    The Climate Challenges That India’s Next Government Will Face

    India, the world’s most populous country, is also among the most vulnerable to climate hazards. That’s not only because of the heat and floods that global warming has exacerbated, but also because so many of the country’s 1.4 billion people are vulnerable to begin with. Most people are poor, by global standards, and they have no safety net.Early election results Tuesday signaled that the party led by Narendra Modi, the two-term Hindu nationalist Indian prime minister, is poised to win the largest number of seats in the Indian Parliament but may have to join with smaller parties to form a coalition government.That government will face major challenges brought on by climate change.Heat is now an election issue, literally.The six-week process of voting took place amid a scorching heat wave in several parts of the country. In the northern states of Bihar and Uttar Pradesh, at least 33 people, including poll workers, died of complications from the heat last week, according to government authorities cited by Reuters.Rohit Magotra, deputy director of Integrated Research and Action for Development, called on national election officials to reschedule elections in the future to avoid such calamities. He pointed out that workers from every political party suffer in the heat, and so do voters, who often have to line up under the sun.“I definitely see the momentum building up, and elections are unlikely to be scheduled in peak summer in future,” said Mr. Magotra, whose organization has advocated heat solutions in Indian cities.The Election Commission this year did set up a task force to monitor weather conditions, but only after voting got underway amid abnormally high temperatures. It also sent election workers a list of heat precautions prepared by the National Disaster Management Agency.     Greece Is Betting Big on Liquefied Natural Gas From the U.S.

    When a withering financial crisis forced Greece to rethink its economy a decade ago, it bet big on green power​. Since then, Greece’s energy transition has been so swift “it almost feels utopian​,”​ one Greek environmentalist said.​Mountainous ridgelines and arid islands ​are covered in wind turbines and solar panels​ that ​today provide nearly two-thirds of the nation’s electricity.​​​But ​now Greece​ is deliberately pivoting back toward fossil fuels, just not to burn at home. This time it’s betting that it can become one of Europe’s main suppliers of natural gas, with much of it shipped from the United States.Both Greek and European Union subsidies have funded new pipelines that crisscross the country and connect to a brand-new import terminal that will send gas to a broad swath of Central and Eastern Europe for decades to come.The investments in Greece are part of a deluge of investments into natural gas around the world, with significant consequences for climate change. In coming years, nearly a trillion and a half dollars will go into constructing pipelines and terminals, according to Global Energy Monitor.     Damages From PFAS Lawsuits Could Surpass Asbestos, Industry Lawyers Warn

    At an industry presentation about dangerous “forever chemicals,” lawyers predicted a wave of lawsuits that could dwarf asbestos litigation, audio from the event revealed.The defense lawyer minced no words as he addressed a room full of plastic-industry executives. Speaking at a conference earlier this year, the lawyer, Brian Gross, said the coming litigation could “dwarf anything related to asbestos,” one of the most sprawling corporate-liability battles in United States history.Mr. Gross was referring to PFAS, the “forever chemicals” that have emerged as one of the major pollution issues of our time. Used for decades in countless everyday objects — cosmetics, takeout containers, frying pans — PFAS have been linked to serious health risks including cancer. Last month the federal government said several types of PFAS must be removed from the drinking water of hundreds of millions of Americans.“Do what you can, while you can, before you get sued,” Mr. Gross said at the February session, according to a recording of the event made by a participant and examined by The New York Times. “Review any marketing materials or other communications that you’ve had with your customers, with your suppliers, see whether there’s anything in those documents that’s problematic to your defense,” he said. “Weed out people and find the right witness to represent your company.”A spokesman for Mr. Gross’s employer, MG+M The Law Firm, which defends companies in high-stakes litigation, didn’t respond to questions about Mr. Gross’s remarks and said he was unavailable to discuss them.A wide swathe of the chemicals, plastics and related industries are gearing up to fight a surge in litigation related to PFAS, or per- and polyfluoroalkyl substances, a class of nearly 15,000 versatile synthetic chemicals linked to serious health problems.PFAS chemicals, short for per- and polyfluoroalkyl substances, have been detected almost everywhere scientists have looked: in drinking water, in rain falling over the Great Lakes, even in Antarctic snow. They are thought to be present in the blood of nearly every American. Researchers have linked exposure to PFAS to testicular and kidney cancers, developmental delays in children, decreased fertility, liver damage and thyroid disease. The former president has falsely claimed electric cars don’t work, promised to shred President Biden’s policies that encourage E.V. manufacturing and sales, and has said he would slap a “100 percent tariff” on electric cars imported from Mexico if he retakes the White House.“You’re not going to be able to sell those cars,” he has said.But analysts say that even if Mr. Trump is elected and ends federal policies that support electric vehicles, by the time that happens, the market may have reached a level where it would keep growing without government help.A record 1.2 million Americans bought electric vehicles last year, making up 7.6 percent of new car sales and moving the cars and trucks from the margin to the mainstream of the American auto market. Analysts project that will climb to 10 percent this year, which researchers say could signal a tipping point for rapid, widespread E.V. adoption.While a Trump presidency couldn’t slam the brakes on the E.V. transition, it could throw enough sand in the gears to slow it down.     Biden Doesn’t Want You Buying an E.V. From China. Here’s Why.

    The president wants to shift America’s car fleet toward electric vehicles, but not at the expense of American jobs or national security.President Biden wants more of America’s cars and trucks to run on electricity, not gas. His administration has pushed that goal on multiple fronts, including strict new regulations of auto emissions and lavish new subsidies to help American consumers take as much as $7,500 off the cost of a new electric vehicle.Mr. Biden’s aides agree that electric vehicles — which retail for more than $53,000 on average in the United States — would sell even faster here if they were less expensive. As it happens, there is a wave of new electric vehicles that are significantly cheaper than the ones customers can currently buy in the United States. They are proving extremely popular in Europe.But the president and his team do not want Americans to buy these cheap cars, which retail elsewhere for as little as $10,000, because they are made in China. That’s true even though a surge of low-cost imported electric vehicles might help drive down car prices overall, potentially helping Mr. Biden in his re-election campaign at a time when inflation remains voters’ top economic concern.Instead, the president is taking steps to make Chinese electric vehicles prohibitively expensive, in large part to protect American automakers. Mr. Biden signed an executive action earlier this month that quadruples tariffs on those cars to 100 percent. Those tariffs will put many potential Chinese imports at a significant cost disadvantage to electric vehicles made in America.     Biden Admin Struggles to Address Sharp Rise in Deaths From Extreme Heat

    For more than two years, a group of health experts, economists and lawyers in the U.S. government has worked to address a growing public health crisis: people dying on the job from extreme heat.In the coming months, this team of roughly 30 people at the Occupational Safety and Health Administration is expected to propose a new rule that would require employers to protect an estimated 50 million people exposed to high temperatures while they work. They include farm laborers and construction workers, but also people who sort packages in warehouses, clean airplane cabins and cook in commercial kitchens.The measure would be the first major federal government regulation to protect Americans from heat on the job. And it is expected to meet stiff resistance from some business and industry groups, which oppose regulations that would, in some cases, require more breaks and access to water, shade and air-conditioning.But even if the rule takes effect, experts say, the government’s emergency response system is poorly suited to meet the urgency of the moment.Last year was the hottest in recorded history, and researchers are expecting another record-breaking summer, with temperatures already rising sharply across the Sun Belt. The heat index in Miami reached 112 degrees Fahrenheit last weekend, shattering daily records by 11 degrees.The surge in deaths from heat is now the greatest threat to human health posed by climate change, said Dr. John M.     Biden Underestimates How Much Black Americans Care About This Issue

    Black voters will not only be a driving force in the 2024 elections; they will most likely be the driving force. Recent polls showed that roughly 20 percent of Black voters said they would probably vote for Donald Trump if the election were held today — the highest level of Black support for any Republican presidential candidate since the civil rights era. An additional 8 percent said they wouldn’t vote at all.Democratic campaign officials are rightly worried, but there’s still time for President Biden to make up the ground he has lost. One way he could do it is by talking to Black America, especially young Black voters, about a sleeper issue: the climate crisis.As an environment and climate researcher, I have found that despite the growing threat posed by climate change, politicians often seem to downplay the crisis when courting Black communities. Democratic strategists seem to see climate change as a key political issue only for white liberal elites and assume that other groups, like Black voters, are either unaware of or apathetic about it.In reality, Black Americans are growing increasingly concerned about climate change.An April poll from CBS News showed that 88 percent of Black adults said it was “somewhat” or “very important.” That makes sense: The most severe harms from climate change, from heat waves to extreme flooding, are already falling disproportionately on their communities. And it’s starting to be reflected in their political priorities. A poll conducted by the Brookings Institution last September showed that climate change is now a greater political concern for Black Americans than abortion or the state of democracy.If Democrats are serious about making inroads with some of the people they have lost in these communities, they should begin by talking to voters about what the climate crisis looks like for them. In major Democratic strongholds such as Cleveland, Milwaukee and Philadelphia, heat waves and flooding are driving up electricity bills and destroying homes. If Mr. Biden were to routinely speak about these challenges and commit to creating forums for Black Americans to discuss climate concerns with government officials, his administration could earn back some of the faith it has squandered.As a start, Mr. Biden could focus more intently on young Black people, a group passionate about climate change. Until May 19, when he gave the commencement address at Morehouse College, the president had largely refrained from direct engagement with young Black audiences on the campaign trail. When he speaks to Black voters, climate often is a footnote, or it’s mentioned in a policy buffet along with the economy, abortion and voting rights.     NOAA’s 2024 Atlantic Hurricane Season Forecast

    The Atlantic hurricane season is looking to be an extraordinary one, with 17 to 25 named storms predicted, experts said.In yet another dire warning about the coming Atlantic hurricane season, the National Oceanic and Atmospheric Administration on Thursday predicted that this year could see between 17 to 25 named tropical cyclones, the most it has ever forecast in May for the Atlantic Ocean. The NOAA forecast joins more than a dozen other recent projections from experts at universities, private companies and other government agencies that have predicted a likelihood of 14 or more named storms this season; many were calling for well over 20.Rick Spinrad, the NOAA administrator, said at a news conference on Thursday morning that the agency’s forecasters believed eight to 13 of the named storms could become hurricanes, meaning they would include winds of at least 74 miles per hour. Those could include four to seven major hurricanes — Category 3 or higher — with winds of at least 111 m.p.h.According to NOAA, there is an 85 percent chance of an above-normal season and a 10 percent chance of a near-normal season, with a 5 percent chance of a below-normal season. An average Atlantic hurricane season has 14 named storms, including seven hurricanes and three major hurricanes.While it only takes one storm in a below-average season to devastate a community, having conditions conducive to almost twice the average amount of storms makes it more likely that North America will experience a tropical storm or, worse, a major hurricane.There are 21 entries on this year’s official list of storm names, from Alberto to William. If that list is exhausted, the National Weather Service moves on to an alternative list of names, something it’s only had to do twice in its history. More
