    How a Surprise Candidate Has Shaken Up a Key New York City Election

    The late entry of the City Council speaker, Corey Johnson, inserted tension, money and name recognition into the comptroller’s race. The winner will guide New York’s post-pandemic economic recovery.The phone call came earlier this month, not long after Corey Johnson made his surprise late decision to join the New York City comptroller’s race.It was a message delivered on behalf of Representative Jerrold L. Nadler, New York State’s most senior House member, and it was hardly a welcome-mat rollout: Would Mr. Johnson, the City Council speaker, reconsider his decision to run?Mr. Nadler, whose congressional district overlaps with Mr. Johnson’s, had already given his endorsement to Brad Lander, a progressive councilman from Brooklyn.“Brad really wants the job,” said Mr. Nadler, adding in an interview that he was unaware of the call, which was made by a senior staff member. “It’s not a second job because he dropped out of anything.”For much of last year, Mr. Johnson was considered a leading candidate in the 2021 mayor’s race. He dropped out in September, citing the toll that the isolation of the coronavirus pandemic had taken on his mental health. Doing his job as the leader of the City Council while running for mayor would be too much, he said.But by February, Mr. Johnson said his mental health had significantly improved, and he concluded that he wanted to run for city comptroller, partly because he thought he was best qualified to help guide the city’s recovery from the pandemic.Like the race for mayor, the contest for comptroller may be the city’s most consequential in decades, and the June 22 Democratic primary will most likely decide its winner. One of only three citywide elected positions, the comptroller is the fiduciary for five pension funds that are valued at $248 billion and cover almost 620,000 people. The office is responsible for approving public borrowing, serves as the city’s chief auditor and reviews tens of thousands of contracts.Those roles will be even more important given the financial difficulties caused by the pandemic. The city had a 20 percent unemployment rate, and is still projecting hefty future budget gaps. The comptroller will have an important role in overseeing how $6 billion in federal stimulus is spent.“The next comptroller will be the eyes and ears of how the mayor brings back the economy,” said Scott M. Stringer, the current comptroller, who is running for mayor. “We’re on the edge.”The late entry of a well-known Democratic contender into the comptroller’s race bears similarities to the 2013 contest. Mr. Stringer, then the Manhattan borough president, was the front-runner after he — like Mr. Johnson — dropped out of the race for mayor. The former governor Eliot Spitzer, who had resigned from office after a sex scandal, then entered the contest late — like Mr. Johnson. Mr. Stringer prevailed in a close primary election.This year’s contest had seemed to revolve around four elected Democratic officials: Mr. Lander; Brian Benjamin, a state senator representing Harlem and the Upper West Side; Kevin Parker, a state senator from Brooklyn; and David Weprin, a state assemblyman from Queens. But neither has affected it in the way Mr. Johnson has.“He will have the same disruptive effect on the comptroller’s race that Andrew Yang had on the mayor’s race,” said Representative Ritchie Torres of the Bronx, who has endorsed both men. “Corey’s a juggernaut given his overwhelming name recognition and fund-raising.”Upon entering the race, Mr. Johnson immediately announced the endorsements of three fellow Council members, and the head of the Hotel Trades Council showed up at Madison Square Park, where Mr. Johnson announced his bid, to endorse him in person. District Council 37, New York City’s largest public sector union, recently gave Mr. Johnson its endorsement, which would otherwise have gone to Mr. Benjamin, according to multiple sources.“No disrespect to Brian because he is a rising star within the party, but Corey’s experience, having led the City Council and having worked with us, changed the dynamics of this race,” said Henry Garrido, the executive director of D.C. 37.And yet, Mr. Lander may be the candidate with the most to lose from Mr. Johnson’s entry.Mr. Lander has been planning a run for comptroller since shortly after he was re-elected to the City Council in 2017. He is a co-founder of the City Council’s progressive caucus who wrote of his privilege as a white man. He was recently endorsed by Senator Elizabeth Warren of Massachusetts, and he might be the only person in New York City who speaks gleefully of having met recently with every living former city comptroller.His plans to use the office to address climate change and ensure an equitable recovery from the pandemic earned him early endorsements from unions, progressive groups and politicians such as Representative Jamaal Bowman and Tiffany Cabán, a candidate for the City Council who nearly pulled off a long-shot campaign for Queens district attorney.But at least two endorsements that Mr. Lander was expecting were withheld after Mr. Johnson’s announcement.Mr. Lander has responded with an aggressive effort to counter Mr. Johnson. His campaign released a list of endorsements from transportation advocates, some of whom had previously supported Mr. Johnson for mayor. One of Mr. Johnson’s signature proposals as speaker was a master plan to upgrade city streets, bike lanes and pedestrian spaces, which the City Council approved in 2019. In early March, Mr. Lander unveiled a list of endorsements from leaders in the L.G.B.T.Q. community. Mr. Johnson is openly gay.The day after Mr. Johnson announced his candidacy, Mr. Lander campaigned in Mr. Johnson’s Council district in Hell’s Kitchen.“Attention to the race is good,” Mr. Lander said, while soliciting petitions to get on the ballot. “This is a very high-stakes moment for the city. We need leaders who have shown up for this crisis and are prepared for the job.”Part of Mr. Johnson’s difficulties last summer followed the City Council’s failure to cut $1 billion from the Police Department budget and shift the money toward social services, as he had promised to do in the wake of the protests spurred by the killing of George Floyd.“When the chips were on the table, he folded,” said Jonathan Westin, director of New York Communities for Change, a progressive advocacy group for low- and moderate-income New Yorkers that has endorsed Mr. Lander. “It leads to the question of how capable he will be in standing up to those massive forces pushing back against progressive change as comptroller.”The anger among advocates of the police budget cuts was palpable: Protesters gathered outside Mr. Johnson’s boyfriend’s apartment building, and it was vandalized.Brad Lander, center, has been planning a run for comptroller since shorty after he was re-elected to the City Council in 2017.Victor J. Blue for The New York Times“It was hard last spring and last summer and early fall,” Mr. Johnson said. “But I don’t feel like I’m anywhere near the place I was because I took the time to focus on myself and my well-being and my recovery.”Mr. Johnson said he had been feeling healthy for months when in February colleagues and union leaders began encouraging him to enter the race.“I know the city’s finances better than anyone after negotiating multiple budgets and serving as speaker,” Mr. Johnson said. “I feel ready to be the city’s chief financial officer.”As of the most recent filing period, Mr. Lander had $3.4 million on hand, double the $1.7 million Mr. Benjamin had in his account, and was on his way to reaching the $4.5 million spending cap. Mr. Johnson, based on his fund-raising from the mayoral race, will most likely receive the maximum $4 million matching-funds payment, automatically placing him at the spending cap without his having to make a single fund-raising call. Mr. Lander is also likely to raise the maximum allowed.Helen Rosenthal, a Manhattan councilwoman who dropped out of the race for comptroller and endorsed Mr. Johnson, noted that he had negotiated three budgets while prioritizing reserves that the city was able to use during the pandemic-induced economic downturn.“When he was negotiating the budget, everything was coming at him,” Ms. Rosenthal said. “People were throwing paint at his boyfriend’s door. It was too much.” She added, “If any of the candidates want to say, ‘I know this budget inside and out,’ it’s Corey who actually does.”Mr. Benjamin, who earned degrees from Brown University and Harvard University, and worked as an investment adviser at Morgan Stanley, may benefit if the battle between Mr. Johnson and Mr. Lander turns off voters, or compels some to list only one of them in ranked-choice ballots. His campaign is focusing on communities of color and the thousands of pension-fund retirees who still live in the city.“In 2013, Christine Quinn had the most name recognition in the mayor’s race and she didn’t make it,” Mr. Benjamin said. “Eliot Spitzer had significantly more name recognition than Scott Stringer.     New Jersey to Extend Early In-Person Voting

    New Jersey, a state controlled by Democrats, will offer more than a week of early in-person voting for the first time before November’s election.Months after a divisive presidential election pushed voting rights to the fore, the issue has become a key political battlefield.Bills restricting ballot access are moving quickly in Republican-led states even as President Biden and his fellow Democrats in Washington press for passage of the most ambitious voting rights legislation in decades to help blunt their effect.In New Jersey, the Democratic governor, Philip D. Murphy, is about to sign a bill authorizing early in-person voting, sending a clear signal that making it easier to vote is crucial for a healthy democracy.It will be done in a ceremony laden with symbolism: Mr. Murphy will be joined on Tuesday in a videoconference by Stacey Abrams, whose decade-long effort to enroll voters in Georgia helped Mr. Biden win the state and cemented the Democrats’ slim majority in the United States Senate.New Jersey lawmakers’ final approval of two bills that expand voter access were not surprising in a state where Democrats control the State House and Democratic voters outnumber Republican voters by more than one million. And the practice of early in-person voting is hardly novel: New Jersey will become the 25th state to allow voters to cast ballots in person before elections for a period that includes a weekend day.But Thursday’s final votes came on the same day that Georgia became the first major battleground state to restrict voting access since the tumultuous 2020 presidential contest, adopting a law that added voter identification requirements for absentee voting, limited drop boxes and expanded the Legislature’s power over elections.Republicans have already passed a similar law in Iowa, and are moving forward with efforts to limit voting in states including Arizona, Florida and Texas.Mr. Biden, criticizing voting restrictions that appear designed to appease a conservative base still outraged by the results of the presidential election, said that Georgia’s new law made “Jim Crow look like Jim Eagle.”“What an ironic moment,” said New Jersey Assemblyman Andrew Zwicker, a Democrat who was a prime sponsor of the early-voting legislation. “While New Jersey is doing one thing, Georgia is doing the exact opposite.”New Jersey’s legislation requires each of the state’s 21 counties to open three to seven polling places for machine voting in the days before an election. For the Nov. 2 contest, there would be nine days of early in-person voting, including two weekends, ending the Sunday before Election Day. The bill calls for fewer days of early voting before primaries.“Our accountability over government, opportunities to better our lives and the chance to elect our representatives all depend upon our ability to access the ballot,” said Senator Nia Gill, a Democrat who represents parts of Essex and Passaic Counties and was a sponsor of the bill.Separate legislation that was also approved on Thursday calls for drop boxes for paper vote-by-mail ballots to be spaced out more evenly throughout counties, ensuring that there are access points closer to residential neighborhoods.“Across our nation, there is a concerted effort to limit access to the ballot box among eligible voters,” Mr. Murphy said in a statement. “Those efforts are un-American and fly in the face of the principles that generations of Americans, from soldiers to civil rights activists, have fought for and in many cases given their lives to defend.”Some county elections leaders, while supportive of the intent of the early-voting bill, had urged lawmakers to delay implementation until after November’s election, when the governor and all members of the Legislature are up for re-election. The bill will require most counties to purchase new voting machines and electronic poll books, and could cost upward of $50 million.Some New Jersey Republicans objected to the cost and the timeline for implementing the legislation, which cleared the Assembly earlier this month and passed in the Senate on Thursday, 28 to 8, largely along party lines.Senator Kristin M. Corrado, a Republican and a former county clerk who managed elections in Passaic County for more than seven years, said she supported early in-person voting. But, she said, she voted against the measure mainly out of concern that there would not be enough time before Election Day to update the voter rolls, purchase new machines and sync them to new electronic poll books.“I hope we’re not setting everyone up for failure, but we’re just not there,” she said. “We don’t have the machines. We don’t have the poll books. We don’t have the workers.”Senator Declan O’Scanlon Jr., a Republican who represents much of the Jersey Shore, said he opposed the bill for similar reasons.“Like many things we do in Trenton, we’re doing it incompetently,” he said. “It’s impossible to do it instantly, yet we make no allowance in the bill for any delay.”Still, supporters of expanding voting rights said they were hopeful that county election officials could successfully complete the necessary preparations in seven months.“We applaud the Legislature’s commitment to removing obstacles to the ballot in recognition of the simple truth that our democracy is better when all voices can participate,” Jesse Burns, executive director of the League of Women Voters of New Jersey, said in a statement.Henal Patel, a director at the New Jersey Institute for Social Justice, a nonprofit that advocates racial and social justice, said the inclusion of voting on two Sundays would encourage more nonwhite churchgoers to cast ballots as part of a nationwide tradition known as “souls to the polls.”“Early in-person voting encourages participation by more people, increases satisfaction, and results in shorter lines on Election Day,” Ms. Patel said in a statement.During the pandemic, voting in New Jersey has occurred primarily with vote-by-mail ballots. Last fall, every registered voter in the state was sent a paper ballot, which could be mailed back or delivered by hand to drop boxes or election offices, resulting in record-setting voter turnout in November.Under the new legislation, drop boxes would be positioned farther apart and efforts would be made to include more in poor communities.“Passing legislation for early voting and allowing more equitable drop-box placement will expand our democracy for New Jersey’s Black voters, who have historically faced obstacles to the ballot,” Richard T. Smith, president of the state chapter of the N.A.A.C.P., said in a statement.Ms. Abrams, the former minority leader of the Georgia Statehouse, spent a decade building a Democratic political infrastructure in the state, first with her New Georgia Project and then with Fair Fight, the voting rights organization she founded after losing a campaign for governor in 2018.Her efforts contributed to January’s election of two Democratic U.S. senators in Georgia, Raphael Warnock and Jon Ossoff, swinging the balance of power in the Senate back to the Democrats.Mr. Zwicker, who represents parts of several counties near Princeton, said he was excited by Ms. Abrams’s expected participation in Tuesday’s bill signing.“If there’s anything good about doing things online, it’s that you can do things like this,” he said. “Talk about a single person changing the course of our country’s history with the work she did in Georgia.     Haiti, facing a prolonged crisis, is preparing for the biggest shake-up of government seen in decades with a constitutional referendum and national elections slated for this year.Haiti’s president knows he has a problem: Governing a country that at times seems to verge on the ungovernable is hard enough when you have a lot of support.Jovenel Moïse clearly does not.In a recent interview, the Haitian leader lamented that he has the confidence of only a small sliver of his people.He won the 2016 elections with just under 600,000 votes in a country of 11 million. And now many are angry over his refusal to leave office in February, amid a dispute over whether his term ended then or should extend for one more year.Yet Mr. Moïse, 52, has chosen this moment to embark on the biggest shake-up Haiti’s politics has seen in decades, overseeing the drafting of a new Constitution that will restructure government and give the presidency greater powers.The need for a new Constitution is a rare point of agreement between Mr. Moïse and his many detractors. What concerns some observers is the president’s unilateral approach to writing one. Others just don’t trust him.Mr. Moïse, critics charge, has become increasingly autocratic and is relying on a small circle of confidants to write a document that, among other changes, will give the president greater power over the armed forces as well as the ability to run for two consecutive terms. The current one has created two competing power centers in the country — the president and prime minister — which often leads to friction and a fractured government.The draft Constitution would abolish the Senate, leaving in place a single legislative body elected every five years, and replace the post of prime minister with a vice president that answers to the president, in a bid to streamline government.Haitians will vote on the new Constitution in June, ahead of national elections slated for September.But some take little reassurance from the ballot casting ahead.“People need to realize that elections are not inherently equivalent to democracy,” said Jake Johnston, a research associate for the Center for Economic and Policy Research in Washington.Every time there is a political crisis in Haiti, he said, the international community tends to call for elections. That leaves the country limping from one paralyzed government to another, instead of trying to reform the electoral process and work to engage voter participation.“When an election actually ceases to represent the will of the people, what kind of government do they expect that to produce?” Mr. Johnston asked.Since 1986, after nearly 30 years of dictatorship, voter turnout has steadily declined in Haiti.     Arab Party Could Break Israel Election Deadlock

    In the fourth attempt, neither Prime Minister Benjamin Netanyahu nor his opponents have a clear path to power. An Islamist party has emerged as a possible kingmaker.JERUSALEM — After a fourth Israeli election in two years appears to have ended in another stalemate, leaving many Israelis feeling trapped in an endless loop, there was at least one surprising result on Wednesday: An Arab political party has emerged as a potential kingmaker.Even more surprising, the party was Raam, an Islamist group with roots in the same religious movement as Hamas, the militant group that runs the Gaza Strip. For years, Raam was rarely interested in working with the Israeli leadership and, like most Arab parties, was ostracized by its Jewish counterparts.But according to the latest vote count, Raam’s five seats hold the balance of power between Prime Minister Benjamin Netanyahu’s right-wing bloc and the motley alliance of parties that seeks to end his 12 years in power. The vote tally is not yet final, and Raam has previously suggested it would only support a government from the outside.Still, even the possibility of Raam playing a deciding role in the formation of a coalition government is making waves in Israel. An independent Arab party has never been part of an Israeli government before, although some Arab lawmakers supported Yitzhak Rabin’s government from the outside in the 1990s.Suddenly in a position of influence, Raam has promised to back any group that offers something suitable in return to Israel’s Arab minority, who are descended from the Palestinians who stayed after Israel’s creation in 1948 and who today form about 20 percent of the population.“I hope to become a key man,” Mansour Abbas, the party’s leader, said in a television interview on Wednesday. In the past, he added, mainstream parties “were excluding us and we were excluding ourselves. Today, Raam is at least challenging the political system. One of those politicians, Itamar Ben Gvir, until recently hung in his home a picture of a Jewish extremist who murdered 29 Palestinian Muslims in a West Bank mosque in 1994.But Mr. Abbas is prepared to consider these possible associations because he believes it is the only way for Arab citizens to secure government support in the fight against the central problems assailing the Arab community — gang violence, poverty and restrictions on their access to housing, land and planning permission.In the past, “Arab politicians have been onlookers in the political process in Israel,” he said in an interview with The New York Times in February. Today, he added, “Arabs are looking for a real role in Israeli politics.”The move would mark the culmination of a gradual process in which Arab parties and voters have grown incrementally more involved in the electoral process.Raam, a Hebrew acronym that stands for the United Arab List, is affiliated with a branch of an Islamist movement that for years did not participate in Israeli elections. Raam was founded in 1996 after some members of that movement voted by a narrow margin to run for Parliament, an event that split the movement in two. Some members fear working with — and being held to ransom by — a group that is ideologically opposed, for instance, to military operations in the occupied territories.The government should not be “dependent on a radical Muslim party,” said Danny Danon, chairman of the World Likud, the international branch of Mr. Netanyahu’s party. “We should not be in that position.”Among the opposition bloc, there is also disquiet at the prospect of an alliance. That has prompted some soul-searching about the state of the country’s democracy.JERUSALEM — When Israelis woke on Wednesday, the day after their fourth election in two years, it felt nothing like a new dawn.With 90 percent of the votes counted, Prime Minister Benjamin Netanyahu’s right-wing alliance had 52 seats, while his opponents had 56 — both sides several seats short of the 61 needed to form a coalition government with a majority in Parliament. If those counts stand, they could prolong by months the political deadlock that has paralyzed the country for two years.That prospect was already forcing Israelis to confront questions about the viability of their electoral system, the functionality of their government and whether the divisions between the country’s various polities — secular and devout, right-wing and leftist, Jewish and Arab — have made the country unmanageable.“It’s not getting any better. It’s even getting worse — and everyone is so tired,” said Rachel Azaria, a centrist former lawmaker who chairs an alliance of environment-focused civil society groups. “The entire country is going crazy.”Official final results are not expected before Friday. But the partial tallies suggested that both Mr. Netanyahu’s alliance and its opponents would need the support of a small, Islamist Arab party, Raam, to form a majority coalition.Either of those outcomes would defy conventional logic. That would make it harder for smaller factions to gain seats and wield disproportionate power in negotiations to form coalition governments.Others proposed establishing multiple voting districts in Israel, instead of the current setup of one nationwide voting district, which they say would encourage smaller parties to merge into larger ones.One columnist suggested forming a technocratic government for a few months to allow for a new budget and to get the economy moving again.And one expert suggested simply anointing the leader of the largest party as prime minister, without the need for them to win the support of a parliamentary majority — a move that would at least ensure that Israel had a government following elections.“It might manufacture a majority for one of the sides,” said Prof. Gideon Rahat, co-editor of a book called “Reforming Israel’s Political System.”But the problem might also be solved if Mr. Netanyahu simply left the political stage, Professor Rahat added.“If you look at the results, the Israeli right wing has a clear majority and it would have a stable government if it wasn’t for Netanyahu,” he said.But for others, Israel’s problems extended beyond Mr. Netanyahu or fixes to the electoral system. Kelman Institute, a Jerusalem-based research group.“He has reconciled better than his adversaries the liberal idea of personal and individual autonomy with conservative values like preserving Jewish identity, as defined by Orthodox interpretations of Jewish law,” Mr. Zalzberg said.While other politicians historically tried to solve this tension by “turning all Israelis into secular Zionists,” he added, “Mr. Netanyahu advanced the idea of Israel as a mosaic of different tribes.”Mr. Netanyahu has failed to win over the more liberal of those tribes — and that failure is at the heart of the current stalemate. But he and his party have been more successful than the secular left at winning over key groups like Mizrahi Jews, who were historically marginalized by the Ashkenazi elite, Ms. Azaria said.“That’s the blind spot of the left wing in Israel — they’re not really talking to Mizrahim,” she said. “This could be the game changer of Israeli politics. If the left could open the gates and say, ‘You’re welcome. Survey results showed that the LH news was dragging down approval ratings for both him and his party, most sharply among South Koreans in their 20s.“I am sorry for worrying the people greatly, and for deeply disappointing those people who have lived honestly,” Mr. Moon said last week, vowing to eliminate “real estate corruption widespread in our society” as a priority of his last year in power.Apartment prices in Seoul have soared by 58 percent during Mr. Moon’s tenure, according to data from the government-run Korea Real Estate Board. Some of the units in popular residential districts in Seoul have nearly doubled in price in the same period.Rising housing costs have been blamed for creating a vicious cycle in which families believe real estate investments are foolproof, despite being warned otherwise by the authorities. Experts believe the soaring housing costs have also contributed to the country’s declining fertility rate, one of the lowest in the world, by discouraging young Koreans from starting a family.The insidious​ divide among young people in South Korea has become a popular topic in K-dramas and films, including Bong Joon Ho’s “Parasite.”​ The “dirt-spoons” struggle to manage an ever-expanding income gap while the “gold-spoons,” the children of the elites, glide through a life of privilege. His government has introduced dozens of regulatory steps to curb housing prices, including raising capital-gains taxes on house flipping and property taxes on multiple-home owners.None of these measures have worked.Last month, the Moon administration announced plans to supply more than 836,000 new housing units in the next four years, including 70,000 homes to be built in the area southwest of Seoul at the center of the LH scandal. Two civic groups were the first to report that 10 LH officials bought land there months before the highly secretive development plan was announced, accusing the officials of capitalizing on insider information for personal gain, a crime in South Korea.The government has identified 20 LH officials who are suspected of using privileged information to buy land in various areas before projects were slated to begin there. The investigation has been expanded to target government employees outside of LH, including members of Mr. Moon’s staff. As the dragnet grew larger, two LH officials were found dead this month in apparent suicides. One of them left a note confessing to an “inappropriate deed,” according to the local media.“LH officials had more access to information on public housing projects than any other, but sadly, we also learned through our investigation that they were ahead of others in real estate speculation,” said Lee Kang-hoon, a lawyer at the People’s Solidarity for Participatory Democracy, one of the two civic groups that uncovered the corruption among the LH officials.Mr. Moon’s political enemies have been quick to fan the flames among angry voters.The Changneung district in Goyang, east of Seoul, where the government plans to develop a new town to help alleviate the housing crunch. Yonhap/EPA, via Shutterstock“Stealing public data for real estate speculation is a crime that ruins the country,” the former prosecutor-general, Yoon Seok-youl, told the conservative daily Chosun Ilbo this month while criticizing the government’s handling of the situation.Mr. Yoon has become a darling among the conservative opposition, and recent surveys showed him to be one of the most popular potential candidates in next year’s presidential election. He recently clashed with Mr. Moon over the president’s effort to curtail the power of prosecutors, and resigned early this month.Lee Jae-myung, the governor of Gyeonggi Province, is another potential candidate in next year’s race. The liberal governor hopes to represent Mr. Moon’s party in the election and has promoted a “basic housing” policy in which the government would provide cheap and long-term rentals for South Koreans.He recently urged Parliament to enact a comprehensive law banning conflicts of interest among public servants. “If you want to clean the house, you must first clean the mop,” he said. “If you want to make South Korea a fair society, you must first ensure that those who make and implement policies act fairly.” More
