    N.J. Legislative Races on the Ballot

    Despite being outnumbered by nearly a million voters, Republicans hope to cut into Democratic majorities in the state Legislature on Election Day.The news landed like a bombshell a week before New Jersey’s pivotal legislative races: Orsted, a Danish company that had been hired to build two wind farms off the South Jersey coast, was abruptly abandoning the project.Overnight, a linchpin of Gov. Philip D. Murphy’s clean energy plan vanished, unleashing finger-pointing among his fellow Democrats, who are fighting to retain control of the Legislature, and I-told-you-sos from Republicans, who had opposed the offshore-wind projects.Orsted cited broad economic forces, including higher building costs, as the reason for pulling out, but it retained the rights to the seabed lease, preventing New Jersey from immediately bringing in another company to develop the site. “The Republicans are going to do a victory lap,” said Jeff Tittel, a longtime New Jersey environmental advocate who supports the development of offshore wind farms, “while the Democrats have egg on their face.”In 2021, with Mr. Murphy at the top of the ticket, Republicans gained seven seats in the Legislature, which Democrats control, when voters, angry about the state’s Covid-19 mandates, turned out in droves. Stephen M. Sweeney, a Democrat who was State Senate president at the time, lost to Edward Durr Jr., a conservative, first-time candidate.Republicans hope to tally further gains when voters go to the polls on Tuesday, as Democrats try to recover lost ground. Some Republicans have speculated about the possibility of flipping either the Assembly or the Senate, something that has not occurred in two decades and that would require virtually every competitive race to cut their way.All 120 legislative seats are on the ballot. Democrats hold a 46-34 majority in the Assembly and a 25-15 advantage in the Senate.“We’re close enough to the target,” Alexandra Wilkes, a New Jersey Republican Party spokeswoman, said about winning a majority, “but we have to hit the darts right every time.”There are highly competitive races in South Jersey, in legislative Districts 3 and 4; along the Jersey Shore, in District 11; near Princeton, in District 16; and in Bergen County’s District 38.A lawsuit filed on Thursday, and the accusations that underpin it, illustrate how high each party considers the stakes.In the suit, filed in Atlantic County, Republicans asked a judge to take steps to blunt what they said was a dirty-tricks campaign by Democrats in the fourth legislative district. The complaint cited “phantom candidates,” whom the plaintiffs argued were on the ballot solely to siphon off Republican votes.On Friday, a judge blocked future spending by a group funding the Democratic candidates. Ms. Wilkes said Republicans were pleased the court had recognized the “egregious violation of the public trust.”Much of the campaign rhetoric has involved cultural wedge issues, including abortion rights and whether schools should be required to tell parents about how students express their gender. State policies meant to make residents less dependent on gas-powered stoves and vehicles have also been used by Republicans to energize their base. Orsted’s announcement added force to that rallying cry.Assembly Republicans produced a mocking video. Senator Michael Testa, a South Jersey Republican who represents shore communities where opposition to wind energy is strongest, called the Orsted deal a “boondoggle.”Voting by mail began over a month ago, and early machine voting has taken place over the past two weeks. With no statewide office on the ballot, though, Election Day turnout is expected to be low.LeRoy J. Jones Jr., the New Jersey Democratic State Committee chairman, said the party’s focus this cycle had been on expanding its base by adding “younger and less consistent voters.”“It’s all about get-out-the-vote now,” Mr. Jones said on Tuesday.During the legislative elections in 2021, Mr. Murphy, who governed as a steadfast liberal in his first term, became New Jersey’s first Democratic governor to win re-election in 44 years. But he won by just three percentage points. Since then, he has governed as more of a moderate, talking regularly about affordability. In June, he signed a bill geared toward cutting property taxes for most older homeowners by 50 percent beginning in 2026. Democrats have featured the tax cut prominently in their campaigns.A loss or significant erosion of the Democratic majority in either house could be politically damaging to Mr. Murphy in a state where Democrats outnumber Republicans by nearly a million voters. It might also dim the political prospects of his wife, Tammy Murphy, who is expected to enter the race for Senator Robert Menendez’s seat as early as next week. Ms. Murphy, who has championed reproductive rights, joined her husband last week at an event where he promoted a new website where residents can get information about abortion services. Several Democratic lawmakers in tight races attended the event, a sign of how potent they believe reproductive rights may be as an issue this year. Senator Joseph Lagana, a Democrat, said voters appeared concerned that abortion rights could be curtailed in New Jersey, where the procedure remains legal, after the Supreme Court overturned Roe v.     New Jersey Gov. Murphy Signs Bill That Reshapes Campaign Finance Laws

    The bill doubles New Jersey’s campaign contribution limits and quashes investigations by a watchdog agency.In January, a watchdog agency created 50 years ago to safeguard the integrity of campaign fund-raising in New Jersey filed four complaints. Three cited irregularities in powerful Democrat-led accounts, and one dinged a committee set up to elect Republicans.All of the complaints had the potential to result in hefty fines. And all of them vanished Monday afternoon when the governor, Philip D. Murphy, signed a controversial bill that fundamentally reshapes New Jersey’s campaign finance laws.The bill, which narrowly cleared the State Legislature last week, began as a way to double donation limits to candidates and to require some so-called dark money fund-raising groups to disclose large donors, whose identities are currently secret.But as the legislation moved through Trenton, where Democrats control the Assembly and Senate, amendments were added that make it harder to rein in — or police — campaign spending.One change gives Mr. Murphy an easier way to replace the executive director of the Election Law Enforcement Commission, known as ELEC. Another lets state and county political committees collect contributions to pay for operating expenses — funds that Philip Hensley, a policy analyst for the League of Women Voters of New Jersey, has decried as unregulated “slush money.”And a third alteration to the bill slashes the time for investigating allegations of impropriety to two years, down from 10. The change is retroactive, and the four complaints filed in January, which stem from fund-raising done in 2017, will be quashed, along with an estimated 80 percent of the agency’s other open investigations, officials have said.On Monday afternoon, the governor’s office sent an email that noted he had signed the bill, but it offered no additional comment.The overhaul of New Jersey’s campaign finance rules comes 13 years after a United States Supreme Court ruling in favor of Citizens United unleashed limitless federal spending by corporations and unions. Since then, some Republican and Democrat-led states have also taken steps to curb the enforcement powers of agencies set up to limit the influence of money in government. “At a time when people everywhere are concerned about the health of democracy in our country,” Mr. Hensley said, “this is just the antithesis of good government.”He called New Jersey’s new law a “frontal assault on some of the rules that have protected good government.”After the bill passed, the election agency’s three commissioners — two Democrats and one Republican — resigned in protest. The fourth seat on the board had been vacant.Stephen M. Holden, a Democrat and former state judge who quit the board last week, called the legislation a “transparent abuse of power.”“It eviscerates our authority and independence,” he said.The two-year time clock for investigations will start at the moment an infraction occurs. But allegations of impropriety rarely surface until at least six months to a year after an election, Mr. Holden said.“If we didn’t get to you within two years, you’re home free,” he said ruefully.Nicholas Scutari, the Democratic president of the State Senate and a sponsor of the bill, has defended the altered statute of limitations, likening the 10-year time frame to a police officer writing a ticket long after a traffic infraction.The agency’s executive director, Jeffrey M. Brindle, had argued that a five-year window would be appropriate, bringing New Jersey in line with many other states.Opponents of the bill said that the two-year statute of limitations was a bald political effort to quash pending investigations and to be free of risk from any as-yet-undiscovered campaign finance violations that took place before April 2021.“What is in those previous eight years yet to be investigated that they don’t want to be investigated?” asked Assemblyman Brian Bergen, a Republican and one of the most vocal opponents of the bill.“Just wiping it off the books? This doesn’t pass the sniff test,” he added.He found rare common cause with many of the state’s left-leaning advocacy organizations, which fought for over a month against the bill.“It rolls back decades of reform,” Mr. Bergen said.The bill became intertwined with the Murphy administration’s efforts to remove Mr. Brindle from a job he has held for 14 years after the discovery of an email he wrote, which the attorney general’s office later concluded was “demeaning” to members of the gay community.Mr. Brindle has since sued the governor and several aides for what his lawyer has said was an effort to extort Mr. Brindle’s resignation by threatening to publicize the email. Mr. Murphy’s spokesman has said that Mr. Brindle was never threatened.The new law gives Mr. Murphy 90 days to appoint an entirely new four-person election board, circumventing the traditional approval needed from the State Senate. The commissioners, who are empowered to hire and fire the agency’s executive director, would also be paid a $30,000 annual stipend.In Mr. Murphy’s most recent comments about the legislation, during a March 22 radio broadcast, the governor declined to discuss the merits of the bill, instead noting that his administration had expanded voting access over the last several years.“Anything that we believe is on the side of transparency that is responsible, that opens up democracy, that shines a light as opposed to the opposite, assume that we’re going to be for it,” he said, noting that at the time, the bill was still being amended. “I think we wait and see what the final, what this looks like as it iterates.” More

    New Jersey Gov. Phil Murphy Has an Eye on Washington

    The New Jersey governor, re-elected in 2021, is term-limited and has an eye on Washington.It was a whirlwind few days for New Jersey’s term-limited governor, Philip D. Murphy.On a Tuesday in mid-February he publicly chided Gov. Ron DeSantis of Florida, a Republican, by name, calling his education policies “shameful.” The next day at noon, he proposed requiring all new cars sold after 2035 to be electric, following California’s lead. By early Thursday, Mr. Murphy, a Democrat, had made an unannounced stop in Ukraine en route to a security conference in Germany.Back home in Jersey, the message was clear: The governor’s slow-windup romance with Washington was now a full-boil courtship, though his primary audience might have trouble finding Trenton on a map.“You don’t fade into the woodwork if you have national ambitions,” said Patrick Murray, director of the Polling Institute at Monmouth University, who for decades has watched New Jersey politicians use the state’s quirky off-year election cycle and proximity to New York’s media market as a springboard toward higher office.“You never know when opportunity might strike.”The 2024 presidential contest is well underway. President Biden is expected to run for a second term and the list of Republicans who have announced campaigns or are expected to run already includes Mr. DeSantis (who did not respond to Mr. Murphy’s criticism), former President Donald J. Trump, former Vice President Mike Pence, and Nikki Haley, a former governor of South Carolina.Mr. Murphy has consistently said he would be Mr. Biden’s No. 1 booster if he runs again, and he recently signed on to an advisory board of Democratic loyalists who are expected to be deployed as Biden surrogates when the campaign ramps up.Still, Mr. Murphy, a wealthy former Democratic National Committee finance chairman and ambassador to Germany who amassed a fortune at the investment bank Goldman Sachs, has never completely closed the door to running for the White House should the president’s plans change.And, either way, he appears as intent as ever at cultivating a national image, aware, perhaps, that there are often consolation prizes.On Saturday, Mr. Murphy will try to spit-polish his résumé with humor when he takes the mic at the annual Gridiron Club dinner, a famously irreverent white-tie-and-tails roast that draws Washington’s top journalists and political insiders. Alliances he has formed have led to speaking gigs in Nevada and Florida. And both of the governors’ associations are holding major conferences this year in New Jersey.There are younger Democratic governors with bigger names or bigger bank accounts, including Gavin Newsom of California, Gretchen Whitmer of Michigan and J.B. Pritzker of Illinois.But during Mr. Biden’s presidency, New Jersey has been a regular stop for members of the administration, with at least two visits apiece by the president, the first lady, Vice President Kamala Harris and Pete Buttigieg, the transportation secretary.If Mr. Biden were to win re-election and tap Mr. Murphy for a job he found enticing enough to take, it could mean leaving Trenton before his term ends in 2026, making the race for governor — already shaping up to be a grab-the-popcorn thriller — even livelier.Gov. His second-term priorities are hewing closer to the center.At least part of his change in tone is tied to November’s legislative races. Democratic leaders who control the State Legislature remain jittery over the loss of seven seats in 2021, and Republicans believe that they are in striking range of regaining majority control — an outcome that would undermine Mr. Murphy’s legacy.A January poll by Monmouth University suggested that Mr. Murphy’s popularity was holding steady at 52 percent. But fewer than a third of those surveyed said he would make a good president.Only one governor from New Jersey has ever been elected president: Woodrow Wilson, whose memory is now so tainted by his racist policies that Princeton removed his name from its school of public and international affairs.Other New Jersey luminaries have also had designs on the White House in recent years: Senator Bill Bradley was eclipsed in the 2000 Democratic primary by Mr. Gore; Gov. Chris Christie ended his campaign in 2016 before endorsing Mr. Trump; and Senator Cory Booker bowed out of the last presidential contest after a yearlong campaign.Mr. Booker, 53, a Democrat and former mayor of Newark, appears to be keeping his options as open as Mr. Murphy. “I’m not running in ’24 if Joe Biden is running,” Mr. Booker said in a recent television interview.“My goal in life is to put more ‘indivisible’ back into this ‘one nation under God,’” he said, adding, “so we’ll see about the future.”Jennifer Palmieri, a Democratic strategist who was director of communications for President Barack Obama, has known Mr. Murphy since 2005 and considers him a friend.     Concerns about the president’s age are being overcome by enthusiasm about his record so far, optimism about the G.O.P. field — and the absence of better options.PHILADELPHIA — Nine months ago, amid sky-high gas prices and legislative gridlock, anxious Democrats routinely offered the same assessments of President Biden as a candidate for re-election: too frail, too politically weak, too much of a throwback.But now, as Democratic National Committee members gather in Philadelphia for their winter meeting this week, nearly all have come to the same conclusion: It’s Biden or bust.After Democrats far exceeded their own expectations in the midterms, and now that they are facing the possibility of a rematch against a far more vulnerable Donald Trump, the bickering about Mr. Biden has subsided.With no other serious contenders making early moves to enter the race, the official party structure has united behind the president’s re-election bid — despite the inherent risks in an octogenarian candidate’s undertaking the rigors of a national campaign.Gov. After years of worrying about Mr. Trump’s political potency, many Democrats scarred from underestimating him in 2016 now see him as eminently beatable, especially by Mr. Biden.But some fear that a contest between Mr. Biden and a younger challenger, like Gov. Ron DeSantis of Florida or former Gov. Nikki Haley of South Carolina, could create a more challenging contrast for the president.“Trump would be a preferred candidate,” said Jay Jacobs, chairman of the New York State Democratic Committee, even as he said he believed Mr. Biden would be strong regardless and noted that Mr. DeSantis was untested on the national stage. But a younger nominee, he added, “mixes it up in a way that you don’t have any ability to judge how it will look going forward.”At a moment when Democrats regard the return of Mr. Trump, or the rise of someone practicing his style of politics, as a threat to democracy, there is enormous pressure from all corners of the party to avoid damaging Mr. Biden.“Speaking as a progressive, Biden was not my first choice for president, but I think he’s done an extremely good job with the hand that he’s been dealt,” said RL Miller, a climate activist and Democratic National Committee member from California. “I find the talk of 2024 challengers to him to be both disrespectful and distracting.”But elections are determined by voters, not party officials, and the Democratic base has concerns about another Biden bid, even if the party’s officials see the president as their strongest option. Majorities of Democrats in surveys conducted in December, a month after the party’s unexpected midterm successes, said they did not want Mr. Biden to seek re-election.“The majority of the party and Biden voters didn’t vote for Biden, they voted against Trump,” said Liano Sharon, a delegate from Michigan who voted for Biden in 2020. “If the party pushes Biden on the grass roots again, a lot of them aren’t going to show up, because of Biden’s policies, broken promises and other big problems,” including his concern that Mr. Biden was showing signs of decline.That view had little support in Philadelphia, however, where the only sign of opposition to a Biden re-election bid was a billboard on the back of a truck circling outside, advertising a group calling itself DontRunJoe.org. Its founder, Jeff Cohen, conceded as much: “We’re beating our heads against the wall here,” he said.Without a viable alternative willing to jump into the race, elected Democrats and top party officials find themselves like the dinner party guests in a horror-film spoof on “Saturday Night Live” last year who are terrified of a 2024 Biden candidacy but even more scared of the other possible candidates. Several Democratic officials brought up the sketch unprompted to describe their attachment to a Biden re-election bid.“What is the alternative? Like, who’s the alternative?” said Representative Ritchie Torres of New York, casting Mr. Biden as a strong contender with “the most consequential presidency in recent history.” He added, “If I’m asked who is best positioned to win in 2024, I’m unaware of an alternative to President Biden.”After Gov. J.B. Gretchen Whitmer of Michigan, have followed suit.Only Marianne Williamson, the self-help author who ran a quixotic presidential campaign in 2020, has acknowledged mulling a primary challenge, citing concerns over a Democratic Party that she said had “swerved from its unequivocal and unabashed advocacy for the working people.”In an interview, Ms. Williamson said she would not run “simply to make a point” but to give Americans options. “The question I ask myself is not ‘What is my path to victory?’” she said. “My question is ‘What is my path to radical truth-telling?’ There are some things that need to be said in this country.”Absent more credible potential primary threats, Biden allies are reveling in a sense of vindication after a stressful midterm campaign. Mr. Biden, they say, will counter concerns about his age in his re-election campaign with arguments about the value of his long experience in government.“He’s always underestimated by people in his party and outside his party,” said former Representative Cedric L. Richmond, who served as a senior adviser to Mr. Biden at the White House, rattling off a list of the president’s legislative accomplishments. “They said he couldn’t win the presidency. He did.”But the next election may bear little resemblance to the last.     At a National Governors Association gathering, attendees from both parties speculated about 2024 at a moment of increasing frustration with Washington.PORTLAND, Maine — A single senator put parts of President Biden’s domestic agenda in grave danger. The president’s approval ratings are anemic amid deep dissatisfaction with Washington. And as both Mr. Biden, 79, and Donald J. Trump, 76, signal their intentions to run for president again, voters are demanding fresh blood in national politics.Enter the governors.“Governors are the C.E.O.s,” said Gov. Chris Sununu of New Hampshire, a Republican who hopes a governor will win his party’s 2024 presidential nomination. He added that Washington lawmakers “don’t create new systems. They don’t implement anything. They don’t operationalize anything.”In other years, those comments might have amounted to standard chest-thumping from a state executive whose race was overshadowed by the battle for control of Congress.But this year, governors’ races may determine the future of abortion rights in states like Michigan and Pennsylvania. Mass shootings and the coronavirus pandemic are repeatedly testing governors’ leadership skills. And at a moment of boiling voter frustration with national politics and anxiety about aging leaders in both parties, the politicians asserting their standing as next-generation figures increasingly come from the governors’ ranks, including Gov. Gavin Newsom, a California Democrat, and Gov. Roy Cooper of North Carolina, the chairman of the Democratic Governors Association, pointing to Supreme Court decisions that have turned questions about guns, abortion rights and other issues over to states and their governors.Americans, he added, “look at governors as someone who gets things done and who doesn’t just sit at a table and yell at each other like they do in Congress or state legislatures.”The three-day governors’ conference arrived at a moment of growing unease with national leaders of both parties.A New York Times/Siena College poll showed that 64 percent of Democratic voters would prefer a new presidential standard-bearer in 2024, with many citing concerns about Mr. Biden’s age. In another poll, nearly half of Republican primary voters said they would prefer to nominate someone other than Mr. Trump, a view that was more pronounced among younger voters.And at the N.G.A. meeting, private dinners and seafood receptions crackled with discussion and speculation about future political leadership. “I don’t care as much about when you were born or what generation you belong to as I do about what you stand for,” said Gov. Spencer Cox of Utah, a 47-year-old Republican. “But I think certainly there is some angst in the country right now over the gerontocracy.”In a series of interviews, Republican governors in attendance — a number of them critical of Mr. Trump, planning to retire or both — hoped that some of their own would emerge as major 2024 players. Yet for all the discussions of the power of the office, governors have often been overshadowed on the national stage by Washington leaders, and have struggled in recent presidential primaries. The last governor to become a presidential nominee was now-Senator Mitt Romney, who lost in 2012.Democrats, who are preoccupied with a perilous midterm environment, went to great lengths to emphasize their support for Mr. Biden if he runs again as planned. Still, some suggested that voters might feel that Washington leaders were not fighting hard enough, a dynamic with implications for elections this year and beyond.“People want leaders — governors, senators, congresspeople and presidents — who are vigorous in their defense of our rights, and people who are able to galvanize support for that among the public,” said Gov. J.B. Pritzker of Illinois, a Democrat.Mr. Pritzker has attracted attention for planning appearances in the major presidential battleground states of New Hampshire and Florida and for his fiery remarks on gun violence after a shooting in Highland Park, Ill. Mr. Biden, for his part, faced criticism from some Democrats who thought he should have been far more forceful immediately after the Supreme Court overturned Roe v. Wade.Asked if Mr. Biden had been sufficiently “vigorous” in his responses to gun violence and the abortion ruling, Mr. Pritzker, who has repeatedly pledged to support Mr. Biden if he runs again, did not answer directly.“President Biden cares deeply about making sure that we protect those rights. I have said to him that I think that every day, he should be saying something to remind people that it is on his mind,” Mr. Pritzker replied. He added that Americans “want to know that leadership — governors, senators, president — you know, they want to know that we all are going to fight for them.”Gov. He has repeatedly indicated that he relishes the possibility of another matchup against Mr. Trump, citing The New York Times/Siena College poll that found that he would still beat Mr. Trump, with strong support from Democrats.A Biden adviser, also citing that poll, stressed that voters continued to care deeply about perceptions of who could win — a dynamic that was vital to Mr. Biden’s 2020 primary victory. He is still working, the adviser said, to enact more of his agenda including lowering costs, even as there have been other economic gains on his watch.“We had younger folks step forward last time. President Biden won the primary. President Biden beat Donald Trump,” said another ally, former Representative Cedric Richmond, who served in the White House. “The Biden-Harris ticket was the only ticket that could have beat Donald Trump.”But privately and to some degree publicly, Democrats are chattering about who else could succeed if Mr. Biden does not ultimately run again. A long list of governors — with varying degrees of youth — are among those mentioned, including Mr. Murphy, Mr. Pritzker, Mr. Newsom and Gov. Gretchen Whitmer of Michigan, if she wins her re-election.Some people around Mr. Cooper hope he will consider running if Mr. Biden does not. Pressed on whether that would interest him, Mr. Cooper replied, “I’m for President Biden. I do not want to go there.”Indeed, all of those governors have stressed their support for Mr. Biden. But the poll this week threw into public view some of the conversations happening more quietly within the party.“There’s a severe disconnect between where Democratic Party leadership is and where the rest of our country is,” said former Representative Joe Cunningham, a South Carolina Democrat who is running for governor and who has called on Mr. Biden to forgo re-election to make way for a younger generation.Signs of Mr. Biden’s political challenges were evident at the N.G.A., too. Asked whether she wanted Mr. Biden to campaign with her, Gov. Janet Mills of Maine, a Democrat in a competitive race for re-election this year, was noncommittal.“Haven’t made that decision,” she said.Gov. Asa Hutchinson of Arkansas, a Republican, who confirmed that he was still “testing the waters” for a presidential run.Some of the most prominent Republican governors seen as 2024 hopefuls, most notably Mr. DeSantis, were not on hand. But a number of others often named as possible contenders — with different levels of seriousness — did attend, including Gov. Glenn Youngkin of Virginia and Gov.     Gov. Murphy Tones Down Liberal Message in Bid for Suburban Voters

    In the first budget address of his second term, Gov. Philip Murphy responded to New Jersey voters’ discontent at a time of surging gas costs and high taxes.Gas prices are soaring. The war in Ukraine has rattled the stock market. And, months ahead of midterm elections, voters in key suburban swing districts in New Jersey are restive, contributing to increased dissatisfaction with the state’s Democratic leader, Gov. Philip D. Murphy.For much of his first term, Mr. Murphy governed as a steadfast liberal eager to talk about his successful efforts to protect abortion rights, legalize marijuana and enact stricter gun control laws.But on Tuesday, in his first budget address since winning re-election by just three percentage points in a state where Democrats vastly outnumber Republicans, Mr. Murphy offered a radically tempered message.The sweeping liberal rhetoric that defined his first budget address in 2018 was replaced by a recalibrated definition of progress and a promise to make New Jersey — where the cost of living is among the highest in the nation — a more affordable place to live.Months after remnants of Hurricane Ida crippled large parts of the state, killing at least 25 people, he did not utter the phrase “climate change.” There were no overt references to criminal justice, racial equity or immigrant rights. He cited a signature first-term win — lifting the minimum wage to $15 — just once, and instead chose to talk about tax cuts and rebates and a one-year “fee holiday” that would allow residents to visit state parks and renew driver’s licenses for free.“If you compare the really sharp racial justice messaging from last year to this year, there is a really big disconnect,” said Sara Cullinane, director of Make the Road New Jersey, a left-leaning coalition focused on immigrant and worker rights.“It seems that there’s a pivot,” she added.Instead of the unabashedly left-leaning budget message that set the tone for his first term, there were 24 mentions of the words “affordable” or “affordability.”“The Democratic Party is looking down at the 2022 midterms coming and knowing that its message needs to be revamped,” said Ashley Koning, director of the Eagleton Center for Public Interest Polling at Rutgers University.“Many voters, probably most voters, are disenchanted.”Mr. Murphy is scheduled to move from vice chairman to chairman of the National Governors Association in July and to take over leadership of the Democratic Governors Association for the second time next year. Of the people surveyed, more than 40 percent gave him failing grades in connection with New Jersey’s high property taxes and cost of living.“Governor Murphy has never wavered in his vision to make New Jersey stronger and fairer for everyone who calls our state home,” Mr. Murphy’s spokeswoman, Alyana Alfaro Post, said.“This year’s budget proposal builds on that progress,” she added, “and continues opening doors of opportunity for all New Jerseyans.”During his first term, Mr. Murphy accomplished many of his most ambitious policy goals: adding a tax on income over $1 million; legalizing adult-use marijuana; establishing paid sick leave for workers; and giving undocumented immigrants access to driver’s licenses.On Tuesday, he talked about the millionaires’ tax but did not mention the other victories, referring only to the “many steps we took together over the past four years,” before focusing on property taxes.“This budget attacks two of New Jersey’s most difficult and intractable problems: property taxes and affordable housing,” Mr. Murphy told a joint session of the Legislature, in a marked shift from comments he made in 2019 minimizing concerns over the state’s high taxes.“If you’re a one-issue voter and tax rate is your issue, either a family or a business — if that’s the only basis upon which you’re going to make a decision,” Mr. Murphy said three years ago, “we’re probably not your state.”This year’s budget proposal — a record-high $48.9 billion spending plan — did not appear to veer from priorities Mr. Murphy set during his first term and would continue to fund programs important to Mr. Murphy’s progressive allies.The plan, which the Legislature must approve by July, sets aside more money for education, mental health programs, health care for children of undocumented immigrants, addiction treatment and lower-cost housing. For the second year, Mr. Murphy has proposed making a full payment to the state’s underfunded public-employee pension system.Just as he did in his first budget address, Mr. Murphy quoted the Irish playwright Oscar Wilde’s definition of a cynic — someone who knows “the price of everything and the value of nothing.” But that is where the parallels end.Gone was the fiery rhetoric from 2018, when he talked about the state’s high poverty rate, income inequality and the importance of embracing “the immediacy of the problems before us.”There was no renewed mention this week of initiatives to narrow the state’s racial income gap using tools like so-called baby bonds, an ultimately unsuccessful budget proposal he made in 2020 to give most newborns $1,000, payable with interest when they turned 18.Instead, a plan to set aside money to build 3,300 units of lower-cost housing was depicted as a win for the working class, not the working poor.“Let’s not lose sight of who actually benefits when we build more affordable housing,” Mr. Murphy said of units available to people with low to moderate incomes. “It’s the educator or first responder who can finally live within the community they serve. It’s also the server at the local diner, the cashier at the grocery store.”Julia Sass Rubin, a professor at the Edward J. Bloustein School of Planning and Public Policy at Rutgers University, said the speech represented a change in messaging, but not a “major retraction” of Mr. Murphy’s left-leaning priorities.“If you keep walking the walk, maybe they think they can adjust the talk a little bit, without substantively changing the direction,” Professor Rubin said.“It’s a way of trying to shore up what could be a vulnerability — both for the midterm elections and Democrats more broadly,” she added.Mr. Murphy emphasized “affordability” in his speech and played down progressive themes.Michelle Gustafson for The New York TimesJack Ciattarelli, Mr. Murphy’s Republican challenger who came close to unseating the governor, said the budget address showed Mr. Murphy was “definitely feeling the pressure from the closeness of the race and the themes that we hit on repeatedly, which up until this point he’s been tone-deaf on.”But the contents of the plan, he said, were the “same old, same old.”“There’s never been a better opportunity to completely reform the way we do property taxes,” said Mr. Ciattarelli, who plans to run for governor again in four years.Officials with left-leaning advocacy groups said that they found things to like in the budget draft, as well as missed opportunities.Ms. Cullinane, of Make the Road, praised the roughly $100 million the governor set aside for undocumented immigrants and working families who have been ineligible for federal pandemic-related aid. Andrea McChristian, law and policy director for the New Jersey Institute for Social Justice, applauded Mr. Murphy’s efforts to expand college access and to fund a pilot program designed to keep juveniles out of prison. But she questioned the absence of any discussion about closing juvenile lockups, making reparation payments to Black residents harmed by slavery or a renewed push to implement baby bonds.“That’s definitely a missed moment,” Ms. McChristian said.The missing emphasis on social justice is particularly worrisome in a year when New Jersey is flush with cash from sales tax collections, revenue generated by the robust housing and stock markets and federal stimulus funds, Ms. McChristian said.“This is the moment to be bold,” she said, adding, “We have huge racial disparities here.”Doug O’Malley, director of Environment New Jersey, called it a “status quo” budget that continues to provide vital support for offshore wind energy but fails to take other meaningful steps toward addressing the climate crisis or establishing a guaranteed source of funding for public transit.“New Jersey should be investing in climate change solutions,” Mr. O’Malley said, “not fighting this fight with one hand behind its back.” More

Sweeney, the second most powerful lawmaker in New Jersey, admitted defeat on Wednesday, eight days after voters elected a Republican truck driver who ran on a shoestring budget in one of the biggest political upsets in state history.Mr. Sweeney, the Democratic Senate president and a union leader, blamed his loss on overwhelming Republican turnout in his South Jersey district, which is about 15 miles outside Philadelphia.“It was a red wave,” he said in the State House complex in Trenton where he has governed with an iron fist since 2010, when he first took over as president of the Senate.Mr. Sweeney, who has made overtures about running for governor and holds a crucial role on a state redistricting committee, said that he planned to remain active in public life.“What the voters said in this election is New Jersey is a state filled with hardworking people who want to provide for their families and as leaders we need to speak directly to the concerns of all voters,” said Mr. Sweeney, an ironworker who has been in the State Senate since 2002. “I plan to keep speaking to those concerns.”Two hours later, the Republican who beat him, Edward Durr, stood in front of a microphone in the headquarters of the Gloucester County Republican Party, after pulling off one of the country’s most talked about upsets from a strip mall storefront next to a Batteries Plus shop.“I feel like I’m about to throw up,” Edward Durr said as he faced a phalanx of reporters after pulling off one of the biggest political upset in New Jersey history.Kriston Jae Bethel for The New York Times“I feel like I’m about to throw up,” Mr. Durr, who has logged more than two million miles as a truck driver for the Raymour & Flanigan furniture chain, said of the media glare.Former President Donald J. Trump had called to congratulate him on Sunday, and Mr. Durr’s win was featured on cable and network news, quickly becoming fodder for comedians on “Saturday Night Live” and “Last Week Tonight With John Oliver.”His successful campaign was seen as emblematic of a surge of Republican voters coupled with a disenchantment with Democrats that also led to a Republican win for governor in Virginia and an unexpectedly narrow re-election victory for Gov. Philip D. Murphy, a Democrat, in New Jersey.The statewide races are considered barometers of voter sentiment as Democrats struggle to hold on to a slim majority in Congress during next year’s midterm elections and illustrates the erosion of support for the party, especially in suburban and rural areas.Mr. Durr’s improbable victory has also led to an immediate shift in the discussion of priorities in Trenton.“I give the voters my promise I will fight the tyranny that Phil Murphy is, beginning on Day 1,” he said.Mr. Durr has spoken about his opposition to Mr. Murphy’s mandates related to mask-wearing and vaccination, and he would not say whether he had been inoculated against Covid-19.Before Election Day, Mr. Durr remained largely unvetted and unknown to the general public, and he continued doing damage control on Wednesday for comments he had made on social media, including one reflecting support for “both sides” of a violent racist rally in Charlottesville, Va., in 2017 and another condemning Islam and disparaging the Prophet Muhammad.After speaking at the G.O.P. headquarters, he was driven two miles to Al Minhal Academy of Islamic Education, a Muslim masjid in Washington Township, to talk with members of the mosque and leaders of the Council on American-Islamic Relations in New Jersey. The group remained inside for about two hours; Mr. Durr left carrying a paperback copy of the Quran.“We wanted to dispel any of the beliefs he has about our community,” Selaedin Maksut, executive director of the council, said before the meeting.“We also want to remind him of his responsibility as an elected official,” Mr. Maksut said. “He represents Muslims as well. It’s his responsibility to keep their safety in mind.”Mr. Durr wrote a note on Al Minhal stationery, committing to working with the Muslim community “going forward.” “I stand against Islamophobia and all forms of hate,” the note read.Mr. Durr has also apologized for his comments on social media.“You get behind a keyboard, you don’t see a person and you don’t consider the other person,” he said on Wednesday.“These are things I’ve done in the past,” he added. “It doesn’t define me as a person.”Mr. Durr’s two Republican running-mates, Beth Sawyer and Bethanne McCarthy Patrick, also ousted two Democratic members of the State Assembly, Adam Taliaferro and John J. Burzichelli, a former mayor of Paulsboro first elected to the State House in 2001.Mr. Durr and Ms. Sawyer ran unsuccessfully for State Assembly in 2019, and they were recruited to compete again by Jacci Vigilante, a trial lawyer who serves as the Republican chairwoman for Gloucester County.“He was honored to be asked,” Ms. Vigilante said of Mr. Durr. “He accepted readily.”Ms. Sawyer, a real estate broker who also runs her own home renovation construction company, said voters spoke mainly of the high cost of living as she campaigned door to door. She said she expected to focus on containing taxes when she gets to Trenton.“Taxes, taxes, taxes,” Ms. Sawyer said. “And cut government bloating.”Over the past three years, the Gloucester County G.O.P. joined with other neighboring county parties to lease space for a headquarters and they have built an email list from scratch that now includes thousands of names, Ms. Vigilante said.The group has held weekly happy hours and breakfasts, and it has organized trips to Atlantic City, to try to generate support for Republican candidates in a region that for decades has been dominated by Democrats.“It’s hard to raise money, and it’s hard to build an organization when you can’t produce wins,” she said.After last Tuesday, that may be less of a problem.
