Kathy Hochul on Wednesday outlined her vision for shepherding New York State through its recovery from the coronavirus pandemic, while vowing to open a new chapter of ethical, more transparent government.In her most ambitious proposal, Ms. Hochul, the state’s first female governor, called for spending $10 billion to bolster the state’s health care work force, which has been devastated by the pandemic. She also pushed initiatives to support small businesses and to lure new investments, vowing to position New York as the most “business-friendly and worker-friendly state in the nation.”The annual address, typically as much a declaration of politics as policy, provided Ms. Hochul her most expansive opportunity yet to define her agenda. She faces a contested Democratic primary in June, her first election since she unexpectedly ascended to the state’s highest job after former Gov. Andrew M. Cuomo abruptly resigned in August amid allegations of sexual misconduct.In the speech, Ms. Hochul, a moderate from outside Buffalo, sought to balance competing political challenges: She wants to court more liberal urban voters in the party’s primary, but not so much that she becomes vulnerable to Republicans hoping to make electoral gains in November’s general election.She offered some left-leaning measures like a “jails-to-jobs” program, and others aimed at the political center, including tax cuts for middle-class New Yorkers and several initiatives meant to curb a spike in gun violence, which is likely to be a contentious election-year issue.“My fellow New Yorkers, this agenda is for you,” Ms. Hochul said at the State Capitol. “Every single initiative is filtered through the lens of how it’ll help you and your families, because I know you’re exhausted. I know you want this pandemic to be over. I know you’re worried about the economy, inflation, your kids, their education and what the future holds.”The state faces immense challenges: The unemployment rate in New York City is 9.4 percent, more than double the national average. In the past year, New York’s population declined by more than 300,000 people — more than any other state in the country. The economic struggles underscore the state’s gravest loss: 60,000 lives since the pandemic began.Ms. Hochul outlined a lengthy list of proposals intended to appeal to a constellation of constituencies, including business leaders, homeowners and influential unions representing teachers and construction workers, all of whom could play a crucial role in her campaign.Wearing suffragist white, Ms. Hochul stressed that she would be different from Mr. Cuomo, declaring that she would pursue a more collaborative relationship with Democrats who control the Legislature and with Eric Adams, New York City’s new mayor. She positioned herself as a champion of good government, proposing to overhaul the state ethics commission and to institute term limits on governors. The latter measure, which would curb her own power, was seen as a not-so-subtle rebuke of the outsize influence Mr. Cuomo amassed over more than a decade in office.“For government to work, those of us in power cannot continue to cling to it,” Ms. Hochul said, speaking before a sparse crowd of about 50 people.The package of ethics and government reforms were meant to hold accountable elected officials in a State Capitol with a long history of graft and corruption.One of her boldest proposals called for abolishing the embattled ethics commission, the Joint Commission on Public Ethics, whose members are appointed by the governor and state lawmakers. Instead, under Ms. Hochul’s plan, a rotating, five-member panel of law school deans or their designees would oversee ethics enforcement.The address, typically a lively affair that attracts crowds of activists and lobbyists to the Capitol, was tinged with decidedly 2022 touches: masks, testing requirements and attendance limits that meant many lawmakers watched remotely. The Assembly speaker, Carl E. Heastie, was absent, because of Covid-19 concerns. Outside the Capitol, a throng of protesters waving American flags crowded the lawn and railed against vaccine mandates.Keenly aware of potential attacks from Republicans, Ms. Hochul focused part of her remarks on new efforts to combat a surge in gun violence, including financing for more police officers and prosecutors, investments in neighborhoods where violent crime is common and money earmarked for tracing the origin of illegal guns.“Time and time again, New Yorkers tell me that they don’t feel safe,” Ms. Hochul said during the half-hour speech. “They don’t like what they see on streets and things feel different now, and not always for the better.”Members of her party’s ascendant left wing were pleased to hear the governor express support for the Clean Slate Act, which is meant to seal certain crimes on the records of formerly incarcerated people to help them find jobs and housing.But some of her proposals were not as far-reaching as some left-leaning Democrats had hoped. Ms. Hochul’s plan to expand child care would increase access for 100,000 families, well short of the more expansive Universal Childcare Act recently introduced in the Legislature. She made no reference to longstanding efforts to advance universal health care, or to institute a carbon tax.Ms. Hochul offered a five-year plan to build 100,000 units of affordable housing and, with the state’s moratorium on evictions set to expire this month, she proposed a program that would provide free legal assistance to poor renters facing eviction. But she was silent on demands to enshrine in state law a requirement limiting the ability of landlords to evict tenants and raise rents. The housing plan was applauded by the state’s influential real estate lobby, but criticized by a group of democratic socialist legislators for not doing enough to address the affordability crisis. A leading coalition of tenant activists, Housing Justice for All, called Ms. Hochul “Cuomo 2.0” in a statement.Most notably, Ms. Hochul sidestepped an explosive ideological wedge issue that is bound to come up this year: potentially amending the bail reform legislation passed in 2019. Embracing such a move could put her at odds with many lawmakers in her party.     Odds of Gerrymandering Grow in New York as Redistricting Panel Falters

    Hopelessly gridlocked, the commission voted to send a pair of proposals to Albany, but Democratic lawmakers are increasingly likely to take over the process.The independent commission created to strip politics from New York’s redistricting process veered toward collapse on Monday, as the same partisan forces the panel was designed to circumvent threatened to undo it.With time running out, the panel’s Republican and Democratic members bitterly conceded during a virtual meeting that they could not reach consensus on a single set of maps to determine congressional and state legislative districts for the next decade. Instead, they voted to send two dueling, nonbinding proposals to Albany for consideration.Lawmakers in the Democratic-led State Legislature could still adopt one of the proposals or send them back to the commission for further revision. But with the commission deadlocked, another outcome appeared increasingly likely: Eight years after New Yorkers voted to take redistricting out of the hands of politicians, the politicians are poised to wrest it back.Indeed, Democrats in Washington and Albany have been quietly planning for just that eventuality for months, even as the commission, which held two dozen public hearings last year and was granted a $4 million budget, crowed about the possibility of finding agreement. More than half of states have already completed their new maps, and Republicans are on track for a modest net gain in seats nationally.If New York lawmakers fail to reach an agreement by next month, the courts could step in to take over the process, as they did during the last redistricting cycle. The courts would be likely to appoint a special master to redraw the district lines.Political analysts and party leaders in Washington expect Democrats, who control supermajorities in Albany and the governorship, to reject both initial map sets that commissioners proposed on Monday and push for more favorable lines.“If Democrats in Albany think the votes are there to pass what they want, it’s hard to see why they would take anything the commission does seriously,” said Dave Wasserman, a national elections analyst with the Cook Political Report.Mr. Wasserman said that even the Democratic commissioners’ proposal for the state’s 26 congressional districts would leave as many as nine districts in play for possible Republican victories in this fall’s midterm elections, a bad result for Democrats in a deep blue state.     Why Eric Adams and Kathy Hochul Might Actually Get Along

    Mayor Eric Adams has a base that Gov. Kathy Hochul wants to reach. And she controls the money he needs to jump-start his agenda. It will be a shift for New Yorkers used to seeing their governor and mayor at odds.The first public sign that things would be different between Eric Adams, the new mayor of New York City, and Gov. Kathy Hochul came on election night, when she appeared onstage to celebrate his victory.“We’re going to need her,” Mr. Adams said, as Ms. Hochul inched toward the microphone.They have since appeared together a handful of times, vowing to work as a team instead of fighting over every little thing, as their Democratic predecessors, former Gov. Andrew M. Cuomo and Mayor Bill de Blasio, had done for nearly eight years.“In the past, there has been this tension, a polite way of saying fighting, between the governor of New York and the mayor of the City of New York,” Ms. Hochul said at a recent holiday fund-raiser for the Democratic Party of Brooklyn, which Mr. Adams also attended. “The era of fighting between those two bodies, those two people, is over.”In theory, the governor and the mayor of the nation’s largest city should have each other’s interests at heart; one can rarely prosper without the other. Yet that has not always been the case in New York, where conflicting political parties and personalities have often caused rifts.Mr. de Blasio feuded constantly with Mr. Cuomo over matters great and small: how to pay for the city’s expansive prekindergarten initiative, subway funding, the response to the pandemic and the homeless crisis. They even fought over whether to euthanize a deer.Ms. Hochul and Mr. Adams, both Democrats, seem intent on trying again, and both have compelling reasons to do so.Mr. Adams takes office as the city faces a resurgence of the coronavirus and a raft of issues that may rely on the state’s assistance. And they’ve known one another for years and share more moderate views than some of their party’s left-leaning elected officials.They have both, for example, reached out to business leaders to seek their guidance on the city’s economic recovery from the pandemic.“Frankly, neither Governor Cuomo or Mayor de Blasio had a working relationship with leaders of the business community,” said Kathryn Wylde, the president of the Partnership for New York City. “This is a dramatic and most welcome reversal.”There is politicking happening behind the scenes between the two camps. With Ms. Hochul facing a contested primary, Mr. Adams is keenly aware of his political leverage: In November, Mr. Adams, who did not endorse anyone in the Democratic primaries for New York City comptroller and public advocate, said he planned to make an endorsement in the Democratic primary for governor.Among the items on Mr. Adams’s agenda are gaining long-term mayoral control of schools and a $1 billion expansion of the earned-income tax credit to help moderate and low-income families. Mr. Adams has a plan to provide universal child care and also wants federal funds to be released to the city more quickly.Ms. Hochul has also said she will work with the mayor on revisiting the state’s bail laws, with Mr. Adams suggesting that recent increases in crime are linked to changes in bail law that ended cash bail for many low-level offenses.“Hochul has great strength in a general election but needs to solidify her position in New York City to win a Democratic primary. That gives her an incentive to want to be helpful to the new mayor,” said Bruce Gyory, a Democratic strategist. “The new mayor has tremendous incentive to do very well in that first budget because the perception will have an impact on the finances of the city. They have an enlightened self-interest to work well together.”But there is also risk associated with Ms. Hochul’s and Mr. Adams’s potential alliance. State Senator Michael Gianaris, a sponsor of some bail reform measures, said efforts to change the bail law would “set the stage for a less than amicable relationship right out of the box” with the State Legislature. Mr. Adams “also needs the Legislature,” Mr. Gianaris said.Mr. Adams would have had more leverage had Letitia James not dropped out of the race for governor. Ms. James, who decided to run for re-election as the state attorney general, was Ms. Hochul’s strongest opponent, according to early polling.Getting Mr. Adams’s backing would have helped Ms. Hochul with working-class, Black and Latino voters outside of Manhattan who might otherwise have supported Ms. James.Even with Ms. James out of the race, Mr. Adams still has some leverage. Jumaane Williams, the public advocate of New York City who is running to the left of Ms. Hochul, also has a strong political base in Brooklyn, as does Mr. de Blasio, who is considering running for governor. When Mr. Williams ran against Ms. Hochul in the Democratic primary for lieutenant governor in 2018, he received almost 167,000 votes in Brooklyn, about 71,000 more than Ms. Hochul.“Tish James being out of the race takes some pressure off Hochul but doesn’t completely change the dynamic,” Mr. Gyory said. “If anything, Hochul now wants to get a larger share of the Black vote.”Jumaane Williams, the public advocate of New York City who is running for governor, has a strong base in Brooklyn, as does Mr. Adams.Anna Watts for The New York TimesMr. Williams and Mr. Adams have a cordial relationship, according to several sources familiar with both men. Kathy Hochul will enter 2022 as the most formidable candidate in the race.James had been treated as a top contender in the six weeks since she declared her candidacy, following her office’s blockbuster report on sexual harassment claims against former Gov. Andrew Cuomo that prompted his resignation. James, a Democrat from Brooklyn, hoped to assemble a coalition of Black and Latino voters and become the first Black female governor in the nation.But recent polls had indicated that James was trailing Hochul, who replaced Cuomo, by double digits among Democratic primary voters. She was also thought to lag in fund-raising and in the competition for high-profile endorsements, while Hochul has been rolling out a steady stream. One state senator said colleagues in Albany had been reluctant to risk alienating Hochul by endorsing James.[Letitia James Drops Out of N.Y. It’s called Yu and Me, a play on the name of the owner, Lucy Yu, who is 27 and committed to selling a diverse range of authors historically underrepresented in book publishing.Yu will join only a handful of female Asian American booksellers in the city and will probably be the first to operate in Manhattan’s Chinatown, according to Vic Lee, co-founder of Welcome to Chinatown, a group created during the pandemic to promote businesses there.Yu, who grew up in Southern California, was trained as a chemical engineer and has never been in the book business. But she said she had spent her life seeking out literature that made her feel seen — books by and about immigrants, exploring complicated mother-daughter relationships. Stocking her shelves with such works is a tribute to her own mother, who is from China and used to take her to Chinatown in Los Angeles on weekends, where they found a common language over errands, art classes and snacks like you tiao and soy milk.“I never saw representation for myself in the books I read growing up,” she said. “Seeing the need for diverse representation and stories outside of our own, it really pushed me to continue on this path.” She said she would also offer books from authors across the Asian and Pacific Islander diaspora, a personal quest that intensified after watching anti-Asian hate crimes rise over the past year.Her arrival is being welcomed as Chinatown tries to rebound from the pandemic. She is “coming into a market that is highly in need,” said Wellington Chen, the executive director of the Chinatown Partnership, which works on community projects with the Chinatown Business Improvement District.He said that foot traffic in Chinatown was lagging, at least on weekdays, because potential customers have not returned to offices in Lower Manhattan. He said bookstores drew shoppers who linger and who he hopes will check out other businesses in the area. Yu said she decided to open a bookstore after one of her closest friends, James MacDonald, died last year in an accident. She and MacDonald had been in a book club together, she said, and his death prompted her to re-evaluate what she really wanted to do with her life.     Gerald Migdol Is Charged in Campaign Finance Scheme

    Gerald Migdol is accused of concealing contributions to a New York City comptroller candidate to get more public-matching funds.A Manhattan real estate developer was charged on Friday with scheming to conceal contributions to a candidate in this year’s New York City comptroller’s race in a bid to get as much public financing for the candidate as possible.The developer, Gerald Migdol, arranged for dozens of donations to be made to the campaign in the names of people who had not authorized the payments, according to an indictment unsealed on Friday by federal prosecutors in Manhattan.One contribution that prosecutors said Mr. Migdol arranged, a $250 money order, was made in the name of a relative who is a minor, prosecutors said.The indictment does not name the candidate Mr. Migdol sought to help. But the details of the case and publicly available information suggest it is Brian A. Benjamin, a Democrat who ran unsuccessfully for comptroller and is now New York’s lieutenant governor.The indictment does not indicate that the candidate knew of the scheme.Mr. Migdol, 71, was arrested early Friday on charges of wire fraud, conspiracy to commit wire fraud and aggravated identity theft, officials said. He pleaded not guilty in an arraignment on Friday in Federal District Court in Manhattan and was released on bond. The wire fraud charges carry a maximum sentence of 20 years in prison.“Free and fair elections are the foundation of our democracy, and campaign finance regulations are one way communities seek to ensure everyone plays by the same rules,” Damian Williams, the U.S. attorney for the Southern District of New York, said in a statement.Reached by phone after Mr. Migdol’s arraignment, Joel Cohen, his lawyer, said his client had pleaded not guilty “and that’s appropriate.”“That says what we need to say,” Mr. Cohen added.A man who answered the phone at Mr. Migdol’s family-run real estate company, the Migdol Organization, declined to comment. The company, which is based in Harlem, owns and operates residential properties across New York City.In a statement, a spokesman for Mr. Benjamin’s comptroller campaign said that “neither Lieutenant Governor Benjamin nor his campaign are being accused of any wrongdoing and they are prepared to fully cooperate with authorities.”The spokesman added that “as soon as the campaign discovered that these contributions were improperly sourced, they donated them to the campaign finance board.”The office of Gov. Kathy Hochul referred all questions to Mr. Benjamin’s campaign. Ms. Hochul chose Mr. Benjamin as her lieutenant governor in August after she succeeded Andrew M. Cuomo.Mr. Migdol’s family has long supported Democratic candidates, according to the Migdol Organization website, which includes photos of family members with Mr. Benjamin and other politicians.Several Migdol family members, including Gerald Migdol, contributed to Mr. Benjamin’s campaign under their own names, campaign finance records show.The contributions at issue in the case against Mr. Migdol, the indictment says, were meant to allow the candidate’s campaign to qualify for public-matching funds through the city’s campaign finance system, potentially unlocking tens of thousands of dollars in additional money. The scheme ran from November 2019 to January 2021, the indictment says.A few of the contributions mentioned in the indictment were given to the campaign by a person at Mr. Migdol’s direction, prosecutors said. The indictment does not name the person, who is identified only as CC-1. The indictment also cites other unnamed “co-conspirators.”Mr. Migdol, prosecutors said, explained the scheme in a message to the unnamed people in July 2020, describing how the city’s public-financing system could multiply their contributions eightfold.“We get 8xl for money orders of $100,” the message said, according to the indictment. “For Money orders of $250=8×1 for first $100 and the other $150 is not matched. So a MO for $250 is worth $950 for [Candidate-1]. Hopefully our next City Comptroller.”A biography of Mr. Migdol on his company’s website says he has been involved in the real estate business in New York City for more than 40 years, primarily in Harlem and the Bronx.Mr. Migdol told The New York Post in 2006 that he started buying brownstones in Harlem in the early 2000s when they were selling for several hundred thousand dollars, far less than the prices such buildings can fetch today.In October 2019, Mr. Migdol received a community leadership award in Harlem that described him as “a true Harlem legend.” He said in his acceptance speech that Mr. Benjamin had nominated him for the award.“I am grateful to my new friend — our great State Senator Brian Benjamin,” Mr. Migdol said in the speech, which his company posted on its website. “At first glance my nomination would not normally be a popular choice. He then said but for the fact that what you guys do here is worthy of being honored.”Mr. Benjamin, a former state senator from Harlem, placed fourth in the Democratic primary for comptroller, well behind the winner, Brad Lander, a City Council member from Brooklyn.Many of the details in the indictment were first reported in January by the news website The City, including that several people whose names were listed on donations to Mr. Benjamin’s campaign said they had not made the payments.One donation reported by The City was a $250 contribution made in the name of Mr. Migdol’s 2-year-old grandson.Jefferson Siegel contributed reporting.
