    Kemp and Abrams Face Off Sunday for Final Debate in Georgia’s Governor Race

    ATLANTA — Gov. Brian Kemp of Georgia, a Republican, and Stacey Abrams, his Democratic challenger, will meet again onstage on Sunday for their second and final debate in a campaign rematch for governor.The one-hour debate will be hosted by WSB-TV in Atlanta and begin at 7 p.m. Eastern time. It will be broadcast live on local Atlanta television and carried on WSB-TV’s streaming service. Reporters from The New York Times will provide live analysis and updates.To participate in this debate, candidates had to meet a 10 percent polling threshold, which disqualified the Libertarian candidate, Shane Hazel.Early voting is already in full swing in Georgia as the last full week of campaigning before Election Day begins. Several high-profile surrogates from both parties have visited the state to bolster Mr. Kemp’s and Ms. Abrams’s campaigns, including former President Barack Obama, who held a rally in Atlanta for the Democratic ticket on Friday. Former Vice President Mike Pence will campaign with Mr. Kemp around the Atlanta area on Tuesday.Sunday’s debate will provide both candidates with a platform to deliver their closing messages to voters in a race for governor that has largely been defined by national trends.     We Are Very Far From Turning the Page on Trump

    It’s often said that hindsight is 20/20. As far as politics goes, I’ve never believed it. Much punditry relies on what I’ve come to think of as the counterfactual fallacy. It goes like this: The party in power did X rather than Y. X didn’t work out as well as Democrats or Republicans hoped. They clearly should have done Y.We only get to run the tape once. We can never know if different decisions would have nudged us toward a better world or returned yet worse outcomes. But elections force an assessment of how the party in power has performed, despite the unknowability of other paths. And so, with Election Day nearing and voting underway all over America, I’ve been trying to work through my own answer to the question: How well did the Democrats do with the power they had, given the constraints they faced?I find it useful to think back to the three interlocking promises Democrats ran on. First and foremost, they ran on bringing competent, concerned governance to Covid. Second, they ran on a Franklin Roosevelt-size legislative agenda, believing this a Great Depression-like moment of rupture that demanded a new vision of what the state could and must do. And they ran vowing to restore the soul of America, to reestablish a civic promise and communal decency that Donald Trump and the Republican Party never understood and regularly betrayed.The Covid record is more mixed than I wish. Judged by what was promised in 2020, the Biden administration made remarkable strides. About 80 percent of Americans have had at least one vaccination, and anyone, anywhere in the country, can get shots and boosters with little effort and at no cost. Rapid tests rolled out slowly, but they are here now, and for a while the government would send them, free, to your door. The U.S. government bought up more Paxlovid than any other country in the world, and it is now widely available. Masks are cheap and plentiful.But judging by what was possible by 2022, even four of President Biden’s former Covid advisers wrote in The Times that they “are deeply dismayed by what has been left undone.” The shift from emergency response to a new architecture for preparedness never came. At-home testing was never integrated into any kind of collective policy or even data reporting system. The funding for the government to provide tests directly lapsed, with little protest from the White House. Wastewater monitoring “remains limited, uncoordinated and insufficiently standardized for a robust national surveillance system,” Biden’s former advisers wrote. So much more could have been done to improve indoor air quality and to make it clear which buildings meet the higher standards.After I criticized the Biden administration for failing to build on the successes of the Operation Warp Speed program, I heard from its Covid coordinator, Ashish Jha, that the White House was pushing Congress for $8 billion to create a Warp Speed-like program called Covid Shield for next-generation vaccines. But that push was quiet, and the administration committed itself to a bipartisan path that never opened. When Congress failed to provide the money, the administration never went public, much less turned to hardball measures. Biden could have refused to sign spending bills that didn’t include the Covid preparedness money he sought. Democrats should have made this a must-pass provision of the Inflation Reduction Act; as the past few years have proved, little is worse for inflation than a raging pandemic.The White House understands all of this. Jha is out there, even now, raising the alarm that current treatments are losing efficacy and future variants might evade them more easily. “Lack of congressional funding has made it difficult for us to replenish our medicine cabinet,” he said on Wednesday. “Because of a lack of congressional funding, the medicine cabinet has actually shrunk, and that does put vulnerable people at risk.” Republicans deserve scorn for refusing to fund pandemic preparedness. But Democrats deserve blame for letting it sink to one priority among many.To be fair, there’s been much else on the Democrats’ agenda. The central tension of Biden’s legislative strategy is that it paired ambitions of astonishing scale with congressional majorities that barely existed. The Senate, in a technical sense, saw no majority at all: It’s a 50-50 split, and Democrats carry votes only because Vice President Kamala Harris has the constitutional authority to break ties. It is remarkable how much Democrats have done, even so.There were two sides to Biden’s long-term agenda: construction and care. The construction side — decarbonizing the country, building and repairing infrastructure, and investing in semiconductor production and scientific research — largely passed. And much of what passed is thrilling.Trump was much mocked for infrastructure weeks that almost never resulted in new infrastructure. Biden and the Democrats have set the conditions for an infrastructure decade that could transform what America makes and how it’s made. And to my surprise, Biden has put invention at the center of his policymaking, and while we cannot yet know what fruits that will bear, it may prove his most lasting legacy.But the care side of Biden’s agenda — universal pre-K, the expanded child tax credit, subsidies for child and elder care, paid leave — collapsed almost entirely (the sole exception being an increase to the subsidies under Obamacare). Was that inevitable?This is murky territory, given the contradictory accounts that Biden and Senator Joe Manchin have given of their negotiations. Was there truly a $1.8 trillion Build Back Better package that Manchin would have voted for? The Biden team thought they had a deal. Manchin says they never did. And at the end of the day, no one forced Manchin to decide child care wasn’t worth doing and child poverty wasn’t worth reducing. That so many in the Senate care so much for bridges and so little for bodies is a scandal.Still, if you’d told me in 2020 that the next Democratic president would have a 50-50 Senate, with Manchin as the hinge vote, and a House margin of just a handful of members, I would not have predicted that the Democrats could pass more than $400 billion in climate investments or significant corporate tax increases or the most important infusion of cash and capital into scientific research in a generation.Three criticisms are worth airing. One is that Democrats could have gotten more of the care agenda passed by refusing to allow a separate vote on the infrastructure bill. The Biden administration believes now, and believed then, that it didn’t have the votes to tie the two together. That strategy ran an unacceptable risk of nothing passing. Given that Manchin proved perfectly willing to kill huge swaths of Biden’s agenda and let the administration twist in the wind for month after month, I suspect they’re right. But there’s no way to truly know.Another is that the American Rescue Plan was too large, and however well meaning the intentions behind it were, it was a handmaiden to inflation. I think the Biden administration erred on the right side of the ledger here. Unemployment is 3.5 percent. Workers got raises and stimulus checks. Poverty fell — sharply. The unemployed weren’t forced into indigency. All of this is easy to dismiss now, but none of it was guaranteed. And with inflation running at 10 percent in Germany and Britain and 7 percent in Canada, I’m skeptical of explanations that make one piece of legislation passed in one country too central to the story.I think the case is stronger that the Fed should’ve raised interest rates earlier and that Biden and the Democrats should’ve undershot economic support in the teeth of a pandemic that had frozen the global economy. Perhaps the rescue plan should’ve been built with more automatic stabilizers so aid rose as unemployment rose and vanished more quickly if it fell. But that’s true in every economic downturn, and for reasons I don’t fully understand, Congress refuses to learn that lesson.That leaves a criticism that I think is fairer: The Biden administration and congressional Democrats have had a the-more-the-merrier approach to every piece of legislation they’ve pushed. One reason the expanded child tax credit expired quickly was that the rescue plan was stuffed with so many policies, all of which needed funding. One reason Build Back Better was hard to defend was that so much was jammed into the package that the main thing anyone knew about it was its $3.5 trillion price tag. The push for a package of democracy reforms was similarly unfocused. It included virtually everything anyone who was worried about voting rights or campaign financing could think of and yet would have done little to block the kind of electoral subversion that Trump and his supporters attempted in 2020 and appear to be gathering forces to attempt again in 2024.Even when cornered, the Democrats kept trying to resist prioritization: Manchin said at the time that the White House lost his vote on Build Back Better by trying to keep the package intact and simply letting the policies expire earlier, in the hopes that they’d be extended en masse. He saw it as a gimmick that brought down the bill’s price tag without bringing down its long-term cost, and he abandoned the process.Whether that’s truly what motivated Manchin is debatable. What’s not debatable is that Democrats ran a very loose policy process. Compared with past administrations and Congresses I’ve covered, it felt as if Democratic leaders said yes to almost everything. Perhaps Democrats simply did not want to negotiate among themselves, knowing that Manchin or Senator Kyrsten Sinema or the Republicans would cull on their behalf. But the result was many policies that were poorly or opaquely constructed and packages that were hard to explain or defend.Biden always framed 2020 as a fight for America’s soul, not just its steering wheel. This is harder to assess. I’ve never believed he thought he could knit together a divided nation. He’s an optimist but not a fantasist. On a more literal level, he’s done what he promised — he has run a low-drama, low-scandal White House and comported himself with dignity and grace.But Biden has also run a relatively quiet administration. He gives comparatively few interviews, news conferences and speeches. He has filled the office Trump vacated but not the space Trump took up in the national conversation. I have argued that Biden’s laid-back approach is, in some ways, a strategy: By letting Trump and his successors fill the airwaves, Biden and the Democrats remind their voters what’s at stake. But this strategy runs deep risks. Biden’s low-drama approach to leadership leaves room for Trump’s high-drama antics.Politics has not moved on from Trump, in ways that it might have under a president who created new political cleavages and alignments. Biden has not been a strong enough communicator or presence to make Trump seem irrelevant. To make this more concrete: I wonder whether Bernie Sanders or Elizabeth Warren could have won in 2020. But if one of them had, I suspect politics would have reorganized around their concerns and conflicts and Trump would seem a more passé figure. I worry that Biden thinks too much about America’s soul and not enough about its attention.What can be said, I think, is this: Biden and the Democrats got a lot done, despite very slim majorities. They rolled out vaccines and therapeutics nationwide but we remain far from finishing the job on pandemic preparedness. They have run the government in a dignified, decent way, but we remain far from turning the page on Trump.Next week, I’ll take a closer look at what Republicans are promising to do if they are given the power to do it.     Mr. Obama was reflecting on the level of hostility in American politics when a man in the crowd at a rally for Democrats in Detroit shouted at him.Former President Barack Obama was twice interrupted by hecklers on Saturday at a campaign rally in Detroit for Gov. Gretchen Whitmer and other Democrats, a reminder that it is easier to call for civility in American politics than to achieve it.In the first incident, less than 10 minutes after Mr. Obama took the stage, a man in the crowd shouted at him while he was lamenting Friday’s attack on Speaker Nancy Pelosi’s husband, Paul Pelosi, and the rise of violent political rhetoric.“We’ve got politicians who work to stir up division to try to make us angry and afraid of one another for their own advantage,” Mr. Obama said. “Sometimes it can turn dangerous.”Moments later, the man, who was not identified, shouted “Mr. President” at Mr. Obama, creating an off-script exchange that the former president tried to use to drive home his point. The rest of what the man said was not picked up by microphones or cameras.“This is what I mean,” Mr. Obama said. “Right now, I’m talking. You’ll have a chance to talk sometime.”Mr. Obama told the man, “You wouldn’t do that a workplace. It’s not how we do things. This is part of the point I want to make. Just basic civility and courtesy works.”About seven minutes later, another heckler interrupted Mr. Obama, who later said that the current lack of respect in political discourse was different from when he first ran for president in 2008. At the time, he said, he could visit Republican areas and engage in a positive dialogue with those who disagreed with him politically.But that’s not the case now, said Mr. Obama, who juxtaposed the concession of Senator John McCain, his Republican opponent for president in 2008, with former President Donald J. Trump’s refusal to concede the 2020 election to Joseph R.     How the Races for Governor Could Determine Who Controls the Senate

    Major midterm battlegrounds have both contests on the ticket, and how voters divvy up their picks could have significant consequences.WASHINGTON — John Fetterman, the Democratic Senate candidate in Pennsylvania, wants voters to think of his G.O.P. rival and the Republican running for governor in the Keystone State as one and the same.“They are MOZtriano,” Mr. Fetterman says in a You Tube campaign video, melding the names of Mehmet Oz, his opponent, and Doug Mastriano, the far-right Republican candidate for governor whose campaign is sputtering, anointing them the state’s newest “power couple.”Supporters of Mr. Oz, on the other hand, are working to emphasize differences between Mr. Fetterman, the current progressive lieutenant governor with whom he is in a tight race, and Josh Shapiro, the more centrist Democratic attorney general and the heavy favorite to win the governorship.“Fetterman is way more radical than Shapiro,” says a woman in a new ad from American Crossroads, a Republican political action committee, which compares Mr. Fetterman’s record on the treatment of criminals unfavorably with that of Mr. Shapiro. The names of their Republican opponents don’t even come up.The dueling approaches in one of the nation’s marquee Senate races illustrate how, as midterm congressional races have tightened, contests at the top of the ticket are looming as a potentially decisive factor in the outcomes. Mike DeWine, the Republican incumbent, holds a double-digit lead in his race against former Dayton mayor Nan Whaley. But Representative Tim Ryan, the Democratic Senate contender, is running neck-and-neck with J.D. Vance, the Republican candidate and author endorsed by former President Donald J. Trump.A recent poll by the Siena College Research Institute found that 20 percent of Ohio voters who said they were pulling the lever for Mr. DeWine said they also intended to vote for Mr. Ryan, a showing that could give him a shot in a state that was expected to choose another Republican to replace retiring Senator Rob Portman.The poll provided an opening for Mr. Ryan and his allies. NBC News reported that WelcomePAC, a Democratic group backing Mr. Ryan, took out newspaper ads asking voters, “Why are 1 in 5 Republican voters saying no to J.D. Vance?” and hitting Mr. Vance for his ties to Mr. Trump.But it is one thing to express an intent to split a ticket and another to do it. Voters can change their minds on Election Day based on myriad factors, including a desire to show party loyalty, the importance placed on each individual race and even the format of the ballot.“Are these tickets really going to split?” asked Don Levy, the director of the Siena College poll. “It is one thing in a poll to say, ‘Yeah, Tim Ryan, I like him and I’m not so sure about this J.D. Vance guy.’ But when you cast your ballot, then some people are going to pause and vote the team.”Given Mr. DeWine’s strength, a failure of potential ticket splitters to follow through could be very damaging to Mr. Ryan’s chances of winning.That has been the case in recent presidential election cycles, as American politics has become more tribal and voters have grown more likely to stay in their partisan lanes. In 2016, for the first time, every state with a Senate election backed both a senator and a president of the same party. It was not much different in 2020, with only Maine deviating.But research by the Center for Politics at the University of Virginia found that midterm elections still produce more ticket-splitting when the White House is not up for grabs. In 2018, six states split their results between governor and senator, with five of them of backing a Republican governor and a Democratic senator. The report by J. Miles Coleman, an editor at the center, found that six states also delivered mixed results in 2014 and five in 2010.“If 2022 falls in line with the three most recent midterms, we can still expect five or six split-ticket cases,” Mr. Coleman wrote.Democrats hope Pennsylvania, which is crucial to determining control of the Senate, is not one of them, though Republicans say they are finding evidence of Shapiro-Oz voters who could decide the outcome.“Republican polling shows a substantial number of Shapiro voters actually favor Dr. Oz for the Senate based on the hot button issues of crime and the economy,” said John Ashbrook, a Republican strategist working on Senate campaigns and a former aide to Senator Mitch McConnell of Kentucky, the Republican leader.Other analysts say a blowout win by Mr. Shapiro would seem to accrue to the benefit of Mr. Fetterman. The Fetterman campaign sees a healthy synergy between the two candidates and the two are expected to appear together as the campaign season draws to a close.“Josh Shapiro and John Fetterman are very different types of candidates,” said Rebecca Katz, senior adviser to Mr. Fetterman. “But together they appeal to a broad swath of Pennsylvania voters and offer a very strong contrast to extreme, Trump-backed candidates like Dr. Oz and Doug Mastriano.” More

    An ‘Army’ of Volunteer Sleuths Are Out Hunting for Your Stolen Car

    In Portland, Ore., vehicle thefts have soared, and the police say they are focused on other crimes. Now victims are helping each other track down their own cars.PORTLAND, Ore. — At the end of a quiet residential street in north Portland, Titan Crawford took a calming drag off his cigarette, and then shuffled past the gutted shell of a stolen Nissan pickup truck and into the patch of woodlands beyond.A little ways in, there was a Mazda sedan, flipped upside down. He passed a Cadillac Escalade, its rainbow bumper sticker one of the few features that remained intact. In the bushes nearby, there was a boat filled with furniture, tires and shoes. Mr. Crawford checked vehicle identification numbers and captured videos of an array of metal hulks along the way, but came away disappointed.“Nothing here is salvageable,” he said.For much of the past year, Mr. Crawford, 38, has led a growing network of volunteer sleuths who scour Portland’s streets, alleys and forests, racing against time in hopes of finding stolen vehicles before they end up shredded for parts.There is no shortage of work to be done. Vehicle thefts in Portland are on track to reach well over 10,000 this year, more than triple the number the city recorded a decade ago, part of a nationwide trend that accelerated during the coronavirus pandemic. Inflation Plans: Republicans are riding a wave of anger over inflation as they seek to recapture Congress, but few economists expect their proposals to bring down rising prices.Polling Analysis: If these poll results keep up, everything from a Democratic hold in the Senate and a narrow House majority to a total G.O.P. rout becomes imaginable, writes Nate Cohn, The Times’s chief political analyst.Nearly every day, the group, PDX Stolen Cars, helps a resident reconnect with a vehicle in Portland or the surrounding suburbs.“This is an army, and it’s exploding,” said Victoria Johnson, who joined the group after someone drove off with her SUV while she was helping at the scene of a car accident. “It does a body good to give back and help.”The nation is on track to record about 1.1 million stolen vehicles this year, the highest number in more than a decade but still well below numbers set in the early 1990s, when many cars were easy to steal without a key, according to the National Insurance Crime Bureau, an insurance industry group that tracks claims. The trend appears to be connected in part to the pandemic, as disruptions in the supply chain have created a surge in the value of catalytic converters and other car parts and have made vehicles a more lucrative target for theft, said David Glawe, the bureau’s chief executive.Carjackings are also up significantly in many cities, including Portland, where the police said they did not keep statistics but had noticed a spike in reports.Car thefts have lately taken a back seat to more violent offenses. Portland set a record for homicides last year and could surpass that number this year, part of a rise in crime that has deepened public unease and reverberated in the race for governor in Oregon, where a Republican has a possible path to victory for the first time in four decades. Last year, as the department struggled to retain and recruit officers and the city shrank the number of authorized positions, the department employed fewer sworn officers than at any point in the past 30 years, although it has recently started growing again.Sgt. Kevin Allen said the police bureau has often had to prioritize other crimes over vehicle theft but is not ignoring them. One precinct, he said, has undertaken occasional special missions to target and recover stolen vehicles.“Unfortunately,” he said, “it’s not hard to find them.”Older vehicles, which often lack alarms or modern security systems that prevent hot-wiring, remain among the most popular to steal. But newer vehicles can also be snatched when people leave their key fobs inside the car, or thanks to videos that show people how to steal some vehicles with little more than a USB charging cable.The results can be disastrous for people with limited incomes, or those who do not carry comprehensive insurance on their vehicles. A theft or a stolen catalytic converter can mean being left without a vehicle, or with a bill they cannot afford.“That’s absolutely devastating. And we are seeing that over and over,” Mr. Glawe said.Enter the citizen patrol.Mr. Crawford said he first became caught up in looking for Portland’s missing cars a year ago when he was walking his dog and came across a vehicle that looked out of place. He posted a photo of it on social media, and was soon gathering the many people interested in the issue into a Facebook group. What started as a membership of dozens became hundreds, and then thousands, with many people trying to track down their own vehicles.One man was able to recover a cherished motorcycle that he uses to honor veterans at military funerals. The group located the stolen car of a police officer’s wife.Ms. Johnson found the group after losing her Lincoln Navigator during the roadside stop and went scouring online for a way to track it down. She didn’t stop there, and drove a meticulous grid through the area where her vehicle had been taken.One man was able to recover a cherished motorcycle that he uses to honor veterans at military funerals. Days later, that same man texted with a surprise: He had found Ms. Johnson’s vehicle. She now spends several days a week checking her area for stolen cars and says she has discovered several.Nicole Heath, one of the administrators of the group, hunts for vehicles during every one of her commutes. Once, she saw and reported someone trying to break into a car with a screwdriver. Another time, some people yelled at her for examining a car that had been reported stolen. She proceeds with caution and urges others to do so, noting that one woman looking for stolen vehicles was assaulted when she was seen taking videos of cars parked in a homeless encampment.“No car is worth your life,” said Ms. Heath, who became active in the group after her husband’s motorcycle was stolen in January. It has not been recovered.The hunt for missing vehicles has become a second job for Mr. Crawford, who sells trucks for a living and has a deep familiarity with vehicle brands and styles from years in auto sales.On a recent day off, Mr. Crawford was at his computer by 7 a.m., downing coffee as he reviewed emails and Facebook messages, using an online database of vehicle history reports to check vehicle identification numbers that users had shared of vehicles that seemed out of place — some with torn-out interiors, damaged ignitions or that were otherwise seemingly abandoned.Later in the morning, Mr. Crawford got in his red pickup, which was leaking coolant from some deferred maintenance and sporting scratch marks down the side from a vehicle recovery mission that had taken him deep into the woods. He rolled down his windows, tuning in to the happenings around him and scouring side streets.At one point, he pulled behind a Toyota SUV that was emitting an unusual buzzing noise.“The anthem of Portland: no catalytic converter,” he said, sipping a can of Red Bull.Minutes later, Mr. Crawford pulled up at the scene of a vehicle in northeast Portland that had been reported by neighbors, a car with no plates and a partially gutted interior. He checked the VIN, found it had recently been reported as stolen and notified the police.He spent the rest of the day roaming through neighborhoods, capturing videos of cars that seemed out of place so he could check the license plates later. Many stolen cars that can still be recovered end up resurfacing in industrial neighborhoods, at auto supply stores, in parks or shopping centers, he said.Homeless encampments are also a common spot, Mr. Crawford said as he cruised past one of them, taking care not to bother residents. He said some homeless neighbors have joined the group to help find cars. At the encampments, he overlooks any other minor misdeeds he may encounter.“My only interest is stolen vehicles,” he said. “They can do whatever they want. Just don’t bother me. And don’t drive stolen cars.” More

    Don’t Buy the Republican Appeal to Workers

    J.D. Vance, the Ohio Republican Senate candidate, states on his campaign website that he “fiercely defended working-class Americans.” In Pennsylvania, Dr. Mehmet Oz, the Republican Senate hopeful, sports a plaid shirt and jeans in a campaign ad, as he shoots guns of varying sizes. Guitar twangs in the background complete the scene.Mr. Vance, a venture capitalist and best-selling author, and Dr. Oz, the heart surgeon and TV personality, aren’t alone in their self-presentation as ordinary Joes. As November’s midterm elections near, many Republican candidates are all about pickup trucks, bluejeans and guns, as they perform the role of champions for the working stiff. Scratch the surface, though, and it’s a different story.This Republican working-class veneer is playacting. Their positions on workers’ rights make that crystal clear. Nationwide, most Republicans rail against liberal elites and then block a $15 an hour minimum wage, paid leave laws and workplace safety protections. They stymie bills to help workers unionize, and top it off by starving the National Labor Relations Board of funding, even as it faces a surge of union election requests. Several Republican attorneys general have sued to stop wage hikes for nearly 400,000 people working for federal contractors. Republicans also opposed extending the popular monthly child tax credit that helped so many working families afford basic necessities. The “issues” section on the campaign websites of Mr. Vance and Dr. Oz contain virtually no labor policy. Howling about China, as they do, isn’t a comprehensive labor plan.In other instances, what superficially seemed to be examples of Republican support for worker rights were really Trojan horse incursions to advance their culture war.For example, legislators or policymakers in at least six conservative states last year swiftly expanded eligibility for unemployment insurance to workers who quit or were fired for refusing to comply with employer Covid-19 vaccination mandates. The sudden largess was at odds with these states’ generally miserly approach to such benefits: They’d previously done most everything possible to limit the lifeline of unemployment insurance, including prematurely cutting off federally funded benefits in the summer of 2021.Only a sliver of the national work force dug in and refused to be vaccinated, including a small number of New York City employees recently granted reinstatement to their jobs by a Staten Island trial court judge. But anti-vax‌ workers were stark outliers in relation to the vast majority of their peers, from United Airlines employees to Massachusetts state employees, who overwhelmingly complied with mandates.Why did ‌these conservative Republicans suddenly want a safety net for unvaccinated workers? Because it served a culture war narrative, one that frames everything in divisive us-versus-them terms and in the case of vaccines, sees them as a nefarious liberal plot and vaccine-or-test mandates as one more example of government overreach.To that point, consider two legal cases, one brought by the Equal Employment Opportunity Commission when its enforcement arm was led by a Trump appointee, and another heard by the Supreme Court, where six of the nine justices are Republican appointees. Both cases involved workers — but neither touched on pocketbook or dignity issues central to most workers’ concerns.The E.E.O.C. case involved two Kroger workers who claimed religious discrimination after being fired for refusing to wear company-issued aprons bearing a heart-shaped logo they saw as promoting gay rights. (In pretrial depositions, both workers were shown a range of corporate logos, and the workers said several of them also represented gay rights and were incompatible with their religion; they included the logos of NBC, Google, Southwest and Apple, as well as the Olympic rings.) A Trump-appointed federal judge in Arkansas rejected Krogers’ motion to end the case, ordering the case to trial, and earlier this month, the company and commission said they had reached a deal to resolve the dispute.In a Supreme Court case that became a national right-wing cause célèbre, the six conservative justices ruled that a Washington State school district violated the free speech and religious rights of a public school football coach who insisted on praying very publicly after games with students at midfield, rejecting more private locations that were offered.In light of genuine worker struggles in our country, these are the workers conservatives go to bat for? It seems the trickle-down crowd finds their inner Norma Rae only if it helps them “own the libs.” These aren’t workers’ rights issues. They’re divisive culture war battles that happen to occur in the employment arena. For ordinary workers, living paycheck to paycheck, who just want a safe place to work, decent pay, and some dignity, conservatives are AWOL.The praying coach and Kroger worker cases involved First Amendment and religious rights. But the most common example of silenced expression occurs when workers get fired for reporting labor law violations or supporting a union. How many Republicans have spoken up to support the expressive rights of unionizing Starbucks or Amazon workers?Similarly, Republicans may prioritize benefits for their favored workers (such as people who are unvaccinated), but all workers need a functioning safety net, including an adequately funded and functional unemployment insurance system. What’s also essential are robust and broadly available programs for paid family and medical leave, paid sick leave and universal health care, measures most Republicans have repeatedly opposed. In this context, the rush to ensure unemployment benefits to people refusing a lifesaving vaccine is cynical, indeed.Workers need safe conditions, good wages, fair treatment and a collective voice on the job. The culture war labor incursions are divorced from what matters most to our country’s working people.As the midterms approach, Republican candidates may play dress-up in plaids and work boots, as they vie for the votes of our nation’s workers. But even a pickup truck laden with bluejeans and hard hats can’t camouflage the callous facts.     In Ohio, G.O.P. Sees a Clean Victory as Democrats Predict an Upset

Vance, in the high-profile Ohio Senate race.CLEVELAND — When Tim Ryan speaks to Democratic crowds in the closing days of the Ohio Senate race, his biggest applause line is about the other team.A Republican official in a “deep-red county,” he recounts, his voice dropping to a stage whisper, told him, “You have no idea how many Republicans are going to quietly vote for you.”The hoots and hollers that break out represent the high hopes of a party that has lost much of its appeal to working-class voters and that sees in Mr. Ryan — a congressman from the Mahoning Valley who has an anti-China, pro-manufacturing message and whose own father is a Republican — a chance to claw back blue-collar credibility.Polls show Mr. Ryan competing within the margin of error against his Republican opponent, J.D. Vance. Mr. Ryan is polling higher than President Biden’s job approval rating in Ohio surveys, and he is outperforming the Democratic candidate for governor, Nan Whaley. That suggests a potentially sizable pool of voters who intend to split their tickets between a Republican for governor and a Democrat for Senate.“This is going to be the upset of the night,” Mr. Ryan said in an interview on his campaign bus on Thursday, as he plied the pro-Democrat shoreline of Lake Erie from Toledo to Cleveland.“There’s a lot of Republicans who would never tell a pollster that they’re voting for me,” he said. “They don’t want to put a yard sign up. In 2020, he grew his support in the state’s industrial northeast — Mr. Ryan’s base — and became the first Republican presidential candidate in 50 years to win Mahoning County, which is home to Youngstown.Bob Paduchik, chairman of the Republican Party of Ohio, brushed off the notion of quiet Republican support for Mr. Ryan. Ohio doesn’t do crazy.”It was a sideswipe at Mr. Vance, who has campaigned with the far-right Representative Marjorie Taylor Greene of Georgia, has flirted with the conspiracy theory that Democrats want to “replace” existing voters with immigrants and has defended Alex Jones as “more reputable” than an MSNBC host.On Friday, speaking to supporters at the county Republican headquarters in Canton, Mr. Vance portrayed his opponent as disingenuous in claiming to be a new-model Democrat. Mr. Vance joked that “maybe we should have invited Tim Ryan” because of the Democrat’s efforts to distance himself from his own party.“This guy is not the moderate that he pretends to be,” Mr. Vance continued. “He’s a guy who bends the knee to Nancy Pelosi and does what he’s told.”One sign that Mr. Ryan remains a long shot is the lack of TV advertising from big-spending groups tied to the Democratic Senate leadership, which have poured tens of millions of dollars into races elsewhere.Mr. Ryan has compensated by raising a staggering $48 million on his own. The money flowed from small donors around the country, many annoyed by Mr. Vance’s political evolution, from the “Hillbilly Elegy” author who denounced Mr. Trump in 2016 as “cultural heroin” to a stalwart Trump supporter. It’s really that simple.”Unlike Mr. Ryan, who has shunned campaigning with national Democratic figures, Mr. Vance has embraced national G.O.P. leaders, appearing in Canton with the Republican National Committee chairwoman, Ronna McDaniel, and Senator Rick Scott of Florida, the chairman of the Republican Senate campaign arm.Mr. Vance has largely relied on the Republican cavalry from out of state, most significantly for $28 million in TV ads from a super PAC aligned with Senator Mitch McConnell, the Senate minority leader.Mr. Vance on his own has raised $12.7 million, after his campaign was supported almost exclusively by a super PAC funded by $15 million from the Silicon Valley billionaire Peter Thiel, who once employed Mr. Vance. After Mr. Vance won his primary, Mr. Thiel moved on to other races.On Friday, Ms. McDaniel reminded reporters that polls in Ohio historically have widely missed support for Republicans.“J.D. is actually polling higher than President Trump was heading into the election in 2020,” she said. Mr. Trump went on to win the state by eight percentage points.“What people were seeing in the polling is not new in this state,” Mr. Vance told reporters. “It always overstates things to the benefit of the Democrats.”With a little more than one week before the election on Nov. 8, Mr. Ryan has been making an appeal to unity in these fractured times.“I know you feel the same way as I do,” he told activists in an autoworkers union hall in Cleveland on Thursday night. “I don’t want any more hate.     Biden’s Agenda Hangs in the Balance if Republicans Take Congress

    On a wide array of issues like abortion, taxes, race and judges, President Biden’s opportunities would shrink as Republicans vow to dismantle much of his legislative accomplishments.WASHINGTON — For President Biden, the Dreaming-of-F.D.R. phase of his presidency may end in little more than a week. If Republicans capture one or both houses of Congress in midterm elections, as polling suggests, Mr. Biden’s domestic agenda will suddenly transform from a quest for a New Deal 2.0 to trench warfare defending the accomplishments of his first two years in office.On a wide array of issues like abortion, taxes, race and judges, Mr. Biden’s opportunities would invariably shrink as he focuses less on advancing the expansive policy goals that have animated his administration and more on preserving the newly constructed economic and social welfare architecture that Republicans have vowed to dismantle.While the president and Democratic leaders have not publicly given up on the possibility of hanging onto Congress in the balloting that concludes on Nov. 8, privately they are pessimistic and bracing for two years of grinding partisan conflict.In addition to efforts to block or reverse Mr. Biden’s domestic initiatives, Republican control of either house would result in a flurry of subpoenas and investigations of the administration that would define the relationship between the White House and Congress.Mr. Biden’s aspirations to codify abortion rights, expand access to child care and college, address racial discrimination in policing, install more like-minded judges and guarantee voting rights would all become more difficult, if not impossible, to achieve.For their part, Republicans aim to roll back Mr. Biden’s corporate tax increases, climate change spending, student loan forgiveness and I.R.S. expansion targeting wealthy tax cheats.Beyond simply reversing the president’s policies, Republicans promise to advance their own initiatives to further cut taxes and spending, ban transgender women from playing in women’s sports, restrict access to abortion, protect gun rights, crack down on immigration, add more police to the streets and promote energy production, much of which would be hard to pass over a Senate filibuster, much less Mr. Biden’s veto.A change of management on Capitol Hill would represent a marked shift for Mr. Biden, who spent 36 years as a senator and eight years as vice president mastering the arts of legislative maneuvering. Despite razor-thin margins, he has pushed through a raft of far-reaching bills since taking office last year. They include a $1.9 trillion pandemic stimulus package, a $1 trillion plan to upgrade the nation’s roads, bridges and other infrastructure, a $739 billion package to fight climate change and curb prescription drug prices and a $250 billion program to boost the semiconductor industry.A significant number of Republicans supported some of the spending, including for infrastructure and semiconductors, but party leaders have argued that the open checkbook represents the worst of Democratic free-spending proclivities and helped push inflation to its highest rate in 40 years.In past eras, divided government in Washington has at times led to uncomfortable but meaningful compromises, including major tax and Social Security deals under President Ronald Reagan; landmark deficit reduction, clean air and civil rights legislation under President George H.W. Bush; and welfare overhaul and balanced budget measures under President Bill Clinton. The prospects of accord may be even more distant in case of a comeback campaign by former President Donald J. A federal appeals court ruling this month said that the bureau’s funding that comes through the Federal Reserve is unconstitutional, calling into question its power to regulate the finance industry.The lawsuit could take years to play out, but House Republicans have already said that they want to bring the independent agency under the congressional appropriations process.
