    The Root Cause of Violent Crime Is Not What We Think It Is

    There is a prevailing narrative about crime that positions bad people as the problem and toughness — in the form of police and prisons — as the solution. It’s emotionally powerful, enough to make politicians allocate money for more cops and more jails in order to avoid being labeled weak, or worse, pro-crime. The recent decision by Mayor Eric Adams of New York to get more homeless mentally ill people involuntarily committed — which shocked even the N.Y.P.D. — is just the latest example.But policies like this have little if any effect on violent crime, in part because they do not address what causes the problem.The 2022 midterm elections, in which the Republican Party poured considerable sums into a tough-on-crime message and did far worse than expected, offers hope that change is at last possible. Candidates with the courage to do so can run — and win — on a promise to reduce the causes of violence, addressing it before it occurs instead of just punishing it when the damage is already done.If throwing money at police and prisons made us safer, we would probably already be the safest country in the history of the world. We are not, because insufficient punishment is not the root cause of violence. And if someone is talking about how tough they are and how scared you should be, they care more about keeping you scared than keeping you safe.The tough-on-crime narrative acts like a black hole. It subsumes new ideas and silences discussions of solutions that are already making a difference in people’s lives. And it provides bottomless succor to politicians who are more interested in keeping themselves in power than keeping people safe.I have seen the message of “strong communities keeping everyone safe” open the minds of Republican voters, Democratic voters, and many in between. It is backed up by science. Academics, government commissions and even many police chiefs have agreed with the substance behind the message for decades. And there is evidence, including the results of last month’s midterms, that it can work politically on a larger scale.Local successes can be harder for national and statewide candidates to take credit for. But they are still better off telling a story about solutions than trying to out-punish their opponents. Senator-elect John Fetterman, Democrat of Pennsylvania, often advertised his efforts to eliminate shooting deaths as the mayor of Braddock, Pa.In contrast, many New York State Democrats defaulted to a defensive posture. In the closing weeks of the midterms, Gov. Kathy Hochul cut an ad highlighting stricter bail terms and trumpeted increased police presence in New York City. Sean Patrick Maloney sought (and received) the endorsement of the powerful Police Benevolent Association of New York City even though his district is not in the city. It didn’t work. Hochul survived an unexpectedly close race, but Maloney lost his seat, as did many other Democrats in the state.Even in areas that have doubled down on punishment, the police are finding it exceedingly difficult to solve crimes. This is particularly true of homicides. In New York City, by contrast, the decision to end the unconstitutional tactic of stopping and frisking hundreds of thousands of mostly young Black and brown men did not lead to a spike in crime.Meanwhile, local policies that get closer to the cause are showing results. Dozens of communities are demonstrating how to ensure safety and, in many cases, save money along the way. In Austin, Texas, a 911 call from a person reporting a mental health emergency used to get directed to the police. Now, if there is no immediate danger, dispatchers have the option to transfer the call to a mental health clinician. In the first eight months after the program’s 2019 launch, 82 percent of calls that were transferred were handled without police involvement, which resulted in savings to the taxpayer of $1,642,213. By the 2021 fiscal year, the program was involved in almost 2,000 calls. In Brooklyn, young people who completed an alternative program for illegal gun possession had a 22 percent lower rearrest rate than peers who went to prison. In Olympia, Wash., a new unit of the Police Department that provides “free, confidential, and voluntary crisis response assistance” has responded to 3,108 calls since 2019, all while minimizing arrests and with zero injuries to responders.Communities that have adopted these approaches have not done away with enforcement; they have just required less of it. In Denver, a five-year randomized control trial of a program that provides housing subsidies to those at risk of being unhoused found a 40 percent reduction in arrests among participants. These kinds of results are why localities from New Jersey to New Mexico are restructuring their local governments to invest in the social determinants of health and safety.And yet, as I have learned over more than two decades of work in this field, the black hole narrative cannot be changed by statistics alone. If you want policies that actually work, you have to change the political conversation from “tough candidates punishing bad people” to “strong communities keeping everyone safe.” Candidates who care about solving a problem pay attention to what caused it. Imagine a plumber who tells you to get more absorbent flooring but does not look for the leak.Because the old narrative is so ingrained, candidates often assume that voters agree with it. But common sense and recent polling show that a majority of voters are concerned about crime and also supportive of changes in how we keep communities safe. This has fueled thousands of local innovations across the country. City governments, community groups and nonprofits are comparing notes on what works. And organizations like One Million Experiments are tracking innovations aimed at producing scalable solutions that do not rely on punishment. Reducing crime and reducing reliance on punishment only seem incompatible if you accept, as the narrative black hole dictates, that police and prisons are the only solution.Voters know the status quo does not work. In the run-up to 2024, for the sake of public safety, candidates need to give them real alternatives. That is the only way to get out of the black hole and into the light.Phillip Atiba Goff is the chair and Carl I.     Tied New Hampshire Race Spurs a Redo. Why Aren’t Voters Talking About It?

    One race’s final tally: 970 to 970. So two candidates square off again in a city where voters are mostly keeping their politics to themselves.ROCHESTER, N.H. — Residents were intrigued, but not exactly shocked, when a state House of Representatives race in the small city of Rochester ended in a deadlock last month: 970 votes cast for the incumbent Democrat, 970 for the Republican challenger.In the purplish state of New Hampshire, where Rochester sits between the liberal southern seacoast and the more conservative Lakes Region at its center, the tie only confirmed what people already knew: Their city of 30,000, like their country, is politically split. And like many Americans, they are trying to navigate the divide with a careful approach: keeping their views to themselves and attempting to get along.Last week, state legislators voted to send the tied race in Rochester’s Ward 4, where there are about 3,000 voters, back to the city for a special election, expected to be held in February. Both candidates said they are determined to prevail, though they dread the challenge — familiar to many a hopeful presidential candidate — of inspiring voter turnout in the frigid, slushy middle of a long New Hampshire winter.“It’s going to be a tough slog,” said David Walker, the Republican, a longtime City Council member who challenged state Representative Chuck Grassie, a three-term Democrat. “I can’t see a lot of elderly people coming out in the cold, but you just have to knock on the doors and entice them.”The two men have known each other, and have worked together on city business, for years. Mr. Grassie said he mentored Mr. Walker in his early years on the council, helping the newcomer learn how to read a budget.     Gretchen Whitmer Rejected False Choices. All Democrats Should.

    For years, the so-called Blue Wall states — Michigan, Pennsylvania and Wisconsin — have been not just politically but also emotionally important for Democrats. With the party poised to enact a new primary lineup that includes Michigan in an early slot, the state has grown even more important for Democrats.In many ways, Michigan offers a microcosm of American politics. It includes a diverse population of over 10 million people and a mix of big, medium and smaller urban areas, along with diverse suburbs and rural areas.For Democrats, much of the debate about running in and winning big northern industrial states is that we have to choose a style of campaign. Either we talk to blue-collar voters about issues like economics and manufacturing, or we talk to suburban women about abortion. Either we use progressive issues to turn out our base, or we take moderate positions on issues to persuade people in the middle.There is a model for running an effective campaign in Michigan and states like it — and it involves rejecting many of these false choices.Gretchen Whitmer illustrated that model in Michigan this year. With her midterm victory, she has now had two decisive general-election wins in a critical Blue Wall state. Last month, she won by 10.6 points (a margin bested by only two Democratic presidential candidates in the last 50 years, Barack Obama in 2008 and Bill Clinton in 1996).She ran on economics and abortion, increased Democratic turnout and persuaded swing voters, all while connecting with the party’s largest base: Black voters. She embodied the way smart campaigns in Pennsylvania, Wisconsin and around the country operated this cycle, and she gave a blueprint for Democrats in 2024.The first lesson of Ms. Whitmer’s campaign is that economic good news and development — especially building things — really make a difference. Democrats should run on American manufacturing: Whether it was a new semiconductor plant (to help ease the chip shortage facing the auto industry) or generational-level investments from G.M. in electric-vehicle battery plants (to make sure the critical supply chains for electric cars will be based in Michigan, not China, where many E.V. batteries are currently built), Ms. Whitmer fought to bring them to Michigan.In in multiple TV ads, she told voters, “I can’t solve the inflation problem, but we’re doing things — right now — to help.” She listed tangible benefits that she proposed or got done, like more affordable community college, insurance refunds and tax cuts for seniors. She passed four balanced, bipartisan budgets with no tax increases, and she let voters know about that.A lot of Democrats talked about economics across the country, but few did so as consistently and effectively as Ms. Whitmer. And it wasn’t just talk: When businesses opened, she was often there to celebrate them.This was paired with a pocketbook attack. Her opponent, Tudor Dixon, took millions of dollars from the wildly unpopular (in Michigan) billionaire Betsy DeVos and her family. For months her campaign highlighted Ms. Dixon’s connections to Ms. DeVos and how Ms. Dixon’s tax plan would benefit Ms. DeVos and hurt the middle class — working-class tax hikes, cuts to schools and the like. Ms. Whitmer also highlighted abortion rights as a vote-deciding issue for swing voters. Again, this was not just talk. Through a ballot initiative, Michigan voters faced the decision on whether to place abortion protections in the state Constitution. Voters approved changing the state Constitution with strong support (57 percent).Months before the Dobbs decision overturned Roe v. Wade and could have effectively banned abortion in Michigan (because of a dormant law from the 1930s), Ms. Whitmer sued and got courts to block enforcement of that law. No doubt the issue helped Michigan Democrats and progressives to catalyze turnout. Estimates from the U.S. Elections Project show overall turnout in 2022 was down about 6 percent from the 2018 midterm, but in Michigan, turnout was up nearly 5 percent.Ms. Whitmer also developed a deep connection with Black voters well before she picked as her running mate and governing partner the state’s first Black lieutenant governor, Garlin Gilchrist. After winning Black voters decisively with high turnout in 2018, she deepened that connection. The “Big Gretch” song (“We ain’t even about to stress/we got Big Gretch”) and memes that came out of Black Michigan spoke to a deep appreciation Black voters had for her decisiveness in the pandemic to keep people safe.This was on top of a lot of other work to help Black voters, things like bringing the first new auto plant to Detroit in 30 years and making sure Detroiters had a first crack at the plant’s jobs.This did not come at the expense of talking to white voters: She won Macomb County, ground zero for voters who cast ballots for Barack Obama, then switched to Donald Trump, by about 60 percent more in 2022 from 2018.What Ms. Whitmer has done in Michigan can be done by Democrats across the country.     Unapologetic Black Power in the South

    I’m a strong advocate of Black reverse migration — Black people returning to Southern states from cities in the North and West in order to concentrate political power.This reverse migration was already happening before my advocacy, and it continues. As the demographer William H. Frey wrote for the Brookings Institution in September, the reversal “began as a trickle in the 1970s, increased in the 1990s, and turned into a virtual evacuation from many Northern areas in subsequent decades.”There are many reasons for this reversal, primarily economic, but I specifically propose adding the accrual of political power — statewide political power — to the mix.One of the ways that people often push back on what I’m proposing is to worry aloud about the opposition and backlash to a rising Black population and power base in Southern states.Well, Georgia is providing a proving ground for this debate in real life.I heard so many people after the Georgia runoff in which Raphael Warnock defeated Herschel Walker who said some version of “Yes, but it was still too close.”It seemed to me that those comments — and many others — missed the bigger point: Something absolutely historic is happening in Georgia that portends a massive political realignment for several Southern states.Georgia voters proved this year that the historic election of a Black senator from a Southern state by a coalition led in many ways by Black people was not a fluke.And that coalition sent Warnock back to the Senate in the face of fierce opposition. Not only did the Georgia state legislature and Gov. Brian Kemp do their best to suppress voters — a tactic almost always designed to marginalize nonwhite voters — but Republicans also turned out in droves to try to retain power that they see slipping from their grasp.Furthermore, in the general election, Black turnout was down. According to Nate Cohn, the Black share of the electorate fell to its lowest level since 2006.But then in the runoff, when the choice was narrowed and sharpened, the Warnock coalition bounced back, stronger and defiant.According to the Georgia secretary of state’s office, Black voters only account for 29 percent of registered active voters in the state. During early voting, Black voters outperformed. They went to the polls to prove a point. They voted to flex. According to a Pew Research Center report, the number of Black people registered to vote in Georgia increased 25 percent from 2016 to 2020, a far larger increase than any other racial group.Yes, many, like me, were offended by the presence of Walker as the alternative, and were voting as much to defy Walker as to affirm Warnock.But even there, I think we have to step back, take a breath, and soberly assess how historic his presence was. The power structure in Georgia was so shocked by what this Black-led coalition had done that they allowed Donald Trump to foist a thoroughly unqualified Black Republican on them, thinking that he would help them win back power.Georgia Republicans thought they could fracture the Black vote. They couldn’t. It held strong and united.There is a great, nearly inexpressible exhilaration in this realization as a Black citizen and voter. Black people and other minorities weren’t simply being called upon to tip the balance when white voters split down the middle. Every other Black senator in American history has been elected by a coalition led by white liberals. Warnock is the first elected by a coalition led by Black people.Black people were leading the charge in his election, and he was solid, bright and competent. This startling new reality of electoral politics demolished any lingering lies about inferior Black leadership or intemperate Black voters. Black voters want what any other voter should want: solid leaders who are responsive to them.Some may look at the defeat of Stacey Abrams in the governor’s race and see it as a sign of caution, that the “Old South” is alive and well. But I see it differently. Power will not be passively relinquished. Those with it will fight like hell to retain it. And in that power struggle, they will win some of the battles.Each election will depend on candidates and campaigns. The race between Kemp and Abrams is not a predictor of what is possible. Black voters in Georgia keep reminding themselves what’s possible when they focus their attention and effort as they did in this runoff.That kind of engagement — and the reward of winning — is psychologically powerful. Once a people taste power, state power, it seems to me that it will be hard to turn away from it. Having it begins to feel normal and expected.That is a reality that many in this country have feared for centuries.     Want to Know Why Democrats Lose Rural America?

    STORM LAKE, Iowa — Democrats are getting their derrières handed to them by the kickers and the Busch Light drinkers from out here on the edge of the Great Plains all the way to Appalachia, where the Republicans roam.So what do the Democrats do?Dump the Iowa caucuses into the ditch. At the hand of President Biden, no less. He decreed that South Carolina’s primary should go first on the presidential nominating calendar, displacing Iowa. The Democratic National Committee seems happy to oblige.We get it. Let someone else take a turn up front. But discarding Iowa is not a great way to mend fences in rural America — where the Democratic brand has become virtually unmarketable. The Democratic big shots hated Iowa’s pride of place since the caucuses rose to prominence a half-century ago because money couldn’t control the outcome. Jimmy Carter broke through from Plains, Ga., with nothing but a toothy smile and an honest streak. Candidates were forced to meet actual voters in village diners across the state. We took our vetting role seriously — you had better be ready to analyze Social Security’s actuarial prospects.Candidates weren’t crazy about it. The media hated Storm Lake ice in January. We did a decent, if imperfect, job of winnowing the field. Along with New Hampshire, we set things up so South Carolina could often become definitive, which it will be no longer.Iowa has its problems. We are too white. The caucuses are complicated, confusing and clunky. The evening gatherings in homes, school gyms and libraries are not fully accessible and not as convenient as a primary for people with jobs and kids at home.But diversity did have a chance here. Barack Obama was vaulted to the White House. Iowa actively encouraged Black candidates to challenge the white establishment. Mr. Obama beat Hillary Clinton here. Iowa had no problem giving a gay man, Pete Buttigieg, and a Jewish democratic socialist, Bernie Sanders, the two top tickets out to New Hampshire last cycle. Black, white or Latino, it’s organization that matters in Iowa. You have to herd your people to the caucus and keep them in your pen for an hour while other campaigns try to poach them. It’s town hall democracy. Mr. Obama won with it. Candidates who ran feeble campaigns have to blame something. Latinos in Storm Lake overwhelmingly caucused for Mr. Sanders. Julián Castro can complain all he wants.The talking heads say Iowa messed up by not reporting the results quickly. The problem was that a cellphone app suggested to the Iowa Democratic Party by the Democratic National Committee crashed. The democratic process worked — the app didn’t.Anyone looking for an excuse to excise Iowa and further alienate rural voters could find one. The time was ripe.Mr. Biden doesn’t owe Iowa a thing. He finished fourth in the caucuses. He did owe Representative James Clyburn, the dean of South Carolina Democrats, big time for an endorsement just ahead of the Palmetto State primary, where Black voters put Mr. Biden over the top. It was sweet payback. We get that, too.Actually, the caucuses haven’t been the best thing for Iowa. The TV ads never stop. It puts you in a bad mood to think everything is going wrong all the time. We asked good questions, and the candidates gave good answers, then forgot about it all. Despite all the attention, nothing really happened to stop the long decline as the state’s Main Streets withered, farmers disappeared, and the undocumented dwell in the shadows. Republican or Democrat, the outcome was pretty much the same. At least the Republicans will cut your taxes.So it’s OK that South Carolina goes first. Iowa can do without the bother. The Republicans are sticking with Iowa, the Democrats consider it a lost cause. No Democratic state senator lives in a sizable part of western Iowa. Republicans control the governor’s office, the Legislature and soon the entire congressional delegation. Nobody organized the thousands of registered Latino voters in meatpacking towns like Storm Lake. Democrats are barely trying. The results show it.The old brick factory haunts along the mighty Mississippi River are dark, thanks to Ronald Reagan and Bill Clinton and everyone else who sold us out for “free trade.” Keokuk, the gate city to the river, was once a bustling industrial and shipping hub but recently lost its hospital. Your best hope in rural Jefferson was to land a casino to save the town. You essentially can’t haul a load of hogs to the packinghouse in a pickup anymore — you need a contract and a semi. The sale barn and open markets are quaint memories. John Deere tractor cabs will be made in Mexico, not Waterloo. Our rivers are rank with manure. It tends to frustrate those left behind, and the resentment builds to the point of insurrection when it is apparent that the government is not here to help you.It’s hard to feel from 30,000 feet. So Donald Trump landed in Sioux City on the eve of the midterm election to claim his stake before a large crowd buffeted by the gales out of Nebraska. “The Iowa way of life is under siege,” Mr. Trump bellowed. “We are a nation in decline. We are a failing nation.”They loved him.     The Election Is Over. Now Comes the Battle for Voting Rights in 2024

    Voters rebuffed the most aggressive efforts to weaken democracy in the midterms. But battles over election districts and ballot restrictions that could prove crucial in 2024 have already resumed.WASHINGTON — With Raphael Warnock’s victory in the Georgia Senate race on Tuesday, the major midterm elections are over.But the battles over voting rules, restrictions and political boundaries that will help determine who wins the next ones barely paused for ballot-counting before resuming in force.Indeed, the day after Mr. Warnock’s election, the Supreme Court heard arguments in a potentially seismic case brought by Republicans in North Carolina that could give state legislatures significantly expanded power over election laws — and virtually unlimited authority to draw gerrymandered maps.The landscape is familiar. Democrats who took control of state legislatures in Michigan and Minnesota are preparing legislation to to broaden voting access, including measures in Michigan that would mandate absentee ballot drop boxes.Republicans, who control a majority of legislatures across the country, are proposing new restrictive legislation they say would combat election fraud, though it remains exceedingly rare. And though both parties have benefited from gerrymanders, Republicans are far more likely to make it a centerpiece of their electoral strategy.In the Ohio Legislature, Republicans are poised to pass bills that would stiffen the ID requirement for casting a ballot, limit the use of drop boxes and end automatic mailings of absentee-ballot applications to voters.In North Carolina, a Republican sweep of state Supreme Court races last month makes it likely that the State Legislature will be able to gerrymander existing nonpartisan maps of congressional and legislative districts before the 2024 elections.In Wisconsin, both parties are girding for an April election that will determine partisan control of the state’s already politicized Supreme Court — and either open or shut the door on a legal challenge to an impregnable Republican gerrymander of the State Legislature.Some of that jockeying for power always goes on beneath the radar of most voters. But in the wake of more direct attacks on democracy by insurrectionists at the U.S. Capitol and by election deniers in last month’s vote, the divergent legislative priorities of the two parties — and particularly Republican reliance on restrictive voting measures and supercharged gerrymanders — reflect what has become a ceaseless tug of war over the rules of American politics and governance.“It’s not the same thing as throwing out the vote count and putting in the wrong count,” said Wendy Weiser, who directs the Democracy Program at the left-leaning Brennan Center for Justice at New York University. “But it’s a form of unfair gaming of the system to gain electoral advantage, in a way that shuts out legitimate voters.”The Aftermath of the 2022 Midterm ElectionsCard 1 of 6A moment of reflection.     A year ago, Representative Thomas Massie of Kentucky posted a Christmas photo on Twitter. In it, Mr. Massie, his wife and five children pose in front of their ornament-bedecked tree. Each person is wearing a big grin and holding an assault weapon. “Merry Christmas! ps. Santa, please bring ammo,” Mr. Massie wrote on Twitter.The photo was posted on Dec. 4, just four days after a mass shooting at a school in Oxford, Mich., that left four students dead and seven other people injured.The grotesque timing led many Democrats and several Republicans to criticize Mr. Massie for sharing the photo. Others lauded it and nearly 80,000 people liked his tweet. “That’s my kind of Christmas card!” wrote Representative Lauren Boebert of Colorado, who then posted a photo of her four sons brandishing similar weapons.These weapons, lightweight and endlessly customizable, aren’t often used in the way their devotees imagine — to defend themselves and their families. (In a recent comprehensive survey, only 13 percent of all defensive use of guns involved any type of rifle.) Nevertheless, in the 18 years since the end of the federal assault weapons ban, the country has been flooded with an estimated 25 million AR-15-style semiautomatic rifles, making them one of the most popular in the United States. When used in mass shootings, the AR-15 makes those acts of violence far more deadly. It has become the gun of choice for mass killers, from Las Vegas to Uvalde, Sandy Hook to Buffalo.The AR-15 has also become a potent talisman for right-wing politicians and many of their voters. That’s a particularly disturbing trend at a time when violent political rhetoric and actual political violence in the United States are rising.Addressing violent right-wing extremism is a challenge on many fronts: This board has argued for stronger enforcement of state anti-militia laws, better tracking of extremists in law enforcement and the military, and stronger international cooperation to tackle it as a transnational issue. Most important, there is a civil war raging inside the Republican Party between those who support democracy and peaceful politics and those who support far-right extremism. That conflict has repercussions for all of us, and the fetishization of guns is a pervasive part of it.The prominence of guns in campaign ads is a good barometer of their political potency. Democrats have sometimes used guns in ads — in 2010, Joe Manchin of West Virginia, running for the Senate, shot a hole through a copy of the cap-and-trade climate bill with a single-shot hunting rifle. Since then, guns have all but disappeared from Democratic messaging. But in the most recent midterm elections, Republican politicians ran more than 100 ads featuring guns and more than a dozen that featured semiautomatic military-style rifles.In one of the most violent of those ads, Eric Greitens, a Republican candidate for Senate in Missouri and a former Navy SEAL, kicks in the door of a house and barges in with a group of men dressed in tactical gear and holding assault rifles. Mr. Greitens boasts that the group is hunting RINOs — a derogatory term for “Republicans in name only.” The ad continues, “Get a RINO hunting permit. There’s no bagging limit, no tagging limit, and it doesn’t expire until we save our country.”Twitter flagged the ad, Facebook banned it for violating its terms of service, and Mr. Greitens lost his race for office. He may have been playacting in the ad, but many other heavily armed people with far-right political views are not. Openly carried assault rifles have become an all too common feature of political events around the country and are having a chilling effect on the exercise of political speech.This intimidating display of weaponry isn’t a bipartisan phenomenon: A recent New York Times analysis examined more than 700 demonstrations where people openly carrying guns showed up. At about 77 percent of the protests, those who were armed “represented right-wing views, such as opposition to L.G.B.T.Q. rights and abortion access, hostility to racial justice rallies and support for former President Donald J. Trump’s lie of winning the 2020 election.”As we’ve seen at libraries that host drag queen book readings, Juneteenth celebrations and Pride marches, the Second Amendment’s right to bear arms is fast running up against the First Amendment’s right to peaceably assemble. Securing that right, and addressing political violence in general, requires addressing the armed intimidation that has become commonplace in public places and the gun culture that makes it possible.A growing number of American civilians have an unhealthy obsession with “tactical culture” and rifles like the AR-15. It’s a fringe movement among the 81 million American gun owners, but it is one of several alarming trends that have coincided with the increase in political violence in this country, along with the spread of far-right extremist groups, an explosion of anti-government sentiment and the embrace of deranged conspiracy theories by many Republican politicians. Understanding how these currents feed one another is crucial to understanding and reversing political violence and right-wing extremism.The American gun industry has reaped an estimated $1 billion in sales over the past decade from AR-15-style guns, and it has done so by using and cultivating their status as near mythical emblems of power, hyper-patriotism and manhood. Earlier this year, an investigation by the House Committee on Oversight and Reform found that the gun industry explicitly markets its products by touting their military pedigree and making “covert references to violent white supremacists like the Boogaloo Boys.” These tactics “prey on young men’s insecurities by claiming their weapons will put them ‘at the top of the testosterone food chain.’”This marketing and those sales come at a significant cost to America’s social fabric.In his recent book “Gunfight: My Battle Against the Industry That Radicalized America,” Ryan Busse, a former firearms company executive, described attending a Black Lives Matter rally with his son in Montana in 2020. At the rally, dozens of armed men, some of them wearing insignia from two paramilitary groups — the 3 Percenters and the Oath Keepers — appeared, carrying assault rifles. After one of the armed men assaulted his 12-year-old son, Mr. Busse had his epiphany.“For years prior to this protest, advertising executives in the gun industry had been encouraging the ‘tactical lifestyle,’” Mr. Busse wrote. The gun industry created a culture that “glorified weapons of war and encouraged followers to ‘own the libs.’”The formula is a simple one: More rage, more fear, more gun sales.A portion of those proceeds are then funneled back into politics through millions of dollars in direct contributions, lobbying and spending on outside groups, most often in support of Republicans.All told, gun rights groups spent a record $15.8 million on lobbying in 2021 and $2 million in the first quarter of 2022, the transparency group OpenSecrets reported. “From 1989 to 2022, gun rights groups contributed $50.5 million to federal candidates and party committees,” the group found. “Of that, 99 percent of direct contributions went to Republicans.” More
