    In the wake of the carnage wrought by Hamas in southern Israel, killing at least 1,300 people; with bombs still raining upon Gaza, having killed at least 3,000; and with 199 children and adults still held hostage, the horror is increased by the prospect of this violence begetting more.The US hopes two aircraft carrier groups in the eastern Mediterranean, non-stop shuttle diplomacy by the secretary of state and a presidential visit to Israel will see off the twin spectres of even greater humanitarian disaster in Gaza and regional catastrophe drawing in Hezbollah in Lebanon and perhaps others. Officially, Joe Biden’s visit to Israel on Wednesday will demonstrate that the US stands with Israel. It may offer Benjamin Netanyahu, disgraced in the eyes of his nation, a political lifeline. But if it is a warning to Hezbollah and Iran, it is also being used to rein in Mr Netanyahu. The US reportedly agreed to the trip only after Israel agreed to move on humanitarian aid and safe areas for civilians to avoid the bombing.But the statement that the two countries will “develop a plan” for delivery is noticeably modest. Even if implemented, it might not hold. Though Israel told the US it would restore the water supply to southern Gaza on Monday, those on the ground report only tiny quantities getting through. And while aid is essential, delivering food and medicines is hard to do and of limited use while air strikes continue.More critical may be the fact that the US, with its own disasters in Afghanistan and Iraq in mind, is pressing Israel to think hard about its plan for Gaza. President Biden warned publicly on Sunday that occupying Gaza would be a mistake. At that point, a ground incursion was regarded as imminent. But his visit has pressed pause, and on Tuesday, the IDF spokesperson Richard Hecht remarked: “Everyone’s talking about the ground offensive. It might be something different.”What happens in Gaza is likely to determine what happens in the north. On Monday, Israel gave an unprecedented order for residents close to the Lebanon border to evacuate south. The area has already seen rocket and missile attacks and border skirmishes. Hezbollah and Israel have trodden carefully since the 2006 war, for which Lebanese civilians mostly paid, though the militant group has built up its fire power and tested the boundaries. But Hezbollah has indicated that it has two red lines: the forcible displacement of large numbers of Palestinians outside Gaza – though Egypt has made it clear it does not want them – and a ground invasion aiming to destroy Hamas: Israel’s stated intention. Behind Hezbollah stands Iran; its foreign minister has warned of “multiple fronts” opening against Israel if it continues to kill civilians in Gaza.Iran does not want to lose Hezbollah, its main proxy force. But nor does it want to see Hamas wiped out. If that looks likely, experts suggest that it would probably also ask Iraqi militias to deploy to Syria or Lebanon. Washington has sent clear warnings to Tehran to stay out of it, while also indicating that it is not looking for a fight. The danger is that while neither the US nor Iran want to be drawn in further, the dynamics on the ground have their own momentum.The unendurable violence witnessed this month in part has its roots in the belief of the US and other governments that the conflict at the heart of the Middle East was unsolvable but manageable, and could be sidelined. Many warned at the time that was wrong. It appears all the more impossible to manage now – and yet that is precisely why the US and others must attempt to do so. More

    Trump’s Remarks on Hezbollah and Netanyahu Prompt Bipartisan Outcry

    Republican rivals and the White House were among those to roundly condemn the former president for his characterization of the Lebanese militant group.Former President Donald J. Trump drew scorn from both sides of the political aisle on Thursday for remarks that he made one day earlier criticizing Prime Minister Benjamin Netanyahu of Israel and referring to Hezbollah, the Iran-backed militant group, as “very smart.”During a speech to his supporters in West Palm Beach, Fla., on Wednesday, he weighed in on the Hamas attacks on Israel, the worst experienced by America’s closest Middle East ally in half a century.Hezbollah, the Lebanese Shiite group, has clashed with Israeli forces in the days after Hamas fighters from Gaza attacked border areas in southern Israel, intensifying concerns that the country could be drawn into a conflict on a second front.“You know, Hezbollah is very smart,” Mr. Trump said. “They’re all very smart.”He took swipes at Mr. Netanyahu on the “Brian Kilmeade Show,” a Fox News Radio show, broadcast on Thursday, arguing that intelligence lapses by Israel had left it vulnerable to the sweeping attack, kidnappings and slaughter of civilians leading to the war.A broad spectrum of political rivals condemned Mr. Trump on Thursday, including the White House and several of his Republican primary opponents.“Statements like this are dangerous and unhinged,” Andrew Bates, the deputy White House press secretary, said in a statement. “It’s completely lost on us why any American would ever praise an Iran-backed terrorist organization as ‘smart.’ Or have any objection to the United States warning terrorists not to attack Israel.”While filing paperwork on Thursday to appear on the Republican primary ballot in New Hampshire, Gov. On Sunday, the day before the briefing, The Associated Press reported that Hezbollah had fired dozens of rockets and shells at three Israeli positions in a disputed area along Lebanon’s border with the Golan Heights.“Hezbollah has operated there for decades,” Mr. Bates said. “And the United States’ words of deterrence have been welcomed across the board in Israel — unlike some other words that come to mind.”Mr. Trump, who has frequently sought to cast himself as a champion for Israel, maligned Mr. Netanyahu on multiple occasions in recent days.On Wednesday in Florida he said that Israel had in 2020 opted out of participating in the U.S. drone strike that killed Iran’s top security and intelligence commander, Maj.     After Lebanon’s Collapse, Can an Election Fix the Country?

    On Sunday, Lebanese voters get their first chance to pass judgment on lawmakers since the economy fell apart. Few expect things to improve.BEIRUT, Lebanon — Onstage, Lebanese politicians spoke of upholding national sovereignty, fighting corruption and fixing the state. Their leader said he would fight to disarm Hezbollah, the political party that is also Lebanon’s strongest military force.But those concerns were far from the mind of Mohammed Siblini, 57, who like many Lebanese had watched his life fall apart over the past two years as the country collapsed.The national currency’s free-fall meant that his monthly salary from a rental car company had fallen to $115 from $2,000, he said. The state’s failure to provide electricity meant that most of his earnings went to a generator to keep his lights on. What was left failed to cover the small pleasures that had been, until recently, a normal part of life.“I want meat!” Mr. Siblini yelled at the politicians. “Get us one kilogram of meat!”On Sunday, Lebanon votes for a new Parliament for the first time in four years. The value of the Lebanese pound began a decline that would erase 95 percent of its value, and commercial banks placed limits on withdrawals, refusing to give people their money because the banks had effectively lost it.The financial turmoil tore through the economy. Prices spiked, businesses failed, unemployment skyrocketed and doctors, nurses and other professionals fled the country for better salaries abroad.The state, which had never managed to provide 24-hour electricity, ran so low on cash that it now supplies barely any at all, even to power traffic lights.Making matters worse, a huge explosion in the port of Beirut in August 2020, also caused by gross mismanagement, killed more than 200 people and did billions of dollars in damage.A view of Beirut’s port on Friday. Some of them are running in Sunday’s election — and are likely to win.Many of the candidates are familiar faces who would struggle to bill themselves as agents of change.They include Nabih Berri, the 84-year-old speaker of Parliament, who has held that job, uninterrupted, for nearly three decades; Ali Hassan Khalil, a former finance minister who worked to hobble the investigation into the cause of the Beirut explosion; and Gebran Bassil, the president’s son-in-law, whom the United States accuses of corruption and placed sanctions on last year. Mr. Bassil denies the accusation.Hezbollah, which has a substantial bloc in Parliament and is considered a terrorist organization by the United States and other countries, is fielding a range of candidates. Others are warlords from the Lebanese civil war, which ended in 1990, or, in some cases, their sons.Many voters are just fed up, and have little faith that their votes will make a difference.“A candidate comes now and says ‘I will do this and that,’ and I tell them, ‘Many came before you and couldn’t change anything,’” said Claudette Mhanna, a seamstress.She said she would like to vote for a new figure who came out of the 2019 protests, but because of the way the election is run, she has to vote for lists that include candidates she hates.“We are suffocating,” she said. “If I get myself to think about going and voting, I can’t think of who I would vote for.”Supporters of Hezbollah at a rally in Baalbek, Lebanon, on Friday.Francesca Volpi/Getty ImagesMany of those running have ties to the financial system, which Olivier De Schutter, a United Nations expert on poverty, said shared responsibility for the “man-made crisis” in Lebanon that had resulted in human rights violations.“Lifetime savings have been wiped out by a reckless banking sector lured by a monetary policy favorable to their interests,” he wrote in a report published last week. “An entire generation has been condemned to destitution.”On Friday, the Organized Crime and Corruption Reporting Project reported that a son of Lebanon’s central bank governor had transferred more than $6.5 million out of the country at a time when most depositors were locked out of their savings.Those transactions were carried out by AM Bank, whose chairman, Marwan Kheireddine, bought a Manhattan penthouse for $9.9 million from the actress Jennifer Lawrence in August 2020, when Lebanon’s economy was plummeting.Mr. Kheireddine has said the purchase was for a company he managed, not for him personally.Now he is running for Parliament, and he told The New York Times in an interview that he wants to use his experience to help fix the economy.“I’m experienced in finance,” he said. “I’m not going to make promises, but I will do my best to work hard to get the depositors’ money back.”For many Lebanese, party loyalty remains strong.“There’s no list more deserving of my vote than Hezbollah,” said Ahmad Zaiter, 22, a university student from Baalbek in eastern Lebanon.He said Hezbollah’s weapons were necessary to defend the country, and that the party had helped its supporters weather the crisis by providing cheap medication from Syria and Iran.“If there’s a party besides Hezbollah that is offering weapons to the government to strengthen it so we can defend ourselves or offering services, then where is it?” he said.Soldiers were deployed in Beirut on Saturday, the eve of the election.Mohamed Azakir/ReutersMany first-timers are running, too, marketing themselves as being cleaner and closer to the people. Most projections have them winning only a limited number of seats in the 128-member Parliament, and analysts expect them to struggle without the infrastructure of a political party.“I will be the people’s voice inside the Parliament, but I cannot promise that I will fix the electricity or the infrastructure,” said Asma-Maria Andraos, who is running in Beirut. “I cannot say that I will stop the corruption, which is deeply rooted in our system.”Many Lebanese who have the means have already left the country, and many more are seeking ways out. A recent poll by the research group Arab Barometer found that 48 percent of Lebanese citizens were seeking to emigrate. For those between ages 18 and 29, the percentage rose to 63 percent, the poll found.Fares Zouein, who owns a Beirut sandwich shop, said he intended to vote for his local political boss, whom he refused to name, because the man uses his position to help the neighborhood.“That’s our problem in Lebanon: If you don’t have someone to help you, you’re stuck,” said Mr. Zouein, 50.He, too, had little faith that the election would make life better.“This is why everyone in Lebanon has three goals in life: to get a second passport, to open a bank account abroad, and to send their children abroad for school,” he said.     Netanyahu’s Road Through Israel’s History, in Pictures

    “Bibi, King of Israel!”That is a shout from his fervent supporters that might have given pause to King David, let alone King Solomon. But Benjamin Netanyahu, Israel’s longest-serving prime minister, has finally lost his job, unable to cobble together a final majority in the Knesset after four elections in the last two years.The government that has now replaced him is fragile, however. Little holds it together except a desire to get Mr. Netanyahu out of office, where he will no longer be immune from punishment, if convicted, over charges of corruption.But Mr. Netanyahu still appears to rule Israel’s largest party, Likud, and given Israel’s riven politics, his fall may only be a sort of sabbatical.Whatever the criticism of his actions and political cynicism, Mr. Netanyahu’s career represents an extraordinary accomplishment for a man who grew up in the shadow of a difficult and demanding father and a hero brother, killed at the age of 30 in command of one of Israel’s most storied military ventures, Operation Entebbe. The 1976 operation rescued hostages held at Entebbe Airport in Uganda.Both brothers served in the military’s elite commando unit, Sayeret Matkal. But Bibi survived to put a more lasting stamp on the young state through his political and economic policies, his toughness toward rivals.     Dear Joe, It’s Not About Iran’s Nukes Anymore

    With the assassination by Israel of Iran’s top nuclear warhead designer, the Middle East is promising to complicate Joe Biden’s job from day one. President-elect Biden knows the region well, but if I had one piece of advice for him, it would be this: This is not the Middle East you left four years ago.The best way for Biden to appreciate the new Middle East is to study what happened in the early hours of Sept. 14, 2019 — when the Iranian Air Force launched 20 drones and precision-guided cruise missiles at Abqaiq, one of Saudi Arabia’s most important oil fields and processing centers, causing huge damage. It was a seminal event.The Iranian drones and cruise missiles flew so low and with such stealth that neither their takeoff nor their impending attack was detected in time by Saudi or U.S. radar. Israeli military analysts, who were stunned by the capabilities the Iranians displayed, argued that this surprise attack was the Middle East’s “Pearl Harbor.”They were right. The Middle East was reshaped by this Iranian precision missile strike, by President Trump’s response and by the response of Israel, Saudi Arabia and the United Arab Emirates to Trump’s response.A lot of people missed it, so let’s go to the videotape.First, how did President Trump react? He did nothing. He did not launch a retaliatory strike on behalf of Saudi Arabia — even though Iran, unprovoked, had attacked the heart of Saudi Arabia’s oil infrastructure.A few weeks later Trump did send 3,000 U.S. troops and some antimissile batteries to Saudi Arabia to bolster its defense — but with this message on Oct. 11, 2019: “We are sending troops and other things to the Middle East to help Saudi Arabia. But — are you ready? Saudi Arabia, at my request, has agreed to pay us for everything we’re doing. That’s a first.”It sure was a first. I’m not here to criticize Trump, though. He was reflecting a deep change in the American public. His message: Dear Saudis, America is now the world’s biggest oil producer; we’re getting out of the Middle East; happy to sell you as many weapons as you can pay cash for, but don’t count on us to fight your battles. You want U.S. troops? Show me the money.That clear shift in American posture gave birth to the first new element that Biden will confront in this new Middle East — the peace agreements between Israel and the United Arab Emirates, and between Israel and Bahrain — and a whole new level of secret security cooperation between Israel and Saudi Arabia, which will likely flower into more formal relations soon. (Prime Minister Benjamin Netanyahu of Israel reportedly visited Saudi Arabia last week.)In effect, Trump forced Israel and the key Sunni Arab states to become less reliant on the United States and to think about how they must cooperate among themselves over new threats — like Iran — rather than fighting over old causes — like Palestine. This may enable America to secure its interests in the region with much less blood and treasure of its own. It could be Trump’s most significant foreign policy achievement.But a key result is that as Biden considers reopening negotiations to revive the Iran nuclear deal — which Trump abandoned in 2018 — he can expect to find Israel, Saudi Arabia, Bahrain and the United Arab Emirates operating as a loose anti-Iran coalition. This will almost certainly complicate things for Biden, owing to the second huge fallout from the Iranian attack on Abqaiq: The impact it had on Israel.After Trump scrapped the nuclear deal, Iran abandoned its commitments to restrict its enrichment of uranium that could be used for a nuclear bomb. But since Biden’s election, Iran has said it would “automatically” return to its nuclear commitments if Biden lifts the crippling sanctions imposed by Trump. Only after those sanctions are lifted, said Tehran, might it discuss regional issues, like curbs on Iran’s precision missile exports and capabilities.This is where the problems will start for Biden. Yes, Israel and the Sunni Arab states want to make sure that Iran can never develop a nuclear weapon. But some Israeli military experts will tell you today that the prospect of Iran having a nuke is not what keeps them up at night — because they don’t see Tehran using it. That would be suicide and Iran’s clerical leaders are not suicidal.They are, though, homicidal.And Iran’s new preferred weapons for homicide are the precision-guided missiles, that it used on Saudi Arabia and that it keeps trying to export to its proxies in Lebanon, Yemen, Syria and Iraq, which pose an immediate homicidal threat to Israel, Saudi Arabia, United Arab Emirates, Iraq and U.S. forces in the region. (Iran has a network of factories manufacturing its own precision-guided missiles.)If Biden tries to just resume the Iran nuclear deal as it was — and gives up the leverage of extreme economic sanctions on Iran, before reaching some understanding on its export of precision-guided missiles — I suspect that he’ll meet a lot of resistance from Israel, the U.A.E. and Saudi Arabia.Why? It’s all in the word “precision.” In the 2006 war in Lebanon, Iran’s proxy militia, Hezbollah, had to fire some 20 dumb, unguided, surface-to-surface rockets of limited range in the hope of damaging a single Israeli target. With precision-guided missiles manufactured in Iran, Hezbollah — in theory — just needs to fire one rocket each at 20 different targets in Israel with a high probability of damaging each one. We’re talking about Israel’s nuclear plant, airport, ports, power plants, high-tech factories and military bases.That is why Israel has been fighting a shadow war with Iran for the past five years to prevent Tehran from reaching its goal of virtually encircling Israel with proxies in Lebanon, Syria, Iraq and Gaza, all armed with precision-guided missiles. The Saudis have been trying to do the same versus Iran’s proxies in Yemen, who have fired on its airports. These missiles are so much more lethal.“Think of the difference in versatility between dumb phones and smartphones,’’ observed Karim Sadjadpour, a senior fellow at the Carnegie Endowment. “For the past two decades we have been consumed by preventing Iran’s big weapon, but it is the thousands of small smart weapons Iran has been proliferating that have become the real and immediate threat to its neighbors.’’That is why Israel and its Gulf Arab allies are not going to want to see the United States give up its leverage on Iran to curb its nuclear program before it also uses that leverage — all those oil sanctions — to secure some commitment to end Iran’s export of these missiles.And that is going to be very, very difficult to negotiate.So, if you were planning a party to celebrate the restoration of the Iran-U.     Should Hezbollah Be Disarmed?

    Amid Lebanon’s ongoing anti-government protests, various demonstrators have held signs demanding “No weapons but legal weapons. 1559, make it happen.” This is a clear reference to Hezbollah, a hybrid organization, political party, social movement and a regional player with global reach.

    There is a long history of Hezbollah and the disarmament issue being part of Lebanon’s political discourse. The issue is complex and contentious. There are various angles. First, one needs to distinguish between the internal Lebanese debate and the demands imposed externally by Western countries. Both perspectives are interconnected.

    Within the Lebanese context, Hezbollah has over time toned down its Islamic narrative and burnished its Lebanese credentials. The party has had representatives elected to parliament, various members in the cabinet, and stated that it would be willing to discuss disarmament within the framework of national dialogue. Hezbollah has pointed out that the Lebanese government itself has sanctioned and acknowledged the Shia organization’s role as a resistance movement. It has also repeatedly claimed that it would be willing to integrate into the national defense system once the Lebanese government is run efficiently, with the Lebanese armed forces proving capable of protecting the country.  

    A number of Western and Arab states and Israel have designated Hezbollah a terrorist organization. These governments view the Iranian-sponsored group as a major obstacle that is guilty of impairing progress in the Middle East, sowing chaos and advancing Iran and Syria’s sinister plans. A common narrative in Washington, some Gulf Arab capitals and Tel Aviv is that Hezbollah is mainly an Iranian stooge and/or a Syrian agent. The Shia organization, from this perspective, is a “state within a state” that willfully undermines the sovereignty of the Lebanese state while stripping the government of having the sole monopoly over the use of force in the country. The externally driven disarmament rhetoric, some have argued, is intended to demonize Iran as “harboring and abetting” terrorist movements and hence isolating it further.

    Protesters in Beirut, Lebanon on 10/28/2019 © Diplomedia / ShutterstockThe Taif Accords of 1989, which was the formal peace treaty that ended the Lebanese Civil War, stipulated and mandated that all militias be disbanded within a certain timeframe. Hezbollah was exempt from this and was allowed to hold on to its arms, which must be understood within the context of the Israeli occupation of parts of Lebanon that lasted from 1982 to 2000. For Hezbollah, holding on to its arms fulfilled various purposes.

    Rationale for Retaining Its Weapons

    The Lebanese group has used the disarmament issue in order to strengthen its leverage vis-à-vis various parties, especially the state. While Hezbollah has participated in various elections and had representatives elected to parliament, the organization feels the system has not adequately reflected its legitimate grievances and power-sharing concerns. For many, Hezbollah has taken on a pragmatic wait-and-see approach, hoping that a political opportunity would arise. Giving up its arms would weaken its position and imply a strategic loss to the party. As some have claimed, this would jeopardize its survival as a party and as a movement as such.

    However, regarding recent events, Dr. Aurelie Daher, a researcher at Sciences Po in Paris, warns: “One has to keep in mind that Hezbollah is not a party in the sense that Western political science would give the notion, as much as it is a lobby. Hezbollah does not intend to rule, does not intend to grasp all the governmental portfolios or take all and any kind of decisions at every level.”

    She adds: “Their presence in Lebanese politics has been, since its beginning in the early 1990s, motivated by a will to prevent any threat against the interests [of the organization]. As long as the other political parties and groups do not jeopardize the Islamic Republic’s [Iran’s] weapons, Hezbollah is ready to leave rather a comfortable room for maneuver to the other political actors — whether they are friends or foes.”

    Hezbollah has repeatedly stressed its exclusive Lebanese identity while admitting to its longstanding ties to Iran and Syria. Undeniably, both countries are strategic allies that have played critical and essential roles in Hezbollah’s expansion of influence across Lebanon, the greater Middle East and presumably to other parts of the world, such as Africa, Asia, Europe and Latin America.

    A poster of Hassan Nasrallah in Beirut, Lebanon on 8/23/2006. © Umut Rosa / ShutterstockGiving up its arms would not just substantially weaken Hezbollah, but its major patrons in Tehran and Damascus would be less inclined to invest significant amounts of funding in a group that has had to give up its major asset, namely its military capacity. Of course, Hezbollah has been very astute at diversifying its funding sources over the years and is no longer exclusively reliant on Iranian cash, which has gradually declined.

    Another factor that has emboldened Hezbollah to hold on to its arms is its openly-declared success against Israel in its various confrontations, such as in the summer of 2006. Hezbollah representatives have used this event to point out the necessity of resisting Israel further. Although many argue that Hezbollah provoked the encounter with Israel and was viewed by many as instigating the conflict, it managed to take advantage of Israel’s misguided policy of coming down hard on the whole of Lebanon. By resisting the surge mounted by Israeli forces and by presenting itself as victorious in the conflict with Israel, Hezbollah managed to remind onlookers of its strength and its continued importance as a resistance movement.

    In the wake of the 34-day conflict, Hezbollah once again used its well-established social welfare system to supply money to distraught Lebanese citizens who lost their homes and property. Over time, Hezbollah’s arms narrative has evolved from liberation to resistance to deterrence.

    A Moment of Change?

    At the beginning of Lebanon’s thawra (also dubbed the “WhatsApp Revolution”) back in October 2019, there was little discussion about Hezbollah. Most of the protesters’ attention centered on issues such as corruption, mainstream politicians, sectarianism and the corrupt political system as such. Hassan Nasrallah, the secretary-general of Hezbollah, took the high ground by pointing to the party’s fight at Lebanon’s southern border with Israel and its moral stance of being a “clean” and “pure” party.

    The picture started to change when Hezbollah supporters started attacking demonstrators, according to certain sources such as Amnesty International. Many demonstrators subsequently felt that Hezbollah, in actuality, was part of the corrupt political system that has been “controlling” the Lebanese people. Many have come to see Hezbollah as the primary backer of the current government, along with its allies, the Amal Movement and the Free Patriotic Movement.

He says these include “financial difficulties, largely due to US sanctions against it and its supporters and against Iran; corruption issues which have surfaced in the past decade-plus in part because of the party’s sudden and huge expansion in numbers after the 2006 war; [and] the weakening resistance narrative — a whole new generation of Lebanese Shias have grown up since the Israelis departed Lebanon in May 2000, and they have no memory of the Israeli threat.”

    He adds: “The last major engagement with Israel was 14 years ago. Since then, Hezbollah has been fighting Arab Sunnis rather than Israeli Jews. The party has become deeply enmeshed in Lebanese politics, not out of choice but in order to better defend its resistance priority. But playing a greater political role brings its own complications.”

    Instability in Syria

    Looking ahead, the situation in Syria and the ways in which the US-imposed sanctions on Damascus, known as the Caesar Act, play out in the war-torn country will heavily impact on Hezbollah’s future. To be sure, the crisis in Syria is not resolved, as underscored by the situation in Idlib, the last rebel stronghold. Moreover, with anti-Assad protests breaking out in regime-controlled parts of Syria, saying that the government in Damascus faces major challenges would be an understatement.

    Within this context, many Lebanese, including the majority of Shia and Christian citizens, will see Hezbollah disarming as too dangerous from a security standpoint, given that Lebanon’s border with Syria could again become porous. Most likely, wealthier Lebanese citizens who are anti-Hezbollah will leave the country as a result of the Caesar Act’s destabilizing impact on Lebanon amidst other crises stemming from the unrest resulting from the WhatsApp Revolution, the financial crisis and the COVID-19 pandemic.

    Perhaps this will all serve Hezbollah and its allies, who will defend the arsenal of the world’s most-heavily armed non-state actor.
