    Israel on Edge as Politicians Wrangle Over Coalition to Oust Netanyahu

    Opposition politicians spent Monday locked in last-minute negotiations to form a bloc to force out Benjamin Netanyahu, Israel’s longest-serving leader.JERUSALEM — Israel’s political class was locked in frenzied horse trading on Monday, as opposition politicians struggled to strike a coalition deal to oust Prime Minister Benjamin Netanyahu, who in turn was waging a last-ditch effort to cling to power.The bartering put a spotlight on the fragmentation of the Israeli political system, in which the short-term fate of the Israeli state — nearly paralyzed after four elections in two years, unsettled by a recent war and civil unrest, bruised by the pandemic and constrained by the lack of a state budget — was in the hands of a panoply of small political parties haggling over control of minor government offices like the Ministry of Agriculture and Rural Development.The granular nature of the discussions belied their dramatic implication: Mr. Netanyahu — Israel’s longest-serving prime minister, and the man who has shaped contemporary Israel more than any other citizen — has never been so close to losing office. And yet, with just two days remaining for the opposition to secure a deal, his departure is still far from a foregone conclusion.“It’s not over till it’s over,” said Rachel Azaria, a centrist former lawmaker and author of a recent book about social change in Israel. “There’s a joke now on WhatsApp and Twitter and Facebook: The rest of the world is still stuck in Covid. We’re four tragedies later.”“We had the war and we had the riots, and we don’t have a budget,” Ms. Azaria added. “And people are kind of like: ‘Just find a way to make it work.’”The door was opened on Sunday, when Naftali Bennett, an ultranationalist power broker, made an 11th-hour decision to join forces with an anti-Netanyahu bloc of parties, significantly raising the chances of ousting Mr. Netanyahu by a Wednesday night deadline.Mr. Bennett leads a small hard-right party with just seven seats in Parliament. But he holds the balance of power, since Mr. Netanyahu, whom he once served as chief of staff, cannot be replaced without his support.Since an inconclusive general election in March, the fourth since April 2019, Mr. Bennett had avoided throwing in his lot with the opposition, whose ideologies range from the far-right to the left — largely because he was wary of joining a government of such ideological diversity.Naftali Bennett leads the hard-right Yemina party and would become prime minister of the new government coalition if it succeeds in finalizing a deal.Pool photo by Yonatan SindelBut on Sunday, he announced his willingness to thrash out a coalition deal with the leader of the opposition, Yair Lapid, declaring that the danger of prolonging the political stasis outweighed the ideological cost of joining a unity government. If they reach an agreement, Mr. Bennett would become prime minister until 2023, at which point Mr. Lapid, a centrist former television host, would take over.But the deal was not yet done by Monday night.Three parties, including Mr. Bennett’s, had not formally signed an agreement. Among other last-minute disputes, two parties were wrangling over who would run the agriculture ministry, while a third was still pushing for a place on a pivotal committee that decides judicial appointments, according to a person involved in the negotiations.And a small Arab Islamist party, Raam, had still yet to declare whether it would support the new coalition — either informally by voting for it during the confirmation vote in Parliament, or by formally joining the government itself — and in the process become the first party run by Palestinian citizens of Israel to back a right-leaning Israeli government.And Mr. Netanyahu’s party, Likud, was still piling pressure onto wavering right-wing opposition lawmakers, calling on them to abandon the anti-Netanyahu bloc and likely force the country to yet another election that might end more favorably for Mr. Netanyahu.An official of New Hope, a small right-wing party that had yet to formally join the coalition bloc, said that its six lawmakers had received a constant barrage of phone calls and messages throughout Monday from Likud members, who were pushing them to abandon negotiations.Pro-Netanyahu protesters gathered outside the homes of Mr. Bennett and his ally Ayelet Shaked, urging them to reverse course. Both were assigned security details by the police amid concerns they might become the target of political violence. And on the airwaves, Likud lawmakers heightened their criticisms of Mr. Bennett and Ms. Shaked, in a last-gasp effort to jolt them away from Mr. Lapid.Miri Regev, a Likud minister, told a broadcaster on Monday night: “I still hope we will manage to form a right-wing government and that Bennett, who is the Madoff of Israeli politics, who deceived and lied to his voters, his clients, will come to his senses and come back home.”The protracted nature of the negotiations is partly rooted in the nature of the Israeli electoral system, which allocates parliamentary seats according to each party’s share of the vote, making it easier for smaller parties to enter Parliament, and harder for larger parties to form majority governments.But it is also down to the divisiveness of Mr. Netanyahu himself.Prime Minister Benjamin Netanyahu in Parliament on Sunday.Pool photo by Yonatan SindelHis decision to remain in office while standing trial for corruption split his supporters. In turn, that division exacerbated the political stalemate that has seen Israel crash through four inconclusive general elections in two years. Neither Mr. Netanyahu’s bloc nor his opponents had enough votes to win office outright, allowing Mr. Netanyahu to stay in office, mostly as caretaker prime minister, but not completely in power.Three of the parties likely to form part of the new coalition are led by former allies of Mr. Netanyahu, including Mr. Bennett.“It’s almost like a Greek tragedy,” said Ms. Azaria, the centrist former lawmaker. “There’s the king, and he loses the faith of everyone that was loyal. He backstabs them, they backstab him.”Because of the protracted nature of the coalition negotiations, and the ideological differences between its constituent parties, the coalition is not expected to pursue contentious issues such as a solution to the Israeli-Palestinian conflict, or judicial reform. Instead it will likely focus on more straight-ahead policies, such as creating a new state budget, restoring the post-pandemic economy and improving infrastructure.If the new government is formed, it would be led by a former settler leader, Mr. Bennett, who opposes Palestinian statehood and wants to annex large parts of the occupied West Bank. But it would likely contain more supporters of a two-state resolution to the conflict than Mr. Netanyahu’s current government.To remain in office, the government might also need to retain the parliamentary support of Raam, the Arab Islamist party, which is seeking greater rights and resources for Palestinian citizens of Israel, who form about 20 percent of the population.For some, the leftist, centrist and Arab constituents of the putative new alliance would have only a limited effect on Mr. Bennett and other right-wing members.“They’re all fig leaves,” said Diana Buttu, a Palestinian citizen of Israel and a former legal adviser to the Palestine Liberation Organization. “We may see a softer, gentler outward face. But I’m fairly certain that the policies are going to remain the same, if not worse, under Bennett.”Others were more hopeful that an equilibrium would be maintained. Some said the likely appointment of a center-left minister to oversee the police force might encourage officers to exercise more restraint, following several controversial police actions in recent months that contributed to rising unrest in Jerusalem.For ultra-Orthodox Israelis, or Haredim, the putative new coalition is troublesome because it would be formed without the involvement of either of the two main Haredi parties, which have participated in most coalition governments this century.But for others, that was cause for qualified celebration.Anat Hoffman, a campaigner for a more pluralistic approach to Judaism in Israel, did not expect the coalition to last its full term, nor for it to significantly weaken the control over religious affairs currently exerted by Orthodox rabbis. But she hoped it might create a more tolerant atmosphere that would show “there is more than one way to be Jewish, and more than one way to be an Israeli, and more than one way to be an Israeli patriot.”“This is a huge thing for us,” said Ms. Hoffman, the executive director of the Israel Religious Action Center, a group that advocates religious pluralism. “To have a normal government without, every day, one of the government members coming up with a more extreme sweeping initiative that rocks our whole country.”Others argued that the new heterogenous political leadership might allow for warmer ties with parts of the Jewish diaspora, and for a reset with the Democratic Party in the United States — two relationships that became strained under Mr. Netanyahu.And the diverse nature of the coalition, though problematic and unworkable in many respects, might also make the government a better reflection of Israeli society, said Ofer Zalzberg, director of the Middle East Program at the Herbert C. Kelman Institute, a Jerusalem-based research group.“It’s a very unique combination of interests and identities,” Mr. Zalzberg said. “There have been many places where Israeli society has been perhaps more advanced than Israeli politics has allowed Israel to be.     Israel Moves Toward Coalition Deal That Could Sideline Netanyahu

    Naftali Bennett, an ultranationalist, and Yair Lapid, a centrist, have moved closer to forming a fragile coalition government that would oust the longtime prime minister, Benjamin Netanyahu.JERUSALEM — The longest-serving prime minister in Israeli history, Benjamin Netanyahu, faced the most potent threat yet to his grip on power Sunday after an ultranationalist power-broker, Naftali Bennett, said his party would work with opposition leaders to build an alternative government to force Mr. Netanyahu from office.If the maneuvering leads to a formal coalition agreement, it would be an uneasy alliance between eight relatively small parties with a diffuse range of ideologies. The prime minister’s post would rotate between two unlikely partners: Mr. Bennett, a former settler leader who rejects the concept of a sovereign Palestinian state and champions the religious right — and Yair Lapid, a former television host who is considered a voice of secular centrists.“I will work with all my power to form a national unity government together with my friend Yair Lapid,” Mr. Bennett said in a speech Sunday night.He added, “If we succeed, we will be doing something huge for the state of Israel.”Mr. Bennett’s announcement came shortly after an armed conflict with Palestinians in Gaza that many thought had improved Mr. Netanyahu’s chances of hanging on to his post.Because of the profound ideological differences within the emerging coalition, which would include both leftist and far-right members, its leaders have indicated their government would initially avoid pursuing initiatives that could exacerbate their political incompatibility, such as those related to the Israeli-Palestinian conflict, and focus instead on infrastructure and economic policy.If forced from office, Mr. Netanyahu is unlikely to leave politics. Either way, however, he has left a lasting legacy. He shifted the fulcrum of Israeli politics firmly to the right — Mr. Bennett’s prominence being a prime example — and presided over the dismantling of the Israeli-Palestinian peace process, all while scoring groundbreaking diplomatic agreements with four Arab states, subverting conventional wisdom about Israeli-Arab relations.By frequently attacking the judiciary and remaining in office while on trial for corruption, Mr. Netanyahu also stands accused of undermining central tenets of liberal democracy.And he is not going without a fight: Immediately after Mr. Bennett’s announcement, Mr. Netanyahu responded with a speech of his own, calling on right-wing lawmakers within the opposition alliance to abandon Mr. Bennett for his own right-wing bloc.“This is not unity, healing or democracy,” Mr. Netanyahu said. “This is an opportunistic government. A government of capitulation, a government of fraud, a government of inertia. A government like this must not be formed.”Ideological differences between the opposition parties were the main reason Mr. Bennett waited for so long since a general election in March to throw his lot in with Mr. Lapid. He was under pressure from his own party not to break with Mr. Netanyahu’s right-wing and religious alliance, a factor he hinted at in his speech on Sunday.“This is the most complex decision I’ve made in my life, but I am at peace with it,” said Mr. Bennett.Any agreement reached in the coming days would need to be formally presented to Israel’s president, Reuven Rivlin, by Wednesday night. It would still then need to be endorsed by a vote in the Knesset, the Hebrew name for the Israeli Parliament.Under the deal being discussed, Mr. Bennett would lead the government first, probably until the fall of 2023, while Mr. Lapid would most likely serve as foreign minister, according to two people involved in the negotiations. The pair would then swap roles until a new general election in 2025. Mr. Bennett’s party won fewer seats than Mr. Lapid’s in a March election, but he holds significant leverage during the negotiations because no government can be formed without him.Their government would rely on the support of a small Arab Islamist party, Raam, to give it the 61 seats needed to control the 120-seat Parliament. Raam is not likely to play a formal role in the coalition, but is expected to support the new government at the Knesset confidence vote.Mr. Netanyahu would remain as caretaker prime minister until the parliamentary vote.The negotiations for this coalition were almost derailed by the recent conflict with Hamas, the Palestinian group that controls the Gaza Strip. That made Mr. Bennett leery of forming a government reliant on Raam, which has roots in the same religious stream as the Gaza militants.If approved, the deal would mark the end of the Netanyahu era — at least for now. Supporters of the proposed coalition hope it could break the deadlock that has stymied government action for more than two years.Mr. Netanyahu, the leader of the right-wing Likud party, has been in office since 2009, following an earlier stint between 1996 and 1999. They shattered assumptions that Israel would stabilize its relationship with the Arab world only once it made peace with the Palestinians.Under Mr. Netanyahu, Israel also scored diplomatic victories with the United States: The Trump administration moved the American Embassy to Jerusalem, closed its consulate for Palestinian affairs, shut down the Palestinian mission in the United States, and took a more combative line against Israel’s enemy Iran.But the Israeli-Palestinian peace process collapsed under Mr. Netanyahu’s watch, with formal negotiations petering out seven years ago. And tensions with Israel’s Arab minority increased, leading to widespread Arab-Jewish mob violence during the recent conflict.His government also enacted a law in 2018 that downgraded the status of the Arabic language in Israel and said that only Jews had the right to determine the nature of the Israeli state.Through an electoral agreement with far-right politicians, which ultimately allowed them to enter Parliament, Mr. Netanyahu also contributed to a rise in far-right influence on public discourse.And by clinging to power while standing trial on corruption charges, critics said, he undercut the rule of law and undermined democratic norms — all while being unable to give his full attention to governing, distracted as he was by such a serious court case.Mr. Netanyahu has denied the charges and defended his right to clear his name without leaving office.The case, and the polarizing effect it has had on the Israeli electorate, played a major role in Israel’s political instability over the past four years.Mr. Netanyahu’s decision to stay in office divided voters less by political belief than by their attitude toward him. In particular, it split the Israeli right, and made it harder for both Mr. Netanyahu and his opponents to form a working majority.That led to four inconclusive elections in two years, each of which ended with no faction being big enough to win power alone. The deadlock left the country without a state budget, among other problems.A desire to avoid a fifth election was a primary reason behind Mr. Bennett’s decision, he said. “It is either a fifth election or a unity government,” he said.After the first two elections in 2019, Mr. Netanyahu was left in charge as a caretaker prime minister. Mr. Rivlin, the president, granted Mr. Netanyahu, whose party finished first, an initial mandate to try to form a governing coalition. But he failed after a far-right group refused to enter a coalition reliant on Raam, which holds the balance of power.That gave Mr. Lapid — whose centrist party, Yesh Atid, or There Is a Future, came in second — the chance to form a government instead. His efforts were initially stymied by the outbreak of fighting between Israel and the Palestinians, which prompted his likely coalition partner, Mr. Bennett, to back out of coalition talks.But a cease-fire made it easier for the pair to restart negotiations, leading to the move on Sunday.Mr. Lapid, 57, is a former broadcaster who entered politics in 2012 and served as finance minister under Mr. Netanyahu in 2013.He was best known for moves to reshape a welfare system that gives money to devout Jewish men who study religious texts instead of seeking paid employment. Subsequent administrations reversed most of Mr. Lapid’s changes.During the campaign, Mr. Lapid, 57, pledged to preserve checks and balances and to protect the judiciary.Mr. Bennett, 49, is a former Israeli Army commando and software entrepreneur. He lives in Israel, but once led the Yesha Council, an umbrella group representing Jewish settlers in the occupied West Bank.Until January, his party was in a formal alliance with Bezalel Smotrich, a far-right leader.     Israel Is Falling Apart, Because the Conflict Controls Us

    Our politics are stalled. Our democracy is in tatters. Blame it on the occupation.TEL AVIV — For a few days in early May, Israel appeared close to establishing a new government. After four elections in two years that failed to produce a decisive result, the country was poised for a surprising partnership of ideologically diverse parties including, for the first time, an independent Arab party — Raam. Such a government would have been fraught, even shaky, but it would have ended the two years of political chaos and replaced Israel’s right-wing prime minister, a man currently standing trial for corruption.What happened instead followed a grim pattern: The Israeli-Palestinian conflict flared yet again. Within days of the start of the military escalation between Hamas and the government of Benjamin Netanyahu that was sparked in Jerusalem and compounded by Jewish and Palestinian violence in Israeli cities, the crisis had put political change on hold.Although many Israelis scoff at the left-wing tendency to blame the occupation for the country’s problems, and Mr. Netanyahu has insisted for years that the conflict doesn’t control our lives, reality says otherwise. The Israeli-Palestinian conflict dominates Israeli politics, muscling out sound policymaking in other critical areas of life. The conflict is suffocating liberal values, eroding Israel’s democratic institutions. Israeli leadership at large is collapsing under its weight.It is time to accept that it’s not just that Israel controls Palestinians in the conflict. Palestine also controls Israel. The occupation and the festering political conflict since 1948 have permeated every part of our society, political and social institutions, and well-being. If Israel and its supporters can view the situation in this light, they might reach different conclusions about what’s best for the country.The political system is a key starting point. In Israel, left, center or right-wing ideology is grounded in attitudes toward the Israeli-Palestinian conflict: support for or opposition to a two-state solution; support for expanding or dismantling settlements and/or land concessions. These attitudes and levels of (Jewish) religious observance strongly predict which ideological camp a voter will choose.In Israeli elections, it is nearly impossible to woo a significant number of voters across the main ideological political camps with shared problems such as economic concerns, investment in education, L.G.B.T.Q. rights or even the highly emotional question of disentangling religion and state. While the elections in March demonstrated that some centrists voted for the right-wing parties, right-wing voters in particular almost never move to the left.There is nothing wrong with voting for parties that reflect one’s ideology. But right-wing parties, especially under Mr. Netanyahu, have a longstanding pact with religious parties that share their ideology regarding the conflict. The religious parties block other urgently needed changes in Israeli society, such as laws proposing an end to the longstanding exemption of ultra-Orthodox Jews from conscription, which is required for all other citizens; civil marriage, which is not available in Israel (sending many Israelis abroad to tie the knot); and widespread access to public transportation on the Sabbath. Ordinary Israelis have been angry for decades about inequality of army service, about Sabbath privileges for those who own cars and about religious authority over family law, which is a bitter source of gender inequality.At times, Israel has appeared to lay the groundwork for a more a liberal democratic society, which would advance broader progressive values. In the early 1990s, Israel passed two new Basic Laws, guaranteeing a series of basic individual rights and protections. These became a stand-in for a Bill of Rights since Israel has no formal one. An increasingly activist Supreme Court advanced some human rights protections and individual freedoms.For example, in 1993 Israel repealed its restriction on gay men serving openly in certain defense forces positions, and the next year the Supreme Court issued its first ruling against discrimination on the basis of sexual orientation. In 1998, Israel passed its first dedicated law against sexual harassment.Yitzhak Rabin’s government sought to redress discrimination against Palestinian citizens and signed the Oslo Accords in 1993. When Mr. Rabin was assassinated in 1995 for his nascent efforts to end the conflict, progressive change on certain social issues continued, but liberal interpretations of the law and the Supreme Court itself would eventually come under intense attacks from the Israeli right wing.The failure of another peace process in 2000 gave way to a violent second intifada, pushing Israeli society farther to the right and paving the road for Mr. Netanyahu’s return to power in 2009. Mr. Netanyahu has worked assiduously to undermine a two-state solution. And he and other right-wing nationalists and populist leaders set about undermining the institutions of Israeli democracy itself.Since 2009, Mr. Netanyahu’s governments have passed discriminatory legislation against Palestinian citizens, laws targeting left-wing political activities and laws constraining civil society. These laws have roots in the conflict over national identity or occupation. They elevate the status of Jews over Palestinians, or they are tailored to constrain criticism of the occupation.The motive for this effort is no mystery: It is aimed at ensuring that Israel remains a Jewish-dominated state, with minimal political opposition. Both would be essential if Israel were to advance West Bank annexation, which would alter the state’s demographic makeup and spark challenges to the character of the state and its undemocratic governance of Palestinians.The Israeli right’s most ambitious campaign for about a decade has been a sustained attack on the judiciary. Right-wing leaders speak of correcting the balance of power among the branches of government and restoring sovereignty to “the people,” rather than the elites, referring to judges — especially Supreme Court justices. The chief proponents of this cause are overwhelmingly committed to settlements and annexation. Naftali Bennett, leader of the right-wing Yamina party and a former defense and education minister, once served as head of the Yesha settlers’ council. Ayelet Shaked, justice minister from 2015 to 2019, is outspoken in favor of both aims. Simcha Rothman, a firebrand anti-Supreme Court crusader and a settler from deep inside the West Bank, entered the Knesset in 2021 with the Jewish-ultranationalist Religious Zionist party.Undermining the judiciary has nothing to do with repairing institutions; it will assist what right-wing leaders call “governability” — a word that also appears in the name of the organization Mr. Rothman founded. The term is a euphemism, and a mantra, for government power unrestrained by courts, which enables both continuing rule over the Palestinian territories and an increasingly undemocratic Israel.Last, the conflict is directly tied to Israel’s chaos of leadership. Mr. Netanyahu retains stable support from nearly one-quarter of voters, largely because of his image as the man who won’t make concessions to “Arabs” (many right-wing Israelis avoid the word “Palestinian”). He used the most recent escalation with Hamas to burnish his image as the master of security. The crisis also persuaded Mr. Bennett of the Yamina party to withdraw from negotiations to join the would-be alternative government and revive the option of yet another Netanyahu coalition.Once again, with help from the conflict, Israel has normalized a leader standing trial for corruption charges in three cases, who refuses to resign. (He has pleaded not guilty). Since a sufficient number of parties over the past two years have refused to join a government led by Mr. Netanyahu, his recalcitrance is the reason Israel has had no permanent government despite four elections. He has also opportunistically joined the attacks on Israel’s judiciary in an effort to undermine the court cases against him.Decades of Palestinian suffering should have brought Israel’s occupation to an end by now. But the folly of territorial conquest and international realpolitik has been stronger.Perhaps a cleareyed view of how the conflict is suffocating Israel can add urgency. There is certainly no easy or ideal solution. Now Mr. Lapid has a chance to oust him.JERUSALEM — Yair Lapid, the centrist politician and former media celebrity whose party took second place in Israel’s March election, had pledged to forgo the premiership if that’s what it would take to form a coalition of diverse parties that could oust Prime Minister Benjamin Netanyahu from power.The unusual exercise in political humility stemmed not from modesty, but from the difficulties he knew he would face in mustering enough parliamentary support to form an alternative government.Now, after Mr. Netanyahu failed to form a viable coalition by Tuesday’s midnight deadline, Mr. Lapid’s political skills and sincerity will be put to the test. The president, Reuven Rivlin, has given him the next shot at cobbling together a government that might send Mr. Netanyahu into the opposition and end Israel’s political gridlock.Mr. Lapid’s party, Yesh Atid (There is a Future), won 17 seats in the inconclusive election, Israel’s fourth in two years. But its path to power is hampered by the disparate nature of the anti-Netanyahu bloc, which is made up of numerous small parties with clashing agendas. Most of his policies were undone by succeeding governments.In three elections in 2019 and 2020, Mr. Lapid’s Yesh Atid ran in a three-party, centrist alliance called Blue and White, led by Benny Gantz, a former army chief of staff. Mr. Lapid parted ways with Blue and White after Mr. Gantz reneged on a main election promise and joined forces with Mr. Netanyahu to form an uneasy — and short-lived — unity government after last year’s election.After a highly successful career as a journalist and popular television host, Mr. Lapid was the surprise of the 2013 election when, as a political novice, his party surpassed expectations and placed second, turning him into the chief power broker in the formation of the coalition.His father, Yosef Lapid, a Holocaust survivor and an antireligious politician, once also headed a centrist party and served as justice minister.     Netanyahu Fails to Form New Israeli Government, Prolonging Deadlock

    The prime minister’s opponents may now get a chance to oust him from power. But it is too soon to write off Benjamin Netanyahu, a political survivor.JERUSALEM — Prime Minister Benjamin Netanyahu of Israel failed to form a new government by the midnight Tuesday deadline, putting his political future in jeopardy as he stands trial on corruption charges and prolonging a political deadlock that has only worsened after four elections in two years.Israel’s president, Reuven Rivlin, may now give a rival, eclectic camp of anti-Netanyahu parties a chance to form a government, which could oust Mr. Netanyahu from power after 12 consecutive years in office.Mr. Netanyahu’s right-wing Likud party is by far the largest on Israel’s fractured political scene, having won 30 seats in a general election in March. Despite that, he was not able to muster enough coalition partners to command a majority of at least 61 seats in the 120-member Parliament.His hopes for a right-wing and religious coalition ultimately fell short because his far-right allies refused to join a government supported by a small Islamist Arab party. The Arab party, Raam, was willing to back a Netanyahu administration in return for benefits for Israel’s Arab minority.Mr. Netanyahu also failed in a last-gasp effort to persuade a right-wing rival, Naftali Bennett, to join him in a power-sharing agreement that would have seen the pair take turns as prime minister.Mr. Bennett had dismissed the offer, saying that even with his support Mr. Netanyahu could not muster a majority.Three minutes before midnight, Likud issued a terse statement blaming Mr. Bennett for foiling Mr. Netanyahu’s chances by refusing to commit to a right-wing government, “which would certainly have led to the formation of a government joined by additional members of Parliament.”Mr. Rivlin may now ask one of Mr. Netanyahu’s rivals — representing a disparate group of parties ranging from the pro-settlement right to the secular left — to try to cobble together a governing coalition that would send the prime minister into the opposition. Or Mr. Rivlin could ask Parliament to put forward a candidate.He has three days to make that decision. His office said that he would restart the process on Wednesday morning by contacting each of the political parties represented in Parliament.Mr. Netanyahu would still remain in power as a caretaker prime minister until a new government is formed. If no one can form a government, Israel will be heading to a fifth election.But with his failure to build a majority coalition, Mr. Netanyahu may have lost his best chance of gaining some kind of legal immunity from criminal prosecution. A new Netanyahu government could also have appointed a more sympathetic attorney general to replace the current one, whose term is up early next year.The failure to create a new government could also prolong a political stalemate that has left Israel without a state budget for two consecutive years in the middle of a pandemic, and has delayed appointments to several key administrative and judicial posts.The largest party challenging Likud, and the runner-up in the election, is Yesh Atid, a centrist group that won 17 seats. But its leader, Yair Lapid, a former finance minister, does not have an easy path to forming a government either.The bloc opposing Mr. Netanyahu is made up of numerous other small parties with clashing agendas. The smaller right-wing parties in the bloc view Mr. Lapid as too left-wing to lead the government.Instead, discussions in Mr. Lapid’s bloc have centered around the possibility of Mr. Lapid sharing power with another candidate, such as Mr. Bennett, the leader of Yamina, a right-wing party that won just seven seats. Under such an agreement, Mr. Bennett might lead the country for a year, before handing the prime ministry to Mr. Lapid.Mr. Lapid’s party has championed taxpaying middle-class Israelis and called for limits on the autonomy afforded to Israel’s ultra-Orthodox community — many of whom are exempted from military service, and study religious texts instead of entering the work force. Even if they succeed in forming a government with the limited goal of steadying the country after a long period of political chaos, many analysts believe its heterogeneity would make it short lived.Mr. Bennett is also seeking a chance to try to form the next government. He has said that his preference is to build a right-wing coalition including Mr. Netanyahu’s Likud and the religious parties but, failing that, he would work to form a more diverse “unity” government including parties from the anti-Netanyahu bloc.If no government has been formed within the allotted time — 28 days for a lawmaker other than Mr. Netanyahu, or up to five weeks for a candidate nominated by Parliament — the assembly will automatically dissolve itself and Israelis will head back to the ballot box for the fifth time since the spring of 2019.Aside from the country’s usual tensions between secular and religious, right-wing and left-wing, and Jewish and Arab, Israelis have become increasingly divided about Mr. Netanyahu himself. Those on the ideological right are now split between pro- and anti-Netanyahu camps.Mr. Netanyahu had the solid support of only 52 lawmakers, from his own Likud, two loyal ultra-Orthodox parties and a far-right alliance. Three right-wing parties ultimately chose not to return him to government.In total, 13 parties entered Parliament, all but Likud and Yesh Atid with seats in the single digits.Any government that is formed is likely to be unstable and dependent on the demands and whims of small parties with disproportionate power.This latest failure to form a government is a severe blow to Mr. Netanyahu. He campaigned hard for the March election and had staked his fortunes on Israel’s successful vaccination drive, which had allowed the economy and cultural life to reopen just in time for the ballot.But commentators say it is still too early to write him off.He similarly failed to form a government after two elections in 2019. But when his rivals also failed to cement a coalition, he remained in place as a caretaker prime minister. An election in April 2020 produced an ill-fated unity government that collapsed after seven months of political and administrative paralysis.Some analysts say that Mr. Netanyahu, a political survivor, is happy to function as a caretaker prime minister, riding the wave of electoral turmoil from one transitional government to another, as long as he remains in office. And if the latest imbroglio ends in a fifth election, he is likely to run again. More

    Netanyahu Offers Rival a Year in Office, in Last-Minute Bid for Government

    With a deadline fast approaching, Prime Minister Benjamin Netanyahu of Israel is still pushing to form a new coalition.JERUSALEM — Prime Minister Benjamin Netanyahu of Israel said on Monday that he would be willing to hand over leadership for one year to a longtime right-wing rival, Naftali Bennett, in a last-ditch effort to cobble together a new government.Mr. Netanyahu, who has spent the last 12 years in office and is now standing trial on corruption charges, announced the offer just ahead of a deadline to form a government, in the wake of Israel’s fourth inconclusive election in two years.The arrangement, part of a rotation agreement, would be a highly unusual one since Mr. Bennett, who served briefly as defense minister in a previous government, leads a small, pro-settlement party, Yamina, that holds just seven seats in the 120-seat Parliament.Mr. Netanyahu wrote about the offer in a post on Facebook less than 36 hours before his time to form a new government runs out at midnight on Tuesday. Mr. Bennett appeared to dismiss the offer as political spin in his initial response.The last election in March has left Mr. Netanyahu weakened and, so far, unable to muster a coalition that would command a parliamentary majority.Mr. Netanyahu’s conservative Likud party won the most seats of any party in the election, securing 30 seats in the 120-seat Parliament, but had been endorsed for the premiership by only 52 lawmakers from Likud, two loyal ultra-Orthodox parties and a far-right alliance called Religious Zionism.Even with Mr. Bennett’s Yamina on board, Mr. Netanyahu would still be two seats short of the 61 needed to form a majority government.Still, the support of Mr. Bennett’s party could be key, and he has been negotiating both with the Netanyahu-led bloc and with an opposition bloc made up of parties from across the spectrum that are determined to unseat Mr. Netanyahu. His immediate response to Mr. Netanyahu’s offer was dismissive.“I have just heard Netanyahu’s proposal, and I have to say it is unclear to me,” Mr. Bennett said. “I did not demand the premiership from Netanyahu, but rather I asked for a government. And that, to my regret, he does not have.”In order to form a government, Mr. Netanyahu needs the direct or passive support of Raam, a small Islamist party whose Hebrew acronym stands for the United Arab List, which holds four seats in Parliament. But most of the Religious Zionism party has so far ruled out relying on the support of the Arab party, which they say supports terrorism.Mr. Netanyahu’s only other option is to attract defectors from the opposition bloc. But even with Mr. Netanyahu in the background, it could highlight the cracks in his carefully curated image of indispensability.Mr. Netanyahu has presented himself as the only candidate qualified and experienced enough to secure Israel’s future in a volatile region, at a time when the Biden administration is pursuing negotiations aimed at restoring the 2015 nuclear agreement with Iran despite Israeli objections.But questions of trust and stability would hang over any new government with Mr. Bennett at least nominally at the helm, after a similar agreement lasted just months.Mr. Netanyahu’s last government was also based on a rotation agreement with his main coalition partner, Benny Gantz, the leader of the centrist Blue and White party. The two joined forces in a unity government after last year’s election draw.Mr. Netanyahu held the office of prime minister first, with the agreement that Mr. Gantz would take over in November 2021. But after only seven months, Mr. Netanyahu created a budget crisis that led to new elections, before Mr. Gantz could get close to heading the government.What many Israelis are hoping for now is an end to the gridlock that paralyzed the government for years. The political morass left Israel without a state budget for two consecutive years in the middle of a pandemic and has delayed appointments to several key administrative and judicial posts.Aside from the country’s usual tensions between secular and religious, right-wing and left-wing, and Jewish and Arab, the main division had increasingly focused on Mr. Netanyahu himself.     John Brennan: Joe Biden Should Watch “The Present”

    On a recent evening I watched “The Present,” a short film by Farah Nablusi, a Palestinian filmmaker, which was nominated for an Academy Award for live-action short film (the winner in the category was “Two Distant Strangers). Ms. Nablusi’s 25-minute film is a powerful, heartbreaking account of the travails of Yusuf, a Palestinian man, and Yasmine, his young daughter, as they traverse an Israeli military checkpoint in the West Bank twice in a single day.“The Present” establishes its context quickly, opening with images of Palestinian men making their way through a narrow passageway at one of the numerous checkpoints that dot the Israeli-occupied West Bank. Palestinians going to work, visiting family or shopping on the opposite side of a security barrier have to bear this humiliating procedure every day.Yusuf sets out with Yasmine to buy an anniversary gift for his wife. He is held in a chain-link holding pen. The ostensible reason is that the Israeli guards want to search him and his possessions more thoroughly. Yasmine sits nearby, watching and waiting in silence.The scene brought back memories of my first visit to the West Bank in 1975, when I crossed the Jordan River and arrived at an Israeli security post. As a student at the American University in Cairo, I was excited about visiting Jerusalem and spending Christmas Eve in Bethlehem. I joined a relatively short line, which moved at a steady and efficient pace.A few feet away, I could see men, women and children in a much longer line fully enclosed by steel mesh fencing labeled “Palestinians and Arabs.” I saw several subjected to discourtesy and aggressive searches by Israeli soldiers.While I was distressed by what I saw, I knew that Israel had legitimate security concerns in the aftermath of the 1967 and 1973 wars, worries that had been heightened by attacks on Israeli and Jewish targets by Palestinian terrorist organizations.Half a century has passed, and the political and security landscape of the Middle East has profoundly changed.Israel has signed peace treaties with Egypt and Jordan. The Abraham Accords, brokered by the United States last year, have paved the way for four more Arab states — the United Arab Emirates, Bahrain, Sudan and Morocco — to establish diplomatic relations with Israel. Hopefully, more Arab leaders will follow suit as there is no reason and little geostrategic sense in continuing to deny the reality and permanence of the state of Israel. (Unfortunately, the accords did nothing for the Palestinians except to obtain a suspension of Israeli plans to illegally annex the West Bank.)There also has been significant progress in reducing violence carried out by Palestinians inside and outside the occupied territories. The exception is Hamas, which continues to launch rocket attacks into Israel from the Gaza Strip.In the West Bank, Palestinian security and intelligence services have worked closely with their Israeli, Arab and Western counterparts to disrupt extremist networks and prevent attacks. These Palestinian agencies have demonstrated an impressive degree of professionalism over the past two decades.Despite sharply reduced tensions between Israel and the Arab world, the Palestinian people themselves have seen no appreciable progress in their quest to live in their own sovereign state. Political fissures and the ineffective political leadership of the Palestinian Authority have contributed to stymying ambitions for Palestinian nationhood.But that could change. Legislative elections in May and presidential elections in July in the West Bank and Gaza offer Palestinians an opportunity to elect representatives capable of conducting a more effectual political dialogue within the Palestinian homeland and beyond. Palestinian candidates who do not bear the sclerotic reputations of political incumbents, if elected, would help soften the deep-rooted cynicism that many Israeli officials display toward Palestinian negotiators.The major hurdle will be to reverse the trend of diminished interest that the Israeli government has shown in pursuing a two-state solution. Israel’s prime minister, Benjamin Netanyahu, has spearheaded relentless expansion of settlements in the West Bank. That expansion has brought along more concrete walls, security barriers and control points, further reducing the spaces where Palestinians can live, graze their flocks, tend their olive groves and vegetable gardens without being challenged by their occupiers.Unfortunately, during the Trump years, the United States ignored Palestinian interests and aspirations. Mr. Trump moved the American Embassy in Israel to Jerusalem, rejecting the position of all previous U.S. administrations that it would endanger final status negotiations on that contested city. He senselessly severed funding to the Palestinian Authority and ended our contributions to the United Nations for Palestinian refugee assistance.In a welcome change, the Biden administration has authorized the release of $235 million for humanitarian, economic and development programs supporting Palestinians in the West Bank, Gaza and elsewhere in the region.The concluding scene of “The Present” shows Yusuf, tired and hobbled with back pain, increasingly angry and on the verge of violence as he attempts to return home with the anniversary gift. His chilling, emotional outburst made me think of the frustration felt by every Palestinian who has to live with the stifling security measures and political oppression attendant to Israel’s military occupation.It was his little daughter, Yasmine, though, who gave me most pause and concern. She watched her father’s patience, dignity and humanity steadily erode.I can only imagine the imprint such experiences have on the young girls and boys who live in the West Bank and Gaza Strip. They grow up traumatized by injustice, discrimination and violence. They live with the feeling that their existence is controlled by people who don’t care about their welfare, their safety or their future.The Biden administration is dealing with a dizzying array of domestic and international problems but the Palestinian quest for statehood deserves the early engagement of his national security team. The United States needs to tell Israeli leaders to cease provocative settlement construction and the sort of oppressive security practices depicted in “The Present.”A clear signal from President Biden that he expects and is ready to facilitate serious Israeli-Palestinian discussions on a two-state solution would be of great political significance.John Brennan is a former director of the Central Intelligence Agency.The Times is committed to publishing a diversity of letters to the editor.
