Trump’s “incredible genes” and went on to win a Texas congressional seat with the former president’s help, cursed and belittled his subordinates, drank and took sleeping pills on the job, and sexually harassed a woman, according to a detailed report released Wednesday by the Pentagon’s inspector general.Dr. Jackson, a rear admiral in the Navy when he served as White House physician, became infamous for his rosy assessment of Mr. Trump’s “excellent health” in early 2018, when he said that had the commander in chief, 71 at the time, simply adhered to a better diet over the previous two decades, he could have lived to be 200.His effusive praise of Mr. Trump later helped win him a nomination to become the secretary of veterans affairs. But Mr. Trump abandoned the nomination several weeks later after numerous news accounts reported that Dr. Jackson was a bully to his staff, kept sloppy medical records, drank too much and loosely dispensed strong drugs on Air Force One and in the White House to curry favor with top officials.With the endorsement of Mr. Trump, who tweeted that “Ronny is strong on Crime and Borders, GREAT for our Military and Vets,” Dr. Jackson went on to win a Republican primary in Texas and was elected to Congress in 2020.On Wednesday, Dr. Jackson vehemently disputed the findings of the report. In a statement released by his congressional office, he accused the Pentagon’s investigators, who are nonpartisan, of seeking to punish him for his support of Mr. Trump.The searing report, which came after a nearly three-year investigation started by Glenn A. Fine, the acting inspector general for the Defense Department at the time, went further than previous news reports. It concluded that “Jackson’s overall course of conduct toward subordinates disparaged, belittled, bullied and humiliated them,” and documented instances in which Dr. Jackson was drunk or under the influence of a powerful sleeping drug while he was responsible for the president’s health and safety.The report also detailed evidence of what it said was Dr. Jackson’s harassment of a woman he worked with in the medical unit. In 2014, before a presidential trip to Manila as the physician for President Barack Obama, the report said Dr. Jackson told a male subordinate that he thought a female medical professional they were working with had a nice body, using coarse and demeaning language, and said he would “like to see more of her tattoos.”While in Manila, witnesses said, Dr. Jackson went out for a night of drinking. After he came back to the hotel where the medical team was staying, they said, he began yelling and pounding on the female subordinate’s hotel room door between 1 and 2 a.m. while “visibly intoxicated.” Witnesses said he created so much noise they worried it would wake Mr. Obama.“He had kind of bloodshot eyes,” the woman recalled to investigators. “You could smell the alcohol on his breath, and he leaned into my room and he said, ‘I need you.’ I felt really uncomfortable.”“When a drunk man comes to your room and they say, ‘I need you,’ your mind goes to the worst,” she said.The report, first described by CNN, painted a picture of a physician who engaged in reckless and sometimes threatening behavior that created a toxic environment for subordinates. Nearly all of the 60 witnesses interviewed by investigators described Dr. Jackson’s “screaming, cursing” behavior and his “yelling, screeching, rage, tantrums and meltdowns” when dealing with subordinates.Investigators found that Dr. Jackson also engaged in inappropriate behavior on trips abroad with Mr. Trump.In Argentina, a witness recalled that Dr. Jackson “smelled of alcohol” as he assumed his duties as the primary physician on the trip, and that the doctor had a beer a few hours before going on duty, in defiance of a policy prohibiting White House medical personnel from drinking on presidential trips. Dr. Jackson had previously recounted to witnesses that he found that rule to be “ridiculous,” investigators said.Former subordinates interviewed by investigators raised concerns that Dr. Jackson took Ambien, a sleep-aid medication, to help him sleep during long overseas travel. Though it appears Dr. Jackson never was called upon to provide medical care after he had taken the drug, his subordinates worried that it could have left him incapacitated and unable to perform his duties.In his statement, Dr. Jackson accused the inspector general of resurrecting “false allegations” because “I have refused to turn my back on President Trump.”“I flat-out reject any allegation that I consumed alcohol while on duty,” Dr. Jackson said. “I also categorically deny any implication that I was in any way sexually inappropriate at work, outside of work or anywhere with any member of my staff or anyone else. That is not me, and what is alleged did not happen.”In a fact sheet also provided to reporters, Dr. Jackson’s office noted that Mr. Obama had promoted him to rear admiral “after the alleged events” outlined in the report, and had profusely praised him for his work.A spokesman for Mr. Trump did not reply to requests for comment on the report.Former Obama administration officials declined to comment Wednesday on the report or Dr. Jackson’s behavior while he served as White House physician. In 2018, several aides to Mr. Obama said they were surprised by the revelations about Dr. Jackson.Former White House officials said at the time that they had heard rumors about Dr. Jackson drinking, though all of them said they never saw him drunk on the job. But many said Dr. Jackson earned the nicknames “Candyman” and “Dr. Feelgood” for dispensing sleeping pills, muscle relaxants and other drugs with ease.“I didn’t see any of the alleged behaviors,” David Axelrod, who served as Mr. Obama’s senior adviser from 2009 to 2011, said in spring 2018. “My experience was consistently positive.”But the Pentagon report is unsparing in its details.Investigators were told that Dr. Jackson “yelled and cursed over the telephone at a medical subordinate while the subordinate was dealing with a medical emergency in Africa.” During a trip to Martha’s Vineyard, where Mr. Obama often vacationed, Dr. Jackson “cursed at subordinates for failing to purchase a specific type of bug spray,” the report said.“He would rage all the time,” one person is quoted anonymously in the report as saying about Dr. Jackson. “Screeching, red in the face, bug-eyed, sweating, ears red, jaw clenched. I mean I’m talking rage, and I’m a clinician. I’m a board-certified physician. Rage.”Investigators for the inspector general’s office said in the report that officials in Mr. Trump’s White House tried to stonewall the investigation, instructing Dr. Jackson not to answer any questions about his time as White House physician and insisting on having White House lawyers sit in on interviews with anyone who was employed by the administration at the time.“We determined that the potential chilling effect of their presence would prevent us from receiving accurate testimony,” investigators wrote in the report. Despite that, they wrote that interviews with former employees of the medical unit “and the documents we could access” were “sufficient to determine the facts and reach conclusions regarding these allegations based on a preponderance of available evidence.”In April 2020, Mr. Trump pushed out Mr. Fine as he purged a number of inspectors general with whom he disagreed. A person familiar with the incident said the investigation into Dr. Jackson played a role in Mr. Fine’s dismissal.Investigators were unable to corroborate accusations in 2018 by Senate Democrats that Dr. Jackson crashed a government vehicle after becoming intoxicated at a going-away party for a Secret Service agent. Let’s honor him by revitalizing the law that he was willing to die for.”Obama then called on federal lawmakers to lift as many barriers to voting as they could. “Once we pass the John Lewis Voting Rights Act, we should keep marching to make it even better,” he said, listing automatic voter registration, felon re-enfranchisement, a national voting holiday, D.C. statehood and curbs on partisan gerrymandering as reforms that would do justice to Lewis’s memory. “And if all this takes eliminating the filibuster,” Obama concluded, “then that’s what we should do.”Although he probably expected them to win in November, Obama said this not knowing whether Democrats would have a majority in the Senate come the start of the next Congress. Well, Democrats have that majority. And thanks in large part to the work of John Lewis and those who followed in his footsteps, it rests on two senators from Georgia, whose political futures rest in turn on whether every voter in the state has equal access to the ballot.The same is true in Arizona, Pennsylvania and Wisconsin, where slim margins made the difference between Democratic victory and Republican defeat in the last election, and where Republican legislative majorities are determined to keep Democrats as far from power as possible — and not to lose the next presidential election the way they lost the last one. To that end, they have introduced bills to restrict the vote, to make the race for the Electoral College — as well as any race for statewide office — as noncompetitive as possible, by taking as many Democratic voters off the board as they can.Obama asked Democrats to kill the filibuster and pass a voting rights bill because it was the right thing to do. But there’s a stronger argument: that if Democrats don’t do this, they’ll be at the mercy of a Trumpified Republican Party that has radicalized against democracy itself.Democrats have already written the kind of voting rights bill Obama spoke about. It’s the For the People Act, designated as H.R. 1 in the House and S. 1 in the Senate. If passed and signed into law, it would establish automatic, same-day and online voter registration, protect eligible voters from overly broad purges that remove them from the rolls, restore the Voting Rights Act with a new formula for federal preclearance (which would require select cities and localities to submit new voting rules to the Justice Department for clearance), re-enfranchise the formerly incarcerated, strengthen mail-in voting systems, institute nationwide early voting and increase criminal penalties for voter intimidation.House Democrats introduced H.R. 1 in 2019 at the start of the 116th Congress. Mitch McConnell, then the majority leader of the Senate, denounced the bill as a “naked attempt to change the rules of American politics to benefit one party” and told reporters it was dead on arrival. “This is a terrible proposal,” he said that March, “it will not get any floor time in the Senate.”McConnell no longer controls the floor, but with a de facto supermajority requirement in the Senate, the For the People Act is still dead on arrival. That is, unless Democrats kill the legislative filibuster and restore majority rule to the chamber. Right now, Senators Kyrsten Sinema of Arizona and Joe Manchin of West Virginia are the most vocal Democratic opponents of ending the filibuster. “I want to restore the 60-vote threshold for all elements of the Senate’s work,” Sinema said earlier this month, seemingly mistaking McConnell’s Obama-era innovation for an age-old tradition. Manchin has also been emphatic about keeping the supermajority requirement, telling Politico that he will “not vote in this Congress” to change the filibuster.Manchin, who has been winning elections in West Virginia for the last 20 years, is safe in his seat for as long as he wants it. Sinema, on the other hand, is much more vulnerable. Not the least because Arizona’s Republican state Legislature, to say nothing of its Republican Party, is all-in on “stop the steal” and Donald Trump’s war on mail-in voting. Arizona Republicans have already introduced bills to limit voter registration drives, require notarized signatures for mailed ballots and forbid voters from actually mailing-in completed ballots.Arizona Republicans are not alone. To date, according to the Brennan Center for Justice at N.Y.U.’s law school, Republicans in 33 states have introduced more than 165 bills to restrict voting, part of the national conservative backlash to the results of the 2020 presidential election. A bill in Georgia would put new restrictions on absentee and in-person early voting; four different bills in Pennsylvania would eliminate no-excuse absentee voting less than two years after Republican lawmakers voted it into law.Representative Steve Scalise of Louisiana, the No. 2 Republican in the House, captured the mood of the party when, on Sunday, he refused to say that the election wasn’t stolen from Trump. “Once the electors are counted, yes, he’s the legitimate president,” Scalise said in an interview with Jonathan Karl of ABC News, speaking of Joe Biden. “But if you’re going to ignore the fact that there were states that did not follow their own state legislatively set laws. That’s the issue at heart, that millions of people still are not happy with and don’t want to see happen again.”This is euphemism. There was no issue with the election. State legislatures passed laws, courts interpreted them, and officials put them into action. This was true in states Trump won, like Texas and North Carolina, as much as it was in states he lost. It almost goes without saying that the real issue, the reason Republicans are actually unhappy, is that Biden is president and Democrats control Congress.Devoted to Trump, and committed to his fictions about the election, Republicans are doing everything they can to keep voters from holding them and their leaders accountable. They will restrict the vote. They will continue to gerrymander themselves into near-permanent majorities. A Republican in Arizona has even proposed a legislative veto over the popular vote in presidential elections, under the dubious theory that state legislatures have unconditional, unlimited and unrestricted power to allocate electoral votes.The good news is that Democrats in Congress have it in their power to stop a lot of this nonsense, to pre-emptively weaken the rising tide of voter suppression. All it takes is a simple vote to make the Senate work according to majority rule, as the founding fathers intended.The alternative is to allow the supermajority requirement to stand, to allow endless stagnation, to abdicate the authority of Congress to govern the country and tackle its problems, to deny the party of collective action the ability to act for the public good and to give the party of plutocrats and demagogues free rein to twist the institutions of the American republic against its values.The Times is committed to publishing a diversity of letters to the editor. They got there with a broad coalition that included suburban white and minority voters — I estimate, based on exit poll data, that nearly half of the Democrats’ roughly 81 million votes came from the latter group. For Republicans, it was just 18 percent.If the Democrats are to avoid losing Congress in 2022 or the presidency in 2024, they will need to continue to carry an overwhelming number of minority voters. Yet there are signs that the party’s dominant grip on this growing demographic is beginning to slip.The 2020 presidential election results illustrate a clear edge for Democrats among nonwhite voters. Exit poll data show that just 32 percent of Hispanics and Latinos, 34 percent of Asian-Americans and 12 percent of Black respondents voted for former President Donald Trump. Data from AP VoteCast Survey put those numbers at 35 percent for Hispanics and Latinos, 28 percent for Asian-Americans and 8 percent for African-Americans.For Democrats, the problem with those figures is that they represent a step back from the strong results of 2012. Since then, minority support for Republicans has inched up. Without minority votes, Mr. Trump would not have won in 2016 or come as close as he did in 2020.Democrats see a simple story: Barack Obama galvanized minorities to vote Democratic. His departure from the ballot means things have simply returned to normal.But what if something more enduring is going on — and what is considered “normal” has shifted? Namely, Democrats may be seeing a slippage in support from some minority communities. And in the case of Hispanics in particular, some of that movement is a result of a form of identity politics, as they more and more see themselves as identifying with the white majority. And since nearly six in 10 whites voted Republican in 2020, it should follow that as minorities move toward what we might think of as a mainstream white Americanism, some will become more Republican.The trajectory of earlier generations of white Catholics in America provides a good example of this sort of political movement. From the country’s founding, the United States was largely Protestant — in the late 19th century, I estimate it was around 80 percent. The political historian Paul Kleppner calculated that around 70 percent of white Catholics (largely descended from post-1840 Irish and German immigrants) voted Democratic from 1853 to 1892, and roughly the same percentage (68 percent) of Northern white Catholics identified as Democrats in 1952-60, as the political scientist Alan Abramowitz, using American National Election Studies data, showed. For decades following his presidency, Republicans and Democrats alike accepted many of the basic assumptions of the New Deal. Ronald Reagan was another. After him, even Democrats like Bill Clinton and Barack Obama feared deficit spending, inflation and anything that smacked of “big government.”I found Skowronek’s schema reassuring because of where Trump seemed to fit into it. Skowronek thought Trump was a “late regime affiliate” — a category that includes Jimmy Carter and Herbert Hoover. Such figures, he’s written, are outsiders from the party of a dominant but decrepit regime.They use the “internal disarray and festering weakness of the establishment” to “seize the initiative.” Promising to save a faltering political order, they end up imploding and bringing the old regime down with them. No such leader, he wrote, has ever been re-elected.During Trump’s reign, Skowronek’s ideas gained some popular currency, offering a way to make sense of a presidency that seemed anomalous and bizarre. “We are still in the middle of Trump’s rendition of the type,” he wrote in an updated edition of his book “Presidential Leadership in Political Time,” “but we have seen this movie before, and it has always ended the same way.”Skowronek doesn’t present his theory as a skeleton key to history. It’s a way of understanding historical dynamics, not predicting the future. Still, if Trump represented the last gasps of Reaganism instead of the birth of something new, then after him, Skowronek suggests, a fresh regime could begin.When Joe Biden became the Democratic nominee, it seemed that the coming of a new era had been delayed. Reconstructive leaders, in Skowronek’s formulation, repudiate the doctrines of an establishment that no longer has answers for the existential challenges the country faces. Biden, Skowronek told me, is “a guy who’s made his way up through establishment Democratic politics.” Nothing about him seemed trailblazing.Yet as Biden’s administration begins, there are signs that a new politics is coalescing. When, in his inauguration speech, Biden touted “unity,” he framed it as a national rejection of the dark forces unleashed by his discredited predecessor, not stale Gang of Eight bipartisanship. He takes power at a time when what was once conventional wisdom about deficits, inflation and the proper size of government has fallen apart. That means Biden, who has been in national office since before Reagan’s presidency, has the potential to be our first truly post-Reagan president.“Biden has a huge opportunity to finally get our nation past the Reagan narrative that has still lingered,” said Representative Ro Khanna, who was a national co-chair of Bernie Sanders’s presidential campaign. “And the opportunity is to show that government, by getting the shots in every person’s arm of the vaccines, and building infrastructure, and helping working families, is going to be a force for good.” More

    How the Obama-Trump Presidential Transition Led to Chaos

    On Jan. 5, the night before Congress met to certify Joe Biden’s victory in the presidential election, Michael Flynn — the retired three-star general, ousted national security adviser and pardoned felon — gave an interview to the prominent conspiracy theorist Alex Jones in which he assured the viewers of Infowars.com that Donald Trump would serve as president for another four years. It was a certainty, Flynn said. He referred to his experiences in Iraq and Afghanistan — “taking over countries, or running elections in countries” — and broke the present conflict down to the binary of “we” versus “they.” Flynn did not specify how, exactly, the intervention into the American election would work, though he alluded to “procedures” related to Trump’s authorities under a national emergency because of “foreign interference from multiple countries.”

    “They tried to silence you,” Jones said, referring to Flynn’s 2017 expulsion from the White House. “They failed. Now you’ve come through the fire as a phoenix.” Later that night, Flynn addressed a crowd of several thousand (Jones said there were a million) gathered in Washington. “We are the ones that will decide,” Flynn said. The following afternoon, as the electoral votes were being counted, a pro-Trump mob invaded the Capitol.

    Flynn’s re-emergence on the national stage was taking place almost four years to the date after the events that brought him down during the first days of Trump’s presidency — events that have since become the founding legend of a right-wing mythology. The crucial date was Jan. 24, 2017, when Flynn, the incoming national security adviser, sat down in his new West Wing office with two F.B.I. agents, who wanted to talk to him about a series of phone calls he had with the Russian ambassador. The battle that ensued over those phone calls cost Flynn his job, and later he would twice plead guilty to a felony for making false statements.

    Flynn’s dismissal was among the first public flash points in what would become an all-consuming political war over Trump’s relationship with Russia, a fight that would consume both his presidency and the country for years. Trump, for his part, never seemed interested in dispelling his opponents’ suspicions. During a campaign news conference, he asked the Russians to find a tranche of Hillary Clinton’s emails, a request that was directly followed by an actual Russian-backed email hacking attempt. Later, as president, he divulged classified information to Russian officials in the Oval Office, refused to accept his own government’s account of Russia’s role in the 2016 election and sided with Vladimir Putin on that question at a summit in Helsinki. “He just said it’s not Russia,” Trump said. “I don’t see any reason why it would be.” Just this past December, when news of a devastating cyberattack on the federal government was made public, almost everyone, including members of Trump’s cabinet and his former homeland security adviser, attributed the attack to Russia, but Trump pointedly did not. “Everything is well under control,” the president tweeted — before raising the possibility that China, not Russia, was the culprit.

    For many Trump critics, the Russia question still lingers. John Brennan, a former C.I.A. director, has noted Trump’s “strange obsequiousness” to Putin; Jim Comey, a former F.B.I. director, has acknowledged the possibility that the Russians “have leverage.” “I suspect they may have something on him either financial or personal, or both, but that’s just speculation,” James Clapper, a former director of national intelligence, wrote to me in an interview conducted by email in late 2020. “I don’t know, but it’s hard to come up with another plausible explanation for his inexplicable deference.” The worries about Trump’s loyalties extend into his own circle. Dan Coats, who served under Trump as director of national intelligence, harbored “deep suspicions” that Putin “had something” on Trump, according to a book by Bob Woodward. (Some Trump critics remain skeptical. I asked John Bolton, Trump’s former national security adviser, what he would say to those who claim that Trump is compromised by Russia. “I’d say the same thing to them that I’d say to the Trump campaign about the so-called fraud in the election,” he replied. “Where’s the evidence?”)

    Few Trump allies on Capitol Hill go as far as Flynn or Alex Jones, but many partake of the same grievance narrative, in which the Russia-related wounds inflicted on Trump’s legitimacy after the 2016 election somehow justify their refusal to accept the outcome of this one. “It bothers me greatly that they would be monitoring the incoming national security adviser,” Senator Lindsey Graham told me, referring to Flynn’s treatment by departing members of the Obama administration. “That is really damaging to the transition of power.” (Graham’s claim that Flynn was monitored is misleading. There is no evidence that Flynn’s communications were singled out for persistent surveillance; instead it was what he said and whom he said it to that caused some of his calls to surface later.)

    It took until Jan. 6 for Graham to formally recognize Biden as the legitimate president-elect; when we spoke in mid-December, he did not seem sure how best to refer to his former Senate colleague. “I am sure that the uh, the uh, Biden administration-in-waiting is talking to people all over the world right now,” he said, arguing that Flynn’s engagement with the Russians during the transition was normal. The Obama administration “had no business getting the transcripts” of Flynn’s calls, he said, because Flynn was “talking to the Russian ambassador as the national security adviser.”

    At the more vocal end of electoral deniers is Representative Jim Jordan, Republican of Ohio. Without offering any evidence, Jordan alleged that the Obama administration concocted a “plot” to “take down Michael Flynn” because Flynn’s intelligence background meant he would “figure out what they did” to Trump. “We hear so much about this term ‘peaceful transfer of power,’” Jordan told me in mid-December. “They didn’t follow that. They were trying not to let him” — that is, Trump — “be president.”

    The crisis of Trump’s departure from Washington has exposed the degree to which factions in American political life now inhabit entirely separate realities. But to understand that divergence, which has taken increasingly dire forms as a new presidential transition concludes, it’s important to revisit the transition of four years ago: Trump’s own messy ascension to the presidency, with its murkiness surrounding his relationship with Russia and the debate over what to do about it. The questions that Obama’s national-security team had to come to grips with about its successors almost sound like the premise of an airport novel. Was the president-elect a Manchurian candidate? Was he secretly videotaped by the Russian security service? Was his national security adviser a Russian asset? With nearly half of Mr. Biden’s cabinet and many key White House jobs announced, his administration looks more like a close-knit family.But there are risks in Mr. Biden’s approach, which departs sharply from Abraham Lincoln’s famous desire for a “team of rivals” in his cabinet who could challenge one another — and the president.
