    In Wisconsin, Governor’s Race Stand Between G.O.P. and Near-Total Power

    KAUKAUNA, Wis. — Nowhere in the country have Republican lawmakers been more aggressive in their attempts to seize a partisan edge than in Wisconsin. Having gerrymandered the Legislature past the point that it can be flipped, they are now pushing intensely to take greater control over the state’s voting infrastructure ahead of the 2024 presidential contest.Two pivotal elections in the coming months are likely to decide if that happens.The soaring stakes of the first, the November race for governor, became clear last week when Tim Michels, a construction magnate endorsed by former President Donald J. Trump, won the Republican primary.His victory raised the prospect that Gov. Joseph R. Biden Jr.’s 20,000-vote victory in the state stood only because Justice Brian Hagedorn, a conservative, sided with the court’s three liberals.Electing a liberal justice to replace the retiring conservative, Justice Patience D. Roggensack, would give Wisconsin Democrats an opportunity to enact a host of measures that currently have no shot at passing in the Republican-led Legislature. Bringing new lawsuits through the courts, they could potentially undo the gerrymandered legislative districts; reverse the drop box decision; and overturn the state’s 1849 law criminalizing abortion, which went back into effect in June when the U.S. Supreme Court struck down Roe v. Wade.Wisconsin’s next two elections are inexorably linked. Mr. Michels has said that he will seek to change the state’s voting laws on his first day as governor. If he is indeed elected and moves quickly, new voting procedures could be in place before a new justice is elected to a 10-year term in April — and the court combined with Mr. Michels would have wide leeway to set voting rules for the 2024 presidential election, when Wisconsin is widely expected to again be a central presidential battleground.“If they’re going to cherry-pick things that they know will depress a Democratic vote, it will absolutely impact every Democrat, including Joe Biden,” Mr. Evers said in an interview on Thursday. Referring to Mr. Michels, he added, “His election certainly would focus on depressing the vote of Democrats, no question about it.”Gov. And while he never explicitly endorsed decertifying Wisconsin’s 2020 presidential election, Mr. Michels did not rule it out, either, saying enough to appease Mr. Trump — who has repeatedly demanded such a move.At campaign stops and during primary debates, Mr. Michels invoked films about the 2020 election that propagate conspiracy theories falsely suggesting that Mr. Trump was the real winner. He claimed without evidence that there had been fraud in the state and pledged to prosecute the perpetrators.“I’ve seen the movies ‘2000 Mules’ and ‘Rigged.’ And I’ll tell you, I know that there was a lot of voter fraud,” Mr. Michels said at a recent rally in Kaukauna, a small industrial city in the state’s politically swingy Fox Valley. “When I am sworn in as governor, I will look at all the evidence that is out there in January and I will do the right thing.     Nadler and Maloney Are Collegial at Debate. Their Rival Is Combative.

    After decades of working together as House colleagues and ultimately ascending to powerful committee leadership posts, Representatives Jerrold Nadler and Carolyn Maloney took the stage on Tuesday night as reluctant foes in a three-way Democratic debate.If fireworks were expected, then the debate was something of a washout: The two longtime Democrats stood and sat side by side, each collegially allowing the other to recite decades of accomplishments and showing an unusual degree of deference.It fell to the third candidate, Suraj Patel, a lawyer who has never held elected office, to play the energetic aggressor, criticizing the records of the New York political fixtures and suggesting that voters would be better served by a younger representative, and perhaps House term limits, too.The debate, hosted by NY1 and WNYC, offered the broadest opportunity for the three leading Democratic candidates seeking to represent New York’s newly drawn 12th Congressional District to distinguish themselves ahead of the Aug. 23 primary. (A fourth candidate, Ashmi Sheth, will appear on the ballot but did not meet the fund-raising requirement to appear onstage.)In a debate with few standout moments, the most notable exchange had little to do with the primary contest itself.Errol Louis, one of the moderators, asked the three candidates whether they believed President Biden should run for re-election in 2024.Mr. Patel, who is running on the importance of generational change, was the only candidate to respond in the affirmative. At one point, Mr. Patel questioned why Mr. Nadler had previously endorsed Ms. Maloney despite her past support for legislation that would have mandated that the government study a discredited link between vaccines and autism.“In the contest between you and her, I thought she was the better candidate,” Mr. Nadler said.“What about now?” Mr. Patel shot back.“I still think so,” Mr. Nadler responded.With three weeks until the primary contest and no clear front-runner, Mr. Patel sought to draw a sharp contrast with his two opponents. He pointed to their corporate donors and their adherence to party orthodoxy and tried to liken himself to younger, rising party stars like Representatives Hakeem Jeffries and Alexandria Ocasio-Cortez.“It’s 2022,” he said in his opening statement. “It is time to turn the page on 1992.”Mr. Patel’s performance seemed energetic, in starkest contrast to that of Mr. Nadler, who gave a halting opening statement in which he misspoke and said that he had “impeached Bush twice” when he meant to refer to former President Donald J. Trump.“I thought Suraj performed well,” said Chris Coffey, a Democratic strategist who is unaffiliated in the race. “I thought Carolyn did fine. And I thought Nadler struggled at times.”It was only toward the end of Tuesday’s debate that Ms. Maloney seemed to set her sights on Mr. Nadler. In a conversation about infrastructure, she argued that he had wrongfully taken credit for helping fund the Second Avenue Subway, a long-sought project in her district.Ms. Maloney said that she had advanced the project, while Mr. Nadler had yet to secure funds for a proposed freight tunnel that would run beneath New York Harbor, a project that he has championed for years.“It’s still not built,” Ms. Maloney pointed out.The exchange drove home the end of decades of political harmony predicated on a dividing line between the two elected officials’ districts: Ms. Maloney represented most of Manhattan’s East Side, while Mr. Nadler served constituents on the West Side. Over their time in office, their reach grew to neighborhoods in parts of Brooklyn and Queens, after changes made in the state’s redistricting process. Both had endorsed each other’s previous re-election bids, supporting their respective journeys to becoming New York City political icons.But the alliance fractured in May, when a state court tasked with reviewing New York’s congressional map approved a redistricting plan that threw the two powerful allies into the same district, one that combined Manhattan’s East and West Sides above 14th Street into a single district for the first time since World War II.Mr. Nadler and Ms. Maloney ultimately chose to run against each other rather than seeking a neighboring seat — a decision that guaranteed that at least one of the two will lose their position, robbing New York’s congressional delegation of at least one high-ranking member with political influence.Ms. Maloney leads the House’s Oversight and Reform Committee, a key investigative committee. Mr. Nadler chairs the Judiciary Committee, a role that vaulted him into the national spotlight during both of Mr. Trump’s impeachment trials.For months, the two have engaged in a crosstown battle for their political survival that has riveted the Democratic establishment. Both Mr. Nadler and Ms. Maloney have drawn on political ties to try to pressure old allies and wealthy donors they once shared to back one of them.All three of the candidates at Tuesday’s debate and political analysts alike have acknowledged that the race’s outcome may largely depend on who casts ballots.     House Speaker Nancy Pelosi will on Monday endorse Representative Mondaire Jones, a first-term upstate congressman who is facing a stiff battle in his bid to capture an open seat in New York City.Following an unusually messy redistricting process, Mr. Jones opted not to run again in his current district, which encompasses Rockland County and parts of Westchester County, or in a neighboring one to the south. But recent polls suggest Mr. Jones’s campaign is struggling to stay in the top tier, and Nydia Velázquez, the congresswoman who represents much of the existing district, has endorsed one of Mr. Jones’s rivals, Carlina Rivera, a New York City councilwoman.It is unclear how much influence Ms. Pelosi’s endorsement will yield, or if will come with any financial support from the House Majority PAC or the Democratic funding arm, the Democratic Congressional Campaign Committee. But it may help in other ways.“Obviously it will be helpful, in that it will bring more attention to what has been arguably a struggling campaign out of the box,” said Neal Kwatra, a Democratic strategist who worked on former mayor Bill de Blasio’s abortive run for the same seat.But Mr. Kwatra cautioned that the voters who do turn out to vote out will be unusually well-informed about the election, and will have strong opinions about the candidates that are not likely to be swayed by a political endorsement.“The ones that do end up voting in this election, they’re going to be very sophisticated and very clear about why they’re voting and who they’re voting for,” he said.     Moving in With Mom: Redistricting Creates Upheaval for N.Y. Lawmakers

    Earlier this year, New York’s tumultuous redistricting process convulsed the state’s House races, sparking intraparty drama that has provoked free-for-all primary contests and forced high-ranking Democrats to run against each other.But the court-drawn maps also threw Albany into chaos, upending district lines in the Democratic-controlled State Senate, and with similar effect: Lawmakers were thrust into the same districts, forcing some to make inconvenient living arrangements to run in neighboring districts in the Aug. 23 primary.For State Senator Joseph Addabbo Jr., a Democrat from Queens, the changes meant that he would be likely to move in with his mother, who resides in the new district he is running in, if he wins. Mr. Addabbo’s home in Howard Beach was excluded from his current district.“Thank God, I was nice to my mom all these years,” said Mr. Addabbo, 58, who is facing a primary challenge for the first time since he was elected in 2008. “I think my old bedroom is still available.”The redistricting saga has forced incumbents to campaign in unfamiliar territory and to face unexpected challengers, injecting an element of unpredictability and setting off primary contests defined by ideology, ethnicity and local political power struggles, as well as by issues around public safety and affordability.Residency requirements are eased in redistricting years, meaning candidates only have to live in the county they are running in, not the district. They must, however, move to the district if they win.In the Bronx, State Senator Gustavo Rivera faced a choice: stay in the rent-stabilized apartment he has lived in for over two decades and take on State Senator Robert Jackson, or find another district to run in. Mr. Gounardes has been forced to court voters outside his Trump-supporting base in Bay Ridge.Janice Chung for The New York TimesA city councilman campaigning with him, Lincoln Restler, spotted a janitor ordering coffee from a nearby food truck and approached him to let him know that his union of building service workers, 32BJ SEIU, was planning to endorse Mr. Gounardes soon.“Oh, we got you!” replied the worker, as he picked up a Gounardes campaign flier.But roughly 80 percent of the Brooklyn waterfront district is new territory to Mr. Gounardes, 37, creating an opening for his challenger, David Yassky, 58, a former city councilman from Brooklyn Heights. Mr. Yassky is running on a pitch that he is more intricately familiar with the brownstone neighborhoods in the district than Mr. Gounardes.“I have deeper knowledge of these neighborhoods than anybody else in the race,” he said, adding that he was running to voice his district’s concerns with affordability and subway safety.Challengers across the ideological spectrum have launched campaigns, hoping that the new maps will loosen the terrain and lead to the unseating of longtime incumbents. The Democratic Socialists of America endorsed two insurgent candidates hoping to win new seats, including David Alexis, 33, a ride-share driver and community organizer challenging State Senator Kevin Parker in Brooklyn. To overcome what is expected to be abysmal voter turnout, Mr. Alexis said that his campaign has been mobilizing potential voters since last year, knocking on over 60,000 doors with the help of 750 volunteers.Mr. Parker may have benefited from the new Senate maps: His Flatbush-based district no longer includes Park Slope, removing a neighborhood that could boost a challenger from the left.“I don’t need to turn atheists into Catholics,” said Mr. Parker, 55, who was first elected in 2002 and has clashed with younger progressives in Albany. “I just need to get Baptists to come to church.”“For me, it’s just emphasizing the date of the election and the fact that I’m on the ballot,” Mr. Parker said.In the Bronx, Mr. Rivera’s primary sparked an intraparty clash.To avoid running against a fellow lawmaker, he chose to run in a district that encompasses about 50 percent of the heavily Hispanic district he currently represents, but now also includes the more white and affluent neighborhood of Riverdale.Also running is a new candidate, Miguelina Camilo, who had been endorsed by the Bronx Democratic Party before the courts redrew the lines. The local party stuck with its endorsement after Mr. Rivera jumped into the race, a decision that he called “terribly disappointing.”Miguelino Camilo, 36, said that her lived experience working in her father’s bodega while becoming the first member of her family to go to college made her “a strong voice for working families.”Janice Chung for The New York Times“The lines put me in the worst-case scenario,” said Mr. Rivera, 46, who was first elected in 2010.He said it wasn’t a secret that he didn’t have a close relationship with the party organization in the county, but that it was disappointing to feel as if all the work he had done had gone to waste because he didn’t “bend the knee” to the local party.Ms. Camilo, a lawyer with a focus on family law, called the situation “unfortunate,” stressing that she had received the party’s endorsement when she launched her campaign in February, before the courts intervened, to run in the open seat vacated by State Senator Alessandra Biaggi, who is running for Congress.“It wasn’t just a game to pick a seat just to get to Albany, I want to speak for this district,” said Ms. Camilo, 36, a first-time candidate from the Dominican Republic. She said that her lived experience working in her father’s bodega while becoming the first member of her family to go to college made her “a strong voice for working families.”In Queens, Mr. Addabbo’s expansively contorted district, which stretched from Maspeth to Rockaway Beach, was made more compact, shedding the Rockaways, which is predominantly white. Richmond Hill, home to a robust South Asian community and the city’s largest Sikh population, was added to the district, which now has a notably higher share of Asians and Hispanics.Among those running against Mr. Addabbo, who is white, is Japneet Singh, 28, an accountant and part-time taxi driver who is Sikh American and has focused his campaign on the anti-Asian hate crimes affecting his community.“I’ve seen the pain of these folks; it’s not safe out here,” said Mr. Singh, who ran unsuccessfully for City Council last year. “I’m representing a demographic that nobody cares about.” More

    Gerrymandered Redistricting Maps Have Become the Norm

    The downtown of Denton, Texas, a city of about 150,000 people and two large universities just north of Dallas, exudes the energy of a fast-growing place with a sizable student population: There’s a vibrant independent music scene, museums and public art exhibits, beer gardens, a surfeit of upscale dining options, a weekly queer variety show. The city is also racially and ethnically diverse: More than 45 percent of residents identify as Latino, Black, Asian or multiracial. There aren’t too many places in Texas where you can encounter Muslim students praying on a busy downtown sidewalk, but Denton is one of them.Lindsey Wilkes, left, and Kimberlyn Spain with friends from the Muslim Student Association near the University of North Texas.Drive about seven hours northwest of Denton’s city center and you hit Texline, a flat, treeless square of a town tucked in the corner of the state on the New Mexico border. Cow pastures and wind turbines seem to stretch to the horizon. Texline’s downtown has a couple diners, a gas station, a hardware store and not much else; its largely white population is roughly 460 people and shrinking.It would be hard to pick two places more different from one another than Denton and Texline — and yet thanks to the latest round of gerrymandering by Texas’ Republican-dominated Legislature, both are now part of the same congressional district: the 13th, represented by one man, Ronny Jackson. Mr. Jackson, the former White House physician, ran for his seat in 2020 as a hard-right Republican. It turned out to be a good fit for Texas-13, where he won with almost 80 percent of the vote.Denton’s bustling downtown square is a gathering point for the city’s diverse population.The city’s soccer facilities provide meeting grounds for families from all walks of life.Enjoying live music is a multigenerational undertaking, as the Rojas family did one afternoon at a performance of Latin funk at Harvest House.This was before the 2020 census was completed and Congress reapportioned, which gave the Texas delegation two more seats for its growing population, for a total of 38. State Republicans, who control the governor’s office and both houses of the Legislature, were free to redraw their district lines pretty much however they pleased. They used that power primarily to tighten their grip on existing Republican seats rather than create new ones, as they had in the 2010 cycle. Under the old maps, downtown Denton, where the universities lie, was part of the 26th District — a Republican-majority district, but considerably more competitive than the 13th. If Texas politics continue to move left as they have in recent years, the 26th District could have become a tossup. The liberal residents of Denton could have had the chance to elect to Congress a representative of their choosing.Now that the downtown has been absorbed into the 13th District and yoked to the conservative Texas panhandle, however, they might as well be invisible. Even with the addition of all those younger and more liberal voters, the 13th remains a right-wing fortress, with a 45-point Republican lean, according to an analysis by the website FiveThirtyEight. Politicians are elected freely by voters, and they serve at the pleasure of those voters, who can throw them out if they believe they aren’t doing a good job. Partisan gerrymanders upend that process. Politicians redraw lines to win their seats regardless of whether most voters want them to; in closely fought states like Wisconsin and North Carolina, Republicans drew themselves into control of the legislatures even when Democrats won a majority of votes statewide.When these gerrymanders become the norm, as they have in the absence of meaningful checks, they silence the voices of millions of Americans, leading people to believe they have little or no power to choose their representatives. This helps increase the influence of the political extremes. Their counterparts in Wisconsin, North Carolina, Florida, Ohio, Pennsylvania and Kansas have taken similar approaches to stack the deck against Democrats. Court intervention is essential, because voters essentially have no other way of unrigging the system. But the Supreme Court’s conservative majority stuck its head in the sand, giving free rein to the worst impulses of a hyperpolarized society.As Justice Elena Kagan wrote in dissent: “Of all times to abandon the court’s duty to declare the law, this was not the one. The practices challenged in these cases imperil our system of government. Part of the court’s role in that system is to defend its foundations. None is more important than free and fair elections.”The view in Texline, Texas, on the far western edge of the 13th Congressional District.The Supreme Court isn’t the only institution to shirk its responsibility to make maps fairer. Congress has the constitutional authority to set standards for federal elections, but Republicans have repeatedly blocked efforts by Democrats to require independent redistricting commissions. It doesn’t help matters that most Americans still don’t understand what redistricting is or how it works.The Amarillo office of Representative Ronny Jackson is on the far west side of the district.Visitors to Amarillo can find an astonishing selection of cowboy boots and other western wear at Cavender’s.They can also take in a film at the American Quarter Horse Foundation Hall of Fame and Museum.Left to their own devices, states are doing what they can. More than a dozen have created some type of redistricting commission, but the details matter greatly. Some commissions, like California’s and Michigan’s, are genuinely independent — composed of voters rather than lawmakers, and as a result these states have fairer maps.Isaiah Reed mastering his trampoline basketball skills in his backyard in Texline.Commissions in some other states are more vulnerable to partisan influence because they have no binding authority. In New York, the commission plays only an advisory role, so it was no surprise when Democrats in power quickly took over the process and redrew district lines to ensure that 22 of the state’s 26 seats would be won by their party. The state’s top court struck the Democratic maps down for violating a 2014 amendment to the State Constitution barring partisan gerrymanders — a good decision in a vacuum, perhaps, but the result is more chaos and infighting, because the final maps are forcing several top Democratic lawmakers to face off against one another. It’s a maddening situation with no apparent solution — until you widen the lens and look at the larger structure of American government. When you do, it becomes clear that extreme partisan gerrymandering is more a symptom than a cause of democratic breakdown. The bigger problem is that the way we designed our system of political representation incentivizes the worst and most extreme elements of our politics.On the federal level, at least, there are clear solutions that Congress could adopt tomorrow if it had the will to do so.The 190-foot-tall cross in Groom, Texas, is among the largest in the country.First, expand the House of Representatives. As The Times’s editorial board explained in 2018, the House’s membership, 435, is far too small for America in the 21st century. It reached its current size in 1911, when the country had fewer than one-third as many people as it does today, and the national budget was a tiny fraction of its current size. In 1911, each representative had an average of 211,000 constituents — already far more than the founders had envisioned. Today that number is more than 750,000. It is virtually impossible for one person, Ronny Jackson or anyone else, to accurately represent the range of political interests in a district of that size.In the Texas Panhandle, which lies almost entirely in the 13th District, wind turbines dot the landscape, and cattle outnumber voters.The region is littered with desolate downtowns like Shamrock, where a stray cat was among the few signs of life.On the far northwestern edge of the district, in Texline, Carlos Mendoza tossed a few pitches to his neighbor Sebastian Reed. They live about 450 miles from the opposite corner of the district.Why are we still stuck with a House of Representatives from the turn of the last century? The founders certainly didn’t want it that way; the original First Amendment to the Constitution, which Congress proposed in 1789, would have permanently tied the size of the House to the nation’s population; the amendment fell one state short of ratification.Still, as the country grew Congress kept adding seats after every decennial census, almost without fail. After 1911, that process was obstructed by rural and Southern lawmakers intent on stopping the shift in political power to the Northern cities, where populations were exploding. In 1929, Congress passed a law that locked the House size at 435 seats and created an algorithm for reapportioning them in the future.A bigger House is necessary to more accurately reflect American politics and to bring the United States back in line with other advanced democracies. But on its own it wouldn’t solve our failure of representation. The larger culprit is our winner-take-all elections: From the presidency down, American electoral politics gives 100 percent of the spoils to one side and zero to the other — a bad formula for compromise at any time, and especially dangerous when the country is as polarized as it is today. But at least some of that polarization can be attributed to the manner in which we choose our representatives.Texline is at one end of the 13th District.Tattoos of a musician in Denton.In Congress, districts are represented by a single person, which is harmful in two ways: First, it’s hard to see how one person can adequately represent three-quarters of a million people. Second, even though representatives are supposed to look out for all their constituents, the reality of our politics means most people who didn’t vote for the winner will feel unrepresented entirely.The solution: proportional multimember districts. When districts are larger and contain three or even five members, they can more accurately capture the true shape of the electorate and let everyone’s voice be heard. And if the candidates are chosen through ranked-choice voting, then Republicans, Democrats and even third parties can win representation in Congress in rough proportion to their vote share. It’s no longer a zero-sum game that leaves out millions of Americans.A farm in Texline at the New Mexico border.     How Many N.Y. Democrats Does It Take to Fill a House Seat? Try 15.

    A congressman, an ex-congresswoman, an ex-mayor, a Trump prosecutor and several state and city officials are eyeing an open congressional seat in New York City.Beneath a maple tree by a red brick elementary school in Brooklyn, a lanky, recognizable figure lingered on a recent morning, hoping to catch the attention of moms, dads, the custodial worker mowing the lawn.“Registered Democrat?” asked Bill de Blasio, the former two-term mayor of New York City, as he cajoled potential voters to help him get back in the game.Mr. de Blasio, who once believed he could be elected president, has now set his sights lower, aiming to represent a newly redrawn House district in New York City. But he is far from alone.Others contesting the seat include a Levi Strauss heir who helped impeach Donald J. Trump; rising stars from the City Council and State Assembly; a Chinese American activist involved in the 1989 Tiananmen Square protests; and a pathbreaking liberal who was the youngest woman ever elected to Congress — 50 years ago.There is also a sitting congressman currently representing a suburban region, who only recently moved into the district. Exactly when, he couldn’t say.“Time is a blur,” said the congressman, Mondaire Jones, pivoting away from questions about his new residency, “when you’re fighting to end gun violence in America.”Nature abhors a vacuum, and so do politicians. So when New York’s redistricting fiasco last month unexpectedly opened up a House seat in a safely Democratic area, stretching from Lower Manhattan through much of brownstone Brooklyn, the political floodgates opened wide.A total of 15 Democrats, representing a broad range of ages and backgrounds, have taken steps to enter a summertime primary that may prove to be one of the largest and most freewheeling in the nation.“It’s like a sweepstakes contest,” said Steven M. Paladino, a Republican running for a House seat in Western New York, recently drew backlash for praising Adolf Hitler in an interview dating back to 2021.The result is not so much a contest of ideas — almost every major candidate has condemned threats to abortion rights and bemoaned the lack of strict limits on guns — as of brute force, blunt ambition and identity politics.“Let me start by saying this: I fear no man,” said Mr. Jones, the sitting congressman who decided to try his hand in the reconstituted 10th District, rather than run for re-election in the 17th District or contest the neighboring one to the south. Either option would involve competing against a House incumbent.Mr. Jones did not have to move to Brooklyn to run for the seat; House candidates must live in the state they represent, but not the district. Mr. Jones, who grew up in Rockland County, contended that his status as a newcomer was irrelevant. He suggested that he is sufficiently tied to the district by virtue of his time living elsewhere in the city and socializing in Greenwich Village, as a young gay man of color trying to discover his “authentic self.”In any case, he said, regular voters care more about what a congressional candidate has done and whether he can fight for their interests rather than where he hails from or when he moved. Both are up-and-coming progressive women of color representing parts of Lower Manhattan and could end up cannibalizing each other’s base of support.Ms. Niou said she had more than 600 volunteers eager to carry petitions for her. Ms. Rivera on Friday won the endorsement of Representative Nydia Velázquez, who currently represents much of the new district and is expected to wield substantial sway among voters. Now, at age 80, she is trying to become the oldest non-incumbent elected to the House of Representatives in history.In between, she had a trailblazing career as the first woman elected district attorney in Brooklyn and as New York City comptroller, racking up experience that she argues positions her to make an immediate impact in Washington. There was not even supposed to be a primary race in New York’s 10th District until a court-appointed expert so thoroughly scrambled New York City’s congressional map in May that the technical incumbent, Representative Jerrold Nadler, decided to run in the 12th District in Manhattan instead.That decision set him on a collision course with a longtime ally, Representative Carolyn Maloney, but it also left a rare open seat in Manhattan and Brooklyn — political gold to which no one had a rightful claim.“Anyone who tells you that they know what’s going to happen in this race, or that there is an obvious outcome, is lying to you and themselves,” said Chris Coffey, the chief executive of Tusk Strategies, who is unaffiliated in the race.Mr. de Blasio has his claim. He enters the race with near universal name recognition, years of electoral successes and some policy triumphs too — most notably, universal prekindergarten. But Mr. de Blasio does not have a fund-raising advantage. That belongs to two other candidates.As of March 31, Mr. Jones had $2.9 million on hand — a huge sum in a race so short it will make fund-raising difficult. Last week, he dropped his first in an expected deluge of television advertising, a placement of at least $169,000, according to Ad Impact, an advertising analytics firm.Daniel Goldman, the chief investigator for House Democrats in the first impeachment of Mr. Trump, and a frequent legal analyst for MSNBC, is running on his record fighting for democracy and public safety.He is also a former federal prosecutor who spent a decade working in the Southern District of New York, a lesser-known part of his résumé that may help him stand out with voters as the city confronts what Mr. Goldman called “the biggest public safety crisis in decades.”“The core experiences of my professional career, which has been devoted entirely to public service, happen to be very timely for the circumstances we are in now,” he said in an interview.Daniel Goldman served as the chief investigator for House Democrats in the first impeachment of President Donald J. To try to make up the difference, Mr. Goldman, the Levi Strauss heir who rents a Tribeca apartment listed for sale for $22 million, said he was prepared to “put some of my own money into this to level the playing field.”But given the timing of the contest, and its brevity, the race is also widely expected to turn on get-out-the-vote efforts, which may help candidates like Ms. Niou.“Field is the most important thing,” she said. “We’re running against folks with 100 percent name recognition.”Labor unions and outside political groups could also help turn the race. The retail workers union has endorsed Mr. Jones. Aspire PAC, an outgrowth of the Asian American and Pacific Islander Members of Congress, has been reviewing candidates and will make a decision soon, according to Grace Meng, the Queens congresswoman and PAC chair. It remains unclear if other unions will engage.It is also difficult to gauge how many voters will be in the district in late August, when the city gets torrid and all those who can, leave town. Matthew Rey, a prominent Democratic consultant who is unaffiliated with any of the campaigns, estimated voter turnout could be between just 70,000 and 90,000 in a district of 776,000 residents.The other Democratic candidates are Brian Robinson, John Herron, Maud Maron, Peter J. Gleason, Quanda Francis, Laura Thomas and Jimmy Li.Given the overcrowded field and the late summer election date, the race is hard to pin down.Last week, after dropping off his two children at school in Windsor Terrace, Brooklyn, Nicholas McDermott said he would absolutely consider voting for Mr. de Blasio.“I think it’s great to have someone with experience who’s from the area,” Mr. McDermott said.He was less certain if he would be around in August to vote.“That’s a good question,” he said.     A Broken Redistricting Process Winds Down, With No Repairs in Sight

    WASHINGTON — The brutal once-a-decade process of drawing new boundaries for the nation’s 435 congressional districts is limping toward a close with the nation’s two political parties roughly at parity. But the lessons drawn from how they got there offer little cheer for those worried about the direction of the weary American experiment.The two parties each claimed redistricting went its way. But some frustrated Democrats in states like Texas, Florida and Ohio sounded unconvinced as Republicans, who have controlled the House in 10 of the last 15 elections despite losing the popular vote in seven of them, seemed to fare better than Democrats at tilting political maps decisively in their direction in key states they controlled.At the least, political analysts said, Republicans proved more relentless at shielding such maps from court challenges, through artful legal maneuvers and blunt-force political moves that in some cases challenged the authority of the judicial system.And, to many involved in efforts to replace gerrymanders with competitive districts, the vanishing number of truly contested House races indicated that whoever won, the voters lost. A redistricting cycle that began with efforts to demand fair maps instead saw the two parties in an arms race for a competitive advantage.“Once the fuel has been added to the fire, it’s very hard to back away from it,” said Kathay Feng, the national redistricting director for the advocacy group Common Cause. “Now it’s not just the operatives in the back room, which is where it started. It’s not just technology. It’s not just legislators being shameless about drawing lines. It’s governors and state officials and sometimes even courts leaning in to affirm these egregious gerrymanders.”Democrats pulled nearly even — in terms of the partisan lean of districts, if not the party’s prospects for success in the November midterms — largely by undoing some Republican gerrymanders through court battles and ballot initiatives, and by drawing their own partisan maps. But the strategy at times succeeded too well, as courts struck down Democratic maps in some states, and ballot measures kept party leaders from drawing new ones in others.New York is a particularly glaring example. In April, the seven Democratic justices on New York’s highest court blew up an aggressive gerrymander of the state’s 26 congressional districts that had been expected to net Democrats three new House seats. The court’s replacement map, drawn by an independent expert, pits Democratic incumbents against each other and creates new swing districts that could cost Democrats seats.Weeks later in Florida, where voters approved a ban on partisan maps in 2010, the State Supreme Court, comprising seven Republican justices, declined to stop the implementation of a gerrymander of the state’s 28 congressional districts. The ruling preserves the new map ordered by Gov. Ron DeSantis, a Republican, that could net his party four new House seats. The ruling cited procedural issues in allowing the map to take effect, but many experts said there was never much doubt about the result.In New York, Democrats ignored a voter-approved constitutional mandate that districts “not be drawn to discourage competition” or favor political parties. And in Republicans’ view, Democrats sabotaged a bipartisan commission that voters set up to draw fair maps.“The Democrats seriously overreached,” said John J. Faso, a Republican and former New York state assemblyman and U.S. representative. Texas Republicans drew a new map that turned one new House seat and eight formerly competitive ones into G.O.P. bastions.Republicans carved up Kansas City, Kan.; Salt Lake City; Nashville; Tampa, Fla.; Little Rock, Ark.; Oklahoma City and more to weaken Democrats. Democrats moved boundaries in New Mexico and Oregon to dilute Republican votes.Most gerrymanders were drawn by Republicans, in part because Republicans control more state governments than Democrats do. But Democrats also began this redistricting cycle with a built-in handicap: The 2020 census markedly undercounted Democratic-leaning constituencies, like Blacks and Hispanics.Because those missed residents were concentrated in predominantly blue cities, any additional new urban districts probably would have elected Democrats to both congressional and state legislative seats, said Kimball W. Brace, a demographer who has helped Democratic leaders draw political maps for decades.Undoing those gerrymanders has proved a hit-or-miss proposition.Lawsuits in state courts dismantled Republican partisan maps in North Carolina and Democratic ones in New York and Maryland. But elsewhere, Republicans seized on the Supreme Court’s embrace of a once-obscure legal doctrine to keep even blatant gerrymanders from being blocked.     WASHINGTON — The Florida Supreme Court refused on Thursday to step into a challenge to a new map of the state’s congressional districts that was approved by the Republican State Legislature. The ruling all but ensures that the November elections will be based on districts that a lower state court said diluted the voting power of Black residents, violating the State Constitution.The ruling, which preserves the new House map personally ordered by Gov. Ron DeSantis, a Republican, was a fitting coda to a once-a-decade redistricting process that began with efforts to reduce the raw political self-interest built into the exercise.But in the end, it devolved into a power struggle between Democrats intent on preserving their narrow majority in the House of Representatives and Republicans who feel confident about retaking control of the House in advance of the 2024 presidential race.The Democrats appear to have come out of the map-drawing battles in slightly better shape than before they began.
