    Black Turnout in Midterms Was One of the Low Points for Democrats

Jamie Kelter Davis for The New York TimesThere was a lot of good news — or at least news that felt good — for Democrats this election cycle, from holding the Senate to remaining stubbornly competitive in the House.But as more data becomes final, it’s clear that Black turnout is not one of those feel-good stories for the party.We won’t get conclusive numbers on this for months, but the evidence so far raises the distinct possibility that the Black share of the electorate sank to its lowest level since 2006. It certainly did in states like Georgia and North Carolina, where authoritative data is already available.The relatively low turnout numbers aren’t necessarily a surprise. After all, this was not supposed to be a good year for Democrats. Perhaps this is one of the things that went about as expected, with no reason to think it portends catastrophe for Democrats in the years ahead.Still, relatively low Black turnout is becoming an unmistakable trend in the post-Obama era, raising important — if yet unanswered — questions about how Democrats can revitalize the enthusiasm of their strongest group of supporters.Is it simply a return to the pre-Obama norm? Is it yet another symptom of eroding Democratic strength among working-class voters of all races and ethnicities? Or is it a byproduct of something more specific to Black voters, like the rise of a more progressive, activist — and pessimistic — Black left that doubts whether the Democratic Party can combat white supremacy?Whatever the answer, it is clear that the relatively low Black turnout was not exactly disastrous electorally for Democrats in 2022.     How a ‘Golden Era for Large Cities’ Might Be Turning Into an ‘Urban Doom Loop’

    The last thirty years “were a golden era for large cities,” Stijn Van Nieuwerburgh, a professor of real estate and finance at Columbia Business School, wrote in November 2022: “A virtuous cycle of improving amenities (educational and cultural institutions, entertainment, low crime) and job opportunities attracted employers, employees, young and old, to cities.”New York, Los Angeles, Boston and San Francisco, Van Nieuwerburgh continued, “became magnets for the highest-skilled employees and the top employers, with particular concentrations in finance and technology.” In late February and early March 2020, the Covid-19 pandemic hit New York and other population hubs. In Van Nieuwerburgh’s telling, the Covid-19 crisis “triggered a massive migration response. Many households fled urban centers. Most of these Covid migrants moved to the suburbs.”As the pandemic endured and subsequent Covid variants prompted employers to postpone return-to-office plans, Van Nieuwerburgh noted, “Covid-induced migration patterns began to take on a more persistent character. Many households transitioned from temporarily renting a suburban home to purchasing a suburban home.”In Van Nieuwerburgh’s view — and that of many of his colleagues — what seemed like a transitory step to avoid infection has become a major force driving the future direction of urban America.Scholars are increasingly voicing concern that the shift to working from home, spurred by the coronavirus pandemic, will bring the three-decade renaissance of major cities to a halt, setting off an era of urban decline. They cite an exodus of the affluent, a surge in vacant offices and storefronts and the prospect of declining property taxes and public transit revenues.Insofar as fear of urban crime grows, as the number of homeless people increases, and as the fiscal ability of government to address these problems shrinks, the amenities of city life are very likely to diminish.Jacob Brown, a post- doctoral fellow at Princeton’s Center for the Study of Democratic Politics, elaborated in an email on the consequences for cities of the more than 20 percent of urban employees now working full- or part-time from home:With respect to crime, poverty and homelessness, Brown argued,One thing that may occur is that disinvestment in city downtowns will alter the spatial distribution of these elements in cities — i.e. in which neighborhoods or areas of a city is crime more likely, and homelessness more visible. Urban downtowns are often policed such that these visible elements of poverty are pushed to other parts of the city where they will not interfere with commercial activities. But absent these activities, there may be less political pressure to maintain these areas. This is not to say that the overall crime rate or homelessness levels will necessarily increase, but their spatial redistribution may further alter the trajectory of commercial downtowns — and the perception of city crime in the broader public.“The more dramatic effects on urban geography,” Brown continued,may be how this changes cities in terms of economic and racial segregation. One urban trend from the last couple of decades is young white middle- and upper-class people living in cities at higher rates than previous generations. But if these groups become less likely to live in cities, leaving a poorer, more disproportionately minority population, this will make metropolitan regions more polarized by race/class.My Times colleague Nicholas Fandos documented the damage that even the perception of rising crime can inflict on Democrats in a Nov. 27 article, “Meet the Voters Who Fueled New York’s Seismic Tilt Toward the G.O.P.”: “From Long Island to the Lower Hudson Valley, Republicans running predominantly on crime swept five of six suburban congressional seats, including three that President Biden won handily that encompass some of the nation’s most affluent, well-educated commuter towns.And on Tuesday, Mayor Eric Adams of New York announced plans to potentially subject severely mentally ill people who are found on subways or city streets to involuntarily hospitalization.Nicholas Bloom, an economist at Stanford, described some of the economic forces at work in an email:In big cities like New York and San Francisco we estimate large drops in retail spending because office workers are now coming into city centers typically 2.5 rather than 5 days a week. This is reducing business activity by billions of dollars — less lunches, drinks, dinners and shopping by office workers. This will reduce city hall tax revenues.Compounding the problem, Bloom continued,Public transit systems are facing massive permanent shortfalls as the surge in working from home cuts their revenues but has little impact on costs (as subway systems are mostly a fixed cost. This is leading to a permanent 30 percent drop in transit revenues on the New York Subway, San Francisco Bart, etc.These difficulties for cities will not go away anytime soon. Bloom provided data showing strong economic incentives for both corporations and their employees to continue the work-from-home revolution if their jobs allow it:First, “Saved commute time working from home averages about 70 minutes a day, of which about 40 percent (30 minutes) goes into extra work.” Second, “Research finds hybrid working from home increases average productivity around 5 percent and this is growing.” And third, “Employees also really value hybrid working from home, at about the same as an 8 percent pay increase on average.”In the case of New York, Bloom wrote that he is “reasonably optimistic in the long-run,” and “current office leasing markets are soft but not in collapse.”That view is not shared by three other experts in real estate economics, Arpit Gupta, of N.Y.U.’s Stern School of Business, Vrinda Mittal, both of the Columbia Business School, and Van Nieuwerburgh. They anticipate disaster in their September 2022 paper, “Work From Home and the Office Real Estate Apocalypse.”“Our research,” Gupta wrote by email,emphasizes the possibility of an ‘urban doom loop’ by which decline of work in the center business district results in less foot traffic and consumption, which adversely affects the urban core in a variety of ways (less eyes on the street, so more crime; less consumption; less commuting) thereby lowering municipal revenues, and also making it more challenging to provide public goods and services absent tax increases. These challenges will predominantly hit blue cities in the coming years.In their paper, the three authors “revalue the stock of New York City commercial office buildings taking into account pandemic-induced cash flow and discount rate effects. We find a 45 percent decline in office values in 2020 and 39 percent in the longer run, the latter representing a $453 billion value destruction.”Extrapolating to all properties in the United States, Gupta, Mittal and Van Nieuwerburgh write, the “total decline in commercial office valuation might be around $518.71 billion in the short-run and $453.64 billion in the long-run.”Their conclusions are not necessarily cast in concrete but they are bleak:We estimate that remote work is likely to persist and result in long-run office valuations that are 39.18 percent below prepandemic levels. The decline in office values and the surrounding central business district retail properties, whose lease revenues have been hit at least as hard as office, has important implications for local public finances.For example, the share of real estate taxes in N.Y.C.’s budget was 53 percent in 2020, 24 percent of which comes from office and retail property taxes. Given budget balance requirements, the fiscal hole left by declining central business district office and retail tax revenues would need to be plugged by raising tax rates or cutting government spending.Both would affect the attractiveness of the city as a place of residence and work. These dynamics risk activating a fiscal doom loop. With more people being able to separate the location of work and home, the migration elasticity to local tax rates and amenities may be larger than in the past.In a separate email, Van Nieuwerburgh warned thatAs property values of urban office and urban retail fall, with the increased importance of work from home, so do the tax revenues generated from those buildings and the associated economic activity. Since local governments must balance their budget, this means that they need to raise tax revenues elsewhere or cut public spending. The former is bad for the business climate. The latter is bad for the quality of life in the city: cuts to public transit, schools, police departments, sanitation departments, etc. As the quality of public services deteriorates, crime could increase, making public transit potentially even less attractive. More generally, an urban doom loop could ensue, whereby lower property tax revenues beget lower spending and higher taxes, triggering more out-migration, lower property values, lower tax revenues, less public spending, more crime and worse schools/transit, more out-migration.In his November 2022 paper, “The Remote Work Revolution: Impact on Real Estate Values and the Urban Environment,” Van Nieuwerburgh writes:Since March 2020, Manhattan has lost 200,000 households, the most of any county in the U.S. Brooklyn (-88,000) and Queens (-51,000) also appear in the bottom 10. The cities of Chicago (-75,000), San Francisco (-67,000), Los Angeles (-64,000 for the city and -136,000 for the county), Washington DC (-33,000), Seattle (-31,500), Houston (-31,000), and Boston (-25,000) make up the rest of the bottom 10.As major cities are caught in a downward fiscal spiral, the forces driving the process will be felt in varying stages. The loss of transit ridership fares and sales taxes is immediate; declining residential, retail and office property taxes will take longer to phase in as new appraisals are performed; drops in income tax revenues will occur as families moving outside city limits change their legal residence.Ruth Fremson/The New York TimesOne of the major consequences of these patterns, Jessica Trounstine, a political scientist at the University of California-Merced, wrote in an email, “has been segregation in fiscal capacity within metro areas.” In most cases, Trounstine suggested, “the people who will leave cities will likely be higher income and whiter than the people who stay. This means that prior patterns will only be amplified, not reversed.”There are a number of ways to describe the changing character of urban America and the ever-evolving nature of post-pandemic life.Tracey H. Loh, a Brookings fellow, wrote in an email that one way to view an urban downtown is like “a natural ecosystem” that has received a major shock:Prior to the pandemic, these ecosystems were designed to function based on huge surges in their daytime population from commuters and tourists. The shock of the sudden loss of a big chunk of this population caused a big disruption in the ecosystem.Just as the pandemic has caused a surge in telework, Loh wrote, “it also caused a huge surge in unsheltered homelessness because of existing flaws in America’s housing system, the end of federally-funded relief measures, a mental health care crisis, and the failure of policies of isolation and confinement to solve the pre-existing homelessness crisis.”The upshot, Loh continued,is that both the visibility and ratio of people in crisis relative to those engaged in commerce (whether working or shopping) has changed in a lot of U.S. downtowns, which has a big impact on how being downtown ‘feels’ and thus perceptions of downtown. These negative perceptions have become a real barrier to further recovery and are also shaping local elections, especially out west where homelessness is worse, such as last year’s Seattle mayoral election or the recent L.A. mayoral election.Some urban experts have a less pessimistic outlook.Edward Glaeser, an economist at Harvard and a co-author, with David Cutler, of the 2021 book “Survival of the City: The Future of Urban Life in an Age of Isolation,” wrote by email that “Conventional economic theory suggests that real estate markets will adjust to any reduction in demand by reducing price. Some of this has already happened in commercial real estate.” Glaeser also noted that “many businesses that thought that they were priced out of N.Y.C., San Francisco and Boston markets will reconsider if commercial prices are 30 percent lower.”In fact, Glaeser argued, whilea thirty percent drop in rents in N.Y.C. or S.F. would not lead to disaster, a similar drop in Buffalo or Cleveland might be more problematic because many landlords might just decide to walk away from their properties. In that case, a bleak spiral could begin where vacancies beget vacancies as the urban service providers that cater to local businesses shut down or relocate as well.The nation, Glaeser continued, isat an unusual confluence of trends which poses dangers for cities similar to those experienced in the 1970s. Event#1 is the rise of Zoom, which makes relocation easier even if it doesn’t mean that face-to-face is going away. Event#2 is a hunger to deal with past injustices, including police brutality, mass incarceration, high housing costs and limited upward mobility for the children of the poor.Progressive mayors, according to Glaeser,have a natural hunger to deal with these problems at the local level, but if they try to right injustices by imposing costs on businesses and the rich, then those taxpayers will just leave. I certainly remember New York and Detroit in the 1960s and 1970s, where the dreams of progressive mayors like John Lindsay and Jerome Patrick Cavanagh ran into fiscal realities.In the short run, Glaeser wrote,both the reduction in tax revenues and current political impulses are likely to lead to more crime and homelessness, which will in turn create more of an urban exodus. I am sufficiently optimistic about cities to think that they are likely to react relatively quickly to that exodus and then pivot to being smarter about urban management. In this more hopeful scenario, the likely medium term effect is to create a new generation of city manager-mayors, like Mike Bloomberg, who care about inequity but fight it in a smart way.Richard Florida, a professor of economic analysis and policy at the University of Toronto, stands out as one of the most resolutely optimistic urban scholars. In his August 2022 Bloomberg column, “Why Downtown Won’t Die,” Florida asks, “Can America’s iconic downtowns survive?” His answer:Great downtowns are not reducible to offices. Even if the office were to go the way of the horse-drawn carriage, the neighborhoods we refer to today as downtowns would endure. Downtowns and the cities they anchor are the most adaptive and resilient of human creations; they have survived far worse. Continual works in progress, they have been rebuilt and remade in the aftermaths of all manner of crises and catastrophes — epidemics and plagues; great fires, floods and natural disasters; wars and terrorist attacks. They’ve also adapted to great economic transformations like deindustrialization a half century ago.What the Covid-19 pandemic has done, Florida argues, “is to accelerate a set of changes in our downtowns that were already underway. Vestiges of the industrial age, they were gradually evolving from the one-dimensional, work-only central business districts of the 1950s, ’60s and ’70s.”In an email, Florida wrote that many urban central business districts are “relics of the past, the last gasp of the industrial age organization of knowledge work the veritable packing and stacking of knowledge workers in giant office towers, made obsolete and unnecessary by new technologies.”Now, he argued, “Downtowns are evolving away from centers for work to actual neighborhoods. Jane Jacobs titled her seminal 1957 essay, which led in fact to ‘The Death and Life of Great American Cities,’ ‘Downtown Is for People’ — sounds about right to me.”Despite his optimism, Florida acknowledged in his email thatAmerican cities are uniquely vulnerable to social disorder — a consequence of our policies toward guns and lack of a social safety net. Compounding this is our longstanding educational dilemma, where urban schools generally lack the quality of suburban schools. American cities are simply much less family-friendly than cities in most other parts of the advanced world. So when people have kids they are more or less forced to move out of America’s cities.Florida made the case in his email that cities have become critically important incubators:What worries me in all of this, in addition to the impact on cities, is the impact on the American economy — on innovation. and competitiveness. Our great cities are home to the great clusters of talent and innovation that power our economy. Remote work has many advantages and even leads to improvements in some kinds of knowledge work productivity. But America’s huge lead in innovation, finances, entertainment and culture industries comes largely from its great cities. Innovation and advance in. these industries come from the clustering of talent, ideas and knowledge. If that gives out, I worry about our longer-run economic future and living standards.While the future path of cities remains uncertain, Patrick Sharkey, a sociologist at Princeton, provided an overview of the problems they face:Cities that have lost revenue from commercial activity have received substantial support from the federal government over the last few years, but that assistance won’t be sustained in the future. What comes next is not clear, but big cities have to reinvent themselves in an era when the downtown business district seems to be permanently changing. The risk that comes with fiscal distress is clear: If city governments face budget shortfalls and begin to cut back on funding for public transit, policing, and street outreach, for the maintenance of parks, playgrounds, community centers, and schools, and for services for homelessness, addiction, and mental illness, then conditions in central cities will begin to deteriorate.The result?When support for the people and the basic institution of urban life is withdrawn, people suffer and public spaces start to empty out. This, along with the rising prevalence of guns across the country, creates the conditions for gun violence to worsen, reinforcing the process of decline. None of this is inevitable, and we know that investments in the people and institutions of cities are effective in creating safe, thriving public spaces. But it’s not entirely clear to me where those investments will come from if revenue falls in the years to come.In a paper from September, “Working from Home Around the World,” Nicholas Bloom, whom I cited earlier, and five colleagues, argue that “the implications for cities are more worrisome. The shift to working from home reduces the tax base in dense urban areas and raises the elasticity of the local tax base with respect to the quality of urban amenities and local governance.”There is reason for both apprehension and hope. Cities across time have proven remarkably resilient and have survived infectious diseases from bubonic plague to cholera to smallpox to polio. The world population, which stands today at eight billion people, is 57 percent urban, and because of the productivity, innovation and inventiveness that stems from the creativity of human beings in groups, the urbanization process is quite likely to continue into the foreseeable future.     House Republicans Face a Triple Threat

    In the new year, Republicans will hold a majority in the House of Representatives. They will have the opportunity to set the chamber’s agenda, conduct oversight of the White House and amplify their platform in the run-up to the 2024 presidential election.That’s the good news for the G.O.P. The bad news is that Democrats will still hold the presidency and control of the Senate. Also, with the new Congress in January, there will be no more than 222 Republicans in the chamber, just four more than a bare majority.A narrow majority is not in itself sufficient to cripple a majority party. In the past two years, Democrats in the House and Senate proved that.But House Republicans face low odds of success because of a triple threat: a fragile majority, factional divisions and untested leadership. Still, there are steps that party leaders should take to improve their chances of avoiding a partisan circus and perhaps even preside over a productive two years in power — and real risks if they defer instead to extremists in their ranks.The House Freedom Caucus, an assertive faction of 40-odd lawmakers, includes the likes of Jim Jordan of Ohio, Marjorie Taylor Greene of Georgia and Lauren Boebert of Colorado. Generally, the caucus embraces confrontation over compromise, is disdainful of party loyalty — which extends to the selection of its leaders — and has a track record of killing its party’s own bills. In a slim majority, it holds greater leverage over any legislation.Kevin McCarthy has made assiduous efforts to court the caucus over the past few years to become speaker, yet the caucus members’ skepticism of him in that role remains: In a recent vote for the party’s nominee for speaker, over 30 Republicans voted against him, and at least five conservatives have said that they will oppose him when the full House votes for its next speaker in January. That is more than enough to deny him the speakership, since the nominee must get a majority of the entire House, and no Democrat is expected to vote for Mr. McCarthy.This makes Mr. McCarthy vulnerable. Freedom Caucus members are making demands that could ultimately be fatal to any hope of Republican success in the House. They want rules changes that, among other things, would weaken the speakership by making bipartisan coalitions harder to build, allowing only bills supported by a majority of the G.O.P. to come to the floor. Such a rule would constrain the speaker’s agenda-setting power and make it extremely hard to pass much-needed legislation unpopular with Republicans, like raising the debt ceiling.Mr. McCarthy should not empower the Freedom Caucus at the expense of his own influence. Yes, he has to navigate a delicate path. But if he is elected speaker but gives away the store in the process, it will be a Pyrrhic victory.At the moment, he seems inclined to give away the store. By not refusing caucus demands, he has most likely put himself along a troubled path similar to those of his predecessors Newt Gingrich and John Boehner. Mr. McCarthy has vowed to block an increase in the debt limit unless Democrats agree to spending cuts and suggested that the Homeland Security secretary, Alejandro Mayorkas, could face impeachment.These ill-conceived pledges create false hopes among Republican lawmakers and voters of what the party can accomplish. It’s true that in seeking the speakership, Mr. McCarthy cannot simply ignore the Freedom Caucus, since it commands more than enough votes to torpedo his quest for speaker and any partisan Republican bill in the next Congress.But political power comes in part from perceptions. If Mr. McCarthy surrenders too much to the caucus, it will reinforce the impression that he is less a leader than a follower and erode the clout he will need to lobby lawmakers on tough votes.Furthermore, if as speaker he consistently defers to the Freedom Caucus, he risks alienating more moderate or swing-district Republicans (or both). Only a handful of these lawmakers would need to cross party lines in order for the minority party to get its way.Republicans have made it clear that we should expect a buzz of activity in oversight hearings and committee-led investigations — possibly of elements of the F.B.I. and the Justice Department and a heavy dose of Hunter Biden.Republican leaders can avoid making Congress look like a space exclusively for partisan show trials by being flexible in their agenda and seeking out majorities wherever they can find them. That could include partisan measures from the party’s Commitment to America platform, like funding for the police as well as some symbolic, non-consequential legislation that will please the party’s base. (Think resolutions that declare lawmaker opposition to “woke” teaching and illegal immigration.)The G.O.P. might also try to pursue bipartisan legislation in areas like health or family care, since securing the votes of minority-party members on bills can make up for any defections within their own ranks. Bipartisan bills also have at least a plausible chance of getting the approval of the Democratic-led Senate and White House that they will need to become law.When it comes to bills that the House must pass, like appropriations and an increase in the debt ceiling, Mr. McCarthy might have to follow in the footsteps of Speaker Boehner, who let party conservatives resist the passage of such measures until, facing economic catastrophe, he deferred to Republican moderates to pass them with Democrats.None of these strategies is a guarantee of success. And with such a slim majority, there is also the possibility, if remote, that the Republican Party loses power altogether because a few of its members resign or die in office or one or more members leave the party. In 1930, enough of the G.O.P.’s lawmakers passed away and were replaced by Democrats in special elections that the party was robbed of its majority.In 2001, Senate Republicans failed to heed the warnings of Senator Jim Jeffords of Vermont that he would leave the Republican Party. When he did, control of the Senate flipped to Democrats.Even if Republicans don’t lose power this way, the conditions are far from ideal for House Republicans to take advantage of being a governing party. Don’t be surprised if the next two years in the House of Representatives are more soap opera than substance.But if the party remains in charge in the House and can assuage its right flank, its leaders should take steps to temper expectations, protect their authority and be open to working with Democrats if they hope to build a record of legislative success in what will be a challenging political environment.Matthew N.     Harvard, Herschel Walker and ‘Tokenism’

    We are at a moment in which tokenism is on trial. This is true both in terms of the Supreme Court’s consideration of affirmative action in higher education and in terms of the candidacy of the former running back and political airhead Herschel Walker, who will become a U.S. senator from Georgia if he wins his runoff against Senator Raphael Warnock next Tuesday.Remember how common the term “token Black” once was? Back in the day — the phrase really took off in the 1960s — tokenism was considered a prime example of racism. The hipper television shows would offer story lines in which Black people were put into jobs for which they were transparently unqualified just so the company could show a little color.I learned the term “token” in 1975 at the age of 9. An episode of the Black sitcom “Good Times” had the teenager Thelma recruited by an elite private school sorority solely because she was Black. A white sorority sister visited the household to chat Thelma up. But after Thelma’s father saw through the ruse, the white woman dismissively referred to Black people as “B’s.” My mother told me that Thelma was being used as a “token Black.” She liked me to know about such things.It was normal that a Black mom would teach her kid such things back then. But you don’t hear the terms “token Black” and “tokenism” as much as you used to. (Yes, “South Park” had a character named Token — now spelled Tolkien — as late as the 1990s. But part of the joke was how antique the term had already become.) The term has a whiff of the ’70s about it, and it went out of fashion because, frankly, today’s left cherishes a form of tokenism.Our theoretically enlightened idea these days is that using skin color as a major, and often decisive, factor in job hiring and school admissions is to be on the side of the angels. We euphemize this as being about the value of diverseness and people’s life experiences. This happened when we — by which I mean specifically but not exclusively Black people — shifted from demanding that we be allowed to show our best to demanding that the standards be changed for us.I witnessed signs of that transition when racial preferences in admissions were banned at the University of California in the late 1990s. I was a new professor at U.C. Berkeley at the time, and at first, I opposed the ban as well, out of a sense that to be a proper Black person is to embrace affirmative action with no real questions. I’m not as reflexively contrarian as many suppose.There was a massive attempt at pushback against the ban among faculty members and administrators, and I attended many meetings of this kind. I’ll never forget venturing during one of them that if the idea was that even middle-class Black students should be admitted despite lower grades and test scores, then we needed to explain clearly why, rather than simply making speeches about inclusiveness and openness and diversity as if the issues of grades and test scores were irrelevant.I was naïve back then. I thought that people fighting the ban actually had such explanations. I didn’t realize that I had done the equivalent of blowing on a sousaphone in the middle of a bar mitzvah. There was an awkward silence. Then a guy of a certain age with a history of political activism said that in the 1960s and ’70s he was, make no mistake, staunchly against tokenism. And then he added … nothing. He went straight back to rhetoric about resegregation, laced with the fiction that racial preferences at Berkeley were going mostly to poor kids from inner-city neighborhoods. It was one of many demonstrations I was to see of a tacit notion that for Black kids, it’s wrong to measure excellence with just grades and scores because, well … they contribute to diversity?When the Supreme Court outlaws affirmative action in higher education admissions, as it almost certainly will, it will eliminate a decades-long program of tokenism. I’ve written that I support socioeconomic preferences and that I understand why racial ones were necessary for a generation or so. But for those who have a hard time getting past the idea that it’s eternally unfair to subject nonwhite students to equal competition unless they are from Asia, I suggest a mental exercise: Whenever you think or talk about racial preferences, substitute “racial tokenism.”At the same time, Republicans, despite generally deriding affirmative action and tokenism as leftist sins, are reveling in tokenism in supporting Walker’s run for Senate and are actually pretending to take him seriously. But to revile lowering standards on the basis of race requires reviling Walker’s very candidacy; to have an instinctive revulsion against tokenism requires the same.There’s no point in my listing Walker’s copious ethical lapses. Terrible people can occasionally be good leaders. With him, the principal issue is his utter lack of qualification for the office. Walker in the Senate would be like Buddy Hackett in the United Nations. It is true that Republicans have also offered some less than admirably qualified white people for high office. But George W. Bush was one thing, with his “working hard to put food on your family.” Walker’s smilingly sheepish third-grade nonsense in response to even basic questions about the issues of the day is another.And it matters that Walker would have been much, much less likely to be encouraged to run for senator in, say, Colorado. In Georgia, it was the clear intent that he would peel Black votes from his Black rival, Warnock. Walker’s color was central to his elevation. A swivel-tongued galoot who was white would not likely have been chosen as the Republicans’ answer to Warnock.But if Bush, like Walker and others, implies a questioning of standards — here, the idea that a high-placed politician be decently informed — is that so very different from those on the left questioning why we concern ourselves overly with grades and test scores in determining college admissions?Yes, there are times when one needs to question the rules regarding traditional qualifications. But the Georgia runoff isn’t one of them. The last thing Black people — who are often assumed to be less smart — need is for anyone to insist that Walker is a legitimate candidate because, say, Representative Marjorie Taylor Greene isn’t the most curious or coherent sort, either.White Republicans have elevated a Black man to a position for which he is cartoonishly unfit. They have done so in spite of, rather than because of, the content not only of his character but also of his mind. Walker is essentially being treated the way Thelma was in that “Good Times” episode almost 50 years ago.The past was better in some ways. The prevalence of the term “token Black” from the 1960s to the ’80s was one of them. And I promise — although I shouldn’t have to — that this does not mean I think Black America was better off in 1960.But when Black students submitting dossiers of a certain level are all but guaranteed admission to elite schools despite the fact that the same dossiers from white or Asian students would barely get them a sniff, they are being treated, in a way, like Walker. The left sings of life experience and diversity, while the right crows about authenticity and connection.     ‘Is He for Real?’: Warnock Hits Walker in New Ad, but Lets Others Do the Talking

    Days before the Georgia Senate runoff election next week, Senator Raphael Warnock’s ad shows people watching Herschel Walker’s remarks in disbelief, and embarrassment.Political attack ads often take one of two paths. They use an opposing candidate’s words against them or show ordinary people delivering an argument that’s a little too hot for a campaign to make on its own.A new TV ad from Senator Raphael Warnock tries to do both at once.The 60-second ad from Mr. Warnock, the Georgia Democrat, splices together footage of his Republican opponent, Herschel Walker, speaking about vampire movies, pregnant cows and how “our good air decided to float over to China’s bad air.”As Mr. Walker speaks, the advertisement shows eight people viewing his statements in real time. They are four men and four women from Georgia who were recruited by the campaign. Five are white and three are Black.Their perplexed reactions tell the story Democrats have been trying to get across about Mr. Walker for months. “What the hell is he talking about?” one asks. “Is he for real?” asks another. “No one is watching this and being like, ‘That guy has got it together,’” another man says before the ad concludes with a Black Georgian declaring, “It is embarrassing.”Perhaps even more than words, the facial expressions convey what the Warnock campaign wants Georgians to think about Mr. Walker representing them in the Senate. They sigh, close their eyes, shake their heads and stare with their mouths open. What goes unsaid in the ad is the prospect that if Mr. Walker is elected, Georgians could be in for six years of unfortunate viral moments from their senator.Mr. Walker’s spokesman, Will Kiley, dismissed the Warnock ad as a distraction and said the senator “only cares about blindly serving Joe Biden.” Of course, there is no shortage of United States senators who have done or said things their constituents regret. It’s not necessarily even bad politics. In Wisconsin, Democrats chose not to focus on a long roster of reality-defying statements from Senator Ron Johnson during his re-election campaign this year. (It didn’t work. Mr. Johnson, a Republican, won.)But the bet here for Mr. Warnock is that Georgians, or at least enough to make a difference in the runoff election next week, will decide they don’t wish to send a meme factory to Washington. Whether that overrides inherent partisan desires remains to be seen. More

    Republicans Hate Everything About Trump’s Dinner With Ye and Fuentes Except Trump

    There was a pattern with Donald Trump during the 2016 presidential election. He would say or do something outrageous and often quite offensive. Most people condemned him and the remarks themselves. Republicans took a different approach. They condemned the remarks, but avoided an attack on Trump the person.You saw this in full effect during the Republican primary season, when Trump refused to disavow support from David Duke, the former Ku Klux Klan leader and Republican candidate for senator and governor in Louisiana. Both leaders of the Republican Party in Congress, Mitch McConnell and Paul Ryan, condemned Duke.“If a person wants to be the nominee of the Republican Party, there can be no evasion and no games,” Ryan said. “They must reject any group or cause that is built on bigotry. This party does not prey on people’s prejudices.”“There has been a lot of talk in the last 24 hours about one of our presidential candidates and his seeming ambivalence about David Duke and the K.K.K., so let me make it perfectly clear,” McConnell said. “That is not the view of Republicans who have been elected to the United States Senate, and I condemn his views in the most forceful way.”As for Trump, who led the field for the nomination? “My plan is to support the nominee,” Ryan said. McConnell was not ready to commit at that point, but in short order, he bent the knee too.Trump is once again running for the Republican presidential nomination. Once again, though this time as the former president of the United States, he has the automatic support of a large part of the Republican Party base, as well as a large faction of Republican politicians, from state lawmakers to top members of the House of Representatives. And once again he has forced members of his party to make a choice about his rhetoric and behavior: Will they condemn his actions and cast him out or will they criticize his choices but allow him the privilege of leadership within the party?The offense this time? As you may have heard, Trump held a pre-Thanksgiving dinner with Kanye West, who has turned himself into arguably the nation’s most prominent antisemite, and Nick Fuentes, a far-right provocateur whose supporters, called groypers, were among the crowd that stormed the United States Capitol on Jan. 6, 2021.Trump, for his part, claims he knew nothing about Fuentes, who is an antisemite, a Holocaust denier and a white supremacist. “This past week, Kanye West called me to have dinner at Mar-a-Lago,” Trump said in a statement on Friday. “Shortly thereafter, he unexpectedly showed up with three of his friends, whom I knew nothing about.”This is hard to believe. Trump has had links to the far right going back to his first presidential campaign. Whether out of belief or, more likely, out of his extreme narcissism, he has refused to disavow his supporters on the fringes of American politics. And as we all know, he encouraged them outright in his attempt to hold on to power after his defeat in the 2020 presidential election. Trump may not have known about Fuentes in particular — although I think that is doubtful, given Fuentes’s proximity to Republican politics — but he certainly knows the type.It took Republican leaders a few days to muster the energy to respond to the meeting. But on Monday afternoon, a cascade of high-level Republican officeholders criticized Trump for meeting with Fuentes.Mike Pence, Trump’s vice president, made a stern statement: “President Trump was wrong to give a white nationalist, an antisemite and a Holocaust denier a seat at the table. I think he should apologize for it, and he should denounce those individuals and their hateful rhetoric without qualification.”Senator Bill Cassidy of Louisiana said, “President Trump hosting racist antisemites for dinner encourages other racist antisemites.”John Thune, the Senate minority whip, said that the dinner was “just a bad idea on every level. I don’t know who was advising him on his staff but I hope that whoever that person was got fired.” And Senator Lindsey Graham of South Carolina told reporters: “The meeting was bad, he shouldn’t have done it. But again, you know, there’s a double standard about this kind of stuff.”You’ll notice, in all of this, that while Republicans are willing to condemn Fuentes and Ye and Trump’s decision to eat dinner with them, they are not willing to go so far as to draw any conclusions about Trump himself. Even Pence — who had, in this group, the strongest words for Trump — took care not to impute any malice to his former boss. “I don’t believe Donald Trump is an antisemite. I don’t believe he’s a racist or a bigot,” he said. “I think the president demonstrated profoundly poor judgment in giving those individuals a seat at the table.”One of the few Republicans to condemn Trump as a person and a political figure was Mitt Romney, who, notably, no longer has any national ambitions beyond the Senate. “There’s no bottom to the degree to which he’s willing to degrade himself, and the country for that matter,” said Romney, who also called the dinner “disgusting.”Among those Republicans who have been silent on the matter so far, the most conspicuous is Ron DeSantis, the governor of Florida, where the dinner took place. DeSantis is often eager to jump into national political controversies. But he’s also Trump’s rival for control of the Republican Party and eager to court (and win) the former president’s supporters.Recently, there has been quite a bit of talk about the extent to which Republicans are leaving Trump behind and how they’ve tried to ignore his complaints and keep their distance. But this episode demonstrates the extent to which that distance — the distance between Trump and the Republican establishment — is overstated.Trump can still force the rest of the party to respond to him; he can still force it to contend with his rhetoric and his actions. And most important, his influence still constrains the behavior of other Republicans — rivals, allies and everyone in between. Trump is still at the center of the Republican political universe, exerting his force on everybody around him.I have no doubt that Republican elites want to rid themselves of Trump, especially after their poor performance — historically poor — in the midterm elections. But what we’re seeing right now is how that is easier said than done; how even in the face of the worst transgressions, Trump still has enough power and influence to make the party hesitate before it attempts to take action — and pull punches when it does. It’s the same hesitation and fear that helped Trump win the nomination in 2016.     Republican-Controlled County in Arizona Holds Up Election Results

    Republican local officials are threatening to disrupt the final tally of midterm votes in one more sign of the politicization of elections.Republican officials in an Arizona county voted on Monday to hold up certification of local results in this month’s midterm elections, reflecting an expansion of partisan battles into obscure elements of the election system and largely uncharted legal territory.The Cochise County board of supervisors refused to certify the results, although members cited no issues with the count or problems in the vote. In Mohave County, Republican supervisors delayed a vote to certify the election, but then backtracked and certified the vote on Monday.The move is unlikely to significantly stall the final results of this year’s elections; state officials have said that if necessary they will pursue legal action to force the board’s certification. But it represents a newfound willingness by some Republican officeholders to officially dispute statewide election results they dislike, even when the local outcomes are not in doubt.“Our small counties, we’re just sick and tired of getting kicked around and not being respected,” said Peggy Judd, one of two Republican supervisors in Cochise who voted to delay the certification of county results until Friday.Ms. Judd described the move as a protest over the election in Maricopa County, where Republican candidates have claimed — with no evidence — widespread voter disenfranchisement, largely as a result of ballot printing errors.Similar actions have taken place in Pennsylvania, where activists have sued to block certification in Delaware County, and Republican election officials in Luzerne County voted against certification, forcing a deadlock on the county election board after one of the three Democratic board members abstained from voting.In Arizona and Pennsylvania as in most states, elections are run by county governments, which must then certify the results. The act was regarded as little more than a formality until the 2020 election.Since then, local Republican officials aligned with the election denier movement have occasionally tried to use their position to hold up certification. The tactic has become more widespread this year and earned encouragement from Republican candidates and right-wing media personalities.“People were suppressed and disenfranchised,” Charlie Kirk, the conservative pundit, said on his radio show this month. Mr. Kirk, the founder of Turning Point USA, which is based in Phoenix, cheered on Cochise and Mohave officials in their efforts: “We’re not going to let this one go.”These actions have mostly unfolded in heavily Republican counties and have only rarely been prompted by suspicions about local elections.
