    With Deal Close on Border and Ukraine, Republican Rifts Threaten to Kill Both

    A divided G.O.P. coalesced behind a bit of legislative extortion: No Ukraine aid without a border crackdown. Now they are split over how large a price to demand, imperiling both initiatives.Senator James Lankford, the Oklahoma Republican and staunch conservative, this week trumpeted the immigration compromise he has been negotiating with Senate Democrats and White House officials as one shaping up to be “by far, the most conservative border security bill in four decades.”Speaker Mike Johnson, in contrast, sent out a fund-raising message on Friday denouncing the forthcoming deal as a Democratic con. “My answer is NO. Absolutely NOT,” his message said, adding, “This is the hill I’ll die on.”The Republican disconnect explains why, with an elusive bipartisan bargain on immigration seemingly as close as it has been in years on Capitol Hill, the prospects for enactment are grim. It is also why hopes for breaking the logjam over sending more U.S. aid to Ukraine are likely to be dashed by hard-line House Republicans.The situation encapsulates the divide cleaving the Republican Party. On one side are the right-wing MAGA allies of former President Donald J. Trump, an America First isolationist who instituted draconian immigration policies while in office. On the other is a dwindling group of more mainstream traditionalists who believe the United States should play an assertive role defending democracy on the world stage.The two wings coalesced last fall around a bit of legislative extortion: They would only agree to President Biden’s request to send about $60 billion more to Ukraine for its fight against Russian aggression if he agreed to their demands to clamp down on migration at the United States border with Mexico. But now, they are at odds about how large of a price to demand.Hard-right House Republicans, who are far more dug in against aid to Ukraine, have argued that the bipartisan border compromise brokered by their counterparts in the Senate is unacceptable. And they bluntly say they do not want to give Mr. Biden the opportunity in an election year to claim credit for cracking down on unauthorized immigration.Instead, with Mr. Trump agitating against the deal from the campaign trail, they are demanding a return to more severe immigration policies that he imposed, which stand no chance of passing the Democrat-controlled Senate. Those include a revival of the Remain in Mexico policy, under which migrants seeking to enter the United States were blocked and made to stay elsewhere while they waited to appear in immigration court to plead their cases.While Senate G.O.P. leaders have touted the emerging agreement as a once-in-a-generation opportunity for a breakthrough on the border, hard-right House members have dismissed it as the work of establishment Republicans out of touch with the G.O.P. base.“Let’s talk about Mitch McConnell — he has a 6 percent approval rating,” Representative Marjorie Taylor Greene, Republican of Georgia, said of the Senate minority leader. “He wouldn’t be the one to be listening to, making deals on the border.”She said that after Mr. Trump’s decisive win in the Iowa caucuses, “It’s time for all Republicans, Senate and the House, to get behind his policies.”As for the proposed aid to Ukraine, Ms. Greene is threatening to oust Mr. Johnson from the speakership if he brings it to the floor.“My red line is Ukraine,” she said, expressing confidence that the speaker would heed her threat. “I’m making it very clear to him. We will not see it on the House floor — that is my expectation.”House Republicans have opposed sending money to Ukraine without a deal on immigration.Emile Ducke for The New York TimesThe situation is particularly fraught for Mr. Johnson, the novice House speaker whose own sympathies lie with the far right but who is facing immense institutional pressures — from Mr. Biden, Democrats in Congress and his fellow Republicans in the Senate — to embrace a deal pairing border policy changes with aid to Ukraine.Mr. Johnson has positioned himself as a Trump loyalist, quickly endorsing the former president after winning the gavel, and said that he has spoken regularly to the former president about the Senate immigration deal and everything else. After infuriating hard-right Republicans on Thursday by pushing through a short-term government funding bill to avert a shutdown, the speaker has little incentive to enrage them again and defy the wishes of Mr. Trump, who has disparaged the Senate compromise.“I do not think we should do a Border Deal, at all, unless we get EVERYTHING needed to shut down the INVASION,” Mr. Trump wrote on social media this week.Democrats already have agreed to substantial concessions in the talks, including making it more difficult for migrants to claim asylum; expanding detention and expulsion authorities; and shutting down the intake of migrants when attempted crossings reach a level that would overwhelm detention facilities — around 5,000 migrants a day.But far-right Republicans have dismissed the compromise out of hand, saying the changes would still allow many immigrants to enter the country each year without authorization.Election-year politics is playing a big role. Representative Bob Good, Republican of Virginia and the chairman of the hard-right House Freedom Caucus, said passing the Senate bill would give “political cover” to Mr. Biden for his failures at the border.“Democrats want to look like they care about the border, then run out the clock so Biden wins re-election,” Mr. Good said. “It would be terrible for the country to give political cover to the facilitators of the border invasion.”Representative Tim Burchett, Republican of Tennessee, said that while Mr. Johnson broke with the right on federal spending because he feared a government shutdown, “I think on the immigration issue, there’s more unity.”Senator John Thune of South Dakota, the No. 2 Senate Republican, warned that the immigration compromise was a “unique opportunity” that would not be available to Republicans next year, even if they were to win majorities in both chambers of Congress and win back the White House.“The Democrats will not give us anything close to this if we have to get 60 votes in the U.S. Senate in a Republican majority,” he said.Speaker Mike Johnson has positioned himself as a Trump loyalist. They argue that doing so would squander an opportunity to win important policy changes and the political boost that would come with showing that Republicans can govern.“Big city mayors are talking about the same thing that Texas conservatives are talking about,” said Representative Patrick T. McHenry, Republican of North Carolina, a close ally of former Speaker Kevin McCarthy. “Take the moment, man. Take the policy win, bank it, and go back for more. That is always the goal.”But for some Republicans, taking the policy win is less important than continuing to have a political issue to rail against in an election year.“It’s worse than doing nothing to give political cover for a sham border security bill that does nothing to actually secure the border,” Mr. Good said.Mr. Burchett, one of the eight Republicans who voted to oust Mr. McCarthy, rolled his eyes when asked about Mr. McHenry’s entreaties not to make the perfect the enemy of the good.“McHenry’s leaving,” he said of the congressman, who has announced he will not run for re-election next year.     How Biden’s Immigration Fight Threatens His Biggest Foreign Policy Win

    The debate over immigration in the United States is spilling over into other parts of President Biden’s agenda, particularly the war in Ukraine.The soaring number of people crossing into the United States from Mexico has been a political vulnerability for President Biden for the past three years, chipping away at his approval rating and opening him up to political attacks.But now, the crisis is threatening to upend America’s support for the war in Ukraine, throwing the centerpiece of Mr. Biden’s foreign policy into jeopardy.After a meeting with Mr. Biden at the White House on Wednesday, Speaker Mike Johnson insisted that the Republican-led House would not pass legislation to send aid to Ukraine unless Democrats agreed to sweeping new restrictions at the U.S.-Mexico border.And even if the two sides do come to some sort of agreement, many Republicans, especially in the House, would be loath to give an election-year win to Mr. Biden on an issue that has given them a powerful line of criticism toward the White House.     This Border Deal Is a Political Trap for Democrats

    For the past two months, a small group of senators from both parties has been negotiating a deal to address the crisis at our southern border. The lawmakers are united in their desire to stop unauthorized migrants from entering the United States — an ambitious objective that has eluded past administrations.But the policies under discussion are likely to drive more unauthorized migration to the border and make President Biden’s immigration challenges even worse.In December border officials processed some 300,000 migrants — the most recorded in a single month. Over the past decade, Republican leaders in Congress have failed to come to the table to negotiate on immigration policies that Americans support, and yet they have created the false perception that Trump-era policies can solve the border crisis. Mr. Trump’s record on immigration shows it’s just not that simple.The negotiations demonstrate how far the immigration debate has shifted away from solutions that once defined bipartisan immigration reform efforts, like a 2013 Senate bill that would have prioritized border security and a path to legal status and eventual citizenship for the estimated 11 million to 12 million undocumented immigrants living in the United States.In 2016, Donald Trump killed broad support in his party for this type of deal by casting immigrants as threats to our nation. As president, he restricted the number of immigrants coming to the United States, separated families, and dismantled our immigration courts, hampering the ability to process asylum seekers at the border. And yet in 2019, under his watch, there was a 90 percent increase in migrant apprehensions along the southern border compared to the year before.Today, as the crisis is being felt not just along the border but also in cities across the nation, voters strongly disapprove of President Biden’s handling of the border. His administration has not taken meaningful action to stop Republican-controlled states from sending buses full of asylum seekers to cities with no advance notice or to step in with a federal solution. As a result, Democrats are now more open to working toward a solution that reduces unauthorized immigration.The proposed deal would simultaneously restrict and expand executive authority. For starters, Mr. Biden could lose key powers that presidents have used for decades to regulate immigration in times of crisis. Worse, if Mr. Trump is re-elected, he will have new tools at his disposal that he could use to terrorize immigrants and make the chaos at the border even more acute.As a former government official who has worked in the executive and legislative branches to identify solutions to mass migration at the southern border, I agree with lawmakers that the status quo is unsustainable and that reforms are needed. But this deal will not alleviate Mr. Biden’s border challenges unless Congress builds legal migration pathways that weaken cartels who have profited the most from new asylum restrictions.Take the reported expulsion authority that Senate negotiators are considering. The policy would allow border officials to expel migrants without asylum screenings. That may appear to be an effective deterrence measure but similar asylum restrictions, including Title 42, have proved otherwise. When I served on the National Security Council, I examined whether expulsions played a role in reducing smuggling activity. The data showed that not only did more people attempt to cross than before, but they also took more dangerous routes, guided by smugglers who profited handsomely.Instead of what is on the table now, Democrats should learn from past mistakes and fight for a plan that would create more legal pathways, incentivize people to seek asylum at our ports of entry, expedite asylum claims so that people who are eligible can work and contribute to our economy, and deport people who do not have valid legal claims to stay in the United States. Congress must grant Mr. Biden’s request for funding to hire agents and asylum officers to process migrants in a humane and orderly fashion — which a majority of voters support.The most nonsensical demand in the current border deal is that Senate Republicans want to restrict the president’s parole authority. In January 2023, Mr. Biden announced a series of measures aimed at stemming unauthorized crossings, including new legal pathways for migrants from Cuba, Haiti and Nicaragua. The president invoked his powers to extend parole to people from these countries who had an American sponsor, giving them permission to work and apply for asylum if they hoped to stay beyond two years. And it worked. The data shows that apprehension of these migrants declined by 92 percent within a year.Democrats may think that it is worth embracing punitive immigration policies for the hope of improving Mr. Biden’s polling numbers. But if these lawmakers really want to stop people from coming here, they must also address the drivers of migration.Deteriorating conditions in Latin America and the Caribbean guarantee that more migrants will be forced to seek refuge in the United States. Democrats should incentivize countries across the region to build capacity to protect asylum seekers, create legal pathways and increase foreign aid and humanitarian assistance to help would-be migrants live safely closer to home.In the short term, the White House can demonstrate leadership by using every tool at its disposal to accelerate the processing of asylum cases, work with regional partners to find protection for migrants before they make their way to the border and develop a federal response to help cities buckling under the strain of absorbing tens of thousands of migrants. An administration capable of welcoming more than 70,000 Afghans and coordinating their arrival in communities around the country is equally capable of coordinating the arrival of asylum seekers and identifying temporary federal housing to relieve communities struggling to provide housing.There is too much at stake for Democrats to accept the terms of this Senate proposal. While it is understandable to want to fix the vulnerabilities at the border, Mr. Trump and his advisers have been clear that terrorizing immigrants is central to their second-term agenda. He has promised to round up immigrants in camps and conduct mass deportations. He has accused immigrants of “poisoning the blood of our country.”Mr. Biden has begun his re-election campaign with a promise to protect our democracy from these harms. Yet by compromising on policies that are likely to increase unauthorized migration at the border, he risks emboldening Mr. Trump and his ilk to step up their attacks on immigrants. On Jan. 5, Gov. Greg Abbott of Texas said in a radio interview that the state isn’t “shooting people” illegally crossing the border because “the Biden administration would charge us with murder.”Mr. Biden must help voters understand that the border won’t change until Congress builds the immigration system our country needs. This political moment demands ambitious solutions that can address the scope of today’s migration challenge, not a set of policies that will keep us stuck in the same failed legal framework of the past decade.Andrea R.     A Compromise on Immigration Could Help Rebuild Biden’s Democratic Coalition

    The negotiations on Ukraine funding and stricter border protections have exposed a growing rift between President Biden and his own party. Republican hard-liners have demanded a bill that mirrors policies advanced during the Trump administration, especially ones related to asylum seekers, increased border security and the mandate that companies institute the E-Verify employment eligibility system.Democrats such as Representative Pramila Jayapal called the proposals “cruel, inhumane and unworkable,” but Republicans believe they have found solid ground with voters. Recent polling suggests the Republicans are right. A CBS News/YouGov poll released on Sunday found that 68 percent of Americans disapprove of Mr. Biden’s handling of border security.There are many, both inside and outside his party, who believe that by agreeing to the Republican deal, Mr. Biden would be surrendering too much moral high ground and any future policy leverage. But in fact this is a chance for him to make meaningful border-security policy changes and redefine his party as the home of an aspirational multiethnic, working-class coalition.Securing the borders of a sovereign state isn’t racism — it’s among the first responsibilities of government. And many voters, including Democrats, are demanding that the Biden administration do a better job with that responsibility. A recent Fox News poll showed that fully 22 percent of Democrats favor Republican candidates on border security.More than any other group, Latinos have political views that correlate with — indeed, are racially and ethnically defined by — the immigrant experience. Yet even these voters are conveying growing concerns about border security. According to an April 2021 survey by the Pew Research Center, about 44 percent of Hispanics and 48 percent of respondents overall think illegal immigration is a major problem, an increase of more than 15 percentage points since June 2020.The supposition among much of the Democratic establishment and progressive activists is that Latino voters prioritize more relaxed immigration policies over border security. To win re-election, President Biden must redefine the narrative that has become orthodoxy and lead his party toward supporting significantly enhanced border security measures.While this would be a prudent political move, such a shift would most likely lead to an internal Democratic civil war. While Biden’s election efforts in 2020 hinged on just enough White Republican suburban women leaving the G.O.P., the defection of traditional minority Democrats, notably Latino, Black and Asian voters narrowed his margin of victory. Younger voters and voters of color — a key coalition — has shown the largest drop in support. But brokering a deal with the Republicans could help him shore up the nontraditional alliance that got him elected four years ago.Latinos have flummoxed Democrats in recent elections by shifting right in three of the last four national elections. This shift is about far more than immigration reform, but it is undeniable that it has been pronounced in border communities, especially in Texas and New Mexico, where the crisis is most acute. The failure of Democrats to propose meaningful border security measures has led to them being vulnerable to Republican attacks of supporting “open borders.”Mr. Biden, whose campaign has only recently and reluctantly begun to acknowledge the slide in support by Latino (in fact, all nonwhite) voters for the Democratic Party, is facing growing pressure from advocacy groups to take a more progressive position on immigration than the party in past decades — even though polling and electoral data suggest Latino voters are moving in the opposite direction.The president will have to challenge the Democrats’ established doctrine on the border and party’s view of how Latinos view border policy — a move that will reposition the Democratic coalition to better benefit from the demographic changes among Latino voters in the short, medium and long term. The rightward shift among Latino voters has exposed an uncomfortable cleavage between the Latino immigrant-advocacy groups that rose to prominence in the 1990s and the views of their first- and second-generation children, who dominate the Latino voting population.President Biden’s re-election strategy is clearly not working — but it is fixable. Immigration, the undocumented and related issues have been overemphasized by institutional Democratic Latino voices, including consultants and organizations vested in an outdated narrative. Latino voters, meanwhile, are far more focused on basic economic concerns and public safety, issues where Republicans tend to poll better among working-class voters.The immigration measures that progressive and establishment Latino Democrats favor, while desperately needed and a moral imperative, are a nonstarter for House Republicans and not terribly important to Latino voters. Mr. Biden would be smart to agree to beef up border security, restrict asylum and move on to its economic messaging, precisely the issue Latino voters are telling pollsters they want to hear more of.The president finds himself and his re-election prospects at a crossroads. He can double down on a strategy of outwardly opposing increased border protection, or he can reframe the debate and begin to rebuild the ethnic and racial coalitions that brought him and Barack Obama to power.     How Trump Is Running Differently This Time

    A wrecking ball. A bull in a China shop. A “chaos candidate.” During Donald Trump’s whirlwind rise to the presidency, his opponents and critics frequently noted his penchant for havoc. Surely, they believed, voters would not want to steer the country toward disorder and mayhem.The problem? In 2016, being a chaos candidate turned out to be a feature, not a bug, of American politics: Enough voters were tired of bland, establishment candidates and a system that didn’t improve their lives, and they put Mr. Trump over the top. The Trump team was so confident that these voters and the president were in sync that by the summer of 2020, one of his re-election campaign’s most oft-aired ads used those exact “bull in a china shop” words again.But if Mr. Trump ran before as the disrupter, don’t count on him doing so a third time in 2024. Voters don’t want chaos anymore. In my assessment of the dynamics of this election, what I see and hear is an electorate that seems to be craving stability in the economy, in their finances, at the border, in their schools and in the world. They want order, and they are open to people on the left and the right who are more likely to provide that, as we saw with the rejection of several chaos candidates in 2022, even as steady-as-she-goes incumbents sailed to re-election.And though Mr. Trump may seem a poor fit for such a moment, with his endless drama and ugly rhetoric, much of his candidacy and message so far is aimed at arguing that he can restore a prepandemic order and a sense of security in an unstable world. And unlike 2020, there’s no guarantee most voters will see President Biden as the safer bet between the two men to bring order back to America — in no small part because Mr. Biden was elected to do so and hasn’t delivered.By 2020, some of those voters who originally took a chance on President Chaos turned to what they viewed as the safer choice in Mr. Biden. Following a first Trump term marked by tweets that threatened to set off geopolitical firestorms, the global upheaval of the Covid-19 pandemic and rising domestic unrest around race, voters instead opted to send Mr. Biden to the White House with the ostensible mandate to unify the country and make politics boring again.To be fair, Mr. Trump at times seemed to see where things were headed, and tried to paint Mr. Biden as the more chaotic of the two for a brief spell in that 2020 campaign. Back then, clearly, it didn’t work — the argument that “Sleepy Joe” was secretly going to usher in more mayhem fell flat. Even Mr. Trump’s advantage over Mr. Biden among voters in exit polls on the issue of the economy was not enough to secure victory. And on potential factors like Mr. Biden’s own health, a theme Mr. Trump relished, voters in 2020 decided that Mr. Biden was healthy enough to handle the presidency by a slim 53-47 margin.     Fact-Checking Trump’s Recent Immigration Claims

    As President Biden grapples with an unwieldy crisis at the southern border, his likely 2024 rival has leveled many criticisms — including some baseless and misleading claims.Former President Donald J. Trump has drawn widespread censure after reprising a line that casts undocumented immigrants as “poisoning the blood of our country.”The remark underscored Mr. Trump’s hard-line approach to immigration, which has been central to his platform since he made his first bid for president in 2015. If elected again, he has vowed to carry out mass deportations and enact other strict policies.He and his Republican rivals have pointed to the surge of migrants at the southern border to make their political case. Some Democrats, too, have been critical of the Biden administration’s approach toward immigration.But even with legitimate lines of attack, Mr. Trump has at times turned to baseless and misleading claims during rallies in recent months.Here’s a fact check.WHAT WAS SAID“I read an article recently in a paper … about a man who runs a mental institution in South America, and by the way they’re coming from all over the world. They’re coming from Africa, from Asia, all over, but this happened to be in South America. And he was sitting, the picture was — sitting, reading a newspaper, sort of leisurely, and they were asking him, what are you doing? He goes, I was very busy all my life. I was very proud. I worked 24 hours a day. I was so busy all the time. But now I’m in this mental institution — where he’s been for years — and I’m in the mental institution and I worked very hard on my patients but now we don’t have any patients. They’ve all been brought to the United States.”— during a rally in Nevada this monthThis lacks evidence. Mr. Trump has repeatedly claimed that immigrants crossing the border are coming from “mental institutions” and jails. This particular story would seem to offer specific facts behind that assertion, but there is no evidence that such a report exists.The New York Times could not find any such news account from the start of Mr. Biden’s tenure in January 2021 to March, when Mr. Trump told the same story at a Texas rally.The Trump campaign did not respond when repeatedly asked about the source of this claim. But pressed this year by CNN for factual support for the tale, the campaign provided links that did not corroborate it.Likewise, there is no support for Mr. Trump’s broader claim that countries are “dumping” their prisoners and psychiatric patients in the United States.“We are unaware of any effort by any country or other jurisdiction to empty its mental-health institutions or its jails and prisons to send people with mental-health issues or criminals to the U.S.,” Michelle Mittelstadt, a spokeswoman for the nonpartisan research organization Migration Policy Institute, said in an email.The claim evokes elements of a mass exodus that occurred more than 40 years ago in Cuba, Ms. Mittelstadt noted: the Mariel boatlift of 1980. Some 125,000 people fled to the United States, including inmates from jails and patients from mental health institutions freed by the Cuban leader Fidel Castro.“But there has been no present-day effort by any country, to our knowledge, or any credible reporting by media or others that anything of the like is taking place,” Ms. Mittelstadt said.WHAT WAS SAID“They’ve allowed, I believe, 15 million people into the country from all of these different places like jails, mental institutions, and wait till you see what’s going to happen with all those people.”— during a rally in October in New HampshireThis lacks evidence. Setting aside the baseless suggestion that all undocumented immigrants entering the country are coming from jails and mental institutions, Mr. Trump’s estimate of 15 million is not supported by the data.Customs and Border Protection data shows that U.S. officials recorded nearly eight million encounters at its borders from February 2021, the first full month of Mr. Biden’s presidency, to October 2023.But even then, “encounter does not mean admittance,” Tom Wong, an associate professor of political science and director of the U.S. Immigration Policy Center at the University of California, San Diego, said in an email. “In fact, most encounters lead to expulsions.”For example, C.B.P. data shows that about 2.5 million expulsions occurred under Title 42, a health rule that used the coronavirus as grounds for turning back immigrants illegally crossing the border, from February 2021 until the policy ended in May.Former President Donald J. Trump has at times turned to baseless and misleading claims about immigration in recent months.Rachel Mummey for The New York TimesThe number of encounters also are based on events, not people, and therefore could include the same person more than once.The exact number of people who have entered the country without authorization is hard to pin down because there are also “gotaways” — people who crossed into the country illegally and evaded authorities.But the federal, observational estimates of such people also would not support Mr. Trump’s claim. The secretary of homeland security, Alejandro N. Mayorkas, estimated at a recent hearing that there had been more than 600,000 gotaways in fiscal year 2023, which ended in September. That is also the estimate for fiscal year 2022, according to an inspector general report. And there were more than 391,300 in fiscal year 2021, which began in October 2020 under Mr. Trump and ended in September 2021 under Mr. Biden.In terms of migrants with criminal records, officials encountered nearly 45,000 at ports of entry since the start of fiscal year 2021. Between ports of entry in that period, officials encountered another 40,000 noncitizens with criminal records.While Mr. Trump in this instance claimed the country had allowed 15 million migrants to enter, he has at other times predicted that would be the total figure by the end of Mr. Biden’s term. That would be larger than the estimated total population of unauthorized immigrants living in the United States — about 10.5 million in 2021, according to the Pew Research Center.WHAT WAS SAID“In the past three years, Biden has spent over $1 billion to put up illegal aliens in hotels, some of the most luxurious hotels in the country. Mr. Trump’s figure of homeless veterans refers to a 2022 estimate by the Department of Housing and Urban Development. That number includes about 19,500 veterans who were in shelters when the count was conducted. And both the 2022 estimate and a new tally for 2023 — which reported nearly 35,600 homeless veterans — are actually down slightly from when Mr. Trump was in office, continuing an overall downward trend since 2009.As for migrant housing, Immigration and Customs Enforcement contracted in 2021 with a nonprofit group to house border arrivals at a handful of hotels in Texas and Arizona, as a 2022 homeland security inspector general report details. The contract totaled more than $130 million and ended in 2022. The Trump administration also turned to hotels in 2020 to hold migrant children and families before expelling them.The Biden administration has not directly spent $1 billion to place immigrants in hotels. But cities are indeed facing steep costs for sheltering and caring for border arrivals — including through hotels. The Trump campaign did not indicate where Mr. Trump had obtained the $1 billion figure, but it is possible he was referring to a federal initiative that provides funding to local governments and nongovernment groups to help offset those costs.The program was in fact first authorized through 2019 legislation signed by Mr. Trump. While it allows nonfederal entities to seek grants for housing migrants in hotels and motels, it is not exclusive to that. Congress provided the program $110 million in fiscal year 2021 and $150 million in fiscal year 2022.Lawmakers recently replaced the initiative with a new shelter and services program. And experts say they are unaware of data that would support that contention.If the former president’s statement was meant to convey that terrorists more generally are “pouring in” at the border, he could be referring to the rising number of encounters at the southern border with people on a terrorism watch list. The list includes known and suspected terrorists as well as people affiliated with them.A total of 169 noncitizens on that list tried to illegally enter the United States at the southern border in fiscal year 2023, which ended in September, up from three in fiscal year 2020, according to C.B.P. statistics.Still, it is unclear what that says about the terrorism threat, said Alex Nowrasteh, vice president for economic and social policy studies at the libertarian Cato Institute. There is no record of a terrorist attack being committed on American soil by an immigrant who crossed the southern border illegally.     The former president’s remark about undocumented immigrants “poisoning the blood” of the country is one of several comments he’s made over the years regarding “good genes.”In 2020, President Donald J. Trump gave a campaign speech in Minnesota railing against refugees and criticizing protests for racial justice. Toward the end, he wrapped up with standard lines from his stump speech and praise for the state’s pioneer lineage.Then, Mr. Trump stopped to address his crowd of Minnesota supporters with an aside seeming to invoke a theory of genetic superiority.“You have good genes, you know that, right? You have good genes. A lot of it is about the genes, isn’t it, don’t you believe?” Mr. Trump told the audience. “The racehorse theory, you think we’re so different? You have good genes in Minnesota.”Mr. Trump’s mention of the racehorse theory — the idea adapted from horse breeding that good bloodlines produce superior offspring — reflected a focus on bloodlines and genetics that Mr. Trump has had for decades, and one that has received renewed attention and scrutiny in his third bid for president.In recent months, Mr. Trump has drawn widespread criticism for asserting that undocumented immigrants are “poisoning the blood of our country,” a phrase that he said first in a right-wing media interview and has in the last week repeated on the campaign trail.As with the speech in 2020, Mr. Trump’s remarks have been criticized by historians, Jewish groups and liberals, who said his language recalled the ideology of eugenics promulgated by Nazis in Germany and white supremacists in America.In a radio interview on Friday, Mr. Trump again defended his use of the phrase “poisoning the blood.” He dismissed criticism that his language echoed Nazi ideology by saying he was “not a student of Hitler” and that his statement used “blood” in crucially different ways, though he did not elaborate.But much as news articles, biographers and books about his presidency have documented Mr. Trump’s long interest in Adolf Hitler, they have also shown that Mr. Trump has frequently turned to the language of genetics as he discusses the superiority of himself and others.Mr. Trump was talking publicly about his belief that genetics determined a person’s success in life as early as 1988, when he told Oprah Winfrey that a person had “to have the right genes” in order to achieve great fortune.He would connect those views to the racehorse theory in a CNN interview with Larry King in 2007.“You can absolutely be taught things. Absolutely. You can get a lot better,” Mr. Trump told Mr. King. “But there is something. You know, the racehorse theory, there is something to the genes. And I mean, when I say something, I mean a lot.”Three years later, he would tell CNN that he was a “gene believer,” explaining that “when you connect two racehorses, you usually end up with a fast horse” and likening his “gene pool” to that of successful thoroughbreds.Michael D’Antonio, who wrote a biography of Mr. Trump in 2015, has credited this view to Mr. Trump’s father. Mr. D’Antonio told PBS’s “Frontline” in a 2017 documentary that members of the Trump family believed that “there are superior people, and that if you put together the genes of a superior woman and a superior man, you get a superior offspring.”In 2019, Mr. D’Antonio told The New York Times that Mr. Trump had said that a person’s genes at birth were a determining factor in their future, more so than anything they learned later.The former president has not just promoted his own “good genes,” but has repeatedly lauded those of British business leaders, Christian evangelical leaders, a top campaign adviser and the American industrialist Henry Ford.A Trump campaign spokesman, Steven Cheung, said in a statement that Mr. Trump in his radio interview had “reiterated he is talking about criminals and terrorists who cross the border illegally.” Mr. Cheung added, “Only the media is obsessed with racial genetics and bloodlines, and given safe haven for disgusting and vile anti-Semitic rhetoric to be spewed through their outlets.”Mr. Trump’s political career and rise to the presidency are inextricably linked to anti-immigrant rhetoric, and his tone has only grown more severe in his third run for office.In Friday’s radio interview, the conservative commentator Hugh Hewitt asked Mr. Trump to explain his use of the phrase, pressing him multiple times to respond to those who were outraged that the phrase resembled statements made by Hitler in his hate-filled manifesto, “Mein Kampf.”The former president said he had no racist intentions behind the statement. Then, he added, “I know nothing about Hitler. I’m not a student of Hitler. I never read his works.”Mr. Trump has long had a documented interest in Hitler. A table by his bed once had a copy of Hitler speeches called “My New Order,” a gift from a friend that Ivana Trump, his first wife, said she had seen him occasionally leafing through.He once asked his White House chief of staff why he lacked generals like those who reported to Hitler, calling those military leaders “totally loyal” to the Nazi dictator, according to a book on the Trump presidency by Peter Baker, a New York Times reporter, and Susan Glasser.On another occasion, he told the same aide that “well, Hitler did a lot of good things,” according to Michael C. Bender, a journalist who is now a New York Times reporter, in a 2021 book about Mr. Trump.The former president has denied making both comments. On Friday, he continued his defense by pointing out that his phrase — “poisoning the blood” — differed from passages in “Mein Kampf” in which Hitler uses “poison” and “blood” to lay out his views on how outsiders were ruining Aryan racial purity.“They say that he said something about blood,” Mr. Trump said. “He didn’t say it the way I said it, either. By the way, it’s a very different kind of a statement.” He did not explain the distinction.In “Mein Kampf,” Hitler wrote that great civilizations declined “because the originally creative race died out, as a result of contamination of the blood.” At one point, Hitler links “the poison which has invaded the national body” to an “influx of foreign blood.”Mr. Trump told Mr. Hewitt that he used “poisoning the blood” to refer to the immigrants coming from Asia, Africa and South America — though he did not mention Europeans — who he broadly claimed were coming from prisons and mental institutions.     McConnell and Other Senate Republicans Criticize Trump’s Talk on Immigrants

    The minority leader took an oblique swipe at Donald Trump’s rhetoric about migrants “poisoning the blood” of the country, but others like Senator Tommy Tuberville defended him.When Mitch McConnell, the top Republican in the Senate, was asked about former President Donald J. Trump’s now-standard stump line claiming that immigrants are “poisoning the blood of our country,” Senator McConnell delivered an indirect but contemptuous response.“Well, it strikes me it didn’t bother him when he appointed Elaine Chao secretary of transportation,” Mr. McConnell, the Senate minority leader, said. Ms. Chao, who was born in Taiwan and immigrated to America as a child, is married to Mr. McConnell.Mr. McConnell referred to a feud that has simmered for more than a year over the former president’s racist attacks against Ms. Chao. Mr. Trump, often referring to her by the derisive nickname “Coco Chow,” has suggested that she — and by extension her husband, Mr. McConnell — are beholden to China because of her connections to the country.Mr. Trump repeated his “poisoning the blood” claim at a rally in New Hampshire on Saturday, prompting an outburst of criticism from Senate Republicans this week.Senator Susan Collins of Maine told a reporter for The Independent that the former president’s remarks were “deplorable.”“That was horrible that those comments are just — they have no place, particularly from a former president,” Ms. Collins said.Senator Mike Rounds, Republican of South Dakota, denounced Mr. Trump’s language as “unacceptable.”“I think that that rhetoric is very inappropriate,” Mr. Rounds said, according to NBC News. “But this administration’s policies are feeding right into it. I think we should celebrate our diversity.”Mr. McConnell’s own oblique retort, which did not directly criticize Mr. Trump’s language, signaled that even some of the former president’s boldest Republican critics on Capitol Hill are treading lightly, as he dominates the polls in the Republican presidential race.Mr. McConnell has spent years trying to steer the party away from Mr. Trump after the riot at the Capitol by Trump supporters on Jan. 6, 2021, in large part because he views the former president as a political loser. Often when Mr. McConnell criticizes Mr. Trump he does so by saying his behavior would make it hard for him to win another presidential election.Senate Republicans are also trying to negotiate a deal with the White House, proposing sweeping restrictions on migration in exchange for approving additional military aid to Ukraine and Israel, a top priority for President Biden.Senator Chuck Schumer, Democrat of New York and the Senate majority leader, denounced Mr. Trump’s remarks on Tuesday as “despicable” but signaled that Senate Democrats would push forward with negotiations on border restrictions.“We all know there’s a problem at the border,” Mr. Schumer said. “The president does. Democrats do. And we’re going to try to solve that problem consistent with our principles.”Other Senate Republicans more delicately admonished Mr. Trump for his remarks, referring to either their own immigrant heritage or the principle that America is a nation of immigrants.“My grandfather is an immigrant, so that’s not a view I share,” John Thune, the second-ranking Senate Republican, said in a CNN interview on Monday. He added, “We are a nation of immigrants, but we’re also a nation of laws,” describing illegal immigration as “a runaway train at the Southern border.”But other Senate Republicans embraced Mr. Trump’s language. Senator Tommy Tuberville, who had defended white supremacists serving in the military before retracting his remarks this year, said that Mr. Trump’s attacks on immigrants did not go far enough.“I’m mad he wasn’t tougher than that,” Mr. Tuberville told a reporter for The Independent. “When you see what’s happening at the border? We’re being overrun. They’re taking us over.”Senator J.D.
