    The Vanishing Moderate Democrat

Sitting in the House speaker’s office in the U.S. Capitol, he opened up the YouTube app on his iPhone. There was something he wanted to show her.Gottheimer, who represents a wealthy suburban and exurban House district in northern New Jersey, was first elected to Congress in 2016; his victory over a seven-term Republican incumbent, in a district in which Donald Trump narrowly defeated Hillary Clinton, was one of the Democrats’ few bright spots that year. Since his arrival in Washington, however, Gottheimer has been the cause of more headaches than celebrations for Pelosi and her leadership team.As co-chairman of the Problem Solvers Caucus — a group of 29 Democrats and 29 Republicans that quixotically aspires to the goal of bipartisan compromise — he has frequently found himself at odds with his fellow Democrats on everything from foreign policy to President Biden’s domestic agenda to Pelosi’s leadership. In 2018, Gottheimer and eight other Problem Solver Democrats threatened to reject Pelosi’s bid for speaker if she didn’t concede to their demands for rules changes that would make it easier for bipartisan ideas to be considered, angering colleagues who viewed it as yet another instance of Gottheimer and his group’s engaging in pointless grandstanding rather than constructive behind-the-scenes work. “Tell me a problem they’ve solved,” Representative Susan Wild, a Democrat from Pennsylvania, says.Pelosi, however, had agreed to their demands and secured their support. Now she was willing to hear Gottheimer out about how the new Democratic majority should position itself. He pressed play and his iPhone screen filled with waving American flags as an old but familiar voice emerged, proclaiming, “I am honored to have been given the opportunity to stand up for the values and the interests of ordinary Americans.” The video was a television advertisement from Bill Clinton’s 1996 re-election campaign. Over images of construction workers and children and police officers, a series of bold captions touted Clinton’s first-term accomplishments: “WELFARE REFORM, WOREK REQUIREMENTS”; “TAXES CUT FOR 15,000,000 FAMILIES”; “DEATH PENALTY FOR DRUG KINGPINS.” His promises for a second term followed: “BAN ‘COP-KILLER’ BULLETS”; “CAPITAL GAINS TAX CUT FOR HOME OWNERS”; “BALANCE THE BUDGET FOR A GROWING ECONOMY” “We are safer, we are more secure, we are more prosperous,” Clinton said. When the ad was over, Gottheimer says, he looked at Pelosi. “This is how we won,” he told her, “and this is how we win again.”Representative Josh Gottheimer of northern New Jersey, a co-chairman of the Problem Solvers Caucus.Bill Clark/CQ-Roll Call, via Getty ImagesIn April, almost a year and a half later, Gottheimer screened the ad again, this time for me. He provided his own color commentary as it played. “Fiscal responsibility … jobs … tax cuts … he put cops in the ad!” Gottheimer, who served as a White House speechwriter during Clinton’s second term, exclaimed. When it was over, he sighed. “Think about how different that message is,” he said. I asked him what Pelosi’s reaction was when he played it for her. Gottheimer demurred. But the answer seemed obvious. The message that Pelosi and the Senate majority leader Chuck Schumer and President Joe Biden and the rest of the Democratic leadership had chosen for their party, the message that Democrats would be carrying into the 2022 midterm elections, was not the one that Gottheimer, and the disembodied voice of Bill Clinton, had counseled.Gottheimer and I were eating breakfast at a diner on Route 17 in Paramus, N.J. In a month, he told me, the busy state highway outside would be lined with campaign signs that read “Josh Gottheimer for Congress: Lower Taxes, Jersey Values.” “I’m the only Democrat in the country who puts ‘lower taxes’ on his signs,” he said. “ ‘Jersey values’ are about cops, firefighters, vets — I’ll get your back.” Although the old Clinton ad wasn’t his party’s current message, it was certainly his. “These are the issues that I continue to stress back home in my district,” he said. It would not be hyperbole to say that Gottheimer runs his political life there according to Clinton’s tenets.The most immediate question for Gottheimer and other moderate Democrats is whether that will be enough come November. Midterm elections have been historically brutal for the party that controls the White House. In 2006, Republicans took a “thumping,” as George W. Bush described it at the time, losing 30 seats in the House, six seats in the Senate and control of both chambers. Four years later, it was the Democrats’ turn to suffer a “shellacking,” as Barack Obama put it, with Republicans gaining 63 seats and a new majority in the House. In 2018, Democrats capitalized on resistance to Donald Trump and gained 41 seats on their way to taking back the House.This year, with Democrats clinging to a 10-seat majority in the House (almost guaranteed to drop to nine with a special election in Nebraska on June 28), most political handicappers expect Republicans to reclaim control of the chamber easily; the only real uncertainty is just how big the Red Wave will be, with predictions about the number of seats Republicans will gain ranging from less than 20 to more than 60. (Despite the public hearings of the House committee investigating Jan. 6, most Democrats running for election are not attempting to make the effort to overturn the 2020 presidential election a referendum on Republicans.)The bigger, more consequential question — not just for the moderates but for all Democrats — is whether this projected midterm wipeout is merely a cyclical occurrence or the manifestation of a much deeper and more intractable problem. Over the last decade, the Democratic Party has moved significantly to the left on almost every salient political issue. Some of these shifts in a more ambitiously progressive direction, especially as they pertain to economic issues, have largely tracked with public opinion: While socialism might not poll well with voters, Democratic proposals to raise taxes on corporations and the wealthy, increase the federal minimum wage to $15 an hour and lower the age of Medicare eligibility do.But on social, cultural and religious issues, particularly those related to criminal justice, race, abortion and gender identity, the Democrats have taken up ideological stances that many of the college-educated voters who now make up a sizable portion of the party’s base cheer but the rest of the electorate does not. “The Democratic Party moved left,” says Will Marshall, the president and founder of the Progressive Policy Institute, a moderate Democratic think tank, “but the country as a whole hasn’t.”Republicans have sought to exploit this gap by waging an aggressive culture war against Democrats. Christopher Rufo, the conservative activist and frequent Fox News guest who has turned critical race theory into a right-wing cudgel, wrote on Twitter last year that he intended to “put all of the various cultural insanities under that brand category.” More recently, he has attacked Democrats for, he charged, attempting to indoctrinate school children with “trans ideology.” Rick Scott, the Florida senator who heads the Republicans’ Senate campaign arm, told reporters in June, “The election is going to be about inflation, critical race theory, funding the police — that’s what it’s going to be about.” The result, fair or not, is that the Democratic Party is now perceived by a growing segment of American voters as espousing the furthest left position possible on many of the country’s most fraught and most divisive issues.“There’s a sense among voters that Democrats are too focused on social issues,” says Brian Stryker, a Democratic pollster, “and those are more left-wing social issues that people think they’re too focused on.” In May, CNN asked 1,007 American voters for their opinions on the country’s two major political parties. After four years of Trump in the White House, an insurrection and unsuccessful attempt to overturn a presidential election and now a Republican Party that can be fairly described as a cult of personality and is moving further right on many of the same social issues, 46 percent of those surveyed considered the G.O.P. to be “too extreme.” But 48 percent of them viewed the Democratic Party the same way.All of which has occasioned not just the normal midterm agita but something closer to an existential crisis among moderate Democrats. While some of them remain reluctant to publicly concede the reality that the Democratic Party has indeed shifted left — either out of fear of angering their fellow Democrats or validating Republican attacks — they will readily acknowledge that voters perceive the party as having drifted out of the mainstream. And they are convinced that this is threatening their political survival. “There’s absolutely no doubt in my mind that the Democratic Party has a problem as a toxic brand,” says Max Rose, a moderate New York Democrat who lost re-election to his House seat in Staten Island in 2020 — his Republican opponent characterized Rose’s attendance at a George Floyd protest march as anti-police — and is running to reclaim the seat this year. “There’s a perception that the party is not on the side of working people, that it’s not on the side of the middle class.”That perception has penetrated even the immediate families of Democratic politicians. “My own mother-in-law, a Republican, believes I’m some sort of unicorn because I can put sentences together and I’m not rabid and left-leaning,” says Chrissy Houlahan, a moderate Democratic congresswoman who represents a swing district in the swing state of Pennsylvania. “I believe the national Democratic Party is where I am. I don’t believe that the way people perceive the national Democratic Party is where I am.”But the Democrats’ leftward trend, whether real or perceived, is resoundingly popular with, and often reinforced by, the party’s staff members and activists and especially its donors, who fund a slew of nonprofits and super PACs that relentlessly push the progressive line. In America’s very blue and very online precincts, performative positioning is often accepted as a substitute for the compromises that can be necessary to secure legislation — whether it’s Schumer and Pelosi donning kente cloth and kneeling in the Capitol to demonstrate solidarity with Black Lives Matter protesters in lieu of actual police reform or Biden traveling to Atlanta to attack Republicans as supporters of “Jim Crow 2.0” in a speech on behalf of voting rights legislation that had no chance of passage.The problem, says Lis Smith, a Democratic communications strategist who most recently worked for Pete Buttigieg’s 2020 presidential campaign, is that “in today’s world, what happens on Twitter or in a D-plus-40 district doesn’t stay there. It travels to every race across the country.” And it inherently limits the appeal of Democrats in those races. “If we become a party of the elite-elites, there death awaits,” says Representative Sean Patrick Maloney of New York, who heads the Democratic Congressional Campaign Committee (D.C.C.C.), the House Democrats’ campaign arm, pointing to the influence of college activists. “We’ll all agree with each other right into extinction.”The Democrats most at risk of extinction this November are Gottheimer and his fellow House moderates, who typically represent the sorts of swing districts where being painted as an identitarian socialist is the political kiss of death. “We are, almost by definition, the low-hanging fruit in every election,” says Representative Dean Phillips, a Minnesota Democrat and member of the Problem Solvers. Although Biden won Gottheimer’s district by more than five points in 2020, and the district got even bluer under New Jersey’s newly drawn congressional maps so that Democrats now have a seven-point edge there, the D.C.C.C. has put him on its “Frontline” list of vulnerable incumbents. Of the 37 Frontliners, the overwhelming majority belong to the Problem Solvers or one of the other two groups for moderate House Democrats: the New Democrat Coalition and the Blue Dog Coalition. And then there are the two dozen or so moderate House Democrats who have decided not to run at all in 2022, quitting before they could be fired.It’s enough to drive Gottheimer, 47, to frustration — and to send him searching nearly three decades back in time for answers. In Congress, he has gone out of his way to differentiate himself from his more liberal Democratic colleagues, whom he has privately derided as “the herbal tea party.” The enmity has been mutual. After The Intercept reported the “herbal tea party” insult in 2019, the progressive New York congresswoman Alexandria Ocasio-Cortez retweeted a link to the article and wrote, “What’s funny is that there *are* Dems that do act like the Tea Party — but they’re conservative.” It was not the first or last time Gottheimer found himself at the bottom of an online pile-on. Two years ago, his clashes with liberals earned him a left-wing primary challenger who branded him “Trump’s favorite Democrat.” Gottheimer won by 33 points. “The social media Democrats are not the Democrats back home,” he told me during another conversation in his congressional office. “Those aren’t my constituents.”But now, he complained, “the far right is trying to do everything they can to equate many of us to the socialist left,” and he’s worried his constituents will start to believe it. The challenge for Gottheimer and his fellow moderates, however, is not just to define what they are not, but what they actually are. While there is a growing group of Democrats who believe that their party needs to become more moderate, it’s not clear that any of them agree on — or, in some cases, even know — what it means to be a moderate Democrat anymore.In January 1989, Al From invited Bill Galston to breakfast at La Colline, a French restaurant on Capitol Hill. From was a former congressional staff member who, four years earlier, co-founded the Democratic Leadership Council (D.L.C.), a group of mostly Southern and Western Democrats who were trying to remake the party in their moderate image. They called themselves the New Democrats.Galston was a University of Maryland public-policy professor who moonlighted as an adviser to Democratic presidential campaigns — in 1988, working for Al Gore’s ill-fated campaign. The previous November, Michael Dukakis lost to George H.W. Bush by 8 percentage points and 315 electoral votes, the Democrats’ third straight landslide presidential defeat. At La Colline, From asked Galston what was wrong with their party. Democrats, Galston answered, were in denial — focusing on the chimeras of higher turnout and better fund-raising when, in fact, it was their “unacceptably liberal” positions that was the problem. By not grappling with that fact, Galston told From, Democrats were engaging in “the politics of evasion.”From commissioned Galston and the political scientist Elaine Kamarck to write up the argument for the D.L.C.’s new think tank, the Progressive Policy Institute, which published “The Politics of Evasion” that September. Galston and Kamarck did not mince words. “Too many Americans have come to see the party as inattentive to their economic interests, indifferent if not hostile to their moral sentiments and ineffective in defense of their national security,” they wrote. The Democratic Party was “increasingly dominated by minority groups and white elites — a coalition viewed by the middle class as unsympathetic to its interests and its values.” Unless Democrats convinced those middle-class voters (who at that time were predominantly white) that they were tough on crime, trustworthy on foreign policy and disciplined about government spending, they would continue to wander the political wilderness.Representative Sean Patrick Maloney of New York, who heads the Democratic Congressional Campaign Committee (D.C.C.C.).Tom Williams/CQ-Roll Call via Getty ImagesIn the past, the New Democrats shied away from outright conflict with the party’s liberal wing — refusing to return fire, for instance, when Jesse Jackson dubbed the D.L.C. “Democrats for the Leisure Class.” But “The Politics of Evasion” counseled that internecine fighting was good: “Only conflict and controversy over basic economic, social and defense issues are likely to attract the attention needed to convince the public that the party still has something to offer the great middle of the American electorate.” Bill Clinton, who as Arkansas governor became the D.L.C. chairman in 1990, took that message to heart in his 1992 presidential campaign.That summer, shortly after he cinched the Democratic nomination, Clinton gave a speech to Jackson’s Rainbow Coalition group — in which he attacked the group for also hosting a relatively obscure rapper named Sister Souljah, who in the wake of that year’s Los Angeles riots said in an interview, “If Black people kill Black people every day, why not have a week and kill white people?” Clinton told the Rainbow Coalition that “if you took the words ‘white’ and ‘Black’ and reversed them, you might think David Duke was giving that speech.” Jackson was furious and called on Clinton to apologize — exactly the response Clinton was hoping for. The Black syndicated columnist Clarence Page later wrote that by picking the fight, Clinton “impressed swing voters, particularly white suburbanites, with a confident independence from Jackson that other Democratic presidential candidates had not shown.” A loudly performed repudiation of a putative far-left extremist would come to be known as a “Sister Souljah moment.”Clinton ran for president as a factional candidate, against the Republicans but also against his party’s liberal wing, so that when he won, he remade the Democratic Party in his own — and the D.L.C.’s — image. In 1995, midway through Clinton’s first term, 23 moderate House Democrats formed the Blue Dog Caucus to, in their words, “represent the middle of the partisan spectrum.” By 2010, halfway through Barack Obama’s first term, the Blue Dogs had grown to 54 members. “To my surprise, ‘The Politics of Evasion’ had some impact,” Galston recently told me. “With the election of Bill Clinton, this little insurgency within the Democratic Party succeeded.” He paused. “Temporarily.”This February, more than three decades after their original salvo, Galston and Kamarck, now both senior fellows at the Brookings Institution, published “The New Politics of Evasion.” Once again, they argued Democrats have swerved too far to the left: “A substantial portion of the Democratic Party has convinced itself that Americans are ready for a political revolution that transforms every aspect of their lives. This assumption has crashed into a stubborn reality: Most Americans want evolutionary, not revolutionary, change.” Once again, they argued that Democrats have ignored the political salience of cultural issues to their detriment: “For Americans across the political spectrum, social, cultural and religious issues are real and — in many cases — more important to them than economic considerations. These issues reflect their deepest convictions and shape their identity.”But unlike three decades ago, Galston and Kamarck were actually a little late to the fight. In the past few years, a growing and increasingly vocal cohort of strategists, policy wonks and intellectuals has been arguing that Democrats have overreached on social and cultural issues and that, as a result, the party has become unable to appeal to voters without college degrees — and, increasingly, not just white voters in that group but Hispanic, Asian American and Black voters too. From 2012 to 2020, the support of nonwhite voters without college degrees for the Democratic presidential candidate decreased by 10 percentage points. Much as in the early 1990s, the most vibrant and urgent discussion in Democratic circles currently revolves around why and how the party needs to steer itself back to the center.“For Democrats to win, we have to cater a lot more to moderates,” Sean McElwee told me recently at an Australian coffee shop in Washington’s Logan Circle neighborhood. Just 29 years old, with a baby face that makes him appear even younger, McElwee runs Data for Progress, a left-leaning polling firm and think tank that in only four years has come to occupy a central place in the Democratic Party firmament. Its ascent is especially remarkable considering where the firm — and McElwee — started.He burst onto the political scene early in Donald Trump’s presidency as a Resistance Twitter personality who popularized the slogan “Abolish ICE” and hosted a weekly East Village happy hour for New York’s left-wing activists and writers. He started Data for Progress in 2018 with the express intent of driving the Democratic Party to the left. As a self-proclaimed socialist, McElwee’s early activism revolved around helping far-left candidates win Democratic primaries in safe blue districts. He was an adviser to the left-wing political group Justice Democrats, which fueled the rise of Ocasio-Cortez, as well as Ayanna Pressley, Ilhan Omar and Rashida Tlaib, a.k.a. the Squad. He liked to call himself an “Overton window mover.” (The term refers to a reframing of what is politically possible.)But during the 2020 presidential primaries, just when practically every Democratic candidate except Joe Biden was jumping through that window by promising to abolish ICE and provide Medicare for all and eliminate student debt, McElwee himself started favoring what he calls “a more pragmatic approach.” The reason? While he personally still supported many of these left-wing policy proposals, Data for Progress’s polling showed that they weren’t actually popular with voters — or at least not with the working-class, non-college-educated voters Democrats need to win outside those safe blue districts.McElwee concluded that if Democrats ever want to accomplish their progressive goals, they need to get elected first — and the way to do that is to do a lot of polling to determine the popularity of various policy proposals. Then, when talking to voters, Democratic candidates should emphasize the popular ideas and de-emphasize the unpopular ones, even if that means emphasizing smaller, more incremental, more moderate policies. “I’m now just interested in a fundamentally different set of tactics and tools than I was six or seven years ago,” McElwee told me.The electoral theory to which McElwee now subscribes has come to be known as “popularism.” Its most prominent proponent is David Shor, one of McElwee’s best friends. A 30-year-old data analyst, Shor crunched numbers for Obama’s 2012 re-election campaign and later went to work for the progressive data firm Civis Analytics. In 2020, during the widespread protests after the murder of George Floyd, he tweeted, “Post-MLK-assassination race riots reduced Democratic vote share in surrounding counties by 2 percent, which was enough to tip the 1968 election to Nixon,” citing a study by the Black political scientist Omar Wasow, and noted that nonviolence was more politically effective. Online activists were furious, with some branding his tweet racist, and after a pressure campaign from outside and inside the firm, Civis fired him — making Shor a political martyr for those who believed the Democratic Party and progressive institutions had become too beholden to far-left activists and liberal political staff members.Now free to speak his mind, Shor co-founded the data-analytics firm Blue Rose Research and began tweeting more and giving lengthy interviews that expanded on his theory. “I think the core problem with the Democratic Party is that the people who run and staff the Democratic Party are much more educated and ideologically liberal and they live in cities, and ultimately our candidate pool reflects that,” he told The Times’s Ezra Klein last October. “If you look inside the Democratic Party, there are three times more moderate or conservative nonwhite people than very liberal white people, but very liberal white people are infinitely more represented. That’s morally bad, but it also means eventually they’ll leave.”Joining Shor and McElwee in the effort to propagate popularism are a host of other liberal-but-tacking-to-the-center writers and thinkers. Ruy Teixeira, a political scientist and co-author of the influential 2002 book “The Emerging Democratic Majority,” writes for a Substack newsletter called “The Liberal Patriot,” publishing missives on “The Democrats’ Common Sense Problem,” “The Democrats’ Working Class Voter Problem” and “The Bankruptcy of the Democratic Party Left.” Matthew Yglesias, a prodigious pundit who co-founded Vox in 2014 before leaving in 2020 because he felt hemmed in by the “young-college-graduate bubble” at the website, now writes his own Substack newsletter, “Slow Boring.” “Part of what we’re doing here is rediscovering old ideas,” Yglesias told me. “I sometimes use the phrase ‘the wisdom of the ancients.’ None of these popularism ideas are particularly original or say anything that people haven’t said for a long time. They just became unfashionable briefly.”Writing in The Nation last October, Elie Mystal accused Shor and his comrades of counseling Democrats to “figure out what the racists want and give it to them.” The popularists, Mystal continued, “would have us believe that by not addressing Black concerns, by refusing to deliver on promises to fix the election system, the immigration system and the police system, Democrats are actually helping themselves attract white voters and counterintuitively, shoring up support from non-college-educated Black people.”Other popularism critics question the wisdom of relying on polls to develop a “popular” agenda at a time when political polling has never been more unreliable. They also point out that popularism’s most prominent preachers are New York- and Washington-based college-educated white guys themselves, whose evidence for what working-class voters want is, the Johns Hopkins University political scientist Daniel Schlozman says, “either survey data or the limited interactions that fancy people have with not-fancy people.” Instead of trying to win over voters who most likely aren’t winnable, the liberal critique of popularism holds, Democrats should instead redouble their efforts to bring Black and Hispanic voters, as well as college-educated white voters, to the polls. “Overpowering Republicans with enthusiasm and turnout is the only way to beat them,” Mystal wrote, “because trying to appease them is both morally intolerable and strategically foolish.”Popularists argue that Democrats have already tried and failed to win elections with the enthusiasm-and-turnout model. “The other side gets to vote too,” Teixeira wrote in January, “and the very stark choices favored by those on the left may mobilize the other side just as much — maybe more! — than the left’s side.” (A recent review of 400 million voting records by the political scientist Michael Barber and the public-policy scholar John B. Holbein found that “minority citizens, young people and those who support the Democratic Party are much less likely to vote than whites, older citizens and Republican Party supporters.”) Over a recent lunch at a Chinese-Korean restaurant near Dupont Circle in Washington, Teixeira held out hope that after November, the wisdom of the popularists’ case will be even more apparent. “We’re probably going to have a very rough midterms, and the appetite for change among Democrats will grow,” he said. “Defeat tends to concentrate a party’s mind.”No matter how likely the prospect of humiliating defeat, it’s a job requirement of the D.C.C.C. chairman to exude pugnacious confidence. As even his harshest critics would concede, Sean Patrick Maloney, the first openly gay person to hold the post, has a knack for that part of the job. “Sean makes me think of the old adage about Irishmen,” says Representative Matt Cartwright of Pennsylvania, the only Democrat to win in a Trump district in 2016, 2018 and 2020 and one of three Frontliners from the Keystone State. “They see two people fighting, and they ask, ‘Is this a private fight or can anybody get in?’”Now in his sixth term representing a congressional district in the Hudson Valley, Maloney, 55, angled to run the House Democratic campaign arm for years: In 2017, he conducted an autopsy of the group’s poor performance in the previous year’s election; in 2018, he ran for its chairmanship before abandoning the race because of a medical emergency. That Maloney, a close ally of Pelosi’s, was finally elected D.C.C.C. chairman in late 2020, just in time to preside over the Democratic debacle that’s shaping up to be the 2022 midterms, can make him seem like the dog that caught the car — an analogy that he naturally rejected. “You’re not the first person who’s suggested that,” he said. “But I like that people are underestimating us.”Maloney was enjoying himself — sipping the remnants of a soda from Shake Shack, gesturing to the three aides monitoring our conversation — when we talked in the middle of March in the D.C.C.C.’s new Washington headquarters, where cubicle name plates provide both the job title and preferred pronouns of the mostly Gen Z employees.There was no denying the political headwinds Democrats were facing, but Maloney’s exuberance at the time didn’t seem entirely irrational: The D.C.C.C. was finishing up a record-breaking fund-raising quarter that would ultimately bring in north of $50 million — $11.5 million more than its Republican counterpart raised during the same stretch. Maloney pointed to the State of the Union address Biden gave earlier that month — “the first time in a long time the American people got to see, without a filter, the guy they actually voted for” — and the job Biden was doing marshaling international support for Ukraine — “the most impressive presidential performance since the first Gulf War.” He believed both would improve Biden’s languishing support, which in turn would redound to the Democrats’ benefit in November. (Since then, Biden’s approval rating has dipped below 40 percent and the number of House seats Democrats are predicted to lose has increased.)More than money and polls, what was fueling Maloney’s swagger that afternoon was maps. At the start of the redistricting process that followed the 2020 census, Republicans appeared to hold the upper hand, with total control of the process in 19 states. Indeed, some election experts predicted that the G.O.P. would be able to retake the House in 2022 based solely on gains from newly redrawn congressional maps. But working closely with Democratic officials in the handful of states where they controlled redistricting — including Illinois, Maryland and New Mexico — Maloney and the D.C.C.C. were able to engineer Democratic gains through aggressive gerrymandering of their own. Maloney’s most audacious move was in his home state of New York. There, Democratic legislators went around an independent redistricting commission and approved a heavily gerrymandered map. Their party gained an advantage in 22 out of 26 House districts, halving the number of safe Republican seats from eight to four.When I met with Maloney at the D.C.C.C., it looked as if Democrats had not just fought Republicans to a draw in the redistricting battle but had actually gained a few seats. “We beat ’em,” Maloney crowed. Of course, one driver of the political polarization that Maloney and other moderate Democrats denounce is the sort of aggressive gerrymandering that creates so many safe seats and so few competitive ones: In 2022, fewer than 40 seats out of 435 are considered competitive — in other words, seats in districts that Biden or Trump won by 5 percent or less in 2020.“Competitive districts marginalize ideological extremism and foster moderation in Congress,” Richard H. Pildes, a New York University law professor, has written. “Safe seats foster extremism.” Given that reality, I asked Maloney if he had any mixed feelings about the victory, considering the Democrats achieved it with such extreme gerrymanders — noting, of course, that Republicans would have done the same thing if given the opportunity. “They did have the opportunity and they [expletive] it up,” he shot back. “That’s what beating them means.”But the beatdown would prove ephemeral. Later that month, a Maryland judge threw out the state’s congressional map, calling it an “extreme partisan gerrymander.” A week after that, a judge in New York ruled that state’s new map unconstitutional. In May, the New York judge approved a new congressional map, drawn by a Carnegie Mellon political scientist, that undid all of the Democratic gains by creating what experts deemed 15 safely Democratic seats, five safely Republican seats and six tossups. Adding to New York Democrats’ misery, the new map either eliminated or drastically altered the districts of at least six Democratic incumbents.One of them was Maloney. An hour after the new, court-ordered maps were released, he announced on Twitter that he was switching from the Hudson Valley district he has represented since 2013 to a neighboring, now bluer district rooted in Westchester County but extending north to Putnam County, where he lives. (Members of Congress are not required to live in the district they represent.) The only problem? Much of the district he was moving to is currently represented by his Democratic colleague Mondaire Jones. The prospect of the Democrats’ midterms chief forcing a member-on-member primary — much less a member-on-member primary involving a Black freshman incumbent like Jones — did not go over well with many House Democrats. Suddenly, all the internecine Democratic tensions that were Maloney’s job to resolve, or at the very least elide, were focused squarely on him.“Sean Patrick Maloney did not even give me a heads up before he went on Twitter to make that announcement,” Jones told Politico. “And I think that tells you everything you need to know about Sean Patrick Maloney.” Representative Ritchie Torres of New York, a Black freshman member like Jones, complained about the “thinly veiled racism” of Maloney’s maneuverings. Others noted the presumption of Maloney, the man tasked with protecting the Democrats’ House majority, creating an open seat and giving Republicans a better opportunity to win his current district this fall. Ocasio-Cortez called on Maloney to step down as D.C.C.C. chairman if he wound up in a primary versus Jones.In the end, Jones switched from his Westchester district to a new one miles away in New York City. But that didn’t completely defuse the situation. Alessandra Biaggi, a progressive New York state senator from Westchester, decided to challenge Maloney in the August primary, securing the endorsement of Ocasio-Cortez. Biaggi attacked Maloney not just as “an establishment, corporatist” Democrat but for putting his own political fortunes above those of the Democratic Party’s. “What hurt the party was having the head of the campaign arm not stay in his district,” she told reporters, “not maximize the number of seats New York can have to hold the majority.”“This is so counterproductive,” Jim Messina, Obama’s 2012 campaign manager, wrote on Twitter about Ocasio-Cortez’s support of Biaggi’s primary challenge to Maloney. “The Supreme Court is about to outlaw abortion. We could lose both houses. So we are going to focus our time running against each other. Now we’re primarying committed progressives because … why? If we lose the House it’s because of dumb [expletive] like this.”With their majority or their own re-elections in doubt, many House Democrats are already heading for the exits in a pre-midterm exodus. So far, 33 House Democrats have announced that they will not compete for their seats in November. Some are leaving to run for other offices, but most are retiring. And while some Democratic retirees represent solidly blue districts and will almost certainly be replaced by other Democrats, many of them hold the sort of purple — or even red — seats that Democrats have little chance of keeping unless they have an incumbent running.In the middle of March, the mood was funereal in the office of Stephanie Murphy, a Democratic congresswoman from Florida who announced last December that she would not be running again for her purple Orlando-area seat. She had just watched the Ukrainian president Volodymyr Zelensky give a video address to a joint session of Congress, during which he shared footage of Ukrainian women and children packing bags and weeping as they said goodbye to their husbands and fathers who were staying to fight the Russians. Murphy, whose family escaped Vietnam by boat when she was an infant, wiped away tears. “I’m a little emotional about it,” she explained. “Those images have been hard for me to watch.”As Murphy reflected on her time in Congress, her emotions seemed no less raw. She was first elected to the House in 2016, defeating a 12-term Republican incumbent whose district had become more Democratic after the state Supreme Court made lawmakers redraw Florida’s congressional lines. But it was hardly blue and Murphy won by hewing to the center on fiscal issues and foreign policy.Once in Washington, she joined the Blue Dogs. In the group’s early years, most of its members were older white men from the South who were not just fiscal conservatives but cultural ones as well — firm in their opposition to gun control, abortion and gay people serving in the military. In 2018, when Murphy, an Asian American woman who just turned 40, became the group’s co-chairwoman, it was a sign of how even the Blue Dogs had changed amid the Democratic Party’s leftward march. “I’d love for the world to stop using ‘conservative Democrat’ to define Blue Dogs,” Murphy told The Washington Post. “Because I am pro-choice, I am unabashedly pro-L.G.B.T.Q., I am pro-gun-safety.” (In addition to Murphy, the Blue Dogs also now have two Black and four Hispanic members.)Stephanie Murphy, a Democratic congresswoman from Florida.Chip Somodevilla/Getty ImagesMurphy preferred to describe herself as a moderate; her main areas of disagreement with her fellow House Democrats were about national security and pocketbook issues (she supported a law that toughened penalties for deported immigrants who try to re-enter the United States and another that allows new businesses to deduct more of their start-up expenses).     A Year Later, Some Republicans Second-Guess Boycotting the Jan. 6 Panel

    The decision by Representative Kevin McCarthy not to appoint Republicans to the committee has given Democrats the chance to set out an uninterrupted narrative.WASHINGTON — The four hearings held in the past few weeks by the House committee investigating the Jan. 6 attack, with their clear, uninterrupted narratives about President Donald J. Trump’s effort to undercut the peaceful transfer of power, have left some pro-Trump Republicans wringing their hands with regret about a decision made nearly a year ago.Representative Kevin McCarthy of California, the minority leader, chose last summer to withdraw all of his nominees to the committee — amid a dispute with Speaker Nancy Pelosi over her rejection of his first two choices — a turning point that left the nine-member investigative committee without a single ally of Mr. Trump.Mostly in private, Republicans loyal to Mr. Trump have complained for months that they have no insight into the inner workings of the committee as it has issued dozens of subpoenas and conducted interviews behind closed doors with hundreds of witnesses.But the public display this month of what the panel has learned — including damning evidence against Mr. Trump and his allies — left some Republicans wishing more vocally that Mr. Trump had strong defenders on the panel to try to counter the evidence its investigators dig up.“Would it have made for a totally different debate? Absolutely,” said Representative Brian Mast, Republican of Florida. “I would have defended the hell out of him.”Among those second-guessing Mr. McCarthy’s choice has been Mr. Trump.“Unfortunately, a bad decision was made,” Mr. Trump told the conservative radio host Wayne Allyn Root this week. He added: “It was a bad decision not to have representation on that committee. That was a very, very foolish decision.”The committee employed more than a dozen former federal prosecutors to investigate the actions of Mr. Trump and his allies in the buildup to the Jan. 6, 2021, attack on the Capitol.With former television producers on staff, the committee has built a narrative told in chapters about the former president’s attempts to cling to power.As it has done so, the committee has not had to contend with speechifying from the dais about Mr. Trump’s conservative policy achievements. There has been no cross-examination of the panel’s witnesses. No derailing of the hearings with criticism of President Biden. No steering the investigation away from the former president. He has made plain this week that he wants more Republicans defending him, and is displeased as the hearings play out on national television without pro-Trump voices.The only Republicans on the committee are two who have lined up squarely against Mr. Trump: Representative Liz Cheney of Wyoming and Representative Adam Kinzinger of Illinois. They were appointed by Ms. Pelosi, not Mr. McCarthy.Mr. McCarthy figured in July that it was better politically to bash the committee from the sidelines rather than appoint members of his party acceptable to Ms. Pelosi. He has said he had to take a stand after she rejected two of his top picks for the panel: Representatives Jim Banks of Indiana and Jim Jordan of Ohio.Ms. Pelosi said she could not allow the pair to take part, based on their actions around the riot and comments they had made undercutting the investigation. (Mr. Jordan has subsequently been issued a subpoena by the committee because of his close dealings with Mr. Trump.) The speaker’s decision led directly to Mr. McCarthy’s announcement that Republicans would boycott the panel.“When Pelosi wrongfully didn’t allow them, we should’ve picked other people,” Mr. Trump said in an interview with Punchbowl News. “We have a lot of good people in the Republican Party.”Mr. Trump has grumbled openly about the makeup of the panel, according to a person familiar with his remarks. Some members of the far-right House Freedom Caucus have also privately complained about the lack of pro-Trump Republicans on the panel, the person said.Those close to Mr. McCarthy argue that the Democrats who control the committee would most likely not have allowed his nominees much power or influence over the panel’s work.The hearings will pick up again on Thursday with a session devoted to Mr. Trump’s effort to install a loyalist at the top of the Justice Department to carry out his demands for more investigations into baseless claims of election fraud.The panel is planning at least two more hearings for July, according to its chairman, Representative Bennie Thompson, Democrat of Mississippi. Those hearings are expected to detail how a mob of violent extremists attacked the Capitol and how Mr. Trump did nothing to call off the violence for more than three hours.Asked on Tuesday about the former president’s comments about the Jan. 6 committee, Mr. McCarthy instead talked about inflation and gas prices.“They focused on an issue the public is not focused on,” he said of the committee. Mr. McCarthy added that he spoke with Mr. Trump this week.One of the Republicans whose nomination Mr. McCarthy withdrew from the committee, Representative Kelly Armstrong of North Dakota, was a defense lawyer before being elected to Congress.Ms. Pelosi had approved of Mr. Armstrong serving on the panel, along with Representative Rodney Davis of Illinois and Representative Troy Nehls of Texas.Mr. Armstrong said he had watched the hearings as the committee laid out evidence in a “choreographed, well-scripted way.”Had he been allowed to serve on the committee, he would have tried to steer the investigation and its questions at public hearings into security failures at the Capitol, he said, echoing a line of criticism that many Republicans have tried to direct at Ms. Pelosi.“It would be a lot less scripted. We’d ask questions,” Mr. Armstrong said. “There are real questions to be answered. My heart goes out to the law enforcement officials. They needed more people down there.”Still, he said, he stands by the decision made by Mr. McCarthy, who is considered the leading candidate to become speaker if Republicans win control of the House in the midterm elections in November.“I was in the room when we made that decision, and I still think it was the right decision,” he said, arguing that House Republicans had to take a stand after Ms. Pelosi removed Mr. Jordan and Mr. Banks. “I think it was the only option.”Mr. Trump’s comments have sparked much discussion among House Republicans over whether it was the right decision.“Everybody’s got a different opinion on that,” said Representative Tom Cole, Republican of Oklahoma. “Personally, I think the leader made the right call. The minute the speaker decides who the Republican members are, it turned against the legitimacy of it.”Representative Daniel Crenshaw, Republican of Texas, said he would have preferred to see an exchange of opposing views on the panel. “Let the public see how that debate goes,” he said. “That would have been better, of course.”But Representative Fred Upton, a Michigan Republican who voted to impeach Mr. Trump for inciting the attack on the Capitol and is retiring from Congress, said he saw nothing but hypocrisy and foolishness in Mr. Trump’s complaints.     House Democrats Push Biden to Build a Better Midterm Message

    House Democrats have been pressing the president to come up with a bumper-sticker-worthy slogan. The White House says it’s sharpening its message.WASHINGTON — After offering her customary lavish praise of President Biden, House Speaker Nancy Pelosi got to the business at hand at a White House meeting last month on the midterm elections.Democrats, Ms. Pelosi told Mr. Biden and a group of his aides, need a more succinct and consistent message. The speaker, who has long been fond of pithy, made-for-bumper-sticker mantras, offered a suggestion she had heard from members: Democrats deliver.What Ms. Pelosi did not fully detail that February evening was that some of her party’s most politically imperiled lawmakers were revolting against Mr. Biden’s preferred slogan, “Build back better,” believing it had come to be a toxic phrase that only reminded voters of the party’s failure to pass its sweeping social policy bill. And what the president and his advisers did not tell the speaker was that they had already surveyed “Democrats deliver” with voters — and the response to it was at the bottom of those for the potential slogans they tested, according to people familiar with the research.No new campaign message was agreed to that day — or since. Mr. Biden is now absorbed by the war in Europe. Facing the biggest foreign policy crisis of his presidency, he is hardly consumed with the looming midterm elections, let alone trying to devise a catchy slogan. Still, his advisers acknowledge that the crisis in Ukraine presents a chance for a reset, perhaps the president’s best opportunity to restore his standing before November.Democrats are pleading with him to come up with a sharper message. As long as former President Donald J. Trump retains his grip on the party, Democrats have a chance to remind up-for-grabs voters what is at stake this year and beyond.Still, White House aides acknowledge the pressure to revamp their strategy. They have been frustrated by how little credit they have received for enacting major legislation such as the Covid relief bill or bipartisan infrastructure legislation.“You tell them about the American Rescue Plan, and they say, ‘What the hell are you talking about?’” Mr. Biden, in a burst of candor, said at the House Democratic retreat on Friday, alluding to the $1.9 billion Covid measure he signed a year ago that is but a dim memory for most voters.The president’s advisers point to the State of the Union address — which emphasized pragmatism over bold progressive goals — as a blueprint for his message in coming months and note that, according to their research, cutting drug costs was among the most popular proposals in the speech.They also are considering a handful of executive orders that would please their base, on matters including the cancellation of some student loan debt, and are determined to enact legislation lowering the costs of prescription drugs, according to Democrats familiar with his plans.Some Democrats say they have been cheered by signs that the White House, and particularly Ron Klain, the chief of staff, are now focused on inflation after initially arguing last year that the increase was transitory. During a recent meeting with a group of House Democrats, Mr. Klain resisted a request to spend more federal dollars aiding restaurants in part because it could be seen as adding to inflationary pressures, according to an official at the meeting.To the relief of Democrats in Congress, the White House is dropping the “Build back better” catchphrase. The administration is also attempting to pin the blame on President Vladimir V. Putin of Russia for rising gas prices, hoping it will at least dilute Republican attacks over the issue.Mr. Biden’s midterm priorities aren’t taking a back seat to the war in Ukraine, the White House insists. Senior officials acknowledge that they regret their all-consuming focus on the Afghanistan withdrawal last summer, and as one said, they will not let the West Wing “become a bunker” at the expense of domestic politics.Democrats are counting on it.Gov. Jared Polis of Colorado, a Democrat who is on the ballot this fall, said he had privately urged Mr. Biden to put reducing consumer costs at the center of his agenda.“The president and the administration need to be attentive to the difficulties that real people are facing in the real world,” Mr. Polis said, recounting his message to the president on a phone call with other governors last month. “He’s a good listener. It’s just a matter of how it gets translated into policies, and we haven’t seen that yet from the White House.”Other prominent Democrats have also privately voiced discontent to Mr. Biden. Those ranks include Democrats who may also run for president and some who already have. Speaking to a friend last month, Hillary Clinton expressed concern that Mr. Biden was not offering a compelling narrative to voters about his presidency, according to a person familiar with the conversation.In addition to Mr. Biden’s policy plans, his advisers say they are taking steps to focus more aggressively on the election and on building good will with restive lawmakers.Biden officials said the president and Vice President Kamala Harris had both stepped up their fund-raising efforts for the Democratic National Committee in February, engaging major donors in one-on-one video conversations that had bolstered the committee’s coffers. There are discussions about expanding the White House political operation by dispatching a senior adviser, Cedric Richmond, to the D.N.C., which administration aides are frustrated with.Also, in hopes of quieting grumbles about Mr. Biden’s lack of engagement, his advisers say they plan to open up the White House to lawmakers, hosting them at the White House movie theater and bowling alley and reviving popular events like the Easter Egg Roll and West Wing tours.Nowhere is there more alarm in the party ranks than among House Democrats, many of whom have long felt that Mr. Biden and his aides, with their decades of service in the Senate, were overly focused on the other chamber.Most outspoken are incumbents facing difficult elections.Mr. Biden with Mayor Andy Schor and Representative Elissa Slotkin in Lansing, Mich., in October.Doug Mills/The New York TimesOne of them, Representative Elissa Slotkin of Michigan, had been privately pushing party leaders to salvage some elements of the sweeping social welfare legislation that Senator Joe Manchin III of West Virginia appeared to have torpedoed at the end of last year. Ms. Slotkin’s idea: Hold a summit-style gathering with House and Senate leaders and find consensus.That did not happen. Ms. Pelosi did hold a meeting in her office last month with Ms. Slotkin and other Democrats from competitive districts. The gathering devolved into a session of griping about the White House and pleas with the speaker to tell Mr. Biden to stop using the phrase “Build back better.”Ms. Slotkin declined to discuss private conversations but was blunt about her exasperation. “It would be helpful if the White House, the Senate and the House were all on the same page on those priorities,” she said.Asked if she was happier after the State of the Union, she shot back, “Words are good; deeds are better.”Some of her colleagues are voting with their feet: 31 House Democrats have said they will not run for re-election, the highest number in the caucus since 1992.Not all of the ire is aimed at Mr. Biden. Lawmakers view Ms. Pelosi as a political force but a de facto lame duck who is all but certain to join the exodus if Republicans reclaim the majority. They complain that they have received little guidance from the Democratic Congressional Campaign Committee, which has sought to mollify members by talking up better-than-expected results from the redistricting process.The new maps, though, are little comfort to the lawmakers like Representative Dina Titus of Nevada, a poster child for the anguish of congressional Democrats.Representative Dina Titus of Nevada. And she is running in tourism-dependent Nevada, which still has some of the highest unemployment levels in the country.Mr. Biden has set foot in the state only once as president, when he flew in for former Senator Harry Reid’s funeral.“They haven’t had time to come up with a plan because every day is some new crisis,” Ms. Titus said of the White House. Maybe, she wondered, there is no return to normal in polarized times.“You get expectations up that you can bring people together, you can negotiate, you got international experience, and then it’s a new world,” she said.Representative Susan Wild of Pennsylvania, another Democrat who is facing a tough re-election campaign, used the same word.“Let’s manage expectations,” Ms. Wild said, conceding that “as a party we overshot on” the social welfare measure that ran aground with Mr. Manchin.It’s hardly just swing district Democrats who are frustrated.     The decision by Representative Kathleen Rice of New York makes the number of Democrats leaving Congress the largest since 1992, as midterm elections loom.WASHINGTON — Representative Kathleen Rice of New York announced on Tuesday that she would not seek re-election, making her the 30th House Democrat to opt for an exit ahead of what is expected to be a difficult midterm election cycle in which the party appears headed for losses.Ms. Rice’s retirement announcement marked a grim milestone for House Democrats: The number planning to leave Congress is now the biggest since 1992, a sign of the party’s lack of confidence that it will be able to hold the majority this fall. Ms. Rice, a moderate, provided no explanation for her unexpected departure. A loud, sour-sounding horn bleated, piercing through the noise of the crowd, whose cries coalesced into an accusatory chant: “U.S.A.! U.S.A.!” Edwards, who is 5-foot-4, tried to make herself look imposing. Behind a row of bike racks, alongside four other officers, she stood in a wide stance, her hands on her hips. A man in front of her whipped off his jacket as if he were getting ready for something, flipped his red MAGA hat backward — and then the rioters were pushing the bike racks forward as the officers pushed back, trying to hold their balance.A sergeant standing closer to the Capitol looked over just in time to see a bike rack heaved up and onto Edwards, whom he recognized by her tied-back blond hair. She crumpled to the ground, head hitting concrete, the first officer down in what would prove to be a bloody, bruising battle, the worst assault on the Capitol since 1814, when the British burned the building to the ground. The crowd howled and roared, rushing past the barricade as that sergeant started screaming into the radio orders to lock all Capitol doors.Edwards’s blue cap had been knocked from her head. Once she got back on her feet, she stood, dazed and leaning on a railing for support, her hair loose and disheveled, as rioters flung themselves past the barriers, her colleagues punching back the few they could. Officers around the building heard, over the radio, an anguished call distinct from any other they had encountered on the job: “Help!”Caroline Edwards near the place where she was attacked by rioters.Philip Montgomery for The New York TimesOn the other side of the Capitol, Harry Dunn, a 6-foot-7 former college football player, thought he recognized that voice. It sounded to him like Edwards, an officer he’d trained, someone whom more officers than seemed possible considered a close personal friend, including Dunn. He started running toward the west front.Inside, near the U.S. Capitol Visitor Center, Devan Gowdy was putting on his riot gear when he heard that same call for help — frantic and high-pitched — and then his unit was sprinting through the building, down two flights of stairs and out a door on the west front of the building. Gowdy, blinking, took in a scene that seemed to have been spliced in from some other, unfamiliar world: A crowd of thousands raged before him. Standing on a small wooden stage built for the inauguration, he felt as if he’d been performing for a murderous, violent audience as people started throwing cans, paintballs, bolts, bottles fizzing with hydrogen peroxide. One rioter he saw was wielding a hatchet with the American flag wrapped around the blade.Many officers who worked riot control knew, from experience, to take their name tags off before heading into the fray, but Gowdy, a slender 27-year-old with nearly three years on the force, had left his on. “Hey, Gowdy! Look at Gowdy!” a rioter screamed. “Gowdy! Gowdy, you’re scared!” another jeered. One of Gowdy’s sergeants, Aquilino Gonell, a 42-year-old veteran of the war in Iraq, who was close by, unable to move from his position lest the crowd burst through, heard the taunts and was chilled to the bone. Gowdy looked at him beseechingly, but what could he do? Gonell saw a rioter pull hard at the shield in Gowdy’s hand, the two of them rocking back and forth. Gonell thought his officer was hit hard in the head with his own shield; Gowdy only knows that a flagpole clattered to his feet just after he felt a blow. Another officer pulled him back to safety inside the building.Amid the chaos, Gonell lost track of the other members of his unit, a tight-knit crew that usually worked the midnight shift. Soon he was one of a few officers near the lower west entrance to the building who still had a shield — other officers had either lost theirs in battle or never had one in the first place — and was bracing himself in the doorway, barely holding on. A rioter smashed his hand with a baton. Gonell slipped on a pile of shields wet with toxic spray and feared that the rioters, grabbing his leg, his shield, his arm, would pull him apart before he was somehow able to right himself.Edwards had gathered herself and spent more than an hour — or was it days, time lost all sense — fighting off rioters or helping other officers on the lower west terrace of the Capitol. She was positioned near a friend from her shift, Brian Sicknick, when they were hit with chemical spray directly in their faces. Edwards’s hands flew to her eyes as she bowed down in pain and stumbled. Sicknick retreated to wash out his eyes, then returned to the fight. Another officer escorted Edwards, her lungs searing from toxic spray, away from the scene to get medical treatment.Anton, a 34-year-old Navy veteran in Gonell’s unit, had been ordered, along with the rest of the officers on the west front, to retreat into the Capitol. Inside, a friend grabbed his tactical vest, screaming, “They’re in the building!” They realized that if the rioters came down the interior stairs near the lower west terrace entrance, they would attack, from behind, Gonell and other officers who were fending off the crowd at that door. Anton (who asked to be identified by only his middle name to protect his privacy) ran up two flights, using his shield to shove clusters of rioters back up the stairs.Arriving two floors up, at the Rotunda, amid paintings of American generals courteously accepting their enemies’ surrender, he joined a melee that was savage, without rules or limits. By then, the District of Columbia Metropolitan Police had arrived in force as allies in the fight, its only audience the presidential statues encircling the room: a beaming Ronald Reagan, a fierce Andrew Jackson, Dwight Eisenhower in a pose of resolve. Anton took none of it in: He was punching, his fists bloody, hitting men, women, equipment, trying to push the crowd back. Even as he fought, his mind was flooding with questions: Was he going to die here? And if he did, would these demonic faces be the last thing he saw? What would it take for him to actually use his gun? And — what the hell happened to Hoyte?He had been separated from his friend, Lennox Hoyte, a 32-year-old U.S. Army veteran who served in the military police in Afghanistan. Only later did Anton learn, stricken with guilt, just how badly the day had gone for him. Hoyte was pulled into the crowd, yanked so hard that his gear ripped. Someone beat his hand with a pipe; another rioter swung a piece of scaffolding at him before he was able to tear himself free. He ended up trapped with another officer in an enclosure beneath the inaugural stage, its doors, embedded with electric circuitry, serving as their barricade. Injured, he spent hours there surrounded by a mob that kept trying to break through those doors, unable to leave as chemical spray rained down between the planks of wood overhead.Another friend, Dominick Tricoche, was off duty but drove to the Capitol after a fellow officer texted the unit’s group chat saying something serious was underway at the Capitol. Fighting, plunging into the crowd to try to help another officer who had been swarmed, he wept chemically induced tears, as if his body’s physical reaction matched the grief and terror he felt in a crowd he was certain wanted to kill him. His eyes felt as if they were merely receptacles for pain; even the air seemed to be on the attack. “Traitor! Traitor!” the rioters chanted, as someone flung a bike rack at him and he fell down a flight of stone stairs. The stone, slick and slippery with blood and tear gas, was punishing: An officer on the west front, a large man with a beard, fell hard on the stairs and was out cold for three minutes. A friend threw himself over that man’s body to protect his gun, his own hand breaking amid the trampling horde.Harry Dunn at the Capitol.Philip Montgomery for The New York TimesDunn, when he rushed to the west front, found that he could not make his way through the crowd to find Edwards. He tried to help hold the line by the western lawn, positioned high above the crowd, his rifle aimed at a mob throwing smoke bombs and waving Confederate and Thin Blue Line flags. Like nearly every armed officer that day, he held his fire, out of restraint but also fear: How many rioters would fire right back? The police were clearly outnumbered.Back inside the building, Dunn positioned himself on the floor below the Rotunda, stopping rioters who were trying to get past him to an area where officers were recovering. Once Gonell was able to retreat inside, he was relieved to see Dunn. Gonell’s left shoulder was badly injured, but he was using that arm to try to help transport Rosanne Boyland, a member of the crowd who had lost consciousness and had no pulse. Dunn joined Gonell and others as they carried Boyland upstairs so she could be administered CPR (she would later be pronounced dead).By early evening, with the help of the Metropolitan Police, the Capitol Police had all but cleared the building, and the National Guard had finally arrived. Officers downstairs in the Crypt were on their knees in the hallway, racked with coughs, or standing bereft in a long line for the bathroom, which was crowded with colleagues trying to soothe their searing eyes. When Anton saw Tricoche, he looked as if he had been dipped in a vat of flour, covered in the residue of all that chemical spray.Anton was taking a break from checking that rooms throughout the Capitol were clear when he heard word over the radio that an officer — he didn’t know who — was receiving CPR. He looked down over a railing and saw, one floor below, some close friends from the midnight shift huddled over a body in uniform. He rushed to direct the E.M.T.s to the right elevator. When he joined his friends, he saw that the person they were helping was Brian Sicknick, Edwards’s shiftmate. He realized that a day that he thought could not possibly get even more horrific just had.In the Rotunda, Dunn collapsed against a wall beside a fellow officer, openly weeping. In a raw moment that would reverberate beyond that day, he called out in anguish: “Is this America?”Until Jan. 6, Anton, who patrolled outside the Capitol on the midnight shift, considered his most immediate adversaries to be winter’s frigid nights, summer’s suffocating heat and, year round, the possible complacency born of the work. The job, which he held with great pride, required staying alert for the possibility of a threat at all times, even though there were never any real indications of one. Not every officer took the job so seriously; for example, it bothered Gowdy that some officers literally slept on the job. But Anton felt that because the midnight crew was small, his responsibility at this site, whose history never failed to move him, was large. “Good job,” his colleagues used to say when they relieved him in the morning. “The building’s still here.”A violent clash against a mob of angry rioters was not the battle that the Capitol Police force was prepared or equipped to win. Military veterans like Anton make up only about 15 percent of the force; many officers, before Jan. 6, had never so much as made an arrest, much less engaged in hand-to-hand combat. In law-enforcement circles, the job was considered stable and cushy — average pay nears six figures, with federal benefits on top of that — if less than exciting. Although its budget is larger than that of the entire force serving Detroit, the Capitol Police Department is expected to provide security for lawmakers and staff in a complex of buildings on Capitol Hill covering less than half a square mile. The officers typically stood guard at checkpoints and metal detectors, provided new members and tourists directions around the labyrinthine building and monitored what were almost always small and peaceful protests on the various political issues that bring crowds to Washington.It wasn’t until around Christmas that Anton started to think that the Capitol might be facing a serious threat. Alarming warnings started coming through on every officer’s official email in the form of what were called BOLOs — alerts about people to “be on the lookout” for. Officers tended to ignore those messages, and Gonell says they did not strike him as out of the ordinary. But Anton, who had been on the force for almost three years, had never seen BOLOs anything like the ones in his inbox. The alerts included photos of people who were saying things in social media posts along the lines of: “My buddies and me are coming up there with our guns”; “People are going to get hurt.”Anton, a 34-year-old Navy veteran, repeatedly raised concerns, along with several other officers, before Jan 6.Philip Montgomery for The New York TimesAnton and several of his fellow officers, especially those who, like him, were military veterans, were worried about the Jan. 6 gathering and repeatedly approached their immediate supervisor, Gonell, to demand that he raise their concerns with his bosses. What was the plan in the event of even one active shooter? Not all members of the riot squad were trained to use long guns, but Anton thought they could strategize about how to make the most of those who were. (Other officers were also alerting their higher-ups to disturbing memes and posts they were seeing on social media.) Gonell confirms that he raised their suggestions with more senior members of the force, including his own lieutenant and the captain, but was repeatedly told to put his concerns in writing, which he did, to no avail. On Jan. 5, after roll call, Lt. Rani Brooks told the officers she brought up the issue with her captain, at their request, but got nowhere. “I’m not going to say she laughed, but. …” Brooks told them, according to four officers who were there at the time. (Brooks said through a police spokesman that she did not recall using that language.)The intelligence failures that left police officers, members of Congress and Vice President Mike Pence at risk are now well documented. Three days before the attack, an internal police intelligence report described what would occur with almost prophetic accuracy: “Unlike previous postelection protests, the targets of the pro-Trump supporters are not necessarily the counterprotesters as they were previously, but rather Congress itself is the target on the 6th. Stop the Steal’s propensity to attract white supremacists, militia members and others who actively promote violence may lead to a significantly dangerous situation for law enforcement and the general public alike.” Yet the agency failed to distribute such intelligence warnings to rank-and-file officers; to fully staff the force for what was increasingly predicted to be a large and unruly event; to allow officers to use their most powerful crowd-control weapons, like stun grenades, to confront the mob, or even to train enough officers on those weapons; to equip enough of the force with riot gear; or even to produce a plan for the situation. The structure has helped create a notoriously secretive agency — one that is not subject to Freedom of Information Act requests and until recently has rarely held news conferences — and a sense among officers that with two often competing chambers of Congress in charge, no one is in charge.Capitol security officials have offered conflicting explanations for why the threats weren’t taken more seriously, but it has become clear that they and federal law-enforcement agencies were in a state of denial, unable to perceive what had seemed unimaginable: that a threat to Congress could be emanating from the president himself.Despite the department’s own dire prediction of an extremist attack on the Capitol, the leaders of the force were lulled into a false sense of security because they had handled two postelection rallies of Trump supporters with little incident, and because federal intelligence agencies weren’t ringing alarm bells. The Department of Homeland Security and the F.B.I. never issued an elevated or imminent alert, and the Capitol Police’s final intelligence report before Jan. 6 stated that the probability of civil disobedience was “remote” to “improbable.”Yogananda D. Pittman, the agency’s chief of protective and intelligence operations at the time, apologized to Congress for the failures, but Sund, the former chief, has blamed the F.B.I. and other agencies for missing the threats, arguing that the Capitol Police Department is mostly a “consumer” of information provided by the intelligence community and that the “entire intelligence community seems to have missed it.” There has been more blame to go around: Sund has faulted Congress’s two sergeants-at-arms for not more quickly heeding his calls to send in the National Guard, as well as lower-ranking intelligence officers who did not alert supervisors to warnings of threats.“The department expected and planned for violence from some protesters with ties to domestic terrorist organizations,” Chief J. Thomas Manger said in a statement, “but nobody in the law-enforcement or intelligence communities imagined, on top of that threat, Americans who were not affiliated with those groups would cause the mayhem to metastasize to a volume uncontrollable for any single law-enforcement agency.”It is widely known that about 150 officers from the Capitol and Metropolitan Police Departments and local agencies were injured during the violence, more than 80 from the Capitol Police alone. Less understood is how long-lasting the damage, physical and psychological, to the Capitol Police force has been, damage that informs many officers’ outrage about what they perceive as a lack of accountability for those responsible. Interviews over many months with more than two dozen officers and their families (some of whom requested not to use their full names to speak frankly without permission from the department or to protect future employment prospects in the federal government), as well as a review of internal documents, congressional testimony and medical records, reveal a department that is still hobbled and in many ways dysfunctional. Among those still on the force and those who have left, many significant injuries and psychological disorders remain, including serious traumatic brain injuries and neurological impairment, orthopedic injuries requiring surgery and rehabilitation, post-traumatic stress disorder and heightened anxiety.Riot shields at the Capitol.Philip Montgomery for The New York TimesDeep frustrations remain with the leadership of the force. Most of the commanders widely viewed as failing the rank and file remain in positions of authority, including Pittman, who served as acting chief before Manger was hired in July. “Officers are still in disbelief that Assistant Chief Pittman is still in her role, where she failed miserably on Jan. 6,” says Gus Papathanasiou, chairman of the Capitol Police union. “I’ve heard from officers and supervisors who’ve retired; they didn’t want to work under her.” Tim Barber, a Capitol Police spokesman, said in a statement that “Chief Manger has expressed confidence in the department’s leadership team that remained” after the high-level departures in the wake of Jan. 6.In the year since the siege on the Capitol, about 135 officers on a force of about 1,800 have quit or retired, an increase of 69 percent over the year before. (One officer quit after enduring a string of tragedies: He suffered a stroke shortly after the assault on the Capitol and then contracted the coronavirus twice because of what he viewed as the department’s lax enforcement of mask-wearing protocols.) More may soon join them: Papathanasiou, the union chairman, warns that more than 500 additional officers will be eligible for retirement in the next five years.Officers we interviewed about their decision to leave said the failures of Jan. 6 were the most egregious of a series of management crises and errors. If Jan. 6 was a national tragedy, it was also one that the officers who served at the Capitol that day experienced cruelly and intimately in their own bodies, compounding the psychic fallout that has been especially profound in people who believed that their daily work reflected the country’s highest ideals: to protect members of Congress, regardless of party, in order to protect democracy itself.It was not unusual, the first week back at the Capitol after Jan. 6, for officers walking by a bathroom or one of the many small, hidden rooms in the building to overhear the sound of weeping. Anton thought his colleagues’ eyes looked vacant, and he was pretty sure they would have said the same of him. Officers were fearful and on high alert as bomb threats were called in every few days. Some officers, certain they’d never be given the equipment they needed, went out and bought their own helmets and Kevlar. On the morning of the 6th, members of the midnight shift had been sent home; now the Capitol Police called on officers to work long hours of overtime, even as they were surrounded by thousands of National Guard members, whose numbers dwarfed that of the force.Reports of possible security risks that would most likely have once been dismissed by leadership were now triggers for riot-control officers to throw on what they called their turtle gear — helmets and shields and full tactical gear — and go running to position for threats that never materialized. “We were chasing ghosts,” Anton says. The sergeant who watched Edwards go down on Jan. 6 (he has since retired) worried that he was sending officers to work crowd control who were in no condition to be there. “This is bullshit,” one officer started screaming as her unit geared up, just days after the 6th, to patrol a Black Lives Matter protest near the Capitol.Before the midnight shift on Jan. 7, officers received grim news: Brian Sicknick was in critical condition and not likely to survive (the Washington chief medical examiner would later report that he had succumbed to two strokes). At roll call for the riot squad, Capt. Ben Smith acknowledged widespread critiques of the force, reminding officers that they weren’t in it for public praise. No one needed a pat on the back, he told them, his affect flat, as three officers recalled; this was what they had signed up for. The room fell silent, stunned. For Anton, Smith’s comments confirmed that the Capitol Police leadership would handle the aftermath of the 6th as badly as they handled the run-up to it. Anton knew what he had signed up for, he thought as Smith spoke. But he had not signed up to serve a force so incompetent that it ignored all obvious signs of trouble ahead, and he had not signed up to fight an army of terrorizing Americans.Anton’s desire to serve his country was born on Sept. 11, 2001, when he and other students crowded around a television at his high school in Crown Heights, Brooklyn, and watched the south tower of the World Trade Center crumble to the ground. His mother worked on the 10th floor of that building. He waited with dread for hours in his apartment, convinced that she was never coming home. Even after his mother walked through the door late that night, safe but shaken, his protective impulse remained.“I just wanted to help,” Anton said many months after the assault on the Capitol, after his disillusionment with the force had swelled and spilled over into so many aspects of his life that he barely recognized himself. “In the Navy, I was always the damage-control man, which is essentially like a firefighter-slash-emergency manager. So I was always in a job where I wanted to help protect people, to prevent bad things from happening. That’s who I am at the core of my life.” All he wanted to do, in those days leading up to the 6th, was help ensure that this federal agency would fiercely protect its leaders and citizens; by the time the captain was addressing him and his peers at roll call on the 7th, the damage was done.Morale took another blow on Jan. 9 with the death of Officer Howard Liebengood, who was on duty during the attack and took his life three days later. His wife, Serena Liebengood, wrote in an open letter to her Virginia congresswoman, Jennifer Wexton, that her husband had been called on to work “practically around the clock” after the 6th and was severely sleep-deprived.The entire force had been thrust into similarly punishing overtime shifts, exhausting officers whose nervous systems were already jarred. Mental-health resources were so insufficient that the sergeant who since retired received permission to ask for help from his hometown pastor, who arrived at the Capitol with two other pastors to offer immediate counseling.On the job, officers traded information about the ones who were missing. Gowdy, a baby-faced officer who clearly found great satisfaction in the authority his uniform lent him, was back home in Pennsylvania Dutch country, recovering from a concussion. Edwards had scabs under her eyes from the chemical burns, as well as a concussion; for the first few days after the attack, she could barely speak or walk. Her husband was also an officer who was in the fray that day, but he was uninjured and felt he was needed at the Capitol, so Edwards flew down to Atlanta, where her mother could help her recover.Devan Gowdy, one of several officers who suffered a concussion in the attack.Philip Montgomery for The New York TimesGonell, Anton’s sergeant, tried going to work after the 6th, even though he was clearly in pain. An immigrant from the Dominican Republic, Gonell was proud to be a sergeant; he sometimes wondered whether he might have gone even further if his accent were less strong, his English a little better. Now he wanted to be there for his officers, but his supervisor, noticing that Gonell was limping, told him not to come back until he’d seen a doctor. Even after that appointment, he continued going to work until the pain was so overwhelming that he could barely drive. M.R.I.s revealed that he would need a bone fusion in his foot and surgery to repair his shoulder. Gonell reluctantly put in paperwork for an extended leave.Tricoche spent the first two days after the 6th taking care of a hand so black and blue, so swollen, that his thumb could not meet his forefinger. The gashes all over both shins from his fall on the steps would leave scars, but he was more worried about his state of mind. He was working 12- and 16-hour shifts with few days off. He was also in a perpetual state of disgust: The orders coming down, as officers worked cheek by jowl with thousands of National Guard members on the premises, seemed chaotic. Even after what they’d all just lived through, could no one fix what was so clearly broken in management?In the days after the attack, Dunn, usually an extrovert, felt himself grow depressed. Someone known on the force for speaking his mind (to some, more often than warranted), he instead started isolating himself from his colleagues, eating lunch alone in his car. On social media and sometimes in the press, critics were suggesting that the officers were riot sympathizers who looked the other way; Dunn desperately wanted to offer the contrary facts (which an internal investigation by the Capitol Police and federal prosecutors would eventually confirm): Officers were overwhelmed — and, in a few cases, had shown poor judgment in an effort to assuage the crowd — but they generally had acted heroically and were not complicit. (In the aftermath, six officers would face internal discipline for their actions on Jan. 6, and one would be charged criminally for obstructing justice afterward.)Just days after the 6th, Dunn gave an anonymous interview to BuzzFeed News, in which he recounted his anguished cry in the Rotunda: “Is this America?” During Donald Trump’s second impeachment trial, Representative Jamie Raskin, a Maryland Democrat and the lead impeachment manager, quoted those very words in his concluding statements. Dunn, moved to see how his words were used, received clearance from the force to speak more widely to the press, giving interviews to ABC News, CNN, The New York Times. He shared some of the most personal aspects of the day for him — like being called the N-word for the first time in uniform.Not everyone on the force, which is mostly white (as opposed to the Metropolitan Police Department, which is 50 percent Black), was thrilled that Dunn was the single voice self-designated to speak for all of them. To some, when Dunn talked about the racism he endured on Jan. 6, he made it sound as if it was “all about race,” as one officer put it, especially given that the two Capitol Police officers who died soon after the attack were white. Dunn, aware of that criticism, felt that his critics were focusing on only one aspect of what he discussed on-air: He was also trying to defend the bravery of the force as a whole.Dunn knew that the Capitol Police Department was depleted, emotionally and numerically: Many were out recovering from their injuries, or they were out sick with Covid, or they were out because they had quit, which put more pressure on the officers still on the force. Still expected to provide security for long and unpredictable sessions of Congress, officers say they were typically receiving only one or two days off per month. Those who served on Jan. 6 were granted only two eight-hour shifts of administrative leave, but many officers felt they were unable to take that leave, much less ask for more. Officers feared that if they went on leave for their mental health, they would only burden their colleagues or jeopardize their job prospects. “I would not be surprised if down the road the department gets sued — big time — for their lack of action after Jan. 6,” one officer said, referring to the mental-health effects of such long hours after the attack.Tricoche had started to feel he was not entirely himself even before the 6th, exhausted and distressed after working at protests throughout 2020. He was called an Uncle Tom at a Black Lives Matter rally, then called the N-word at the first big MAGA rally, and felt, particularly at the MAGA event, a sense that the Capitol Police officers were little more than costumed props, instructed to simply walk alongside large mobs, with no viable plan for what they were supposed to do if protesters easily overwhelmed the few officers between them and the building.Dominick Tricoche at his childhood home in Levittown, Pa.Philip Montgomery for The New York TimesAlthough Tricoche was close to his unit — they worked from 11 p.m. to 7 a.m. — he felt increasingly alienated from the force itself, where the divisiveness of the outside world inevitably filtered in. On election night, he and Anton watched the returns in a small room where other officers occasionally passed through. Officers kept tossing out predictions about how things would go down if Joe Biden lost — Man, Black Lives Matter was going to get crazy, they said; the protesters were going to get out of hand; it would be a nightmare at the Capitol. Tricoche waited until they were alone in the room and then turned to Anton. The real question, he said, is what happens if Trump loses and doesn’t leave. The two of them went back and forth, playing out the scenarios. Did they trust certain colleagues not to let Trump walk right into the Capitol after Biden was supposed to take office? Did they even trust those colleagues not to turn their guns on Anton or Tricoche if they tried to stand in Trump’s way? The answer, they both thought, might be no.Tricoche’s colleagues knew him as an officer who had a fierce sense of duty but was otherwise an unusual figure on the force. In quiet moments on midnights, he worked his way through F. Scott Fitzgerald, Charles Bukowski, poets like Baudelaire and T.S. Eliot. He received a full R.O.T.C. scholarship to Penn State but dropped out when he suffered an episode of deep depression. Now 29, he’d become one of Gonell’s most reliable underlings, someone Gonell described as “an excellent officer — always willing to step up and do the job, very responsible.”At work, Tricoche continued to be the leader Gonell knew — taking charge of the unit with Anton in Gonell’s absence — but at home, he was suffering from insomnia, still jacked on adrenaline and anxiety. He couldn’t rest, and he couldn’t plan, because they were often slammed with an extra shift at the last moment. As he crumbled under the stress of the previous weeks, a relationship important to him started falling apart, and now he counted that among the other failures that tormented him. He kept going over the events of the 6th — surely he could have done something more in the face of all that madness. He felt himself spiraling downward, writing in his journal, “I dream of a darkness darker than black.” Nicole, the wife of the officer who tumbled down the stone stairs under the scaffolding for the inaugural stage, was watching Fox News when she first learned something was amiss at the Capitol. Soon after that, she got a call from the wife of a fellow officer, telling Nicole that her husband was receiving medical care. When he finally came home early on the morning of the 7th, he was dazed, quiet and drained. A doctor he saw that night in the emergency room told him he probably had a concussion and could not return to work until he had been cleared by his primary-care physician. Nicole (who asked to be identified by her middle name to protect her family’s privacy) wasn’t too worried. They’d see how he felt tomorrow; she went to bed disturbed but not particularly alarmed about her husband’s health.The next day, her husband was supposed to rest and stay quiet, but his phone was blowing up with texts from his best friends, a group of men who were known as the North Barricade Crew after the spot where they were usually stationed. Irreverent, tight-knit, they brought a certain insult-comic humor to roll call (after one member mooned a sergeant near his post, another sergeant started calling them the Motley Crew). If they were rowdy, it was a privilege that came with more than a decade of experience for each, and friendships just as long. The group texts that day, however, were somber, as they tried to piece together who had been where, how it all went down. Even those who were not there that day were suffering. Billy Evans, a good friend of her husband’s, was off duty watching his kids when the events unfolded. Now he was stricken that he had not been there to support his colleagues.Her husband couldn’t stay away from the news, online and on television, even though it only fueled his anger. He was angry at the rioters, angry that some of them had dared to say they were on the officers’ side. His memories of the day were impressionistic, dreamlike, spotty, scenes from a zombie movie he never wanted to star in; it was days before he learned from a friend that he had been knocked unconscious and was out for three minutes. When he walked on his right foot, he felt as if he were stepping on gravel, and he felt dazed, with bouts of grief and rage searing through the fog. Now on leave himself, he worried that another attack would happen while he was sitting at home. “I just know something bad’s going to happen, and I won’t be there to help,” he often said to Nicole. He could imagine little worse.By the 9th, Nicole and her husband were starting to have more serious concerns about his symptoms. Sometimes when he stood up, he tilted backward, on the verge of falling. All three of their children had names that started with the same letter, and several times he tried to address one of them only to stutter on that first consonant, unable to get out a simple sentence. His friends corresponded mostly by text, and one was shocked when they finally did speak by phone. “He can’t even get his words out,” he texted the others.Nicole, an organized person who had worked in operations for a small business for decades, always believed there were few crises that could not be managed by the effective deployment of checklists. So she started making them: Find neurologist, find paperwork for neurologist appointment, schedule appointment with orthopedist, file paperwork for disability leave. She took out a bright yellow folder and neatly labeled it: “January 6.”The bronze door near the Rotunda still had a huge spider crack in its pane, a sight that made Anton feel a splinter in his own heart. Windows where the sun had shone through on countless elected officials were now boarded up, so that the whole building looked as if it were about to go into foreclosure.On March 4, Anton and Tricoche showed up to their midnight shift and discovered that instead of serving on riot control, they would be assigned elsewhere. Senator Tammy Duckworth had requested an escort. Duckworth, an Army veteran and the only senator who uses a wheelchair, had a harrowing experience on the 6th, coming within minutes of crossing paths with the mob. There was no specific cause for concern that night, but in case of something unexpected, she wanted officers waiting at the Senate chamber to help her get out of the building.Anton and Tricoche considered protecting a member of Congress to be the highest honor of their roles as Capitol Police officers. They had the official training to use long guns, so they retrieved M4s and magazines from the armory and escorted the senator to the chamber, as she thanked them profusely. But while she was in the bathroom, someone else — they later learned it was the acting Senate sergeant-at-arms — approached them, agitated, and demanded to know what they were doing there. At that moment, Duckworth exited the bathroom and said she had specifically asked for them to be there for her. (Ben Garmisa, a spokesman for Duckworth, declined to comment.) But as soon as she disappeared into the Senate gallery, Anton’s phone rang: Their acting sergeant told them to return those weapons immediately. They later learned that either a senator or a staff member had told the acting sergeant-at-arms that the body armor and weapons made them uncomfortable.Anton had sworn to protect the lives of those senators with his own body, if it came down to it, and now he felt he was being chastised for providing safety to one of them. Both he and Tricoche appreciated that Congress had always operated free of military guard. But they felt the overwhelming sense that those in charge of the Capitol did not grasp the new reality in which they were operating — or the country’s new reality, for that matter.Tricoche’s frustration was rising, his mental health declining. Exhausted from work, emotionally strung out, he was feeling a kind of slippage, especially when he was alone. On March 8, he felt so utterly bereft that it overwhelmed him, and he called in to say he would be missing work. Over the next days, he remained home but couldn’t summon the energy even to call in or to respond to the worried texts he was receiving. “You here tonight?” Anton wrote. “Yo yo yo man you hanging in?” Ten days ticked on, with Tricoche ignoring text after text, from two sergeants who he knew cared about him, and from Anton. “Hey bro I don’t know what’s going on but everyone is looking for you and they are going to request a welfare check on you and send people to your place,” Anton wrote on March 13. He’d driven to Tricoche’s apartment with a sergeant, pounded on the door, heard nothing. “I hope you are at home doing well,” he texted later that night. “Miss ya man.”Tricoche was off duty on Jan 6.     7 Political Wish Lists for the New Year

    What do the president, vice president, former president and party leaders want in 2022? We made our best guess.Sign up here to get On Politics in your inbox on Tuesdays and Thursdays.Given that this is the last On Politics newsletter before Christmas, and of 2021 for that matter, it seems like a good time to take stock and reflect on what a wish list might be for the nation’s leaders.Today, Democrats control both the White House and Congress. But the party’s hold on power is so slim — the 50-50 split in the Senate means that Vice President Kamala Harris must break tied votes — that the entire Biden agenda is dependent on every single Democrat’s falling into line. And they aren’t all doing so.History bodes poorly for the party of the president in a first midterm election, and many Democrats are bracing for a rout in 2022. Here is what we think the nation’s leaders are looking for in the New Year:President Biden: He won the Democratic nomination after making two early bets in the primary that paid off big: that he would be seen as the most electable Democrat and that Black voters would be a loyal base. Both bets paid off. Similarly, Biden made an early two-pronged bet about the midterms: that a surging economy and a waning threat from the coronavirus would deliver victory to the Democrats.Right now, neither is happening.The omicron variant is bringing rising caseloads and fresh fears despite the widespread availability of vaccines. Meanwhile, monthly economic reports tell the story of the fastest inflation in decades, the kind of in-your-face figures that can swamp other positive economic indicators like the unemployment rate.Wish list: a stronger economy, shrinking inflation and a disappearing virus.Mitch McConnell: The Senate Republican leader has an excellent shot at returning to the majority in 2023 — after only two years in the minority. But while the overall political landscape appears rosy for the Republicans, McConnell’s party must navigate a series of primary races next spring and summer that he and his allies worry could result in extreme and unelectable nominees.Former President Donald J. Trump is an added X-factor. He has provided early endorsements for candidates who are not exactly prototypical McConnell recruits, including in North Carolina, Georgia and Pennsylvania, where the first Trump endorsee already dropped out. These days, Trump has even taken to insulting McConnell by name.Wish list: mainstream nominees in swing states for 2022; a toning down of Trump’s attacks. (The latter is probably more pipe dream than wish.)Chuck Schumer and Nancy Pelosi: The Senate majority leader and House speaker want mostly the same thing: to successfully negotiate passage of an enormous social policy bill, the Build Back Better Act, that would remake the social safety net and environmental policy.But there is precious little maneuvering room when you need the votes of liberal firebrands as well as the most conservative members of the caucus, like Senator Joe Manchin of West Virginia.Schumer has literally no votes to spare, which means every Democratically aligned senator holds de facto veto power. He also needs all 50 of those senators to stay healthy and present, not just for the Build Back Better bill but also other priorities like confirming judges and an attempt to pass voting-rights legislation.Wish list: Democratic health and unity; passage of the Build Back Better Act.Joe Manchin: The Senate’s most conservative and consequential Democrat recently declared on Fox News — yes, Fox News — that he was a no on the Build Back Better Act. It sent the White House scrambling and delivered a potentially fatal setback to the party’s signature legislation.Wish list: If Democrats knew for sure, it would already be in the bill.Kevin McCarthy: The House Republican leader has already started to be cast as the next speaker — presuming his party retakes the chamber — but his ascent would depend on more than just a Republican majority in 2022. Mr. McCarthy had to abandon his speakership ambitions in 2015. To succeed in 2023, he faces what Politico recently described as a “vexing speaker math problem”: a cohort of members yearning for an alternative, including some floating Trump himself. That may be far-fetched. But it is a sign of how hard it would be for McCarthy to navigate a majority as narrow as the one Pelosi has.Wish list: winning a big enough G.O.P. majority in 2022 to lead and run the House.Kamala Harris: The history-making vice president has faced a rash of negative media coverage in her first year and discovered, as Mark Z. Barabak of The Los Angeles Times put it, that the “vice presidency is an inherently subordinate position and one that sits ripe for ridicule.” Some of her most senior communications advisers are departing, and 2022 offers the chance at a reset, especially given the uncertainty — despite the White House’s public proclamations otherwise — that Biden will seek re-election in 2024, the year he will turn 82.Wish list: greater staff stability and a more positive portrayal in the press.Donald J. Trump: The former president may be off social media, but he has not receded from the political scene. He has been issuing statements from his new PAC at Twitterlike speed, endorsing a raft of candidates and continuing to raise money online by the bucketload, all while he is under investigation in New York for his business practices.He is talking out loud about running for president again.     What the Virginia Election Result Will Mean for Democrats and Republicans

    Republicans hope to hit on a recipe for renewal, while Democrats worry that a loss could force them to defend seats in blue states next year.ALEXANDRIA, Va. — During one of the most hectic weeks of her speakership — as she sought to unite her fractious party and corral two sweeping pieces of legislation — Nancy Pelosi made time for a meeting in her Capitol suite with a group of Democratic lawmakers from New Jersey and Virginia bearing an urgent message of their own.They warned Ms. Pelosi that if the candidates for governor in those two states, particularly former Gov. Terry McAuliffe in liberal-leaning Virginia, were to lose on Tuesday, it could have a cascading effect on the party, prompting Democrats to pull back from President Biden and his ambitious agenda, and perhaps even drive some to retirement.Representative Gerald Connolly of Virginia said he used the meeting last Tuesday to urge Ms. Pelosi to pass the bipartisan infrastructure bill, which had already cleared the Senate, and to share his alarm about the party’s fortunes. “You don’t have to be a front-liner to be worried,” he said, invoking the word House Democrats use to describe their most politically at-risk incumbents.Unable to overcome mutual mistrust between a group of House progressives and Senate moderates, however, Ms. Pelosi pulled the public works legislation from consideration hours after Mr. Biden visited the Capitol on Thursday, dashing the group’s hopes of delivering Mr. McAuliffe and other Democrats on the ballot a win after a two-month drumbeat of bad news.The former Virginia governor and his top aides, who have been pushing congressional and White House officials to pass the bill for over a month, were both stunned and infuriated, according to Democrats. They were amazed Ms. Pelosi had been forced to delay the vote for the second time in a month, baffled why the president didn’t make a more aggressive push and despairing about the impact of yet another round of negative stories from Washington.“The last two-and-a-half months makes it look like Democrats are in disarray,” said Representative Filemon Vela, a Texas Democrat who has raised money for Mr. McAuliffe.The races for governor in Virginia and New Jersey that occur a year after the presidential election have long been the first political temperature checks on the new White House and Congress, particularly among the election-deciding suburbanites so abundant in both states. Trump represents the best test yet of how much of a drag the former president still exerts on his party in blue and purple states. At the same time, Mr. Youngkin’s fancy footwork regarding Mr. Trump — avoiding his embrace without alienating him or his base — and his attacks on Mr. McAuliffe over the role of parents in schools will indicate if G.O.P. candidates can sidestep Trumpism by drawing attention to what they argue is Democratic extremism on issues of race and gender.Far from such old standbys of statewide races as property taxes and teacher pay, the issues in Virginia reflect the country’s canyonlike polarization and what each party portrays as the dire threat posed by the other.To Republicans, Virginia represents the promise of renewal, the chance to rebuild their party in a fairly forbidding state — and without having to make the difficult choice of fully embracing or rejecting Mr. Trump. Addressing supporters near a farmer’s market in Old Town Alexandria Saturday morning, Mr. Youngkin said his victory would send “a shock wave across this country.”Suffering yet another loss here, though, would make it clear to Republicans that they cannot continue to delay their internal reckoning over the former president and that, even in exile, his unpopularity remains the party’s biggest impediment.Because Mr. Biden carried the state by 10 points last year, and Mr. McAuliffe began the race with an advantage befitting the former governor he is, the most significant implications in Virginia are for Democrats. The party is also haunted by recent history: Their loss in the 2009 Virginia governor’s race — the last time Democrats controlled the White House and both chambers of Congress — foreshadowed the party’s electoral wipeout the following year.Mr. McAuliffe spoke with Virginia Beach Councilman Aaron Rouse, Gov. And strategists across the party’s ideological spectrum will be made to contend with a political playing field in the midterm elections that stretches deeper into blue America.“We’re going to have to change our calculation of what’s a race and look at the districts Trump lost,” said Rebecca Pearcey, a Democratic consultant. “Even if he wins,” she added, referring to Mr. McAuliffe, “we’re going to have to reassess what the map looks like on Wednesday, because Tuesday is not going to be a pretty night.”With Mr. Biden’s approval ratings tumbling among independents thanks to Covid-19’s summer resurgence, the botched Afghanistan withdrawal and rising inflation, Democrats are also bracing for additional retirements among lawmakers who would rather not run in a newly redrawn district or risk ending their careers in defeat.Already, three House Democrats announced their departures earlier this month. Mr. McAuliffe’s defeat in a state Mr. Biden so easily won would likely accelerate that exodus because lawmakers will chalk it up to the president’s unpopularity. “We’re going to see a lot more by the end of the year,” predicted Ms. Pearcey.Ms. Pelosi is acutely aware of these flight risks — she herself is one — and has privately expressed concern about the fallout from Mr. McAuliffe’s race. She has also spoken with him by telephone repeatedly about negotiations over the infrastructure bill.A backlash next year may be inevitable in part because, as one longtime Democratic lawmaker noted, the party often suffers at the polls after it pushes an expansive agenda of the sort that congressional Democrats are painstakingly negotiating.“Somebody reminded me: In ’66, after all we did in ’65, we got beat,” Representative Robert C. Trump’s presidency on the Republican Party has been a story well told, from reporters and scholars to Republicans of all stripes. Less frequently related, to the detriment of the reading public and the American voter, has been Trump’s impact on the Democratic Party.Few Democrats at the outset of 2016 believed he could be nominated, let alone win the presidency. “The G.O.P. is not that suicidal” and the “Democratic Party is not that lucky,” Representative Adam Schiff of California assured audiences that year. So naturally, when Trump became the Republican standard-bearer, Democratic lawmakers were at once horrified and delighted. They were shocked Republicans would nominate somebody they viewed as wildly unfit for the job but thrilled because surely the electorate would reject a crass demagogue and the party that enabled him.Voters would eventually punish Republicans, but it took Trump’s failed campaign for a second term before Democrats were able to claim control of the White House, House and Senate. In the meantime, Democratic leaders were left to grapple with what his ascent said about the country, their colleagues and the very system of American government.Few Democratic officials have done so in print, however, because they are still serving and because the Trump story is still unfolding. Schiff is one of the first to try to account for the last five, tumultuous years in American politics. As the chairman of the House Intelligence Committee and a top lieutenant to House Speaker Nancy Pelosi, Schiff is well positioned to deliver insights on the time of Trump, at least from the perspective of a Democratic insider.“Midnight in Washington” delivers on that promise. Fittingly for a regular on television news shows, Schiff’s volume reads like a well-composed MSNBC segment on the Trump presidency — but with behind-the-scenes details on the working of Congress to go with the liberal commentary. The book is also something of a midlife memoir, as Schiff recalls his career as a prosecutor, his early campaigns and his first years in Congress following his 2000 election. There are recurring touches about his wife, Eve — yes, he notes, Adam and Eve — and some attempts at grounding himself by recounting how his two children responded to his Trump-era fame. To read this recent history is to remember how brazen Trump was when, for example, ABC’s George Stephanopoulos asked him in 2019 if in his 2020 re-election bid he’d accept information from a foreign power on an opponent or contact the F.B.I. “I think maybe you do both,” Trump replied, adding: “I think I’d take it.”The heart of the book is the first impeachment of the former president: Schiff oversaw the inquiry from his committee perch and then served as the lead impeachment manager. There was the time he and Pelosi determined that, with evidence growing that Trump had pressured Ukraine to investigate his political rival Joseph R. Biden Jr., they decided to drop their longstanding reluctance to pursue impeachment. Speaking with Pelosi on his cellphone in a parking lot in September 2019, Schiff told her he thought it was time to move ahead on impeachment — but that he was appearing on a Sunday television news show the following day and did not want to get ahead of her. “You just tell ’em what you think,” the speaker responded in her clipped style, before taking his measure one last time as they hung up: “Are you ready to do this?” she asked.Just as vivid, if certainly one-sided, are Schiff’s vignettes about his Republican colleagues on the Intelligence Committee. Revealing conversations and text messages, he portrays them as reasonably good-faith actors at the outset of Trump’s tenure before becoming foot soldiers for the White House. These are names only the most committed political follower will recognize — Devin Nunes, Trey Gowdy, Michael Conaway — but in some ways their stories are more telling, and certainly fresher, than one more account of Trump raging in the Oval Office.After Schiff was told that Gowdy, a now-retired South Carolinian, was uneasy about holding public hearings into connections between Trump’s 2016 campaign and Russia, Schiff tracked down his colleague in the Republican cloak room. In Schiff’s telling, Gowdy confessed that the real reason for his reluctance was that Republican lawmakers felt the then-F.B.I. director James Comey’s recent public testimony, acknowledging a federal investigation into Trump’s campaign, had been “an unmitigated disaster.”“Now things began to make a perverse sense,” Schiff writes, adding: “The hearing was a disaster in their eyes precisely because the public learned Trump campaign officials were under investigation, and that was evidently a fact that some of the Republican members of our committee would have preferred to remain secret.” This and similar realizations left Schiff in a state of near-despair about the opposition, although he had had congenial relationships with many of them through his career in Congress.For example, he once got along well with Nunes, a fellow Californian: The two would text about their favorite N.F.L. team, the Raiders. They both served on the House Intelligence Committee when Republicans were in the majority during the Obama years, and Nunes, Schiff writes, was “in the mold of a country club Republican.” Recounting Nunes’s transition to loyal MAGA man in the first year of Trump’s presidency, however, Schiff offers little by way of explanation. The only apparent attempt Schiff made to get through to Nunes resulted in his Republican colleague acting like something of a zombie. “He stared back at me impassively,” Schiff says.Schiff writes thoughtfully in the first chapters about the appeal of populist demagogues overseas, and how it could happen here, but he is less eager to delve too deeply into why Republican lawmakers fell into a Trump trance. Perhaps as a serving congressman, he senses political danger in pointing a finger at Republican voters who have made their party a personality cult.This suggests one reason that, as a genre, books by active politicians are typically not very edifying. Self-serving and less than candid about those they’ll need to further their careers — be they donors, voters or colleagues — the authors usually produce accounts that are closer to extended political pamphlets than works of history. Schiff’s is better than most, offering valuable contributions to the historical record. However, he’s still constrained by his present position and future ambitions.He muffles even mild criticism of Democratic lawmakers, though he’s clearly tempted to let loose as he alludes to those who, unlike him, have never faced a contested race. “Listening to the debates among my colleagues in Congress from time to time, I wished that all of them had run in a competitive general election just once,” he writes.
