    New Deal Reached to End Wildcat Strikes by N.Y. Prison Guards

    The state and the correctional officers’ union agreed that officers should return to work Monday and that some provisions of a solitary confinement law would be put on pause.A new agreement has been reached to end wildcat strikes by thousands of New York State correctional officers, which have created chaos throughout the prison system.Under the agreement, negotiated by state officials and the correctional officers’ union, the officers are expected to return to work Monday.The officers, who maintained that staffing shortages, forced overtime and dangerous working conditions prompted the illegal strikes, had received an ultimatum this week from the Department of Corrections and Community Supervision: go back to their posts or face discipline, termination or, possibly, criminal charges, according to a memorandum issued by the agency.The union agreed on Saturday to the terms outlined in the memorandum, the corrections department said in a statement. Those terms will take effect when 85 percent of staff return to work. Any disputes over the agreement will be resolved by an arbitrator.It was unclear on Sunday how the union, the New York State Correctional Officers and Police Benevolent Association, would enforce the return-to-work provision since it did not authorize the strikes. The department and the union struck a similar deal last month that would have ended the strikes by March 1.     CUNY Removes Palestinian Studies Job Listing on Hochul’s Orders

    The language in the listing included terms — like “settler colonialism,” “apartheid” and “genocide” — that Jewish groups said were offensive when applied to Israel.When Nancy Cantor became president of Hunter College last fall, she asked faculty, students and staff what they wanted from the school. One answer was more attention to Palestinian studies.Faculty members began working on possible approaches. They came up with a plan for two tenure-track faculty positions that would cross several departments and began drafting job descriptions.The Hunter College job listing for Palestinian studies called for scholars who could “take a critical lens” to issues including “settler colonialism, genocide, human rights, apartheid” and other topics.When the listing was posted last weekend, Jewish groups protested the inclusion of words that they said are antisemitic when applied to Israel. Their objections were first reported in The New York Post.By Tuesday, Gov.     Prison Boss Elevated by Hochul Was Accused of Rape by 2 Former Inmates

Now he runs a prison where an inmate was fatally beaten by guards.After guards at the Marcy Correctional Facility in central New York beat a handcuffed prisoner to death late last year, Gov. Kathy Hochul promised immediate reforms to turn the troubled prison around.One of her first directives was to install a new leader, Bennie Thorpe, who had recently run another correctional facility and had experience with security operations and rehabilitation programs. Mr. Thorpe, she said, had “expertise and a fresh perspective on what must be done.”He also had a record of being accused of rape and sexual assault by inmates at one of his former workplaces, records and interviews show.In lawsuits filed in 2023, two women who had been incarcerated at the Bedford Hills Correctional Facility in Westchester County accused Mr. Thorpe of sexual abuse when he was a captain there.One said he summoned her to an office, groped her breasts and raped her in December 2018.Another said he raped her three times in the spring of 2019 in a room near the prison’s medical unit.Neither of the allegations has been previously reported.     Hochul Halts Bill Aimed at Weakening Republican Control of House

    Lawmakers were ready to pass a bill to delay a special election in New York State, but Gov. Kathy Hochul, who is in discussions with President Trump on congestion pricing, sidelined it.Gov. Kathy Hochul of New York pressured state legislative leaders on Monday to call off a vote on a bill designed to hobble Republicans’ House majority, frustrating fellow Democrats who were prepared to approve it.Neither Ms. Hochul nor leaders of the State Senate or Assembly gave any public explanation for the 11th-hour postponement. But in private conversations, the governor told them she was seeking to gain leverage in separate negotiations with President Trump over the future of the state’s new congestion pricing program, according to two officials familiar with the matter.If lawmakers had followed through, the vote would almost certainly have antagonized Mr. Trump by giving Ms. Hochul the power to delay until November a special election to fill the House seat that will be vacated by Representative Elise Stefanik, Republican of New York, Mr. Trump’s chosen U.N. ambassador, when she is confirmed by the Senate.     Trump Says He Might Use U.S. Transit Agency to ‘Kill’ Congestion Pricing

    In an interview with The New York Post, President Trump said that congestion pricing hurt New York City but indicated that he was still talking with Gov.     Note to Democrats: It’s Time to Take Up Your Hammers

    I would prefer to live in a world where the recent news that more than 146,000 New York City schoolchildren experienced homelessness during the last school year was regarded as a crisis demanding immediate changes in public policy. But if helping children isn’t enough to move New York’s political leaders to action — and, by all indications, it most certainly is not — they might consider doing it for the sake of the Democratic Party.There is a straight line from homeless schoolchildren to Donald Trump’s election victory.Homelessness is the most extreme manifestation of the nation’s housing crisis. America simply isn’t building enough housing, which has driven up prices, which has made it difficult for millions of households to keep up with monthly rent or mortgage payments. Every year, some of those people suffer at least a brief period of homelessness.Popular anger about the high cost of housing, which is by far the largest expense for most American households, helped to fuel Mr. Trump’s comeback. He recorded his strongest gains compared with the 2020 election in the areas where living costs are highest, according to an analysis by the Economic Innovation Group, a nonpartisan think tank.The results are more than a backlash against the party that happened to be in power. The animating principle of the Democratic Party is that government can improve the lives of the American people. The housing crisis is manifest proof that government is failing to do so. And it surely has not escaped the attention of the electorate that the crisis is most acute in New York City, Los Angeles and other places long governed by Democrats.Republicans promise to cut taxes and they cut taxes. Democrats promise to use tax dollars to solve problems and one in eight public school students in New York experienced homelessness last year. It is the ninth straight year the number of homeless schoolchildren in New York topped 100,000.The good news is that Democrats still have the power to do better. She is trying to satisfy opponents who had complained about the $15 congestion-pricing toll that most motorists would have had to pay as well as supporters who want to reduce car traffic and fund mass transit improvements.The governor has talked to federal officials about the possibility of a $9 toll and about whether such a change might require the lengthy, involved process of additional environmental review, according to a Metropolitan Transportation Authority board member familiar with the matter.
