    Europe’s Thirst for Virtual Water: Blueberry Fields Forever?

    Blueberries have long established themselves among the superfoods. They are tasty, low in calories and full of beneficial nutrients. Most importantly, they are a rich source of antioxidants that serve to protect against a range of diseases, most notably cancer. This might explain why the demand for blueberries has steadily increased over the past few years. Between 2015 and 2019, Europe’s blueberry imports increased from 45,000 tons to 113,000 tons. Between 2018 and 2019 alone, the volume of imports rose by more than 40%.

    Blueberries consist mostly of water. In fact, some 85% of the fruit is H2O. And that’s where the problem starts. In Western Europe, most of the blueberries you find in supermarkets today are imported from Spain; more precisely, from one province in the autonomous region of Andalusia, Huelva, located in the southwest, where Spain borders Portugal. Andalusia is known for the beauty of its major cities like Seville, Granada and Cordoba, and its beach resorts of Marbella, Torremolinos and Malaga.

    Andalusia also happens to be among the poorest autonomous regions in Spain. In 2019, it ranked close to the bottom with respect to GDP per capita; only Estremadura and Melilla ranked lower. In 2016, around 40% of the population lived in poverty; among children, the poverty rate stood at 44%.

    The Blueberry Dark Side

    Andalusia has also been the launching pad for Vox, Spain’s radical populist right. In the regional elections of 2018, Vox gained 11% of the vote, which put the party in a pivotal position. Since neither the left nor the right commanded a majority in the region’s parliament, Vox found itself in a position of kingmaker. At the time, Vox came out in favor of the center right. In Huelva, like across Andalusia, Vox is a major political player. In the November national election of 2019, Vox garnered more than 20% of the vote in Huelva, second only to the socialists who won 36%.

    Vox is a political force to be reckoned with. The party promotes itself as an ardent defender of ordinary hardworking people and of the unity of the Spanish state, threatened by Catalan and Basque independence aspirations. At the same time, the party has vigorously rejected any human responsibility for climate change. Environmental concerns are certainly not on the party’s agenda.

    This brings us back to blueberries from Spain. Over the past several years, the cultivation of blueberries in Huelva province has progressively expanded. Between 2016 and 2020, blueberry spring exports (February to May) increased by more than 80% in volume and more than 40% in value. At the same time, land devoted to blueberries increased from 4.4 squared miles to roughly 14 square miles. As a result, production more than doubled, from 20,815 tons in 2014-15 to 45,506 tons in 2019-20. Altogether, the cultivation of the three major “red fruits” produced in Huelva — blueberries, strawberries and raspberries — provides employment to over 100,000 people, generating roughly €1 billion ($1.2 billion) in revenue.

    This is one side of the equation, one that Huelva’s authorities like to propagate. Unfortunately for them, the other (dark) side has once again been making international headlines. Here the focus is on the disastrous impact that cash crops have had on the natural environment, in particular on the Donana national park, a wetland reserve and UN Heritage site that is a refuge for over 2,000 different species of wildlife and serves as a way station for millions of migratory birds every year.

    The national park was already on the receiving end of an environmental catastrophe that severely affected its delicate ecological balance. In 1998, a dam burst at a mine near Seville, releasing up to 5 million cubic meters of toxic slush into the Guadiamar River, the main water source for the park. Cleaning up the mess cost the Spanish state some €90 million. It spent a further €360 million to restore parts of the park. Some of the money came from the European Union. It took several years for the park’s wildlife to recover.

    Yet little was learned from the disaster. By 2016, UNESCO threatened to put the park on its danger list. And for good reason: As The Guardian reported at the time, Donana was “said to have lost 80% of its natural water supplies due to marsh drainage, intensive agriculture, and water pollution from the mining industry.” The article cited a report from the World Wildlife Fund (WWF) that charged that farmers had been drilling more than 1,000 illegal wells that accelerated “the park’s destruction, as drought-resistant plants replace water-dependent ones in the region.”

    Ecological Crisis

    The expansion of cash crop cultivation in Huelva has only added to the ecological crisis, once again ringing alarm bells not only in individual countries that are among Huelva’s most important customers, such as Germany and the United Kingdom, but also in Brussels. A recent report on the website of Germany’s premier news program, ARD’s “Tagesschau,” set the tone: “Spain’s national park is drying out.” The main reason: Huelva’s red fruit industry has not only encroached on park land but, more importantly, has systematically starved the park of its most important lifeline — water. According to the report, estimates are that roughly 1,000 of the wells dug to irrigate the plantations are illegal. In other words, nothing had changed since 2016.

    By 2020, the European Commission had had enough. It took Spain to court. In December, it charged that Spain had looked the other way and allowed the continued illegal appropriation of groundwater, in the process inflicting serious damage to the nationally and internationally protected Donana wetlands. For all practical purposes, the failure lay largely with the regional Andalusian government. Five years ago, the regional government advanced a plan to protect Donana; five years later, according to an article in Spain’s leading newspaper El Pais, only 17% of the measures had been realized, 43% were incomplete, the rest — nada.

    The regional government has, however, made an effort to go after Huelva’s most egregious water thieves. In March, two ex-mayors — one a socialist, the other a conservative — were put on trial together with 13 farmers, all of them accused of illegal appropriation of water. At the same time, the government has tried to shut down illegal wells. But with over a thousand currently in operation, the backlog is great, and more often than not the authorities have met with determined resistance.

    At the same time, however, the regional government has continued to license new water rights. In 2017, for instance, the government conceded more than 270,000 cubic meters of public groundwater to a cooperative society, which allowed the cooperative to more than double its production of blueberries in the Sierra de Huelva. All this, as a public official in charge of water management claimed, was done in the name of “sustainable development.” Donana’s endangered wildlife would probably disagree. But then, they don’t have a voice, and those speaking in their name, such as the WWF, have to a large degree been unheeded.

    Virtual Water

    Spanish blueberries produced in Huelva are a prime example of the ludicrousness of a development strategy based on international trade. Spain is a semi-arid, water-poor country. The distribution of water across the national territory is highly unequal. Water is relatively abundant in the north and relatively scarce in the south. Agriculture accounts for a large junk of the country’s total water use, roughly 60%. Yet agriculture contributes just 3% to the country’s GDP and employs roughly 4% of the active workforce. Particularly in the south, decades of agricultural practices have exhausted the soil and turned once fertile land into desert, shrinking the supply of arable land.

    Under the circumstances, producing a crop as water-intensive as blueberries in a semi-arid region borders on the absurd. The amount of water required to produce a certain amount of a product is generally referred to as a water footprint. The water footprint of blueberries is around 840 liters per one kilogram of fruit. This means that embedded in every kilo of blueberries for sale in the local supermarket are more than 800 liters of water. This is what is nowadays known as “virtual water” — the amount of water hidden from and invisible to the end consumer. Virtual water has become an increasingly important concept in international trade theory. What it means in practical terms is that with every kilo of blueberries we import from Spain, we bring in more than 800 liters of water.

    By now, the absurdity of the situation should be obvious. Not only do we import water from a water-scarce region, but by importing the virtual water embedded in blueberries, we contribute to the depletion of a scarce resource in the exporting region which, in turn, is a major cause of the gradual destruction of one of Western Europe’s largest natural wetlands. And things are likely to get even worse. The upsurge in demand for blueberries and other red fruits has brought new producers into the market.

    As a result, prices have substantially declined, compelling producers to expand production and explore new market opportunities. Just the other day, after years of negotiations, Brazil gave a green light to the importation of blueberries from Huelva after the red fruits industry passed an on-the-ground inspection by a delegation of Brazilian authorities. And Brazil might only be the beginning. Huelva authorities have already set their eyes on even larger markets, notably China and India. In the meantime, environmental advocates are pinning their hopes on the European Court of Justice, which is supposed to consider the case over the next few months. Judgments rendered by the court are binding. Member states are obliged to comply with court decisions without delay. If found guilty, Spain might have to pay heavy fines.

    The WWF, which has been among the most vocal and determined advocates of the Donana national park, is confident that the court will rule in its favor. As Juan Carlos del Olmo, the secretary general of WWF Spain, put it, “Spain is about to be condemned for allowing the destruction of Doñana, a heritage that belongs to all Europeans.” He emphasized that the “Spanish authorities and especially the Regional Government of Andalusia, which have both turned a blind eye to this situation for years,” need “to take real measures to halt the degradation of Doñana.” This means, above all, closing the illegal wells that are “looting the aquifer and destroying biodiversity.”

    2020 marked the fifth anniversary of the United Nations Sustainable Development Goals, to which Spain has committed itself “at the highest level.” This includes ensuring “the lasting protection of the planet and its natural resources.” It is not entirely obvious how the export of massive amounts of virtual water from Huelva’s blueberry fields is supposed to contribute to the latter goal.

    The Good Old Days: Nostalgia’s Political Appeal

    Donald Trump is gone, yet his specter continues to haunt American politics. The UK is no longer part of the European Union, yet Brexit continues to provoke emotions on both sides of the Channel. Both Trump’s victory in the 2016 presidential election and the outcome of the Brexit referendum of 2016 were driven by a range of widespread and profound emotions. One of the most prominent was nostalgia.

    Nostalgia has been around for ages. The first one to recognize its significance was a Swiss doctor, Johannes Hofer. In 1688, Hofer coined the word — a compound derived from the Greek nostro, meaning “home,” and algos, meaning “pain” — to describe what he considered to be a medical malaise he detected among Swiss mercenary soldiers, expressed as a profound yearning for their home (what in German is called Heimweh — homesickness).

    Hofer might have drawn inspiration from Homer’s Odyssey. Its hero, after spending seven years in the company of the sea nymph Calypso, felt compelled to return home. The longing to see his home was so overwhelming that he rejected Calypso’s offer to make him immortal if he stayed.

    The Meaning of Nostalgia

    Since Hofer’s times, the meaning of nostalgia has both substantially changed and significantly broadened. It is no longer associated with homesickness. Instead, in today’s parlance, nostalgia stands for “a sentimental longing for one’s past.” More specifically, nostalgia stands for a yearning for an idealized, lost past, a past more often than not seen through rose-tinted glasses. For a long time, nostalgia was seen as a pathology, reflecting the refusal to confront an unpleasant present and an even worse future.

    In this view, the yearning for “an irretrievable past becomes a narcissistic illusion,” a “deflection from current unpleasant circumstances.” More recently, however, nostalgia is predominantly seen as a positive emotion, an effective coping mechanism in times of turmoil and crisis. In this case, nostalgia serves as “an important resource that helps people find meaning in life and regulate meaning-related distress.” In the face of tectonic demographic, technological and geopolitical changes, seeking comfort in a past where life was arguably simpler and easier to navigate is human, all too human. As Edoardo Campanella and Marta Dassu have put it, nostalgia “offers relief from socio-economic angst. Yesterday is associated with progress; tomorrow with stasis or regression.”  

    This type of nostalgia — because nostalgia comes in different guises — reflects “an affective yearning for a community with a collective memory, a longing for continuity in a fragmented world.” In this context, as Matthias Stephan has recently suggested, nostalgia represents “both a look back to an idealized past (whether real or imagined) and a hope that the romanticized past will become our future.”

    The Politics of Recognition vs. Redistribution

    Here, nostalgia “inevitably reappears as a defense mechanism in a time of accelerated rhythms of life and historical upheavals.” The author of these lines, Svetlana Boym, characterized this iteration as “restorative nostalgia.” Against this, Boym sets what she called “reflective nostalgia.” Reflective nostalgia accepts the fact that the past is past, that it cannot be retrieved. As Hal McDonald has put it, “This acknowledgment of the irretrievability of our autobiographical past provides an aesthetic distance that allows us to enjoy a memory in the same way that we enjoy a movie or a good book.”

    At the same time, it engenders a realistic, and perhaps even critical, view of the past. It is this constellation that makes nostalgia extremely political. In fact, because of its inherently binary nature, nostalgia is ideally suited to inform both progressive and reactionary politics.

    Today, nostalgia is primarily evoked on the nationalist right. More often than not, this is a type of nostalgia that depends on the “disparagement of the present,” which Christopher Lasch once considered the “hallmark of the nostalgic attitude.” Feeling discombobulated by and disenchanted with the present, as well as uneasy about the future, a growing number of people feel tempted to go down the memory lane and retreat to the past where, as the German expression goes, the world was presumably still in order.

    When the World Was in Order

    On the nationalist right, it is particularly radical right-wing populist parties and actors that have drawn the greatest political benefit from the appeal to nostalgia. Donald’s Trump is a prominent case in point. His campaign slogan “Make America Great Again” implies that there was a time when the United States was still great, that today it no longer is, but that tomorrow it will be great again — as long as the people follow The Donald.

    The promoters of Brexit played a similar tune. Nigel Farage, the former leader of the UK Independence Party (UKIP), holding up his new non-EU passport and triumphantly exclaiming, “We got our passports back!,” evoked a time when Great Britain still maintained the pretense to be a great power rather than one among 28 EU member states where it was not even primus inter pares. Once freed from the shackles of the EU, a once again completely sovereign Great Britain would regain its lost glory. Or, as Britain’s Secretary of Defense Gavin Williamson claimed in late 2018, once Britain was out of the European Union, it would become a “true global player,” establishing new military bases all over the world. As an article in the Financial Times from early 2016 put it, “Brexiters are Nostalgics in Search of a Lost Empire.”

    Public opinion polls conducted a few months prior to the referendum provided ample evidence of the extent to which the British public glorified the country’s past. In early 2016, a YouGov poll found more than 40% of British respondents expressing pride in Britain’s colonial history; about the same number thought the British Empire had been a good thing. Only a fifth of respondents had a negative view. In a similar survey, two years earlier, around 50% of respondents thought that Britain’s former colonies were better off today because they had been part of the British Empire, while a third thought that it would be a good thing if Britain still had an empire. At the same, there were strong sentiments that Britain was in decline. In fact, some 80% of “leavers” shared that view in 2016.

    Hardly surprising that, in the wake of the referendum, one of Britain’s leading tabloids, The Daily Star, called on its readers to “Make Britain Great Again!” Nostalgia, paired with mass delusion and a portion of righteous resentment, obviously paid handsome political dividends — at least for Nigel Farage, Boris Johnson and their comrades in arms.

    Similarly in the United States, Trump’s main slogan “Make America Great Again” appealed to widespread nostalgia, particularly among the country’s white majority. In September 2016, for instance, half of the respondents in the annual American Values Survey agreed with the statement that their country’s best days were “behind us.” A few months earlier, a Pew survey found more than 45% of respondents agreeing with the statement that compared to 50 years earlier, life for people like them had gotten worse.

    Among Trump supporters, three out of four agreed with that statement. In a similar vein, one year earlier, around half of US respondents in a representative poll thought that “America’s best days” were in the past. At the same time, in 2016, more than 60% of Americans believed their children would be worse off than they were. This is also reflected in surveys that seek to gauge what Americans think about, for instance, the American dream — the notion that hard work will allow them to get ahead.

    Most notably, these sentiments were particularly pronounced among America’s white population, far more than among African Americans, Hispanics and other minorities. Donald Trump, ever so tuned in to the grievances of white America, stoked the fire of white resentment, charging, at a town hall meeting in the fall of 2015, that “the American dream is in trouble,” only to add the promise that with him in the White House, “we will get it back.” To be sure, this was hardly original. Four years earlier, the Republican Platform already committed to “Restoring the American Dream.”

    The Good Old Days

    Conjuring up idealized images of the good old days is a crucial tool in the ideational repertoire of nativist and national-populist parties and actors. And for good reasons. For one, the evocation of nostalgic fantasies creates a sense of collective identity, community and a common purpose, all of them of central concern on the radical populist right. At the same time, in the hands of radical right-wing populists, nostalgia serves as an indirect indictment of the present, linked to an appeal to the notion that the best of the past could somehow replace the current situation.

    Here, nostalgia represents what S. D. Chrostowska has called a “malaise of dissatisfaction with the present and the direction that present” has taken. The more profound and widespread collective disenchantment with the present happens to be, the more pronounced is the appeal of the past. An exemplary case in point is a sociological study from 2016 in Poland, whose authors explored the extent to which nostalgia for the communist period was prevalent among current-day Poles. The results were striking. They showed that people who felt they had been better off during that period than at present were much more nostalgic and had a significantly better opinion about the communist government than other respondents.

    Poland is hardly unique. The arguably best-known case of post-communist nostalgia is what in German is known as Ostalgie. Ostalgie entails a revaluation of the German Democratic Republic (GDR) — former East Germany — on the part of a substantial part of its population following reunification. To a large extent, this was in response to “the perceived threat of a West German depreciation of their life experiences.” Substantial numbers of citizens in the east had the feeling that they and their past were treated with condescension, if not outright disdain. Even 30 years after the fall of the Berlin Wall, the sentiment that easterners are second-class citizens finds widespread resonance in what once was the GDR. Ostalgie is all about a demand for recognition, dignity and respect rather than crude material interests. As sociologist Cecilia Ridgeway has noted, we tend to forget “how much people care about public acknowledgement of their worth.”

    Yet they tend to “care about status quite as intensely as they do [about] money and power.” They want “to be someone.” Ostalgie is also informed by the sentiment that in the GDR, ordinary workers were valued — they were someone. Not for nothing, the GDR prided itself on being an Arbeiter und Bauernstaat — the state of workers and farmers.

    Nostalgia in post-communist societies might be somewhat puzzling to outside observers, yet politically it is of no consequences. There is no craving for a return of what in German was known as Realsozialismus — loosely translated as “actually existing socialism.” A regime that imprisoned its citizens behind walls, barbed wires and minefields in order to prevent them from fleeing the country has nothing in common with the radical humanist spirit of socialism, reflected, for instance, in Karl Marx’s “Economic and Philosophic Manuscripts of 1844” and the writings of leading exponents of the Frankfurt School.

    Radical Reconstruction

    Matters are entirely different when populist leaders use nostalgia for the dismantling and radical (from the roots) reconstitution of a society’s collective identity. This is what has happened with two of the most important contemporary populist regimes: Recep Tayyip Erdogan’s Turkey and Narendra Modi’s India. At first sight, the two cases could not be more different. Here, a representative of political Islam, there, of political Hinduism. Yet below the surface, the similarities are quite striking.

    These similarities are seen, in particular, in the place nostalgia — and the appeal to nostalgia — has in the rhetoric of both leaders. In the Turkish case, nostalgia is reflected in what Turkish observers have called neo-Ottomanism. Erdogan, as Hakan Yavuz has argued, has been seeking “to remold Turkey in the form of an imagined, ahistorical conceptualization of the former Ottoman Empire.” The ultimate objective is “to resurrect a powerful Muslim state in the ancestral mold of the former Ottoman Empire.”

    At the same time, Erdogan’s political project represents a frontal assault on and complete disavowal of Mustafa Kemal Atatürk’s foundation of the modern “Kemalist” Turkish state. This project was based on a progressive, secular vision of equality adopted from the French Revolution. Here, citizenship and identity derive from a common adherence to civic principles; in the case of Erdogan’s project, citizenship and identity derive from adherence to a common ethno-religious community, which bodes ill for Turkey’s minorities such as Kurds and Armenians.

    In the Indian case, Modi’s Bharatiya Janata Party (Indian People’s Party, BJP), has never made a secret of the fact that it seeks to eradicate the legacy of Nehruvian secularism and replace it with Hindutva. Long before Modi became prime minister, the BJP mobilized against what it called Nehru’s “pseudo-secularism.” In reality, the BJP charged, secularism discriminated against Hindus while according concessions to India’s sizeable Muslim minority. In fact, in 2018, Sonia Gandhi admitted that the BJP had managed to convince a sizeable portion of the Indian public that the Indian National Congress was a pro-Muslim and, implicitly, anti-Hindu party.

    Central to the BJP’s ideology is the myth of the Vedic golden age, exemplified, in particular, by the reign of the mythical Ram, largely seen as the epitome of India’s golden age. This golden age came to an abrupt end with the Muslim invasion and conquest, which ushered in what Modi has characterized as “1,200 years of slavery.” This is the central trope of Hindu nationalist historiography and victimology — the juxtaposition of “a glorious Hindu golden age followed by an era of Muslim oppression.”

    In order to bolster their case of that golden age, Hindu nationalists have gone to great lengths, in some cases transcending into the ridiculous. A case in point is the various claims that in ancient times, India already achieved stunning scientific and technological accomplishments, from advanced reproductive technologies to stem cell research, “spacecraft, the internet, and nuclear weapons — long before Western science come on the scene.” More often than not, these claims were advanced not by crackpots but by respected scientists fallen under the sway of Hindu nationalist nostalgia.

    In both cases, the combination of nostalgia and populism serves to mobilize the “true” people against a Westernized elite, from — but not of — the people. At the same time, it serves as a means to eradicate national humiliations: in the case of India, centuries of being subjugated to Islamic rulers; in the Turkish case, the dismantling of the Ottoman Empire following World War I, symbolized by the Treaty of Sèvres which, had it ever been implemented, would have left only a small area around Ankara under Turkish rule.  

    Erdogan’s recent decision to reclassify the Hagia Sophia — once the “ultimate icon of Christian civilization” — as a mosque, constitutes a reversal of Kemalist “secularist suppression.” Similarly, laying the foundations of a Ram temple on the site of an ancient mosque, known as Babri Masjid, in the city of Ayodhya in northern India, serves as highly visible expressions of the will to reverse — and perhaps even avenge — the past.

    Resurrecting Grievances

    The arguably most successful populist resort to this combination of grievance-based nostalgia and the exploitation of national humiliation is epitomized by Hungary’s Victor Orban. To be sure, Hungarians have good reasons for historically-grounded grief — the bloody suppression of the Hungarian people’s 1956 uprising against the communist regime and the Soviets is a prominent case in point. The most important episode, however, which continues to haunt Hungarian collective national consciousness until today, dates back to 1920, when the victorious powers imposed on Hungary the Trianon Treaty. The treaty deprived Hungary of two-thirds of its prewar territory and three-fifths of its prewar population, which turned Hungary into what Stanley Payne has called “the most nationally aggrieved state in all of Europe.”

    Victor Orban has been particularly adroit not only in manipulating diffuse sentiments of humiliation and resentment but also in evoking nostalgia for Hungary’s golden age. This was the period spanning from the formation of the dual monarchy following Vienna’s defeat in the Austro-Prussian war of 1866, which put the Hungarians on par with the Austrians until the end of the First World War — a period which saw all ethnic Hungarians united in the same state. Together, these two ideational elements constitute the core of Orban’s national-populist project, which over the past decade or so has progressively gained cultural hegemony in Hungary.

    Orban, Modi and Erdogan are prominent examples of how nationalist-populist actors have weaponized nostalgia for political gain the same way they have weaponized other emotions such as anxiety, anger and empathy. As Yale professor Paul Bloom has recently pointed out in his indictment of emotional empathy, “unscrupulous politicians use our empathy for victims of certain crimes to motivate anger and hatred toward other, marginalized, groups.” Emblematic of this strategy is Donald Trump’s exploitation of “our empathic feelings toward victims of rape and assault to build hatred toward undocumented immigrants.”

    Here, Trump instinctively exploited a central characteristic of this emotion, namely its intrinsic in-group bias. Neuropsychological studies suggest that more often than not, empathy extends significantly more to those we feel close to rather than out-groups, “potentially making them likely targets for prejudice and discrimination.”

    The same is true for nostalgia. Experiments in social psychology have shown that collective nostalgia — the type of nostalgia routinely evoked by national populist actors — tends to confer “sociability benefits,” such as support and loyalty, to the in-group while tending to evoke exclusionary sentiments toward out-groups. Constantine Sedikides and Tim Wildschut have argued that “Collective nostalgia’s sociality is amenable to exploitation and can have controversial ramifications.” A recent empirical study on the effect of national nostalgia on out-group perceptions in the context of the 2016 US presidential election shows that national nostalgia “significantly predicted racial prejudice and this relationship was mediated by perceived outgroup threat.”

    This also holds true for Europe. A Bertelsmann study on nostalgia from 2018 found that more than three-quarters of European respondents classified as nostalgics (two-thirds of the sample) agreed with the statement that recent immigrants did not want to integrate into the host society; more than half thought they were taking jobs away from the natives. Under the circumstances, it is hardly surprising that radical right-wing populist parties have found fertile ground for their nativist politics of exclusion.

    A case in point is the adoption of the concept of the folkhemmet by the Sweden Democrats, the country’s radical populist right. The folkhemmet (people’s home) stands for the heydays of Sweden’s Social Democratic welfare state, a golden age that spanned four decades, from the 1930s to the 1970s. This was a time of ethnocultural homogeneity, civic egalitarianism and social solidarity. The Sweden Democrats’ adoption of the sentimental notion of the folkhemmet appeals to nostalgic sentiments while, at the same time, serving as a justification for the exclusion of non-ethnic minorities such as refugees from social benefits.

    The Sweden Democrats’ manipulation of nostalgia in the service of their politics of welfare chauvinism is exemplary of the flexible and polyvalent possibilities of applying this emotion. It is for this reason that nostalgia lends itself ideally to national populist mobilization. One of the central ideational tropes informing populism is the notion of the united people, a unity derived from a shared past and a common destiny, confronting a common adversary, if not an enemy. The evocation of a glorious past is a great way to make people feel good about themselves at a time when there is little to be cheerful or optimistic about.

    These days, the glorious past is not far away, not more than two years, the time before social distancing, lockdowns and vaccination jitters. Under the circumstances, nostalgia is likely to persist, ready to be exploited by populist entrepreneurs for political gain. Those who still think that the pandemic will substantially weaken support for the radical populist right might take a look at Spain. There, Vox, whose rhetoric is replete with nostalgia, is the only party that has substantially increased its support base over the past several months.

    The Politics of Recognition vs. Redistribution

    At an earlier stage of my life, I had the great pleasure of spending two years teaching at York University in Toronto, Canada. Unlike the University of Toronto, whose campus looks like Harvard or Yale, York resembles British public universities such as Sussex: modern, functional, but without what in French is called “cachet.” York University also happened to be one of the last genuinely left-wing schools in the Western world, at least in the social sciences. I had colleagues who had actually read Karl Marx — and took him seriously. 

    By sheer coincidence, the day I interviewed for a position in the Department of Political Science, York had scheduled a public lecture by Nancy Fraser, a renowned feminist political theorist/philosopher from the New School for Social Research in New York City. The lecture was on the politics of recognition. Given her impeccable left-wing credentials, York was friendly terrain — or so it seemed. I still remember Fraser’s rather stunned expression when confronted with a barrage of attacks by York’s Marxists, who charged her with discounting if not dismissing the central importance of social class.

    That was some 20 years ago. Yet ironically, the tension between the politics of recognition and the class-based politics of redistribution is still as pertinent as it was when Fraser theorized it in the late 1990s. In recent years, it has become even more of an issue of vital importance for the future of progressive politics in liberal democracies, not least because of the challenge posed by contemporary radical, right-wing populism.

    Social Justice

    The questions of both redistribution and recognition are about social justice. Above all, social justice concerns leveling the playing field. This is a point Fraser has never tired of repeating. She has adamantly pointed out that struggles for redistribution are anything but “antithetical to struggles for recognition.” The problem is that, more often than not, one tended to be disassociated from the other. In reality, however, social justice involved both questions of redistribution and of “representation, identity, and difference.” 

    Unfortunately, the reality is quite different. In the 1980s, the left, by and large, started to abandon their commitment to what once was called the working class and its aspirations. In its wake, as Axel Honneth noted more than a decade ago, “‘equal distribution’ or ‘equality of good’ no longer form its central categories, but ‘dignity’ and ‘respect.’” To make matters worse, ordinary workers not only lost their privileged position in left-wing narratives. They were also increasingly denigrated, their needs and aspirations dismissed, and their values and views tagged as reactionary and retro, an expression of pervasive working-class authoritarianism.

    I remember a column written by the German satirist Wolfgang Ebert that said it all in a few lines. The article appeared in 1985 in the prestigious German weekly Die Zeit. The text was meant to be taken as what it was: satire on Germany’s post-68 new left, their delusions and disillusionment, which finally ended in the complete disavowal of the proletariat as a revolutionary class. On this reading, if the revolution never happened, it was because “the masses — not to speak of the working class as the so-called subject of the revolution — failed.” 

    In fact, Ebert continued, the masses “always fail.” Instead of following their “true interests” or at least listening to their “intellectual leaders,” they preferred to follow the siren calls of consumerism. Ebert’s conclusion: “Who would be stupid enough to risk their neck for these dumb masses?” The German Social Democrats (SPD) certainly didn’t. That’s why they are where they are today. Since the federal election of 1983, their share of the vote has plunged, from 38% to just over 20% in 2017. 

    Fast forward to 2011 in France, a few months before socialist Francois Hollande narrowly defeated the sitting president, Nicolas Sarkozy, in the second round of the 2012 election. The election was overshadowed by the downfall of socialist Dominique Strauss-Kahn, who for some time had been seen as a serious candidate for the presidency until his aspirations were sunk by sex scandals. 

    Terra Nova

    The reason Strauss-Kahn is mentioned here is because of his affiliation with Terra Nova, a progressive think tank modeled after the Center for American Progress and charged with “contributing to the intellectual renewal of the Left in France and in Europe.” In 2011, Terra Nova released a strategic paper that essentially advised that the left should forget about French workers. These workers, the authors charged, were no longer concerned with economic and social questions; instead, they had bought into the “cultural issues” promoted by the right. At the same time, they had progressively been seduced by the far-right National Front, both on cultural and socioeconomic questions.

    In short, as a highly critical commentary on the Terra Nova report in France’s premier left-wing daily, Liberation, ironically put it, workers were “dirty and nasty” — at least that was the impression one got from reading the paper. If the socialists were serious about winning the 2012 presidential election, Terra Nova insisted, they had to come up with a new progressive subject. Terra Nova suggested a “future-oriented” coalition (“tomorrow’s France”), “younger, more diverse, more feminized.” This was to be a coalition of the culturally progressive and the economically marginalized — except, of course, traditional workers. 

    The analysis was apparently heavily influenced by American strategists busily constructing the new or “emerging” Democratic majority — the title of an influential book from 2004. Today, as a recent dissertation on this question demonstrates, this (hitherto still quite elusive) majority consists of the “ascendant” and “rising” American electorate — constituencies that, unlike the traditional white working class, are growing as a share of the overall electorate: people of color, the young and well-educated, socially liberal whites and single women. As Christopher Cimaglio, the author of the essay, pointed out, in this framework, “the white working class often serves as a receding reactionary backdrop to emerging, forward-looking groups: ‘a more highly educated and diverse constituency,’ ‘a coalition of transformation, comfortable with demographic and cultural change.’” 

    Political Polarization

    The result of this strategy is what we have today: widespread polarization, mutual recriminations, intense loathing on both sides of the aisle, and a politics of grievances and resentment that makes a mockery of one of America’s most sacred notions: e pluribus unum. Shortly before the 2020 presidential election, roughly 80% of registered voters, both Democrats and Republicans, said “their differences with the other side were about core American values.” Around 90% in both camps “worried that a victory by the other would lead to ‘lasting harm’ to the United States.”

    To be sure, the left’s embrace of identity politics and diversity, together with its somewhat callous dismissal of what in French is called the couches populaires (aka “ordinary people”) seeking to make a decent living, has not gone unchallenged. Just a few years ago in Spain, a polemic with the telling title “La Trampa de la Diversidad” (the diversity trap) became a national bestseller — and provoked a vicious backlash. Among other things, the author, the polemicist Daniel Bernabe, was charged with denigrating the feminist, LGBTQ and ecological causes, primarily for suggesting that the oppression of women was fundamentally rooted in economics — i.e., the capitalist system — rather than purely in sexism, which he considered as just another face of capitalism.

    For Bernabe, everything started with Margaret Thatcher, the British prime minister from 1979 to 1990. Thatcher managed to reframe economic inequality in terms of individual difference and diversity against a form of socialism that sought to impose “uniformity.” In the years that followed, socialists and social democrats, such as Tony Blair of the UK and Gerhard Schroder of Germany, bought into this narrative — with suboptimal success, to put it kindly.

    Recently in Germany, Sahra Wagenknecht, a leading politician of The Left party (Die Linke), provoked controversy with a new book highly critical of the left’s adoption of identity politics. Identity, according to Wagenknecht, has become the pet project of a self-indulgent, left-libertarian, individualistic, urban, cosmopolitan elite — a “lifestyle” politics reflecting the smug complacency of the morally superior, far removed from the mundane material concerns of ordinary workers. The charge implies that if today’s left embrace causes such as Fridays for Future or Black Lives Matter, it is less out of genuine conviction than out of the need to constantly reaffirm their distinctive identity and habitus, promoted as “the epitome of progressivism and responsibility.”

    Other critics of identity politics have been even less kind. “Blue Labour” theorist Jonathan Rutherford, for instance, in an article for New Statesman, argued that the decline of the British working class had turned Labour into a “party of the bourgeois left,” espousing what he called the cause of “cosmopolitan liberalism.” This, he charged, is the “culture of the elites,” one that is “deeply divisive,” grounded in identity politics. In turn, identity politics at least “in its libertarian pursuit of self-realisation and its judging and dividing into victim status hierarchies, is corrosive of society.”

    Under the influence of cosmopolitan liberalism, Rutherford argued, “progressive and left politics in the 1990s turned away from class politics and solidarity in favour of group identities and self-realisation.” In the process, the politics of recognition turned into a politics of victimization. At the same time, society has moved on. While the postindustrial, postmodern plebs fight over the question of who has been most victimized, the “new revolutionary subject,” the “‘universal educated person’ of urban, higher-educated and networked youth,” is busy conceptualizing a brave new world of material abundance, social harmony and ecological wellbeing — or so I understand what Rutherford is trying to say.

    Identity Politics

    Others have gone even further, charging that identity politics threatens to undermine liberal democracy. On this view, identity politics has led to a fragmentation of social cohesion, undermined a common sense of belonging, and been replaced by a new type of “tribalism” that has largely benefited the right and far right. As Francis Fukuyama pointed out, identity politics reflects “important grievances.” At the top of the list is the long history of denigration, discrimination and outright violence that various ethnic minorities have been subjected to by the white majority.

    In some cases, however, identity politics has taken on an “exclusive character where people’s ‘lived experiences’” determine who they are. This, Fukuyama said, has “created obstacles to empathy and communication.” One might add that it has done a disservice to the notion of a shared humanity. 

    In other cases, the combination of identity politics and political correctness has reached absurd dimensions. Take, for instance, the case of Felipe Rose, the iconic member of the Village People. Rose is the guy dressed in Native American garb, which has exposed him to charges of cultural appropriation and playing to stereotypes. As a critic put it, “Rose’s Halloween-style Indian is the only character [among the Village People] to play on the identity of a living culture.” Dina Gilio-Whitaker, the critic, added: “Why on earth, after American Indians have for decades been successfully waging war against the use of Indian stereotypes in popular culture, is Felipe Rose still parading around on stage in an Indian costume” like a cartoon character come to life? 

    The answer is simple. The singer defines himself as of Native American descent (Lakota Sioux) and has done more for America’s indigenous population than many a well-meaning left-wing culture warrior (pun intended). Skeptics might want to watch Rose’s “Trail of Tears” — a tribute to the “eviction” of the Cherokee and other nations from their ancestral lands resulting in thousands of deaths on the way.

    Does this mean the left should abandon recognition in favor of a return to an exclusive focus on redistribution? Quite the contrary: As Fukuyama has strongly insisted, the politics of recognition reflects a fundamental human desire for dignity, for being esteemed. Taking his cue from the eminent German philosopher Georg Wilhelm Friedrich Hegel, he noted that “history itself is driven by the struggle for recognition, by the desire of human beings to have their fundamental dignity recognised by other human beings and that modern democracy emerges when equal dignity, not the dignity of the master, but the mutual recognition of equal dignity, is achieved.” 

    Michael Sandel, a leading political philosopher and celebrated author of “The Tyranny of Merit,” argues along similar lines. As he wrote in The Atlantic, any “serious response to working-class frustrations must combat condescension and credentialist prejudice. It must also put the dignity of work at the center of the political agenda.” In the book, Sandel cited data chronicling the decline of America’s white working class, many of whom have simply fallen out of the labor market, as if “defeated by the indignities of a labor market indifferent to their skills.” The data comes from Isabel Sawhill’s work on what she calls “the forgotten Americans.”  They are the victims of the kind of “misrecognition” that Fraser has theorized. More often than not, they have given up, both with respect to the labor market and to life itself, succumbing to what Princeton economists Anne Case and Angus Deaton have called “deaths of despair.”

    “White Trash”

    These developments are not only highly unsettling. They also drastically demonstrate the central importance of recognition in the current period of hyperglobalization, accelerated innovation and automation, and run-away individualization. Under the circumstances, it is of paramount importance to bestow a modicum of visibility to the ignored and forgotten, to have their existence acknowledged.

    Yet this is seldom the case. America’s “white trash” underclass is a case in point. Poor and, more often than not, addicted to opioids, structurally irrelevant as both producers and consumers, white trash epitomizes what is wrong with today’s politics of recognition and identity, laying bare its internal contradictions — if not its inherent hypocrisies. White trash might appear to be an American phenomenon but it is not. As Imogen Tyler has shown, the denigration of the white, socially marginalized underclass is also prevalent in Britain, reflected in the notion of the “chav,” a ubiquitous term of abuse for the white poor. In fact, over the past two decades, “chavs” increasingly became a prevalent comedy television trope, exposing poor whites to ridicule and opprobrium by urban elites.

    This suggests that the struggle for recognition, as Fraser has affirmed, is an all-encompassing, comprehensive struggle based on an inclusive notion of hurt and grievances. On this reading, the struggle for recognition and dignity cannot be divorced from the struggle for redistribution or, for that matter, the struggle for equal participation. This, of course, is hardly a new idea. As early as 1918, Max Weber distinguished between three distinct but interrelated foundations of social inequality: resources, power and status. The latter refers to “inequality based on differences in honor, esteem, and respect.” As Stanford sociologist Cecilia Ridgeway has noted, we tend to forget “how much people care about public acknowledgement of their worth.” Yet they tend to “care about status quite as intensely as they do [about] money and power.” They want “to be someone.”

    Historically, this was one of the main selling points of populist leaders, including Juan Peron in Argentina. Peron, who served two terms as president before his death in 1974, accorded workers and the poor and dispossessed “their own voice and a new sense of their relevance.” This was a particular concern of his wife, Evita, who “was instrumental in transforming the sense of identity of the workers and the poor, and in doing so she helped them gain a sense of their own ‘dignity’, as she frequently repeated.”

    As Carlos de la Torre, a leading specialist on Latin American populism, has put it, populism is “a politics of cultural and symbolic recognition of the despised underclasses. It transforms the humiliations that the rabble, the uncultured, the unseen, and those who have no voice have to endure in their daily life into sources of dignity and even redemption.” 

    Unfortunately, in today’s world, many people are denied the right to be someone. As Senator Bernie Sanders recently noted with respect to rural Americans, “there is not an appreciation of rural America or the values of rural America, the sense of community that exists in rural America.” He added: [S]omehow or another, the intellectual elite does have, in some cases, a contempt for the people who live in rural America. I think we’ve got to change that attitude and start focusing on the needs of people in rural America, treat them with respect, and understand there are areas there are going to be disagreements, but we can’t treat people with contempt.” 

    Unfortunately, this is has happened too often, not only in the United States but also in Europe. Social justice, however, can only be achieved if everyone is brought on board.

    Equal Rights

    There are myriad examples of how these dimensions of social justice are inextricably linked. Take, for instance, the struggle for women’s equal rights. In Germany, until 1958, women were not allowed — by law — to open their own bank account without the explicit permission of their husbands. In other words, it was the men who disposed of the money women brought into the marriage and the money they earned while married. In the United States, until the mid-1970s, banks could refuse to issue unmarried women a credit card. If they were married, their husbands were required to cosign.  

    Germany and the United States are not alone. In 1979, a British general practitioner refused to give former Labour MP Helen Goodman a prescription for contraception on the grounds that she was unmarried. In Switzerland, it took until 1971 for women to be granted the right to vote. Swiss men were largely opposed, as were many Swiss women. The reason why Switzerland agreed to accord women the right to vote was that the country wanted to accede to the European Convention on Human Rights. For this to happen, women’s suffrage was a sine qua non, much to the chagrin of Swiss men. In fact, it took until 1990 for the last Swiss canton (Appenzell Innerrhoden) to allow its female citizens to vote. Each of these cases confirmed Simone de Beauvoir’s conclusion that women constituted the “second sex.” No wonder the Vatican added her treatise to the index of prohibited books. 

    These examples illustrate the notion that the way in which humans are recognized — or not — has important consequences, material and otherwise. Take the case of gay rights. It took until 1987 for homosexuality to no longer be categorized as some kind of “mental disorder” in the United States. It took three more years for the World Health Organization (WHO) to follow suit. It took another few decades for the WHO to stop classifying gender incongruency as a behavioral and mental disorder. As Patchen Markell noted, “the denigration of non-normative sexualities … helps to sustain the maldistribution of resources ranging from health care to police protection.”

    In fact, take the more recent case of “welfare chauvinism,” which has led to attempts by Western European governments to limit access to social benefits for migrants and refugees while favoring the “native-born.” More often than not, the poor do not vote. Why should they? Nobody cares about them anyway.

    “Deplorables” in America

    Unfortunately but not unexpectedly — here, Fukuyama is right — the political right have, in recent years, hijacked identity politics in the service of division and polarization, driven by resentment and mutual recrimination. A paradigmatic example is the American tea party movement. One of its grievances was that welfare programs went “to ‘undeserving’ immigrants, minorities, and youth” instead of “hardworking” Americans.

    An even more outrageous example is a statement made by Idaho State Representative Priscilla Giddings, who recently justified cuts for Idaho’s universities. She claimed that state lawmakers “don’t want funds expended for courses, programs, services, or trainings that confer support for extremist ideologies, such as those tied to social justice.” Giddings, a member of the Republican Party, also opposed a bill in the Idaho legislature that would have released a federal grant designed to support the development of Idaho’s early childhood care and education system. She was particularly incensed that the program was aligned with a nonprofit organization that in its national catalog stated that “whiteness … confers privilege, as does being male” and that the organization “supports a ‘social justice curriculum.’” Giddings did not believe, she stated, “that you are privileged based on your gender or your race.” The bill failed, depriving Idaho’s children of much-needed funds.

    Donald Trump, the former US president, built on this base during his first election campaign. To a large extent, he appealed to grievances not met by the dominant politics of recognition, which has tended to privilege minorities while dismissing the plight of the underprivileged, as long as they happen to be white. In 2016, he made restoring dignity to American workers a central trope of his speeches. When Hillary Clinton famously called Trump supporters a “basket of deplorables,” he responded that, for him, they were “hard‐working American patriots who love your country and want a better future for all of our people.” But above all else, Trump said, they were Americans, “entitled to leadership that honors you, cherishes you, and defends you.” He added: “Every American is entitled to be treated with dignity and respect in our country.” In the election, around two-thirds of white voters without a college degree voted for Trump.

    There can be no doubt that in recent decades, the question of recognition and dignity has become central in the politics of advanced liberal democracies. A prime example is the notion of multiculturalism, which presumes that all cultures are equal but different. In the process, the question of economic justice has taken somewhat of a back seat, to the detriment of those who have been struggling to keep afloat in an atmosphere of rapidly increasing economic uncertainty.

    One result has been an upsurge in support for political parties. Such parties have been astute in exploiting widespread popular resentment in the service of an exclusionary nativist notion of deservedness based on ethnicity or cultural compatibility. Unfortunately, too often the left have given up on their traditional electoral base, leaving the field wide open for the pied pipers of the radical, populist right. The radical right have promoted themselves as the advocates of ordinary people, claiming to give them a voice and a modicum of visibility and a sense of empowerment.

    Pandora’s Box

    The success of the Alternative for Germany (AfD) party in the regions that comprise the former East Germany is a case in point. As Jennifer Yoder, a professor at Colby College, recently suggested, support for the AfD in Saxony and Thuringia — strongholds for the party — is to a large extent the expression of a “revenge of the East.” As she pointed out, it reflects a profound sense among easterners of “not being taken seriously,” of never being asked what they think.  At the same time, it illustrates the perception “that one’s own status now and in the future is at risk.” It is this combination of the subjective experience of a lack of recognition and materially-related anxieties with regard to the future that has proved a powerful motivation for supporting a political party that purports to speak for both the mental state and the interests of the eastern German population.

    Germany is hardly a unique case. The claim to take ordinary people seriously, to give visibility to the forgotten and invisible has been a major selling point of radical, right-wing populists — from Marine Le Pen to Donald Trump. In its election program for the 1985 election, the National Front in France declared that the “dignity of the French people” was one of its priorities. This was at a time of profound disillusionment among French workers over President Francois Mitterrand’s radical reversal of economic policy — aka tournant de la rigueur — of 1983.  Above all, rigueur meant austerity and subservience to Germany’s stringent monetary policy, which left French workers in the cold. Hardly surprising, in the years and decades that followed, many of them found a new home in Le Pen’s National Front.

    It might seem that the politics of recognition and diversity has opened Pandora’s box. To a certain extent, this is true. There is no good reason to recognize the suffering of ethnic, sexual and religious minorities at the hands of the majority, while dismissing the suffering of significant parts of the majority. White trash, as I have previously argued, might be white, but it is still dismissed and denigrated as “trash.” In this case, white privilege not only becomes meaningless, but it serves as an insult, adding to denigration and misrecognition, to use Fraser’s term.

    Hardly surprising, the “deplorables,” to use Clinton’s term, overwhelmingly came out in support of Trump, who, as Clinton suggested, “lifted them up.” To be sure, Clinton meant that Trump reaffirmed their sexist, racist and homophobic views. Yet it could also mean that those who voted for Trump were — perhaps for the first time ever — given a sense that they existed, were “visible” and that they counted.  

    Le Pen, after being elected as the leader of the French radical, populist right, made the politics of recognition central to her project. In 2011, a few months before the presidential election, she promoted herself as the candidate of “la France des invisibles,” of all those citizens who never merit being mentioned, who are forgotten, who are — as she put it — “des triples riens.” The notion is an allusion to the triple-A ratings bestowed by international agencies on the creditworthiness of states — the main obsession, or so Le Pen maintained, of France’s political and economic elite.

    Le Pen failed to advance to the second round of the presidential election, which ended in a duel between Sarkozy and Hollande. In 2017, she made it to the second round but lost to Emmanuel Macron. Yet Le Pen’s politics of recognition had clearly hit a nerve, as did her adoption of a socioeconomic project that promised to expand the French welfare state; though this was under the proviso that the expansion would only be for the French.

    Same Boat

    The French case is neither unique nor limited to the radical, populist right. In Denmark, for instance, Prime Minister Mette Frederiksen, a Social Democrat, has advanced similar propositions, many of them adopted from the country’s far right. In today’s world, it appears that both recognition and redistribution only work if they are associated with a large dose of exclusion. Unfortunately, “identity politics” has turned into a zero-sum game. More often than not, the result has been more resentment and even less willingness to listen to the other side. The remarks by State Representative Giddings is paradigmatic of these trends. This kind of politics can only exacerbate social tension and increase polarization, in the process diminishing chances for moving forward.

    A progressive politics based on an honest assessment of the multiple crises we face today can only succeed if it includes all sectors of society, independent of gender, sexual orientation, ethnicity and material circumstances. It might sound a bit trite, but we are all sitting in the same boat. It would be a tragic mistake to throw some passengers overboard for the simple reason that they are deemed not to belong.

    What Led to Europe’s Vaccine Disaster?

    In late December 2020, it was announced that Switzerland would start its COVID-19 vaccination campaign. Eligible persons were asked to make an appointment. Those of a particular age with certain health risks — such as diabetes, high blood pressure and allergies — were encouraged to register.

    Given my age and the fact that I suffer from pollen allergies in the spring, I filled out an online form and was informed I was eligible for a jab. So, I went through to the registration page only to be told that there were no appointments available. Two months have since passed and there are still no openings. The way things are going, I probably won’t get vaccinated before the end of summer — or perhaps by fall or Christmas.

    “Unacceptably Slow”

    Switzerland is not alone. The pace of vaccination is proceeding at a snail’s pace throughout the European Union. Just weeks ago, Hans Kluge, the World Health Organization’s director for Europe, vented his frustration, charging that the vaccine rollout in Europe was “unacceptably slow.” Germany is a key example. By the first week of April, 13% of the population had received the first dose of a COVID-19 vaccine and 5.6% had received the second dose. In comparison, around the same time, more than a third of the US adult population had received at least one dose and 20% were fully vaccinated. In the UK, which is no longer a member of the European Union, the vaccination rate was even higher.

    In the face of heavy criticism for its alleged mishandling of the COVID-19 pandemic, Thierry Breton, the EU’s internal market commissioner, speaking on behalf of the union, went on the offensive. On French television, he defended the European Commission’s vaccine procurement strategy and affirmed that Europe had the capacity to deliver 300 to 350 million doses by the end of June. He also claimed that Europe would be able to attain “collective immunity” by July 14, France’s national day.  

    France’s premier conservative daily Le Figaro was not the least impressed. In a biting response, it characterized the EU’s vaccine procurement strategy as nothing short of a “fiasco” and frontally attacked Breton and, with him, the European Commission. Not only had Breton refused to admit “the slightest error,” continuing instead to defend his vaccine policy, but he also took French citizens for fools. Clearly, Breton’s statements had hit a raw nerve, at least in France.

    Why Is Europe Behind?

    There are a number of reasons why the European Union is trailing the US and the UK. One of the most important ones is the union itself. Its sheer size allowed the EU initially to negotiate lower prices for vaccines by buying in bulk for all 27 member states. Reducing costs, however, came at a heavy price in the form of the slow delivery of the vaccines. In addition, the European Commission had to get the green light from EU member states before it could arrive at a decision over which vaccines to purchase. As a result, the EU “ordered too few vaccines too late,” wrote Guntram Wolff, director of the Bruegel think tank in Brussels. Hesitation on the part of member states, given “the novelty of the technological approach,” led to delays in authorizing the leading vaccines, including the Pfizer/BioNTech vaccine that had been developed in Germany.   

    According to Le Canard Enchainé, a French weekly known for its investigative journalism, the UK ordered the Pfizer/BioNTech vaccine in late July 2020; the EU did so in November. The same held true for Moderna. The EU was so late that by mid-November, Stephane Bancel, the CEO of Moderna, warned that if the EU continued “dragging out negotiations to buy its promising Covid-19 vaccine,” deliveries would “slow down” since nations that had already signed agreements would get priority.

    Add to that what Spain’s premier daily El Pais has called the “AstraZeneca fiasco.” The Oxford-AstraZeneca vaccine was supposed “to power the bulk of the continent’s inoculation campaign,” according to El Pais. Instead, holdups and delays in the distribution of the vaccine, together with pauses in the vaccination campaign following reports about suspected side-effects from the Oxford-AstraZeneca jab — rare cases of blood clots — seriously jeopardized the EU’s strategy. In Germany, at the end of March, it was decided that AstraZeneca would no longer be administered to people under the age of 60. Denmark has ceased administering the vaccine completely.

    By now, the fallout of a strategy that was more concerned with saving money than potentially saving lives is obvious to all — as is the damage done to the image of the European Union. As Mark Leonard, the director of the European Council on Foreign Relations, recently put it, the EU’s vaccine crisis “has been catastrophic for the reputation of the European Union.” Ironically enough, this is the very same Leonard who, in late December, celebrated “the return of faith in government.” The pandemic, he stated, had “reminded everyone just how valuable competent public administration can be.” Three months later, his optimism — “five cheers for 2021,” to use his words — had turned into gloom and doom. And for good reason, given the unfolding of the full extent of the vaccination disaster.

    The results of a recent survey are stark. In early March, around 40% of respondents in France, Germany and Italy thought the pandemic had weakened the “case for the EU.” When asked whether the EU had helped their country to confront the pandemic, a third of respondents in France and Italy and more than half in Germany answered “no.” At the same time, however, member states have not fared much better. In response to the question of whether their country was taking the right measures to combat COVID-19, almost 60% of French respondents, nearly half of Germans and more than 40% of Italians answered in the negative.

    This is the crux of the matter. As time has passed and vaccines have started to be delivered, it has become increasingly difficult for individual countries to blame the European Union for their own failures and shortcomings in securing and delivering the vaccine to their populations — or for the reluctance of citizens to get vaccinated.

    In late March, the European Centre for Disease Prevention and Control published a report on the vaccine rollout in the EU. By far, the most important challenge facing most member states was the limited supply of vaccines and frequent changes in the timing of deliveries from suppliers, “which can be unpredictable and can significantly affect the planning and efficiency of the rollout.” Other challenges included problems with logistics, limited personnel to administer the vaccines, shortage of equipment such as syringes and special needles, and issues related to communication such as information about the vaccine and scheduling appointments.

    Is the EU Goal Realistic?

    Under the circumstances, the EU’s stated goal of having at least 70% of the population vaccinated by the summer appears to be an increasingly distant prospect. Or perhaps not: It depends on whether individual countries — particularly France, Germany, Italy and Spain — will get their act together and move to “warp speed.”

    Some countries appear to be prepared to do so. In Spain, health authorities expect a significant acceleration in the vaccination campaign over the coming weeks. There is growing confidence that the country will meet the 70% mark by the start of summer. Even in Germany, whose blundering performance during the past several weeks made international headlines, experts are optimistic that the country will reach the target.

    More often than not, the problem is not necessarily the supply of vaccines, but difficulties in getting target groups vaccinated. This is, at least in part, a result of communication infrastructure, which in some cases are far behind the technological frontier. Take the case of Switzerland, which is not a member of the EU. In late March, Geneva’s Le Temps alerted its readers that when it comes to the digitalization of its health system, Switzerland was in the “Middle Ages.” Instead of using the internet, Swiss health authorities sent faxes to communicate the number of new infections. When it comes to digitalization, the author noted, Switzerland, which prided itself as the world champion in innovation, was “full of fear” if not outright “recalcitrant” to adopt new technologies. The consequences were fatal not only with regard to dealing with the pandemic, but also with respect to the country’s international competitiveness.

    The situation has not been any different in Germany. Earlier this year, when the vaccination campaign got going, public authorities sought to inform the most vulnerable groups — those older than 80 — that they could get vaccinated. Yet they had no way of finding out who was in that age group. So, they guessed based on first names. Katharina, yes; Angelique, no. This is German efficiency in 2021. Or, as a leading German business magazine put it, if “your name is Fritz or Adolf, you will (perhaps) be vaccinated.” And this in Western Europe’s biggest economy.

    Better Preparation for Crises

    The COVID-19 pandemic has not only brutally exposed Europe’s unpreparedness to confront a major crisis, but it has also shown the parochial state of mind of significant parts of the European population.  Much has been written over the past year about American science skepticism and conspiracy theories, held partly responsible for the toll that COVID-19 has taken on the US population. Yet Europeans are hardly any better. Not only have parts of the European population eagerly adopted even the craziest conspiracy theories, such as QAnon, but they have also shown high levels of skepticism with respect to COVID-19 vaccines, despite scientific assurances of their efficacy and safety.

    Again, take the case of Switzerland. In December 2020, only around 56% of the population indicated they would get vaccinated. The rest expressed great reservation, despite the fact that the survey stated that the vaccine was deemed safe and effective. In the meantime, as the pandemic has continued with no end in sight, there are indications that the mood has changed. In Germany, only two-thirds of respondents indicated they would get vaccinated when asked in June 2020. By the end of March this year, that number had increased to over 70%. These developments are encouraging. 

    Not only have most European countries finally managed to live up to the challenge, but their populations appear to have realized that COVID-19 is worse than the flu, that the pandemic poses a fundamental threat to life as we know it, and that the only way to get back to “normality is to get vaccinated — not only for oneself, but also for everybody else. In the old days, this was called “civic culture.” With the rise of populism in advanced liberal democracies, civic culture more often than not has gone out the window, replaced by a culture centered upon “me, me, me.”

    Yet the fact is that this pandemic is only the beginning. The next big challenge is confronting climate change. It is to be hoped that Europeans will be better prepared than they have while confronting the coronavirus.

    Germany’s Handling of the Pandemic: A Model of Incompetence?

    There is an unwritten rule in politics: If you are incompetent, at least you should not be corrupt. It seems nobody ever informed the German Christian Democrats that this was the way of things. How else to explain why Christian Democratic MPs thought it was perfectly fine to take advantage of Germany’s COVID-19 crisis to line their own pockets? In German, we have a word, “Raffzahn,” to refer to somebody who cannot get enough, never satisfied with what they have. In the concrete case, a member of the German Bundestag from the Christian Democratic Union (CDU) pocketed €250,000 ($298,000) in commissions for brokering a deal involving the procurement of FFP2 face masks by the federal and the state governments.

    Another member, who so happened to serve as deputy leader of the Christian Democratic parliamentary group, this time from the Christian Social Union (CSU), the CDU’s Bavarian sister party, appears to have made similar deals. Both were exposed and were ultimately forced to resign from the parliamentary group and leave their parties. End of the story, or so the Christian Democrats hoped. But this Maskenaffäre (masks affair) continued to provoke strong emotions. In the process, it not only severely damaged the CDU/CSU’s image, but also caused a significant loss of trust in the party.

    The mask affair is not the only scandal that has haunted the party. Another controversy has been smoldering for some time now, involving dubious business relations between CDU MPs and the quasi-dictatorial regime of Ilham Aliyev, Azerbaijan’s strongman. A few days ago, one of the MPs involved in the affair relinquished his mandate. Two other MPs are being investigated by the public prosecutor’s office in Munich on charges of corruption. Apparently, payments were made to the MPs in exchange for their keeping quiet about the dismal human rights record of the regime in Baku. Pecunia non olet, as they used to say in ancient Rome — money does not stink — not even in the offices of the Christian Democrats.

    A Super Election Year

    Unfortunately, this year is what in German is known as a Superwahljahr — a super election year. In September, Germans are called upon to elect a new federal parliament. In the meantime, a number of Germany’s Länder, the regional administrative units that constitute the federation, will elect their regional governments. The process started with elections in two southwestern regions, Baden-Württemberg and Rheinland-Pfalz, over the weekend. With a population of more than 11 million, Baden-Württemberg is the more important state; Rheinland-Pfalz’s population amounts to a mere 4 million.

    In addition, Baden-Württemberg used to be a CDU stronghold. In the 1970s, the party routinely scored more than 50% of the vote, with a high point in the 1976 state election which saw the CDU gain over 56%. From then on, things started to go downhill. In the first election in the new century, the CDU still commanded roughly 45% of the vote; by 2016, it reached rock bottom, at 27%. It could not get any worse, or so it seemed. It did. The latest pre-election polls had the CDU at 24% of the vote. On Sunday, the party lost roughly 3% compared to the previous election, which left it with roughly what the polls had anticipated.

    The situation in Rheinland-Pfalz was similar. In the 1970s, the CDU gained on average around 50% of the vote. By the new century, its support stood at 35%; 15 years later, at 32%. Pre-election polls had the party at around 29%, with a downward tendency. And fall it did: With a loss of around 4% of the vote, it scored a historic low. At the same time, in both Länder, the radical populist-right Alternative for Germany (AfD) returned to parliament, even if significantly decimated. It should also be noted that a large number of people in both states voted by mail, in many cases weeks before the election and before the disastrous masks scandal. Otherwise, the CDU losses would probably have been even greater. Hardly surprising, the dominant issue in these elections was COVID-19 or, more precisely, the government’s handling of the pandemic, particularly after the second wave hit the country in late fall.

    By now, the judgment is in, and it is devastating on many accounts. You know that something has gone terribly wrong when those who used to admire you, such as the British, now express either derision or, worse, pity; or when Germany’s leading news magazine Der Spiegel feels the need to ask why the United States — once jeered for its lack of preparedness during the Trump administration — “is so much better when it comes to vaccinating.”

    A recent account of vaccination data collected and put online by Germany’s leading public television channel, ARD, proves the point. Germany is far, far behind countries such as Israel, Great Britain, the United States, Chile, Hungary and even Greece — the country Germans love to denigrate as mismanaged and corrupt. At the beginning of March, merely 3% of the population had received the vaccine in Germany, and this despite the fact that the first vaccine to be certified was a German co-production.

    Appearance vs. Reality

    The pandemic has brutally exposed the fundamental difference between appearance and reality. For long, Germany has promoted itself as a model to follow — the famed “Modell Deutschland” — or at least was promoted by outsiders as such. The perhaps most prominent promoter was Michel Albert, the former head of the French General Commission for the Modernization and Equipment Plan. In his 1991 book, “Capitalisme contre capitalisme” (“Capitalism Against Capitalism”), he postulated the superiority of “Rhenish capitalism” over the Anglo-Saxon model of capitalism. The book was translated into several languages and proved highly influential. One wonders whether Albert’s analysis would be the same today. I somehow doubt it.

    Central to progress in any kind of capitalist system is innovation, what the prophet of innovation, Joseph Schumpeter, famously characterized as “creative destruction.” New technologies and particularly digitalization have advanced with dramatic speed over the past two decades, making innovation absolutely crucial for a country’s competitiveness. This is a painful lesson Germany has been forced to learn as the pandemic progressed. As an article in the country’s leading business newspaper, Handelsblatt, warned last year, Germany was falling farther and farther behind with respect to innovation. Among the reasons are, most prominently, a dearth of top research, high-tech investments and, last but not least, openness to the world. For Germany to regain its competitive edge, the author charged, politics had to wake up from its Dornröschenschlaf (Sleeping Beauty’s slumber) and provide necessary measures.

    A year later, politics has still not completely woken up; or, perhaps, it has woken up but is fundamentally incapable of addressing the myriad of problems and challenges it confronts. Examples abound, some tragic, others bordering on the ridiculous and the grotesque. Take the case of inoculations. The program started a couple of weeks ago. It progressed at a snail’s pace. In the face of massive public attempts to secure an appointment, the server crashed and phone hotlines were overwhelmed for hours on end. In the meantime, letters designed to inform the over 80-year-olds could not be sent, among other things because authorities lacked the necessary information regarding age. As a result, in some cases, authorities guessed the age of potential recipients on the basis of their first names. Adolf and Adolfine — a sure bet the person is eligible for priority vaccination.

    Take the case of COVID-19 tests as another example. Bavaria introduced them in the late summer of 2020, with suboptimal results, to put it kindly. Test results were supposed to be delivered within 48 hours. In reality, it took up to a week, the result of a technical glitch at the private server provider in charge of the tests. The experiment turned out to be a major debacle, with doctors having to cancel appointments and health authorities going incommunicado. In the new year, German authorities once again took up the question of testing in a lengthy debate that took several weeks. Finally, in early March, Germany’s health minister from the CDU, Jens Spahn, announced that the government had ordered hundreds of millions of test kits. Critics were quick to point out that Germany lacked the capacity to carry out the tests.

    In an earlier article on Angela Merkel’s legacy (she leaves office in September), I have suggested that her place in history will be judged by the way she handles the pandemic. By now, it is apparent that the chancellor’s COVID-19 crisis management has been nothing short of disastrous. In early February, Merkel conceded mistakes but insisted that on the whole, the government’s cautious and hesitant approach had been justified. The fact is — and German media have pointed it out on numerous occasions — that many of the problems linked to the pandemic are the result of years of neglect during Merkel’s mandate, particularly when it comes to Germany’s digital infrastructure. Compared to other countries in the European Union, Germany is a “digital developing country,” an assessment recently made by the Boston Consulting Group and widely commented on in the media. In fact, it seems that over the past decade or so, Germany has fallen even more behind other countries, such as Estonia.

    The pandemic has brutally exposed to what degree Germany was lagging behind its main competitors — at least five to 10 years, as one observer asserted last year. The impact is felt every day in offices, labs and particularly schools. Last year, an EU education report noted that in 2017-18, only 9% of Germany’s elementary students had access to a digitally well-equipped school. Once the pandemic forced schools to shut down and go online, the consequences of Germany’s digital divide became glaringly obvious, to the detriment of the youngest generation.

    Don’t Expect Too Much

    It is becoming increasingly clear that Angela Merkel’s time in office has been characterized by a degree of Panglossian complacency combined with a cautious and hesitant don’t-rock-the-boat mentality that left the country largely unprepared to deal with this pandemic in an efficient, effective and competent way. The most recent example is who gets to be part of the vaccination program. While family doctors and general practitioners have strongly expressed their desire to be part of the roll-out, the government continued to prefer public vaccination centers, thus ignoring viable options to accelerate the pace of immunization.

    It was only after protracted negotiations between the federal government and the Länder that an agreement was reached to open the vaccination campaign to private practices starting in mid-April. At the same time, Spahn, himself heavily criticized for the test kit disaster, dampened expectations given the bottlenecks in the procurement of vaccines. As the health minister put it, “One has to be a bit cautious with regard to the management of expectations.” In other words, don’t expect too much — a perfect characterization of the government’s dealing with the pandemic over the past several months.

    The result has been growing popular discontent. In early March, a large majority of respondents in a representative poll expressed dissatisfaction with the organization of the vaccination campaign, the supply of testing kits and the way the vaccines were procured. At the same time, in a second poll, almost half of respondents said they were dissatisfied with the work the Christian Democrats did in government (a bit more than 40% said they were satisfied). And as a result of the Maskenaffäre, trust in the Christian Democrats has plunged to record lows.

    In German, we have the word, “richtungsweisend” — pointing to a direction or setting the trend. Ulli Hoeness, the iconic former president of Germany’s most successful soccer club, Bayern München, once proclaimed that “the trend is your friend.” This might be true for Germany’s premier soccer club, but it is certainly not true of the Christian Democrats. The results of the two elections last weekend portend ills for the federal vote later this year.

    They also do not bode well for the reputation of Angela Merkel, who is likely to be remembered primarily for her (mis)handling of the coronavirus crisis, for failing to halt or reverse the Christian Democrats’ downward spiral at the polls and, last but not least, for being incapable of preventing the AfD from establishing itself in Germany’s party system. As the good book says, “You have been weighed on the scales and found wanting” (Daniel 5:27).

    White Trash, White Privilege

    I grew up in southern Bavaria in the 1960s. I started formal education at the age of six at the local Volksschule — the people’s school. Quite frankly, I don’t remember much about this time. Among the few things I do remember is the warning my parents gave me on my way to school to keep away from the Rs. The Rs were a couple of kids from the same family, one of whom happened to be in my class. They came from the “bad” side of town, the Glasscherbenviertel. In my hometown, this was an area located behind a horse and motorcycle race track, a place where respectable citizens wouldn’t want to be caught dead. Those who lived there were dismissed as Grattler — uncouth, unsavory characters better avoided. And avoid them we did, if only not to run the danger of getting beaten up.

    In our little town, the Rs were the epitome of what across the Atlantic is referred to as “white trash.” At the time in Germany, there was hardly anyone who looked “different,” so “white trash” would have made no sense whatsoever. They were German trash, and everybody knew it. In my immediate neighborhood, there was a woman who had three “illegitimate” children, all of them girls, all of them with a reputation of being tomboys. My parents, of course, told me I better keep my distance. I did, if only to avoid being bombarded with stones — the weapon, at the time, of the weaker sex — and, of course, out of fear of being associated with German trash.

    America’s Outcasts

    These are some of the reminiscences, images and thoughts that recently crossed my mind while reading parts of Nancy Isenberg’s “White Trash: The 400-Year Untold History of Class in America.” Released in 2016, a few months before the presidential election, the book is as pertinent — if not more so — today as it was at the time it was published. This is the story of the outcasts of American society, the vagrants and “crackers,” the rednecks and the “deplorables” who “have remained vilified, shunned, targeted and kept apart, both physically — in poorhouses and trailer parks, through eugenic science and discriminatory public policy — and in the nation’s cultural imagination, where they have inspired mockery, kitsch and unceasing grimaces.”  

    For anyone who has ever watched an episode of “The Jerry Springer Show” knows what I’m talking about. With 28 seasons and around 4,000 episodes, it was not only one of America’s most successful TV series but also an export hit that exposed the rest of the world to the other side of America in the crudest way. The show was so successful because it systematically brought out some of the worst in human nature while at the same time fulfilling the “audience’s need to feel superior.” It reinforced age-old stereotypes that dismissed a part of America’s white population as “incestuous and sexually promiscuous, violent, alcoholic, lazy and stupid” — stereotypes, as Isenberg put it, that “remain with us until today.”

    A case in point is the methamphetamine epidemic that the American Drug Enforcement Administration in 2003 characterized as “the most dangerous drug problem of small-town America.” In fact, what distinguished meth was that the drug was most prevalent in rural areas in the country’s heartland, where it was “burning a hole,” as Rolling Stone magazine put it, “through rural America.” What also distinguished it was that, unlike, for instance, crack cocaine, which is predominantly associated with inner cities and people of color, meth was largely characterized as a white-trash addiction. As Frank Keating, the former governor of Oklahoma, put it in 1999, meth was “a white trash drug — methamphetamines largely are consumed by the lower socio-economic element of white people. And I think we need to shame it, just like crack cocaine was a black-trash drug and is a black trash drug.”

    The same applies to a certain extent to what Joshua Wilkey, in his blog This Appalachia Life, has called the “white-trashification of the opioid crisis.” Wilkey’s charges the political establishment in Washington with not giving “two shits” about the crisis, at least as long as it affects primarily the rural poor in depressed areas such as the Appalachians. At least two reasons account for this: first, the notion that addiction “is simply the result of stupid people making poor choices” and, second, that since the crisis “largely targets poor and rural areas, there’s less urgency on the part of urban elites to advocate for solutions.” To put it more brutally, white trash just doesn’t matter, if only because it does not conform to the dominant narrative — in which whiteness represents the “default racial norm” — that serves as the justification for white socioeconomic dominance.

    White Privilege

    At the same time, the trope poses a challenge to the notion of white privilege, for white trash is a term that racializes whiteness by denigrating those dismissed as such “in race specific terms.” One way to get out of this quandary is to relabel a clearly derogatory racialized epithet as “pseudo-racialization.” For the guardians of this type of wokeness — largely derived from critical race theory prevalent today in American academia and the chattering classes — this might sound reassuring. It shouldn’t, at least if wokeness is taken seriously. It should not be forgotten that wokeness is defined as “a state of being aware, especially of social problems such as racism and inequality.”

    The derogation, denigration and disparagement of, if not outright contempt for, America’s white underclass, mocked and dismissed as white trash, certainly counts for an egregious example of inequality alongside a range of dimensions — economic, social and cultural. White trash is the Lumpenproletariat of our globalized world, structurally irrelevant and, therefore, largely ignored — at least as long as it doesn’t become a threat to society as it did during the meth epidemic.

    Worse still, as the notion of pseudo-racialization implies, the distress and despair of the white underclass are easily dismissed since its problems fall through the dominant grievances grid that today is almost exclusively informed by and defined in racial terms. What Ernesto Laclau has once called the “internal antagonistic frontier” that informs today’s hegemonic wokeness discourse runs between whites and everybody else. In this discourse, whiteness is automatically associated with privilege and entitlement. The white maligned underclass might be underprivileged or worse, but, being white, it is automatically subsumed under notions of privilege and entitlement for no other reason than that one so happens to be white.

    The case of Oumou Kanoute, a black student at Smith College, which was recently featured in The New York Times, illustrates the point. Here even Michelle Goldberg, in her recent defense of critical race theory, had to acknowledge that something went horribly wrong, that this was a case of “woke overreach.” Smith College is one of the most prestigious — and expensive — liberal arts colleges in the US. Students attending the college are the epitome of entitlement, given the prohibitive cost of tuition and board that easily amounts to nearly $80,000 a year. An article in The Guardian from 2016 hit the nail on the head when it pointed out that “at the best colleges there are very few low-income students, except for a few lucky enough to grow up in New York City, Los Angeles or Boston.”

    As The New York Times account rightly put it, the Smith College incident is a story of the clash between race and class. Once again, class came out at the short end of the stick, resulting in the destruction of the reputations of a number of employees, all of them white, all of them part of today’s easily dispensable service class — janitors, security guards — who were labeled as racists and as carriers of white privilege. Yet, as a subsequent commentary piece in The New York Times put it, “the narrative of racist harassment of a minority student at an elitist white institution turned out to be comprehensively false.” Does it matter? Apparently not, for as the initial report by The Times put it, the whole story “highlights the tensions between a student’s deeply felt sense of personal truth and facts that are at odds with it.” In short, something must be true because you think it is true. This might explain why even after an investigation exonerated the employees of racial bias, they received, unlike the student, no apology from the administration. The white underclass apparently is not worthy of recognition.

    Dispensable Service Class

    The incident happened in 2018. In the meantime, Oumou Kanoute has moved on to Columbia University, another elite university. The fate of the targets of her accusations is largely unknown. But then, who cares about janitors and security guards? This is hardly a rhetorical question. According to data from the Kaiser Family Foundation, in 2019, the white poverty rate was 9%. This amounts to more than 17 million Americans. Poverty rates were disproportionately high (around 15%) in West Virginia and Kentucky, two Appalachian states, which were also among the top states when it comes to opioid prescription rates.

    The impact was devastating. In 2017, the opioid-related death rate in Appalachian counties was more than 70% higher than in the rest of the country: 24 versus 14 deaths per 100,000 residents. At the same time, the rate of Kentucky’s neonatal abstinence syndrome was more than three times higher than the national rate, West Virginia’s more than eight times.

    The testimony, recently published in a medical journal, of a physician who grew up in eastern Kentucky provides a first-hand account of the misery and despair the epidemic has wrought. Eastern Kentucky, a coal-mining area at the foot of the Appalachian hills, is among the poorest in the United States. Isolated and on the margins “both geographically and culturally,” the region and its opioid crisis were long ignored by the national media.

    It was not until “it had spread to more affluent and valued parts of the country, almost 15 years later” that it would gain national attention. This is despite the fact that the region is overwhelmingly white. Magoffin County, for instance, which is the focus of the physician’s account, in 2000 was roughly 99% white. But then, who gives two shits about poor white trash — except, perhaps, to make money. Otherwise, why would Amazon sell a “Funny Kentucky White Trash Tee Shirt”?

    In late 2016, an expose in The Atlantic on America’s poor white underclass noted the “barely suppressed contempt” that “has characterized much of the commentary about white woe, on both the left and the right.” In support of their observation, the authors cite a philippic that appeared in the National Review, the flagship of the traditional conservative right, heaping scorn on low-income white voters for supporting Donald Trump in the primaries. Among other things, the author sneered:

    “If you spend time in hardscrabble, white upstate New York, or eastern Kentucky, or my own native West Texas, and you take an honest look at the welfare dependency, the drug and alcohol addiction, the family anarchy — which is to say, the whelping of human children with all the respect and wisdom of a stray dog — you will come to an awful realization. … The truth about these dysfunctional, downscale communities is that they deserve to die. Economically, they are negative assets. Morally, they are indefensible. Forget all your cheap theatrical Bruce Springsteen crap. Forget your sanctimony about struggling Rust Belt factory towns and your conspiracy theories about the wily Orientals stealing our jobs. … The white American underclass is in thrall to a vicious, selfish culture whose main products are misery and used heroin needles.”

    In 2016, Trump won an overwhelming majority in eastern Kentucky. In Magoffin County, for instance, he won roughly 75% of the vote. Four years later, Trump once again carried Kentucky by a wide margin; the same was true for Magoffin County. And yet, in his four years in office, he had done little to nothing to improve the lives of America’s poor white underclass. To be sure, at one point, Trump had claimed he would revive the coal industry so dear to states like West Virginia and Kentucky. He didn’t, and, like any good populist, once in power, he largely ignored the plight of those whose pain he had earlier purported to hear. As studies have shown, America’s poor, independent of race, by and large don’t vote and, therefore, can be dismissed. They don’t count, in more than one sense of the word.

    Farewell to the Proletariat

    Unfortunately, the left on both sides of the Atlantic has, to a large extent, bought into this trope. Instead of fighting for every vote, the left has written off significant segments of a potential electorate which, at one point, was part of its natural constituency. Yet in the late 1970s, at least in Western Europe, the left abandoned the concerns of blue-collar workers in favor of new “postmaterialist” priorities, promoted by the “new middle classes.” A paradigmatic text was André Gorz’s manifesto from 1980, “Adieux au proletariat” (“Farewell to the Proletariat”). In the decades that followed, the left increasingly adopted what has come to be known as identity politics, centering upon questions of gender, ethnicity and race.

    There is nothing wrong with identity politics — as long as it is inclusive. Following Chantal Mouffe, the potential of progressive politics crucially depends on the establishment of an alternative “powerbloc” that not only unifies different claims and struggles, such as the #MeToo, Black Lives Matter and Fridays for Future movements, but is also able to effectively challenge the dominant power structure and the hegemonic narratives, such as neoliberalism and the Washington Consensus. Identity politics on the left these days focuses on minorities, such as LGBTQ and particularly race, in the process sidelining, excluding, if not outright dismissing questions of class. As one reader who identified himself as a “white man living paycheck to paycheck” put it in The Atlantic, “I think that most of us would acknowledge that minorities have it rough, but at least someone seems to care about them.”

    In the end, a strategy that focuses almost exclusively on an anything-but-white identity politics — if it is at all a strategy — is only going to weaken any genuine hope for a more equitable politics. At the same time, it is likely to provide fertile ground for the exploitation of resentment and anger by cynical populists such as Donald Trump well versed in the deceptive appeal of symbolic politics, like feeding into delusions of white superiority, while doing nothing concrete, like raising marginal tax rates on the rich to pay for universal health care, for the “ordinary people” they purport to represent.

    Divide and Rule: What Drives Anti-Asian Resentment in America?

    Donald Trump might have left the White House. His nefarious legacy, however, lingers on. A prominent case in point is the dramatic rise in the number of attacks on Asian Americans, ranging from verbal insults and harassment to physical assault to deadly acts of violence that has gone hand in hand with the pandemic.

    Correlation does not necessarily imply causation. It stands to reason, however, that Trump’s repeated characterization of COVID-19 as the “Chinese virus” significantly contributed to the mobilization of anti-Asian resentment, particularly among his most ardent supporters. Trump had started to blame China as early as mid-March last year, when the pandemic was starting to spread in the United States. The results of an Ipsos survey from April 2020 suggests that it had a considerable impact on public opinion. Among other things, the survey found that 60% of Republican respondents believed that “people or organizations” were responsible for the virus, most prominently the Chinese government and the Chinese people in general. In short, large numbers of Americans blamed China and the Chinese for spreading the virus — with sometimes fatal consequences.

    In mid-March, a man attacked the members of an Asian American family with a knife at a retail store in Midland, Texas. Only the intervention of a courageous bystander prevented a bloodbath. Nevertheless, several persons suffered serious injuries, among them two children aged 2 and 6. When interrogated, the perpetrator stated that he had thought “the family was Chinese and infecting people with the coronavirus.” They were actually Burmese.

    A report published in early April recorded over 1,000 incidents of anti-Asian cases of various types of aggression and discrimination associated with COVID-19 in the last week of March alone. Among them were individuals reporting having been verbally assaulted, spat on and shunned in grocery stores, supermarkets and pharmacies. Most of the incidences occurred in California, New York and Texas.

    Divide and Rule

    In the meantime, a year has passed, information available about the virus has dramatically increased, yet Asian Americans continue to be scapegoated and victimized. The dramatic increase in conspiracy thinking over the past several months, promoted by right-wing media and politicians alike, has done its part to fuel the flames of anti-Asian prejudice and hatred. The most recent cases that have caught widespread attention have been deadly assaults on elderly Asian Americans in California. One victim, an 84-year-old man, was knocked to the ground in a San Francisco street by a young man. The victim died two days later of his injuries, with the perpetrator now facing murder and elder abuse charges. The other victim was a 91-year-old man, pushed to the ground by a young man wearing a mask and a hoodie in Oakland’s Chinatown. The victim survived the attack.

    On the surface, the recent wave of anti-Asian hostility might easily be explained as being directly related to COVID-19. On second thought, however, things are significantly more complex and intricate. What might appear to be spontaneous outbursts of violence, verbal or physical — as, for instance against refugees in Germany and other Western European countries — are, in reality, the result of deep-seated diffuse resentments. What COVID-19 has done is to provide something like an excuse allowing these resentments to get out into the open.

    To a large extent, as has been frequently pointed out these days, anti-Asian resentment is intimately tied to the myth of Asian Americans as the “model minority.” In this narrative, what accounts for the success of Asian Americans is intact family structures and a high priority accorded to education and traditional values such as thriftiness and discipline. This explains why, on average, Asian American household incomes have been higher than those of white households. As has also been noted, this narrative has been primarily used not to celebrate the achievements of Asian Americans but to blunt charges of racism and privilege. As Bill O’Reilly, the disgraced former Fox News star, asked rhetorically during a debate on the “truth of white privilege,” “Do we have Asian privilege in America?”

    For O’Reilly and other prominent figures on the American right, the success of Asian Americans was a convenient occasion to bolster a rhetoric that blames blacks, Hispanics as well as the poor (independent of color) for their plight. If only they followed the example of Asian Americans, worked hard, kept their families together, and lived within their means — or so the charge goes — they too would be able to achieve the American dream. In short, individual flaws, rather than racism and discrimination, are to blame if some Americans fail “to make it.”

    In order to bolster their case even further, right-wing “thought leaders” such as Charles Murray, the author, together with Richard Hernstein, of the 1994 bestseller “The Bell Curve,” had no qualms to note that with regard to IQs, Asian Americans came out on top, ahead of whites. More recently, Murray wrote a short blog entry on the state of American education, charging that high schools were “going to hell” — unless “you’re Asian.” Analyzing SAT test scores over the past decade or so, Murry pointed out that the scores had declined for all major ethnic groups, except for Asians. Their scores had actually increased, and this not only in math, but also in verbal skills, where Asians had trailed whites in the past.

    It should not entirely come as a surprise if comments like these and similar remarks provoke resentment, particularly on the part of minorities that are constantly subjected to this kind of comparison. One might suspect that this was exactly what was intended. By suggesting that Asian Americans might be “privileged” or pointing out, as Murray does, that Asian Americans constitute “the unprotected minority” they drove a wedge between minorities that share a common, if differentiated, history of oppression, discrimination and structural violence directed against them. In Roman times, they used to call this strategy of safeguarding one’s hegemonic position divide et impera — divide and rule.

    A History of Migration

    The history of Asian migration to the West Coast in the 19th and early 20th century is replete with episodes of anti-Asian mobilization. The arguably best-known case was the Chinese Exclusion Act of 1882, which prohibited all immigration of Chinese laborers — but only after they helped build the nation’s railway system. It came at the heel of intense anti-Chinese agitation, both “on the ground” in California and Oregon and in the US Congress. The rhetoric was highly charged, inflammatory — and meant to be so. In a speech on Chinese immigration, Senator Mitchell from Oregon, for instance, in 1876 characterized Chinese immigrants as a “festering sore which, like a plague-spot, has fastened itself upon the very vitals of our western civilization and which to day threatens to destroy it.” 

    Two years later, Representative Davis from California, in a speech in the House, warned that Chinese immigrants posed a fundamental threat to the institutions of the republic.  The Chinese of California, Davis charged, clung to their nationality and separated themselves from other men; they were incapable “to change their ways and adapt themselves to their surroundings.” This alone rendered them “most undesirable immigrants.” Arrested in their development as a result of “ages of uniformity” that had “fixed the type,” they had “nothing in sympathy with the social and political thoughts of a free people.” Instead, their “political aspirations” were limited to a “paternal despotism, with no conceptions of a popular government.”

    This meant that the Chinese were unfit for life in the United States. Exclusion was the logical consequence, as were various measures adopted in the decades that followed targeting Asians. In the decades that followed, western states and territories passed various pieces of legislation that prevented aliens from acquiring land. Although general in nature, they were primarily directed against Chinese and particularly Japanese aliens.

    One of the more ludicrous exclusionary measures was San Francisco’s Cubic Air Ordinance of 1870. Disguised as a sanitary measure, it was designed to expel Chinese workers from their crowded tenement quarters in the city’s Chinatown and thus “persuade” them to return to China. The ordinance led to the incarceration of thousands of Chinese from 1873 to 1886 “under a public health law driven by anti-Chinese sentiment.”

    Even the populists, arguably the most progressive political force at the end of the 19th century, adopted nativist rhetoric directed against the Chinese. In the early 1890s, several state populist platforms included a passage calling for the exclusion of Chinese and/or Asian immigration. The passage appealed particularly to women who felt threatened by competition from Chinese men for domestic services and laundry jobs. Anti‐Chinese agitators seized the opportunity and charged Chinese workers with threatening the job opportunities of working women. Anti-Asian exclusion and discrimination were also reflected in anti-miscegenation and naturalization laws. The first anti-miscegenation law, which derived its justification from views on racial distinctions and barred marriages between whites and Asians, was passed in 1861 by Nevada. In the decades that followed, 14 more states passed similar laws. It was not until the middle of the 20th century to miscegenation laws were abolished.

    This was also the case when it came to naturalization, the right to which was established in the Naturalization Act of 1875 that restricted American citizenship to whites and blacks. Whenever Asian immigrants in subsequent decades petitioned for naturalization, American courts ruled that Asians belonged to the “Mongolian race.” Ergo, they were not white and, therefore, not eligible for citizenship. In response to these court cases, Congress passed a law in 1917 banning immigration from most parts of Asia. Seven years later, Congress passed a further measure, excluding foreign-born Asians from citizenship “because they no longer were able to enter the country, and they could no longer enter the country because they were ineligible for citizenship.” It was not until 1952 that race-based naturalization was formally abolished.

    A Privileged Minority?

    Given this background, the suggestion that Asian Americans somehow constitute a privileged minority so dear to right-wing apologists of white privilege rings more than hollow — as does the myth of the model minority. The reality is quite different. The narrative of Asian American success obscures, for instance, the fact that over the past decade or so, inequality has risen most dramatically among Asian Americans. According to Pew Research, between 1970 to 2016, the gap between Asians near the top and the bottom of the income ladder “nearly doubled, and the distribution of income among Asians transformed from being one of the most equal to being the most unequal among America’s major racial and ethnic groups.”

    Poverty rates among Asian Americans have been slightly higher than among whites, with some groups, such as Hmong and Burmese, far above the national average. This underscores the fact that Asian Americans constitute a community that is ethnically, socioeconomically and, in particular, culturally highly diverse.

    The dominant narrative of the model minority, largely promulgated by the white right, largely ignores these subtleties. Instead, it creates the image of the privileged minority — singled out by the white majority compared over other minorities — and, in the process, sows discord among America’s subordinate communities. The resulting resentment goes a long way to explain the recent wave of anti-Asian hatred. It is hardly a coincidence that both recent hate crimes against Asian Americans in northern California were committed by blacks.

    It is also hardly a coincidence that the two attacks put Asian American activists into a quandary. As one of them noted, “If addressing violence against Asian Americans entails furthering stereotypes about Black criminality and the policies associated with those stereotypes … we’ve misdiagnosed the problem.” The problem, of course, is the widespread disgruntlement toward Asian Americans, wrongfully seen as constituting an “honorable white” minority bent on defending its privileges.

    A case in point is the lawsuit launched against Harvard University in 2014 charging it with discriminating against Asian American applicants in favor of less-qualified black and Hispanic students. Hardly surprising, the Trump administration, ever eager to stir the resentment pot, sided with the plaintiffs. The administration’s brief argued that the evidence showed that “Harvard’s process has repeatedly penalized one particular racial group: Asian Americans. Indeed, Harvard concedes that eliminating consideration of race would increase Asian-American admissions while decreasing those of Harvard’s favored racial groups.”

    For those in the know, the language echoed Murray’s notion of “protected groups.” Once again, divide et impera was in action. Courts finally rejected the plaintiffs’ case. But ill feelings are likely to linger on, feeding into extant resentments that appear to have poisoned the Asian American community’s relations with other visible minorities in the United States. Under the circumstances, anti-Asian hostility, hatred and violence are unlikely to fade out in the near future.

    What Happened to the Emerging Democratic Majority?

    In November of last year, Donald Trump lost the presidential election with the highest number of votes for a Republican candidate ever and the second-highest for a presidential candidate. Only Joe Biden did better. Trump also managed to garner the second-highest share of the non-white vote, 26%. Only George W. Bush outdid him, winning 28% in 2004, as a number of commentaries, seeking to diminish Trump’s feat, have pointed out. What they fail to acknowledge, however, is the fact that the two candidates were very different. Bush had many flaws, but race-baiting was not among them.

    Against that, by the time of the 2020 election, there was a wealth of evidence that “racial revanchism” was central to President Trump’s political agenda. This, however, did not prevent a significant number of minority voters from casting their ballots for him. Whether or not this made a difference is an interesting question. In some cases, it might have, most notably in Texas.

    To be sure, Biden won the vast majority of the Hispanic vote in the big cities like Dallas, San Antonio and Austin. Trump, however, did surprisingly well in the heavily Latino counties in southern Texas along the Rio Grande border with Mexico. In Starr county, for instance, which is almost completely Hispanic, Trump gained more than 55% of the vote compared to 2016. These results, as neutral observers have charged, “ended up helping to dash any hopes Democrats had of taking Texas.”

    High Hopes

    Ahead of the election, Democrats had high hopes that this time, the emerging Democratic majority was finally going to materialize. The notion goes back to the title of a book from 2002, written by John Judis and Ruy Teixeira. In it, the authors argued that the future belonged to the Democrats, for a number of reasons. There was the transformation of America’s demography, there were secular ideological changes going in a progressive direction, and there was, last but not least, the growing socioeconomic and sociocultural dominance of large metropolitan areas, rooted in the growth of a postindustrial economy — what Teixeira called “ideopolises,” organized around ideas and services.  

    The idea was that the Democrats were in a better position than the Republicans to appeal to the diverse constituencies emerging from these developments: on the one hand, the growing ranks of professionals in the high-tech, finance, education, law and medical sectors, a growing number of them women; on the other, ancillary services, such as sales clerks, waiters, janitors, security personnel and teachers’ aides, a large number of them Hispanics and African Americans. Together, Teixeira suggested, they “formed powerful coalitions that now dominate the politics of many ideopolises united in their support of a politics of “tolerance and openness.”

    In the meantime, much ink has been spilled over the crucial socioeconomic and sociocultural importance of metropolitan areas, largely confirming Teixeira’s assessment. Today’s “global cities” such as New York, London, Paris and Tokyo generate a significant part of their respective nation’s wealth. At the same time, however, they also represent quasi self-contained entities increasingly disconnected from the rest of the country.

    This is a problem, for in the process, the hinterland, which at one time played a crucial role as a supplier of myriads of inputs from small and medium-sized companies, has largely become structurally irrelevant to the metropolitan economy. With it went the middle-class labor force that was the backbone of what once was known as America’s heartland but is today disparaged as flyover country, its inhabitants dismissed as deplorable and repellent racist, sexist, homophobic ignoramuses. Proof: Why else would they have voted for somebody like Trump?

    After roughly two decades since the book was published, the emerging Democratic majority has still not fully materialized. Instead, what we have got are two antagonistic political tribes whose seemingly irreconcilable differences have polarized American politics along a wide range of fault lines: views on immigration, reproductive choice, gender, Black Lives Matter, gun control, affordable health care, social security — the list goes on. This divide’s grand signifier in today’s politics is Donald Trump. As unbelievable as it might sound — given he lost the election, given he was impeached twice, given he left the office scorned and disgraced — his legacy continues to haunt post-Trump politics and is likely to do so for the foreseeable future.

    Not Fade Away

    According to a recent representative survey, around 80% of Republicans continue to have a favorable view of Donald Trump; more than 70% believe that the charge that the former president incited the assault on the US Capitol on January 6 is untrue; and almost two-thirds believe there was widespread fraud in the 2020 election. It fits that according to the most recent Quinnipiac poll, conducted after Trump’s acquittal in the Senate, three-quarters of Republican respondents said they wished Trump would continue to play a “big role” in the GOP. So much for those who think Trump will somehow fade away into oblivion.

    Trump won in 2016 because he quite skillfully managed to articulate, appeal and respond to a range of diffuse popular grievances, accorded them legitimacy and, in the process, gave the impression that he listened and not only understood, but empathized with them — reminiscent of Bill Clinton’s well-known “I feel your pain” from 1992.  Even if Trump should miraculously disappear from the American political scene, Trumpism, as The Washington Post’s conservative commentator Gary Abernathy has recently maintained, “Trumpism is the GOP’s future.” If this indeed should be the case, it means that the chances for the emergence of a Democratic majority are likely to be as bleak as they have been over the past two decades.

    The notion of an emerging Democratic majority is premised on the idea that certain groups in society, most notably the highly educated, visible minorities, women and sexual minorities, qua their subordinate socioeconomic and sociocultural position have a “natural” affinity for a certain type of politics. Any deviation is either seen as a result of “false consciousness,” a failure “to get with the program” or, worse, simple betrayal of the cause, as the singer Madonna charged in 2016. A case in point was Barak Obama’s attack on Hispanics who voted for the incumbent in 2020, accusing them of ignoring Trump’s track record of race-baiting.  

    America Is No Longer One Nation

    The same applies to all the white women who voted for Trump, despite his record of routinely disparaging and denigrating women. As Sarah Jaffe has put it in an article for the New Labor Forum, no single fact about the 2016 election was “more confounding than the fact that Trump’s margin of victory included a slim majority of white women voters.” Things were even worse in 2020. While Trump lost some support among white men, his support among white women remained virtually unchanged.

    Political parties, particularly in two-party systems such as the United States, have to assemble a coalition of disparate groups. A case in point was the Democratic Party, which for a long time managed to hold together two factions, one from the South and the other from the Northeast, that were fundamentally at loggerheads over major issues such as civil rights. Behind the idea of the emerging Democratic majority is the expectation that it is possible to put together a coalition on the basis of shared values and shared aspirations, derived from shared experiences of a lack of recognition, if not outright discrimination.

    Radical Nostalgia

    Twenty years ago, this was a reasonable expectation, given the direction of social, and particularly demographic, change. The populist surge that has swept over the United States during the past decade or so, however, has fundamentally altered the logic of electoral choice. Populist mobilization derives its logic not from shared values and aspirations, but from disparate grievances and the perceived unresponsiveness of the political establishment to these grievances.

    Successful populist protagonists are not successful because they come up with elaborate blueprints for profound socioeconomic change, but because they absorb and reflect myriads of disparate grievances and give them a voice. More often than not, populist politics are not about the future but a glorified past, reflecting the surge of nostalgia that has become a hallmark of the current age, further enhanced and intensified by COVID-19.

    There is nothing wrong with nostalgia. In fact, new studies show that nostalgia can be a beneficial mechanism helpful to coping with a difficult situation. It becomes dangerous, however, when it provokes an aggressive response. This, it seems, is what has happened in recent years among parts of the American public — or, at least, that is what the recent survey mentioned earlier suggests. In response to the statement that “the traditional American way of life is disappearing so fast that we may have to use force to save it,” more than a third of respondents agreed either completely (11%) or somewhat (25%).

    In light of the events of January 6, this is quite alarming. But it jibes with the findings of a recent study of MAGA supporters, who to a significant extent consist of white Christian males beyond retirement age. Full of resentment toward assertive women no longer willing to take shit from men, African Americans seen as not trying hard enough and immigrants accused of changing American culture for the worse, they epitomize this kind of radical political nostalgia.

    Nostalgia in terms of a yearning for the status quo ante might to a certain extent explain why a majority of white women voted for Trump. More often than not, grievances stem from changes that individuals perceive as having been imposed on them. A classic case is the construction of nuclear power plants, which in the past gave rise to massive popular resistance and contributed to the rise of Green parties. In the current situation in the United States, grievances stem to a significant extent from both demographic change and the increased visibility of minorities who refuse to remain silent.

    When white women voted for Donald Trump, it was because what has been happening over the past years is a fundamental challenge to the existing racial hierarchy that had been taken for granted. A vote for Trump was a vote for maintaining a tenuous status quo, where white women might be second-class with respect to gender but first-class with respect to race. The same logic certainly does not apply to black voters supporting Trump, a majority of whom were black men. It also does not apply to Hispanics, whose diverse background (Mexican, Cuban, Central American, etc.) makes it even more difficult to come up with a common denominator. Religious considerations, particularly with respect to reproductive choice and gender issues, certainly played a significant role, as did the perception that neither party cares about their concerns.

    What has been emerging over the past decades is a new constellation of political contest, pitting substance-based politics grounded in reasoned deliberation and values, however flawed, against grievance-based politics fueled by anger and resentment. This is hardly confined to the United States. Western Europe has been struggling with this phenomenon and its fallout for decades. Yet given its peculiar system, the United States is in a unique position to serve as a laboratory to see how these dynamics play themselves out. One might wish that the vision behind the notion of the emerging Democratic majority will ultimately carry the day.

    Nietzschean skepticism informed by the notion of “human, all too human” calls for caution. Trump might be finished politically. His spirit, however, is alive and well, capable of causing mischief to no end. Trump’s recent full-front attack on Mitch McConnell is a foretaste of things to come. It portends an attempt to completely transform the GOP into a radical right-wing populist party, devoid of any kind of real substance — in other words, a replica writ large of the Great Leader.
