    Sinn Fein Surges in Local Elections, Highlighting Northern Ireland’s Divide

    As the party climbs, its rivals, the Democratic Unionists, are stalled, which means any compromise that could revive its power-sharing national government may remain elusive.The Irish nationalist party, Sinn Fein, cemented its status as the largest party in Northern Ireland in local election results counted over the weekend. But rather than break a political deadlock in the North, Sinn Fein’s striking gains may harden the sectarian divide that has long complicated its fragile government.Sinn Fein, the party that has historically called for uniting the North with the Republic of Ireland, gained 39 seats, for a total of 144 council members who oversee services like fixing roads and collecting trash. The Democratic Unionists, who support remaining part of the United Kingdom, managed to hold on to their existing total of 122 seats, a mediocre result that is nevertheless viewed by some in their ranks as vindication of the party’s refusal to enter a power-sharing government since last year.The combination of a surging Sinn Fein and a stalled, but defiant, Democratic Unionist Party, or D.U.P., gives neither side much incentive to compromise in restoring Northern Ireland’s assembly, which collapsed over a year ago after the D.U.P. pulled out in a dispute over the post-Brexit trade rules that govern the territory. And British officials in London seem resigned to continued paralysis, with some predicting there won’t be any movement toward a restored government until the fall.“The picture is one of unionism and nationalism both more hard-line than ever,” said Katy Hayward, a professor of politics at Queen’s University in Belfast. “That doesn’t bode too well for the prospect of power sharing, even if it does get restarted.”The chronic political dysfunction cast a long shadow over last month’s celebration of the 25th anniversary of the Good Friday Agreement. That treaty ended decades of sectarian violence in Northern Ireland, known as the Troubles, by creating a government that balances power between the unionists, who favor remaining part of the United Kingdom, and the nationalists, who favor a united Irish Republic.But the government has been paralyzed for 15 months over the unionists’ claims that the post-Brexit trade arrangements, known at the Northern Ireland protocol, drive a wedge between the North and the rest of the United Kingdom. But the Democratic Unionists have refused, arguing that the changes fall short of the root-and-branch overhaul that they had demanded.Their objection has done nothing to prevent the agreement, known as the Windsor Framework, from being implemented. But it rallied the party’s core voters, who feel increasingly isolated in Northern Ireland, where demographic trends are moving against them. The Catholic population, which tends to be nationalist, has overtaken the Protestant population, which tends to be unionist.While the Democratic Unionists treaded water in the elections, the more moderate Ulster Unionist Party lost 21 seats, a bruising setback that analysts said would discredit its less antagonistic approach to power sharing. The Democratic Unionists also fended off a challenge from the even more hard-line Traditional Unionist Voice.Similarly, the other major Irish nationalist party, the Social Democratic and Labour Party, which does not have Sinn Fein’s vestigial ties to the violent resistance of the Irish Republican Army, lost 20 seats in the election. That leaves Sinn Fein as the overwhelming force among nationalist voters.Sinn Fein first emerged as the largest party in legislative elections last year, a victory that gave it the right to name a first minister in the government, with the runner-up D.U.P. naming a deputy first minister. But headlines in Irish nationalist papers this week called on the British government to clarify the conditions under which a poll on Irish unification would be held.Under the terms of the Good Friday Agreement, Britain’s top official for Northern Ireland must call a referendum if there is clear evidence that people favor breaking away from the United Kingdom and becoming part of a united Ireland. But there is no precise mechanism for measuring that sentiment.The issue of unification is also likely to come up more frequently in the Republic of Ireland, where Sinn Fein comfortably outpolls either of its rivals, Fine Gael and Fianna Fail, which currently govern in a unity coalition.“They’re now really on the rise in both North and South,” said Diarmaid Ferriter, a professor of modern Irish history at University College Dublin. “They’re not big enough to govern on their own in the South, but they’re heading in that direction.” At the moment, Sinn Fein is pressing its advantage: The party’s leader in Northern Ireland, Michelle O’Neill, accepted an invitation from Buckingham Palace to attend the coronation of King Charles III, declaring on Twitter that times had changed.The unionists, on the other hand, are in a familiar cul-de-sac: opposed to the status quo, but unable to propose any viable alternatives.If they continue to spurn the government, analysts say they will continue to bleed support in the broader electorate. But if they drop their opposition, the D.U.P.’s leaders fear they will be outflanked by more hard-line unionist parties.“There’s a bit of a sense of a time warp in Northern Ireland,” Professor Ferriter said. “The D.U.P. is not going to succeed in renegotiating the deal. London is not remotely interested and has already moved on. We could be in for a long, hot and boring summer.” More

    Trounced, Conservatives Feel Voters’ Wrath in English Heartlands

    Defections in the once solidly Conservative southern “blue wall” drove large losses in recent municipal elections.LITTLEWICK GREEN, England — Aged 22 and not long out of college, George Blundell never expected to win when he ran in municipal elections against a Conservative Party bigwig in a region long loyal to the Tories. But for a young, enthusiastic, former politics student it still seemed worth a shot.“I was like, ‘Well, what’s stopping me’? It’s not something you get to do every day, is it?” recalled Mr. Blundell, a member of the centrist Liberal Democrats, as he sipped a beer outside the village pub where he once washed dishes as a summer job.To his surprise, Mr. Blundell is now a councilor representing the area around Littlewick Green, having defeated the powerful incumbent in perhaps the biggest upset from local elections that have sent shock waves through Britain’s governing Conservative Party.Unhappy about Brexit and aghast at the economic chaos unleashed during Liz Truss’s brief leadership last year, traditional Conservative voters are deserting the party in key English heartlands, contributing to the loss of more than 1,000 municipality seats in voting this month.With a general election expected next year, that is alarming for Prime Minister Rishi Sunak, who has earned solid marks as a problem solver and seems to have stanched the party’s bleeding from the Ms. Truss fiasco, but whose party nevertheless lags far behind the opposition Labour Party in opinion polls.In these affluent areas within reach of London — called the “blue wall” after the campaign color of the Conservatives — the Liberal Democrats and the Greens, rather than Labour, made big gains in this month’s local elections. But when the next general election comes, the defection of voters from the Conservative Party could deprive Mr. Sunak of a parliamentary majority and propel Labour’s leader, Keir Starmer, into Downing Street.The village pub at Littlewick Green, near Maidenhead.Olivia Harris for The New York TimesIt could also sweep from Parliament prominent Conservatives — like the chancellor of the Exchequer, Jeremy Hunt, and the senior cabinet minister, Michael Gove — who hold seats in Conservative southern heartlands, as does the former prime minister, Theresa May, the member of Parliament for Maidenhead.According to Robert Ford, professor of political science at the University of Manchester, they have only themselves to blame because many moderate Conservatives feel their party has abandoned them, rather than the other way around.“Their Conservative Party was about stable government and low taxes, and looking after the City of London,” he said, referring to the financial district to which many voters here commute. “This Conservative government has delivered none of that.”“Rishi Sunak turning up and saying ‘Don’t worry, I know we spent five years burning down the house, but someone who is not an arsonist is in charge now,’” Professor Ford said. “Well, it’s not enough.”Certainly, it proved insufficient in Littlewick Green which, with its village pub, cricket field and pavilion flying British flags, is an unlikely spot for a political insurrection.Yet, so successful was Mr. Blundell that, when he joined a crowd of around 200 people celebrating the coronation of King Charles III, they greeted their newly-elected representative with spontaneous applause.Mr. Blundell, who works as a training adviser for an education firm, said he blushed so hard that “I basically turned into a human tomato.” He added: “I’ve known them all for a long time, and I want to do well by them and help them out — even if it’s the smallest things.”Mr. Blundell prevailed in Littlewick Green, despite its tony image as a place having a cricket field, a village pub, and a pavilion flying British flags.Olivia Harris for The New York TimesIn this quintessential corner of “blue wall” Britain, Mr. Blundell lives with his siblings (he is a triplet) and mother, a vicar, in a house that was once used as a set by the makers of “Midsomer Murders,” a TV detective show featuring gory crimes in scenic English villages.Mr. Blundell attributes his victory to a combination of national politics, local factors and the complacency of local Conservatives. The night of the count was “spectacular,” he added.Simon Werner, the leader of the Liberal Democrats in Windsor and Maidenhead, thinks the success can be repeated in a general election. “The ‘blue wall’ is crumbling,” he said. “We’ve proved we can do it on a local basis and now we have to step up and do it at the general election next year.”In part, the events here represent the aftershocks of the polarizing leadership of Boris Johnson, who won a landslide general election victory in 2019 with the support of voters in deindustrialized areas in the north and middle of England. But Mr. Johnson’s bombastic, pro-Brexit rhetoric, disdain for the business sector and focus on regenerating the north of England never endeared him to moderate Conservatives in the south.Most stuck with the Tories in 2019 because Labour was then led by the left-winger, Jeremy Corbyn. But with the more centrist Mr. Starmer now firmly in charge, the prospect of a Labour government is no longer so scary for many traditional Tories, liberating them to abandon the Conservatives.Professor Ford added, the Tories had caricatured and pilloried their own supporters for years, with some Conservative politicians characterizing such voters as a privileged elite.“If you tell people often enough that they are not welcome, eventually they will get the message,” said Professor Ford.Even some Conservative lawmakers admit they are worried by the appeal of the Liberal Democrats to these voters.“Those traditional moderate Conservatives for whom the world works very well — who were happy to be in the European Union because it worked for them — yes, I am concerned to attract them back from the Liberal Democrats,” said Steve Baker, a government minister and lawmaker who represents Wycombe, close to Windsor and Maidenhead.Mr. Blundell chats with his mother in Littlewick Green.Olivia Harris for The New York TimesThere are demographic factors at play as well, as younger voters relocate from London, a Labour stronghold, forced out by high property prices.But local issues are important, too. At Maidenhead Golf Club, which was established in 1896, there is anger that the Conservative-controlled municipality facilitated plans to construct around 1,800 houses on the 132 acres of land the club rents — threatening to make the club homeless.Merv Foulds, a former club treasurer and lifelong Conservative voter, said that on election day he decided not to join his wife at their polling station, adding: “If I had I would not have voted Tory.”Both locally and nationally the Conservatives are seen as untrustworthy, he said, while Mr. Sunak has yet to prove persuasive.“Sometimes, when he speaks, you just get the feeling he is speaking down to you,” said Mr. Foulds, an accountant. “At least with Boris you felt that he was talking to you — even though he might have been talking drivel, and maybe lying through his back teeth as well.”In Woodlands Park, a less affluent district of Windsor and Maidenhead, Barbara Hatfield a cleaner, said she had voted for several parties in recent elections but was worried about hikes in food prices and angry about development in the town center.A house decorated with a Union Jack in Littlewick Green.Olivia Harris for The New York Times“Maidenhead is terrible, it looks like Beirut,” she said of the town, where there has been construction work, adding that she was unsure how she would vote in a general election.Another uncommitted voter is Mr. Blundell’s mother, Tina Molyneux, who ministers at local churches as well as being head of discipleship and social justice in the diocese of Oxford. She has her own theory of why her son was victorious.“Everybody was saying ‘There’s got to be a change,’” she said. “There was something to do with youth and a fresh approach.”Rev.     Rishi Sunak Pursues Deal on Northern Ireland

    Amid political change in Scotland, Prime Minister Rishi Sunak went to Belfast to work on a trade agreement with the European Union.LONDON — Rarely have Britain’s politics looked so shambolic: a revolving door of prime ministers in Downing Street; the sudden resignation of Scotland’s formidable longtime leader, Nicola Sturgeon; and the lack of a functioning government in Northern Ireland. Yet beyond the disarray, there are the glimmerings of a path to a more stable United Kingdom.On Friday, the current prime minister, Rishi Sunak, met with pro-unionist leaders in Northern Ireland’s capital, Belfast, to enlist their support for an agreement with the European Union on post-Brexit trade arrangements in the territory. That has buoyed hopes that Mr. Sunak could present the deal to the British Parliament as early as next week.If the prime minister is able to secure a deal — a big if — it could open the door to restoring the power-sharing government in Belfast. And that, in turn, could quiet the voices of those calling for Northern Ireland to break away from Britain and unite with the Irish Republic.“If the protocol can be made to work, it would be very good for Northern Ireland,” said Bobby McDonagh, who served as Ireland’s ambassador to Britain, referring to the Northern Ireland Protocol, which governs trade between the North and the E.U. “If it doesn’t work, and if there were some sort of border erected on the island of Ireland, nothing could do more to reignite a debate about Irish unity.”In Scotland, the departure of Ms. Sturgeon, a clarion voice for Scottish independence, has left that movement at loose ends. But taken together, Mr. Sunak’s high-stakes diplomacy with Belfast and Brussels, and Ms. Sturgeon’s abrupt departure in Edinburgh, could slow the centrifugal forces that have threatened to unravel the United Kingdom in the aftermath of Brexit.“Sunak is trying to put the pieces of the jigsaw puzzle back together,” Mr. McDonagh said. “He’s doing his best to restore some sanity to British politics, but we don’t know whether he’ll have the strength to carry this through.”Some of it is out of his hands: the Scottish National Party will choose a new leader in the coming weeks, and the charisma and leadership abilities of that person will be critical to the fate of the independence movement. On Northern Ireland, Mr. Sunak faces obstacles from pro-unionist leaders in Belfast, who seek to maintain political links with Britain, as well as from his own lawmakers in London. The Democratic Unionist Party, or D.U.P., is demanding that Britain effectively scrap the protocol, which gives the North hybrid trade status as a part of the United Kingdom that has an open border with the Irish Republic, a member of the European Union.An even bigger threat could come from the pro-Brexit wing of the Conservative Party. Some of those lawmakers have threatened to oppose any agreement that would leave the European Court of Justice with jurisdiction over Northern Ireland. They argue that the court, which guarantees that European law is applied in all member states, infringes British sovereignty.Though details of a potential deal remain closely guarded, analysts and diplomats said they appeared to distance, if not eliminate, the role of the European court by prioritizing other mechanisms to resolve legal disputes.More tangibly, it seeks to remove paperwork and other barriers to goods flowing from mainland Britain to Northern Ireland. Unionists complain that these barriers drive a wedge between them and the rest of the United Kingdom. Under the terms being discussed, food and other goods destined for shelves in the North would pass through a “green lane,” requiring no customs declarations.Whether these compromises would pass muster with the unionists was still unclear. That is in part because Sinn Fein, the Irish nationalist party, is now the biggest party in the North’s assembly, which gives it the right to name a first minister.The creation of that government was a key achievement of the 1998 Good Friday Agreement, which ended decades of sectarian bloodshed in Northern Ireland. Restoring the government, experts said, was important not just to improve daily life in the North but also to prevent sectarian tensions from resurfacing.“When the government institutions don’t function, you see a rise in support for Irish unification,” said Katy Hayward, a professor of politics at Queen’s University in Belfast. “When they are functioning, you see a decline in support.”Beyond Northern Ireland’s domestic politics, Professor Hayward said Mr. Sunak’s effort to reset Britain’s relationship with the European Union was critical to tamping down separatist passions in both the North and Scotland.The Scottish independence movement was galvanized by Brexit, which was unpopular in Scotland as well as in Northern Ireland. The regular tiffs between Mr. Sunak’s predecessor, Boris Johnson, and European leaders like President Emmanuel Macron of France played better in England than they did in Scotland or Northern Ireland.“Those tensions create a space that unionists and nationalists can fill,” Professor Hayward said. “If it’s possible to bring back certainly and stability in the U.K.-E.U. relationship, that will help calm the waters within the U.K.”Mr. Sunak plans a weekend diplomatic blitz to seal the deal with Brussels. He is scheduled to meet with Ursula von der Leyen, the president of the European Commission, and other European leaders at the Munich security conference. He may also meet there with Vice President Kamala Harris and speak by phone with President Biden, who has urged Britain to settle its differences with the European Union.Mr. Biden hopes to visit Belfast in April to celebrate the 25th anniversary of the Good Friday Agreement. A stopover in London could hinge on whether Mr. Sunak is able to secure an agreement by then. Mr. Sunak told Mr. Biden last November that his goal was to deliver it before the anniversary.For Mr. Sunak, it is perhaps his stiffest test yet. Having replaced the scandal-scarred Mr. Johnson and the ill-fated Liz Truss, he has a tenuous grip over a divided party. Among the fears of his allies is an 11th-hour intervention by Mr. Johnson, who made the Brexit deal that Mr. Sunak is trying to overhaul and could mobilize opponents in London and Belfast.“If he gets an agreement on the protocol, we’re going to be over the hump with the E.U. but not necessarily with the D.U.P.,” said Jonathan Powell, who was involved in negotiating the Good Friday Agreement as chief of staff to Prime Minister Tony Blair.Regardless, Mr. Powell said, “We’re approaching a period of transition in British politics. But even as he moves forward, Mr. Sunak is haunted by his two ousted predecessors, Liz Truss and Boris Johnson, both of whom are mounting noisy rehabilitation campaigns, potentially at his expense.Mr. Sunak framed his latest moves, just after he marked 100 days in office, as a way to meet goals he set out last month, which include cutting inflation in half, reigniting economic growth and shortening wait times in hospitals. He also named a reliable insider to chair the Conservative Party, after being forced to fire the previous chairman, Nadhim Zahawi, over his personal tax affairs.But Mr. Sunak’s critics fell into predictable cavils about “rearranging the deck chairs on the Titanic.” The Conservative Party, they noted, remains mired behind the opposition Labour Party by double digits in polls. Restructuring government bureaucracy could cause months of policy paralysis. And the drumbeat of bad news, from nationwide strikes to overcrowded emergency rooms, continues without relief.If that is not enough, he is also being harried by Mr. Johnson and Ms. Truss. Both have gleefully disregarded any notions of fading quietly to the backbenches after their truncated stints in Downing Street. A combative, outspoken lawmaker who was a longtime member of the Labour Party before switching to the Conservatives, Mr. Anderson is rarely out of the headlines.Most recently, he caused outrage by claiming that many people who go to food banks do not need them; they simply lack the cooking and budgeting skills to make their own affordable meals.     Britain’s Cautionary Tale of Self-Destruction

    In December, as many as 500 patients per week were dying in Britain because of E.R. waits, according to the Royal College of Emergency Medicine, a figure rivaling (and perhaps surpassing) the death toll from Covid-19. On average, English ambulances were taking an hour and a half to respond to stroke and heart-attack calls, compared with a target time of 18 minutes; nationwide, 10 times as many patients spent more than four hours waiting in emergency rooms as did in 2011. The waiting list for scheduled treatments recently passed seven million — more than 10 percent of the country — prompting nurses to strike. The National Health Service has been in crisis for years, but over the holidays, as wait times spiked, the crisis moved to the very center of a narrative of national decline.Post-Covid, the geopolitical order has been thrown into tumult. At the beginning of the pandemic, commentators wondered about the fate of the United States, its indifferent political leadership and its apparently diminished “state capacity.” Lately, they have focused more on the sudden weakness of China: its population in decline, its economy struggling more than it has in decades, its “zero Covid” reversal a sign of both political weakness and political overreach, depending on whom you ask.But the descent of Britain is in many ways more dramatic. By the end of next year, the average British family will be less well off than the average Slovenian one, according to a recent analysis by John Burn-Murdoch at The Financial Times; by the end of this decade, the average British family will have a lower standard of living than the average Polish one.On the campaign trail and in office, promising a new prosperity, Boris Johnson used to talk incessantly about “leveling up.” But the last dozen years of uninterrupted Tory rule have produced, in economic terms, something much more like a national flatlining. In a 2020 academic analysis by Nicholas Crafts and Terence C. Mills, recently publicized by the economic historian Adam Tooze, the two economists asked whether the ongoing slowdown in British productivity was unprecedented. Their answer: not quite, but that it was certainly the worst in the last 250 years, since the very beginning of the Industrial Revolution. Which is to say: To find a fitting analogue to the British economic experience of the last decade, you have to reach back to a time before the arrival of any significant growth at all, to a period governed much more by Malthusianism, subsistence-level poverty and a nearly flat economic future. By all accounts, things have gotten worse since their paper was published. According to “Stagnation Nation,” a recent report by a think tank, there are eight million young Brits in the work force today who have not experienced sustained wage growth at all.Over the past several decades, the China boom and then the world’s populist turn have upended one of the basic promises of post-Cold War geopolitics: that free trade would not just bring predictable prosperity but also draw countries into closer political consensus around something like Anglo-American market liberalism. The experience of Britain over the same period suggests another fly in the end-of-history ointment, undermining a separate supposition of that era, which lives on in zombie form in ours: that convergence meant that rich and well-​governed countries would stay that way.For a few weeks last fall, as Liz Truss failed to survive longer as head of government than the shelf life of a head of lettuce, I found myself wondering how a country that had long seen itself — and to some significant degree been seen by the rest of the world — as a very beacon of good governance had become so seemingly ungovernable. It was of course not that long ago that American liberals looked with envy at the British system — admiring the speed of national elections, and the way that new governing coalitions always seemed able to get things done.Post-Brexit, both the outlook for Britain and the quality of its politics look very different, as everyone knows. But focusing on a single “Leave” vote risks confusing that one abrupt outburst of xenophobic populism with what in fact is a long-term story of manufactured decline. As Burn-Murdoch demonstrates in another in his series of data-rich analyses of the British plight, the country’s obvious struggles have a very obvious central cause: austerity. In the aftermath of the 2008 global financial crisis, and in the name of rebalancing budgets, the Tory-led government set about cutting annual public spending, as a proportion of G.D.P., to 39 percent from 46 percent. The cuts were far larger and more consistent than nearly all of Britain’s peer countries managed to enact; spending on new physical and digital health infrastructure, for instance, fell by half over the decade. In the United States, political reversals and partisan hypocrisy put a check on deep austerity; in Britain, the party making the cuts has stayed steadily in power for 12 years.The consequences have been remarkable: a very different Britain from the one that reached the turn of the millennium as Tony Blair’s “Cool Britannia.” Real wages have actually declined, on average, over the last 15 years, making America’s wage stagnation over the same period seem appealing by comparison. As the political economist William Davies has written, the private sector is also behaving shortsightedly, skimping on long-term investments and extracting profits from financial speculation instead: “To put it bluntly, Britain’s capitalist class has effectively given up on the future.” Even the right-wing Daily Telegraph is now lamenting that England is “becoming a poor country.”Of course, trends aside, in absolute terms Britain remains a wealthy place: the sixth-largest economy in the world, though its G.D.P. is now smaller than that of India, its former colony. And while the deluded promises of Brexit boosters obviously haven’t come to pass, neither have the bleakest projections: food shortages, crippling labor crunches or economic chaos.Instead, there has been a slow, sighing decay — one that makes contemporary Britain a revealing case study in the way we talk and think about the fates of nations and the shape of contemporary history. Optimists like to point to global graphs of long-term progress, but if the political experience of the last decade has taught us anything, it is that whether the world as a whole is richer than it was 50 years ago matters much less to the people on it today than who got those gains, and how they compare with expectations. Worldwide child mortality statistics are indeed encouraging, as are measures of global poverty. But it’s cold comfort to point out to an American despairing over Covid-era life expectancy declines that, in fact, a child born today can still expect to live longer than one born in 1995, for instance, or to tell a Brit worrying over his or her economic prospects that added prosperity is likely to come eventually — at the same level enjoyed by economies in the former Eastern Bloc.Can Britain even stomach such a comparison? The wealthy West has long regarded development as a race that has already and definitively been won, with suspense remaining primarily about how quickly and how fully the rest of the world might catch up. Rich countries could stumble, the triumphalist narrative went, but even the worst-case scenarios would look something like Japan — a rich country that stalled out and stubbornly stopped growing. But Japan is an economic utopia compared with Argentina, among the richest countries of the world a century ago, or Italy, which has tripped its way into instability over the last few decades. Britain has long since formally relinquished its dreams of world domination, but the implied bargain of imperial retreat was something like a tenured chair at the table of global elders. As it turns out, things can fall apart in the metropole too. Over two centuries, a tiny island nation made itself an empire and a capitalist fable, essentially inventing economic growth and then, powered by it, swallowing half the world.     For Sunak, Like Biden, Dullness Could Be a Secret Weapon

    For all their differences, President Biden and Prime Minister Rishi Sunak of Britain share a challenge: operating in the wake of a larger-than-life predecessor. They have tactics in common, too.LONDON — For years, Boris Johnson and Donald J. Trump were viewed as populist twins — flamboyant, scandal-scarred, norm-busting figures, acting in a trans-Atlantic political drama. With both out of office, at least for now, a more timely and intriguing comparison is between Prime Minister Rishi Sunak and President Biden.Though they differ by obvious metrics — young vs. old, conservative vs. liberal — Mr. Sunak and Mr. Biden are using strikingly similar methods to govern in the wake of their larger-than-life predecessors. Both have tried to let the steam out of their countries’ hothouse politics by making a virtue of being, well, a little boring.The similarities are more than stylistic: Both lead parties that are divided between centrist and more extreme forces, whether to the right, for Mr. Sunak, or the left, for the American president. But it leaves him with no more than two years to rescue his party before the next election, and he faces the headwinds of soaring inflation, rising interest rates, labor unrest and a recession. Indeed, given their disparity in age, background and politics, there is little indication they will develop the kind of rapport enjoyed by, say, Mr. Blair and President Bill Clinton. When the Tories elected Mr. Sunak as leader, Mr. Biden hailed it as a “groundbreaking milestone,” though he added, “As my brother would say, ‘Go figure.’”At the moment, the oddsmakers are betting against Mr. Sunak. There is even speculation that if the Conservatives get thrashed in local elections next May, his enemies might move against him and try to reinstall Mr. Johnson. But Mr. Sunak’s allies hope for a Biden-like surprise, which could give him a solid base for the next general election (it must take place by January 2025).Given Labour’s formidable lead in opinion polls — and a Labour leader, Keir Starmer, who rivals Mr. Sunak in competence over charisma — few analysts see a path for Mr. Sunak to a convincing victory. But some think the outcome could be much closer than some of Labour’s supporters now expect. For one thing, Mr. Sunak’s poll ratings exceed those of his battered party, which is the reverse of Mr. Biden and the Democrats before the midterm elections.“There is a big difference between what voters think of the Conservative Party and what voters think of Sunak,” said Peter Kellner, a polling expert. “The big question now is whether the Tory Party drags Sunak’s ratings down, or Sunak drags the Tory Party’s ratings up.”Those are the same questions handicappers were asking about Mr. Biden in the anxious days leading up to the midterms.     Britain’s Northern Ireland secretary is expected to announce on Friday that a new election would be held in December after six months of fruitless efforts to convene Parliament.LONDON — Voters in Northern Ireland made history in May when they turned the Irish nationalist party, Sinn Fein, into the largest in the North. Now, they are likely to have to go back to the polls after the main pro-unionist party paralyzed the power-sharing government by refusing to take part in it.Britain’s Northern Ireland secretary, Chris Heaton-Harris, is expected to announce on Friday that a new election would be held, possibly on Dec. 15, following six months of fruitless efforts to convene the assembly at the Stormont Parliament in Belfast. The deadline for forming a government expired at 12:01 a.m. Friday.It is not the first time that Northern Ireland’s experiment in power sharing has broken down. The assembly was suspended from 2002 to 2007, and again from 2017 to 2020. This time, the prospects for a swift resolution seem bleak, with Northern Ireland caught up in a larger standoff over trade between Britain and the European Union.Sinn Fein’s victory in May was a watershed in Northern Ireland’s politics, elevating a nationalist party that many still associate with paramilitary violence to leadership in the territory. It entitled Sinn Fein to name Michelle O’Neill, its leader, to the post of first minister in the government, reflecting its status as the party with the most seats in the assembly.But on Thursday, the parties failed in a last-gasp effort to elect a speaker of the assembly, which would have cleared the way to appoint ministers to run the government. Tensions over trade in Northern Ireland have simmered since the Brexit referendum in 2016 and rose significantly in June after his predecessor, Liz Truss, who was foreign secretary at the time, introduced legislation that would unilaterally overturn parts of the protocol. Boris Johnson, who was then prime minister, regularly reinforced that position.Though Mr. Sunak said he was committed to getting that bill through Parliament, some analysts said they believed he would take a more pragmatic approach with Brussels, calculating that Britain cannot afford a trade war with the European Union at a time when its economy is grappling with double-digit inflation and a looming recession.The result of a painstaking negotiation between London and Brussels, the protocol was meant to account for the hybrid status of Northern Ireland, which is part of the United Kingdom but shares an open border with neighboring Ireland, a member of the European Union. The real problem is how to resolve problems after.”For Sinn Fein, which favors the unification of Northern Ireland with the Republic of Ireland, the paralysis confronts it with a decision: whether to give up on power sharing, which was enshrined in the Good Friday Agreement that ended decades of sectarian violence, and focus its energies on uniting North and South.“If the sense is the D.U.P. is against the Good Friday Agreement,” Professor Hayward said, “there is a certain rationale for the Sinn Fein to go for their alternative.” More
