    House Passes Overhaul of Electoral Count, Moving to Avert Another Jan. 6 Crisis

    WASHINGTON — The House on Wednesday took the first major step to respond to the Jan. 6, 2021, assault on the Capitol, voting mostly along party lines to overhaul the 135-year-old Electoral Count Act, the law that former President Donald J. Trump tried to exploit that day to overturn his defeat.The bill was the most significant legislative answer yet to the riot and the monthslong campaign by Mr. Trump and his allies to invalidate the 2020 presidential election, but it also underscored the lingering partisan divide over Jan. 6 and the former president’s continuing grip on his party.It cleared a divided House, passing on a 229 to 203 vote. All but nine Republicans opposed the measure, wary of angering Mr. Trump and unwilling to back legislation co-written by Representative Liz Cheney, Republican of Wyoming and a leader of the House select committee investigating the events of Jan. 6 and what led to them.The partisan division could complicate future negotiations with the Senate, which is moving ahead with its own bipartisan version of the legislation that differs from the House bill in some significant respects. Lawmakers now say they do not expect final approval before Congress returns for a lame-duck session after the Nov. 8 midterm elections.The legislation is aimed at updating the law that governs Congress’s counting of the electoral votes cast by the states, the final step under the Constitution to confirm the results of a presidential election and historically a mostly ceremonial process. Democrats said that the aftermath of the 2020 election — in which Mr. Trump and his allies’ attempts to throw out legitimate electoral votes led to the violent disruption of the congressional count by his supporters on Jan. 6 — made clear that the statute needed to be changed.“These are common-sense reforms that will preserve the rule of law for all elections moving forward,” said Representative Jim McGovern, Democrat of Massachusetts and chairman of the Rules Committee. “Time is running out before the next election.”One key provision in the bill, which is also contained in the Senate proposal, would clarify that the role of the vice president, who by law presides over the counting of the ballots in his capacity as president of the Senate, is strictly ministerial. After the 2020 election, Mr. Trump and his advisers tried but failed to persuade Vice President Mike Pence to refuse to accept electoral votes from states where Trump was falsely claiming victory.The measure also would raise the threshold substantially for Congress to consider an objection to a state’s electoral votes, requiring that at least one-third of the House and Senate sign on to such a challenge, up dramatically from the one member of each chamber that is now required. The Senate proposal has a lower threshold, requiring one-fifth of the House and Senate to agree.Members of both parties have raised objections in recent elections, though none have been sustained by a majority of the House and Senate. The House bill would also more narrowly define the grounds for an objection to those with a defined constitutional basis.“Ultimately, this bill is about protecting the will of the American voters, which is a principle that is beyond partisanship,” said Representative Zoe Lofgren, the California Democrat who leads the Administration Committee and introduced the measure with Ms. Cheney. “The bottom line is if you want to object to the vote, you’d better have your colleagues and the Constitution on your side.”Passage of the bill comes as the Jan. 6 committee is wrapping up its work after a summer of high-profile hearings and preparing an extensive report, which is expected to include recommendations for how to confront the threats to democracy raised by the riot and Mr. Trump’s drive to overturn the election. Representative Bennie Thompson, Democrat of Mississippi and the chairman of the panel, said the next and likely final hearing would take place on Sept. 28.“We have substantial footage of what occurred that we haven’t used; we’ve had significant witness testimony that we haven’t used,” Mr. Thompson said in an interview. “This is an opportunity to use some of that material.”The legislation was also a direct response to Mr. Trump’s efforts to orchestrate the submission of fake slates of electors in states won by Joseph R. Biden Jr. It would require that states choose their electors under laws in place before the election, a provision intended to prevent states from reversing course if they do not like the result.     Senators involved in the negotiations underway say the discussions are serious and substantive, but some Democrats remain wary.WASHINGTON — Senator Richard Blumenthal, Democrat of Connecticut, was finally closing in on a hard-fought agreement with Republicans on a gun safety measure, following a string of horrific shootings in 2019, when the talks suddenly collapsed.New plans in the House to impeach President Donald J. Trump meant that Republicans were no longer in the mood to compromise with Democrats on anything, and the emerging accord went the way of so many seemingly promising ones on Capitol Hill in recent years, stymied by Republicans who said they were willing to accept some sort of deal — just not that one.“The world has become so polarized that our Republican colleagues come so very close to closing a deal, but then they begin staring down the abyss of their base and they recoil,” said Mr. Blumenthal, who attributed the Republican recalcitrance to fear of a political backlash for any cooperation with Democrats.The same has been true for other politically charged issues where efforts at compromise have ended up going nowhere in Congress.     Democrats Back Biden, But No Consensus About Plan B for 2024

    Leaders with White House aspirations all say they’ll support the president for another term. But there is no shortage of chatter about the options if he continues to falter.NEW ORLEANS — Addressing reporters at a meeting of the Democratic Governors Association, Gov. Roy Cooper of North Carolina gave an emphatic answer when asked whether he expected President Biden to seek a second term — and whether he believed that was in the best interests of his party.“I do and I do,” Mr. Cooper said on Friday, adding, “I fully expect him to seek re-election and I will support him, and in fact we’re going to win North Carolina for him.”But just three minutes later, Mr. Cooper — the only Democratic governor to twice win a state that former President Donald J. Trump carried in both of his campaigns — was sketching out what could be the makings of a Cooper for President message to primary voters.He trumpeted his repeal of his state’s so-called bathroom bill targeting transgender people, an executive order granting paid parental leave to state employees and another order putting North Carolina on a path to carbon neutrality by 2050. “That’s why Democratic governors are so important,” he said, alluding to next year’s midterm elections.Publicly, Mr. Cooper and other Democratic leaders are focused on what will be a difficult 2022 if Mr. Biden’s popularity does not pick up. A longtime financial benefactor of national Democrats, Mr. Pritzker may face a competitive race for re-election in 2022.While allies say that Mr. Pritzker has expressed no specific intention to run for president in 2024 if Mr. Biden bows out, he has talked privately about his interest in seeking the White House at some point should the opportunity arise.His advisers tried to tamp down the prospect, at least for now. “Governor Pritzker is focused on addressing the challenges facing the people of Illinois and is not spending any time on D.C.’s favorite parlor game: Who will run for President next,” said Emily Bittner, his spokeswoman. She said the governor “wholeheartedly supports” Mr. Biden and Ms. Harris and expected them to be re-elected.Still, the talk is abundant — at least in private.Mr. Trump’s vengeance campaign against Gov.     Senate Democrats Hold Hearing on Voting in Georgia

    ATLANTA — Senate Democrats took their campaign for far-reaching federal voting rights legislation on the road to Georgia on Monday, convening a rare hearing in a state at the center of a national fight over elections.At a field hearing in Atlanta, lawmakers and voters decried the restrictive new voting law signed this spring by Gov.     Jim Klobuchar Dies at 93; Minnesota Newspaperman and Amy’s Father

    He rose to folk hero status with his derring-do as a journalist and came to national attention when his daughter, Senator Amy Klobuchar, spoke openly about his struggles with alcoholism.Jim Klobuchar was a renowned sportswriter and general interest columnist in Minnesota for decades.Straight out of central casting, he was celebrated for his derring-do: He once held a piece of chalk between his lips while a sharpshooter took aim at it. He was a finalist for NASA’s initiative to send a journalist into space, until the Challenger explosion in 1986 ended the program. He scaled the Matterhorn eight times and Kilimanjaro five.And he could make readers weep, as when he wrote about a 5-year-old girl with a brain tumor who loved to ride the rails: “She was cradled in her mother’s lap on the observation car of the Milwaukee Road’s Hiawatha, a tidy young lady. A dying little girl, taking her last train ride.”But he did not come to national attention until 2018, when his daughter, Senator Amy Klobuchar, Democrat of Minnesota, mentioned him during the contentious televised hearings on Judge Brett M. Kavanaugh’s nomination to the Supreme Court.During her questioning of the nominee, Ms. Klobuchar noted that her father, then 90, was a recovering alcoholic who still attended meetings of Alcoholics Anonymous. She asked Judge Kavanaugh whether he had ever drunk so much that he could not recollect events. He turned the question back on her, a breach of decorum for which he later apologized. She accepted the apology, adding, “When you have a parent that’s an alcoholic, you’re pretty careful about drinking.”By then her father had been sober for more than 25 years. After he and his first wife, Rose (Heuberger) Klobuchar, divorced in 1976, he and Amy began taking long-distance biking trips to bond with each other.As a young journalist for The Associated Press, he experienced an especially heady moment the day after the 1960 presidential election, when John F. Kennedy and Richard M. Nixon were still neck and neck, with three states yet to report results. Mr. Klobuchar wrote the nationwide bulletin announcing that Mr. Kennedy had won Minnesota, giving him enough electoral votes to clinch the presidency. The scoop appeared in papers across the country.James John Klobuchar was born on April 9, 1928, in Ely, a small city on the Iron Range of northern Minnesota, where he grew up. His father, Michael Klobuchar, worked in the iron ore mines. His mother, Mary (Pucel) Klobuchar, was a homemaker.From an early age, Jim read The Duluth Herald, and his mother encouraged him to pursue a career in journalism, Senator Klobuchar wrote in her 2015 memoir, “The Senator Next Door.”He graduated from Ely Junior College (now Vermilion Community College) in 1948, then enrolled at the University of Minnesota, graduating with a degree in journalism in 1950.He landed a job as wire editor at The Bismarck Daily Tribune. But six months later he was drafted into the Army and assigned to a new psychological warfare unit in Stuttgart, Germany, where he wrote anti-communist material.He returned briefly to the Bismarck paper, then was recruited by The Associated Press in Minneapolis, where he scored his election scoop. He joined The Minneapolis Tribune in 1961 as a sports reporter, focusing on the Minnesota Vikings.He left The Tribune in 1965 for the competing St. Paul Pioneer Press, but it wasn’t long before The Minneapolis Star lured him away by giving him a column to write about whatever he wanted.Mr. Klobuchar in 2015. During the height of the Cold War, Mr. Klobuchar reported from Moscow. He covered the murder and funeral of Aldo Moro, Italy’s former prime minister, in 1978. He challenged the pool hustler Minnesota Fats to a game. He wrote about an air service that employed topless flight attendants. He played a reporter in the 1974 movie “The Wrestler,” with Ed Asner.But it was not all smooth sailing. He was suspended twice, once for writing a speech for a politician, and once for making up a quote in a story that he thought was an obvious satire.He also took his drinking too far, his daughter said in her book. For a time, heavy drinking was part of his colorful public persona. When he was charged with a couple of alcohol-related driving offenses in the mid-1970s, nothing much happened.But the public’s attitude toward drinking and driving underwent a sea change, and when he was arrested in 1993 for driving under the influence, he lost his license and was threatened with jail. He wrote a front-page apology to his readers. And in an accompanying note, the paper’s editor, Tim McGuire, said that Mr. Klobuchar had “endangered lives” and that the paper was insisting that he seek treatment.He complied. He entered an inpatient rehabilitation center, attended Alcoholics Anonymous meetings and found God. Ms. Klobuchar wrote that his readers forgave him.“It was his very flaws that made my dad so appealing to them,” she said. “His rough-and-tumble life growing up and his personal struggles had a huge influence on his writing. That’s why he was at his best when he wrote about what he called ‘the heroes among us’ — ordinary people doing extraordinary things.”In addition to Senator Klobuchar, he is survived by another daughter, Meagan; his wife, Susan Wilkes; his brother, Dick; and a granddaughter.When he decided to retire from The Star Tribune in 1995, Mr. Klobuchar told his office mates that he wanted no fuss, just to leave quietly.
