees and volunteers to provide translation services to voters at the polls in order to avoid violating the state law, the group said.     Several disabled voters are suing Wisconsin’s Elections Commission in federal court after learning that they can no longer get help returning absentee ballots, a reversal that they argue is unconstitutional.The lawsuit, filed on Friday in United States District Court in Madison, seeks to restore a decades-old precedent that allowed people with disabilities to receive assistance from family members and caregivers with the return of absentee ballots.The accommodation was struck down by the Wisconsin Supreme Court on July 8 in a 4-to-3 ruling by the court’s conservative majority, which concluded that only voters themselves could return their absentee ballots in person.     How Democrats Can Win the Morality Wars

    I’m a fan of FiveThirtyEight, a website that looks at policy issues from a data-heavy perspective, but everyone publishes a clunker once in a while. In February, FiveThirtyEight ran a piece called “Why Democrats Keep Losing Culture Wars.” The core assertion was that Republicans prevail because a lot of Americans are ignorant about issues like abortion and school curriculum, and they believe the lies the right feeds them. The essay had a very heavy “deplorables are idiots” vibe.Nate Hochman, writing in the conservative National Review, recognized a hanging curve when he saw one and he walloped the piece. He noted that “all the ‘experts’ that the FiveThirtyEight writers cite in their piece are invested in believing that the progressive worldview is the objective one, and that any deviations from it are the result of irrational or insidious impulses in the electorate.”He added: “All this is a perfect example of why the left’s cultural aggression is alienating to so many voters. Progressive elites are plagued by an inability to understand the nature and function of social issues in American life as anything other than a battle between the forces of truth and justice on one side and those of ignorance and bigotry on the other.”There’s a lot of truth to that. The essence of good citizenship in a democratic society is to spend time with those who disagree with you so you can understand their best arguments.But over the last few decades, as Republicans have been using cultural issues to rally support more and more, Democrats have understood what’s going on less and less. Many progressives have developed an inability to see how good and wise people could be on the other side, a lazy tendency to assume that anybody who’s not a social progressive must be a racist or a misogynist, a tendency to think the culture wars are merely a distraction Republican politicians kick up to divert attention from the real issues, like economics — as if the moral health of society was some trivial sideshow.Even worse, many progressives have been blind to their own cultural power. Liberals dominate the elite cultural institutions — the universities, much of the mainstream news media, entertainment, many of the big nonprofits — and many do not seem to understand how infuriatingly condescending it looks when they describe their opponents as rubes and bigots.The Republican Party capitalizes on this. Some days it seems as if this is the only thing the party does. For example, Republican candidates could probably cruise to victory in this fall’s elections just by talking about inflation. Instead, many are doubling down on the sort of cultural issues that helped propel Glenn Youngkin to the governor’s office in Virginia.They’re doing it because many Americans believe the moral fabric of society is fraying, and the Republican messages on this resonate. In a recent Fox News poll, 60 percent of Hispanic respondents favored laws that would bar teachers from discussing sexual orientation or gender identity with students before the fourth grade. Nearly three-quarters of American voters are very or extremely concerned about “what’s taught in public schools.”Documents this year from the Democratic Congressional Campaign Committee recognized that the Republican culture war issues are “alarmingly potent” and that some battleground state voters think the Democrats are “preachy” and “judgmental.”The fact is the culture wars are not a struggle between the enlightened few and the ignorant and bigoted masses. They are a tension between two legitimate moral traditions. Democrats will never prevail on social issues unless they understand the nature of the struggle.In the hurly-burly of everyday life, very few of us think about systemic moral philosophies. But deep down we are formed by moral ecologies we are raised within or choose, systems of thought and feeling that go back centuries. We may think we are making up our own minds about things, but usually our judgments and moral sentiments are shaped by these long moral traditions.In this essay I’m going to try to offer a respectful version of the two rival moral traditions that undergird our morality wars. I’ll try to summarize the strengths and weaknesses of each. I’ll also try to point to the opportunities Democrats now have to create a governing majority on social and cultural matters.***The phrase “moral freedom” captures a prominent progressive moral tradition. It recognizes the individual conscience as the ultimate authority and holds that in a diverse society, each person should have the right to lead her own authentic life and make up her own mind about moral matters. If a woman decides to get an abortion, then we should respect her freedom of choice. If a teenager concludes they are nonbinary, or decides to transition to another gender, then we should celebrate their efforts to live a life that is authentic to who they really are.In this ethos society would be rich with a great diversity of human types.This ethos has a pretty clear sense of right and wrong. It is wrong to try to impose your morality or your religious faith on others. Society goes wrong when it prevents gay people from marrying who they want, when it restricts the choices women can make, when it demeans transgender people by restricting where they can go to the bathroom and what sports they can play after school.This moral freedom ethos has made modern life better in a variety of ways. There are now fewer restrictions that repress and discriminate against people from marginalized groups. Women have more social freedom to craft their own lives and to be respected for the choices they make. People in the L.G.B.T.Q. communities have greater opportunities to lead open and flourishing lives. There’s less conformity. There’s more tolerance for different lifestyles. There’s less repression and more openness about sex. People have more freedom to discover and express their true selves.However, there are weaknesses. The moral freedom ethos puts tremendous emphasis on individual conscience and freedom of choice. Can a society thrive if there is no shared moral order? The tremendous emphasis on self-fulfillment means that all relationships are voluntary. Marriage is transformed from a permanent covenant to an institution in which two people support each other on their respective journeys to self-fulfillment. What happens when people are free to leave their commitments based on some momentary vision of their own needs?If people find their moral beliefs by turning inward, the philosopher Charles Taylor warned, they may lose contact with what he called the “horizons of significance,” the standards of truth, beauty and moral excellence that are handed down by tradition, history or God.A lot of people will revert to what the philosopher Alasdair MacIntyre calls “emotivism”: What is morally right is what feels right to me. Emotivism has a tendency to devolve into a bland mediocrity and self-indulgence. If we’re all creating our own moral criteria based on feelings, we’re probably going to grade ourselves on a forgiving curve.Self-created identities are also fragile. We need to have our identities constantly affirmed by others if we are to feel secure. People who live within this moral ecology are going to be hypersensitive to sleights that they perceive as oppression. Politics devolves into identity wars, as different identities seek recognition over the others.The critics of moral freedom say that while it opens up lifestyle choices, it also devolves into what Zygmunt Bauman calls “liquid modernity.” When everybody defines his own values, the basic categories of life turn fluid. You wind up in a world in which a Supreme Court nominee like Ketanji Brown Jackson has to dodge the seemingly basic question of what a woman is. I don’t blame her. I don’t know how to answer that question anymore, either.Under the sway of the moral freedom ethos, the left has generally won the identity wars but lost the cosmology wars. America has moved left on feminist and L.G.B.T.Q. issues and is much more tolerant of diverse lifestyles. But many Americans don’t quite trust Democrats to tend the moral fabric that binds us all together. They worry that the left threatens our national narratives as well as religious institutions and the family, which are the seedbeds of virtue.***The conservative moral tradition has a very different conception of human nature, the world and how the good society is formed. I’ll call it “you are not your own,” after the recent book by the English professor and Christian author Alan Noble.People who subscribe to this worldview believe that individuals are embedded in a larger and pre-existing moral order in which there is objective moral truth, independent of the knower. As Charles Taylor summarizes the ethos, “independent of my will there is something noble, courageous and hence significant in giving shape to my own life.”In this ethos, ultimate authority is outside the self. For many people who share this worldview, the ultimate source of authority is God’s truth, as revealed in Scripture. For others, the ultimate moral authority is the community and its traditions.We’re in a different moral world here, with emphasis on obedience, dependence, deference and supplication. This moral tradition has a loftier vision of perfect good, but it takes a dimmer view of human nature: Left to their own devices, people will tend to be selfish and shortsighted. They will rebel against the established order and seek autonomy. If a person does not submit to the moral order of the universe — or the community — he may become self-destructive, a slave to his own passions.The healthier life is one lived within limits — limits imposed by God’s commandments, by the customs and sacred truths of a culture and its institutions. These limits on choice root you so you have a secure identity and secure attachments. They enforce habits that slowly turn into virtues.In the “moral freedom” world you have to be free to realize your highest moral potential.In the “you are not your own” world you must be morally formed by institutions before you are capable of handling freedom. In this world there are certain fixed categories. Male and female are essential categories of personhood. In this ethos there are limits on freedom of choice. You don’t get to choose to abort your fetus, because that fetus is not just cells that belong to you. That fetus belongs to that which brings forth life.Researchers Jesse Graham, Jonathan Haidt and Brian Nosek found that liberals are powerfully moved to heal pain and prevent cruelty. Conservatives, they discovered, are more attuned than liberals to the moral foundations that preserve a stable social order. They highly value loyalty and are sensitive to betrayal. They value authority and are sensitive to subversion.The strengths of this moral tradition are pretty obvious. It gives people unconditional attachments and a series of rituals and practices that morally form individuals.The weaknesses of this tradition are pretty obvious, too. It can lead to rigid moral codes that people with power use to justify systems of oppression. This ethos leads to a lot of othering — people not in our moral order are inferior and can be conquered and oppressed.But the big problem today with the “you are not your own” ethos is that fewer and fewer people believe in it. Fewer and fewer people in the United States believe in God. And more Americans of all stripes have abandoned the submissive, surrendering, dependent concept of the self.This is the ultimate crisis on the right. Many conservatives say there is an objective moral order that demands obedience, but they’ve been formed by America’s prevailing autonomy culture, just like everybody else. In practice, they don’t actually want to surrender obediently to a force outside themselves; they want to make up their own minds. The autonomous self has triumphed across the political spectrum, on the left where it makes sense, and also on the right, where it doesn’t.***Both of these moral traditions have deep intellectual and historical roots. Both have a place in any pluralistic society. Right now, the conservative world looks politically strong, but it is existentially in crisis. Republicans will probably do extremely well in the 2022 midterms. But conservatism, especially Christian conservatism, is coming apart.Conservative Christians feel they are under massive assault from progressive cultural elites. Small-town traditionalists feel their entire way of life is being threatened by globalism and much else. They perceive that they are losing power as a cultural force. Many in the younger generations have little use for their god, their traditional rooted communities and their values.This has produced a moral panic. Consumed by the passion of the culture wars, many traditionalists and conservative Christians have adopted a hypermasculine warrior ethos diametrically opposed to the Sermon on the Mount moral order they claim as their guide. Unable to get people to embrace their moral order through suasion, they now seek to impose their moral order through politics. A movement that claims to make God their god now makes politics god. What was once a faith is now mostly a tribe.This moral panic has divided the traditionalist world, especially the Christian part of it, a division that has, for example, been described in different ways by me, by my Times colleague Ruth Graham and by Tim Alberta in The Atlantic. Millions of Americans who subscribe to the “you are not your own” ethos are appalled by what the Republican Party has become.So is there room in the Democratic Party for people who don’t subscribe to the progressive moral tradition but are appalled by what conservatism has become?First, will Democrats allow people to practice their faith even if some tenets of that faith conflict with progressive principles? For example, two bills in Congress demonstrate that clash. They both would amend federal civil rights law to require fair treatment of L.G.B.T.Q. people in housing, employment and other realms of life. One, the Fairness for All Act, would allow for substantial exceptions for religious institutions. A Catholic hospital, say, wouldn’t be compelled to offer gender transition surgeries. The other, the Equality Act, would override existing law that prevents the federal government from substantially burdening individuals’ exercise of religion without a compelling government interest.Right now, Democrats generally support the latter bill and oppose the former. But supporting the Fairness for All Act, which seeks to fight discrimination while leaving space for religious freedom, would send a strong signal to millions of wavering believers, and it would be good for America.Second, will Democrats stand up to the more radical cultural elements in their own coalition? Jonathan Rauch was an early champion of gay and lesbian rights. In an article in American Purpose, he notes that one wing of the movement saw gay rights as not a left-wing issue but a matter of human dignity. A more radical wing celebrated cultural transgression and disdained bourgeois morality. Ultimately, the gay rights movement triumphed in the court of public opinion when the nonradicals won and it became attached to the two essential bourgeois institutions — marriage and the military.Rauch argues that, similarly, the transgender rights movement has become entangled with ideas that are extraneous to the cause of transgender rights. Ideas like: Both gender and sex are chosen identities and denying or disputing that belief amounts is violence. Democrats would make great strides if they could champion transgender rights while not insisting upon these extraneous moral assertions that many people reject.The third question is, will Democrats realize that both moral traditions need each other? As usual, politics is a competition between partial truths. The moral freedom ethos, like liberalism generally, is wonderful in many respects, but liberal societies need nonliberal institutions if they are to thrive.America needs institutions built on the “you are not your own” ethos to create social bonds that are more permanent than individual choice. It needs that ethos to counter the me-centric, narcissistic tendencies in our culture. It needs that ethos to preserve a sense of the sacred, the idea that there are some truths so transcendentally right that they are absolutely true in all circumstances. It needs that ethos in order to pass along the sort of moral sensibilities that one finds in, say, Abraham Lincoln’s Second Inaugural Address — that people and nations have to pay for the wages of sin, that charity toward all is the right posture, that firmness in keeping with the right always has to be accompanied by humility about how much we can ever see of the right.Finally, we need this ethos, because morality is not only an individual thing; it’s something between people that binds us together. Even individualistic progressives say it takes a village to raise a child, but the village needs to have a shared moral sense of how to raise it.I’ll end on a personal note. I was raised in Lower Manhattan and was shaped by the progressive moral values that prevailed in the late 1960s and the 1970s. But as I’ve grown older I’ve come to see more and more wisdom in the “you are not your own” tradition.Is there room for people like us in the Democratic Party? Most days I think yes.
