    Greek Youths, Shaped by Debt Crisis, Plan to Vote for Stability

    Many children of Greece’s traumatic years of economic collapse have opted for pragmatism over radicalism and say they will back a conservative on Sunday.Days before this Sunday’s election in Greece, three young women with piercings and ironic T-shirts who sat outside a hipster coffee shop in an Athens neighborhood best known as a hub of anarchist fervor said they wanted stability.“Money is important — you can’t live without money,” said Mara Katsitou, 22, a student who grew up during the country’s disastrous financial crisis and one day hoped to open a pharmacy. “There’s nothing that matters to someone more than the economy.”As a result, she said, she would cast her vote for Kyriakos Mitsotakis, 55, the square, conservative prime minister who graduated from Harvard, who is fond of riding his bike and who, polls suggest, will win convincingly on Sunday in a second national election. With Mr. Mitsotakis — who is also the son of a former prime minister — Ms. Katsitou said, she had “definitely a better chance.” About a third of young voters like her feel the same, polls indicate.After spending impressionable years amid so much panic, desperation and humiliation during the decade-long financial crisis that erupted in 2010 — and which collapsed the Greek economy — many of Greece’s depression-era children have grown up to say they have no interest in ever turning back.In many quarters, youthful radicalism has given way to unexpected pragmatism, a yearning for prosperity and a steady hand, and an inclination to overlook or at least mute outrage over any number of scandals that have dogged Mr. Mitsotakis.Young Greeks have expressed no interest in going back to the realities of the 2010s. The wiretapping of an opposition leader by the state’s intelligence service and Mr. Mitsotakis’s consolidation of Greek media has prompted concerns about the erosion of democratic norms. A train crash that killed 57 people in February revealed the shabby state of key Greek infrastructure, for which he apologized.But for Greeks, including an increasing number of younger Greeks, polls show that all of those issues pale in comparison to the country’s economic stability and fortunes.Mr. Mitsotakis’s government has spurred growth at twice the eurozone average by cutting taxes and debt, and by increasing digitization, minimum wages and pensions. Big multinational corporations are investing in the country. Tourism is skyrocketing. Humiliating bailouts connected to seemingly endless austerity measures slashed household incomes by a third and sent unemployment skyrocketing as hundreds of thousands of businesses collapsed.At the peak of the crisis, in 2013, nearly one in three Greeks were jobless, and many were disheartened after years of violent protests, in which demonstrators clashed with the police in the streets of Athens and other cities in clouds of tear gas. Scenes of the most desperate people trawling through bins for food — once unheard-of — shocked the majority of Greeks who struggled to make ends meet.“We still have a deep sort of legacy of 10 years of a crisis,” Mr. Mitsotakis acknowledged in the interview. “Not many people appreciated how painful the crisis was — we lost 25 percent of our” gross domestic product.Mr. Mitsotakis, the standard-bearer for the New Democracy party, has won over a sizable share of the generation that grew up in that time, increasing his support among voters aged 17 to 24 by three points, to 33 percent.Just as telling, support among young voters for his leftist opponent, former Prime Minister Alexis Tsipras, the leader of the Syriza party, has collapsed, falling to 24 percent from 38 percent since the 2019 elections, when Mr. Mitsotakis defeated him.In an initial election in May, Mr. Mitsotakis’s party thrashed Syriza by 20 points, but it was not enough of a majority to lead a one-party government. Instead of cobbling together a coalition, Mr. Mitsotakis opted for another election. With a new, more favorable election law that gives a bonus of seats to the leading vote-getter, he now hopes to win a landslide victory that will allow him to govern alone.Overall, Mr. Tsipras is trailing Mr. Mitsotakis by more than 20 points.Support for Alexis Tsipras, the leader of the left-wing Syriza party, among young voters has fallen since he was defeated by Mr. Mitsotakis in the 2019 elections.Byron Smith for The New York TimesThat is despite his efforts to depict Mr. Mitsotakis as an undemocratic, arrogant and unaccountable strongman who he says has overseen a “massive redistribution of wealth from the many to the few” in his four years in power.Not all young voters, of course, are behind Mr. Mitsotakis. Many complain that the prosperity that is supposed to kick-start their lives is making things so costly that they cannot move out of their homes.Not all of the economic indicators are good, either. Greece still has the European Union’s highest national debt, and it is the second-poorest nation in the European Union, after Bulgaria. Tax evasion is still common.Mr. Tsipras has tried to convince young voters that, in fact, he, not Mr. Mitsotakis, is not only the true agent of change, but also of stability. He has promised financial relief, including better health benefits, though it remains unclear how those would be funded.“We’ll fight so that hope for justice and prosperity for all is not lost in this country, for a fair society and prosperity for everyone,” Mr. Tsipras said this week at a campaign event in the western city of Patra.Some voters, suffering under rising prices and exponentially increasing rents, support him.“The crisis isn’t over; it’s still here,” said Grigoris Varsamis, 46, who said his record shop’s electric bills were through the roof and that he would vote for Mr. Tsipras.An information booth for former Prime Minister Alexis Tsipras this month in Athens.Byron Smith for The New York TimesBut there is little doubt that Mr. Tsipras, a former Communist firebrand who governed in the latter years of the financial crisis, has been tainted by a lasting association with the pain of that era.In 2015, under his leadership, Greeks voted to reject Europe’s draconian aid package, and Greece was nearly ejected from the eurozone. Social unrest returned and talk of “Grexit,” referring to Greece exiting the eurozone, mounted. Many young Greeks who grew up during that time feel scarred by the Syriza experience.Grigoris Kikis, 26, an award-winning chef at the restaurant Upon in Athens, remembers that the financial crisis coincided with his trying to break into the world of restaurants as a 13-year-old volunteering in kitchens after school.As restaurants closed and his father fretted about paying his workers, the chefs around him worried about the budgets for produce, meat, plates and glasses. When they wanted to try out a new dish, they could afford to test it only once.Today, Mr. Kikis runs a popular bistro in Athens with a 300-label wine list, in-house coffee-roasting machines and an eclectic menu with plates tried 25 times before they make the cut.“The restaurant is full every day,” he said, explaining that he would vote for Mr. Mitsotakis to keep it that way. “Many people my age care most about the economy. When he was 16, he said, the drastic cutting of the public budgets cost his mother, a kindergarten teacher, her job. His father’s company, in the hard-hit construction industry, shrank, too.“I remember very clearly about not being so optimistic about my professional career,” he said.In 2015, when he was studying business in Brussels, Greece was embroiled in intense political and social upheaval, and, Mr. Therapos recalled, his fellow students shunned him in working groups.“I was regarded as the lazy Greek, even though they didn’t know anything about me,” he said. “It was really unfair for me and my generation.”But in the past four years, Mr. Therapos said, there had been a change.“I cannot say we are back to normality for the simple reason that I have never known normality,” he said. But for the first time, he said, he felt “confident in our future.”Many of his more leftist friends had also shifted to Mr. Mitsotakis, Mr. Therapos said, because they want a “stable and sustainable economic system.”Unsurprisingly, Mr. Mitsotakis agreed.“At the end of the day,” he said, “Greece is no longer a problem for the eurozone. I think this offers a lot of people relief.” More

    As Greece Votes, Leader Says Blocking Migrants Built ‘Good Will’ With Europe

    Prime Minister Kyriakos Mitsotakis has taken a tough line on migrants as he turns around the country’s economy. It’s a trade-off that voters and the European Union seem more than willing to abide.Prime Minister Kyriakos Mitsotakis of Greece has been accused of illegally pushing asylum seekers back at sea. He has acknowledged that the state’s intelligence service wiretapped an opposition leader. He has consolidated media control as press freedom in Greece has dropped to the lowest in Europe.It is the sort of thing that the guardians of European Union values often scorn in right-wing populist leaders, whether it be Giorgia Meloni of Italy or Viktor Orban of Hungary. But with Greece holding national elections on Sunday, Brussels has instead lauded Mr. Mitsotakis, a pro-Europe conservative, for bringing stability to the Greek economy, for sending military aid to Ukraine and for providing regional stability in a time of potential upheaval in Turkey.Above all, European Union leaders appear to have cut Mr. Mitsotakis slack for doing the continent’s unpleasant work of keeping migrants at bay, a development that shows just how much Europe has shifted, with crackdowns formerly associated with the right wing drifting into the mainstream.“I’m helping Europe on numerous fronts,” Mr. Mitsotakis said in a brief interview on Tuesday in the port city of Piraeus, where, in his trademark blue dress shirt and slacks, the 55-year-old rallied adoring voters on crowded streets. “It’s bought us reasonable good will.”With Ursula von der Leyen, the European Commission president, calling Greece’s border enforcement Europe’s “shield,” Mr. Mitsotakis argued that after the arrival of more than a million migrants and asylum seekers destabilized the continent’s politics by entering through Greece during the refugee crisis of 2015 and 2016, Europe had come around to Greece’s tougher approach.Migrants on a dinghy accompanied by a Frontex vessel at the village of Skala Sikaminias, on the Greek island of Lesbos, after crossing the Aegean Sea from Turkey in 2020.Michael Varaklas/Associated Press“We’ve been able to sort of change, I think, the European approach vis-à-vis migration,” said Mr. Mitsotakis, a self-described progressive, disputing the notion that the policy — which critics say includes illegally pushing asylum seekers back — was hard-right.“Right-wing or a central policy,” said Mr. Mitsotakis, the leader of the nominally center-right New Democracy party, “I don’t know what it is, but I have to protect my borders.”In turn, Europe seems to have protected Mr. Mitsotakis.“It’s the Mitsotakis exception,” said Alberto Alemanno, a professor of European Union law at the HEC Paris business school. Mr. Mitsotakis’ special treatment has derived from his political closeness to Ms. von der Leyen, Mr. Alemanno said, and his willingness to build — with funding from the bloc — a vast network of migrant centers that have proved politically popular in Greece.Mr. Mitsotakis argued that some “leftist Illuminati in Brussels” failed to see that he was saving lives with his policy, something that he said Europe’s leaders appreciated.“We’re no longer sort of the poster child for problems in Europe,” he said, adding that what he had done “offers a lot of people relief.”Greeks included. The number of migrant arrivals has dropped off 90 percent since the crisis in 2015, but also significantly since Mr. Mitsotakis took office four years ago.“A European success story,” The Economist called Greece under Mr. Mitsotakis.But he argues that he needs another four years to finish the job. Greece, which still has the European Union’s highest national debt, is also the bloc’s second-poorest nation, after Bulgaria. Tax evasion is still common, and the country’s judicial system is so slow that it scares off investors.Critics of Mr. Mitsotakis say that, apart from the economy, he represents a danger to Greece’s values, and that Europe is diverting its eyes as it focuses on the financials and the declining number of migrants.Humanitarian groups have accused Mr. Mitsotakis of illegally pushing back migrants by land and sea. He has hardly run away from the issue, recently visiting Lesbos, the Greek island that became synonymous with the abominable conditions of its Moria camp, which was crammed with 20,000 refugees before burning down.“Moria is no more,” Mr. Mitsotakis said in the interview. “It simply doesn’t exist. I mean, you have olive groves and we have an ultramodern reception facility that’s been built with European money.” Critics have denounced the new camp’s prisonlike conditions, but Greeks overwhelmingly support his tough line.Mr. Mitsotakis during a campaign event on the island of Lesbos last week.Elias Marcou/ReutersEurope is “less on top of Greece for doing pushbacks and all the sort of things,” said Camino Mortera-Martinez, who heads the Brussels office for the Center for European Reform, a think tank.The latitude given Greece, she said, was in part recognition that the country had lived through a decade of brutal austerity. But it also reflected that Europe as a whole is “basically unable to help” Greece and other nations at the front line of the migration crisis, and therefore lets “these governments do what they do.”Migration aside, there are other more immediate concerns at home. In February, a train crash killed 57 people, exposing Greece’s rickety infrastructure and the limits of Mr. Mitsotakis’ talk of modernization. Mr. Mitsotakis denied, to the incredulity of many, knowing anything about it. Some of the people his intelligence services listened in on were also found to have illegal malware on their devices. The government has denied putting it there.But Mr. Mitsotakis, in a televised debate this month, conceded that Mr. Androulakis should not have been wiretapped. The spying was an especially bad idea, it turns out, because Mr. Androulakis’s support may prove pivotal to the election’s ultimate outcome.Yet the scandal is way down on voters’ list of priorities, as is Mr. Mitsotakis’ treatment of migrants.John Vrakas, 66, who was handing out fliers for Mr. Tsipras across from the square where Mr. Mitsotakis was due to speak, shrugged that Europe didn’t seem particularly bothered as long as the prime minister assuaged their concerns on the economy and Ukraine. “It’s a kind of trade,” he said.It is one that Greek voters seem happy to make.As Mr. Mitsotakis walked the streets, a bus driver reached out the window and clasped his hand. “Supporters until the end,” chanted a group of men in front of a cafe. “We trust you,” a woman shouted from her jewelry shop.What “resonates in Europe,” Mr. Mitsotakis said, was that his was an “anti-populist government” that had brought much-appreciated stability back to Greece in a rough region.He got up from the interview in a small and otherwise empty restaurant, and shook more hands on the way to the square, where he launched into a short stump speech interrupted by chiming church bells.“I’m not sure who they are tolling for,” Mr. Mitsotakis exclaimed, “but not for us.”In Athens this month.Orestis Panagiotou/EPA, via ShutterstockNiki Kitsantonis More

    Sweden’s Far Right Just Made History. Is It the Country’s Future?

    The anti-immigration Sweden Democrats beat out more moderate right-wing parties in a country famed for liberal governance. It is the latest example of the right’s staying power across Europe.The final results of Sweden’s elections made history on Wednesday: The Sweden Democrats, an anti-immigrant far-right party with a recent history of overtly Nazi ideology, has won its best result ever. With 20.6 percent of the vote, it is in second place in Sweden’s multiparty system, beating out all of the more mainstream right-wing parties.There are two ways to think about this. The first is as something new and unusual: to focus on the party’s unprecedented success, and what it signals about a changing Sweden.But the other way to look at it is as the latest example of a pattern that has become typical across Europe: far-right parties’ winning substantial portions of the vote, if not actual power. (That is still likely to be the case in Sweden, where even though the bloc of right-wing parties together won a majority of parliament seats, the more mainstream of them are expected to form a government without the Sweden Democrats.)The NewThe Sweden Democrats won three percent more of the vote than their previous record of 17.5 percent in the 2018 election, continuing a trajectory of steady growth since it first entered parliament in 2010.This would grab attention in any country, but especially in Sweden, a country that is known for egalitarian social democracy.“Relative to other countries in Europe, when we look at cross-national surveys, Sweden always exhibits the highest or among the highest rates of tolerance for diversity — of, for instance, support for immigration, support for offering asylum,” said Jennifer Fitzgerald, a political scientist at the University of Colorado, Boulder, who studies the Swedish far right. “For years, when other countries were experiencing the growth of the far right, Sweden didn’t. And so I think maybe there was an expectation that there would be an exception there.”It is now clear that there isn’t.No single factor explains the rise of the far right in Sweden, said Sirus Hafstrom Dehdari, a political scientist at Stockholm University who studies the radical right and political identity.Police riot vans respond to the site of a far-right demonstration in Malmo, Sweden, in April.Johan Nilsson/TT News Agency, via ReutersThe 2008 financial crisis gave the party an early boost: Dehdari’s research found that each crisis-induced job loss translated into half a vote for the Sweden Democrats. Demographic change may be another factor: 20 years ago, about 10 percent of Sweden’s population was foreign-born. Now that number is more like 20 percent. More recently, heavy media coverage of an increase in gang-related killings, many of which occurred within immigrant communities, have connected immigration to crime in the public consciousness.But while there are many pathways to the far right, once there, its voters have appeared to be remarkably loyal, Dehdari said. People may have begun voting for the Sweden Democrats in the wake of the financial crisis, but they “didn’t go back to mainstream parties once they got a new job,” he said. A similar pattern may hold for more recent events too, such as the spike in crime, but it is too soon to say for sure.The PatternSweden is just the latest European democracy with a far right that is regularly able to command electoral support, joining a list that already included France, Germany, Finland, Denmark, Austria, Estonia, and others.“In many European countries, it seems like they get to 20 percent and then they hit the ceiling,” Dehdari said. “There needs to be some rather large change in society for them to grow a lot beyond 20 or 22 percent.”Twenty is a lot less than 50: such a party cannot expect to win an outright majority any time soon. But 20 percent is enough to be a major partner in a coalition — making the far right’s votes increasingly tempting for other parties seeking to form a government.So the most significant political question for Sweden is not how many votes the far right can get, but how the rest of the political system will respond to its growing popularity.So far, Sweden’s mainstream parties have maintained a so-called “cordon sanitaire,” agreeing among themselves that they will shut the far right out of governing coalitions and government posts. It is a strategy that has been used in other European countries, such as France, Germany, and Greece, to keep the far right out of power.But such pacts can be hard to maintain, particularly for mainstream right-wing parties, which often must choose between entering into agenda-diluting coalitions with center-left parties, or staying in the opposition because they refuse to join with the far right. Sometimes ambition beats out resolve: In Germany in 2020, two mainstream parties broke the cordon sanitaire to form a short-lived coalition with the far right in the state of Thuringia, prompting a political backlash and local government crisis.Counting the final ballots in Stockholm on Wednesday.Jonathan Nackstrand/Agence France-Presse — Getty ImagesAnd even when mainstream parties do maintain the red line against far-right parties, that does not necessarily equal a blockade against far-right policies. In many countries, parties of the mainstream right have adopted hard-line positions on immigrants and refugees in an attempt to win votes back from insurgent far-right parties.That strategy has backfired in Sweden, however, Dehdari said, because validating far-right parties’ policies tends to reduce the stigma of voting for them. “Why don’t the voters go back?” he said. “Well, it’s because why vote for the copy when you can vote for the original?”In some other countries, including Italy, Austria and Sweden’s neighbor Finland, far-right parties have been allowed into governing coalitions. “Across countries where that boundary has been crossed and where far-right parties have become members of governing coalitions, it does seem to confer a certain level of legitimacy onto those parties,” Fitzgerald said.Counterintuitively, far-right parties themselves can sometimes pay a steep price for that kind of access to government, Dehdari said. In Finland, the far-right party then called the True Finns underwent a bitter internal split after conflict with its coalition partners over its election of new, more extremist party leadership.In Sweden, as the final election results trickle in, the cordon sanitaire seems to be holding. But as right-wing parties try to put together a coalition with razor-thin margins, they will face decisions about whether to allow the Sweden Democrats to become part of the government’s voting coalition — even if the party does not formally become a coalition member with cabinet posts — or to keep them out entirely.But the bigger picture, Fitzgerald said, is not just about mainstream parties’ treatment of the far right, but the health of the political system as a whole. She noted that early reports suggest that voter turnout was unusually low in this election, a sign of broader voter dissatisfaction. (Something similar happened in France’s presidential election last April, which saw low turnout, as well as record numbers of abstentions and blank ballots.)“I was just thinking, ‘Amanda’s going to call and I’m going to tell her something really boring about turnout,’” she joked during our conversation. “But to me, that absolutely should be part of the story here.”Research, including her own, is clear on that point, she said: “Far-right parties do better when turnout is low.” Which means that the real question might not be what Sweden’s mainstream parties can do about the far right, but whether they can persuade their own voters to show up to stop them.     Angela Merkel Is Leaving. It’s Time.

    BERLIN — In central Berlin, a giant billboard shows a pair of hands, arranged in the shape of a diamond, in front of a female torso dressed in a green jacket. “Tschüss Mutti,” the billboard reads. “Bye, bye, Mommy.”Even without a face, Germans know who’s being depicted. The diamond, the colorful jacket and the word “Mutti” are iconic, just like Angela Merkel herself.After 16 years, Germany is saying “Tschüss” to its longtime chancellor. Across the country, the departure of Ms. Merkel has brought out affectionate nostalgia, tinged with a drop of irony. Yet there’s also fatigue, verging on irritation, a twitchy restlessness to see her off and start afresh. As with most farewells, feelings are mixed.For Ms. Merkel, a leader who never sought acclaim, a low-key, almost ambivalent exit feels fitting. But it also reveals an irony about her rule. The qualities that ensured her success — her caution and consistency, her firmness and diligence — are now, at the end of her tenure, leading some to regard her departure with relief. The Germany Ms. Merkel made, in nearly two decades of steady stewardship, is ready to move on.For all her calm, Ms. Merkel’s time in charge has not been without tumult. She steered Germany through a series of crises — the financial crash in 2008, the euro debt crisis that followed, the migration crisis of 2015 and, of course, the pandemic. She brokered a truce, albeit a brittle one, between Russia and Ukraine, helped to negotiate Brexit and saw Donald Trump come and go. Each event had the potential to sunder the world. In part thanks to Ms. Merkel, none did.Her role in these crises continues to be debated. Many progressives maintain that her austerity policies have done more harm than good, and many conservatives believe she should have closed Germany’s borders to migrants in 2015. The overall verdict, though, is unlikely to change. Under great pressure, Ms. Merkel was a conservative in the best sense, retaining the country’s prosperity, cohesion and purpose. Her great achievement was not what she built, but what she managed to keep.Yet preservation can quickly turn to stagnation. Many of Ms. Merkel’s policies that had an initially stabilizing effect carried hidden long-term costs. And at the very moment she is about to leave office, that’s starting to show. Her “sins of omission” — as a British historian and Germany expert, Timothy Garton Ash, put it to me — are becoming painfully obvious.Take Europe. Across nearly two decades, Ms. Merkel played an outsize role in guiding the union through a succession of challenges. But in the process, she stored up future problems.In 2016, for example, the chancellor spearheaded a deal with Turkey to take in refugees. The move ended the yearlong migration crisis, in which more than a million migrants claimed asylum in Europe. But it’s hardly a sustainable solution, neither for Turkey — where economic difficulties and growing numbers of refugees threaten to destabilize the country — nor for Europe. Migrants, especially after the U.S. withdrawal from Afghanistan and the Taliban’s takeover of the country, will continue to seek refuge on the continent. Some workable solution, attentive to the needs of both migrants and citizens, must be found.In other areas, too, Ms. Merkel’s approach fell short. Her handling of the euro debt crisis helped secure the future of the bloc, but at the cost of leaving the underlying dynamics — overindebted southern countries and an unbalanced monetary union — untouched. Her conciliatory approach to Russia, not least over the controversial Nord Stream 2 gas pipeline, looks ever more untenable as President Vladimir Putin ruthlessly consolidates his regime.And while her inclination to avoid censuring Hungary and Poland for their breaches of the rule of law protected the bloc against disintegration, it sidestepped essential questions about the character of Europe. In Ms. Merkel’s absence, European leaders — including Germany’s next chancellor, whoever that is — will need to determine the bloc’s future course. How will it navigate the increased rivalry between America and China? To what extent will it embark on a more autonomous defense strategy? And how will it combat the rise of the far right?At home, a similar pattern prevailed. Look at the economy. Yes, Germany’s export surplus came to an all-time high during Ms. Merkel’s tenure, and G.D.P. reached a record high in 2019. But it has come at the cost of an increased — some say excessive — dependence on the Chinese market, something Ms. Merkel has done little to address. What’s more, by shielding Germany’s car industry from more ambitious carbon-emission goals, Ms. Merkel has in effect exonerated managers from the need to innovate. That’s one reason German car companies are scrambling to keep up with their American and Chinese counterparts.Then there’s climate change. Trying to protect key industries and fearing to impose too much change on voters, Ms. Merkel refrained from any far-reaching plan to cut emissions until late in her tenure. And though the share of renewable energy grew to 45 percent during her time in office, many experts agree that on its current trajectory, the country will not meet its goal of being carbon-neutral by 2045. Despite being seen abroad as the “climate chancellor,” Ms. Merkel has taken only very minor steps toward confronting the defining issue of our time.It all adds up to a country at once cozy and cosseted, ignorant of the dangers waiting in the wings. Ursula Weidenfeld, an economics journalist and the author of a recent biography of the chancellor, has likened Ms. Merkel’s Germany to the Shire in J.R.R. Tolkien’s “Lord of the Rings.” Peaceful and prosperous, soothingly old-fashioned, self-satisfied to the point of delusion and naïve in a likable yet unnerving way: The analogy is apt.Ms. Merkel protected the Shire, which is what Germans expected of her and why she won four national elections in a row. But in doing so, she fostered its peculiar detachment from the world and its unwillingness to change, innovate or even discuss different ways forward.The chancellor also became stuck in her ways. Humble and unpretentious, she saw herself as a servant to her country. But in return for her service, dedication and competence, she came to expect — demand, even — blind trust. She has grown increasingly impatient with the forever chatter of Germany’s political class.Her famous phrase during the migration crisis — “We can do this” — was to some a welcome dose of optimism. But to others, not least in her own party, it was a decree, a royal diktat from above silencing opposition and curtailing debate. Perhaps that tendency hardened over time. Ahead one of the endless meetings with Germany’s 16 governors during the pandemic’s first wave in 2020, she reportedly complained about the “orgies of debates on reopening the country.”It was an unusual outburst, one that underscored a growing unease about her methods and her achievements. After all, the pandemic exposed Germany’s lack of digital services, the need to modernize its public health service and the vulnerability of the economy’s supply chains. The floods in July, in which over 200 people lost their lives, were a tragic reminder that Germany will not be spared the perils of climate change. Against this backdrop, the prospect of change — no matter how familiar the candidates — has become more appealing.Just a couple of years ago, Ms. Merkel was garlanded as the “leader of the free world.” Against the chaos and disruption of Mr. Trump, her sober, judicious style was widely envied. Now, in a twist of history, different qualities are wanted. I’m pretty sure there will be many moments in the not-too-distant future when Germans will painfully miss Angela Merkel.
