    Can Macron Lead the European Union After Merkel Retires?

    Emmanuel Macron, the French president, would love to fill the German chancellor’s shoes. But a Europe with no single, central figure may be more likely.PARIS — After Germans vote on Sunday and a new government is formed, Chancellor Angela Merkel will leave office after 16 years as the dominant figure in European politics. It is the moment that Emmanuel Macron, the French president, has been waiting for.The German chancellor, though credited for navigating multiple crises, was long criticized for lacking strategic vision. Mr. Macron, whose more swaggering style has sometimes ruffled his European partners — and Washington — has put forward ideas for a more independent and integrated Europe, better able to act in its own defense and its own interests.But as the Anglo-American “betrayal” in the Australian submarine affair has underscored, Mr. Macron sometimes possesses ambitions beyond his reach. Despite the vacuum Ms. Merkel leaves, a Macron era is unlikely to be born.Instead, analysts say, the European Union is heading for a period of prolonged uncertainty and potential weakness, if not necessarily drift. No one figure — not even Mr. Macron, or a new German chancellor — will be as influential as Ms. Merkel was at her strongest, an authoritative, well-briefed leader who quietly managed compromise and built consensus among a long list of louder and more ideological colleagues.That raises the prospect of paralysis or of Europe muddling through its challenges — on what to do about an increasingly indifferent America, on China and Russia, and on trade and technology — or even of a more dangerous fracturing of the bloc’s always tentative unity.And it will mean that Mr. Macron, who is himself up for re-election in April and absorbed in that uncertain campaign, will need to wait for a German government that may not be in place until January or longer, and then work closely with a weaker German chancellor.“We’ll have a weak German chancellor on top of a larger, less unified coalition,’’ said Mujtaba Rahman, managing director for Europe of the Eurasia Group, a political risk consultancy. “A weaker chancellor is less capable of exerting influence in Europe, and then with the Macron election, the political cycles of these two key countries will not be in sync.”Campaign posters this month in Berlin showing the top candidates for chancellor: Olaf Scholz, Armin Laschet and Annalena Baerbock.Filip Singer/EPA, via ShutterstockThe uncertainty is likely to last until after the French parliamentary elections in June — and that’s presuming Mr. Macron wins.Mr. Macron has argued forcefully that Europe must do more to protect its own interests in a world where China is rising and the United States is focusing on Asia. His officials are already trying to prepare the ground on some key issues, looking forward to January, when France takes over the rotating European Union presidency. But given the likelihood of lengthy coalition talks in Germany, the window for accomplishment is narrow.Mr. Macron will need German help. While France and Germany together can no longer run the European Union by themselves, when they agree, they tend to bring the rest of the bloc along with them.So building a relationship with the new German chancellor, even a weaker one, will be a primary goal for Mr. Macron. He must be careful, noted Daniela Schwarzer, executive director for Europe and Eurasia of the Open Societies Foundations, not to scare off the Germans.“Macron’s leadership is disruptive, and the German style is to change institutions incrementally,” she said. “Both sides will need to think through how they make it possible for the other side to answer constructively.’’French officials understand that substantive change will be slow, and they will want to build on initiatives already underway, like the analysis of Europe’s interests called “the strategic compass” and a modest but steady increase in military spending on new capabilities through the new European Defense Fund and a program called Pesco, intended to promote joint projects and European interoperability.After the humiliation of the scuttled submarine deal, when Australia suddenly canceled a contract with France and chose a deal with Britain and the United States instead, many of his European colleagues are more likely now to agree with Mr. Macron that Europe must be less dependent on Washington and spend at least a little more in its own defense.Few in Europe, though, want to permanently damage ties with the Americans and NATO.“Italy wants a stronger Europe, OK, but in NATO — we’re not on the French page on that,” said Marta Dassu, a former Italian deputy foreign minister and director of European affairs at the Aspen Institute.Troops from a European tank battalion that consists of Dutch and German soldiers.Laetitia Vancon for The New York TimesMario Draghi, the Italian prime minister, whose voice is respected in Brussels, believes strongly in the trans-Atlantic relationship, she said, adding: “We’re closer to Germany than to France, but without all the ambiguities on Russia and China.’’France also wants to become more assertive using the economic and financial tools Europe already has, especially trade and technology, the officials say. The point, they say, is not to push too hard too fast, but to raise the European game vis-à-vis China and the United States, and try to encourage a culture that is comfortable with power.But France’s German partners will themselves be going through a period of uncertainty and transition. A new German chancellor is expected to win only a quarter of the vote, and may need to negotiate a coalition agreement among three different political parties. That is expected to take at least until Christmas, if not longer.The new chancellor will also need to get up to speed on European issues, which barely surfaced in the campaign, and build credibility as the newcomer among 26 other leaders.“So it’s important now to start thinking of concrete French-German wins during a French presidency that Macron can use in a positive way in his campaign,” Ms. Schwarzer said. “Because Berlin does not want to ponder a scenario in which Macron loses” to the far-right Marine Le Pen or in which Euro-skeptics like Matteo Salvini take over in Italy.Whoever wins, German policy toward Europe will remain roughly the same from a country deeply committed to E.U. ideals, cautious and wanting to preserve stability and unity. The real question is whether any European leader can be the cohesive force Ms. Merkel was — and if not, what it will mean for the continent’s future.“Merkel herself was important in keeping the E.U. together,” said Ulrich Speck of the German Marshall Fund. “She kept in mind the interests of so many in Europe, especially Central Europe but also Italy, so that everyone could be kept on board.’’Ms. Merkel saw the European Union as the core of her policy, said a senior European official, who called her the guardian of true E.U. values, willing to bend to keep the bloc together, as evidenced by her support for collective debt, previously a German red line, to fund the coronavirus recovery fund.“Merkel acted as mediator when there have been a lot of centrifugal forces weakening Europe,’’ said Thomas Kleine-Brockhoff, head of the Berlin office of the German Marshall Fund. “It’s less clear how the next chancellor will position himself or herself and Germany.’’Still, Mark Leonard, director of the European Council on Foreign Relations, noted that “whoever is the chancellor, Germany is still responsible for more than half of Chinese trade with Europe.’’ Germany is “vastly more important than the other countries on all the big issues, from how to handle China to the tech wars and climate change,’’ he said.President Xi Jinping of China, upper left, and European leaders discussing an investment deal last year.Pool photo by Johanna GeronThat means Mr. Macron “knows he has to channel German power behind his vision,’’ he said.But French and Italian positions will be crucial, too, on important pending financial issues, like fiscal and banking integration, trying to complete the single market and monitoring the pandemic recovery fund.Ms. Merkel’s departure may provide an opportunity for the kinds of change Mr. Macron desires, even if in vastly scaled-down version. Ms. Merkel’s love of the status quo, some analysts argue, was anachronistic at a time when Europe faces so many challenges.Perhaps most important is the looming debate about whether to alter Europe’s spending rules, which in practical terms means getting agreement from countries to spend more on everything from defense to climate.The real problem is that fundamental change would require a treaty change, said Guntram Wolff, director of Bruegel, a Brussels research institution. “You can’t have fiscal and defense integration by stealth,’’ he said. “It won’t have legitimacy and won’t be accepted by citizens.’’But the German election debates ignored these broad issues, he said.“The sad news,” Mr. Wolff said, “is that none of the three chancellor candidates campaigned on any of this, so my baseline expectation is continued muddling forward.” More

    Angela Merkel Is Leaving. It’s Time.

    BERLIN — In central Berlin, a giant billboard shows a pair of hands, arranged in the shape of a diamond, in front of a female torso dressed in a green jacket. “Tschüss Mutti,” the billboard reads. “Bye, bye, Mommy.”Even without a face, Germans know who’s being depicted. The diamond, the colorful jacket and the word “Mutti” are iconic, just like Angela Merkel herself.After 16 years, Germany is saying “Tschüss” to its longtime chancellor. Across the country, the departure of Ms. Merkel has brought out affectionate nostalgia, tinged with a drop of irony. Yet there’s also fatigue, verging on irritation, a twitchy restlessness to see her off and start afresh. As with most farewells, feelings are mixed.For Ms. Merkel, a leader who never sought acclaim, a low-key, almost ambivalent exit feels fitting. But it also reveals an irony about her rule. The qualities that ensured her success — her caution and consistency, her firmness and diligence — are now, at the end of her tenure, leading some to regard her departure with relief. The Germany Ms. Merkel made, in nearly two decades of steady stewardship, is ready to move on.For all her calm, Ms. Merkel’s time in charge has not been without tumult. She steered Germany through a series of crises — the financial crash in 2008, the euro debt crisis that followed, the migration crisis of 2015 and, of course, the pandemic. She brokered a truce, albeit a brittle one, between Russia and Ukraine, helped to negotiate Brexit and saw Donald Trump come and go. Each event had the potential to sunder the world. In part thanks to Ms. Merkel, none did.Her role in these crises continues to be debated. Many progressives maintain that her austerity policies have done more harm than good, and many conservatives believe she should have closed Germany’s borders to migrants in 2015. The overall verdict, though, is unlikely to change. Under great pressure, Ms. Merkel was a conservative in the best sense, retaining the country’s prosperity, cohesion and purpose. Her great achievement was not what she built, but what she managed to keep.Yet preservation can quickly turn to stagnation. Many of Ms. Merkel’s policies that had an initially stabilizing effect carried hidden long-term costs. And at the very moment she is about to leave office, that’s starting to show. Her “sins of omission” — as a British historian and Germany expert, Timothy Garton Ash, put it to me — are becoming painfully obvious.Take Europe. Across nearly two decades, Ms. Merkel played an outsize role in guiding the union through a succession of challenges. But in the process, she stored up future problems.In 2016, for example, the chancellor spearheaded a deal with Turkey to take in refugees. The move ended the yearlong migration crisis, in which more than a million migrants claimed asylum in Europe. But it’s hardly a sustainable solution, neither for Turkey — where economic difficulties and growing numbers of refugees threaten to destabilize the country — nor for Europe. Migrants, especially after the U.S. withdrawal from Afghanistan and the Taliban’s takeover of the country, will continue to seek refuge on the continent. Some workable solution, attentive to the needs of both migrants and citizens, must be found.In other areas, too, Ms. Merkel’s approach fell short. Her handling of the euro debt crisis helped secure the future of the bloc, but at the cost of leaving the underlying dynamics — overindebted southern countries and an unbalanced monetary union — untouched. Her conciliatory approach to Russia, not least over the controversial Nord Stream 2 gas pipeline, looks ever more untenable as President Vladimir Putin ruthlessly consolidates his regime.And while her inclination to avoid censuring Hungary and Poland for their breaches of the rule of law protected the bloc against disintegration, it sidestepped essential questions about the character of Europe. In Ms. Merkel’s absence, European leaders — including Germany’s next chancellor, whoever that is — will need to determine the bloc’s future course. How will it navigate the increased rivalry between America and China? To what extent will it embark on a more autonomous defense strategy? And how will it combat the rise of the far right?At home, a similar pattern prevailed. Look at the economy. Yes, Germany’s export surplus came to an all-time high during Ms. Merkel’s tenure, and G.D.P. reached a record high in 2019. But it has come at the cost of an increased — some say excessive — dependence on the Chinese market, something Ms. Merkel has done little to address. What’s more, by shielding Germany’s car industry from more ambitious carbon-emission goals, Ms. Merkel has in effect exonerated managers from the need to innovate. That’s one reason German car companies are scrambling to keep up with their American and Chinese counterparts.Then there’s climate change. Trying to protect key industries and fearing to impose too much change on voters, Ms. Merkel refrained from any far-reaching plan to cut emissions until late in her tenure. And though the share of renewable energy grew to 45 percent during her time in office, many experts agree that on its current trajectory, the country will not meet its goal of being carbon-neutral by 2045. Despite being seen abroad as the “climate chancellor,” Ms. Merkel has taken only very minor steps toward confronting the defining issue of our time.It all adds up to a country at once cozy and cosseted, ignorant of the dangers waiting in the wings. Ursula Weidenfeld, an economics journalist and the author of a recent biography of the chancellor, has likened Ms. Merkel’s Germany to the Shire in J.R.R. Tolkien’s “Lord of the Rings.” Peaceful and prosperous, soothingly old-fashioned, self-satisfied to the point of delusion and naïve in a likable yet unnerving way: The analogy is apt.Ms. Merkel protected the Shire, which is what Germans expected of her and why she won four national elections in a row. But in doing so, she fostered its peculiar detachment from the world and its unwillingness to change, innovate or even discuss different ways forward.The chancellor also became stuck in her ways. Humble and unpretentious, she saw herself as a servant to her country. But in return for her service, dedication and competence, she came to expect — demand, even — blind trust. She has grown increasingly impatient with the forever chatter of Germany’s political class.Her famous phrase during the migration crisis — “We can do this” — was to some a welcome dose of optimism. But to others, not least in her own party, it was a decree, a royal diktat from above silencing opposition and curtailing debate. Perhaps that tendency hardened over time. Ahead one of the endless meetings with Germany’s 16 governors during the pandemic’s first wave in 2020, she reportedly complained about the “orgies of debates on reopening the country.”It was an unusual outburst, one that underscored a growing unease about her methods and her achievements. After all, the pandemic exposed Germany’s lack of digital services, the need to modernize its public health service and the vulnerability of the economy’s supply chains. The floods in July, in which over 200 people lost their lives, were a tragic reminder that Germany will not be spared the perils of climate change. Against this backdrop, the prospect of change — no matter how familiar the candidates — has become more appealing.Just a couple of years ago, Ms. Merkel was garlanded as the “leader of the free world.” Against the chaos and disruption of Mr. Trump, her sober, judicious style was widely envied. Now, in a twist of history, different qualities are wanted. I’m pretty sure there will be many moments in the not-too-distant future when Germans will painfully miss Angela Merkel.     Hong Kong Pushes Opposition to Run in Preordained Elections

    China has already determined the outcome, but the government is pressuring opposition parties to participate to lend the vote legitimacy.HONG KONG — As far as the trappings of a healthy democracy go, Hong Kong’s upcoming legislative election has them all.Hundreds of politicians hand out leaflets in the tropical heat. Posters remind residents of voter registration deadlines. During a preliminary ballot on Sunday, the government touted a record 90 percent turnout rate.All the ingredients are there — except one: any uncertainty about the outcome.The legislative election, set for December, is the first since the Chinese government ordered sweeping changes to Hong Kong’s election system to ensure its favored candidates win. Some opposition groups have pledged to boycott in protest, and the largest of them, the Democratic Party, will decide this weekend whether to follow.But Hong Kong officials have warned that a boycott could violate the city’s expansive national security law. After all, an election doesn’t look valid if the opposition doesn’t show up.Welcome to elections in Hong Kong now: not so much exercises in democracy as the vigorous performance of it.“They want to continue to give the illusion that they respect the Basic Law,” said Jean-Pierre Cabestan, a professor of Chinese politics at Hong Kong Baptist University. Even so, the opposition had long managed to win at least some influence on government policy, and polls had consistently shown that they had the majority of the public’s support. In late 2019, months of fierce antigovernment protests helped fuel an unprecedented landslide victory by pro-democracy candidates in local elections.The Chinese Communist Party was determined not to see a repeat. After imposing the security law last summer to crush the protests, it quickly followed up with election changes that allowed only government-approved “patriots” to hold office. In addition, the general public will now be allowed to choose just 20 of 90 legislators. Most of the rest will be chosen by the electors picked last Sunday — all but one aligned with the authorities.Yet the party, intent on preserving Hong Kong’s status as a global financial center, has fervently denied international accusations that it is reneging on the pledges it made upon Hong Kong’s return to China in 1997. Hence officials’ determination to make the elections look as credible as possible — even if that requires intimidating the opposition into running.One senior official has suggested that boycotting the elections would be a statement of rebellion. Carrie Lam, the city’s chief executive, said last month that it would be “strange” for a party not to run.“If there is a political party with many members, but it does not discuss or participate in politics, then we might need to question the value of its existence,” she told reporters.The government has also made it illegal to encourage others to cast protest ballots.Regardless of what the Democratic Party decides, this past Sunday’s preliminary vote has already offered a preview of what Hong Kong elections may look like in the future.“Hong Kong’s elections have always been known for being fair, open, just, clean and honest, and we take pride in that,” Carrie Lam said in a speech on Sunday.Jerome Favre/EPA, via ShutterstockThe purpose of the vote was to form an Election Committee, a group of 1,500 that under Beijing’s new rules will select many legislators, as well as Hong Kong’s next top leader. According to the government, the committee is a diverse microcosm of Hong Kong society.But fewer than 8,000 residents — 0.1 percent of the population — were eligible to vote in the Election Committee poll, all drawn from a list approved by Beijing.All the candidates had to be screened by a government panel for loyalty. No major opposition groups fielded candidates, citing the futility given the handpicked electorate. (In addition, many of the opposition’s leaders have been arrested, are in exile or have been disqualified from holding government posts.)Even the few residents who did have a vote had limited say. Of the Election Committee’s 1,500 seats, three-quarters were uncontested or set aside for designated government allies.None of that stopped officials from declaring the day a paragon of civic participation. “Hong Kong’s elections have always been known for being fair, open, just, clean and honest, and we take pride in that,” Mrs. Lam said before polls opened.At times, the authorities’ dedication to the veneer of public engagement verged on absurdism.The weekend before the Election Committee vote, the Central Liaison Office, Beijing’s official arm in Hong Kong, ordered the ranks of the city’s billionaire tycoons to staff street booths and extol the virtues of the new election system.Voters posing for a photograph before walking into a polling station on Sunday. But the central government wanted residents to feel as if they had earned their positions, said Tam Yiu-Chung, a Hong Kong member of the Chinese legislature’s top committee.“It was the liaison office that asked us to do this,” Mr. Tam said. “Even though we are guaranteed members, we still believe we should tell residents what expectations we have for ourselves, and let them understand us better.”That was how Pansy Ho, the second-richest woman in Hong Kong, found herself hawking leaflets on a 92-degree day. Raymond Kwok, the billionaire chairman of one of Hong Kong’s largest developers, stayed only a few minutes, enough time to be photographed handing out fliers, before leaving.Kennedy Wong, a lawyer and member of an advisory body to Beijing, lasted longer — about an hour and a half, he said — at a booth in the working-class neighborhood of North Point. Mr. Wong acknowledged that the success of the outreach was questionable.“I didn’t receive questions on the street during my time there,” he said, adding that passers-by either flashed signs of support or “walked past and ignored us.”On the day of the election, officials touted a 90 percent turnout rate. Mrs. Lam said it “reflected the support for the new electoral system.”But that 90 percent was not calculated out of the total pool of roughly 8,000 eligible voters; it was of the number of voters in the few contested races. It represented 4,380 of 4,889 voters in that category casting ballots. In an interview as she left the polling station, Chan Nga Yue said she considered the candidates representative because “many of them are people that we know.”Even with the few ballots cast, vote counting proved troublesome. The first results were not announced until nine hours after polls closed — for a seat for which 82 votes had been cast. The full results were not finalized for an additional three hours. Officials cited staff errors.Only one candidate who was not part of the pro-Beijing bloc won a seat. Officials said the victory of Tik Chi-yuen, a self-declared independent, proved that diverse voices were welcome.But Mr. Tik’s election was, in part, pure luck: After tying with two other candidates, he prevailed in a random draw.Occasionally, reminders that not everyone was thrilled with the new setup broke through.One pro-democracy group staged a four-person protest near a polling station, where the members were surrounded by dozens of police officers.Also, midway through the day, Barnabas Fung, the city’s top elections official, acknowledged that the reduction in the electorate had led “many unregistered people” to line up at polling stations mistakenly.“There were people who thought they had a vote,” Mr. Fung told reporters. “In the future, we’ll have to see if there’s a way to let everyone know that only registered voters can vote.” More

    Germany Struggles to Stop Online Abuse Ahead of Election

    Scrolling through her social media feed, Laura Dornheim is regularly stopped cold by a new blast of abuse aimed at her, including from people threatening to kill or sexually assault her. One person last year said he looked forward to meeting her in person so he could punch her teeth out.Ms. Dornheim, a candidate for Parliament in Germany’s election on Sunday, is often attacked for her support of abortion rights, gender equality and immigration. She flags some of the posts to Facebook and Twitter, hoping that the platforms will delete the posts or that the perpetrators will be barred. She’s usually disappointed.“There might have been one instance where something actually got taken down,” Ms. Dornheim said.Harassment and abuse are all too common on the modern internet. Yet it was supposed to be different in Germany. In 2017, the country enacted one of the world’s toughest laws against online hate speech. It requires Facebook, Twitter and YouTube to remove illegal comments, pictures or videos within 24 hours of being notified about them or risk fines of up to 50 million euros, or $59 million. Supporters hailed it as a watershed moment for internet regulation and a model for other countries.But an influx of hate speech and harassment in the run-up to the German election, in which the country will choose a new leader to replace Angela Merkel, its longtime chancellor, has exposed some of the law’s weaknesses. Much of the toxic speech, researchers say, has come from far-right groups and is aimed at intimidating female candidates like Ms. Dornheim.Some critics of the law say it is too weak, with limited enforcement and oversight. They also maintain that many forms of abuse are deemed legal by the platforms, such as certain kinds of harassment of women and public officials. And when companies do remove illegal material, critics say, they often do not alert the authorities or share information about the posts, making prosecutions of the people publishing the material far more difficult. Another loophole, they say, is that smaller platforms like the messaging app Telegram, popular among far-right groups, are not subject to the law.Free-expression groups criticize the law on other grounds. They argue that the law should be abolished not only because it fails to protect victims of online abuse and harassment, but also because it sets a dangerous precedent for government censorship of the internet.The country’s experience may shape policy across the continent. German officials are playing a key role in drafting one of the world’s most anticipated new internet regulations, a European Union law called the Digital Services Act, which will require Facebook and other online platforms to do more to address the vitriol, misinformation and illicit content on their sites. Ursula von der Leyen, a German who is president of the European Commission, the 27-nation bloc’s executive arm, has called for an E.U. law that would list gender-based violence as a special crime category, a proposal that would include online attacks.“Germany was the first to try to tackle this kind of online accountability,” said Julian Jaursch, a project director at the German think tank Stiftung Neue Verantwortung, which focuses on digital issues. “It is important to ask whether the law is working.”Campaign billboards in Germany’s race for chancellor, showing, from left, Annalena Baerbock of the Green Party, Olaf Scholz of the Social Democrats and Christian Lindner of the Free Democrats.Sean Gallup/Getty ImagesMarc Liesching, a professor at HTWK Leipzig who published an academic report on the policy, said that of the posts that had been deleted by Facebook, YouTube and Twitter, a vast majority were classified as violating company policies, not the hate speech law. That distinction makes it harder for the government to measure whether companies are complying with the law. In the second half of 2020, Facebook removed 49 million pieces of “hate speech” based on its own community standards, compared with the 154 deletions that it attributed to the German law, he found.The law, Mr. Liesching said, “is not relevant in practice.”With its history of Nazism, Germany has long tried to balance free speech rights against a commitment to combat hate speech. Among Western democracies, the country has some of the world’s toughest laws against incitement to violence and hate speech. Targeting religious, ethnic and racial groups is illegal, as are Holocaust denial and displaying Nazi symbols in public. To address concerns that companies were not alerting the authorities to illegal posts, German policymakers this year passed amendments to the law. They require Facebook, Twitter and YouTube to turn over data to the police about accounts that post material that German law would consider illegal speech. Some of the worst material, including messages with Nazi symbolism, had been online for more than a year, the groups found. The far-right party Alternative for Germany, which has criticized the law for unfairly targeting its supporters, has vowed to repeal the policy “to respect freedom of expression.”Jillian York, an author and free speech activist with the Electronic Frontier Foundation in Berlin, said the German law encouraged companies to remove potentially offensive speech that is perfectly legal, undermining free expression rights.“Facebook doesn’t err on the side of caution, they just take it down,” Ms. York said. Victims of online abuse should be able to go after perpetrators directly for libel and financial settlements, she said.     The race for chancellor is tightening, but Angela Merkel says Armin Laschet is the man to fill her shoes.STRALSUND, Germany — Only days before Germans cast their ballots for a new Parliament and with it a new government and leader, Chancellor Angela Merkel was on the campaign trail this week — further proof that her conservatives are in a perilous position.Ms. Merkel, of course, is no longer a candidate. She is stepping down and had hoped to stay away from the race. But instead she spent Tuesday in her own district stumping for the struggling candidate for her Christian Democratic Union, Armin Laschet. She even quipped about her smaller-than-average shoe size, hoping to convince voters that those shoes are best filled by Mr. Laschet.For weeks, polls have shown a lead for the Social Democratic Party, traditional rivals of the conservative Christian Democrats yet also their governing partners. But in the final week before Sunday’s vote, the conservatives have narrowed the gap to roughly three percentage points.The Christian Democrats are Germany’s largest political party and for decades have been the country’s most dominant political force. Despite their current second-place situation, they have a reputation for being strong closers, which is giving Mr. Laschet hope after an underwhelming campaign. The Green party, the unexpected early leaders in the race, are in third place at the moment.The Social Democrats are running one of their strongest election campaign in years, marked by clear messaging on progressive issues from increasing the minimum wage to creating more affordable housing. They decided to attend more out of curiosity to see the woman who had shaped their lives than out of political interest.They described their political leanings as “leftist-Green,” saying they would vote on Sunday, but not for Mr. Laschet.“I think it is good if the Christian Democrats go into opposition,” Mr. Taugnitz said.That could happen. On Sunday, voters will go to the polls, though many may have already done so, with the pandemic resulting in an unusually high number of requests for mail-in ballots — a form of voting that has been around in Germany since 1957 and that organizers assure is safe.Should the Social Democrats emerge as the strongest party, they would still need to find at least one partner to form a government.     Germany’s Far Right Is Nowhere in the Election. But It’s ‘Here to Stay.’

    In the next national Parliament, the far-right Alternative for Germany party is likely to remain a pariah force. But it looks assured, too, of a role in shaping the country’s future.BERLIN — They promised they would “hunt” the elites. They questioned the need for a Holocaust memorial in Berlin and described Muslim immigrants as “head scarf girls” and “knife men.”Four years ago the Alternative for Germany, or AfD, arrived in the German Parliament like a wrecking ball, the first far-right party to win a place at the heart of Germany’s democracy since World War II. It was a political earthquake in a country that had once seen Hitler’s Nazi party rise from the fringes to win power in free elections.As another election looms on Sunday, the worst fears of many Germans have not come true: Support for the party has dipped. But neither have the hopes that the AfD would disappear from the political scene as suddenly as it appeared. If Germany’s fate in this election will not be settled by the far right, political analysts say, Germany’s future will partly be shaped by it.“The AfD is here to stay,” said Matthias Quent, professor of sociology at Magdeburg University of Applied Sciences and an expert on the far right. “There was the widespread and naïve hope that this was a short-lived protest phenomenon. The reality is that the far right has become entrenched in the German political landscape.”The AfD is polling at roughly 11 percent, just below its 2017 result of 12.6 percent, and is all but guaranteed to retain its presence in Parliament. (Parties with less than 5 percent of the vote do not get any seats.) But with all other parties refusing to include the AfD in talks about forming the next governing coalition, it is effectively barred from power.“The AfD is isolated,” said Uwe Jun, a professor of political science at Trier University.Yet with Germany’s two main parties having slipped well below the 30 percent mark, the AfD remains a disruptive force, one that complicates efforts to build a governing coalition with a majority of votes and parliamentary seats. Its noisy nationalism and anti-immigrant stance were what first catapulted it into Parliament and instantly turned it into Germany’s main opposition party.But the party has struggled to expand its early gains during the past 18 months, as the pandemic and, more recently, climate change have shot to the top of the list of voters’ concerns — while its core issue of immigration has barely featured in this year’s election campaign.The AfD has tried to jump on the chaos in Afghanistan to fan fears of a new migrant crisis. “Cologne, Kassel or Konstanz can’t cope with more Kabul,” one of the party’s campaign posters asserted. “Save the world? Sure. But Germany first!” another read.At a recent election rally north of Frankfurt, Mr. Chrupalla demanded that lawmakers “abolish” the constitutional right to asylum. He also told the public broadcaster Deutsche Welle that Germany should be prepared to protect its borders, “if need be with armed force.”None of this rhetoric has shifted the race, particularly because voters seem to have more fundamental concerns about the party’s aura of extremism. Some AfD leaders have marched with extremists in the streets, while among the party’s supporters are an eclectic array of conspiracy theorists and neo-Nazi sympathizers.The AfD has not been linked directly to political violence, but its verbal transgressions have contributed to a normalization of violent language and coincided with a series of deadly far-right terrorist attacks.Supporters of the party at a rally in the central German city of Magdeburg this summer.Annegret Hilse/ReutersIn June 2019, a regional politician who had defended Ms. Merkel’s refugee policy was shot dead on his front porch by a well-known neo-Nazi. The killer later told the court that he had attended a high-profile AfD protest a year earlier.Since then, a far-right extremist has attacked a synagogue in the eastern city of Halle during a Yom Kippur service, leaving two dead and only narrowly failing to commit a massacre. Another extremist shot dead 9 mostly young people with immigrant roots in the western city of Hanau.The AfD’s earlier rise in the polls stalled almost instantly after the Hanau attack.“After these three attacks, the wider German public and media realized for the first time that the rhetoric of the AfD leads to real violence,” said Hajo Funke of the Free University in Berlin, who has written extensively about the party and tracks its evolution.“It was a turning point,” he said. “They have come to personify the notion that words lead to deeds.”Shortly after the Hanau attack, Thomas Haldenwang, the chief of the Office for the Protection of the Constitution, Germany’s domestic intelligence agency, placed elements of the AfD under surveillance for far-right extremism — even as the party’s lawmakers continued to work in Parliament.“We know from German history that far-right extremism didn’t just destroy human lives, it destroyed democracy,” Mr. Haldenwang warned after announcing his decision in March last year. “Far-right extremism and far-right terrorism are currently the biggest danger for democracy in Germany.”Today, the agency has classified about a third of all AfD members as extremist, including Mr. Chrupalla and Alice Weidel, the party’s other lead candidate. As if to hammer home the point, the party’s main election slogan this year is: “Germany — but normal.”A look through the party’s 207-page election program shows what “normal” means: The AfD demands Germany’s exit from the European Union. It calls for the abolition of any mandates to fight the coronavirus. It wants to return to the traditional German definition of citizenship based on blood ancestry. And it is the only party in Parliament that denies man-made climate change, while also calling for investment in coal and a departure from the Paris climate accord.That the AfD’s polling numbers have barely budged for the past 18 months suggests that its supporters are not protest voters but Germans who subscribe to its ideas and ideology.“The AfD has brought out into the open a small but very radical electorate that many thought we don’t have in this country,” said Mr. Quent, the sociologist. “Four years ago people were asking: ‘Where does this come from?’ In reality it was always there. It just needed a trigger.”Mr. Quent and other experts estimate the nationwide ceiling of support for the party at around 14 percent. But in parts of the former Communist East, where the AfD has become a broad-based political force entrenched at the local level, it is often twice that — enough to make it the region’s second-strongest political force.Among the under 60-year olds, Mr. Quent said, it has become No. 1.“It’s only a question of time until AfD is the strongest party in the East,” Mr. Quent said.That is why Mr. Chrupalla, whose constituency is in the eastern state of Saxony, the one state where the AfD already came first in 2017, predicts it will eventually become too big to bypass.“In the East we are a people’s party, we are well-established at the local, city, regional and state level,” Mr. Chrupalla said. “In the East the middle class votes for the AfD.     Justin Trudeau Won Canada's Election, At a Cost

    The prime minister struggled to find a campaign issue that could distinguish his party and expand its power in Parliament.OTTAWA — One day after an election Prime Minister Justin Trudeau called a “pivotal moment” in his country’s history, Canada seems to have pivoted right back where it started.Mr. Trudeau eked out a slim victory on Monday after voters turned out in record-low numbers, but his Liberal Party’s share of power in Parliament remains virtually the same as it was during the last session of Parliament. So does every other party’s.That helps explain why some Canadians are calling it the election to nowhere.And the winner may turn out to be the loser. Critics say the vote may have undermined Mr. Trudeau’s credibility and reinforced the notion among many Canadians that he is a political opportunist.“His job is secure, but I still think he comes out diminished in the end from this,” said Andrew McDougall, a professor of political science at the University of Toronto.When Mr. Trudeau called the 36-day campaign — the shortest allowed by law — in August, he said he needed a strong mandate to bring the pandemic to heel and lead the country to economic recovery.Mr. Trudeau never explicitly acknowledged that he hoped to ride his popularity from the government’s handling of the pandemic to a majority in Parliament. But he also never denied it.Still, some questioned both the timing of the election, and the need.Prominent Liberals, among them his friend and former top political adviser Gerald Butts, argued that Mr. Trudeau never offered a compelling case that a minority Parliament had stopped him from accomplishing his legislative goals, especially its large pandemic-related spending programs. While the opposition delayed some of Mr. Trudeau’s measures, the only legislation he presented that did not pass were the bills still outstanding when Parliament was dissolved at Mr. Trudeau’s request for the vote.Anger over the prime minister’s decision to call an election followed him throughout the campaign. So did apathy.Several polls found that few voters were paying much attention, particularly before Labor Day, when it seems much of the nation’s attention was turned toward beaches, boats and barbecues.Although the election was the most costly in Canada’s history — it cost $600 million in Canadian dollars — voter turnout, which is likely to remain unchanged when final results are released, was 58.44 percent, the lowest ever.During the campaign itself, Mr. Trudeau struggled to find an issue that clearly distinguished him from his closest rival, Erin O’Toole.The first Conservative leader from Ontario, the most populous province, in more than half a century, Mr. O’Toole drafted a new platform for his party that on many key issues differed from Mr. Trudeau’s only in scope and detail. It put climate change higher on the list of concerns for Canadian voters.But in a bid to attract moderate voters to the Conservative Party, Mr. O’Toole dropped its long-held opposition to carbon taxes, which had been driven by the party’s power base in Alberta, the home of the oil sands. Mr. O’Toole released a carbon tax proposal as part of a package of climate measures.That undercut Mr. Trudeau’s efforts to argue that the Conservatives did not have a credible plan to mitigate climate change.“The Conservative Party has put forward a more ambitious platform than in 2019, in part to take that off the agenda,” said Kathryn Harrison, a professor of political science at the University of British Columbia.At the end of the campaign, Mr. O’Toole did give Mr. Trudeau an opening, and Mr. Trudeau pounced on it.     OTTAWA — Prime Minister Justin Trudeau’s political gamble failed to pay off Monday when Canadian voters returned him to office but denied him the expanded bloc of power he had been seeking in Parliament.Unofficial election results on Monday indicated that while he would remain as prime minister, it would again be as the head of a minority government.In August, with his approval ratings high, Mr. Trudeau called a “snap election,” summoning voters to the polls two years before he had to. The goal, he said, was to obtain a strong mandate for his Liberal Party to lead the nation out of the pandemic and into recovery.But many Canadians suspected that his true ambitions were mere political opportunism, and that he was trying to regain the parliamentary majority the Liberals had until they lost seats in the 2019 election.Whatever his motive, it did not work.With some votes still being cast or uncounted, the preliminary results were a near repeat of the previous vote. And, at least in theory, his party’s shaky grip on power leaves his government vulnerable to being overturned by Parliament.In his victory speech early Tuesday, Mr. Trudeau acknowledged the unpopularity of his call for a snap election.“You don’t want us talking about politics or elections anymore; you want us to focus on the work that we have to do for you,” he told a partisan crowd in a hotel in downtown Montreal. “You just want to get back to the things you love, not worry about this pandemic, or about an election.”In calling for the early election, Mr. Trudeau had argued that, like his predecessors in the aftermath of World War II, he needed a strong mandate from voters to vanquish the coronavirus and rebuild the national economy, badly damaged by the pandemic.But the announcement was not well received by many Canadians.Alarm that the government was holding an election when it did not have to, even as the Delta variant was straining hospitals in some areas, never abated for many voters during the 36-day campaign. And Mr. Trudeau’s opponents were quick to characterize his move as a reckless power grab. Erin O’Toole, the Conservative leader, went so far as to call it “un-Canadian.”In the end, Mr. Trudeau not only failed to secure a majority in Parliament, according to unofficial results, he may have also squandered the good will he had gained as he led his nation through the coronavirus crisis.“I’m wondering if the Liberals, in their minds, are saying: ‘Dang it, why did we — why did we call it?’” Kimberly Speers, a professor of political science at the University of Victoria in British Columbia, said during the final week of campaigning.Now, she said, it is unclear how long any Liberal minority government will be able to hold together and what this will all mean for the party’s leader. “How long is Trudeau going to last?” Ms. Speers wondered.The Conservative Party leader, Erin O’Toole, at a campaign rally in Toronto this month.Blair Gable/ReutersWhen Mr. Trudeau first ran for office as leader of the Liberals in 2015, few political experts thought he could pull it off. He began that campaign in third place, behind the incumbent Conservatives and the left-of-center New Democratic Party.He won by presenting himself as a new voice in politics with a different approach and different ideas to go with itBut that fresh young politician was little to be seen this time around.Mr. Trudeau, 49, offered voters less a vision for the future than a warning, sometimes explicitly. A return to the Conservative government under Mr. O’Toole, he said, would wipe away his government’s achievements in a variety of areas, among them gun control, gender equity, climate change, child care, poverty reduction and, above all, fighting the pandemic and getting Canadians vaccinated.“Mr. O’Toole won’t make sure the traveler sitting beside you and your kids on a train or a plane is vaccinated,” he said at a campaign rally in Surrey, British Columbia, last week. “This is the moment for real leadership. Mr. O’Toole doesn’t lead — he misleads.”Mr. Trudeau at a campaign stop on Sunday in Burnaby, British Columbia.Carlos Osorio/ReutersBut in Mr. O’Toole, the prime minister was running against a different opponent than the Conservative leaders he had encountered in the two previous campaigns.“I am a new leader with a new style,” Mr. O’Toole, who took over the party just over a year ago, said at the outset of the campaign. “There are five parties but two choices: Canada’s Conservatives or more of the same.”A former air force helicopter navigator and corporate lawyer from Ontario, Mr. O’Toole, seeking to broaden Conservatives’ appeal, produced a 160-page campaign platform that essentially turned the party’s back on many once-central positions, like opposition to carbon taxes.After condemning Mr. Trudeau for running up large deficits with pandemic spending, Mr. O’Toole issued a plan that forecast similar budget shortfalls.He even reversed a major campaign pledge — to repeal Mr. Trudeau’s ban on 1,500 models of assault-style rifles — when it became apparent that it alienated voters who were not core Conservative supporters.Mr. O’Toole did, however, maintain his opposition to mandatory vaccination and vaccine passports.Mr. O’Toole also repeatedly attacked Mr. Trudeau’s personal integrity. He cited, as the Conservatives have repeatedly in Parliament, several low points in the prime minister’s career.The federal ethics commissioner found that Mr. Trudeau broke ethics laws when he and his staff pressured his justice minister, an Indigenous woman, in 2018 to offer a large Canadian engineering firm a deal allowing it to avoid a criminal conviction on corruption charges. Last year a charity with close ties to the Trudeau family was awarded a no-bid contract to administer a Covid-19 financial assistance plan for students. The group withdrew, the program was canceled and Mr. Trudeau was cleared of conflict of interest allegations.And while Mr. Trudeau champions diversity and racial justice, it came out during the 2019 vote that he had worn blackface or brownface at least three times in the past.“Every Canadian has met a Justin Trudeau in their lives — privileged, entitled and always looking out for No. 1,” Mr. O’Toole said during the campaign. “He’ll say anything to get elected, regardless of the damage it does to our country.”During the campaign, Mr. O’Toole chipped away at Mr. Trudeau’s personal integrity, reminding voters of the prime minister’s missteps.Blair Gable/ReutersMr. Trudeau returned the criticism, saying Mr. O’Toole’s willingness to ditch Conservative policies and alter his platform mid-campaign showed it was he who would say or promise anything to voters.While many voters eagerly bumped elbows and posed for selfies with Mr. Trudeau at campaign stops, his campaign was often disturbed by unruly mobs protesting mandatory vaccines and vaccine passports. One event was canceled out of safety concerns, and Mr. Trudeau was pelted with gravel at another.Mr. Trudeau did have a strong political challenger on the left nationally with Jagmeet Singh of the New Democrats. Mr. Singh, a lawyer and former provincial lawmaker from Ontario, consistently had the highest approval ratings of all the leaders before and during the campaign.Mr. Trudeau will most likely rely on the New Democrats as his primary source of support in Parliament. But despite gaining three seats, the New Democrats’ total, 27, is a long way from holding power.In his victory speech, Mr. Trudeau evoked his “sunny ways” remarks of 2015, but in a very different context.“You are sending us back to work with a clear mandate to get Canada through this pandemic into the brighter days ahead,” he said to cheers. “My friends, that’s exactly what we are ready to do.” More
