    Katie Hobbs, Arizona Secretary of State, Announces Bid for Governor

    Ms. Hobbs, a Democrat who gained prominence for defending the state’s election system, has condemned a Republican recount currently underway, calling it a threat to democracy.Katie Hobbs, the Democratic secretary of state in Arizona, who gained national attention for her stalwart defense of the state’s electoral system in the aftermath of the 2020 presidential election, announced on Wednesday that she was running for governor, portraying herself as a pragmatic leader who does not back down in the face of criticism and threats.Ms. Hobbs has become a frequent fixture on cable news shows since the fall — first as Arizona’s vote count continued for several days after Election Day in November, and again this spring as Republicans conducted a widely criticized audit of ballots cast in Maricopa County. Ms. Hobbs has repeatedly condemned the partisan recount as a dangerous threat to democracy and has assigned observers to track problems with the process.“We did our job,” she said in a video announcing her bid. “They refused to do theirs.     In some ways, the recount has elevated Ms. Hobbs, who some polls suggest is the most popular statewide elected official. She joined a lawsuit to try to stop the recount, which has no official standing and will not change the state’s vote. She issued a scathing six-page letter detailing problems with the audit and has recommended that Maricopa County replace its voting machines and vote tabulators because of the lack of physical security and transparency around the process. “We cannot be certain who accessed the voting equipment and what might have been done to them,” she wrote.A campaign video announcing her run opens by referring to the attacks and death threats that she has faced in the wake of the election — including armed protesters showing up at her home.“When you’re under attack, some would have you believe you have two choices: fight or give in. But there is a third option: get the job done,” Ms. Hobbs says in the video announcement. “I’m here to solve problems.”In the days after last November’s election, as Arizona’s votes were being counted amid intense scrutiny and criticism from the Trump White House and its allies, Ms. Hobbs regularly appeared on television to provide updates on the counting process and defend the integrity of the state’s voting processes.Republicans in the State Legislature have struck back at Ms. Hobbs for her opposition to the recount. After Ms. Hobbs sued them, Republicans passed a measure to strip her of her ability to defend election lawsuits, instead giving that power to the attorney general, also a Republican.The bill, which has not yet been approved by the full Legislature, appears to specifically target Ms. Hobbs; it would expire in January of 2023, when her current term ends. Ms. Hobbs called the measure “an attack on Arizona voters.”The Arizona G.O.P. has largely doubled down on the baseless accusation that the election was “stolen” from former President Donald J. Trump, with the state party going as far as censuring elected officials, including the Republican governor, Doug Ducey, for not being sufficiently loyal by declining to back the attempt to subvert the election.But the efforts have largely turned off independent voters in the state, who make up roughly a third of the electorate there.“The other side isn’t offering policies to make our lives better, they’re offering conspiracy theories that only make our lives worse,” Ms. Hobbs said in her video.Mr. Ducey is not eligible to run in the 2022 election because of term limits and the field to replace him is likely to be crowded. Several Republicans have also declared their candidacy in recent days, including Kimberly Yee, who is currently the state treasurer, and Kari Lake, a former anchor for the local Fox television station.     La economía de mercado irá a las urnas en Perú

    LIMA — El domingo 6 de junio los peruanos iremos nuevamente a las urnas para elegir entre Pedro Castillo, un profesor de escuela rural y dirigente sindical que postuló con Perú Libre —un partido de extrema izquierda—, y Keiko Fujimori por Fuerza Popular, la hija del expresidente autoritario Alberto Fujimori, cuyo gobierno y principal legado, la Constitución de 1993, ha reivindicado en su campaña.Las últimas encuestas publicadas muestran un virtual empate entre ambos candidatos. La elección del domingo es también una suerte de referéndum en torno a la continuidad del modelo económico neoliberal que ha reinado en Perú en las últimas tres décadas, pero que llega agotado y golpeado por la pandemia a este proceso.No es la primera elección que pone en el banquillo a las políticas de libre mercado que se adoptaron en los años noventa, pero esta vez la posibilidad de que Perú gire drásticamente hacia la izquierda es concreta, y pondría fin a un periodo de bonanza y continuo crecimiento económico que, si bien tuvo límites, alcanzó logros muy notorios que vale destacar y defender.Lo que entendemos como modelo económico neoliberal nunca fue antagónico al Estado, pero el establecimiento ortodoxo fue dogmático y miope frente a la realidad, y ahora se juega la vida en esta elección. El triunfo de Castillo implicaría un retorno a políticas estatistas y anacrónicas que han encontrado eco entre un sector amplio de la población que no ha gozado los frutos del crecimiento económico y la globalización.La disyuntiva no es nueva. En 2006, en el contexto de la firma del Tratado de Libre Comercio con Estados Unidos, un Ollanta Humala en la órbita chavista hizo campaña prometiendo cambio constitucional, políticas nacionalistas y un mayor rol del Estado en la economía. De haber triunfado, Perú habría sido parte del giro a la izquierda que fue casi hegemónico en América Latina en ese momento. Cinco años después, un Humala moderado y más próximo al Brasil de Luiz Inácio Lula da Silva que a la Venezuela de Hugo Chávez, terminó alcanzando la presidencia. Salvo un mayor énfasis en políticas sociales, poco del modelo se vio alterado.Tras un respiro en 2016, donde dos candidaturas de derecha pasaron a segunda vuelta, las encuestas de esta elección no advirtieron hasta la última semana la arremetida final de Castillo, quien pasó en primer lugar a la segunda vuelta pero con menos del 20 por ciento de los votos válidos.Si bien tras críticas de diversos sectores, Castillo presentó una nueva versión de su plan de gobierno (el original era un ideario firmado por el fundador de Perú Libre, Vladimir Cerrón, médico formado en Cuba, que reivindica el carácter marxista del partido), sus propuestas insisten en devolverle un rol protagónico al Estado e incluyen sacrilegios a la ortodoxia económica reinante como la revisión de los tratados de libre comercio y la prohibición de importaciones, entre otras medidas populistas y obsoletas.Aunque las vías para implementar sus políticas, que incluyen convocar a una Asamblea Constituyente dirigida a reemplazar a la vigente, no están libres de obstáculos (Perú Libre tiene solo 37 congresistas de 130 en el parlamento), lo cierto es que en la segunda vuelta Castillo abandonó algunas de sus promesas más extremas, como la pena de muerte para los corruptos y el desmantelamiento de la Defensoría del Pueblo, y se comprometió a respetar el Estado de derecho, pero solo ha matizado su discurso y sus propuestas económicas.Y, a pesar de su negativa a buscar el centro, el apoyo a Castillo se ha mantenido en las encuestas, que ha liderado prácticamente hasta este fin de semana. Una encuesta de principios de mayo de IPSOS revelaba que un 54 por ciento de peruanos quiere cambios moderados al modelo económico, y un 32 por ciento, cambios radicales. Esa estrategia incluyó también una agresiva promoción de agroexportaciones que permitió al país convertir su desértica franja costera en una de las principales fuentes de uvas, espárragos, arándanos y otros cultivos a nivel global.Esta historia de éxito, no obstante, contrasta con la suerte de un amplio sector de la población que quedó relegada. Como en otras partes del mundo, la globalización dividió a la sociedad en ganadores y perdedores. Los ganadores de esas reformas han defendido y sostenido el modelo año tras año y en cada elección. El impacto de la pandemia debilitó ese bastión de defensa y facilitó el ascenso de un candidato radical como Castillo.La pandemia también acentuó la desigualdad. En el mismo periodo que 3 millones de peruanos caían debajo de la línea de la pobreza, cuatro nuevos peruanos se convirtieron en multimillonarios, y entre los seis identificados por Forbes acumulan una fortuna estimada en más de 11,4 trillones de dólares.La estrategia del modelo económico peruano ha sido positiva, como lo muestran los números, pero deficiente: 3 de cada 4 trabajadores son informales en Perú, y bajo el eufemismo de clase media vulnerable escondimos muy bajos niveles de ingresos que se evaporaron con un shock externo como la pandemia.Para evitar que el modelo se agote, como ha sucedido en Chile, se tiene que adaptar. Lamentablemente, ante intentos desde el Estado de extender la receta agroexportadora a otros sectores, la respuesta fue vehemente en defensa de la llamada “mano invisible” del mercado, cuando fue muy visible a la hora de elegir ganadores entre los agricultores costeros, con rotundo éxito.Si el modelo sobrevive al 6 de junio, requerirá de una actualización urgente. No se puede soslayar el malestar y las demandas de cambio, ni justificarlas por los estragos únicos de la pandemia.     Nikki Fried Running for Florida Governor

    MIAMI — Nikki Fried, Florida’s agriculture commissioner, declared her candidacy for governor on Tuesday, casting herself as the Democratic Party’s best option to defeat Ron DeSantis, the popular Republican incumbent, given her role as the only statewide elected Democrat.“After two decades of Republican governors, it’s time to try something new,” Ms. Fried said in a brief phone interview days before her announcement. “It’s time for a change.”Ms. Fried is the second major Democrat to enter the race. Representative Charlie Crist of St. Petersburg began his campaign last month and has been holding political events across the state. Mr. Crist is far better known: He served as Florida’s Republican governor from 2007 to 2011, lost a Senate run as an independent in 2012 and ran unsuccessfully against Gov. Rick Scott in 2014 as a Democrat.Ms. Fried, who was elected in 2018, acknowledged that Mr. Crist would start the race with better name recognition, but said she had “no doubt” that Democratic voters would be hungry for a fresh alternative.Before winning the 2018 election by just 6,753 votes, Ms. Fried, 43, worked as a Fort Lauderdale-based lawyer and medical marijuana lobbyist.     Dissecting the California Recall

    Tuesday: We explore the historical, technical, logistical and financial aspects of the attempt to recall Gov. Gavin Newsom.Gov. Gavin Newsom, at least one side effect has lingered: the Republican-led push to relieve him of his job.How a Democratic star in the bluest of blue states could have ended up confronting a recall remains one of the more remarkable mysteries of the moment. In a perfect storm of partisan rage and pandemic upheaval, the effort to oust Newsom has become only the second recall attempt against a California governor to qualify for the ballot.With only a few procedural steps remaining, a special election appears destined for autumn, or perhaps even sooner.If you haven’t been paying attention to every detail — every reconsideration deadline, every Kodiak bear appearance, every Kruger mega-donation — we totally understand. So here’s the June edition of the California Recall Encyclopedia of 2021.So what’s with California and recalls?Direct democracy is a big part of the Golden State’s political identity. Since 1911, when California approved recalls as part of a sweeping Progressive-era reform package, 179 recall attempts have been made against state officeholders. Launching a recall effort in California is easy compared to most states, and every governor since 1960 has faced at least one.But the vast majority of those efforts fizzle. California is enormous, with a population of nearly 40 million and at least five major media markets. The cost of campaigning statewide tends to thwart all but the most moneyed and determined critics.Besides Newsom’s, only one other recall of a California governor, Gray Davis, has ever reached an election. Davis lost in 2003 to Arnold Schwarzenegger, who went on to face his own blitz of attempted recalls.How do California recalls work?Twelve percent of voters registered in the last gubernatorial election must sign a recall petition. They don’t need to give a reason, but they often do. The petition must include at least 1 percent of the registered voters in at least five counties. Proponents have 160 days to gather their signatures.The signatures must then be examined and verified by the California secretary of state. If the petitions meet the threshold — 1,495,709 valid signatures in this case — voters who signed get 30 business days to change their minds. Newsom’s critics have turned in more than 1.7 million signatures, and voters have until June 8 to reconsider.After that, the state finance department has up to 30 days to determine the cost of a special election, a joint legislative budget committee has up to 30 days to weigh in, and the secretary of state officially certifies the petitions. Those calculations are underway, but the cost of a special election has been estimated at $100 million or more.The lieutenant governor then has to set an election between 60 and 80 days from the date of certification. If the proposed date is close enough to a regularly scheduled election, the deadline can be extended to 180 days.Who can run in a recall?Candidates to replace the governor must be U.S. citizens and registered to vote in California, and must pay a filing fee of about $4,000 or submit signatures from 7,000 supporters. They cannot be convicted of certain felonies, and they cannot be the governor up for recall. They have until 59 days before the election to file.The ballot asks voters two questions: Should the governor be recalled? And if so, who should be the new governor? If the majority of voters say no to the first question, the second is moot. But if more than 50 percent vote yes, the candidate with the most votes becomes the next governor. No serious challenger has emerged from Newsom’s party.The Republicans include Kevin Faulconer, the former mayor of San Diego, and Doug Ose, a former congressman from Sacramento. Other Republicans include John Cox, a San Diego businessman who recently distinguished himself by touring the state with a live Kodiak bear, and Caitlyn Jenner, a reality television star and former Olympic athlete.Who started the effort to recall Newsom?Three sets of critics tried five times to recall Newsom before the sixth recall petition caught on in 2020. The first two groups were led by unsuccessful Republican candidates for Congress in Southern California, and the first papers were filed three months after Newsom’s inauguration in 2019.All three groups were Trumpian conservatives who, at least initially, raised familiar arguments against the governor’s liberal stances on such issues as the death penalty, immigration, gun control and taxes.The lead proponent of the current recall campaign was a retired Yolo County sheriff’s sergeant named Orrin Heatlie who had handled the social media for one of the earlier failed recall bids. He and his group, the California Patriot Coalition, took issue in particular with the Newsom administration’s resistance to Trump administration crackdowns on undocumented immigrants.On the evening of Nov. 6, Newsom went to a birthday party at French Laundry, a pricey Napa Valley restaurant. After photos leaked of the governor mingling, maskless, at the restaurant, Newsom apologized, but Californians were outraged and Republicans were ecstatic.Heatlie’s petitions, which had only 55,588 signatures on the day of the dinner, had nearly half a million a month after Nov. 6.A sign calling for the recall of Gov. Their names are not public information, and petitions have not yet been formally certified.Newt Gingrich, the Republican former House speaker, has promoted the recall. Mike Huckabee, the Republican former governor of Arkansas, donated $100,000 through his political action committee.John E. Kruger, an Orange County entrepreneur and charter school backer who opposed Newsom’s pandemic health restrictions on churches, remains by far the largest donor. Kruger, who has donated to candidates of both parties and is registered with neither, gave $500,000 to the recall shortly after the French Laundry affair.Cristian Ruiz got his coronavirus vaccination shot at California State University, Northridge, after the state extended vaccines to walk-ins amid low demand last month.Allison Zaucha for The New York TimesWhat’s the latest?The latest poll, done in early May by the Public Policy Institute of California, found that nearly six in 10 likely voters would vote to keep Newsom, and 90 percent of likely voters believe the worst of the pandemic is behind the state.Supporters of the recall have raised approximately $4.6 million, and opponents have raised about $11.1 million, according to the nonprofit news site CalMatters. Thirty-seven candidates have officially announced their intention to challenge Newsom in the recall.After nearly 3.8 million cases and more than 63,000 deaths, coronavirus infections are as low now as they were at the start of the pandemic, and 56 percent of Californians have received at least one vaccination shot. The state is running a record budget surplus as the stock market has soared and fewer white-collar Californians lost their jobs than expected. Reopening is scheduled for June 15.Could this happen in other states?Most states don’t allow recalls at the state level. If voters want a new governor, the argument goes, they can wait for the next election and vote. Only four gubernatorial recalls in U.S. history have even made it onto the ballot, according to the National Conference of State Legislatures: in 1921 in North Dakota, in 1988 in Arizona, in 2003 in California and in 2012 in Wisconsin.Fourteen governors faced recall efforts last year, according to Joshua Spivak, a senior fellow at Wagner College’s Hugh L. Carey Institute for Government Reform. Twelve recall campaigns focused explicitly on how the pandemic was handled.     New York City's Post-Covid Recovery

    One year after the terrifying first wave of Covid swept the city, the availability of federal aid has helped buoy New York through the pandemic. It’s likely that the city will even see a budget surplus for 2022.Still, New York has been shaken by the pandemic. Unemployment remains high, especially among low-wage workers in the service industries. Many fears remain: Will companies leave the city, no longer wanting to pay high rents if their workers can telecommute? Will property taxes plummet, decimating the city’s revenues? Will restaurants and theaters and bars reopen to the same packed crowds?Viewed through a lens focused on these problems, the city has not faced this much existential uncertainty since the 1970s. As unemployment skyrocketed during last year’s lockdown and as the number of homicides rose, it seemed quite possible that New York might be headed for a prolonged crisis — similar to the one that brought the city to the edge of bankruptcy in 1975.Today, in the midst of a race to pick a new mayor, New York seems at a turning point. Although the uptick in crime has garnered the most attention from the candidates, this obscures the extent to which a larger set of political questions are at stake in the election. Just as in the 1970s, New York faces a daunting challenge in which the old way of organizing the city’s life no longer seems viable, but it is not clear what the new one will be.But there are lessons to be learned from that earlier time of crisis and transformation — and from the social vision that characterized New York City earlier in the 20th century.For much of the post-World War II period, New York City had an ambitious local government. It ran a free system of higher education (and added new campuses over the 1950s and 1960s), an expansive public health department and more than 20 public hospitals. The city’s leaders embraced the idea that local government could play an important role in building a city open to all.The fiscal crisis of the 1970s brought an end to these politics. As the city fell into an economic recession — one that emerged in part as a result of national trends and policies with origins far beyond the five boroughs — it was no longer able to generate the revenues that it needed to sustain the public sector. Bankruptcy seemed likely.It was averted only when the city government agreed to sharp budget cuts in order to obtain federal aid. Tens of thousands of city workers were laid off, class sizes in schools swelled, public hospitals closed, routine maintenance stopped. The city university began to charge tuition for the first time.Today, New York has been able to avoid a fiscal crisis for reasons that go beyond the availability of federal aid. The city’s economy was in better shape before the pandemic than in the 1970s.But the bigger difference between then and now is political. After the fiscal crisis, many of the city’s political and economic leaders insisted that budgetary health depended on finding more ways to reach out to business, while relinquishing its old emphasis on the needs of poor and working-class New Yorkers. As the investment banker and city leader Felix Rohatyn put it, “Business has to be supported and not just tolerated.”In the late 1970s, this approach to city governance led the city to offer Donald Trump (and the Hyatt Corporation) tax abatements worth hundreds of millions of dollars to redevelop the Commodore Hotel near Grand Central Terminal. More recently, it has justified the billions spent on the Hudson Yards complex.The idea that the city must appeal to the affluent has shaped policy in subtler ways as well. For example, the city’s gifted-and-talented program, with its emphasis on testing 4-year-olds — a program that has disproportionately served children of white and Asian backgrounds — seems designed to keep families who might otherwise go to private schools or the suburbs in the public system. The “stop-and-frisk” police strategy (ruled racially discriminatory by a federal judge in 2013) emphasized the comfort of tourists and well-off New Yorkers over the civil rights of young Black and Hispanic ones.These underlying assumptions about city government are being challenged. The experience of the pandemic has called into question the old consensus that a focus on retaining business and the wealthy should guide city policy.As a result, the State Legislature has raised taxes on millionaires, which has helped make it possible for the city to win funding for schools long promised by Albany. The city also plans to use some of its federal money to increase spending on initiatives that will especially affect people who are working-class, middle-class or poor — like public health and early childhood education.New York’s finances remain perilous; sales taxes and hotel taxes are down, though personal income taxes are up, buoyed by the stock market and also by federal stimulus. The federal funds that have supported recovery will not always be there, raising the question of how programs they fund today will be paid for in the future. The city’s own predictions forecast budget shortfalls in a few years, though these may well disappear if growth resumes. (The Independent Budget Office, a watchdog organization, suggests that the gaps are manageable.)But a new mayor will take charge in a city where the terms of political debate are changing fast, and in which more and more New Yorkers are asking what they can expect from their local government. Out of the pandemic, is it possible to build a more equal New York?These concerns have been percolating through the mayoral race, even as they have been overshadowed by fears of crime, scandal, personality and the age-old question of how to define a bodega. But they will be at the heart of the city’s politics over the next four years.Following the near-bankruptcy of the 1970s, the city turned away from its old traditions of social justice. Today, we might take a different set of lessons from that earlier crisis — this time, from the New Yorkers who slept in fire stations and libraries to keep them open.     Israel on Edge as Politicians Wrangle Over Coalition to Oust Netanyahu

    Opposition politicians spent Monday locked in last-minute negotiations to form a bloc to force out Benjamin Netanyahu, Israel’s longest-serving leader.JERUSALEM — Israel’s political class was locked in frenzied horse trading on Monday, as opposition politicians struggled to strike a coalition deal to oust Prime Minister Benjamin Netanyahu, who in turn was waging a last-ditch effort to cling to power.The bartering put a spotlight on the fragmentation of the Israeli political system, in which the short-term fate of the Israeli state — nearly paralyzed after four elections in two years, unsettled by a recent war and civil unrest, bruised by the pandemic and constrained by the lack of a state budget — was in the hands of a panoply of small political parties haggling over control of minor government offices like the Ministry of Agriculture and Rural Development.The granular nature of the discussions belied their dramatic implication: Mr. Netanyahu — Israel’s longest-serving prime minister, and the man who has shaped contemporary Israel more than any other citizen — has never been so close to losing office. And yet, with just two days remaining for the opposition to secure a deal, his departure is still far from a foregone conclusion.“It’s not over till it’s over,” said Rachel Azaria, a centrist former lawmaker and author of a recent book about social change in Israel. “There’s a joke now on WhatsApp and Twitter and Facebook: The rest of the world is still stuck in Covid. We’re four tragedies later.”“We had the war and we had the riots, and we don’t have a budget,” Ms. Azaria added. “And people are kind of like: ‘Just find a way to make it work.’”The door was opened on Sunday, when Naftali Bennett, an ultranationalist power broker, made an 11th-hour decision to join forces with an anti-Netanyahu bloc of parties, significantly raising the chances of ousting Mr. Netanyahu by a Wednesday night deadline.Mr. Bennett leads a small hard-right party with just seven seats in Parliament. But he holds the balance of power, since Mr. Netanyahu, whom he once served as chief of staff, cannot be replaced without his support.Since an inconclusive general election in March, the fourth since April 2019, Mr. Bennett had avoided throwing in his lot with the opposition, whose ideologies range from the far-right to the left — largely because he was wary of joining a government of such ideological diversity.Naftali Bennett leads the hard-right Yemina party and would become prime minister of the new government coalition if it succeeds in finalizing a deal.Pool photo by Yonatan SindelBut on Sunday, he announced his willingness to thrash out a coalition deal with the leader of the opposition, Yair Lapid, declaring that the danger of prolonging the political stasis outweighed the ideological cost of joining a unity government. If they reach an agreement, Mr. Bennett would become prime minister until 2023, at which point Mr. Lapid, a centrist former television host, would take over.But the deal was not yet done by Monday night.Three parties, including Mr. Bennett’s, had not formally signed an agreement. Among other last-minute disputes, two parties were wrangling over who would run the agriculture ministry, while a third was still pushing for a place on a pivotal committee that decides judicial appointments, according to a person involved in the negotiations.And a small Arab Islamist party, Raam, had still yet to declare whether it would support the new coalition — either informally by voting for it during the confirmation vote in Parliament, or by formally joining the government itself — and in the process become the first party run by Palestinian citizens of Israel to back a right-leaning Israeli government.And Mr. Netanyahu’s party, Likud, was still piling pressure onto wavering right-wing opposition lawmakers, calling on them to abandon the anti-Netanyahu bloc and likely force the country to yet another election that might end more favorably for Mr. Netanyahu.An official of New Hope, a small right-wing party that had yet to formally join the coalition bloc, said that its six lawmakers had received a constant barrage of phone calls and messages throughout Monday from Likud members, who were pushing them to abandon negotiations.Pro-Netanyahu protesters gathered outside the homes of Mr. Bennett and his ally Ayelet Shaked, urging them to reverse course. Both were assigned security details by the police amid concerns they might become the target of political violence. And on the airwaves, Likud lawmakers heightened their criticisms of Mr. Bennett and Ms. Shaked, in a last-gasp effort to jolt them away from Mr. Lapid.Miri Regev, a Likud minister, told a broadcaster on Monday night: “I still hope we will manage to form a right-wing government and that Bennett, who is the Madoff of Israeli politics, who deceived and lied to his voters, his clients, will come to his senses and come back home.”The protracted nature of the negotiations is partly rooted in the nature of the Israeli electoral system, which allocates parliamentary seats according to each party’s share of the vote, making it easier for smaller parties to enter Parliament, and harder for larger parties to form majority governments.But it is also down to the divisiveness of Mr. Netanyahu himself.Prime Minister Benjamin Netanyahu in Parliament on Sunday.Pool photo by Yonatan SindelHis decision to remain in office while standing trial for corruption split his supporters. In turn, that division exacerbated the political stalemate that has seen Israel crash through four inconclusive general elections in two years. Neither Mr. Netanyahu’s bloc nor his opponents had enough votes to win office outright, allowing Mr. Netanyahu to stay in office, mostly as caretaker prime minister, but not completely in power.Three of the parties likely to form part of the new coalition are led by former allies of Mr. Netanyahu, including Mr. Bennett.“It’s almost like a Greek tragedy,” said Ms. Azaria, the centrist former lawmaker. “There’s the king, and he loses the faith of everyone that was loyal. He backstabs them, they backstab him.”Because of the protracted nature of the coalition negotiations, and the ideological differences between its constituent parties, the coalition is not expected to pursue contentious issues such as a solution to the Israeli-Palestinian conflict, or judicial reform. Instead it will likely focus on more straight-ahead policies, such as creating a new state budget, restoring the post-pandemic economy and improving infrastructure.If the new government is formed, it would be led by a former settler leader, Mr. Bennett, who opposes Palestinian statehood and wants to annex large parts of the occupied West Bank. But it would likely contain more supporters of a two-state resolution to the conflict than Mr. Netanyahu’s current government.To remain in office, the government might also need to retain the parliamentary support of Raam, the Arab Islamist party, which is seeking greater rights and resources for Palestinian citizens of Israel, who form about 20 percent of the population.For some, the leftist, centrist and Arab constituents of the putative new alliance would have only a limited effect on Mr. Bennett and other right-wing members.“They’re all fig leaves,” said Diana Buttu, a Palestinian citizen of Israel and a former legal adviser to the Palestine Liberation Organization. “We may see a softer, gentler outward face. But I’m fairly certain that the policies are going to remain the same, if not worse, under Bennett.”Others were more hopeful that an equilibrium would be maintained. Some said the likely appointment of a center-left minister to oversee the police force might encourage officers to exercise more restraint, following several controversial police actions in recent months that contributed to rising unrest in Jerusalem.For ultra-Orthodox Israelis, or Haredim, the putative new coalition is troublesome because it would be formed without the involvement of either of the two main Haredi parties, which have participated in most coalition governments this century.But for others, that was cause for qualified celebration.Anat Hoffman, a campaigner for a more pluralistic approach to Judaism in Israel, did not expect the coalition to last its full term, nor for it to significantly weaken the control over religious affairs currently exerted by Orthodox rabbis. But she hoped it might create a more tolerant atmosphere that would show “there is more than one way to be Jewish, and more than one way to be an Israeli, and more than one way to be an Israeli patriot.”“This is a huge thing for us,” said Ms. Hoffman, the executive director of the Israel Religious Action Center, a group that advocates religious pluralism. “To have a normal government without, every day, one of the government members coming up with a more extreme sweeping initiative that rocks our whole country.”Others argued that the new heterogenous political leadership might allow for warmer ties with parts of the Jewish diaspora, and for a reset with the Democratic Party in the United States — two relationships that became strained under Mr. Netanyahu.And the diverse nature of the coalition, though problematic and unworkable in many respects, might also make the government a better reflection of Israeli society, said Ofer Zalzberg, director of the Middle East Program at the Herbert C. Kelman Institute, a Jerusalem-based research group.“It’s a very unique combination of interests and identities,” Mr. Zalzberg said. “There have been many places where Israeli society has been perhaps more advanced than Israeli politics has allowed Israel to be.     Key Question in NYC Mayoral Race: Who Will Get Latino New Yorkers’ Votes?

    Hispanic voters, who may account for a fifth of turnout, are considered to be up for grabs.Eric Adams was not Representative Adriano Espaillat’s original choice to become New York City’s next mayor, but now that he had landed the coveted endorsement, Mr. Adams was in a forgiving mood.It was more of a come-to-Eric moment than a come-to-Jesus moment, but he credited divine intervention with winning over Mr. Espaillat, the first Dominican-American to serve in Congress.“Today, all of that praying, all of those candles that I’ve burned, all of those incense that I put in place, all of those Hail Marys that I called up,” Mr. Adams, the Brooklyn borough president, thundered earlier this month. “Finally, Jesus Christ looked down on me and brought me Congressman Espaillat!”Less than one month before the Democratic primary that will almost certainly determine the city’s next mayor, the battle for Latino voters and endorsers is accelerating, and the fight for that diverse constituency is emerging as one of the most crucial and uncertain elements of the race to lead New York.All the leading Democratic mayoral candidates sense opportunity. In the race’s final weeks, they are pressing their cases through advertising, Spanish-language phone banks and Latino affinity groups, deployment of surrogates and rallies in heavily Hispanic neighborhoods across the city.Andrew Yang, the former presidential candidate, and Shaun Donovan, a former federal housing secretary, went up with Spanish-language advertising last week. Others, including Mr. Adams and Scott M. Stringer, the city comptroller who lost Mr. Espaillat’s initial endorsement, had already released ads in Spanish.The next major Democratic debate, set for Wednesday night, is being co-hosted by Univision 41 Nueva York and the Hispanic Federation, among other sponsors, and may further focus the candidates’ attention on those voters.“When we look back at the winner of this primary, what put them over the top, even with ranked-choice voting, is their ability to connect late with Hispanic voters,” said Bruce Gyory, a veteran Democratic strategist who has closely studied the New York City electorate. “That’s what June is going to be about: Who finds a message that resonates, and who backs it up with resources?”In 2013, the last mayoral primary in New York City without an incumbent in the race, Hispanic voters made up 18 percent of the electorate, according to exit polls, and supported the eventual winner, Mayor Bill de Blasio, making up a vital part of his coalition. Those voters are expected to make up around 20 percent of the electorate again this year, Democratic consultants say, and strategists and lawmakers describe them as motivated by issues including economic opportunity; affordability and support for small businesses; education; public safety; and public health.“We know that Latinos, more than many other groups, were directly impacted in a very negative way” by the pandemic, said Representative Nydia M. Velázquez, a New York Democrat who was the first Puerto Rican woman elected to the U.S. House of Representatives and is supporting Maya D. Wiley in the mayoral race. “So people want to know, what are you going to do to address those inequities that were exposed during Covid-19?”The so-called Latino vote in New York is diverse generationally and geographically, culturally and ideologically. Indeed the political spectrum runs the gamut from young, left-wing Latino New Yorkers typified by Representative Alexandria Ocasio-Cortez and up-and-coming lawmakers from parts of Queens, to culturally conservative voters across the city who voted for former President Donald J. Trump in surprising numbers last fall.New York City’s immigrant neighborhoods strongly favored President Biden — but virtually every predominantly Latino precinct shifted significantly to the right compared with the 2016 election results, including heavily Dominican neighborhoods in Manhattan and the Bronx, and in Corona, Queens, where there is a large Latino population.But without a front-running Hispanic candidate in the race, the political demographic is considered to be mostly up for grabs.“You have so many candidates running for mayor, and only one is really a Latina,” said the longtime political strategist, Luis A. Miranda Jr. He was referencing Dianne Morales, a left-wing candidate who identifies as Afro-Latina. (Kathryn Garcia, the former sanitation commissioner, is white, though her ex-husband is of Puerto Rican descent and she has referenced the fact that her children are half Puerto Rican.)“You really need validators from our community that are telling you, ‘So-and-so is good for the Latino community, so-and-so is good for the neighborhood you live in,’” Mr. Miranda said. (Neither Mr. Miranda nor his son, the actor and composer Lin-Manuel Miranda, has endorsed a candidate in the race.)Mr. Adams may have the most significant institutional support in the field, reflecting his background as a veteran city politician with extensive relationships. He promises to be a “blue-collar” mayor who connects in working-class communities and prioritizes public safety.Ruben Diaz Jr., the Bronx borough president, stars in ads for Mr. Adams and is supporting him, as is Fernando Ferrer, the 2005 Democratic mayoral nominee who built a formidable coalition of Black and Latino voters in his unsuccessful bid.“I saw him in the South Bronx on a street corner where I used to shine shoes,” Mr. Ferrer said of Mr. Adams. “He’s comfortable. And you have to be comfortable with people.”Still, Mr. Adams has not always smoothly navigated his outreach over the years. In 1993, for instance, his remarks criticizing the Puerto Rican-born comptroller candidate, Herman Badillo, for not marrying a Hispanic woman became such a point of controversy that Mr. Badillo highlighted the issue in an advertising campaign.Mr. Yang, the former presidential candidate who pledges to be an anti-poverty mayor, has also made a major push for Latino voters.He has been endorsed by a number of prominent younger Latino leaders, from City Councilman Carlos Menchaca, a left-wing Mexican-American who dropped out of the mayoral contest, to Representative Ritchie Torres of the Bronx, who identifies as Afro-Latino. Mr. Yang spent Thursday in the Bronx, home to the city’s largest Latino population, laying out his public safety vision.“We know the Latino base is the one everyone is going after,” said Assemblyman Kenny Burgos, a 26-year-old Hispanic Yang supporter who represents the Bronx. “The youth vote, so to speak, is going to be something heavily in effect here.”Then there is Ms. Garcia, who has risen in some recent polls. Last Saturday afternoon, she was at a lively outdoor food market in the Bronx, greeting voters and discussing the biggest issues she hears from Hispanic New Yorkers.“Where’s the economy, do they feel safe, and are you educating the kids? Those are at the top of mind, and housing affordability, you hear it over and over again,” Ms. Garcia said. “They care about boots on the ground. But a new survey out Wednesday from Fontas Advisors and Core Decision Analytics found Mr. Yang virtually tied with Mr. Adams among Hispanic voters, when including voters who leaned in their directions, with roughly a quarter of those voters undecided. Ms. Morales, a former nonprofit executive, came in third place among Hispanic voters in that poll.Ms. Morales is unlikely to connect with older Latino voters who are leery of calls to defund the police, but she had recently shown promise as a standard-bearer for young, deeply progressive voters from a range of ethnic backgrounds.Dianne Morales, a left-wing candidate who identifies as Afro-Latina, may alienate some older Latino voters because of her calls to defund the police.Michelle V. Agins/The New York Times“We might see maybe a little bit of a wild card in this election because young people are so energized by her campaign,” Assemblywoman Jessica González-Rojas of Queens said in an interview last week. “She’s been very intentional about bringing young people into the conversation.”Later in the week, internal turmoil from the Morales campaign spilled into public view, and it is not yet clear how a late-stage campaign shake-up nearly three weeks before the primary will affect that standing.Ms. González-Rojas, however, said on Wednesday that she stood by her remarks. She has also said that she had pitched Ms. Morales’s candidacy to Ms. Ocasio-Cortez’s team.Ms. Ocasio-Cortez, who is of Puerto Rican descent, is among the most powerful potential endorsers still remaining on the sidelines of the mayoral race. Ms. Velázquez, who has recorded radio ads on behalf of Ms. Wiley, has spoken with Ms. Ocasio-Cortez directly about the contest, encouraging her to meet with Ms. Wiley, she said.Other candidates are also ramping up their Latino engagement. Ms. Wiley released an agenda aimed at Latino communities last week. In his new ad, Mr. Donovan narrates in Spanish, and he visited a major Latino church in Queens this weekend. Raymond J. McGuire, a former Citi executive, has Spanish-language radio ads and the support of, among others, Assemblyman Robert J. Rodriguez of East Harlem. Mr. Stringer, for his part, has long seen opportunities to cement his standing with Latino voters in the final weeks of the race. He lost Mr. Espaillat’s backing, among others, following an accusation that he made unwanted sexual advances during a 2001 campaign, which he has denied.But even lawmakers who retracted their endorsements say that Mr. Stringer remains well known in some of their neighborhoods.He is planning a rally aimed at Latino voters in Washington Heights, where he grew up, on June 12. His stepfather, Carlos Cuevas, is Puerto Rican and narrates a Spanish-language ad for Mr. Stringer, and Mr. Stringer’s extended Puerto Rican family is expected to join him at the rally, his campaign said.Many Latino voters are just starting to take notice of the race, said Assemblywoman Catalina Cruz of Queens, who pulled her endorsement from Mr. Stringer and has not backed anyone else. “They don’t really start talking about the election until like a month out,” she said. “You will see them start paying a lot more attention in the couple weeks leading up to the election itself, unless there’s somebody that completely electrifies them.” More
