    Socialists’ Response to War in Ukraine Has Put Some Democrats on Edge

    The Democratic Socialists of America’s view that U.S. “imperialist expansionism” through NATO fueled Russia’s invasion has created challenges for politicians aligned with the group.Not long after Russia invaded Ukraine, the Democratic Socialists of America released a statement that drew instant reproof.The group condemned the invasion, but also urged the United States “to withdraw from NATO and to end the imperialist expansionism that set the stage for this conflict.”The position — a watered-down version of a prior, even more pointed statement from the group’s international committee — drew rebukes from a White House spokesman and from a number of Democratic candidates and elected officials, from Long Island congressional contenders to officials in New Jersey and Pennsylvania. But in the New York City area, where the D.S.A.’s largest chapter wields substantial influence, it has also created a challenging dynamic for politicians aligned with the organization.In the state’s 16th Congressional District, a refugee from Kosovo is making foreign policy central to his primary challenge of Representative Jamaal Bowman, a former middle school principal from Yonkers who rose to power with support from the Democratic Socialists of America.In New York City, Democratic congressional candidates are debating America’s role in the world. And even before D.S.A.’s most recent statement, City Council members were clashing over the history of American and NATO intervention.With a majority of Americans backing Ukraine as it struggles to repel a bloody, often live-streamed Russian invasion, the D.S.A.’s desire for a policy discussion about NATO appears to have sown unease in campaign circles: None of the nine New York City candidates the D.S.A. endorsed this year would consent to an interview on the topic, even as more centrist Democrats are now using the subject as a cudgel.“We’re refugees from Kosovo, a country where me and my family had to flee because of ethnic cleansing and were saved, frankly, by U.S. and NATO intervention there,” Vedat Gashi, a Democrat challenging Mr. Bowman, said last week. “Blaming Ukraine and NATO for the escalation of this Russian invasion of Ukraine is to me, at the very best case, naïve and certainly wrong.”The D.S.A. argues that NATO promotes a militarized response to conflict at the expense of diplomacy, and that economic sanctions too often victimize working people. In the case of Ukraine, many D.S.A. members say that the United States, by encouraging the expansion of NATO eastward, provoked Russia.“There is a longstanding tradition with the U.S. left as well as in Europe that NATO has played a role, especially since the collapse of the Soviet Union, in emphasizing militarized solutions when diplomacy could lead to more long-term stability,” said Ashik Saddique, a member of the D.S.A.’s National Political Committee. “It feels a little bit absurd for people to be acting like it’s a political crime to criticize NATO.”Mr. Gashi called on Mr. Bowman to fully disavow the D.S.A. stance.Rep. He declined to comment for this article, but in a prior statement, he said he supports NATO, “and will continue to do so during this crisis.”Mr. Bowman’s district includes a sizable population of Ukrainian immigrants, and last week, he called more than a dozen who have written him letters, his office said. He has also joined the Congressional Ukraine Caucus and has put together a bipartisan letter asking President Biden to let at-risk Ukrainians enter the country without visas.But Ukrainians are not the only constituents D.S.A.-aligned politicians need to consider amid the crisis, said Drisana Hughes, the former campaign manager for India Walton, the D.S.A.-backed candidate for mayor of Buffalo, and a campaign strategist at Stu Loeser and Co.“I don’t think it’s just Ukrainian constituents; I think it’s Polish constituents, Finnish constituents,” Ms. Hughes said. “It’s a lot of countries that are sensitive to Russian aggression and anyone concerned about the future of Europe in particular.”Certainly, whatever the balancing act for some Democrats, tensions are clearly evident for Republicans. Even as many express solidarity with Ukraine, former President Donald J. Trump has lavished praise on Russian President Vladimir V. Putin — just a few years after Mr. Trump’s first impeachment centered on issues including pressuring Ukraine for political favors. The only people to vote against a recent House resolution in support of Ukraine were three Republican members of Congress. And some right-wing media figures, like Fox News host Tucker Carlson, have until very recently sounded protective of Mr. Putin.Still, in New York, the rifts around the Russian invasion have taken on more urgency on the Democratic side, including in the battle for New York’s 11th Congressional District, which was recently redrawn to take in both Staten Island to Park Slope, and where the two most prominent Democratic contenders are military veterans.Brittany Ramos DeBarros, a member of D.S.A., has endorsed working “with international partners to supply and support civil-military defense tactics,” and said “no” when asked directly in an interview if the U.S. should withdraw from NATO. But in 2019, she was listed as a speaker at an anti-NATO event, and acknowledged that she “attended a meeting about that” in her days as an antiwar activist. Her campaign said that she does not support withdrawing from NATO “at this time.”“‘Not at this time’ means that right now is the time to save lives, and to de-escalate the situation,” she said in an interview. “If people would like to have a broader conversation about understanding how we got here and diagnosing what we need to do in order to, you know, shape a different future, then that can come once we have removed ourselves from the brink.”Her campaign has noted that her main Democratic primary opponent, former Representative Max Rose, initially voiced skepticism of the first impeachment proceedings against Mr. Trump, citing concerns at the time about a partisan process.Mr. Rose, seen by party strategists as the likely front-runner, did vote to impeach Mr. Trump and said he took the subject “very seriously.     The French leader recounted his face-off with Vladimir Putin and dismissed Washington’s exchange of letters with Moscow, gambling that his diplomacy could pay off before April elections.PARIS — Around a table much smaller than the 20-foot-long oval slab across which he confronted President Vladimir V. Putin in Moscow, President Emmanuel Macron gathered a few journalists this week to confide that the crisis in Ukraine was taking up “more than half my time, the bulk of my time” because the world stands “at a tipping point” of history.The table was some six miles up in the air, on the presidential plane that whisked Mr. Macron to Moscow, Kyiv and Berlin this week, where he warned of “irreversible” damage if Russia invaded Ukraine, and said it was imperative “not to surrender to fate.”Mr. Macron is convinced that the current crisis, marked by Russian revanchism after its perceived humiliation by the West, reflects a failure to rethink Europe’s collective security after the end of the Cold War. On that, at least, he and Mr. Putin seem to agree. The formidable task before the French president is to figure out what could possibly replace it, and convince others, including the United States, of its virtues.By the end of the week, the standoff with Russia, which conducted military exercises all around Ukraine’s borders, looked as menacing as ever. Yet just nine weeks from a presidential election, Mr. Macron has made the risky bet that he can coax Mr. Putin toward dialogue and that French voters will be more taken with his global stature than alienated by his inattention.If he fails, he risks not only losing their votes and their confidence, but also damaging his prestige and that of his country by being seen abroad as an overreaching leader.Wary of that perception, he has taken great pains to coordinate his efforts with other European leaders, some of them skeptical, and with President Biden. But it appears that it would somehow offer Ukraine ironclad guarantees of its sovereignty and independence in ways that left NATO membership as a mirage, as it simultaneously satisfied Russia that Ukrainian security had not been strengthened at the expense of Moscow’s.In effect, Mr. Macron believes that some sleight of hand is conceivable that would at once leave Ukrainians free and secure to look West for their future, and Mr. Putin free to continue thinking the two countries form one “historical and spiritual space,” as the Russian leader put it in a 5,000-word disquisition on “the historical unity of Russians and Ukrainians,” published last summer.This is a hybrid concept, but not atypical of its proponent. Over the years, Mr. Macron has become known as the “at the same time” president for his constant juggling of different sides of questions — first in favor of reducing France’s reliance on nuclear power, now in favor of increasing it — and for his intricate dissection of issues that sometimes leaves observers wondering what he really believes.That he believes passionately in the European Union, and the development of Europe as a more independent power, is unquestionable. It is one issue on which he has never wavered, and now he seems to think the hour of reckoning for that conviction has come.If nothing else, with Chancellor Olaf Scholz of Germany meeting with Mr. Putin in Moscow next week, Mr. Macron has made Europe count in this crisis, alongside the United States.     Facing Tough Election, Orban Turns to Putin for Support

    The Hungarian leader made his name by defying Moscow. But he has increasingly turned toward Russia in an effort to secure the natural gas he needs to keep energy prices low and voters happy.BUDAPEST — Facing a tough election in two months, Hungary’s far-right populist prime minister, Viktor Orban, last week opened the centerpiece of a new state-funded museum district celebrating his country’s role as an anchor of European culture and identity.A shrine in the newly opened “House of Music” honors Hungarian champions of democracy routed by Austrian and Russian troops in 1848, anti-communist rebels crushed by Soviet soldiers in 1956 and, on a happier note, Hungary’s successful defiance of Moscow in 1989, when Mr. Orban made his name by demanding that 80,000 Soviet troops go home.On Tuesday, just days after the museum opening, a celebration of the national pride that Mr. Orban has long used to rev up his voters, the Hungarian prime minister swerved in the opposite direction to shore up another vital if contradictory pillar of his support — Russia.Meeting in Moscow with President Vladimir V. Putin, he signaled sympathy for Russia in its standoff with the West over Ukraine, and pleaded for more deliveries of the natural gas he needs to keep energy prices low and voters happy.Mr. Orban has long been seen as a political chameleon — and reviled by foes as a brazen opportunist — but he is now pushing his shape-shifting talents to a new level. He has broken ranks not only with Hungary’s allies over Ukraine but also with his country’s own long history of wariness toward Russia as he seeks to reconcile economic populism with the nationalism that underpins his political brand.Hungary, according to the European Union’s statistical agency, has the lowest electricity prices and third lowest gas prices for consumers in the 27-member European bloc. If there is no Russian gas then we cannot do this,” he explained.Peter Kreko, the director of Political Capital in Budapest, said cheap energy was one of Fidesz’s main selling points to voters. “The party says that while people in the rest of Europe are freezing or becoming impoverished because of energy prices, Hungary has no problems.”Mr. Orban’s Moscow trip, he said, could therefore be a “big win — so long as the war does not escalate in Ukraine.” But if Russia invades, he added, Mr. Orban, who described his trip to Mr. Putin as a “mission of peace,” will be “in serious trouble internationally and also domestically. But when a predecessor did so in 2007 and reached a gas deal with Gazprom, Russia’s state-controlled energy behemoth, Mr. Orban lambasted the arrangement as evidence his country was slipping back into Moscow’s orbit.Since then, however, Mr. Orban has dropped the anti-Moscow sentiments that catapulted him to prominence in 1989, and instead developed a form of far-right populism more focused on stoking contemporary cultural wars by targeting the European Union as a menacing threat to Hungarian sovereignty and values.Nationalist leaders in other European countries like Poland share Mr. Orban’s hostility toward Brussels but reject his outreach to Mr. Putin, a rift that has hobbled a yearslong effort by Europe’s far right to form a united front.“We had a bad relationship with the Soviet Union for many reasons that I do not need to list here,” Mr. Orban told radio listeners on Friday. “But that era is over, and now we are trying to have a system of relations with this new Russia that is different from what we had with the Soviet Union.”Mr. Putin has returned the favor.After blasting NATO for “ignoring” Russia’s security concerns as Mr. Orban stood at his side in the Kremlin, the Russian president effectively endorsed the Hungarian leader.“As we usually say when our partners are having elections, we will work with any elected leader,” Mr. Putin said, adding: “But I must note that you have done so much in your work on the Russian track in both the interest of Hungary and Russia. Then there is nuclear energy. The biggest producer of electricity in Hungary is the Paks Nuclear Power Plant, a Soviet-designed facility whose expansion Mr. Orban also discussed with Mr. Putin. It generates around half of Hungary’s electricity. Russia has provided loans of $10 billion to fund the plant’s expansion, a project led by Russia’s state-owned nuclear power company, Rosatom.“It should be clear for everyone that as long as this government is in power, energy prices will be reduced,” Mr. Orban’s chief of staff, Gergely Gulyas, declared last year.Hungary’s dependence on Russia for energy helps explain why, when the Biden administration announced this week that it would send more American troops to the region, Hungary said it didn’t need them. The government’s hope that it can keep fixed energy prices for households, he said, is probably unsustainable.Mr. Orban’s Moscow visit secured no written commitment of additional supplies and mostly just reaffirmed a 15-year deal signed last September.     Macron and Scholz Meet and Call for More ‘European Sovereignty’

    The new German chancellor made his first foreign stop in Paris, where the two leaders discussed a more independent, bolder Europe.PARIS — On the face of it, President Emmanuel Macron, a showman, and Chancellor Olaf Scholz, a study in reserve, would not be natural companions. But the world has changed, and for France and Germany the imperative of building what they call a “sovereign Europe” has become overwhelming.So Mr. Scholz, who took over from Angela Merkel on Wednesday, chose France as his first foreign destination, not only because that tends to be what newly installed German chancellors do, but also because, as he said standing beside Mr. Macron in Paris on Friday, “We want to reinforce Europe, work together for European sovereignty.”The two men, who first met in Hamburg, Germany, in 2014, held a working lunch at the presidential palace that reflected “the essential need to meet quickly,” as Mr. Scholz put it afterward at a 20-minute news conference. “Our first exchanges demonstrated a solid convergence of views,” Mr. Macron said.Their tone was serious but convivial, with Mr. Macron referring repeatedly to “dear Olaf” and using the less formal “tu,” rather than “vous,” when addressing the chancellor. At the end of the news conference they fist-bumped — a far cry from the image of President François Mitterrand and Chancellor Helmut Kohl holding hands on the battlefield of Verdun in 1984, but a Covid-era indication of friendship.Mr. Scholz’s embrace of “European sovereignty” was surely music to Mr. Macron’s ears, as the French president prepares to take over the rotating six-month presidency of the European Union on Jan. 1. The bloc faces an immediate crisis as Russia builds up troops on the Ukrainian border and the pandemic refuses to wane.Asked about the Russian buildup, Mr. Scholz said, “It is clear to all of us that there is no alternative to de-escalation.” Mr. Macron, who seemed skeptical of any imminent Russian threat, said, “We must avoid all useless tension.”Mr. Macron’s vision for a Europe of “power,” backed by real European military and technological capacity, tends toward the grandiose. Mr. Scholz may not like that style — his German government coalition prefers the more prosaic “enhancing European capacity to act” — but the general goal is intensely shared, perhaps more so than in the later Merkel years or at any time since the Cold War.The distance from shared goals to shared action in the European Union is always great because 27 countries have to be aligned. Any joint Franco-German plans could be rudely interrupted in April if Mr. Macron is defeated in the French presidential election. He is the favorite, but if France lurched toward the ascendant nationalist hard right, all bets would be off.A German priority in the coming months will be to avoid that outcome, making accommodating gestures toward Mr. Macron more likely.France and Germany have always been the motor of European integration; when they stall, so does the whole project. Although the need to confront the pandemic brought budgetary breakthroughs, Europe has found itself in the shadow of Brexit and internal division while China rose and the United States turned its attention elsewhere.The 177-page coalition agreement of Mr. Scholz’s three-party government alludes to ultimate evolution toward a “federal European state.” Mr. Macron, with the election in mind, has not gone that far — the French attachment to the nation is fierce — but the mere German mention of a United States of Europe suggests new boldness and revived ambition.Still, there are differences. Where Mr. Macron speaks of European “strategic autonomy,” Mr. Scholz prefers “strategic sovereignty.” The difference is not small.“Germans do not want strategic autonomy if that means independence from the United States,” said Cathryn Clüver, the director of the German Council on Foreign Relations.The French president offered some de rigueur praise of NATO when laying out his European presidency program on Thursday. He said it had proved its “usefulness.” But he broadly views European independence as an emancipation from the United States.Germany, intensely attached for historical reasons to the American anchor of European security, is wary of any strategic distancing from Washington. Considering the challenges posed by China and other countries, as well as transnational threats that range from pandemics to climate change, these are, in my view, the correct priorities. (Though, of course, unparalleled military power must remain the backdrop for America’s relations with the world.)In each case, however, a return to the pre-Trump status quo will be inadequate to the task. In each, it is necessary to reform, revitalize and restructure the American approach.Our NATO allies, as well as Japan, South Korea and others, will welcome America’s reaffirmation of its security commitments and its switch to respectful dialogue after the confrontational Trump years. But the new administration ought to insist on our allies doing more on several fronts. President Trump’s pressure on them to spend more on defense was a continuation of a theme across multiple presidencies. That pressure must continue.But it’s not just on military spending that the new administration needs to take a tough stand with allies. Germany must be held to account not just for its pathetic level of military spending, but also for trading the economic and security interests of Poland and Ukraine for the economic benefits of the Nord Stream 2 pipeline running from Russia to Germany.Turkey’s purchase of the Russian S-400 air defense system against repeated American warnings must have costs. (Recently imposed sanctions are a good start.) And Ankara must also be held to account for its actions in Libya, the eastern Mediterranean and Syria that contravene the interests of other NATO allies and complicate efforts to achieve peace. Actions by member states contrary to the interests of other allies ought not be ignored.The United States needs to take the lead in NATO, an “alliance of democracies,” to devise consequences for member states — such as Turkey, Hungary and, increasingly, Poland — that move toward (or have fully embraced) authoritarianism. There is no provision in the NATO Charter for removing a member state, but creative diplomacy is possible, including suspension or other punitive steps.Mr. Biden’s embrace of the international organizations that Mr. Trump has spurned must be accompanied by an agenda for their improvement. Despite their many problems, these organizations serve useful purposes and can be effective conduits for American influence around the world.In the 1970s and 1980s, the Soviet Union had an elaborate, long-range strategy for seeding its officials throughout the United Nations and associated institutions. China seems to be pursuing a similar strategy today. When we walk away from the World Health Organization and other such organizations, we provide the Chinese with opportunities to dominate them and use them for their own purposes.The new administration must insist on the far-reaching organizational reform of international organizations (such as the W.H.O.), using all the diplomatic and economic leverage we can muster to make effective reform actually happen. Simply showing up again is not good enough.Closer to home, as the new administration commits to far greater reliance on nonmilitary tools like conventional diplomacy, development assistance and public diplomacy to protect America’s interests and advance our objectives, it needs to recognize that those tools overall are in serious need of investment and updating. Our national security apparatus — designed in 1947 — needs to be restructured for the 21st century.The multidimensional competition with China and transnational challenges require the formal involvement of agencies previously not considered part of the national security apparatus and new approaches to achieving true “whole of government” American strategies and operations.The State Department, our principal nondefense instrument of power, is in dire need of reform, as many senior active and retired foreign service officers attest. In return for meaningful structural and cultural change, the State Department should get the significant additional resources it needs.In recent years, our international economic tools have centered mainly on punitive measures, such as sanctions and tariffs. We need to be more creative in finding positive economic inducements to persuade other countries to act — or not act — in accordance with our interests. No other country comes even close to the United States in providing humanitarian assistance after disasters, but nearly all other major assistance successes in recent years — such as George W. Bush’s President’s Emergency Plan for Aids Relief or the creation of the Millennium Challenge Corporation — were put in place outside the normal bureaucratic structure or processes.While the United States cannot compete directly with China’s Belt and Road projects and development assistance, we should look for ways to leverage the power of our private sector. American corporations can partner with the United States government in countries around the world that offer both sound investment prospects and opportunities to advance American interests. The creation in 2018 of the U.S. International Development Finance Corporation was a good start. President Barack Obama’s 2013 “Power Africa” initiative, which was passed unanimously by both houses of Congress and aimed to bring universal electricity access to sub-Saharan Africa, is an example of successful partnering between the private sector and the government.Finally, America’s strategic communications — our ability to spread our message and influence governments and peoples — are pitifully inadequate and outdated.In the early 2000s, President Hu Jintao of China committed some $7 billion to vastly expand China’s international media and influence capabilities. By way of contrast, in 1998, Congress abolished the U.S. Information Agency; subsequently, “public diplomacy” was tucked into a corner of the State Department in an organization that today doesn’t even report directly to the secretary of state.There is no coordination of messaging across the government, and efforts to make better use of social media and other new technologies have been laggard and disjointed. Surely, the country that invented marketing, public relations and the internet can figure out how to recapture primacy in strategic communications.Misgivings linger abroad about whether American re-engagement (and reliability) will last beyond this new administration — and about the new president’s views on the use of military power. That said, there is considerable relief among most of our allies and friends that Mr. Biden has won the election.This provides the new president with considerable leverage to revitalize and strengthen alliances and international institutions and to show at home that doing so advances American interests around the world and the well-being of our own citizens.
