Putin in Moscow, President Emmanuel Macron gathered a few journalists this week to confide that the crisis in Ukraine was taking up “more than half my time, the bulk of my time” because the world stands “at a tipping point” of history.The table was some six miles up in the air, on the presidential plane that whisked Mr. Macron to Moscow, Kyiv and Berlin this week, where he warned of “irreversible” damage if Russia invaded Ukraine, and said it was imperative “not to surrender to fate.”Mr. Macron is convinced that the current crisis, marked by Russian revanchism after its perceived humiliation by the West, reflects a failure to rethink Europe’s collective security after the end of the Cold War. On that, at least, he and Mr. Putin seem to agree. The formidable task before the French president is to figure out what could possibly replace it, and convince others, including the United States, of its virtues.By the end of the week, the standoff with Russia, which conducted military exercises all around Ukraine’s borders, looked as menacing as ever. Yet just nine weeks from a presidential election, Mr. Macron has made the risky bet that he can coax Mr. Putin toward dialogue and that French voters will be more taken with his global stature than alienated by his inattention.If he fails, he risks not only losing their votes and their confidence, but also damaging his prestige and that of his country by being seen abroad as an overreaching leader.Wary of that perception, he has taken great pains to coordinate his efforts with other European leaders, some of them skeptical, and with President Biden. Over the years, Mr. Macron has become known as the “at the same time” president for his constant juggling of different sides of questions — first in favor of reducing France’s reliance on nuclear power, now in favor of increasing it — and for his intricate dissection of issues that sometimes leaves observers wondering what he really believes.That he believes passionately in the European Union, and the development of Europe as a more independent power, is unquestionable. It is one issue on which he has never wavered, and now he seems to think the hour of reckoning for that conviction has come.If nothing else, with Chancellor Olaf Scholz of Germany meeting with Mr. Putin in Moscow next week, Mr. Macron has made Europe count in this crisis, alongside the United States. The French president’s conviction that Russia needs to be part of a new European security architecture is combined with resolve that Ukraine maintain its sovereignty.If Mr. Macron has caused unease through his criticism of NATO, he has held the line on not ceding to the Russian leader’s demands.Asked when he would turn his attention to declaring his candidacy, Mr. Macron said: “I am going to have to think about it at some point. You can’t do over hasty things. You need the right moment.”If he does not find that sweet spot, Mr. Macron’s diplomacy, and his ideas of reinvented European security, may come to nothing.     Germany’s ‘Invisible’ Chancellor Heads to Washington Amid Fierce Criticism

    Olaf Scholz will try to repair Germany’s credibility in the Ukraine crisis when he meets President Biden on Monday. Next on his agenda: Kyiv and Moscow.BERLIN — One headline asked, “Where is Olaf Scholz?” A popular magazine mocked the German chancellor’s “art of disappearance.” And his ambassador in Washington wrote home that Germany was increasingly seen as an unreliable ally in a leaked memo that was all the buzz this past week and began with the words: “Berlin, we have a problem.”With the threat of war hanging over Europe and rising tensions in the standoff with Russia over Ukraine, Mr. Scholz is headed to Washington on Monday for his first meeting with President Biden since taking over as chancellor in December. Foremost on his agenda: Show the world that Berlin is committed to the Western alliance — and, well, show his face.Less than two months after taking over from Angela Merkel, his towering and long-serving predecessor, Mr. Scholz is drawing sharp criticism at home and abroad for his lack of leadership in one of the most serious security crises in Europe since the end of the Cold War.His Social Democrat-led government, an untested three-way coalition with the Greens and Free Democrats, has refused to send arms to Ukraine, most recently offering 5,000 helmets instead. It was not just the news media but many in the U.S. Congress who questioned Germany’s reliability, she reported. In the view of many Republicans, she wrote, Berlin is “in bed with Putin” in order to keep the gas flowing.It has not helped that since then, Gerhard Schröder, a former German chancellor from Mr. Scholz’s Social Democrats, accused Ukraine of “saber rattling” and just on Friday announced that he would join the board of Gazprom, Russia’s most prominent energy company.“Scholz’s central mission for his Washington visit has to be restoring German credibility,” said Thorsten Benner, a founder and the director of the Global Public Policy Institute in Berlin.“It’s not how Mr. Scholz envisaged his first U.S. trip as chancellor,” Mr. Benner added. “But international security was never near the top of his agenda.”Mr. Scholz, 63, has been a familiar figure in German politics for more than two decades. He was general secretary of his party and mayor of the northern port city of Hamburg before serving in two governments led by Ms. Merkel’s conservatives, most recently as her finance minister.A labor lawyer and lifelong Social Democrat, Mr. Scholz narrowly won the election last fall on a platform promising workers “respect” and a higher minimum wage, while nudging Germany on a path to a carbon-neutral future.Foreign policy barely featured in his election campaign, but it has come to dominate the first weeks of the new administration. Rarely has a German leader come into office with so many burning crises. His Social Democrats have traditionally favored a policy of working with Moscow. During the Cold War, Chancellor Willy Brandt engineered “Ostpolitik,” a policy of rapprochement with Russia.The last Social Democratic chancellor, Mr. Schröder, is not just a close friend of Mr. Putin’s, he has also been on the payroll of various Russian energy companies since 2005, notably Nord Stream 1 and Nord Stream 2, the two gas pipelines connecting Russia directly with Germany under the Baltic Sea.It was not until last week, after Mr. Schröder’s comments about Ukraine, that Mr. Scholz felt compelled to publicly distance himself from the former chancellor.“There is only one chancellor, and that is me,” he told the public broadcaster ZDF.His party’s divisions over Russia are one way to explain why Mr. Scholz has shrunk away from taking a bolder lead in the standoff with Russia, prompting some to lament the loss of leadership of his conservative predecessor.Mr. Scholz won the election last year primarily by convincing voters that he would be very much like Ms. Merkel. Terse, well briefed and abstaining from any gesture of triumph, he not only learned to sound like the former chancellor, he even emulated her body language, holding his hands together in her signature diamond shape.But now that he is running the country, that is no longer enough. German voters are hungry for Mr. Scholz to reveal himself and increasingly impatient to learn who he is and what he actually stands for.The receiving station for the $10 billion Nord Stream 2 gas pipeline, which connects Russia directly with Germany. She was understated and studious, and often kept her work behind the scenes, but she was not invisible.In the spring of 2014, after Mr. Putin invaded Crimea, Ms. Merkel was on the phone to him almost every day. It was Berlin that united reluctant European neighbors behind costly sanctions and persuaded President Barack Obama, distracted by domestic affairs, to focus on a faraway conflict.At that point, of course, Ms. Merkel had already been chancellor for nine years and knew all of the protagonists well.“The crisis came very soon for Scholz,” said Christoph Heusgen, a veteran diplomat and Ms. Merkel’s foreign policy adviser during the last Ukraine crisis.Mr. Scholz’s advisers have been taken aback by the level of criticism, arguing that Mr. Scholz was merely doing what Ms. Merkel had so often done: Make yourself scarce and keep people guessing while engaging in quiet diplomacy until you have a result.When Mr. Scholz has spoken up on the current crisis — referring to the Russia-owned gas pipeline Nord Stream 2 as a “private-sector project” before pivoting to saying that “everything” was on the table — he has conspicuously recycled language that Ms. Merkel used before.President Vladimir V. Support for his Social Democrats fell to 22 percent, lagging the conservatives for the first time since last year’s surprise election victory.Mr. Scholz’s team announced that after returning from Washington, the chancellor will pivot to a full schedule that he hopes will shift German diplomacy into high gear. Following his meeting with Mr. Biden, he will meet with Mr. Macron; the Polish prime minister, Andrzej Duda; and the three leaders of the Baltic States.     Macron and Scholz Meet and Call for More ‘European Sovereignty’

    The new German chancellor made his first foreign stop in Paris, where the two leaders discussed a more independent, bolder Europe.PARIS — On the face of it, President Emmanuel Macron, a showman, and Chancellor Olaf Scholz, a study in reserve, would not be natural companions. But the world has changed, and for France and Germany the imperative of building what they call a “sovereign Europe” has become overwhelming.So Mr. Scholz, who took over from Angela Merkel on Wednesday, chose France as his first foreign destination, not only because that tends to be what newly installed German chancellors do, but also because, as he said standing beside Mr. Macron in Paris on Friday, “We want to reinforce Europe, work together for European sovereignty.”The two men, who first met in Hamburg, Germany, in 2014, held a working lunch at the presidential palace that reflected “the essential need to meet quickly,” as Mr. Scholz put it afterward at a 20-minute news conference. “Our first exchanges demonstrated a solid convergence of views,” Mr. Macron said.Their tone was serious but convivial, with Mr. Macron referring repeatedly to “dear Olaf” and using the less formal “tu,” rather than “vous,” when addressing the chancellor. At the end of the news conference they fist-bumped — a far cry from the image of President François Mitterrand and Chancellor Helmut Kohl holding hands on the battlefield of Verdun in 1984, but a Covid-era indication of friendship.Mr. Scholz’s embrace of “European sovereignty” was surely music to Mr. Macron’s ears, as the French president prepares to take over the rotating six-month presidency of the European Union on Jan. 1. The bloc faces an immediate crisis as Russia builds up troops on the Ukrainian border and the pandemic refuses to wane.Asked about the Russian buildup, Mr. Scholz said, “It is clear to all of us that there is no alternative to de-escalation.” Mr. Macron, who seemed skeptical of any imminent Russian threat, said, “We must avoid all useless tension.”Mr. Macron’s vision for a Europe of “power,” backed by real European military and technological capacity, tends toward the grandiose. Mr. Scholz may not like that style — his German government coalition prefers the more prosaic “enhancing European capacity to act” — but the general goal is intensely shared, perhaps more so than in the later Merkel years or at any time since the Cold War.The distance from shared goals to shared action in the European Union is always great because 27 countries have to be aligned. He is the favorite, but if France lurched toward the ascendant nationalist hard right, all bets would be off.A German priority in the coming months will be to avoid that outcome, making accommodating gestures toward Mr. Macron more likely.France and Germany have always been the motor of European integration; when they stall, so does the whole project. Although the need to confront the pandemic brought budgetary breakthroughs, Europe has found itself in the shadow of Brexit and internal division while China rose and the United States turned its attention elsewhere.The 177-page coalition agreement of Mr. Scholz’s three-party government alludes to ultimate evolution toward a “federal European state.” Mr. Macron, with the election in mind, has not gone that far — the French attachment to the nation is fierce — but the mere German mention of a United States of Europe suggests new boldness and revived ambition.Still, there are differences. Where Mr. Macron speaks of European “strategic autonomy,” Mr. Scholz prefers “strategic sovereignty.” The difference is not small.“Germans do not want strategic autonomy if that means independence from the United States,” said Cathryn Clüver, the director of the German Council on Foreign Relations.The French president offered some de rigueur praise of NATO when laying out his European presidency program on Thursday. He said it had proved its “usefulness.” But he broadly views European independence as an emancipation from the United States.Germany, intensely attached for historical reasons to the American anchor of European security, is wary of any strategic distancing from Washington.     U.S. Regains Seat at U.N. Human Rights Council, 3 Years After Quitting

    The Trump administration called the 47-nation council hypocritical and said it was vilifying Israel. The Biden administration says the U.S. can be more effective as a member.The United States on Thursday regained a seat on the United Nations Human Rights Council, which the Trump administration abandoned in 2018 because of what it called the body’s hypocrisy and anti-Israel prejudice.In seeking to rejoin the 47-member council, the Biden administration, which has taken a far more supportive stance toward the United Nations than its predecessor, argued that American interests would be better served if the United States were a member seeking change from within.The United States won a three-year term for one of 18 open seats on the council, starting in January, in a vote by the 193-member General Assembly.Based in Geneva, the council is regarded as the world’s most important human rights body. While it has no criminal enforcement or sanctioning powers, the council can undertake investigations that help shape the global image of countries. It can also exert influence on their behavior if they are deemed to have poor rights records.But the council has a wide array of critics who argue that many of its elected members are human-rights abusers themselves, pointing to examples like China, Russia, Cuba and Venezuela. The presence of such countries on the council, critics say, undercuts the legitimacy of its work.Many also object to a permanent item on the council’s agenda concerning rights abuses in the Palestinian territories, which has become the basis for its numerous resolutions condemning Israel.The Biden administration’s success at rejoining the council may now bring about a test of its stated goal of strengthening America’s human-rights advocacy around the world. Many conservative Republicans opposed rejoining, and there is no guarantee that the United States will not withdraw from the council again, should a Republican win the White House back in 2024.“The Council provides a forum where we can have open discussions about ways we and our partners can improve,” Secretary of State Antony J. President Biden’s chosen ambassador to the United Nations in Geneva is still awaiting congressional confirmation, and he has yet to nominate an ambassador to the Human Rights Council.Under the voting system for open seats in the Human Rights Council, slates of candidates are divided into five geographic regions, and any member of the General Assembly is eligible to run except those completing two consecutive terms on the council. Voting is by secret ballot. A simple majority of 97 votes is needed to win. In cases where the number of candidates exceeds the number of open seats, the biggest vote-getter wins.This year, however, the number of candidates from each region equaled the number of that region’s open seats, meaning none of the seats were contested.     Can Macron Lead the European Union After Merkel Retires?

    Emmanuel Macron, the French president, would love to fill the German chancellor’s shoes. But a Europe with no single, central figure may be more likely.PARIS — After Germans vote on Sunday and a new government is formed, Chancellor Angela Merkel will leave office after 16 years as the dominant figure in European politics. It is the moment that Emmanuel Macron, the French president, has been waiting for.The German chancellor, though credited for navigating multiple crises, was long criticized for lacking strategic vision. Mr. Macron, whose more swaggering style has sometimes ruffled his European partners — and Washington — has put forward ideas for a more independent and integrated Europe, better able to act in its own defense and its own interests.But as the Anglo-American “betrayal” in the Australian submarine affair has underscored, Mr. Macron sometimes possesses ambitions beyond his reach. Despite the vacuum Ms. Merkel leaves, a Macron era is unlikely to be born.Instead, analysts say, the European Union is heading for a period of prolonged uncertainty and potential weakness, if not necessarily drift. No one figure — not even Mr. Macron, or a new German chancellor — will be as influential as Ms. Merkel was at her strongest, an authoritative, well-briefed leader who quietly managed compromise and built consensus among a long list of louder and more ideological colleagues.That raises the prospect of paralysis or of Europe muddling through its challenges — on what to do about an increasingly indifferent America, on China and Russia, and on trade and technology — or even of a more dangerous fracturing of the bloc’s always tentative unity.And it will mean that Mr. Macron, who is himself up for re-election in April and absorbed in that uncertain campaign, will need to wait for a German government that may not be in place until January or longer, and then work closely with a weaker German chancellor.“We’ll have a weak German chancellor on top of a larger, less unified coalition,’’ said Mujtaba Rahman, managing director for Europe of the Eurasia Group, a political risk consultancy. “A weaker chancellor is less capable of exerting influence in Europe, and then with the Macron election, the political cycles of these two key countries will not be in sync.”Campaign posters this month in Berlin showing the top candidates for chancellor: Olaf Scholz, Armin Laschet and Annalena Baerbock.Filip Singer/EPA, via ShutterstockThe uncertainty is likely to last until after the French parliamentary elections in June — and that’s presuming Mr. Macron wins.Mr. Macron has argued forcefully that Europe must do more to protect its own interests in a world where China is rising and the United States is focusing on Asia. His officials are already trying to prepare the ground on some key issues, looking forward to January, when France takes over the rotating European Union presidency. But given the likelihood of lengthy coalition talks in Germany, the window for accomplishment is narrow.Mr. Macron will need German help. While France and Germany together can no longer run the European Union by themselves, when they agree, they tend to bring the rest of the bloc along with them.So building a relationship with the new German chancellor, even a weaker one, will be a primary goal for Mr. Macron. He must be careful, noted Daniela Schwarzer, executive director for Europe and Eurasia of the Open Societies Foundations, not to scare off the Germans.“Macron’s leadership is disruptive, and the German style is to change institutions incrementally,” she said. “Both sides will need to think through how they make it possible for the other side to answer constructively.’’French officials understand that substantive change will be slow, and they will want to build on initiatives already underway, like the analysis of Europe’s interests called “the strategic compass” and a modest but steady increase in military spending on new capabilities through the new European Defense Fund and a program called Pesco, intended to promote joint projects and European interoperability.After the humiliation of the scuttled submarine deal, when Australia suddenly canceled a contract with France and chose a deal with Britain and the United States instead, many of his European colleagues are more likely now to agree with Mr. Macron that Europe must be less dependent on Washington and spend at least a little more in its own defense.Few in Europe, though, want to permanently damage ties with the Americans and NATO.“Italy wants a stronger Europe, OK, but in NATO — we’re not on the French page on that,” said Marta Dassu, a former Italian deputy foreign minister and director of European affairs at the Aspen Institute.Troops from a European tank battalion that consists of Dutch and German soldiers.Laetitia Vancon for The New York TimesMario Draghi, the Italian prime minister, whose voice is respected in Brussels, believes strongly in the trans-Atlantic relationship, she said, adding: “We’re closer to Germany than to France, but without all the ambiguities on Russia and China.’’France also wants to become more assertive using the economic and financial tools Europe already has, especially trade and technology, the officials say. The point, they say, is not to push too hard too fast, but to raise the European game vis-à-vis China and the United States, and try to encourage a culture that is comfortable with power.But France’s German partners will themselves be going through a period of uncertainty and transition. A new German chancellor is expected to win only a quarter of the vote, and may need to negotiate a coalition agreement among three different political parties. That is expected to take at least until Christmas, if not longer.The new chancellor will also need to get up to speed on European issues, which barely surfaced in the campaign, and build credibility as the newcomer among 26 other leaders.“So it’s important now to start thinking of concrete French-German wins during a French presidency that Macron can use in a positive way in his campaign,” Ms. Schwarzer said. “Because Berlin does not want to ponder a scenario in which Macron loses” to the far-right Marine Le Pen or in which Euro-skeptics like Matteo Salvini take over in Italy.Whoever wins, German policy toward Europe will remain roughly the same from a country deeply committed to E.U. ideals, cautious and wanting to preserve stability and unity. The real question is whether any European leader can be the cohesive force Ms. Merkel was — and if not, what it will mean for the continent’s future.“Merkel herself was important in keeping the E.U. together,” said Ulrich Speck of the German Marshall Fund. “She kept in mind the interests of so many in Europe, especially Central Europe but also Italy, so that everyone could be kept on board.’’Ms. Merkel saw the European Union as the core of her policy, said a senior European official, who called her the guardian of true E.U. values, willing to bend to keep the bloc together, as evidenced by her support for collective debt, previously a German red line, to fund the coronavirus recovery fund.“Merkel acted as mediator when there have been a lot of centrifugal forces weakening Europe,’’ said Thomas Kleine-Brockhoff, head of the Berlin office of the German Marshall Fund. “It’s less clear how the next chancellor will position himself or herself and Germany.’’Still, Mark Leonard, director of the European Council on Foreign Relations, noted that “whoever is the chancellor, Germany is still responsible for more than half of Chinese trade with Europe.’’ Germany is “vastly more important than the other countries on all the big issues, from how to handle China to the tech wars and climate change,’’ he said.President Xi Jinping of China, upper left, and European leaders discussing an investment deal last year.Pool photo by Johanna GeronThat means Mr. Macron “knows he has to channel German power behind his vision,’’ he said.But French and Italian positions will be crucial, too, on important pending financial issues, like fiscal and banking integration, trying to complete the single market and monitoring the pandemic recovery fund.Ms. Merkel’s departure may provide an opportunity for the kinds of change Mr. Macron desires, even if in vastly scaled-down version. Ms. Merkel’s love of the status quo, some analysts argue, was anachronistic at a time when Europe faces so many challenges.Perhaps most important is the looming debate about whether to alter Europe’s spending rules, which in practical terms means getting agreement from countries to spend more on everything from defense to climate.The real problem is that fundamental change would require a treaty change, said Guntram Wolff, director of Bruegel, a Brussels research institution. “You can’t have fiscal and defense integration by stealth,’’ he said. “It won’t have legitimacy and won’t be accepted by citizens.’’But the German election debates ignored these broad issues, he said.“The sad news,” Mr. Wolff said, “is that none of the three chancellor candidates campaigned on any of this, so my baseline expectation is continued muddling forward.” More

    As Germany Election Nears, Merkel Leaves a Strong But Vulnerable Economy

    Chancellor Angela Merkel steered Europe through crises, and Germany has boomed during her tenure. But she has ducked changes needed to ensure the success lasts, analysts say.During her 16 years as Germany’s chancellor, Angela Merkel has become an international avatar of calm, reason and democratic values for the way she handled crises that included a near financial meltdown of the eurozone, the arrival of more than a million migrants and a pandemic.Today Germany is an economic colossus, the engine of Europe, enjoying prosperity and near full employment despite the pandemic. But can it last?That is the question looming as Ms. Merkel prepares to leave the political stage after national elections on Sept. 26. There are signs that Germany is economically vulnerable, losing competitiveness and unprepared for a future shaped by technology and the rivalry between the United States and China.During her tenure, economists say, Germany neglected to build world-class digital infrastructure, bungled a hasty exit from nuclear power, and became alarmingly dependent on China as a market for its autos and other exports.The China question is especially complex. Germany’s strong growth during Ms. Merkel’s tenure was largely a result of trade with China, which she helped promote. But, increasingly, China is becoming a competitor in areas like industrial machinery and electric vehicles.Economists say that Germany has not invested enough in education and in emerging technologies like artificial intelligence and electric vehicles. Germany has recovered from the pandemic faster than other European countries like France or Italy.But the pandemic has also exposed Germany’s economic dependence on China.In 2005, China accounted for a fraction of German exports. Last year it surpassed the United States as Germany’s largest trading partner. China is the biggest market by far for the automakers Volkswagen, Mercedes-Benz and BMW. German companies have also thrived by equipping Chinese factories with machine tools and other industrial goods that made China an export powerhouse.Ms. Merkel abandoned her early emphasis on human rights in her relations with the Chinese government and instead encouraged ever deeper economic ties. She hosted Chinese leaders in Berlin and traveled 12 times to Beijing and other cities in China, often with delegations of German business managers. But Germany’s economic entanglement with China has made it increasingly vulnerable to pressure from China’s president, Xi Jinping.Late last year, while Germany took its official turn setting the agenda of the European Union, Ms. Merkel and President Emmanuel Macron of France pushed through an investment accord with China over the objections of the incoming Biden administration, largely bypassing other European allies.“German trade with China dwarfs all other member states, and Germany clearly drives policy on China in the E.U.,” said Theresa Fallon, director of the Center for Russia Europe Asia Studies in Brussels. Germany’s economic dependence on China “is driving a wedge in trans-Atlantic relations,” Ms. Fallon said.An electric Mercedes Benz at the International Motor Show in Munich this month. Chinese carmakers including Nio and BYD are beginning to sell electric vehicles in Europe. China has become the No. 2 exporter of industrial machinery, after Germany, according to the VDMA, which represents German engineering companies.Ms. Merkel’s supporters say that she has helped the German economy dodge some bullets. Her sharp political instincts proved valuable during a eurozone debt crisis that began in 2010 and nearly destroyed the currency that Germany shares with 18 other countries. Ms. Merkel arguably kept hard-liners in her own Christian Democratic Union in check as the European Central Bank printed money to help stricken countries like Greece, Italy and Spain.But her longtime finance minister, Wolfgang Schäuble, was also a leading enforcer of policies that protected German banks while imposing harsh austerity on southern Europe. At the time, Germany refused to back the idea of collective European debt — a position that Ms. Merkel abandoned last year, when faced with the fallout from a pandemic that threatened European unity.Ms. Merkel had some luck on her side, too. The former communist states of East Germany largely caught up during her tenure. And Ms. Merkel profited from reforms made by her predecessor, Gerhard Schröder, which made it easier for firms to hire and fire and put pressure on unemployed people to take low-wage jobs.Mr. Schröder’s economic overhaul led to a sharp decline in unemployment, from more than 11 percent when Ms. Merkel took office to less than 4 percent. But the changes were unpopular because they weakened regulations that shielded Germans from layoffs. They paved the way for Mr. Schröder’s defeat by Ms. Merkel in 2005.The lesson for German politicians was that it was better not to tamper with Germans’ privileges, and for the most part Ms. Merkel did not. Many of the jobs created were low wage and offered limited chances for upward mobility.     SEOUL — Iván Duque swept into Colombia’s presidency in 2018 as a young, little-known technocrat riding a surging right-wing movement. He tapped public anger against a peace deal that he said had treated the country’s deadly insurgents too softly. And he warned that the proposals of his left-wing opponent could stifle steady growth.Three years and a global pandemic later, it is Mr. Duque who is presiding over high unemployment and an angry electorate — and who is on the defensive about the steps he has taken to tame persistent violence by militants.Mr. Duque contends his policies have opened opportunities for the middle- and low-income classes, encouraged entrepreneurship and paved the way for Colombia to return to its prepandemic growth. Though a protégé of Mr. Uribe, the charismatic leader who revved up the government’s offensive against FARC nearly two decades ago, Mr. Duque never fully fit the populist mold. Born into a politically prominent family, the 45-year-old president worked for years in development banking. He speaks in clipped, think-tank English: “I will give you very concise numbers,” he said at one point before doing exactly that.He was elected after campaigning on increasing economic growth and changing the terms of the peace accord with FARC, but he quickly ran into challenges. In 2019, frustration over the lack of opportunities and possible pension changes sparked mass protests. In 2019, his effort to alter the terms, including tougher sentencing for war crimes, failed on legal grounds. Opposition groups and some of the electorate say Mr. Duque missed a critical window to push it forward.Mr. Duque and his supporters point to the accord’s time frame, which calls for its tenets to be enacted over 15 years. In the interview, he said that he had done more than his predecessor, Juan Manuel Santos, to put in place the peace deal’s landownership overhauls and development plans that would give poor farmers and former rebels jobs and opportunities.“We have been not only implementing, but the issues that we have been implementing are going to be decisive for the evolution of the accords,” he said, adding, “We have made a good progress.”Mr. Duque must balance competing interests overseas, as well. Tensions have risen between the United States — Colombia’s longtime ally — and China, a growing source of business for the country. Trump and Republicans in the election, provoking a rare rebuke from the U.S. ambassador.“I think that was unwise,” Mr. Duque said. “I think that should have not been done.”These examples of polarization, he said, have complicated efforts to fix deep-rooted problems.
