    Netanyahu Fails to Form New Israeli Government, Prolonging Deadlock

    The prime minister’s opponents may now get a chance to oust him from power. But it is too soon to write off Benjamin Netanyahu, a political survivor.JERUSALEM — Prime Minister Benjamin Netanyahu of Israel failed to form a new government by the midnight Tuesday deadline, putting his political future in jeopardy as he stands trial on corruption charges and prolonging a political deadlock that has only worsened after four elections in two years.Israel’s president, Reuven Rivlin, may now give a rival, eclectic camp of anti-Netanyahu parties a chance to form a government, which could oust Mr. Netanyahu from power after 12 consecutive years in office.Mr. Netanyahu’s right-wing Likud party is by far the largest on Israel’s fractured political scene, having won 30 seats in a general election in March. Despite that, he was not able to muster enough coalition partners to command a majority of at least 61 seats in the 120-member Parliament.His hopes for a right-wing and religious coalition ultimately fell short because his far-right allies refused to join a government supported by a small Islamist Arab party. The Arab party, Raam, was willing to back a Netanyahu administration in return for benefits for Israel’s Arab minority.Mr. Netanyahu also failed in a last-gasp effort to persuade a right-wing rival, Naftali Bennett, to join him in a power-sharing agreement that would have seen the pair take turns as prime minister.Mr. Bennett had dismissed the offer, saying that even with his support Mr. Netanyahu could not muster a majority.Three minutes before midnight, Likud issued a terse statement blaming Mr. Bennett for foiling Mr. Netanyahu’s chances by refusing to commit to a right-wing government, “which would certainly have led to the formation of a government joined by additional members of Parliament.”Mr. Rivlin may now ask one of Mr. Netanyahu’s rivals — representing a disparate group of parties ranging from the pro-settlement right to the secular left — to try to cobble together a governing coalition that would send the prime minister into the opposition. Or Mr. Rivlin could ask Parliament to put forward a candidate.He has three days to make that decision. His office said that he would restart the process on Wednesday morning by contacting each of the political parties represented in Parliament.Mr. Netanyahu would still remain in power as a caretaker prime minister until a new government is formed. If no one can form a government, Israel will be heading to a fifth election.But with his failure to build a majority coalition, Mr. Netanyahu may have lost his best chance of gaining some kind of legal immunity from criminal prosecution. A new Netanyahu government could also have appointed a more sympathetic attorney general to replace the current one, whose term is up early next year.The failure to create a new government could also prolong a political stalemate that has left Israel without a state budget for two consecutive years in the middle of a pandemic, and has delayed appointments to several key administrative and judicial posts.The largest party challenging Likud, and the runner-up in the election, is Yesh Atid, a centrist group that won 17 seats. But its leader, Yair Lapid, a former finance minister, does not have an easy path to forming a government either.The bloc opposing Mr. Netanyahu is made up of numerous other small parties with clashing agendas. The smaller right-wing parties in the bloc view Mr. Lapid as too left-wing to lead the government.Instead, discussions in Mr. Lapid’s bloc have centered around the possibility of Mr. Lapid sharing power with another candidate, such as Mr. Bennett, the leader of Yamina, a right-wing party that won just seven seats. Under such an agreement, Mr. Bennett might lead the country for a year, before handing the prime ministry to Mr. Lapid.Mr. Lapid’s party has championed taxpaying middle-class Israelis and called for limits on the autonomy afforded to Israel’s ultra-Orthodox community — many of whom are exempted from military service, and study religious texts instead of entering the work force. Even if they succeed in forming a government with the limited goal of steadying the country after a long period of political chaos, many analysts believe its heterogeneity would make it short lived.Mr. Bennett is also seeking a chance to try to form the next government. He has said that his preference is to build a right-wing coalition including Mr. Netanyahu’s Likud and the religious parties but, failing that, he would work to form a more diverse “unity” government including parties from the anti-Netanyahu bloc.If no government has been formed within the allotted time — 28 days for a lawmaker other than Mr. Netanyahu, or up to five weeks for a candidate nominated by Parliament — the assembly will automatically dissolve itself and Israelis will head back to the ballot box for the fifth time since the spring of 2019.Aside from the country’s usual tensions between secular and religious, right-wing and left-wing, and Jewish and Arab, Israelis have become increasingly divided about Mr. Netanyahu himself. Those on the ideological right are now split between pro- and anti-Netanyahu camps.Mr. Netanyahu had the solid support of only 52 lawmakers, from his own Likud, two loyal ultra-Orthodox parties and a far-right alliance. Three right-wing parties ultimately chose not to return him to government.In total, 13 parties entered Parliament, all but Likud and Yesh Atid with seats in the single digits.Any government that is formed is likely to be unstable and dependent on the demands and whims of small parties with disproportionate power.This latest failure to form a government is a severe blow to Mr. Netanyahu. He campaigned hard for the March election and had staked his fortunes on Israel’s successful vaccination drive, which had allowed the economy and cultural life to reopen just in time for the ballot.But commentators say it is still too early to write him off.He similarly failed to form a government after two elections in 2019. But when his rivals also failed to cement a coalition, he remained in place as a caretaker prime minister. An election in April 2020 produced an ill-fated unity government that collapsed after seven months of political and administrative paralysis.Some analysts say that Mr. Netanyahu, a political survivor, is happy to function as a caretaker prime minister, riding the wave of electoral turmoil from one transitional government to another, as long as he remains in office. And if the latest imbroglio ends in a fifth election, he is likely to run again. More

    Netanyahu Offers Rival a Year in Office, in Last-Minute Bid for Government

    With a deadline fast approaching, Prime Minister Benjamin Netanyahu of Israel is still pushing to form a new coalition.JERUSALEM — Prime Minister Benjamin Netanyahu of Israel said on Monday that he would be willing to hand over leadership for one year to a longtime right-wing rival, Naftali Bennett, in a last-ditch effort to cobble together a new government.Mr. Netanyahu, who has spent the last 12 years in office and is now standing trial on corruption charges, announced the offer just ahead of a deadline to form a government, in the wake of Israel’s fourth inconclusive election in two years.The arrangement, part of a rotation agreement, would be a highly unusual one since Mr. Bennett, who served briefly as defense minister in a previous government, leads a small, pro-settlement party, Yamina, that holds just seven seats in the 120-seat Parliament.Mr. Netanyahu wrote about the offer in a post on Facebook less than 36 hours before his time to form a new government runs out at midnight on Tuesday. Mr. Bennett appeared to dismiss the offer as political spin in his initial response.The last election in March has left Mr. Netanyahu weakened and, so far, unable to muster a coalition that would command a parliamentary majority.Mr. Netanyahu’s conservative Likud party won the most seats of any party in the election, securing 30 seats in the 120-seat Parliament, but had been endorsed for the premiership by only 52 lawmakers from Likud, two loyal ultra-Orthodox parties and a far-right alliance called Religious Zionism.Even with Mr. Bennett’s Yamina on board, Mr. Netanyahu would still be two seats short of the 61 needed to form a majority government.Still, the support of Mr. Bennett’s party could be key, and he has been negotiating both with the Netanyahu-led bloc and with an opposition bloc made up of parties from across the spectrum that are determined to unseat Mr. Netanyahu. His immediate response to Mr. Netanyahu’s offer was dismissive.“I have just heard Netanyahu’s proposal, and I have to say it is unclear to me,” Mr. Bennett said. “I did not demand the premiership from Netanyahu, but rather I asked for a government. And that, to my regret, he does not have.”In order to form a government, Mr. Netanyahu needs the direct or passive support of Raam, a small Islamist party whose Hebrew acronym stands for the United Arab List, which holds four seats in Parliament. But most of the Religious Zionism party has so far ruled out relying on the support of the Arab party, which they say supports terrorism.Mr. Netanyahu’s only other option is to attract defectors from the opposition bloc. But even with Mr. Netanyahu in the background, it could highlight the cracks in his carefully curated image of indispensability.Mr. Netanyahu has presented himself as the only candidate qualified and experienced enough to secure Israel’s future in a volatile region, at a time when the Biden administration is pursuing negotiations aimed at restoring the 2015 nuclear agreement with Iran despite Israeli objections.But questions of trust and stability would hang over any new government with Mr. Bennett at least nominally at the helm, after a similar agreement lasted just months.Mr. Netanyahu’s last government was also based on a rotation agreement with his main coalition partner, Benny Gantz, the leader of the centrist Blue and White party. The two joined forces in a unity government after last year’s election draw.Mr. Netanyahu held the office of prime minister first, with the agreement that Mr. Gantz would take over in November 2021. But after only seven months, Mr. Netanyahu created a budget crisis that led to new elections, before Mr. Gantz could get close to heading the government.What many Israelis are hoping for now is an end to the gridlock that paralyzed the government for years. The political morass left Israel without a state budget for two consecutive years in the middle of a pandemic and has delayed appointments to several key administrative and judicial posts.Aside from the country’s usual tensions between secular and religious, right-wing and left-wing, and Jewish and Arab, the main division had increasingly focused on Mr. Netanyahu himself.     John Brennan: Joe Biden Should Watch “The Present”

    On a recent evening I watched “The Present,” a short film by Farah Nablusi, a Palestinian filmmaker, which was nominated for an Academy Award for live-action short film (the winner in the category was “Two Distant Strangers). Ms. Nablusi’s 25-minute film is a powerful, heartbreaking account of the travails of Yusuf, a Palestinian man, and Yasmine, his young daughter, as they traverse an Israeli military checkpoint in the West Bank twice in a single day.“The Present” establishes its context quickly, opening with images of Palestinian men making their way through a narrow passageway at one of the numerous checkpoints that dot the Israeli-occupied West Bank. Palestinians going to work, visiting family or shopping on the opposite side of a security barrier have to bear this humiliating procedure every day.Yusuf sets out with Yasmine to buy an anniversary gift for his wife. He is held in a chain-link holding pen. The ostensible reason is that the Israeli guards want to search him and his possessions more thoroughly. Yasmine sits nearby, watching and waiting in silence.The scene brought back memories of my first visit to the West Bank in 1975, when I crossed the Jordan River and arrived at an Israeli security post. As a student at the American University in Cairo, I was excited about visiting Jerusalem and spending Christmas Eve in Bethlehem. I joined a relatively short line, which moved at a steady and efficient pace.A few feet away, I could see men, women and children in a much longer line fully enclosed by steel mesh fencing labeled “Palestinians and Arabs.” I saw several subjected to discourtesy and aggressive searches by Israeli soldiers.While I was distressed by what I saw, I knew that Israel had legitimate security concerns in the aftermath of the 1967 and 1973 wars, worries that had been heightened by attacks on Israeli and Jewish targets by Palestinian terrorist organizations.Half a century has passed, and the political and security landscape of the Middle East has profoundly changed.Israel has signed peace treaties with Egypt and Jordan. The Abraham Accords, brokered by the United States last year, have paved the way for four more Arab states — the United Arab Emirates, Bahrain, Sudan and Morocco — to establish diplomatic relations with Israel. Hopefully, more Arab leaders will follow suit as there is no reason and little geostrategic sense in continuing to deny the reality and permanence of the state of Israel. (Unfortunately, the accords did nothing for the Palestinians except to obtain a suspension of Israeli plans to illegally annex the West Bank.)There also has been significant progress in reducing violence carried out by Palestinians inside and outside the occupied territories. The exception is Hamas, which continues to launch rocket attacks into Israel from the Gaza Strip.In the West Bank, Palestinian security and intelligence services have worked closely with their Israeli, Arab and Western counterparts to disrupt extremist networks and prevent attacks. These Palestinian agencies have demonstrated an impressive degree of professionalism over the past two decades.Despite sharply reduced tensions between Israel and the Arab world, the Palestinian people themselves have seen no appreciable progress in their quest to live in their own sovereign state. Political fissures and the ineffective political leadership of the Palestinian Authority have contributed to stymying ambitions for Palestinian nationhood.But that could change. Legislative elections in May and presidential elections in July in the West Bank and Gaza offer Palestinians an opportunity to elect representatives capable of conducting a more effectual political dialogue within the Palestinian homeland and beyond. Palestinian candidates who do not bear the sclerotic reputations of political incumbents, if elected, would help soften the deep-rooted cynicism that many Israeli officials display toward Palestinian negotiators.The major hurdle will be to reverse the trend of diminished interest that the Israeli government has shown in pursuing a two-state solution. Israel’s prime minister, Benjamin Netanyahu, has spearheaded relentless expansion of settlements in the West Bank. That expansion has brought along more concrete walls, security barriers and control points, further reducing the spaces where Palestinians can live, graze their flocks, tend their olive groves and vegetable gardens without being challenged by their occupiers.Unfortunately, during the Trump years, the United States ignored Palestinian interests and aspirations. Mr. Trump moved the American Embassy in Israel to Jerusalem, rejecting the position of all previous U.S. administrations that it would endanger final status negotiations on that contested city. He senselessly severed funding to the Palestinian Authority and ended our contributions to the United Nations for Palestinian refugee assistance.In a welcome change, the Biden administration has authorized the release of $235 million for humanitarian, economic and development programs supporting Palestinians in the West Bank, Gaza and elsewhere in the region.The concluding scene of “The Present” shows Yusuf, tired and hobbled with back pain, increasingly angry and on the verge of violence as he attempts to return home with the anniversary gift. His chilling, emotional outburst made me think of the frustration felt by every Palestinian who has to live with the stifling security measures and political oppression attendant to Israel’s military occupation.It was his little daughter, Yasmine, though, who gave me most pause and concern. She watched her father’s patience, dignity and humanity steadily erode.I can only imagine the imprint such experiences have on the young girls and boys who live in the West Bank and Gaza Strip. They grow up traumatized by injustice, discrimination and violence. They live with the feeling that their existence is controlled by people who don’t care about their welfare, their safety or their future.The Biden administration is dealing with a dizzying array of domestic and international problems but the Palestinian quest for statehood deserves the early engagement of his national security team. The United States needs to tell Israeli leaders to cease provocative settlement construction and the sort of oppressive security practices depicted in “The Present.”A clear signal from President Biden that he expects and is ready to facilitate serious Israeli-Palestinian discussions on a two-state solution would be of great political significance.John Brennan is a former director of the Central Intelligence Agency.The Times is committed to publishing a diversity of letters to the editor.     Netanyahu Corruption Trial Opens in Israel

    With Benjamin Netanyahu on trial on corruption charges, even as he tries to cobble together a new government, Israel’s democratic system is drawing closer to a constitutional crisis. JERUSALEM — It was a split-screen spectacle that encapsulated the confounding condition of Israel and its democracy.Prime Minister Benjamin Netanyahu appeared in a Jerusalem court on Monday for the opening of the key, evidentiary phase of his corruption trial. Simultaneously, just two miles across town, representatives of his party were entreating the country’s president to task him with forming Israel’s next government. For many here, the extraordinary convergence of events was an illustration of a political and constitutional malaise afflicting the nation that gets worse from year to year.After four inconclusive elections in two years, Mr. Netanyahu, Israel’s longest serving prime minister, who is charged with bribery, fraud and breach of trust, and who denies wrongdoing, remains the most polarizing figure on the political stage. But he is also the leader of Israel’s largest party, which took the most seats in national elections last month.With Mr. Netanyahu’s future on the line, analysts say his best bet for overcoming his legal troubles is to remain in power and gain some kind of immunity.But with neither the pro-Netanyahu bloc of parties or the grouping opposing him able to muster a coalition that could command a viable parliamentary majority, Israel appears stuck, unable to fully condone him or to remove him from the scene.Now, experts said, the country’s democratic system is in the dock.“Netanyahu and his supporters are not claiming his innocence but are attacking the very legitimacy of the trial and of the judicial system,” said Shlomo Avineri, professor emeritus of political science at Hebrew University.“It is the right of the prime minister to come to court and plead not guilty,” he said. “But his defense is an attack on the legitimacy of the constitutional order.”Israel was nearing an unprecedented constitutional crisis, he said, its depth underlined by the symbolism of the two processes unfolding in parallel.The law gives President Reuven Rivlin a lot of leeway in whom he nominates to form a government. On a small stage, lawmakers from his conservative Likud party claimed that the legal process was being used to unseat Mr. Netanyahu after his opponents failed to do so through the ballot box.“In the justice system, our choice of ballots is being assassinated,” declared Galit Distel Etebaryan, a newly elected Likud lawmaker.The drama of the State of Israel v. Benjamin Netanyahu revolves around three cases in which Mr. Netanyahu stands accused of trading official favors in exchange for gifts from wealthy tycoons. The gifts ranged from deliveries of expensive cigars and Champagne to the less tangible one of flattering coverage in leading news outlets.The first case being tried, known as Case 4000, is the weightiest and the only one in which he has been charged with bribery. According to the indictment, Mr. Netanyahu used his power as prime minister and communications minister at the time to aid Shaul Elovitch, a media tycoon and friend, in a business merger that profited Mr. Elovitch to the tune of tens of millions of dollars. In return, Walla, a leading Hebrew news site owned by Mr. Elovitch’s telecommunications company, provided the Netanyahu family with favorable coverage, particularly around election time.The long-anticipated court session opened Monday with a lengthy speech by the chief prosecutor, Liat Ben-Ari. With more than 330 witnesses expected to appear, the trial could go on for years.Mr. Yeshua described how he would receive instructions from go-betweens to post or highlight positive stories about Mr. Netanyahu and his wife, Sara, as well as items that cast his political rivals in a negative light.He said he relayed the requests to the newsroom and described his daily and hourly struggles with editors as a “nightmare.”While many Israelis viewed the trial as a triumph for the rule of law, critics said it was a distortion of justice, arguing that all politicians seek positive media coverage.“Even if, after several years and tens of millions of shekels, the trial ends, as it should, with an acquittal for all parties, the country will bear the costs of this politicization of criminal law for many years to come,” Avi Bell, a professor of law and a senior fellow at the Kohelet Policy Forum, a conservative leaning, Jerusalem-based think tank, said in a statementThe parallel political process underway at Mr. Rivlin’s official residence did little to dispel the sense that Israel remained trapped in a loop of political uncertainty and instability.One after the other, delegations of the 13 parties elected to the Knesset came Monday to announce which candidate they endorsed to form the next government.Mr. Netanyahu, whose Likud party won 30 seats in the 120-seat Parliament, was assured of 52 recommendations from his right-wing and ultra-Orthodox allies, well short of a majority of 61 but still more than any one of his opponents would likely muster.The remaining 90 parliamentary seats are split between a dozen other parties. Yair Lapid’s centrist Yesh Atid party came in second, with 17 seats. All the others resulted in wins of single digits.The political stalemate has been compounded by Mr. Netanyahu’s refusal to step aside while on trial and by the incoherence of the anti-Netanyahu camp, made up of parties with clashing agendas. Some have ruled out sitting in a government with others.Many analysts believe the deadlock will lead to a fifth election, though some small parties that now hold a lot of power would risk elimination in any speedy return to the ballot box.The sheer number of parties is a sign that “Israeli cohesion is unraveling,” said Yedidia Stern, president of the Jewish People Policy Institute in Jerusalem.“Israeli society is very fragmented,” he said. “The lack of cohesiveness in Israeli society will not disappear just because an election goes this way or that.” More

    Arab Party Could Break Israel Election Deadlock

    In the fourth attempt, neither Prime Minister Benjamin Netanyahu nor his opponents have a clear path to power. An Islamist party has emerged as a possible kingmaker.JERUSALEM — After a fourth Israeli election in two years appears to have ended in another stalemate, leaving many Israelis feeling trapped in an endless loop, there was at least one surprising result on Wednesday: An Arab political party has emerged as a potential kingmaker.Even more surprising, the party was Raam, an Islamist group with roots in the same religious movement as Hamas, the militant group that runs the Gaza Strip. For years, Raam was rarely interested in working with the Israeli leadership and, like most Arab parties, was ostracized by its Jewish counterparts.But according to the latest vote count, Raam’s five seats hold the balance of power between Prime Minister Benjamin Netanyahu’s right-wing bloc and the motley alliance of parties that seeks to end his 12 years in power. The vote tally is not yet final, and Raam has previously suggested it would only support a government from the outside.Still, even the possibility of Raam playing a deciding role in the formation of a coalition government is making waves in Israel. An independent Arab party has never been part of an Israeli government before, although some Arab lawmakers supported Yitzhak Rabin’s government from the outside in the 1990s.Suddenly in a position of influence, Raam has promised to back any group that offers something suitable in return to Israel’s Arab minority, who are descended from the Palestinians who stayed after Israel’s creation in 1948 and who today form about 20 percent of the population.“I hope to become a key man,” Mansour Abbas, the party’s leader, said in a television interview on Wednesday. In the past, he added, mainstream parties “were excluding us and we were excluding ourselves. Today, Raam is at least challenging the political system. In a previous election, Mr. Netanyahu warned of high Arab turnout as a threat to encourage his own supporters to vote.Raam would also be cooperating with an alliance that includes far-right politicians who want to expel Arab citizens of Israel they deem “disloyal” to the Israeli state. One of those politicians, Itamar Ben Gvir, until recently hung in his home a picture of a Jewish extremist who murdered 29 Palestinian Muslims in a West Bank mosque in 1994.But Mr. Abbas is prepared to consider these possible associations because he believes it is the only way for Arab citizens to secure government support in the fight against the central problems assailing the Arab community — gang violence, poverty and restrictions on their access to housing, land and planning permission.In the past, “Arab politicians have been onlookers in the political process in Israel,” he said in an interview with The New York Times in February. Today, he added, “Arabs are looking for a real role in Israeli politics.”The move would mark the culmination of a gradual process in which Arab parties and voters have grown incrementally more involved in the electoral process.Raam, a Hebrew acronym that stands for the United Arab List, is affiliated with a branch of an Islamist movement that for years did not participate in Israeli elections. Raam was founded in 1996 after some members of that movement voted by a narrow margin to run for Parliament, an event that split the movement in two. But few thought that an Arab party would countenance working with the Israeli right. Fewer still imagined that party would be a conservative Islamist group like Raam.The party separated from the Joint List in March, frustrated at how its parliamentary presence meant little without executive power, and declared itself ready to join a government of any color that promised political rewards to Arab citizens.On Wednesday, that gamble appeared to have been rewarded. Asked whether Mr. Netanyahu would consider a government supported by Mr. Abbas, Tzachi Hanegbi, a government minister, said if a right-wing government of Zionist parties was impossible to assemble, his party would consider “options that are currently undesirable but perhaps better than a fifth election.”Raam’s newfound relevance constitutes “a historical moment,” said Basha’er Fahoum-Jayoussi, the co-chairwoman of the board of the Abraham Initiatives, a nongovernmental group that promotes equality between Arabs and Jews. “The Arab vote is not only being legitimized but the Palestinian-Arab community in Israel is being recognized as a political power with the ability to play an active and influential part in the political arena.”The news was also greeted happily in the Negev desert, where dozens of Arab villages are threatened with demolition because they were built without authorization.Mr. Abbas, right, with Ayman Odeh, the leader of the Arab Joint List, last year. Some members fear working with — and being held to ransom by — a group that is ideologically opposed, for instance, to military operations in the occupied territories.The government should not be “dependent on a radical Muslim party,” said Danny Danon, chairman of the World Likud, the international branch of Mr. Netanyahu’s party. “We should not be in that position.”Among the opposition bloc, there is also disquiet at the prospect of an alliance. Some of its right-wing members already vetoed working with Arab lawmakers during an earlier round of negotiations last year. And Raam’s social stances — it voted against a law that bans gay conversion therapy — are at odds with the vision of left-wing opposition parties like Meretz.“It’s going to be very challenging no matter how you look at it,” said Ms. Fahoum-Jayoussi. “When push comes to shove, it’s still hard to see whether Mansour Abbas’s approach is a real one that he can push through.”And some Palestinian citizens of Israel are highly skeptical of Raam’s approach. But he said he would refuse to serve under Mr. Lapid, and analysts believe he could be persuaded to back Mr. Netanyahu.Speaking to his supporters early Wednesday, Mr. Bennett maintained his ambiguity, saying only that he would “wait patiently” for the final results.If he does return to power, Mr. Netanyahu has promised to enact sweeping legal reforms that would limit the power of the judiciary, and which his opponents fear would allow him to circumvent his corruption trial. Mr. Netanyahu’s colleagues have prevaricated in recent days about whether he would use his office to avoid prosecution, with one minister on Saturday refusing to rule it out.Mr. Netanyahu denies any wrongdoing and that he would try to change the law to derail the trial.Any new government will immediately face substantive challenges, including an economy bruised by the pandemic, rising violent crime in Arab communities and potential threats from Iran. He also sought to distinguish himself as a statesman who had cemented diplomatic relations with four Arab states and brought a world-leading vaccination program to Israel, helping the country to emerge recently into something approaching normal life.It was a message that resonated with many voters.“Bibi is the only leader in this country in my eyes,” said Elad Shnezik, a 24-year-old foreign-exchange trader who voted for Likud in Tzur Hadassah, a suburb west of Jerusalem. “I have never seen anything bad in his actions. Everything he does, he does for the people.”But turnout was the lowest since 2013, about 67 percent, as some voters appeared to tire of the relentless election cycle.“The only one excited about going out to vote today is our dog, who is getting an extra walk this morning,” said Gideon Zehavi, 54, a psychologist from Rehovot in central Israel.Turnout was projected to be particularly low among the Arab minority, according to some Arab pollsters. Some said they were deflated by a split within the main Arab political alliance, which reduced the collective power of Arab lawmakers.“My honest opinion is it’s not worth wasting my time to vote for any of the parties,” said Amir Younes, 32, a restaurant worker in Jaffa. “We have been through this show many times before and the result is the same.”Mr. Netanyahu’s attempts to position himself as a diplomatic trailblazer were dampened in the final days of the campaign, after a planned photo-opportunity in Abu Dhabi with the leadership of the United Arab Emirates fell through, amid Emirati frustration about being used as a prop in Mr. Netanyahu’s re-election campaign.And Mr. Netanyahu’s pandemic leadership brought him as much criticism as praise. Though he presided over a successful vaccine rollout, he was accused of playing politics with other aspects of the pandemic response. In January, he resisted giving significantly larger fines to people who broke antivirus measures, a policy that would have disproportionately affected ultra-Orthodox Israelis. Ultra-Orthodox parties form about a quarter of Mr. Netanyahu’s right-wing alliance, and he needs their support to form a coalition.Mr. Netanyahu searched for every last vote, even from ideologically incoherent sections of society.
