    Alaska Elections: Where to Vote and What’s on the Ballot

    Do not be misled by Alaska’ long history of voting for Republicans: Its slate of primaries and a special election on Tuesday offers plenty of intrigue, with multiple big names on the ballot such as former Gov. Sarah Palin and Senator Lisa Murkowski.The races pose another test of the power of an endorsement from former President Donald J. Trump. He is backing Ms. Palin, the 2008 Republican vice-presidential nominee, for the state’s lone House seat, and also supports Kelly Tshibaka, Ms. Murkowski’s main Republican rival in the Senate primary.Here is a refresher on the rules for voting and what is at stake.How to voteThe registration deadlines for voting in person and requesting an absentee ballot have passed. Alaska does not have same-day registration for primaries, though it does for presidential elections.All registered voters, regardless of party affiliation, can participate in Alaska’s newly nonpartisan primaries.Where to voteAlaska’s voters can click here to look up their assigned place to vote. Absentee ballots returned by mail must be postmarked by Tuesday and received by state election offices by Aug. 26. They can also be hand-delivered to designated drop-off locations by 8 p.m. Alaska time on Tuesday, which is also when the polls close for in-person voting.Alaska offers no-excuse absentee voting — meaning voters are not required to provide a reason — with an option to receive ballots through the state’s secure online portal. Voters can choose to return their ballots by fax instead of mail but must do so by 8 p.m. on Tuesday.What is on the ballotMs. Murkowski was one of seven Republicans in the Senate who voted to convict Mr. Trump during his impeachment trial after the Jan. 6 attack on the Capitol, drawing a backlash from the former president and his supporters in her quest for a fourth term. Mr. Trump endorsed one her opponents, Ms. Tshibaka, a former commissioner of Alaska’s Department of Administration, in the primary.Another race creating national intrigue will decide who will fill the seat of Representative Don Young, a Republican who died in March, for the remainder of his term that ends in January. Mr. Young had held the seat since he was first elected to the House in 1973.The special election is headlined by Ms. Palin, who will face Nick Begich III, a Republican and the scion of an Alaskan political dynasty, and Mary S. Peltola, a Democrat and former state legislator. Voters will rank their choices in the special election. If no candidate receives a majority, officials will eliminate the last-place finisher and reallocate supporters’ voter to the voters’ second choices until one candidate has at least 50 percent.All three candidates, along with many others, are also listed separately on the regular primary ballot for the House seat, which will determine who will compete in November to represent the state for a full two-year term starting in January.Voters will also decide various races for governor and the State Legislature.     What in the World Happened to Elise Stefanik?

    There was a time in 2016 when Elise Stefanik, now the third-ranking Republican in the House, was so disgusted by Donald Trump, she would barely mention his name. Today he proudly refers to her as “one of my killers.”She proved that again last month. In an effort to undermine confidence in the select committee investigating the violent assault on the Capitol, Ms. Stefanik said, “This is not a serious investigation. This is a partisan political witch hunt.” The committee, she said, is “illegitimate.” The hearings did not change her mind. In mid-July, before the final session planned for the summer, she referred to the committee as a “sham” and declared that “it is way worse than the impeachment witch hunt parts one and two.”Maybe Ms. Stefanik was continuing to discredit the House committee because the evidence it has produced from Trump insiders — and the compelling way the evidence has been presented — has inflicted staggering damage on Mr. Trump, even though it might not prevent him from winning the Republican presidential nomination for a third straight time. Ms. Stefanik has failed in her efforts to sabotage the committee, but it’s not for lack of trying.Ms. Stefanik’s fealty to Mr. Trump is so great that some of his advisers are mentioning her as a potential vice-presidential candidate if he runs in 2024, which he and his advisers are strongly hinting he will do.The transformation of Ms. Stefanik, who is 38, is among the most dramatic and significant in American politics. Her political conversion is a source of sadness and anger for several people I spoke to who were colleagues of hers — as I was in the White House of George W. Bush although I did not work with her directly — and who were, unlike me, once close to her. To them, Ms. Stefanik’s story is of a person who betrayed her principles and her country in a manic quest for power.Born in upstate New York, Ms. Stefanik graduated from Albany Academy for Girls and Harvard, after which she joined the Bush administration as a staff member for the Domestic Policy Council and later in the office of the White House chief of staff. She worked for the 2012 presidential campaign of Tim Pawlenty before overseeing debate preparation for the Republican vice-presidential nominee, Paul Ryan.Ms. Stefanik was elected to the House of Representatives in 2014, becoming at the time the youngest woman elected to Congress. In January 2017, Ms. Stefanik became a co-chair of the Tuesday Group, made up of moderate Republicans who served as a counterbalance to the right-wing Freedom Caucus, which was co-founded two years earlier by Mark Meadows, who later became chief of staff to Mr. Trump when he was president. At the time, Ms. Stefanik was viewed as pragmatic and highly competent, a member of the establishment wing of the Republican Party and a person Democrats felt they could do business with.But within a matter of a few years, all that changed, with Ms. Stefanik referring to herself as “ultra-MAGA and proud of it.” Because of her previous beliefs, she had to reassure Trump supporters. So last year she appeared on the podcast of the right-wing provocateur Steve Bannon, a popular figure with the Republican base who served as Mr. Trump’s chief strategist, to make her case to replace Liz Cheney as chair of the House Republican Conference. Ms. Stefanik was supported in her effort to supplant Ms. Cheney by Mr. Trump, who issued a statement giving his “complete and total endorsement” to Ms. Stefanik. And understandably so. She voted to invalidate the 2020 election and has repeated his false claims about election fraud.I spoke to several people who have worked with Ms. Stefanik over the years — some who were willing to speak on the record, others who insisted on anonymity so that they could speak candidly to help me understand what had happened to her and what her rise to power and celebrity status says about the modern-day Republican Party.Those who know Ms. Stefanik well consider her smart and talented but hollow at the core. She is an individual of “ambition unmoored to principle,” as Barbara Comstock, a Virginia Republican who served in Congress with Ms. Stefanik, told me.Margaret Hoover, the host of “Firing Line,” who worked in the Bush administration with Ms. Stefanik and was consulted by her before her run for Congress in 2014, described her as a person of “sheer ambition and not principled at all.” Another Republican — a former member of Congress who served with Ms. Stefanik and worked closely with her — also spoke to me of her towering ambition, invoking Icarus, the Greek mythological character. “She’s flying too close to the sun,” said this person, who requested anonymity in order to speak openly about her transformation.People who worked with Ms. Stefanik say that during the 2016 campaign, her reaction to Mr. Trump was quite negative and that she was particularly disgusted by his attitude toward women. She considered Mr. Trump’s comments on the “Access Hollywood” tape sickening — and like many others, she assumed he would lose the election. He didn’t, of course, and Ms. Stefanik, like so many other Republicans, began the process of accommodation. Soon hers would be complete.When the Republican Party was a George W. Bush party, she was a Bush Republican. When the Republican Party became a Trump party, she was a Trump Republican. Former colleagues of hers will tell you she meant it then and she means it now. She’s a person who takes her views from the place she finds herself — and the place she finds herself today is in a pro-Trump district and in a thoroughly Trumpified party.Several people I spoke to about Ms. Stefanik mentioned a couple of key moments in her journey to MAGA world. The first was an August 2018 visit by Mr. Trump to Fort Drum, an Army base that has a substantial economic and political impact in New York’s 21st Congressional District, which she represents. The large crowd the president drew and the enthusiasm he generated registered with Ms. Stefanik, who welcomed him. “Elise stood in front of the MAGA Trump crowd and decided to shed her old self and follow instead of lead,” Ms. Comstock told me. “It was the beginning of the end.”But the most important inflection point was the first impeachment trial of Mr. Trump, in 2019. Ms. Stefanik accused Adam Schiff, the Democratic chairman of the committee overseeing the impeachment trial, of trying to silence Republicans and clashed with the former U.S. ambassador to Ukraine Marie L. Yovanovitch, whose testimony about Mr. Trump was damning.Mr. Trump was thrilled by Ms. Stefanik’s performance; he called her a “new Republican star” on Twitter. Her life changed after that. She became much better known and was able to raise a lot of money from her new position and with her new posture.“She became a celebrity,” I was told by a Bush administration colleague of Ms. Stefanik’s who requested anonymity so this individual could speak freely about what is still a very sensitive subject. Until that point, this person said, “she hadn’t gotten fully on board the Trump train. Then she was put into first class, and she couldn’t get off. And first class is pretty plush.”I reached out twice to Ms. Stefanik’s communications director, seeking comment from the congresswoman, but received no response. Ms. Stefanik, in defending herself, has argued that she’s reflecting the views of a majority of the people in her district, and she is. Mr. Trump carried her district by 14 percentage points in 2016. “I represent farmers, manufacturers and hard-working families who want someone who stands up for them, and President Trump spoke to those people,” she told Mr. Bannon on his show.But even if you believe that the job of an elected representative is to vote according to the will of the voters rather than to owe voters one’s “judgment and conscience,” as the British parliamentarian and conservative political theorist Edmund Burke famously put it, at some point carrying out the will of the voters can become indefensible. That is certainly true if it requires a member of Congress to support a seditious president.Looking at what happened with Ms. Stefanik is sad and disturbing because people who know her say she knows better. She was willing to be shaped by circumstances, even when circumstances drove her to ugly places and to embrace conspiracy theories. Contrast this with Ms. Cheney, who was stripped of her position in the Republican leadership and replaced by Ms. Stefanik. Ms. Cheney represents the people of Wyoming on many issues that are important to them, but she drew a line when it came to a fundamental attack on our democracy. She wouldn’t cross that line. Ms. Stefanik did.Ms. Stefanik’s story is important in part because it mirrors that of so many other Republicans. They, like Ms. Stefanik, are opportunists, living completely in the moment, shifting their personas to advance their immediate political self-interests. A commitment to ethical conduct, a devotion to the common good and fidelity to truth appear to have no intrinsic worth to them. These qualities are mere instrumentalities, used when helpful but discarded when inconvenient.The politicians and former Bush administration officials I spoke to were worried that Republicans in Congress will conclude that Ms. Stefanik’s path to power is the one to emulate. The fast track to leadership is to enlist figures like Mr. Trump, Mr. Bannon and what one of my interlocutors called “the army of the base,” made up as it is of QAnon followers, Christian nationalists, right-wing talk radio aficionados and those who are determined to overturn elections.The Bush administration figure who worked with Ms. Stefanik told me that her move into MAGA-dom was illustrative because it was representative of a larger problem. “In isolation, Elise is not a particular malefactor. She’s more a symptom than a disease.” But, this individual said, she and other Republicans “could have made a difference if they had had collective courage.”They could have made the case against Mr. Trump’s malicious and unconstitutional conduct. They could have attempted to mold the sentiments of the Republican base in a healthy direction. But they refused.Never mind Ms. Stefanik. “I affix a lot of the blame on the dozens and dozens of Republican leaders who acquiesced in what they knew to be wrong,” this person said.During the Trump era, we saw a profound failure of leadership among Republican lawmakers when it came to calming down inflamed populist passions.Wise observers of politics have told me that what leadership does in a populist moment like ours is to distinguish between legitimate and illegitimate grievances. Leaders speak to legitimate grievances and channel them in constructive ways through policies. Demagogues elevate illegitimate grievances and speak to them in reckless ways. In populist times, good leaders tamp down on the bad and elevate the good. Ms. Stefanik and many, many others chose to elevate the worst.This has inflicted a grave cost on the political profession, making Americans even more cynical about the whole political enterprise. I hate to think about the message it sends younger people who are thinking about running for office.Someone who takes the route to power Ms. Stefanik has chosen “degrades and demeans public service,” Ms. Hoover told me. “Anyone who cares about our political system should find what she’s done so deeply offensive. We deserve better. Our country deserves better, and those who came before us deserve better.”At the end of my conversation with Ms. Comstock, I asked for her assessment of the game Ms. Stefanik is playing.“I do believe this catches up with people,” she said. “There might be what appears as a short-term benefit, but situations like this often spectacularly fail.”“I don’t view Elise’s story as a success story,” she added. “It won’t end well.     Tom Rice, G.O.P. Congressman Who Voted to Impeach Trump, Stands by His Vote

    CONWAY, S.C. — Tom Rice, the South Carolina congressman who was one of 10 House Republicans to vote to impeach President Donald J. Trump after the Jan. 6 attacks, has a catchall term to describe the former president’s crusade against him: Trump’s Very Presidential Traveling Revenge Circus.Mr. Trump has made unseating Mr. Rice, a five-term congressman, one of his top priorities in the state’s primary elections on Tuesday. He threw his support in the Republican primary for Mr. Rice’s seat behind State Representative Russell Fry, calling into a rally for Mr. Fry this week and describing Mr. Rice as a “back-stabbing RINO,” the acronym for Republican in name only, a conservative slur.“He lifted up his hand and that was the end of his political career — or we hope it was,” Mr. Trump said of Mr. Rice’s vote to impeach him.In a 35-minute interview on Friday alongside his wife, Wrenzie, after a barbecue luncheon campaign event, Mr. Rice sounded every bit like a man in the fight for his political life.     Jan. 6 Was a ‘War Scene,’ and Trump Was the Director

    There is every reason to be skeptical, even cynical, about the effect and impact of the Jan. 6 hearings on the political landscape.For one thing, most of the details of what happened are already in the public record. We already know that Donald Trump and his allies were engaged in a conspiracy to subvert the 2020 presidential election and overturn the constitutional order. We already know that one of their plans was to derail certification of the election by Congress and use the resulting confusion to certify fraudulent electors for Trump instead. We already know that the “stop the steal” rally on the ellipse across from the White House was organized to put pressure on both Republican lawmakers and Vice President Mike Pence to follow through and “do the right thing,” as Trump put it.We have the memos and emails and text messages from Trump’s allies in and outside of Congress, each person trying to do as much as possible to help the former president realize his autocratic dreams. We know that Senators Ted Cruz and Mike Lee corresponded with the White House, pledging their support and assistance for the president’s efforts to contest the election. We know that John Eastman, a prominent member of the conservative legal establishment, wrote detailed guidance for Trump and his team, giving step-by-step instructions on how Pence could abuse the process to keep Joe Biden from ever taking office.We already know about — we already saw with our own eyes — the assault on the Capitol, the threats against the vice president and the heroism of the Capitol Police. And we know, or at least some of us know, that Jan. 6 was just the beginning and that Trump has continued to use all the power and influence at his disposal to put pro-coup Republicans on the ballot in as many states as possible. The insurrection may be over, but the plot to steal the presidency is intact.If all of this is already in the public record — if all of it is already part of our public knowledge — why bother with hearings?The right answer, I think, is spectacle.Most political theater is tedious and partisan. Cheap meat for a hungry base. But there are times when these theatrics can serve a real purpose for the public at large.In an article in the Fordham Law Review, Josh Chafetz — a law professor at Georgetown — makes a novel distinction between traditional congressional oversight and what he terms congressional “overspeech.”Oversight is (or at least is supposed to be) about good-faith fact-finding for the sake of public accountability — a central part of Congress’s role as it has developed over time. In this view, Chafetz writes, oversight hearings should be “primarily receptive in nature,” aimed at “drawing out new facts or at least new implications of old facts.”Overspeech, by contrast, is the “use of the tools of oversight” for performance, spectacle and theatricality. Overspeech is used to communicate directly to the public, to make an argument and to shape its views. It is a form of mass politics, in which “overspeakers” tailor their approach “to the media environment in which they operate” and “shape their behavior as to increase the likelihood of favorable coverage.”If oversight is meant to be the bloodless investigation of facts, then overspeech, Chafetz writes, is defined by its “performative elements, ranging from casting to scripting, from scenery to costuming, all of it aimed at more effectively communicating a public message.”Because it is often partisan, overspeech is also intentionally and deliberately divisive. And while this might seem to put it in conflict with the goal of public persuasion, Chafetz argues that the reality isn’t so simple. “In October 1973, the first votes in the House Judiciary Committee on matters related to impeachment were strong party-line votes,” he writes. “Nine months later, six of the committee’s seventeen Republicans voted for the first article of impeachment.” What started as a partisan issue, he continues, “became something else over time.”The Jan. 6 hearings should be about more than the facts of the investigation. They should be about the performance of those facts. The hearings, in short, should be a show, aimed directly at the casual viewer who might be too preoccupied with the price of gas or food to pay attention to an ordinary congressional hearing. And Democrats inclined to make them “bipartisan” or evenhanded should reject the temptation; it might do more good — it might be more effective — if this spectacle is full of rancor and fireworks.Spectacle is what we need, and judging from the first night of televised hearings on Thursday, spectacle is what we’re going to get. The members of the committee were direct and sharp-tongued — “There will come a day when Donald Trump is gone,” Representative Liz Cheney said to her Republican colleagues during her opening statement, “but your dishonor will remain” — and they did not shy away from the chaos, disorder and excruciating violence of the insurrection.At one point, a police officer who was injured at the Capitol, Caroline Edwards, testified to seeing “officers on the ground. They were bleeding. They were throwing up. I saw friends with blood all over their faces. I was slipping in people’s blood. I was catching people as they fell. It was carnage. It was chaos.”“I can remember my breath catching in my throat because what I saw was just a war scene,” she said. “It was something like I had seen out of the movies.”There is a larger point to make here as well. For the past year, Democrats have struggled to break through to the public; they have struggled to sell their accomplishments, such as they are. The Biden administration, in particular, has made a conscious decision to stick to so-called kitchen table or pocketbook issues and let its actions speak for themselves. But passivity of this sort does nothing but cede the field to one’s opponents.Because they promise to be an event, the Jan. 6 hearings give Biden a chance to take another approach: to fan emotion and use conflict, not conciliation, to make his case. There are no guarantees of success, but at the very least, both he and the Democratic Party have a chance to seize the initiative.     Jan. 6 Inquiry Votes Aren’t Costing G.O.P. Incumbents in Primaries, Yet

    When 35 Republicans defied Donald J. Trump to vote in favor of an independent, bipartisan investigation into the Jan. 6 attack on the Capitol, they immediately braced for backlash from the former president’s most loyal voters.But it hasn’t quite hit as hard as expected — at least not yet.Only one of the 35 has lost a primary challenge, while least 10 of the 13 incumbents in contested races had survived primary challenges as of Wednesday. (Nine of the 35 who voted for the panel opted to retire or have resigned.)The fate of two incumbents whose races had elections on Tuesday still has not been determined, with Representative David Valadao of California expected to advance to the November election after appearing to finish second in Tuesday’s open primary and Representative Michael Guest of Mississippi being pushed into a June 28 runoff after narrowly trailing Michael Cassidy.The lone casualty so far has been Representative David McKinley of West Virginia, who lost a May primary to Representative Alex Mooney, a Republican colleague who had been endorsed by Mr. Trump in the newly drawn Second District. Their districts were consolidated after West Virginia lost a seat in the House because of the state’s declining population.There are plenty of high-profile opportunities for Mr. Trump in the months ahead to settle scores with Republicans who voted for the plan to form the independent commission, a proposal that ultimately died in the Senate. A House committee that is investigating the riot at the Capitol will hold a televised hearing in prime time on Thursday.Here are some key races involving Republicans who voted for a commission:In Wyoming, Representative Liz Cheney was ousted last year from her House leadership post and punished by Republicans in her home state after voting to impeach Mr. Trump for his role in the Capitol attack. She will face Harriet Hageman, a Trump-endorsed challenger, in an Aug. 16 primary that is drawing national attention.In South Carolina, Representative Tom Rice is fighting for his survival in a seven-way primary that features Russell Fry, a state legislator who was endorsed by Mr. Trump. Mr. Rice also voted for impeachment and said he was willing to stake his political career on that position.In Michigan, where Mr. Trump’s attempts to domineer the Republican Party have encountered some notable setbacks, Representative Peter Meijer has drawn the wrath of the former president. Calling Mr. Meijer a “RINO” — a Republican in name only — Mr. Trump endorsed John Gibbs, the conservative challenger to Mr. Meijer in the Aug. 2 primary.As a result of redistricting in Illinois, Representative Rodney Davis is locked in a primary battle with Representative Mary Miller, a House colleague who has been endorsed by Mr. Trump. The primary is June 28. Ms. Miller was one of 175 Republicans who voted against the commission in the House, which is controlled by Democrats.In Florida, the pro-Trump America First political committee named Representative Carlos Gimenez as its “top target for removal from Congress.” Mr. Gimenez will face two challengers in the Aug. 23 primary, including Ruth Swanson, who has said that the 2020 election was “thrown” and has contributed campaign funds to Project Veritas, the conservative group.     The turbulent aftermath of the Trump era is taking the possibility of a divided government to new levels of intensity, as some Republicans appear eager to target President Biden and his family.WASHINGTON — President Biden’s legal team is laying the groundwork to defend against an expected onslaught of oversight investigations by congressional Republicans, should they take one or both chambers in the midterm elections — including preparing for the possibility of impeachment as payback for the two impeachments of President Donald J. Trump.As part of those preparations, Mr. Biden and his White House counsel, Dana Remus, have hired Richard A. Sauber, a longtime white-collar defense lawyer who is now the top lawyer at the Department of Veterans Affairs, to oversee responses to subpoenas and other oversight efforts, according to people who spoke on the condition of anonymity to discuss internal matters.Mr. Biden’s personal lawyer, Bob Bauer, and Ms. Remus have also been meeting for months to work out potential divisions of labor between White House lawyers and outside counsel, according to people briefed on the matter.The arrangement is said to be aimed at respecting the limits of what taxpayer-funded lawyers should handle and ensuring that Mr. Biden’s two sets of lawyers do not mix work in a way that could inadvertently undermine executive and attorney-client privilege protecting what lawyers know from any subpoenas for their testimony or notes.It is a routine dynamic of Washington life that when one party controls both elected branches of government, Congress goes easy on oversight. When government is divided, the opposition party is much more aggressive about wielding subpoenas and oversight hearings to try to uncover and highlight incompetence or wrongdoing by the executive branch.But the turbulence of the Trump era and its aftermath are taking that to new levels of intensity, and some Republicans appear eager to focus on Mr. Biden and his family — particularly the foreign business dealings of his son Hunter Biden. A handful of far-right Republicans have already signed onto a flurry of impeachment resolutions.Republicans have also signaled an intent to scrutinize various matters related to the pandemic that could reach into the White House, including the administration’s imposition of mask mandates and the extension of an evictions moratorium, both of which were later blocked in court. A particular target is Dr. Anthony S. Mayorkas.Late last year, Senator Ted Cruz, Republican of Texas, said on a podcast that because House Democrats had twice impeached Mr. Trump — for withholding military aid to Ukraine while pressing it to open an investigation into the Bidens, and for “incitement of insurrection” over the Jan. 6 Capitol riot — “there’ll be enormous pressure on a Republican House to begin impeachment proceedings” against Mr. Biden, “whether it’s justified or not.”It remains to be seen whether Democrats will lose one or both chambers in the midterm elections, giving Republicans the power to open investigations and pursue subpoenas. He spent years at the Robbins Russell law firm in Washington, where he specialized in representing companies and people facing congressional and other governmental investigations.Among his clients was Susan Rice, a top official in the Obama and Biden administrations, during the Republican-led investigation into the 2012 attack in Benghazi, Libya. Another was Mary L. Schapiro, a former chairwoman of the Securities and Exchange Commission, in 2011, when she was under scrutiny by both Congress and an inspector general.Mr. Sauber, who is known as Dick, will have the title “special counsel to the president,” which no other White House lawyer in the Biden administration has had, the people said. That reflects the elevated role his oversight portfolio is anticipated to have next year compared with what it has been under the lawyer he is succeeding, Jonathan Su, a deputy White House counsel.“Dick is an excellent lawyer who brings decades of experience that will be a valuable asset,” Ian Sams, a White House spokesman, said in a statement, adding that “we are ensuring the White House is prepared for the issues we are facing or will face in the future.”The secretary of veterans affairs, Denis McDonough, praised Mr. Sauber’s work at the department. “He has a deep understanding of government,” Mr. McDonough said in a statement, noting that he would be a welcome addition to the White House.The White House has also added Mr. Sams to focus full-time on oversight matters.     In the days after the attack, Representative Kevin McCarthy planned to tell Mr. Trump to resign. Senator Mitch McConnell told allies impeachment was warranted. But their fury faded fast.In the days after the Jan. 6 attack on the Capitol building, the two top Republicans in Congress, Representative Kevin McCarthy and Senator Mitch McConnell, told associates they believed President Trump was responsible for inciting the deadly riot and vowed to drive him from politics. Mr. McCarthy went so far as to say he would push Mr. Trump to resign immediately: “I’ve had it with this guy,” he told a group of Republican leaders.But within weeks both men backed off an all-out fight with Mr. Trump because they feared retribution from him and his political movement. Their drive to act faded fast as it became clear it would mean difficult votes that would put them at odds with most of their colleagues.“I didn’t get to be leader by voting with five people in the conference,” Mr. McConnell, the Senate Republican leader, told a friend.The confidential expressions of outrage from Mr. McCarthy and Mr. McConnell, which have not been previously reported, illustrate the immense gulf between what Republican leaders say privately about Mr. Trump and their public deference to a man whose hold on the party has gone virtually unchallenged for half a decade.The leaders’ swift retreat in January 2021 represented a capitulation at a moment of extraordinary political weakness for Mr. Trump — perhaps the last and best chance for mainstream Republicans to reclaim control of their party from a leader who had stoked an insurrection against American democracy itself.This account of the private discussions among Republican leaders in the days after the Jan. 6 attack is adapted from a new book, “This Will Not Pass: Trump, Biden and the Battle for America’s Future,” which draws on hundreds of interviews with lawmakers and officials, and contemporaneous records of pivotal moments in the 2020 presidential campaign.Mr. McConnell’s office declined to comment. In public after Jan. 6, Mr. McCarthy issued a careful rebuke of Mr. Trump, saying that he “bears responsibility” for the mob that tried to stop Congress from officially certifying the president’s loss. But he declined to condemn him in sterner language.In private, Mr. McCarthy went much further.On a phone call with several other top House Republicans on Jan. 8, Mr. McCarthy said Mr. Trump’s conduct on Jan. 6 had been “atrocious and totally wrong.” He faulted the president for “inciting people” to attack the Capitol, saying that Mr. Trump’s remarks at a rally on the National Mall that day were “not right by any shape or any form.”During that conversation, Mr. McCarthy inquired about the mechanism for invoking the 25th Amendment — the process whereby the vice president and members of the cabinet can remove a president from office — before concluding that was not a viable option. Mr. McCarthy, who was among those who objected to the election results, was uncertain and indecisive, fretting that the Democratic drive to impeach Mr. Trump would “put more fuel on the fire” of the country’s divisions.But Mr. McCarthy’s resolve seemed to harden as the gravity of the attack — and the potential political fallout for his party — sank in. Two members of Mr. Trump’s cabinet had quit their posts after the attack and several moderate Republican governors had called for the president’s resignation. Now he planned to call Mr. Trump and tell him it was time for him to go.“What he did is unacceptable. Nobody can defend that and nobody should defend it,” he told the group.Mr. McCarthy said he would tell Mr. Trump of the impeachment resolution: “I think this will pass, and it would be my recommendation you should resign.”He acknowledged it was unlikely Mr. Trump would follow that suggestion.Mr. McCarthy spent the four years of Mr. Trump’s presidency as one of the White House’s most obedient supporters in Congress. Since Mr. Trump’s defeat, Mr. McCarthy has appeased far-right members of the House, some of whom are close to the former president. Members such as Lauren Boebert of Colorado had done so much to stoke paranoia about the 2020 election and made offensive comments online about the Capitol attack.“We can’t put up with that,” Mr. McCarthy said, adding, “Can’t they take their Twitter accounts away, too?”Mr. McCarthy “never said that particular members should be removed from Twitter,” Mr. Bednar said.Other Republican leaders in the House agreed with Mr. McCarthy that the president’s behavior deserved swift punishment. Representative Steve Scalise of Louisiana, the second-ranking House Republican, said on one call that it was time for the G.O.P. to contemplate a “post-Trump Republican House,” while Representative Tom Emmer of Minnesota, the head of the party’s House campaign committee, suggested censuring Mr. Trump.Yet none of the men followed through on their tough talk in those private conversations.In the following days, Mr. McCarthy heard from some Republican lawmakers who advised against confronting Mr. Trump. In one group conversation, Representative Bill Johnson of Ohio cautioned that conservative voters back home “go ballistic” in response to criticism of Mr. Trump, demanding that Republicans instead train their denunciations on Democrats, such as Hillary Clinton and Hunter Biden.“I’m just telling you that that’s the kind of thing that we’re dealing with, with our base,” Mr. Johnson said.When only 10 House Republicans joined with Democrats to support impeaching Mr. Trump on Jan. 13, the message to Mr. McCarthy was clear.By the end of the month, he was pursuing a rapprochement with Mr. Trump, visiting him at Mar-a-Lago and posing for a photograph.
