    Meta Removes Chinese Effort to Influence U.S. Elections

    Meta, the parent company of Facebook and Instagram, said on Tuesday that it had discovered and taken down what it described as the first targeted Chinese campaign to interfere in U.S. politics ahead of the midterm elections in November.Unlike the Russian efforts over the last two presidential elections, however, the Chinese campaign appeared limited in scope — and clumsy at times.The fake posts began appearing on Facebook and Instagram, as well as on Twitter, in November 2021, using profile pictures of men in formal attire but the names of women, according to the company’s report.The users later posed as conservative Americans, promoting gun rights and opposition to abortion, while criticizing President Biden. By April, they mostly presented themselves as liberals from Florida, Texas and California, opposing guns and promoting reproductive rights. They mangled the English language and failed to attract many followers.Two Meta officials said they could not definitively attribute the campaign to any group or individuals. Yet the tactics reflected China’s growing efforts to use international social media to promote the Communist Party’s political and diplomatic agenda.What made the effort unusual was what appeared to be the focus on divisive domestic politics ahead of the midterms.In previous influence campaigns, China’s propaganda apparatus concentrated more broadly on criticizing American foreign policy, while promoting China’s view of issues like the crackdown on political rights in Hong Kong and the mass repression in Xinjiang, the mostly Muslim region where hundreds of thousands were forced into re-education camps or prisons.Ben Nimmo, Meta’s lead official for global threat intelligence, said the operation reflected “a new direction for Chinese influence operations.”“It is talking to Americans, pretending to be Americans rather than talking about America to the rest of the world,” he added later. “So the operation is small in itself, but it is a change.”The operation appeared to lack urgency and scope, raising questions about its ambition and goals. It involved only 81 Facebook accounts, eight Facebook pages and one group. By July, the operation had suddenly shifted its efforts away from the United States and toward politics in the Czech Republic.The posts appeared during working hours in China, typically when Americans were asleep. They dropped off noticeably during what appeared to be “a substantial lunch break.”In one post, a user struggled with clarity: “I can’t live in an America on regression.”Even if the campaign failed to go viral, Mr. Nimmo said the company’s disclosure was intended to draw attention to the potential threat of Chinese interference in domestic affairs of its rivals.Meta also announced that it had taken down a much larger Russian influence operation that began in May and focused primarily on Germany, as well as France, Italy and Britain.The company said it was “the largest and most complex” operation it had detected from Russia since the war in Ukraine began in February.The campaign centered around a network of 60 websites that impersonated legitimate news organizations in Europe, like Der Spiegel, Bild, The Guardian and ANSA, the Italian news agency.The sites would then post original articles criticizing Ukraine, warning about Ukrainian refugees and arguing that economic sanctions against Russia would only backfire. Those articles were then promoted across the internet, including on Facebook and Instagram, but also on Twitter and Telegram, the messaging app, which is widely used in Russia.The Russian operation involved 1,633 accounts on Facebook, 703 pages and one group, as well as 29 different accounts on Instagram, the company’s report said. About 4,000 accounts followed one or more of the Facebook pages. As Meta moved to block the operation’s domains, new websites appeared, “suggesting persistence and continuous investment in this activity.”Meta began its investigation after disclosures in August by one of Germany’s television networks, ZDF. As in the case of the Chinese operation, it did not explicitly accuse the government of the Russian president, Vladimir V. Putin, though the activity clearly mirrors the Kremlin’s extensive information war surrounding its invasion.“They were kind of throwing everything at the wall and not a lot of it was sticking,” said David Agranovich, Meta’s director of threat disruption. “It doesn’t mean that we can say mission accomplished here.”Meta’s report noted overlap between the Russian and Chinese campaigns on “a number of occasions,” although the company said they were unconnected. The overlap reflects the growing cross-fertilization of official statements and state media reports in the two countries, especially regarding the United States.The accounts associated with the Chinese campaign posted material from Russia’s state media, including those involving unfounded allegations that the United States had secretly developed biological weapons in Ukraine.A French-language account linked to the operation posted a version of the allegation in April, 10 days after it had originally been posted by Russia’s Ministry of Defense on Telegram.     The Midterm Election’s Most Dominant Toxic Narratives

    Ballot mules. Poll watch parties. Groomers.These topics are now among the most dominant divisive and misleading narratives online about November’s midterm elections, according to researchers and data analytics companies. On Twitter, Facebook, Reddit, Truth Social and other social media sites, some of these narratives have surged in recent months, often accompanied by angry and threatening rhetoric.The effects of these inflammatory online discussions are being felt in the real world, election officials and voting rights groups said. Voters have flooded some local election offices with misinformed questions about supposedly rigged voting machines, while some people appear befuddled about what pens to use on ballots and whether mail-in ballots are still legal, they said.“Our voters are angry and confused,” Lisa Marra, elections director in Cochise County, Ariz., told a House committee last month. “They simply don’t know what to believe.”The most prevalent of these narratives fall into three main categories: continued falsehoods about rampant election fraud; threats of violence and citizen policing of elections; and divisive posts on health and social policies that have become central to political campaigns. Trump continuing to protest that the 2020 presidential election was stolen from him.Voter fraud is rare, but that falsehood about the 2020 election has become a central campaign issue for dozens of candidates around the country, causing misinformation and toxic content about the issue to spread widely online.“Stolen election” was mentioned 325,589 times on Twitter from June 19 to July 19, a number that has been fairly steady throughout the year and that was up nearly 900 percent from the same period in 2020, according to Zignal Labs, a media research firm.On the video-sharing site Rumble, videos with the term “stop the steal” or “stolen election” and other claims of election fraud have been among the most popular. In May, such posts attracted 2.5 million viewers, more than triple the total from a year earlier, according to Similarweb, a digital analytics firm.More recently, misinformation around the integrity of voting has metastasized. More conspiracy theories are circulating online about individuals submitting fraudulent ballots, about voting machines being rigged to favor Democrats and about election officials switching the kinds of pens that voters must use to mark ballots in order to confuse them.The State of the 2022 Midterm ElectionsWith the primaries over, both parties are shifting their focus to the general election on Nov. 8.Inflation Concerns Persist: In the six-month primary season that has just ended, several issues have risen and fallen, but nothing has dislodged inflation and the economy from the top of voters’ minds.Herschel Walker: The Republican Senate candidate in Georgia claimed his business donated 15 percent of its profits to charities. Three of the four groups named as recipients say they didn’t receive money.North Carolina Senate Race: Are Democrats about to get their hearts broken again? The contest between Cheri Beasley, a Democrat, and her G.O.P. opponent, Representative Ted Budd, seems close enough to raise their hopes.Echoing Trump: Six G.O.P. nominees for governor and the Senate in critical midterm states, all backed by former President Donald J. Trump, would not commit to accepting this year’s election results.These conspiracy theories have in turn spawned new terms, such as “ballot trafficking” and “ballot mules,” which is used to describe people who are paid to cast fake ballots. The terms were popularized by the May release of the film “2000 Mules,” a discredited movie claiming widespread voter fraud in the 2020 election. From June 19 to July 19, “ballot mules” was mentioned 17,592 times on Twitter; it was not used before the 2020 election, according to Zignal.In April, the conservative talk show host Charlie Kirk interviewed the stars of the film, including Catherine Engelbrecht of the nonprofit voting group True the Vote. Mr. Kirk’s interview has garnered more than two million views online.“A sense of grievance is already in place,” said Kyle Weiss, a senior analyst at Graphika, a research firm that studies misinformation and fake social media accounts. Among those who shared it was Dinesh D’Souza, the creator of “2000 Mules,” who has 2.4 million followers on Twitter.In July, Seth Keshel, a retired Army captain who has challenged the result of the 2020 presidential election, shared a message on Telegram calling for “all-night patriot tailgate parties for EVERY DROP BOX IN AMERICA.” The post was viewed more than 70,000 times.Anger toward the F.B.I. is also reflected in midterm-related conversations, with a rise in calls to shut down or defund the agency after last month’s raid of Mr. Trump’s Florida residence, Mar-a-Lago.“Abolish FBI” became a trending hashtag across social media, mentioned 122,915 times on Twitter, Facebook, Reddit and news sites from July 1 to Aug. 30, up 1,990 percent from about 5,882 mentions in the two months before the 2020 election, according to Zignal.In a video posted on Twitter on Sept. 20, Representative Andrew Clyde, Republican of Georgia, implied that he and others would take action against the F.B.I. if Republicans won control of Congress in November.“You wait till we take the House back. You watch what happens to the F.B.I.,” he said in a video captured by a left-leaning online show, “The Undercurrent,” and shared more than 1,000 times on Twitter within a few hours. We went from Reading Rainbow to Randy Rainbow in a few decades, but don’t dare say the Left is grooming our kids!” The tweet was shared nearly 2,000 times and liked nearly 10,000 times.Ms. Boebert and Ms. Taylor Greene did not respond to requests for comment.On Facebook and Instagram, 59 ads also promoted the narrative that the L.G.B.T.Q.+ community and allies were “grooming” children, the report found.     As Midterms Loom, Mark Zuckerberg Shifts Focus Away From Elections

    Mark Zuckerberg, Facebook’s chief executive, made securing the 2020 U.S. election a top priority. He met regularly with an election team, which included more than 300 people from across his company, to prevent misinformation from spreading on the social network. He asked civil rights leaders for advice on upholding voter rights.The core election team at Facebook, which was renamed Meta last year, has since been dispersed. Roughly 60 people are now focused primarily on elections, while others split their time on other projects. They meet with another executive, not Mr. Zuckerberg. And the chief executive has not talked recently with civil rights groups, even as some have asked him to pay more attention to the midterm elections in November.Safeguarding elections is no longer Mr. Zuckerberg’s top concern, said four Meta employees with knowledge of the situation. Instead, he is focused on transforming his company into a provider of the immersive world of the metaverse, which he sees as the next frontier of growth, said the people, who were not authorized to speak publicly.The shift in emphasis at Meta, which also owns Instagram and WhatsApp, could have far-reaching consequences as faith in the U.S. electoral system reaches a brittle point. The hearings on the Jan. 6 Capitol riots have underlined how precarious elections can be. And dozens of political candidates are running this November on the false premise that former President Donald J. Trump was robbed of the 2020 election, with social media platforms continuing to be a key way to reach American voters.Election misinformation remains rampant online. This month, “2000 Mules,” a film that falsely claims the 2020 election was stolen from Mr. Trump, was widely shared on Facebook and Instagram, garnering more than 430,000 interactions, according to an analysis by The New York Times. Twitter, which stopped labeling and removing election misinformation in March 2021, has been preoccupied with its $44 billion sale to Elon Musk, three employees with knowledge of the situation said. Mr. Musk has suggested he wants fewer rules about what can and cannot be posted on the service.“Companies should be growing their efforts to get prepared to protect the integrity of elections for the next few years, not pulling back,” said Katie Harbath, chief executive of the consulting firm Anchor Change, who formerly managed election policy at Meta. “Many issues, including candidates pushing that the 2020 election was fraudulent, remain and we don’t know how they are handling those.”Meta, which along with Twitter barred Mr. Trump from its platforms after the riot at the U.S. Capitol on Jan. 6, 2021, has worked over the years to limit political falsehoods on its sites. Tom Reynolds, a Meta spokesman, said the company had “taken a comprehensive approach to how elections play out on our platforms since before the U.S. 2020 elections and through the dozens of global elections since then.”Mr. Reynolds disputed that there were 60 people focused on the integrity of elections. He said Meta has hundreds of people across more than 40 teams focused on election work. With each election, he said, the company was “building teams and technologies and developing partnerships to take down manipulation campaigns, limit the spread of misinformation and maintain industry-leading transparency around political ads and pages.”Trenton Kennedy, a Twitter spokesman, said the company was continuing “our efforts to protect the integrity of election conversation and keep the public informed on our approach.” For the midterms, Twitter has labeled the accounts of political candidates and provided information boxes on how to vote in local elections.How Meta and Twitter treat elections has implications beyond the United States, given the global nature of their platforms. In Brazil, which is holding a general election in October, President Jair Bolsonaro has recently raised doubts about the country’s electoral process. Latvia, Bosnia and Slovenia are also holding elections in October.“People in the U.S. are almost certainly getting the Rolls-Royce treatment when it comes to any integrity on any platform, especially for U.S. elections,” said Sahar Massachi, the executive director of the think tank Integrity Institute and a former Facebook employee. “And so however bad it is here, think about how much worse it is everywhere else.”Facebook’s role in potentially distorting elections became evident after 2016, when Russian operatives used the site to spread inflammatory content and divide American voters in the U.S. presidential election. In 2018, Mr. Zuckerberg testified before Congress that election security was his top priority.“The most important thing I care about right now is making sure no one interferes in the various 2018 elections around the world,” he said.The social network has since become efficient at removing foreign efforts to spread disinformation in the United States, election experts said. But Facebook and Instagram still struggle with conspiracy theories and other political lies on their sites, they said.In November 2019, Mr. Zuckerberg hosted a dinner at his home for civil rights leaders and held phone and Zoom conference calls with them, promising to make election integrity a main focus.He also met regularly with an election team. More than 300 employees from various product and engineering teams were asked to build new systems to detect and remove misinformation. Facebook also moved aggressively to eliminate toxic content, banning QAnon conspiracy theory posts and groups in October 2020.Around the same time, Mr. Zuckerberg and his wife, Priscilla Chan, donated $400 million to local governments to fund poll workers, pay for rental fees for polling places, provide personal protective equipment and other administrative costs.The week before the November 2020 election, Meta also froze all political advertising to limit the spread of falsehoods.But while there were successes — the company kept foreign election interference off the platform — it struggled with how to handle Mr. Trump, who used his Facebook account to amplify false claims of voter fraud. After the Jan. 6 riot, Facebook barred Mr. Trump from posting. He is eligible for reinstatement in January 2023.Last year, Frances Haugen, a Facebook employee-turned-whistle-blower, filed complaints with the Securities and Exchange Commission accusing the company of removing election safety features too soon after the 2020 election. Facebook prioritized growth and engagement over security, she said.In October, Mr. Zuckerberg announced Facebook would focus on the metaverse.     Meta Will Give Researchers More Information on Political Ad Targeting

    Meta, which owns Facebook and Instagram, said that it planned to give outside researchers more detailed information on how political ads are targeted across its platform, providing insight into the ways that politicians, campaign operatives and political strategists buy and use ads ahead of the midterm elections.Starting on Monday, academics and researchers who are registered with an initiative called the Facebook Open Research and Transparency project will be allowed to see data on how each political or social ad was used to target people. The information includes which interest categories — such as “people who like dogs” or “people who enjoy the outdoors” — were chosen to aim an ad at someone.In addition, Meta said it planned to include summaries of targeting information for some of its ads in its publicly viewable Ad Library starting in July. The company created the Ad Library in 2019 so that journalists, academics and others could obtain information and help safeguard elections against the misuse of digital advertising.While Meta has given outsiders some access into how its political ads were used in the past, it has restricted the amount of information that could be seen, citing privacy reasons. Critics have claimed that the company’s system has been flawed and sometimes buggy, and have frequently asked for more data.That has led to conflicts. Meta previously clashed with a group of New York University academics who tried ingesting large amounts of self-reported data on Facebook users to learn more about the platform. The company cut off access to the group last year, citing violations of its platform rules.The new data that is being added to the Facebook Open Research Transparency project and the Ad Library is a way to share information on political ad targeting while trying to keep data on its users private, the company said.“By making advertiser targeting criteria available for analysis and reporting on ads run about social issues, elections and politics, we hope to help people better understand the practices used to reach potential voters on our technologies,” the company said in a statement.With the new data, for example, researchers browsing the Ad Library could see that over the course of a month, a Facebook page ran 2,000 political ads and that 40 percent of the ad budget was targeted to “people who live in Pennsylvania” or “people who are interested in politics.”Meta said it had been bound by privacy rules and regulations on what types of data it could share with outsiders. In an interview, Jeff King, a vice president in Meta’s business integrity unit, said the company had hired thousands of workers over the past few years to review those privacy issues.“Every single thing we release goes through a privacy review now,” he said. “We want to make sure we give people the right amount of data, but still remain privacy conscious while we do it.”The new data on political ads will cover the period from August 2020, three months before the last U.S. presidential election, to the present day.     Who’s Unhappy With Schools? People Without School-Age Kids.

    Tucked into a New Yorker article by Jill Lepore about the spate of school board fights over just about everything was a statistic that caught my eye. Despite all the ink spilled lately about clashes over masking, critical race theory and which books to assign (or ban), American parents are happy overall with their children’s education. Lepore explains:In “Making Up Our Mind: What School Choice Is Really About,” the education scholars Sigal R. Ben-Porath and Michael C. Johanek point out that about nine in 10 children in the United States attend public school, and the overwhelming majority of parents — about eight in 10 — are happy with their kids’ schools.Though I am quite happy with my children’s public school, am surrounded by parents who are mostly happy with their kids’ public schools and, when I was a kid, attended a public school that my parents were basically happy with, I was still surprised the number was that high.I would have thought that the latest numbers about parental satisfaction might be lower because of all the pandemic-related chaos. But according to Gallup, which has tracked school satisfaction annually since 1999, in 2021, “73 percent of parents of school-aged children say they are satisfied with the quality of education their oldest child is receiving.” More parents were satisfied in 2021 than they were in 2013 and 2002, when satisfaction dipped into the 60s, and in 2019, we were at a high point in satisfaction — 82 percent — before the Covid pandemic dealt schools a major blow.Digging deeper into the Gallup numbers revealed that the people who seem to be driving the negative feelings toward American schools do not have children attending them: Overall, only 46 percent of Americans are satisfied with schools. Democrats, “women, older adults and lower-income Americans are more likely than their counterparts to say they are satisfied with K-12 education,” Gallup found. My hypothesis is that it’s a bit like the adage about Congress: People tend to like their own representatives (that’s why they keep sending them back year after year) but tend to have a dim view of Congress overall.Polling done by the Charles Butt Foundation shows a similar dynamic playing out in Texas, a state where book bans have been well publicized and an anti-critical race theory bill was signed into law in December. The third annual poll, which was of 1,154 Texas adults, found:The share of public school parents giving their local public schools an A or B grade is up 12 percentage points in two years to 68 percent in the latest statewide survey on public education by the Charles Butt Foundation. In contrast with the increase among parents, there’s a decline in school ratings among those without a child currently enrolled in K-12 schools. Forty-eight percent of nonparents now give their local public schools A’s and B’s, versus 56 percent a year ago.This isn’t to say that our education system, broadly speaking, is humming along perfectly. There are so many ways it can improve, particularly in serving students in schools with higher poverty rates and those with physical disabilities and learning differences. But it does mean that we should take stories with a grain of salt when they present the American education system as a fact-free zone, no longer focused on teaching the basics, that parents are or should be fleeing from in any significant or sustained way. As the Gallup polling also showed, home-schooling is back to its prepandemic rate of 4 percent, and data from the National Center for Education Statistics found that by far the steepest drops in public school enrollment during the 2020-21 school year were among children in pre-K or kindergarten. These kids likely will not be away from public schools permanently; their start was merely delayed. It should also make us a bit more reflective about election results that are framed as a result of displeasure with schools. TargetSmart, which bills itself as a Democratic political data and data services firm, analyzed records showing who voted in Virginia’s 2021 gubernatorial election, which has been touted as a win for the Republican, Glenn Youngkin, that was based on unhappiness over the way the previously Democratic-led state handled the pandemic in schools.TargetSmart found:Turnout among voters age 75 or older increased by 59 percent, relative to 2017, while turnout among voters under age 30 only increased by just 18 percent. Notably, turnout of all other age groups combined (18-74), which would likely include parents of school-aged children, only increased by 9 percent compared to 2017 … This “silver surge” is an untold story that fundamentally undermines the conventional wisdom that Covid-19 protocols in schools and fears about critical race theory in curriculum determined the outcome of the election.All of this at least raises the question of whether some of the people driving the outrage, even animus, against schools might not have much skin in the game and might not have any recent experience with teachers or curriculum. As we head into the midterms, at the very least we should resist easy conclusions about who is angry about what’s happening in our public schools and whether it has anything to do with the reality of what’s going on day to day for millions of children and their families.Tiny VictoriesParenting can be a grind.     Whistle-Blower to Accuse Facebook of Contributing to Jan. 6 Riot, Memo Says

    In an internal memo, Facebook defended itself and said that social media was not a primary cause of polarization.SAN FRANCISCO — Facebook, which has been under fire from a former employee who has revealed that the social network knew of many of the harms it was causing, was bracing for new accusations over the weekend from the whistle-blower and said in a memo that it was preparing to mount a vigorous defense.The whistle-blower, whose identity has not been publicly disclosed, planned to accuse the company of relaxing its security safeguards for the 2020 election too soon after Election Day, which then led it to be used in the storming of the U.S. Capitol on Jan. 6, according to the internal memo obtained by The New York Times. The whistle-blower planned to discuss the allegations on “60 Minutes” on Sunday, the memo said, and was also set to say that Facebook had contributed to political polarization in the United States.The 1,500-word memo, written by Nick Clegg, Facebook’s vice president of policy and global affairs, was sent on Friday to employees to pre-empt the whistle-blower’s interview. Mr. Clegg pushed back strongly on what he said were the coming accusations, calling them “misleading.” “60 Minutes” published a teaser of the interview in advance of its segment on Sunday.“Social media has had a big impact on society in recent years, and Facebook is often a place where much of this debate plays out,” he wrote. “But what evidence there is simply does not support the idea that Facebook, or social media more generally, is the primary cause of polarization.”Facebook has been in an uproar for weeks because of the whistle-blower, who has shared thousands of pages of company documents with lawmakers and The Wall Street Journal. The Journal has published a series of articles based on the documents, which show that Facebook knew how its apps and services could cause harm, including worsening body image issues among teenage girls using Instagram.Facebook has since scrambled to contain the fallout, as lawmakers, regulators and the public have said the company needs to account for the revelations. On Monday, Facebook paused the development of an Instagram service for children ages 13 and under. Its global head of safety, Antigone Davis, also testified on Thursday as irate lawmakers questioned her about the effects of Facebook and Instagram on young users.A Facebook spokesman declined to comment. A spokesman for “60 Minutes” did not immediately respond to a request for comment.Inside Facebook, executives including Mr. Clegg and the “Strategic Response” teams have called a series of emergency meetings to try to extinguish some of the outrage. Mark Zuckerberg, Facebook’s chief executive, and Sheryl Sandberg, the chief operating officer, have been briefed on the responses and have approved them, but have remained behind the scenes to distance themselves from the negative press, people with knowledge of the company have said.The firestorm is far from over. Facebook anticipated more allegations during the whistle-blower’s “60 Minutes” interview, according to the memo. The whistle-blower, who plans to reveal her identity during the interview, was set to say that Facebook had turned off some of its safety measures around the election — such as limits on live video — too soon after Election Day, the memo said. That allowed for misinformation to flood the platform and for groups to congregate online and plan the Jan. 6 storming of the Capitol building.Mr. Clegg said that was an inaccurate view and cited many of the safeguards and security mechanisms that Facebook had built over the past five years. He said the company had removed millions of groups such as the Proud Boys and others related to causes like the conspiracy theory QAnon and #StopTheSteal election fraud claims.The whistle-blower was also set to claim that many of Facebook’s problems stemmed from changes in the News Feed in 2018, the memo said. That was when the social network tweaked its algorithm to emphasize what it called Meaningful Social Interactions, or MSI, which prioritized posts from users’ friends and family and de-emphasized posts from publishers and brands.The goal was to make sure that Facebook’s products were “not just fun, but are good for people,” Mr. Zuckerberg said in an interview about the change at the time.But according to Friday’s memo, the whistle-blower would say that the change contributed to even more polarization among Facebook’s users. The whistle-blower was also set to say that Facebook then reaped record profits as its users flocked to the divisive content, the memo said.Mr. Clegg warned that the period ahead could be difficult for employees who might face questions from friends and family about Facebook’s role in the world. But he said that societal problems and political polarization have long predated the company and the advent of social networks in general.“The simple fact remains that changes to algorithmic ranking systems on one social media platform cannot explain wider societal polarization,” he wrote. “Indeed, polarizing content and misinformation are also present on platforms that have no algorithmic ranking whatsoever, including private messaging apps like iMessage and WhatsApp.”Mr. Clegg, who is scheduled to appear on the CNN program “Reliable Sources” on Sunday morning, also tried to relay an upbeat note to employees.“We will continue to face scrutiny — some of it fair and some of it unfair,” he said in the memo. “But we should also continue to hold our heads up high.”Here is Mr. Clegg’s memo in full:OUR POSITION ON POLARIZATION AND ELECTIONSYou will have seen the series of articles about us published in the Wall Street Journal in recent days, and the public interest it has provoked. This Sunday night, the ex-employee who leaked internal company material to the Journal will appear in a segment on 60 Minutes on CBS. We understand the piece is likely to assert that we contribute to polarization in the United States, and suggest that the extraordinary steps we took for the 2020 elections were relaxed too soon and contributed to the horrific events of January 6th in the Capitol.I know some of you – especially those of you in the US – are going to get questions from friends and family about these things so I wanted to take a moment as we head into the weekend to provide what I hope is some useful context on our work in these crucial areas.Facebook and PolarizationPeople are understandably anxious about the divisions in society and looking for answers and ways to fix the problems. Social media has had a big impact on society in recent years, and Facebook is often a place where much of this debate plays out. So it’s natural for people to ask whether it is part of the problem. But the idea that Facebook is the chief cause of polarization isn’t supported by the facts – as Chris and Pratiti set out in their note on the issue earlier this year.The rise of polarization has been the subject of swathes of serious academic research in recent years. In truth, there isn’t a great deal of consensus. But what evidence there is simply does not support the idea that Facebook, or social media more generally, is the primary cause of polarization.The increase in political polarization in the US pre-dates social media by several decades. If it were true that Facebook is the chief cause of polarization, we would expect to see it going up wherever Facebook is popular. It isn’t. In fact, polarization has gone down in a number of countries with high social media use at the same time that it has risen in the US.Specifically, we expect the reporting to suggest that a change to Facebook’s News Feed ranking algorithm was responsible for elevating polarizing content on the platform. In January 2018, we made ranking changes to promote Meaningful Social Interactions (MSI) – so that you would see more content from friends, family and groups you are part of in your News Feed. This change was heavily driven by internal and external research that showed that meaningful engagement with friends and family on our platform was better for people’s wellbeing, and we further refined and improved it over time as we do with all ranking metrics.Of course, everyone has a rogue uncle or an old school classmate who holds strong or extreme views we disagree with – that’s life – and the change meant you are more likely to come across their posts too. Even so, we’ve developed industry-leading tools to remove hateful content and reduce the distribution of problematic content. As a result, the prevalence of hate speech on our platform is now down to about 0.05%.But the simple fact remains that changes to algorithmic ranking systems on one social media platform cannot explain wider societal polarization. Indeed, polarizing content and misinformation are also present on platforms that have no algorithmic ranking whatsoever, including private messaging apps like iMessage and WhatsApp.Elections and DemocracyThere’s perhaps no other topic that we’ve been more vocal about as a company than on our work to dramatically change the way we approach elections. Starting in 2017, we began building new defenses, bringing in new expertise, and strengthening our policies to prevent interference. Today, we have more than 40,000 people across the company working on safety and security.Since 2017, we have disrupted and removed more than 150 covert influence operations, including ahead of major democratic elections. In 2020 alone, we removed more than 5 billion fake accounts — identifying almost all of them before anyone flagged them to us. And, from March to Election Day, we removed more than 265,000 pieces of Facebook and Instagram content in the US for violating our voter interference policies.Given the extraordinary circumstances of holding a contentious election in a pandemic, we implemented so called “break glass” measures – and spoke publicly about them – before and after Election Day to respond to specific and unusual signals we were seeing on our platform and to keep potentially violating content from spreading before our content reviewers could assess it against our policies.These measures were not without trade-offs – they’re blunt instruments designed to deal with specific crisis scenarios. It’s like shutting down an entire town’s roads and highways in response to a temporary threat that may be lurking somewhere in a particular neighborhood. In implementing them, we know we impacted significant amounts of content that did not violate our rules to prioritize people’s safety during a period of extreme uncertainty. For example, we limited the distribution of live videos that our systems predicted may relate to the election. That was an extreme step that helped prevent potentially violating content from going viral, but it also impacted a lot of entirely normal and reasonable content, including some that had nothing to do with the election. We wouldn’t take this kind of crude, catch-all measure in normal circumstances, but these weren’t normal circumstances.We only rolled back these emergency measures – based on careful data-driven analysis – when we saw a return to more normal conditions. We left some of them on for a longer period of time through February this year and others, like not recommending civic, political or new Groups, we have decided to retain permanently.Fighting Hate Groups and other Dangerous OrganizationsI want to be absolutely clear: we work to limit, not expand hate speech, and we have clear policies prohibiting content that incites violence. We do not profit from polarization, in fact, just the opposite. We do not allow dangerous organizations, including militarized social movements or violence-inducing conspiracy networks, to organize on our platforms. And we remove content that praises or supports hate groups, terrorist organizations and criminal groups.We’ve been more aggressive than any other internet company in combating harmful content, including content that sought to delegitimize the election. But our work to crack down on these hate groups was years in the making. We took down tens of thousands of QAnon pages, groups and accounts from our apps, removed the original #StopTheSteal Group, and removed references to Stop the Steal in the run up to the inauguration. In 2020 alone, we removed more than 30 million pieces of content violating our policies regarding terrorism and more than 19 million pieces of content violating our policies around organized hate in 2020. We designated the Proud Boys as a hate organization in 2018 and we continue to remove praise, support, and representation of them. Between August last year and January 12 this year, we identified nearly 900 militia organizations under our Dangerous Organizations and Individuals policy and removed thousands of Pages, groups, events, Facebook profiles and Instagram accounts associated with these groups.This work will never be complete. There will always be new threats and new problems to address, in the US and around the world. That’s why we remain vigilant and alert – and will always have to.That is also why the suggestion that is sometimes made that the violent insurrection on January 6 would not have occurred if it was not for social media is so misleading. To be clear, the responsibility for those events rests squarely with the perpetrators of the violence, and those in politics and elsewhere who actively encouraged them. Mature democracies in which social media use is widespread hold elections all the time – for instance Germany’s election last week – without the disfiguring presence of violence. We actively share with Law Enforcement material that we can find on our services related to these traumatic events. But reducing the complex reasons for polarization in America – or the insurrection specifically – to a technological explanation is woefully simplistic.We will continue to face scrutiny – some of it fair and some of it unfair. We’ll continue to be asked difficult questions. And many people will continue to be skeptical of our motives. That’s what comes with being part of a company that has a significant impact in the world. We need to be humble enough to accept criticism when it is fair, and to make changes where they are justified. We aren’t perfect and we don’t have all the answers. That’s why we do the sort of research that has been the subject of these stories in the first place. And we’ll keep looking for ways to respond to the feedback we hear from our users, including testing ways to make sure political content doesn’t take over their News Feeds.But we should also continue to hold our heads up high. Donald Trump has been telling us for years that he would not accept an electoral defeat. He has cheered violence and threatened insurrection. On Tuesday he tweeted that Democrats and Republicans who weren’t cooperating in his coup attempt should look “at the thousands of people pouring into D.C. They won’t stand for a landslide election victory to be stolen.” He urged his supporters to mass on the capital, tweeting, “Be there, will be wild!” They took him seriously and literally.The day after Georgia elected its first Black senator — the pastor, no less, of Martin Luther King Jr.’s church — and its first Jewish senator, an insurgent marched through the halls of Congress with a Confederate banner. Someone set up a noose outside. Someone brought zip-tie handcuffs. Lest there be any doubt about their intentions, a few of the marauders wore T-shirts that said “MAGA Civil War, Jan. 6, 2021.”If you saw Wednesday’s scenes in any other country — vandals scaling walls and breaking windows, parading around the legislature with enemy flags and making themselves at home in quickly abandoned governmental offices — it would be obvious enough that some sort of putsch was underway.Yet we won’t know for some time what the attack on the Capitol means for this country. Either it marked the beginning of the end of Trumpism, or another stage in the unraveling of American liberal democracy.There is at least some cause for a curdled sort of optimism. More than any other episode of Trump’s political career — more than the “Access Hollywood” tape or Charlottesville — the day’s desecration and mayhem threw the president’s malignancy into high relief. For years, many of us have waited for the “Have you no sense of decency?” moment when Trump’s demagogic powers would deflate like those of Senator Joseph McCarthy before him. The storming of Congress by a human 8chan thread in thrall to Trump’s delusions may have been it.Since it happened, there have been once-unthinkable repudiations of the president. The National Association of Manufacturers, a major business group, called on Vice President Mike Pence to consider invoking the 25th Amendment. Trump’s former attorney general Bill Barr, who’d been one of Trump’s most craven defenders, accused the president of betraying his office by “orchestrating a mob.”Several administration officials resigned, including Trump’s former chief of staff, Mick Mulvaney, who’d been serving as special envoy to Northern Ireland. In an interview with CNBC, Mulvaney was astonishingly self-pitying, complaining that people who “spent time away from our families, put our careers on the line to go work for Donald Trump,” will now forever be remembered for serving “the guy who tried to overtake the government.”Mulvaney’s insistence that the president is “not the same as he was eight months ago” is transparent nonsense. But his weaselly effort to distance himself is still heartening, a sign that some Republicans suddenly realize that association with Trump has stained them. When the rats start jumping, you know the ship is sinking.So Trump’s authority is ebbing before our eyes. Having helped deliver the Senate to Democrats, he’s no longer much use to Republicans like Mitch McConnell. With two weeks left in the president’s term, social media has invoked its own version of the 25th Amendment. Twitter, after years of having let Trump spread conspiracy theories and incite brutality on its platform, suddenly had enough: It deleted three of his tweets, locked his account and threatened “permanent suspension.” Facebook and Instagram blocked the president for at least the remainder of his term. He may still be able to launch a nuclear strike in the next two weeks, but he can’t post.Yet the forces Trump has unleashed can’t simply be stuffed back in the bottle. Most of the Republican House caucus still voted to challenge the legitimacy of Joe Biden’s election. And the MAGA movement’s terrorist fringe may be emboldened by Wednesday’s incursion into the heart of American government.“The extremist violent faction views today as a huge win,” Elizabeth Neumann, a former Trump counterterrorism official who has accused the president of encouraging white nationalists, told me on Wednesday. She pointed out that “The Turner Diaries,” the seminal white nationalist novel, features a mortar attack on the Capitol. “This is like a right-wing extremist fantasy that has been fulfilled,” she said.Neumann believes that if Trump immediately left office — either via impeachment, the 25th Amendment or resignation — it would temporarily inflame right-wing extremists, but ultimately marginalize them. “Having such a unified, bipartisan approach, that he is dangerous, that he has to be removed,” would, she said, send “such a strong message to the country that I hope that it wakes up a number of people of good will that have just been deceived.”In a Twitter thread on Thursday, Kathleen Belew, a scholar of the white power movement, wrote about how, in “The Turner Diaries,” the point of the assault on Congress wasn’t causing mass casualties. It was “showing people that even the Capitol can be attacked.”Trump’s mob has now demonstrated to the world that the institutions of American democracy are softer targets than most of us imagined.
