    The Bush-Obama Blueprint That Gives Biden Hope for ’24

    President Biden isn’t the first incumbent to face grim polling a year out from Election Day.Well before Election Day in 2004, President George W. Bush was warned by strategists that he would face a tough campaign battle because of voter distress over the war in Iraq and over the economy — two issues he had once hoped to ride to a second term.Mr. Bush’s aides moved quickly to retool the campaign. They turned attention away from the president and his record and set out to portray his likely Democratic opponent, Senator John Kerry of Massachusetts, a Vietnam War veteran, as a flip-flopper, unreliable on national security and unfit to lead a nation still reeling from the terror attacks of Sept. 11.“We saw a weakness we knew we could exploit to our advantage in what was going to be a close election,” said Karl Rove, Mr. Bush’s longtime senior political adviser.Eight years later, aides to another sitting president, Barack Obama, reviewing public and private polls, concluded that concern among voters about the lingering effects of the Great Recession and the direction of the nation could derail his hopes for a second term.Taking a lesson from Mr. Bush, Mr. Obama recast his campaign away from his first-term record and set out to discredit his opponent, Mitt Romney, the former governor of Massachusetts, as a wealthy businessman unsympathetic to working-class Americans.President Biden is hardly the first president during this era of division and polarization to be confronted with polling data suggesting his re-election was at risk. But the re-election campaigns rolled out by Mr. Bush and Mr. Obama, who both returned to second terms in the White House, stand today as reminders that polls this early are not predictions of what will happen on Election Day. In the hands of a nimble candidate, they can even be a road map for turning around a struggling campaign.Mr. Bush and Mr. Obama were different candidates facing different obstacles: a quagmire of a war for Mr. Bush, a domestic economy shaken by the global financial crisis of 2008 for Mr. Obama. But both moved to transform their re-election campaigns from a referendum on the incumbent into a contrast with an opponent they defined, with slashing television advertisements, months before either Mr. Romney or Mr. Kerry were nominated at their party conventions.By contrast, a modern-day Republican president who lost a bid for a second term, George H.W. Bush in 1992, failed to heed polls showing voters distressed about the economy and ready for a change after 12 years of Republicans in the White House.The elder Mr. Bush, his aides said in recent interviews, was lulled by the accolades for leading the coalition that repelled Saddam Hussein and Iraq out of Kuwait, and contempt for his opponent, a young Democratic governor who had avoided the draft and had a history of extramarital liaisons.Former President Barack Obama recast his campaign to discredit his opponent, Mitt Romney, as a wealthy businessman unsympathetic to working-class Americans.Doug Mills/The New York Times“Biden has a very high degree of difficulty but I think the race is winnable,” said David Plouffe, who was a senior adviser to Mr. Obama’s re-election campaign. “Listen, I have sympathy for an incumbent president or governor who says, ‘people need to know more about my accomplishments.’ That is true, but at the end of the day this is a comparative exercise. That’s the one thing we learned.”The Biden White House has dismissed polls — including a New York Times/Siena College poll released last week — as meaningless this far before Election Day. The president’s advisers pointed to Democratic gains in this month’s elections as evidence that the party and its standard-bearer are in fine shape.Yet, after months of trying to run on his economic record with little sign of success, Mr. Biden has begun turning his attention more to Donald J. Trump, the Republican former president and his likely opponent, particularly his policies on immigration and abortion rights. That includes an advertisement that shows Mr. Trump plodding through a golf course as the announcer said that Mr. Trump pushed through tax cuts “for his rich friends” while U.S. automakers shut down plants.“We are absolutely looking at ways that we can help drive the conversation around Trump and MAGA as much as we can,” said Kevin Munoz, the Biden campaign spokesman. But, Mr. Munoz added, “We are in a different position than Obama and Bush. We had very strong midterms. We have had very strong special elections. Our theory of the case was proved again last Tuesday.”Upending the race dynamics might prove more daunting for Mr. Biden than for his predecessors. Mr. Obama and George W. Bush were able to discredit Mr. Romney and Mr. Kerry because voters, at this early stage of the general election campaign, did not know much about them.But there is not much the Biden campaign can tell voters about Mr. Trump that they don’t already know. (Or for that matter, not much Mr. Biden can tell voters about Mr. Biden that they don’t already know.) And Mr. Trump has, so far at least, not paid a political cost for the kind of statements — such as when he described his critics as “vermin” — that might have previously derailed a more conventional candidate. Being indicted on 91 criminal counts in four cases has, so far, only solidified his support.When Mr. Bush’s campaign began planning for his re-election, they confronted polling numbers that — while not as unnerving for the president as some that have come out in recent weeks about Mr. Biden — were cause for concern. A poll by the Pew Research Group found that 46 percent of respondents said Mr. Bush’s economic policies had made the economy worse and 39 percent said American troops should be brought back from Iraq as soon as possible; up from 32 percent the month before.“We decided early on that we wanted to make the election about national security even though the economy was the No. 1 issue,” said Matthew Dowd, the chief strategist for Mr. Bush’s 2004 campaign. “We were at a disadvantage to Dems on the economy. And as part of that strategy, we desired to define Kerry negatively on national security early on, and as a weak flip-flopping leader so we could position Bush as a strong leader and strong on national security.”Before long, the Bush campaign was on the air with advertisements assailing Mr. Kerry for pledging to roll back the Patriot Act, giving the federal government expanded powers to go after terrorists. The Patriot Act was passed shortly after the Sept. 11 attacks with overwhelming support in Congress — including Mr. Kerry.“John Kerry. Playing politics with national security,” an announcer said.Former President George W. Bush confronted polling numbers that — while not as unnerving for the president as some that have come out in recent weeks about Mr. Biden — were cause for concern.Doug Mills/The New York TimesEight years later, as Mr. Obama mounted his re-election campaign, many Americans were telling pollsters that the country was heading in the wrong direction and that they were worse off financially than they had been before Mr. Obama took office. For instance, a Washington Post/ABC News poll found three-quarters of Americans saying the country was heading in the wrong direction.Mr. Obama’s advisers studied the re-election campaigns of other embattled sitting presidents. “We knew that most re-elect campaigns were a referendum,” said Joel Benenson, who was the pollster for Mr. Obama’s team. “We also knew we had this massive economic crisis which absolutely was not all of Obama’s making. But we also knew you are the incumbent president, and you can’t blame it on your predecessor. We couldn’t convince them that the economy was getting better.”But Mr. Romney, he said, “was not fully formed with voters,” which was an opportunity to spotlight his wealth and portray him as someone whose policies would favor the rich.By contrast, George H.W. Bush, aides said, disregarded the warnings, confident the near 90 percent voter approval rating he registered after the war in Kuwait made his re-election all but certain. “The adulation from the war somehow muted the normal political instincts of a lot of people around the president,” said Ron Kaufman, who was a senior adviser to that campaign.Mr. Rove said Mr. Biden was in worse shape today than the elder Mr. Bush had been in 1992. “Bush seemed bereft of ideas for the future, but people saw him as an admirable human being,” Mr. Rove said. “The problem for Biden is that people have concluded he’s not up to the job — too old and lacking the necessary stamina and mental acuity.”In recent polls conducted in five battleground states by The New York Times and Siena College, 71 percent of respondents said Mr. Biden was “too old” to be an effective president.Mr. Plouffe said the Biden campaign should embrace the lesson the Obama campaign learned studying the losing campaign of the elder Mr. Bush. “The Bush people tried to convince people that the economy was better than they thought it was,” he said. “One thing I’ve learned is you can’t tell people what they think about the economy. They’ll tell you what they think about the economy.”“I’d start every speech saying, ‘America is faced with a choice, we are both old white men,’” Mr. Plouffe said. “‘But that’s where the similarities end.’” More

    Overturning Roe Changed Everything. Overturning Affirmative Action Did Not.

    What do the strikingly different public responses to two recent Supreme Court rulings, one on abortion, the other on affirmative action, suggest about the future prospects for the liberal agenda?Last year’s Dobbs decision — overturning the longstanding precedent set by Roe v. Wade in 1973 — angered both moderate and liberal voters, providing crucial momentum for Democratic candidates in the 2022 midterm elections, as well as in elections earlier this month. The hostile reaction to Dobbs appears certain to be a key factor in 2024.Since Dobbs, there have been seven abortion referendums, including in red states like Ohio, Kansas, Kentucky and Montana. Abortion rights won every time.In contrast, the Supreme Court decision in June that ended race-based affirmative action in college admissions provoked a more modest outcry, and it played little, if any, role on Election Day 2023. As public interest fades, so too do the headlines and media attention generally.There have been no referendums on affirmative action since the June decision, Students for Fair Admissions, Inc. v. President & Fellows of Harvard College. Six states held referendums on affirmative action before that ruling was issued, and five voted to prohibit it, including Michigan, Washington and California (twice). Colorado, the lone exception, voted in favor of affirmative action in 2008.Do the dissimilar responses to the court decisions ending two key components of the liberal agenda, as it was originally conceived in the 1960s and 1970s, suggest that one of them — the granting of preferences to minorities in order to level differences in admissions outcomes — has run its course?On the surface, the answer to that question is straightforward: Majorities of American voters support racial equality as a goal, but they oppose targets or quotas that grant preferential treatment to any specific group.In an email, Neil Malhotra, a political economist at Stanford — one of the scholars who, on an ongoing basis, oversees polling on Supreme Court decisions for The New York Times — pointed out that “race-based affirmative action is extremely unpopular. Sixty-nine percent of the public agreed with the court’s decision in Students for Fair Admissions v. Harvard, including 58 percent of Democrats.”On the other hand, Malhotra noted, “the majority of Americans did not want Roe overturned.”The July 1-5 Economist/YouGov poll posed questions that go directly to the question of affirmative action in higher education.“Do you think colleges should or should not be allowed to consider an applicant’s race, among other factors, when making decisions on admissions?”The answer: 25 percent said they should allow racial preferences; 64 percent said they should not.“Do you approve or disapprove of the Supreme Court’s decision on affirmative action, which ruled that colleges are not allowed to consider an applicant’s race when making decisions on admissions?”Fifty-nine percent approved of the decision, including 46 percent who strongly approved. Twenty-seven percent disapproved, including 18 percent who strongly disapproved.I asked William Galston, a senior fellow at Brookings, about the significance of the differing reactions to the abortion and affirmative action decisions, and he referred me to his July 2023 essay, “A Surprisingly Muted Reaction to the Supreme Court’s Decision on Affirmative Action”:In a marked contrast to last year’s Dobbs decision by the Supreme Court overturning Roe v. Wade, the response to its recent decision prohibiting the use of race as a factor in college admissions has been remarkably muted. The overall reason is clear: while voters wanted to preserve access to abortion by a margin of roughly 20 percentage points, they were willing by the same margin to accept the end of affirmative action.“To the surprise of many observers,” Galston writes, citing poll data, Black Americans “supported the court by 44 percent to 36 percent.”Key groups of swing voters also backed the court’s decision by wide margins, Galston goes on to say: “Moderates by 56 percent to 23 percent, independents by 57 percent to 24 percent, and suburban voters, a key battleground in contemporary elections, by 59 percent to 30 percent.”Sanford V. Levinson, a law professor at the University of Texas-Austin, wrote me by email thatThere has always been a certain ambivalence on the part of many liberals regarding the actual implementation of affirmative action. I thought that it would ultimately be done in by the sheer collapse of the categories such as “white” or “Black,” and the impossibility of clearly defining who counts as “Hispanic” or “Asian.”In contrast, Levinson continued,Abortion has become more truly polarized as an issue, especially as the “pro-life” contingent has revealed its strong desire to ban all abortions. Moreover, it’s become immediately and obviously clear that the consequences of Dobbs are absolutely horrendous for many women in Texas, say, and that the “pro-life” contingent simply doesn’t seem to care about these consequences for actual people.I asked Richard Pildes, a professor of constitutional law at N.Y.U., about the divergent responses to the two decisions, and he emailed his reply:There are two reasons the public and political reaction differs so dramatically between the two decisions. The first is that in public opinion polling, affirmative action has always had significantly less than majority support.Pildes pointed out thatin perhaps the most liberal state in the country, California, 57 percent of voters in 2020 voted to keep in place the state’s ban on affirmative action, even as Biden won the state overwhelmingly. Popular opinion on abortion runs the other way: a majority of the country supports the basic right of access to abortion, and we see strong majorities even in red states voting to support that right, as in recent votes in Ohio and Kansas.Pildes’s second reason involves the advance preparation of the public for the decisions. In the case of affirmative action in college admissions,It was widely expected the Supreme Court was going to ban it. That outcome did not come as a surprise; it had long been discounted into the assumptions of those who follow these issues closely.In the case of the Dobbs, according to Pildes, “there was far more uncertainty in advance, even though the expectation was that the court would uphold Mississippi’s ban on most abortions after 15 weeks.”While the court majority might have decided the case “on narrow grounds, without overruling Roe,” Pildes wrote, it took “the far more extreme path of overruling Roe altogether. That came as a stunning shock to many people and it was the first time the court had taken away a personal constitutional right.”Nicholas Wu reported last month in Politico (in “Why Dems Aren’t Campaigning on Affirmative Action”) that some of the strongest proponents of affirmative action in the House do not see campaigning against the court decision as an effective strategy.Representative Mark Takano, a California Democrat who believes affirmative action helped get him into Harvard, told Wu, “I don’t see it as a rallying point for Democrats.”Representative Bobby Scott, a Virginia Democrat and the ranking Democrat on the Committee on Education and Workforce, told Wu, “This is going to cause some heartburn, but we need to campaign on the fact that we are opening opportunities to everybody, and we’ll do everything we can to maintain opportunities.”“It’s difficult,” Scott added, “to bring back a strategy that the Supreme Court has directly ruled as unconstitutional.”Nicholas Dias, a doctoral candidate in political science at the University of Pennsylvania, responded by email to my inquiry by noting that his “read of the existing data is that Americans care more about equality of opportunity than equality of outcome.”Dias conducted a study asking Americans how they prioritize three social goals in setting policies concerning wealth: “ensuring wealth is determined by effort (i.e., deservingness); providing for basic needs (sufficiency); and ensuring wealth equality.”He found that Republicans overwhelmingly give top priority to ensuring that wealth is determined by effort, at 70.5 percent, while Democrats give top priority, at 51.2 percent, to ensuring that everyone’s basic needs are met.Dias noted that very few Democrats, Republicans or independents gave wealth equality top priority.Dias sent me a 2021 paper, “Desert and Redistribution: Justice as a Remedy for, and Cause of, Economic Inequality,” in which Jacob S. Bower-Bir, a political scientist affiliated with Indiana University, makes the case that:People tolerate grave inequalities if they think those inequalities are deserved. Indeed, if outcomes appear deserved, altering them constitutes an unjust act. Moreover, people who assign a significant role to personal responsibility in their definitions of economic desert oppose large-scale redistribution policies because government intervention makes it harder for people to (by their definition) deserve their economic station.In short, Bower-Bir argues, “people must perceive inequality as undeserved to motivate a policy response, and the means of combating inequality must not undermine desert.”In that context, Dias wrote in his email, it would be inaccurate to say thatpolicies designed to benefit minority constituencies have run their course. There’s plenty of evidence that members of these constituencies lack economic opportunities or cannot meet their needs. However, I think many Americans need to be convinced of that.In a further elaboration of the affirmative action debate, three sociologists, Leslie McCall, Derek Burk and Marie Laperrière, and Jennifer Richeson, a psychologist at Yale, discuss public perceptions of inequality in their 2017 paper “Exposure to Rising Inequality Shapes Americans’ Opportunity Beliefs and Policy Support”:Research across the social sciences repeatedly concludes that Americans are largely unconcerned about it. Considerable research has documented, for instance, the important role of psychological processes, such as system justification and American dream ideology, in engendering Americans’ relative insensitivity to economic inequality.Challenging that research, the four scholars contend that when “American adults were exposed to information about rising economic inequality in the United States,” they demonstrated increased “skepticism regarding the opportunity structure in society. Exposure to rising economic inequality reliably increased beliefs about the importance of structural factors in getting ahead.” Receiving information on inequality “also increased support for government redistribution, as well as for business actors (i.e., major companies) to enhance economic opportunities in the labor market.”The intricacies don’t end there.In their April 2017 paper, “Why People Prefer Unequal Societies,” three professors of psychology, Christina Starmans, Mark Sheskin and Paul Bloom, write thatThere is immense concern about economic inequality, both among the scholarly community and in the general public, and many insist that equality is an important social goal. However, when people are asked about the ideal distribution of wealth in their country, they actually prefer unequal societies.How can these two seemingly contradictory findings be resolved?The authors’ answer:These two phenomena can be reconciled by noticing that, despite appearances to the contrary, there is no evidence that people are bothered by economic inequality itself. Rather, they are bothered by something that is often confounded with inequality: economic unfairness.Human beings, Starmans, Sheskin and Bloom write, “naturally favor fair distributions, not equal ones, and that when fairness and equality clash, people prefer fair inequality over unfair equality.”My interest in the subdued political response to the court’s affirmative action decision was prompted by a 2021 book, “The Dynamics of Public Opinion,” by four political scientists, Mary Layton Atkinson, James A. Stimson and Frank R. Baumgartner, all of the University of North Carolina, and K. Elizabeth Coggins of Colorado College.The four scholars argue that there are three types of issues. The first two types are partisan issues (safety net spending, taxation, gun rights etc.) and nonpartisan issues, like the space program. Public opinion does not change much over time on these two types of issues, they write: “Aggregate opinion moves up and down (or, left and right) but fifty years later remains roughly where it started.”Such stability is not the case with the third category:These are social transformations affecting society in powerful ways, literally shifting the norms of cultural acceptability of a given issue position. These can be so powerful that they overwhelm the influence of any short-term partisan differences, driving substantial shifts in public opinion over time, all in the same direction.Two factors drive these transformations:Large swaths of the American public progressively adopting new, pro-equality positions on the issue, and the generational replacement of individuals with once-widespread but no-longer-majority anti-equality opinions — with younger individuals coming-of-age during a different time, and reflecting more progressive positions on these cultural shift issues.Opinion on these mega issues, Atkinson and her co-authors argue, has been moving steadily leftward. “The overall trend is unmistakable,” they write: “The public becomes more liberal on these rights issues over time,” in what Atkinson and her co-authors describe as the shifting “equality mood.”While trends like these would seem to lead to support for affirmative action, that is not the case. “We cannot treat belief in equality as a normative value as interchangeable with a pro-equality policy preference,” Atkinson and her co-authors write:This is particularly true because many pro-equality policies emphasize equality of outcomes rather than equality of opportunity. And while equality of opportunity is the touchstone of a liberal society (i.e., all Americans are entitled to the pursuit of life, liberty and happiness), the right to equality of outcomes has not been equally embraced by Americans. Once equality of opportunity is significantly advanced, or de jure equality is established, public support for further government action focused on equalizing outcomes may not exist, or at least wanes significantly.In other words, there has been a steady leftward movement on issues of equality when they are described as abstract principles, but much less so when the equality agenda is translated into specific policies, like busing or affirmative action.Atkinson and her co-authors point specifically to growing support for women’s equality in both theory and in practice, reporting on an analysis of four questions posed by the General Social Survey from the mid-1970s to 2004:When asked whether women should let men run the country and whether wives should put their husbands’ careers first, the policy responses look nearly identical to women’s ‘equality mood.’ The series trend in the liberal direction over time and reach a level of approximately 80 percent liberal responses by 2004.But when asked whether it is better for women to tend the home and for men to work, and whether preschool children suffer if their mothers work, the responses are far less liberal and the slopes of the lines are less steep. While responses to these questions trend in the liberal direction during the 1970s and 1980s, by the mid-1990s the series flattens out with liberalism holding between 50 and 60 percent.I asked Stimson to elaborate on this, and he emailed in reply:We have long known that the mass public does not connect problem and solution in the way that policy analysts do. Thus, for example, most people would sincerely like to see a higher level of racial integration in schools, but the idea of putting their kids on a bus to achieve that objective is flatly rejected. I used to see that as hypocrisy. But I no longer do. I think the real issue is that they just do not make the connection between problem and solution. That is why affirmative action has such a troubled history. People are quite capable of supporting policy goals (e.g., racial balance in higher education) and rejecting the means.Where does that leave the nation? Galston, in his Brooking essay, provided an answer:In sum, the country’s half-century experiment with affirmative action failed to persuade a majority of Americans — or even a majority of those whom the policy was intended to benefit — that it was effective and appropriate. University employers — indeed the entire country — must now decide what to do next to advance the cause of equal opportunity for all, one of the nation’s most honored but never achieved principles.The Times is committed to publishing a diversity of letters to the editor.     A New York Times and Siena College poll released Nov. 5 showed Donald Trump leading Joe Biden in five of the six key swing states, with a notable jump in support among nonwhite and young voters. In response, Democrats freaked out.But then two days later, voters across the country actually went to the polls, and Democrats and Democratic-associated policy did pretty well. In Kentucky, Andy Beshear held the governorship. Democrats took back the House of Delegates in Virginia.     Why Trump Seems Less Vulnerable on Abortion Than Other Republicans

    He appointed judges who overturned Roe, but his vague statements on the issue may give him some leeway with voters.Donald J. Trump is showing surprising resilience on the abortion issue, appearing less vulnerable than fellow Republicans despite his key role in shaping the Supreme Court that overturned Roe v. Wade.An Ohio referendum last Tuesday guaranteeing abortion access and similar election results have bolstered Democrats’ hopes that they could repeat those successes in 2024.But Mr. Trump has held steady in recent surveys even among voters who favor keeping abortion mostly legal. President Biden, who holds a big lead among those who want abortion always legal, led the “mostly legal” group by only one percentage point against Mr. Trump in the recent New York Times/Siena College surveys of battleground states.Mr. Trump seems to have effectively neutralized abortion as an issue during the Republican primary. He appears to be attending to general election voters by employing vagueness and trying to occupy a middle ground of sorts, perhaps allowing voters to see what they want to see. And traditionally in presidential elections, a relatively small share of people will vote based on any one social issue, even if that issue is abortion.Voters who want abortion to be “mostly legal” are about twice as likely to say they are making voting decisions based on economic issues over social issues like abortion. The only group of voters across the six swing states for whom societal issues are even close to as important as economic issues are white college-educated voters, and those voters are expected to be a smaller share of the electorate in a presidential year than in a low-turnout off-year election like the Ohio abortion referendum.The share of voters who prioritize economic issues over social issues has increased by more than 12 percentage points in favor of the economy since the 2022 election, according to Times polling in Pennsylvania, Georgia, Nevada and Arizona.Joel Graham, 49, of Grant County, Wis., said he would like abortion access to remain widespread: “In my mind, it’s not a politician’s choice, it’s a woman and a family’s choice.”“If Trump is elected, I have some concerns that there’s a chance he would put more hard-core conservatives on the Supreme Court and they might crack down more on abortion,” he said. Still, he says he plans to vote for Mr. Trump again because of his economic policies and concerns about the Biden administration’s foreign policy.Mr. Trump has been on many sides of the abortion issue over the years. In 1999, as a member of the Reform Party, he said he was “very pro-choice.” When he ran for office in 2016, he said women should be punished for having an abortion, then later took it back. Recently, he took full credit on his social media platform for being the one who ended the constitutional right to abortion in America: “I was able to kill Roe v. Wade.”When pressed in September whether he would sign a federal abortion ban at 15 weeks, he declined to give a definitive answer. “I’m not going to say I would or I wouldn’t,” he said.Conservative Republicans such as evangelicals have urged Mr. Trump to come out more forcefully against abortions, but they been among his biggest backers, and he is unlikely to lose them. And for many Republicans who want some abortion access, his lack of a defined stance — combined with his seeming long-term indifference on the issue — has not been a problem.“I haven’t seen Trump say something either way on abortion; he doesn’t seem to care either way and that’s fine with me,” said one of the respondents, a 38-year-old woman from Schuylkill County, Pa., who spoke on condition of anonymity. She wanted abortion to be mostly legal, she said, and planned to vote for Mr. Trump again.With the possible exception of Nikki Haley, Mr. Trump’s opponents for the Republican nomination have seemed to struggle to address shifting views on abortion. Gov. Ron DeSantis largely avoided the topic on the campaign trail, having signed a six-week abortion ban in Florida, a law that has been called extreme by some members of his own party. Mr. Trump called it “a terrible mistake.”Mr. DeSantis quietly came out in support of a federal 15-week abortion ban earlier this year, after months of dodging questions, and criticized Mr. Trump: “Pro-lifers should know he is preparing to sell you out.”But Mr. Trump has distanced himself from more restrictive abortion laws, favored by some in his party, seeming to recognize their unpopularity. Half of swing state voters oppose a federal 15-week abortion ban, while 42 percent are in favor. Voters who want abortion to be mostly legal are fairly divided on a 15-week ban, with a slim majority opposed.For those who want abortion to be mostly legal, Mr. Trump’s role in overturning Roe doesn’t appear to be a big concern.“I don’t think Trump was responsible for the Supreme Court’s decision,” said Michael Yott, a 37-year-old police officer from the Detroit area. “I honestly think that Trump is just for less government and states’ rights, and I’m fine with that. Now with Roe being gone, it’s up to each state to create their own rules and that’s fine.”Mr. Yott said he hoped some access to abortion would be maintained, particularly in early stages of pregnancy, but added, “My answer contradicts the stance of Republican candidates, but it’s just not that high on my list of issues.” More

    Bad Feelings About the Economy Sour Arizona Voters on Biden

    The White House has hailed new investments and new jobs, yet many voters in a battleground state are chafing at inflation and housing costs.If President Biden hopes to replicate his narrow victory in Arizona, he will need disillusioned voters like Alex Jumah. An immigrant from Iraq, Mr. Jumah leans conservative, but he said he voted for Mr. Biden because he could not stomach former President Trump’s anti-Muslim views.That was 2020. Since then, Mr. Jumah, 41, said, his economic fortunes cratered after he contracted Covid, missed two months of work as a trucking dispatcher, was evicted from his home and was forced to move in with his mother. He said he could no longer afford an apartment in Tucson, where rents have risen sharply since the pandemic. He is now planning to vote for Mr. Trump.“At first I was really happy with Biden,” he said. “We got rid of Trump, rid of the racism. And then I regretted it. We need a strong president to keep this country first.”His anger helps explain why Mr. Biden appears to be struggling in Arizona and other closely divided 2024 battleground states, according to a recent poll by The New York Times and Siena College.Surveys and interviews with Arizona voters find that they are sour on the economy, despite solid job growth in the state. The Biden administration also fails to get credit for a parade of new companies coming to Arizona that will produce lithium-ion batteries, electric vehicles and computer chips — investments that the White House hails as emblems of its push for a next generation of American manufacturing.Breanne Laird, 32, a doctoral student at Arizona State University and a Republican, said she sat out the 2020 elections in part because she never thought Arizona would turn blue. But after two years without any pay increases and after losing $170,000 trying to fix and flip a house she bought in suburban Phoenix, she said she was determined to vote next year, for Mr. Trump.She bought the investment property near the peak of the market last year, and said she watched its value slip as mortgage rates rose toward 8 percent. She said she had to max out credit cards, and her credit score fell.Arizona’s housing market fell farther than most parts of the country after the 2008 financial crisis, and it took longer to recover. Just 3 percent of voters said it was excellent.Arizona experienced some of the worst inflation in the country, largely because housing costs shot upward as people thronged to the state during the pandemic. Average monthly rents in Phoenix rose to $1,919 in September from $1,373 in early 2020, a 40 percent increase according to Zillow. Average rents across the country rose about 30 percent over the same period.Home prices and rents have fallen from their peaks this year, but even so, economists say that the state is increasingly unaffordable for middle-class families, whose migration to Arizona has powered decades of growth in the state.Arizona’s economy sprinted out of the pandemic, but economists said the speed of new hiring and consumer spending in the state has now eased. The state unemployment rate of 4 percent is about equal to the national average, and the quarterly Arizona Economic Outlook, published by the University of Arizona, predicts that the state will keep growing next year, though at a slower pace.Arizona has added 280,000 jobs since Mr. Biden took office, according to the federal Labor Department, compared with 150,000 during Mr. Trump’s term. Phoenix just hosted the Super Bowl, usually a high-profile boost to the local mood and economy.Barely a week goes by without Arizona’s first-term Democratic governor, Katie Hobbs, visiting a groundbreaking or job-training event to talk up the state’s economy or the infrastructure money arriving from Washington.Arizona Gov. That survey of about 1,000 Arizona voters said Mr. Trump had an eight-point lead, a significant swing toward Republicans from this past winter, when Mr. Biden had a two-point edge.Mike Noble, the polling firm’s chief executive, said that Mr. Trump had built his lead in Arizona by consolidating support from Republicans and — for the moment — winning back independents. Respondents cited immigration and inflation as their top concerns.“Economists say, ‘Look at these indicators’ — People don’t care about that,” Mr. Noble said. “They care about their day-to-day lives.”Bill Ruiz, the business representative of Local 1912 of the Southwest Mountain States Carpenters Union, said the Biden administration’s infrastructure bill and CHIPS Act were bringing billions of dollars into Arizona, and helping to power an increase in union jobs and wages. Carpenters in his union were working 7 percent more hours than they were a year ago, and the union’s membership has doubled to 3,400 over the past five years.“We’re making bigger gains and bigger paychecks,” he said. “It blows me away people don’t see that.”Political strategists say Mr. Biden could still win in Arizona next year, if Democrats can reassemble the just-big-enough coalition of moderate Republicans and suburban women, Latinos and younger voters who rejected Mr. Trump by 10,000 votes in 2020. It was the first time in more than two decades that a Democrat had carried Arizona and its 11 electoral votes.The same pattern was seen in last year’s midterm elections, when Arizona voters elected Democrats running on abortion rights and democracy for governor, attorney general and secretary of state, defeating a slate of Trump-endorsed hard-right Republicans.Abortion is still a powerful motivator and a winning issue for Democrats, but many Arizona voters now say their dominant concerns are immigration, inflation and what they feel is a faltering economy.Grant Cooper, 53, who retired from a career in medical sales, is the kind of disaffected Republican voter that Democrats hope to peel away next year. He supports abortion rights and limited government, and while he voted for Mr. Trump in 2020, he said he would not do so again.He said his personal finances and retirement investments were in decent shape, and he did not blame the president for the spike in gas prices in 2022. Still, he said he plans to vote for a third-party candidate next year, saying that both Mr. Biden and Mr. Trump were out-of-touch relics of a two-party system that was failing to address long-term challenges.“They squibble and squabble about the dumbest things, rather than looking at things that could improve our economy,” he said. “The Republicans are fighting the Democrats. The Democrats are fighting the Republicans. And what gets done? Nothing.”David Martinez, 43, is emblematic of the demographic shift that has made Arizona such a battleground. He and his family moved back to Phoenix after 15 years in the San Francisco Bay Area, where he still works remotely in the tech industry. He voted for Mr. Biden in 2020, and said he was worried about the threat Mr. Trump poses to free elections, democracy and America’s future in NATO.His working-class friends and extended family don’t share the same concerns. These days, the political conversations with them usually begin and end with the price of gas (now falling) and eggs (still high).“It falls on deaf ears,” Mr. Martinez said of his arguments about democracy. “They feel down about Biden and inflation and his age.     In Politics, There Are Worse Things Than Wishful Thinking

    Bret Stephens: Gail, my attention these past few weeks has been devoted almost entirely to outrages and tragedies in the Middle East. But I couldn’t help smiling for a second when Nikki Haley called Vivek Ramaswamy “scum” at last week’s G.O.P. debate, after he raised the subject of her daughter’s use of TikTok.Aside from the deep truth of the remark — I wouldn’t have faulted her if she had thwacked him — it also made me think there’s life in this primary yet. Your thoughts on the G.O.P. race?Gail Collins: So glad to be back conversing every week, Bret. And you must be pleased that Haley, your Republican fave, was generally judged the winner of that debate.Bret: As she was of the first two debates.Gail: Not hard to make Ramaswamy look bad, but she certainly did a great job of it.Bret: Ramaswamy is like the human equivalent of HAL 9000 with an addiction to Red Bull.Gail: But what’s this going to do for her? Can you really imagine a path to the presidential nomination here?Bret: There was a great story last week in The Times by Natasha Frost, about an Australian man who freed himself from the jaws of a saltwater crocodile by biting its eyelid. Which is only believable because, well, it’s Australia. That’s about the situation in which the G.O.P. contenders find themselves with respect to Donald Trump.I know it’s a long shot, but at some point there will be just one person left standing against Trump, and I bet it will be Haley. She’s not just the best debater. She also comes across as the most tough-minded and well-rounded, given her experience both as a governor and a U.N. ambassador. She’s in second place in New Hampshire and in her home state of South Carolina, and her numbers have been moving up. As formidable as Trump’s own numbers look, it won’t be lost on centrist-minded G.O.P. voters that he’ll be campaigning while on bail.Now you’ll tell me that’s wishful thinking ….Gail: Hey, in our current political climate, there are worse things than wishful thinking. And we do have a likely Republican nominee who’s under indictment for virtually every nonviolent crime on the books except double parking.One thing I was wondering, looking at the debaters: Trump is going to have to find a new vice-presidential nominee. I keep thinking Tim Scott is campaigning hard for that job, although now he has suspended his campaign. You’ve got better Republican insight — see anybody on the stage you could imagine on Trump’s ticket?Bret: Good question. Trump will want someone with Mike Pence’s servility, minus the fidelity to the Constitution. Somehow I don’t think Scott fits that bill. I’m thinking of someone with more MAGA appeal, like Arizona’s Kari Lake or Ohio’s J.D. Vance.Gail: Ewww. Well then, I guess Scott’s sudden girlfriend reveal won’t do the trick.Bret: Only if the engagement were to Lauren Boebert.Gail: Last week’s election was a very, very good time for the Democrats. Big wins in Kentucky and Virginia, not to mention Ohio. I know a lot of it was attached to the very strong public support for abortion rights, but I can’t help but feel it was also a general Republican fizzle. You agree?Bret: It was a great antidote to that depressing Times/Siena poll, showing Biden’s political weakness against Trump in crucial swing states, which we talked about last week. My read on the results is this: Democrats win when they run with centrist candidates, like Gov. Andy Beshear of Kentucky, who ran as a pragmatist, not an ideologue. Also, Republicans remain deeply vulnerable, mainly thanks to their abortion extremism. That second fact should, well, abort Ron DeSantis’s campaign. The first fact suggests Democrats can win and win big — with a younger candidate, from a purple state, with a record of governing from the center.Speaking of which, any feelings about Joe Manchin’s decision not to run for re-election? Are you going to miss him?Gail: Well, I’m gonna miss having a Democratic senator from West Virginia. Never found any of his standing-on-my-own shutting-all-progress-down antics to be all that endearing.Bret: Loved them. Democrats won’t easily hold the Senate without him.Gail: What worries me is the possibility that Manchin’s going to run as a third-party candidate for president. As our readers know, I hate, hate, hate the idea of people who could never win a major-party nomination jumping into the general election on their own lines. It has a terrific potential to mess things up. Speaking also to you, Jill Stein, another new entrant, via the Green Party. And Bret, to your pal Joe Lieberman’s shenanigans with No Labels.Bret: To say nothing of Robert F. Kennedy Jr. and Cornel West. Both of whom, I think, are bigger political threats to Biden than they would be to the Republican nominee. But none of them would be anything but an afterthought if Biden weren’t such a weak candidate.On the other hand, we have Trump and his trials. Do you think any of these many cases against him are going to do any lasting political damage?Gail: Really wondering. On the one hand, good Lord — 91 felony counts and a civil suit in New York that might just wipe out any semblance of proof that he really has the money he always claims to have. Who could possibly win an election with that kind of record?Bret: Well, Trump could.I haven’t delved too deeply into the particulars of the civil suit filed by Letitia James, New York’s attorney general, but I have my doubts about the strength of a case that rests on the theory that it’s unlawful for a real-estate developer to overstate the value of his assets. The market value of any asset is only determined at the point of sale, and real estate is often a classic “Veblen good,” in which demand increases as the price goes up.Gail: None of this can possibly be a surprise to his die-hard supporters, and they’re still with him. They just see it all as persecution. But once the campaign is really underway and voters keep hearing Biden ads reminding them Trump is a crooked underachiever, do you think the swing voters could keep ignoring it?Bret: Hillary Clinton ran on precisely that in 2016. She lost because she came across as the entitled representative of a self-dealing system, and he won because he came across as a disrupter of that system. That’s exactly the scenario Democrats risk repeating now.Would you mind if we switched to a more local topic? Wondering what you think of the mounting legal jeopardy of your mayor, Eric Adams.Gail: Well, Bret, New Yorkers are not unaccustomed to seeing our mayors skating around some corruption pond. But I have to admit this one is pretty mind-boggling. We’re engulfed in a crisis over the enormous influx of migrants, and now we’re engulfed with stories about Adams’s relationships with Turkish leaders … who are, surprise surprise, into Manhattan real estate.Bret: The question that always hovered over Adams’s mayoralty was whether it would send him to greater heights or to jail.Gail: And meanwhile the F.B.I. raided the home of his chief campaign fund-raiser, Brianna Suggs. We will be hearing a lot more about this, I’m sure. But the immediate reaction was, she’s 25 and she’s his chief campaign fund-raiser?Bret: Ageism. Just terrible.Gail: My prediction: More trouble to come. Your thoughts?Bret: Sounds bad for Adams, for which I’m sorry since I still think that he was the best of the lot in the last mayoral election. But it’s also worth remembering that the F.B.I. has a very mixed record of going after prominent political figures. Remember when Matt Gaetz, the Florida congressman, was going to be charged with sex trafficking? Gaetz is an otherwise despicable person, but that case was a travesty and ultimately collapsed. Or the way the F.B.I. went after Ted Stevens, the Alaska senator, destroying his political career shortly before his death? That was another travesty, in which prosecutors hid exculpatory evidence and engaged in “reckless professional misconduct,” according to a Justice Department report. The F.B.I. was just as bad in its investigations of both Donald Trump and Hillary Clinton.Which is all to say: Innocent until proven guilty.Gail: Yipes, I’m not going to argue that one. Did you note that one of the City Council winners here in New York is Yusef Salaam, one of the Central Park Five, who spent nearly seven years in jail for a sexual assault that he didn’t commit?Bret: I hadn’t. I need to start paying attention to New York City politics. They’re getting interesting again.Gail: Now looking forward, what’s your bet on Congress achieving its very basic-minimal job of passing a budget before we’re … budget-less? Think the dreaded new House speaker, Mike Johnson, can make the grade?Bret: Burn-it-all-down conservatism is much easier to practice from the bleachers than from the field. Johnson will have to come up with a budget, he’ll have to learn how to compromise, and he’ll have to learn, like Kevin McCarthy before him, that the price of being a political grown-up is bending to realities that don’t bend toward you.Most of us learn that lesson pretty early in life.     A Trump-Biden Rematch Is the Election We Need

    Joe Biden versus Donald Trump is not the choice America wants. But it is the choice we need to face.Yes, both men are unpopular, remarkably so. Only a third of Americans view President Biden favorably, and two-thirds of Democrats and Democratic-leaning voters want to nominate someone else for the presidency (no one in particular, just someone else, please). Trump is the overwhelming favorite to become the Republican nominee for the third consecutive time, but his overall approval rating is lower than Biden’s. And while 60 percent of voters don’t want to put Trump back in the White House, 65 percent don’t want to hand Biden a second term, either. The one thing on which Americans seem to agree is that we find a Biden-Trump 2024 rematch entirely disagreeable.This disdain may reflect the standard gripes about the candidates. (One is too old, the other too Trump.) But it also may signal an underlying reluctance to acknowledge the meaning of their standoff and the inescapability of our decision. A contest between Biden and Trump would compel Americans to either reaffirm or discard basic democratic and governing principles. More so than any other pairing, Biden versus Trump forces us to decide, or at least to clarify, who we think we are and what we strive to be.Trump is running as an overtly authoritarian candidate — the illusion of pivots, of adults in the room, of a man molded by the office, is long gone. He is dismissive of the law, except when he can harness it for his benefit; of open expression, except when it fawns all over him; and of free elections, except when they produce victories he likes. He has called for the “termination” of the Constitution based on his persistent claims of 2020 electoral fraud, and according to The Washington Post, in a new term he would use the Justice Department as an instrument of vengeance against political opponents. We know who Trump is and what he offers.Biden’s case to the electorate — for 2020, 2022 and 2024 — has been premised on the preservation of American democratic traditions. In the video announcing his 2020 campaign, he asserted that “our very democracy” was at stake in the race against Trump. In a speech two months before the midterm vote last year, he asserted that Trump and his allies “represent an extremism that threatens the very foundation of our Republic.” And the video kicking off his 2024 re-election bid featured multiple scenes of the assault on the Capitol on Jan. 6, 2021. “The question we are facing,” Biden said, “is whether in the years ahead we have more freedom or less freedom.” That is our choice in 2024.Like so many others, I also wish we could avoid that choice or at least defer it. As the journalist Amy Walter has put it, “Swing voters would rather eat a bowl of glass than have to choose between Trump and Biden again.” Well, it may be time to grab a spoon and unroll the gauze. When half the country believes democracy isn’t working well, when calls for political violence have become commonplace, when the speaker of the House is an election denier, it is time to face what we risk becoming and to accept or reject it. We have no choice but to choose.Even if some combination of poor health and legal proceedings somehow pushed Biden and Trump aside — and some blandly likable generic candidates took their places — we could not simply rewind the past eight years and return to our regularly scheduled programming. America would still face the choices and temptations that Biden and Trump have come to represent; the choice would not change, even if the faces did.A recent New York Times/Siena College poll that shows Trump leading Biden in five battleground states also asked registered voters which candidate they trust on key questions. Trump won on the economy, immigration and national security; Biden received higher marks on just two issues. The first was abortion, a core priority among Democratic voters and one that proved powerful in last year’s midterms and the off-year elections and ballot initiatives last Tuesday in states like Ohio, Kentucky and Virginia.The second issue on which Biden commands greater trust? By a slim margin, it is democracy. This advantage is pronounced among Black voters, who trust Biden over Trump by 77 to 16 percent on democracy, and Hispanic voters, who prefer Biden by 53 to 38 percent. (White voters, by contrast, sided with Trump 50 to 44 percent on that issue.) The protection of American democracy offers a potentially resonant message for Biden, precisely among parts of the Democratic coalition that he can ill afford to lose.Oddly, even as the electorate seems to want little to do with either of these two candidates — let alone with both at the same time — Biden and Trump seem to need each other. Biden’s case for saving American democracy loses some urgency if Trump is not in the race; I can’t imagine, say, a Nikki Haley nomination eliciting as much soul-of-America drama from the president. Similarly, Trump’s persecution complex, always robust, is strengthened with Biden as his opponent; the former president can make the case that his indictments and trials represent the efforts of the incumbent administration — and Trump’s political rival — to keep him down. After all, neither Gretchen Whitmer nor Gavin Newsom runs the Department of Justice.Of course, we already faced this choice — and made it — in 2020. Why insist on a do-over? Because a country approaching its 250th birthday does not have the luxury of calling itself an experiment forever; this is the moment to assess the results of that experiment. Because Jan. 6 was not the final offensive by those who would overrun the will of voters. Because a lone Trump victory in 2016 could conceivably be remembered as an aberration if it were followed by two consecutive defeats, but a Trump restoration in 2024 would confirm America’s slide toward authoritarian rule and would render Biden’s lone term an interregnum, a blip in history’s turn.
