    With Deal Close on Border and Ukraine, Republican Rifts Threaten to Kill Both

    A divided G.O.P. coalesced behind a bit of legislative extortion: No Ukraine aid without a border crackdown. Now they are split over how large a price to demand, imperiling both initiatives.Senator James Lankford, the Oklahoma Republican and staunch conservative, this week trumpeted the immigration compromise he has been negotiating with Senate Democrats and White House officials as one shaping up to be “by far, the most conservative border security bill in four decades.”Speaker Mike Johnson, in contrast, sent out a fund-raising message on Friday denouncing the forthcoming deal as a Democratic con. “My answer is NO. Absolutely NOT,” his message said, adding, “This is the hill I’ll die on.”The Republican disconnect explains why, with an elusive bipartisan bargain on immigration seemingly as close as it has been in years on Capitol Hill, the prospects for enactment are grim. It is also why hopes for breaking the logjam over sending more U.S. aid to Ukraine are likely to be dashed by hard-line House Republicans.The situation encapsulates the divide cleaving the Republican Party. On one side are the right-wing MAGA allies of former President Donald J. Trump, an America First isolationist who instituted draconian immigration policies while in office. On the other is a dwindling group of more mainstream traditionalists who believe the United States should play an assertive role defending democracy on the world stage.The two wings coalesced last fall around a bit of legislative extortion: They would only agree to President Biden’s request to send about $60 billion more to Ukraine for its fight against Russian aggression if he agreed to their demands to clamp down on migration at the United States border with Mexico. But now, they are at odds about how large of a price to demand.Hard-right House Republicans, who are far more dug in against aid to Ukraine, have argued that the bipartisan border compromise brokered by their counterparts in the Senate is unacceptable. And they bluntly say they do not want to give Mr. Biden the opportunity in an election year to claim credit for cracking down on unauthorized immigration.Instead, with Mr. Trump agitating against the deal from the campaign trail, they are demanding a return to more severe immigration policies that he imposed, which stand no chance of passing the Democrat-controlled Senate. Those include a revival of the Remain in Mexico policy, under which migrants seeking to enter the United States were blocked and made to stay elsewhere while they waited to appear in immigration court to plead their cases.While Senate G.O.P. leaders have touted the emerging agreement as a once-in-a-generation opportunity for a breakthrough on the border, hard-right House members have dismissed it as the work of establishment Republicans out of touch with the G.O.P. base.“Let’s talk about Mitch McConnell — he has a 6 percent approval rating,” Representative Marjorie Taylor Greene, Republican of Georgia, said of the Senate minority leader. “He wouldn’t be the one to be listening to, making deals on the border.”She said that after Mr. Trump’s decisive win in the Iowa caucuses, “It’s time for all Republicans, Senate and the House, to get behind his policies.”As for the proposed aid to Ukraine, Ms. Greene is threatening to oust Mr. Johnson from the speakership if he brings it to the floor.“My red line is Ukraine,” she said, expressing confidence that the speaker would heed her threat. “I’m making it very clear to him. We will not see it on the House floor — that is my expectation.”House Republicans have opposed sending money to Ukraine without a deal on immigration.Emile Ducke for The New York TimesThe situation is particularly fraught for Mr. Johnson, the novice House speaker whose own sympathies lie with the far right but who is facing immense institutional pressures — from Mr. Biden, Democrats in Congress and his fellow Republicans in the Senate — to embrace a deal pairing border policy changes with aid to Ukraine.Mr. Johnson has positioned himself as a Trump loyalist, quickly endorsing the former president after winning the gavel, and said that he has spoken regularly to the former president about the Senate immigration deal and everything else. After infuriating hard-right Republicans on Thursday by pushing through a short-term government funding bill to avert a shutdown, the speaker has little incentive to enrage them again and defy the wishes of Mr. Trump, who has disparaged the Senate compromise.“I do not think we should do a Border Deal, at all, unless we get EVERYTHING needed to shut down the INVASION,” Mr. Trump wrote on social media this week.Democrats already have agreed to substantial concessions in the talks, including making it more difficult for migrants to claim asylum; expanding detention and expulsion authorities; and shutting down the intake of migrants when attempted crossings reach a level that would overwhelm detention facilities — around 5,000 migrants a day.But far-right Republicans have dismissed the compromise out of hand, saying the changes would still allow many immigrants to enter the country each year without authorization.Election-year politics is playing a big role. Representative Bob Good, Republican of Virginia and the chairman of the hard-right House Freedom Caucus, said passing the Senate bill would give “political cover” to Mr. Biden for his failures at the border.“Democrats want to look like they care about the border, then run out the clock so Biden wins re-election,” Mr. Good said. “It would be terrible for the country to give political cover to the facilitators of the border invasion.”Representative Tim Burchett, Republican of Tennessee, said that while Mr. Johnson broke with the right on federal spending because he feared a government shutdown, “I think on the immigration issue, there’s more unity.”Senator John Thune of South Dakota, the No. 2 Senate Republican, warned that the immigration compromise was a “unique opportunity” that would not be available to Republicans next year, even if they were to win majorities in both chambers of Congress and win back the White House.“The Democrats will not give us anything close to this if we have to get 60 votes in the U.S. Senate in a Republican majority,” he said.Speaker Mike Johnson has positioned himself as a Trump loyalist. Kenny Holston/The New York TimesMany mainstream House Republicans believe that Mr. Johnson would be making a terrible mistake if he heeded the advice of the most far-right voices and refused to embrace an immigration deal. They argue that doing so would squander an opportunity to win important policy changes and the political boost that would come with showing that Republicans can govern.“Big city mayors are talking about the same thing that Texas conservatives are talking about,” said Representative Patrick T. McHenry, Republican of North Carolina, a close ally of former Speaker Kevin McCarthy. “Take the moment, man. Take the policy win, bank it, and go back for more. That is always the goal.”But for some Republicans, taking the policy win is less important than continuing to have a political issue to rail against in an election year.“It’s worse than doing nothing to give political cover for a sham border security bill that does nothing to actually secure the border,” Mr. Good said.Mr. Burchett, one of the eight Republicans who voted to oust Mr. McCarthy, rolled his eyes when asked about Mr. McHenry’s entreaties not to make the perfect the enemy of the good.“McHenry’s leaving,” he said of the congressman, who has announced he will not run for re-election next year.     This Border Deal Is a Political Trap for Democrats

    For the past two months, a small group of senators from both parties has been negotiating a deal to address the crisis at our southern border. The lawmakers are united in their desire to stop unauthorized migrants from entering the United States — an ambitious objective that has eluded past administrations.But the policies under discussion are likely to drive more unauthorized migration to the border and make President Biden’s immigration challenges even worse.In December border officials processed some 300,000 migrants — the most recorded in a single month. Over the past decade, Republican leaders in Congress have failed to come to the table to negotiate on immigration policies that Americans support, and yet they have created the false perception that Trump-era policies can solve the border crisis. Mr. Trump’s record on immigration shows it’s just not that simple.The negotiations demonstrate how far the immigration debate has shifted away from solutions that once defined bipartisan immigration reform efforts, like a 2013 Senate bill that would have prioritized border security and a path to legal status and eventual citizenship for the estimated 11 million to 12 million undocumented immigrants living in the United States.In 2016, Donald Trump killed broad support in his party for this type of deal by casting immigrants as threats to our nation. As president, he restricted the number of immigrants coming to the United States, separated families, and dismantled our immigration courts, hampering the ability to process asylum seekers at the border. And yet in 2019, under his watch, there was a 90 percent increase in migrant apprehensions along the southern border compared to the year before.Today, as the crisis is being felt not just along the border but also in cities across the nation, voters strongly disapprove of President Biden’s handling of the border. His administration has not taken meaningful action to stop Republican-controlled states from sending buses full of asylum seekers to cities with no advance notice or to step in with a federal solution. As a result, Democrats are now more open to working toward a solution that reduces unauthorized immigration.The proposed deal would simultaneously restrict and expand executive authority. For starters, Mr. Biden could lose key powers that presidents have used for decades to regulate immigration in times of crisis. Worse, if Mr. Trump is re-elected, he will have new tools at his disposal that he could use to terrorize immigrants and make the chaos at the border even more acute.As a former government official who has worked in the executive and legislative branches to identify solutions to mass migration at the southern border, I agree with lawmakers that the status quo is unsustainable and that reforms are needed. But this deal will not alleviate Mr. Biden’s border challenges unless Congress builds legal migration pathways that weaken cartels who have profited the most from new asylum restrictions.Take the reported expulsion authority that Senate negotiators are considering. The policy would allow border officials to expel migrants without asylum screenings. That may appear to be an effective deterrence measure but similar asylum restrictions, including Title 42, have proved otherwise. When I served on the National Security Council, I examined whether expulsions played a role in reducing smuggling activity. The data showed that not only did more people attempt to cross than before, but they also took more dangerous routes, guided by smugglers who profited handsomely.Instead of what is on the table now, Democrats should learn from past mistakes and fight for a plan that would create more legal pathways, incentivize people to seek asylum at our ports of entry, expedite asylum claims so that people who are eligible can work and contribute to our economy, and deport people who do not have valid legal claims to stay in the United States. Congress must grant Mr. Biden’s request for funding to hire agents and asylum officers to process migrants in a humane and orderly fashion — which a majority of voters support.The most nonsensical demand in the current border deal is that Senate Republicans want to restrict the president’s parole authority. In January 2023, Mr. Biden announced a series of measures aimed at stemming unauthorized crossings, including new legal pathways for migrants from Cuba, Haiti and Nicaragua. The president invoked his powers to extend parole to people from these countries who had an American sponsor, giving them permission to work and apply for asylum if they hoped to stay beyond two years. And it worked. The data shows that apprehension of these migrants declined by 92 percent within a year.Democrats may think that it is worth embracing punitive immigration policies for the hope of improving Mr. Biden’s polling numbers. But if these lawmakers really want to stop people from coming here, they must also address the drivers of migration.Deteriorating conditions in Latin America and the Caribbean guarantee that more migrants will be forced to seek refuge in the United States. Democrats should incentivize countries across the region to build capacity to protect asylum seekers, create legal pathways and increase foreign aid and humanitarian assistance to help would-be migrants live safely closer to home.In the short term, the White House can demonstrate leadership by using every tool at its disposal to accelerate the processing of asylum cases, work with regional partners to find protection for migrants before they make their way to the border and develop a federal response to help cities buckling under the strain of absorbing tens of thousands of migrants. An administration capable of welcoming more than 70,000 Afghans and coordinating their arrival in communities around the country is equally capable of coordinating the arrival of asylum seekers and identifying temporary federal housing to relieve communities struggling to provide housing.There is too much at stake for Democrats to accept the terms of this Senate proposal. While it is understandable to want to fix the vulnerabilities at the border, Mr. Trump and his advisers have been clear that terrorizing immigrants is central to their second-term agenda. He has promised to round up immigrants in camps and conduct mass deportations. He has accused immigrants of “poisoning the blood of our country.”Mr. Biden has begun his re-election campaign with a promise to protect our democracy from these harms. Yet by compromising on policies that are likely to increase unauthorized migration at the border, he risks emboldening Mr. Trump and his ilk to step up their attacks on immigrants. On Jan. 5, Gov. Greg Abbott of Texas said in a radio interview that the state isn’t “shooting people” illegally crossing the border because “the Biden administration would charge us with murder.”Mr. Biden must help voters understand that the border won’t change until Congress builds the immigration system our country needs. This political moment demands ambitious solutions that can address the scope of today’s migration challenge, not a set of policies that will keep us stuck in the same failed legal framework of the past decade.Andrea R.     A Compromise on Immigration Could Help Rebuild Biden’s Democratic Coalition

    The negotiations on Ukraine funding and stricter border protections have exposed a growing rift between President Biden and his own party. Republican hard-liners have demanded a bill that mirrors policies advanced during the Trump administration, especially ones related to asylum seekers, increased border security and the mandate that companies institute the E-Verify employment eligibility system.Democrats such as Representative Pramila Jayapal called the proposals “cruel, inhumane and unworkable,” but Republicans believe they have found solid ground with voters. Recent polling suggests the Republicans are right. A CBS News/YouGov poll released on Sunday found that 68 percent of Americans disapprove of Mr. Biden’s handling of border security.There are many, both inside and outside his party, who believe that by agreeing to the Republican deal, Mr. Biden would be surrendering too much moral high ground and any future policy leverage. But in fact this is a chance for him to make meaningful border-security policy changes and redefine his party as the home of an aspirational multiethnic, working-class coalition.Securing the borders of a sovereign state isn’t racism — it’s among the first responsibilities of government. And many voters, including Democrats, are demanding that the Biden administration do a better job with that responsibility. A recent Fox News poll showed that fully 22 percent of Democrats favor Republican candidates on border security.More than any other group, Latinos have political views that correlate with — indeed, are racially and ethnically defined by — the immigrant experience. Yet even these voters are conveying growing concerns about border security. According to an April 2021 survey by the Pew Research Center, about 44 percent of Hispanics and 48 percent of respondents overall think illegal immigration is a major problem, an increase of more than 15 percentage points since June 2020.The supposition among much of the Democratic establishment and progressive activists is that Latino voters prioritize more relaxed immigration policies over border security. To win re-election, President Biden must redefine the narrative that has become orthodoxy and lead his party toward supporting significantly enhanced border security measures.While this would be a prudent political move, such a shift would most likely lead to an internal Democratic civil war. While Biden’s election efforts in 2020 hinged on just enough White Republican suburban women leaving the G.O.P., the defection of traditional minority Democrats, notably Latino, Black and Asian voters narrowed his margin of victory. Younger voters and voters of color — a key coalition — has shown the largest drop in support. But brokering a deal with the Republicans could help him shore up the nontraditional alliance that got him elected four years ago.Latinos have flummoxed Democrats in recent elections by shifting right in three of the last four national elections. This shift is about far more than immigration reform, but it is undeniable that it has been pronounced in border communities, especially in Texas and New Mexico, where the crisis is most acute. The failure of Democrats to propose meaningful border security measures has led to them being vulnerable to Republican attacks of supporting “open borders.”Mr. Biden, whose campaign has only recently and reluctantly begun to acknowledge the slide in support by Latino (in fact, all nonwhite) voters for the Democratic Party, is facing growing pressure from advocacy groups to take a more progressive position on immigration than the party in past decades — even though polling and electoral data suggest Latino voters are moving in the opposite direction.The president will have to challenge the Democrats’ established doctrine on the border and party’s view of how Latinos view border policy — a move that will reposition the Democratic coalition to better benefit from the demographic changes among Latino voters in the short, medium and long term. The rightward shift among Latino voters has exposed an uncomfortable cleavage between the Latino immigrant-advocacy groups that rose to prominence in the 1990s and the views of their first- and second-generation children, who dominate the Latino voting population.President Biden’s re-election strategy is clearly not working — but it is fixable. Immigration, the undocumented and related issues have been overemphasized by institutional Democratic Latino voices, including consultants and organizations vested in an outdated narrative. Latino voters, meanwhile, are far more focused on basic economic concerns and public safety, issues where Republicans tend to poll better among working-class voters.The immigration measures that progressive and establishment Latino Democrats favor, while desperately needed and a moral imperative, are a nonstarter for House Republicans and not terribly important to Latino voters. Mr. Biden would be smart to agree to beef up border security, restrict asylum and move on to its economic messaging, precisely the issue Latino voters are telling pollsters they want to hear more of.The president finds himself and his re-election prospects at a crossroads. He can double down on a strategy of outwardly opposing increased border protection, or he can reframe the debate and begin to rebuild the ethnic and racial coalitions that brought him and Barack Obama to power.     The Overlooked Crisis in Congo: ‘We Live in War’

    Artillery boomed, shaking the ground, as a couple scurried through the streets of Saké, their possessions balanced on their heads, in the embattled east of the Democratic Republic of Congo.At a crossroads, they passed a giant poster of Congo’s president, Felix Tshisekedi, who is standing for re-election on Dec. 20. “Unity, Security, Prosperity,” read the slogan. They hurried along.“Our children were born in war. We live in war,” Jean Bahati, his face beaded with sweat, said as he paused for breath. It was the fifth time that he and his wife had been forced to flee, he said. “We’re so sick of it.”They joined 6.5 million people displaced by war in eastern Congo, where a conflict that has dragged on for nearly three decades, stoking a vast humanitarian crisis that by some estimates has claiming over six million lives, is now lurching into a volatile new phase.Making sense of the mayhem is not easy. Over 100 armed groups and several national armies are vying for supremacy across a region of lakes, mountains and rainforests slightly bigger than Florida. Meddlesome foreign powers covet its vast reserves of gold, oil and coltan, a mineral used to make cellphones and electric vehicles. Corruption is endemic. Massacres and rape are common.For all that, aid groups struggle to draw attention to the suffering in a country of about 100 million people, even when the numbers affected dwarf those of other crises.“There’s a sense of fatalism about Congo,” said Cynthia Jones, the World Food Program head in eastern Congo. “People seem to think ‘that’s just the way it is’.”However this latest phase of the war, which began in earnest two years ago, is drawn in unusually clear lines.On one side is the M23, a well-organized but ruthless rebel group that the United States and the United Nations say is backed by Rwanda, Congo’s eastern neighbor, which is one-hundredth the size of Congo. (Rwanda denies any link.) Since October, the M23 has seized the main roads into Goma, the regional capital, as well as the hilltops overlooking Saké, 10 miles to the west.People fleeing fighting this month pass an election poster for Congo’s president, Felix Tshisekedi, in Saké. Since October, the militia group known as M23 has seized the main roads into Goma.On the other side is Congo’s army, whose troops are notoriously ill-disciplined — even as fighting raged near Saké last week, drunken soldiers careened through its streets. But their strength is boosted by two new allies.One is the Wazalendo, Swahili for patriots, a coalition of once-rival militias that the government cobbled together to repel M23, despite the fighters’ reputation for factionalism and brutality.The second is a force of about 1,000 Romanian mercenaries, many formerly with the French Foreign Legion, deployed around Goma and Saké. If M23 tries to seize the city — as it briefly did once, in 2012 — the Romanians are charged with defending it. “They are the last line of defense,” Romuald, a retired French officer advising the Congolese military, said at a lakeside restaurant in Goma.     Could the Next Republican President Take Us to War With Mexico?

    As president, Donald Trump reportedly floated the idea of shooting “missiles into Mexico to destroy the drug labs.” When his defense secretary, Mark Esper, raised various objections, he recalls that Mr. Trump responded by saying the bombing could be done “quietly”: “No one would know it was us.”Well, word got out and the craze caught on. Now many professed rebel Republicans, such as Representatives Mike Waltz and Marjorie Taylor Greene, along with several old G.O.P. war horses, like Senator Lindsey Graham, want to bomb Mexico. Gov. Ron DeSantis of Florida said he would send special forces into Mexico on “Day 1” of his presidency, targeting drug cartels and fentanyl labs. In May, Representative Michael McCaul, another Republican, introduced a bill pushing for fentanyl to be listed as a chemical weapon, like sarin gas, under the Chemical Weapons Convention. This move targeted Mexican cartels and Chinese companies, which are accused of providing the ingredients to the cartels to manufacture fentanyl.Of course, the United States is already fighting, and has been for half a century, a highly militarized drug war — in the Andes, Central America and, yes, Mexico — a war as ineffective as it has been cruel. Hitting fentanyl labs won’t do anything to slow the bootlegged versions of the drug into the United States but could further destabilize northern Mexico and the borderlands, worsening the migrant refugee crisis.Addiction to fentanyl, a drug that is 50 times stronger than heroin, affects red and blue states alike, from West Virginia to Maine, with overdoses annually killing tens of thousands of Americans. It’s a bipartisan crisis. Yet in our topsy-turvy culture wars, there’s a belief that fentanyl is targeting the Republican base. J.D. Vance rose to national fame in 2016 with a book that blamed the white rural poor’s cultural pathologies for their health crises, including drug addiction. In 2022, during his successful run for Ohio’s Senate seat, Mr. Vance, speaking with a right-wing conspiracy theorist, said that “if you wanted to kill a bunch of MAGA voters in the middle of the heartland, how better than to target them and their kids with this deadly fentanyl?” Mr. Vance’s poll numbers shot up after that, and other Republicans in close House and Senate races took up the issue, linking fentanyl deaths to Democratic policies on border security and crime and calling for military action against Mexico.The Mexican government is in fact cooperating with the United States to limit the export of the drug, recently passing legislation limiting the import of chemicals required for its production and stepping up prosecution of fentanyl producers. And even some of the cartels have reportedly spread the message to their foot soldiers, telling them to stop producing the drug or face the consequences. Still, in a show of Trumpian excess, Mexico is depicted as the root of all our problems. Bombing Sinaloa in 2024 is what building a border wall was in 2016: political theatrics.The United States is no novice when it comes to bombing Mexico. “A little more grape,” or ammunition, Gen. Zachary Taylor supposedly ordered as his men fired their cannons on Mexican troops. That was during America’s 1846-48 war on Mexico, which also included the assault on Veracruz, killing hundreds. Washington took more than half of Mexico’s territory during that conflict.Conservative politicians have used Mexico to gin up fears of an enemy to the south ever since the Mexican American War, which made Zachary Taylor a national hero. Library of Congress Prints and Photographs DivisionReactionaries have fixated on the border for over a century, since before the Civil War, when Mexico provided asylum for runaway slaves. Over the years, newspapers and politicians have regularly demanded that Mexico be punished for any number of sins, from failing to protect property rights to providing refuge for escaped slaves, Indian raiders, cattle rustlers, bootleggers, smugglers, drug fiends, political radicals, draft dodgers and Japanese and German agents. There was a touch of evil about Mexico, as Orson Welles titled his 1958 film set on the borderlands.Long before the Russian Revolution, hostility directed at the Mexican Revolution, which started in 1910, gave rise to a new, more militant, ideological conservatism. U.S. oilmen invested in Mexico blamed Jews for financing the revolution and raised money from U.S. Catholics to fund counterrevolutionaries, some of whom were fascists. From 1910 to 1920, private vigilante groups like the K.K.K., local police departments and the Texas Rangers conducted a reign of terror across the border states that killed several thousand ethnic Mexicans, some of whom were trying to organize a union or trying to vote.Trumpism’s ginned-up racism against Mexicans flows from this history. It remains to be seen whether calls to bomb Mexico’s fentanyl labs will play well in the coming election cycle. Yet the rhetoric itself is a dangerous escalation of an old idea: that international narcotics production, trafficking and consumption can be deterred through military means.Today’s Republican renegades say they represent a break from the “globalist” bipartisan consensus that governed the country through the Cold War and the decades that followed. But aside from some opposition to military aid to Ukraine, Republicans largely toe the line when it comes to the use of military force abroad. Few Republican dissidents dare question the establishment consensus on ongoing military aid to Israel, especially in light of its current siege of Gaza. In this sense, calls to bomb Mexico are a distraction, blowing smoke to hide the fact that the G.O.P. offers nothing new. Republicans certainly aren’t the peace party, as some of Mr. Trump’s isolationist backers would have us believe. All they offer is a shriller war party.(As if to illustrate the point, as Republicans shout about Mexico, the Biden administration has quietly struck a deal with Ecuador that will allow the United States to deploy troops to the country and patrol the waters off its coast, the Washington Examiner recently reported.)Even bombing another country in the name of fighting drugs is hardly innovative. In 1989, George H.W. Bush used the U.S. military to act on the federal indictment of Manuel Noriega, Panama’s ruler, for drug trafficking. In Operation Just Cause, the United States dropped hundreds of bombs on Panama City, including on one of its poorest neighborhoods, El Chorrillo, setting homes ablaze and killing an unknown number of its residents.Bombing another country in the name of fighting drugs is hardly innovative. As early as 1989, the United States was dropping hundreds of bombs on Panama, leaving burned cars and destroyed buildings in their wake.Steve Starr/Corbis, via Getty ImagesFor all their posturing on how they represent a break with the past, today’s bomb-happy Republicans are merely calling for an expansion of policies already in place. Republicans have introduced legislation in the House and Senate that would in effect bind the war on drugs to the war on terrorism and give the president authority to strike deep into Mexico. Mr. Graham also says he wants “a Plan Mexico more lethal than Plan Colombia.”Calls to inflict on Mexico something more lethal than Plan Colombia should chill the soul. Initiated by Bill Clinton in 1999, Plan Colombia and its successor strategies funneled roughly $12 billion into Colombia, mostly to security forces who were charged with eliminating cocaine production at its source. Their campaign included, yes, the aerial bombing of cocaine labs.Conflict in Colombia is a longstanding phenomenon, but Plan Colombia helped kick off a wave of terror that killed tens of thousands of civilians and drove millions from their homes. The Colombian military murdered thousands of civilians and falsely reported them as guerrillas, as a way of boosting its body count to keep the funds flowing. Massacre followed massacre, often committed by the Colombian military working in tandem with paramilitaries. At the end of last year, Colombia had the fourth-largest population that was internally displaced because of conflict and violence, behind only Syria, Ukraine and the Democratic Republic of Congo.For what? More Colombian acreage was planted with coca in 2022 than in 1999, a year before the start of Plan Colombia. Olga Castano/Getty ImagesPlan Colombia did weaken Colombian drug producers and disrupt transportation routes. But it also incentivized Central American and Mexican gangs and cartels to get in the game. Drug-related violence that had largely been confined to the Andes blasted up through the Central American isthmus into Mexico.Then in 2006, with support from the Bush administration, Mexico’s new president, Felipe Calderón, did what today’s Republican would-be bombardiers want Mexico to do: declare war on the cartels. Again, the result was catastrophic. Estimates vary, but by the end of Mr. Calderón’s six-year term, about 60,000 Mexicans had been killed in drug-war-related violence. By 2011, an estimated 230,000 people had been displaced, and about half of them crossed the border into the United States. Tens of thousands of Mexicans, including social activists, were disappeared, or had gone missing. The cartels, meanwhile, grew more profitable and powerful.In the wake of this failure, the current Mexican government, led by Andrés Manuel López Obrador, has de-escalated the conflict to focus more on policing and prosecution. Other Latin American leaders, across the political spectrum, want to call off the war on drugs altogether and begin advancing decriminalization and treating excess drug use as a social problem.If the drug war is escalated, it would lead to more corruption, more deaths and more refugees desperate to cross into the United States. But if a Republican were to win the White House in 2024, he or she would be under pressure to make good on the promise to launch military strikes on Mexico. Those efforts are not just bound to fail; they also could even make matters worse. Fentanyl labs are hardly complicated operations — with a couple of plastic drums and a pill press, one cook in a hazmat suit can turn out thousands of doses in a day. Trying to eliminate them with drones and missiles would be as effective as bombing bodegas in the Bronx. Hit one lab and five more pop up, perhaps in more populated areas.Further militarizing Mexico’s drug war would lead to more corruption, more deaths, more refugees desperate to cross the border. And those displaced, if Republicans had their way and Mexican cartels were classified as terrorist organizations, would have a better shot at claiming asylum, since they would be fleeing a formally designated war zone.With each escalation of the drug war, its horrors have inched closer to the United States. Now war mongering threatens to destroy the fragile movement among U.S. policymakers toward a more humane approach to drug use, that possession and use of drugs shouldn’t bring draconian prison sentences and that addiction should be treated as an illness, rooted in class inequality. Republican calls to go hard against narcotics below the border can’t but rebound above it, leading back to a callous public policy that treats addicts as enemies.     Trump Vows to Reject Gazan Refugees After Israel Attack

    Mr. Trump, in an Iowa speech, further retreated from his criticism of Israel and did not repeat his comments about Hezbollah that prompted condemnation from political rivals.Former President Donald J. Trump, in remarks that invoked the deadly Hamas attacks on Israel to stoke fears of terrorism at home, said on Monday that he would expand a freeze on refugees that he enacted during his presidency to cover people from the Palestinian territory of Gaza.In an extension of the anti-Muslim and anti-immigrant sentiments he channeled during his 2016 presidential run and made a cornerstone of his administration, Mr. Trump offered a litany of proposals that in many ways adapted his previous policies to reflect current events. He promised again to bar people from certain parts of the world, particularly where Islam is most commonly practiced, while curbing immigration and the overall number of refugees the United States would take in.“We aren’t bringing in anyone from Gaza,” Mr. Trump said at a rally in Clive, Iowa, a suburb of Des Moines.Referring to recent demonstrations protesting Israel’s retaliatory bombardment of Gaza and supporting civilians in the region caught up in conflict, Mr. Trump promised to send Immigration and Customs Enforcement agents to what he called “pro-jihadist” rallies. He also proposed that immigrants be denied entry to the United States if they adhered to a laundry list of ideologies.“If you empathize with radical Islamic terrorists and extremists, you’re disqualified,” Mr. Trump said. “If you want to abolish the state of Israel, you’re disqualified.”So, too, would be people who supported Hamas “or any ideology that’s having to do with that,” he said, and anyone who was a “communist, Marxist or fascist.”Mr. Trump did not explain how the country would carry out or enforce such a screening, an idea he proposed in a slightly different form during his 2016 campaign. Nor did he elaborate on a separate proposal that included deporting “resident aliens” — which includes legal U.S. residents — with “jihadist sympathies.”“We have to. Or we’re going to have a country that’s going to be blown to shreds. Because bad things are happening. Millions and millions of people have come into our country, and nobody has any idea where they’re from. Some from countries that nobody’s ever heard of,” Mr. Trump said.Mr. Trump also said his administration would revoke the visas of “radical anti-American and antisemitic foreigners” like those involved in pro-Palestinian demonstrations, saying that foreign nationals at colleges and universities were “teaching your children hate.”Two other Republican contenders, Gov.     DeSantis and Haley Diverge on Help for Gaza Refugees

    The two Republican candidates appeared to diverge on attitudes toward civilians in the Gaza Strip who are bracing for an invasion by Israel.The deepening humanitarian crisis in the Gaza Strip is driving a wedge between Ron DeSantis and Nikki Haley, two of the leading Republican presidential candidates, who deviated sharply on Sunday over whether the United States should help Palestinian refugees from the region ahead of an expected Israeli invasion.In an appearance on the CBS morning show “Face the Nation,” Mr. DeSantis, the Florida governor, doubled down on remarks he had made one day earlier in Iowa, espousing a hard-line opposition toward helping civilians who have been thrust into the middle of the conflict.“They teach kids to hate Jews,” he said. “The textbooks do not have Israel even on the map. They prepare very young kids to commit terrorist attacks. So I think it’s a toxic culture.”Ms. Haley, the former United Nations ambassador under President Donald J.     Border Crisis Comes to Blue Cities After Migrants Are Bused North

    The strain of migrants in New York, Chicago, Los Angeles and other cities has taxed resources, divided Democrats and put pressure on President Biden to act.When Gov. Greg Abbott of Texas began sending migrants and asylum seekers from the southwestern frontier to New York, Washington and Chicago, he vowed to bring the border to the Democratic cities he said were naïvely dismissing its costs.A year later, the migrant waves he helped set in motion have put northern “sanctuary” cities increasingly on edge, their budgets stretched, their communities strained. And a border crisis that has animated Republican politics for years is now dividing the Democratic Party. Humanitarian impulses are crashing into desperate resource constraints and once-loyal Democratic allies have reluctantly joined Republicans to train their fire on President Biden.Eric Adams, the mayor of the nation’s largest city, declared this week that without a federal bailout and clampdown at the border, swelling migration “will destroy New York City.” The nation’s second-largest city, Los Angeles, has promised to sue Mr. Abbott. And the liberal mayor of the third-largest city, Chicago, began pleading last month for the White House to step in.“Let me state this clearly: The city of Chicago cannot go on welcoming new arrivals safely and capably without significant support and immigration policy changes,” Mayor Brandon Johnson said.Gov. Maura Healey of Massachusetts, a liberal Democrat, has declared a state of emergency, activated the National Guard and started petitioning the White House for help.The migrants on state-funded buses from Texas are a fraction of the total number arriving in northern cities. Texas brags that its “Operation Lone Star” has sent more than 13,100 migrants to New York City since August 2022, but the overall strain there stems from the total, more than 110,000. Some of those migrants have family in New York, while others are attracted to the city’s history of welcoming immigrants.Still, the rising clamor is creating a rare convergence between the two parties, which for years have fought in seemingly parallel political universes. Democrats focused on issues like abortion, the preservation of democracy and expansion of health care, while Republicans warned of a migrant “invasion” and railed against “woke” liberal ideology, socialism and expanding L.G.B.T.Q. rights. Endless Republican news conferences at the border and threats to impeach Alejandro Mayorkas, the homeland security secretary, were dismissed as political bluster.Now, suddenly, some Democrats are sounding remarkably like Republicans.“Upstate New Yorkers shouldn’t be forced to bear responsibility for decades of failed immigration policy, dysfunction and stupidity out of Washington, Albany and places like New York City,” said Josh Riley, the Democratic candidate seeking to unseat Representative Marc Molinaro, a Hudson Valley Republican. Mr. Riley added that it was time for Mr. Biden to “to step up and help out.”For Republicans, the response to Mr. Abbott’s gambit has gone beyond what they could have hoped for — a spreading of the pain, as millions of migrants stream across the southern border, fleeing violence and poverty, drawn to what they see as a more welcoming administration in Washington and plentiful work.Representative Ronny Jackson, a conservative Republican from Texas, praised the bus caravans as “bold” and “thinking outside the box.” Even more moderate Republican voices have praised the move. “The reality is, Abbott was shining a light on existing issues that nobody was talking about,” said Will Hurd, a moderate Republican and former House member from a Texas border district now running for president as a fierce critic of Donald J. Trump. “Blue governors and mayors are having to deal with what Republican governors have had to deal with for three years now.”Democrats seem paralyzed by a surge of urban migration that has defied easy answers — and increasingly threatens their political aspirations, from crucial tossup congressional races in the suburbs of New York City to the race for the White House.Democrats in the cities continue to castigate their Republican opponents for using migrants as political weapons, with little regard for their health or safety. Last month, a 3-year-old child traveling to Chicago on a Texas-funded bus became ill, was put on an ambulance and later died at a hospital. The party’s candidates are quick to point out that Republicans deserve a large share of blame for blocking previous attempts to enact a bipartisan immigration overhaul in Washington.But many Democrats realize complaints only go so far as they enter an election year, when immigration, border security and appeals to nativism from Mr. Trump and his imitators will roil the electorate far from the Mexican border.“The potency of the issue has not abated, and Democrats who think that it has are fooling themselves,” said Howard Wolfson, a top Democratic strategist who steers hundreds of millions of dollars in political spending as Michael R. Bloomberg’s adviser.“This is not just going to be a local New York City or Chicago or Boston issue,” he added. “This is going to be top of mind for voters all over the country next year, and my strong advice to the White House is they need to get off the sidelines and take action to address this.”In Chicago, migrants have jammed police stations and O’Hare Airport.Sebastian Hidalgo for The New York TimesThe numbers are becoming impossible to ignore. New York City is sheltering 59,000 migrants each night and projects that caring for them could eat up $12 billion in the next few years, threatening the viability of other city services.Chicago has taken in 13,500 migrants, and spent at least $250 million. Migrants have jammed police stations and O’Hare Airport, and prompted fierce recriminations from Black residents on the South Side who see disparities between investment in their communities and the money spent on migrant care.In Washington, the city has taken in 10,500 migrants since the first bus arrived outside the home of Vice President Kamala Harris.And in Massachusetts, the arrival of thousands of migrant families has driven the state’s shelter population up by 80 percent in the last year.“When is enough enough?” asked Representative Henry Cuellar, a conservative Democrat who represents a border district around Laredo, Texas. “You’ve got to be able to control your borders and be able to handle the number of people that come in. You just can’t open up the faucet and let everybody in.”Mr. Cuellar said that even before Mr. Biden’s inauguration, he warned Biden transition officials that a crisis was looming with the receding Covid-19 emergency and the end to draconian border rules imposed by the Trump administration. He recalled meeting Mayor Adams at a reception this year and listening to his complaints.“I didn’t tell him who I was,” Mr. Cuellar said. “I was just smiling and thinking to myself, ‘You guys only get a drop of what we get here at the border.’”Asylum seekers, many from Venezuela, at a Catholic Charities respite center in Laredo, Texas.Christopher Lee for The New York TimesAs the appeals grow louder, the White House has slowly ramped up its response.The Federal Emergency Management Agency in June allocated huge “shelter and service” grants to cities and states unused to such attention — $105 million to New York City, $10.6 million for Chicago, $19 million to Illinois, more than $5 million to Washington. Those numbers, however, hardly meet the need: Chicago and Illinois alone have allocated about $200 million on migrant care in the city this year.After Gov. Kathy Hochul of New York traveled to Washington last month, Biden administration officials said they would ask Congress to allocate more money to reimburse cities and states and pledged to help asylum seekers fill out paperwork to obtain work permits more quickly. They also blamed Congress for refusing to take up a comprehensive immigration plan Mr. Biden first proposed in 2021.Tom Perez, director of the White House Office of Intergovernmental Affairs, has begun convening weekly phone calls with Mr. Adams and Ms. Hochul, and he spoke with Governor Healey on Thursday.White House officials said they were rushing work permits to migrants who cross the border using a new app issued by Customs and Border Protection and said the administration had spent $1 billion to ease the crisis. An additional $600 million request is awaiting congressional action.But the officials said ultimately Congress must act to broaden immigration legislation.Angelo Fernández Hernández, a White House spokesman, dismissed Mr. Abbott’s “cruel political stunts” and chided “Republicans in Congress who not only refuse to pass comprehensive immigration reform but are also not providing” the Department of Homeland Security with the resources it needs.He said the Biden administration was “using the tools it has available to secure the border and build a safe, orderly and humane immigration system while leading the largest expansion of lawful pathways for immigration in decades.”But the White House has quietly said no to more aggressive unilateral actions, such as using executive powers to accelerate work permitting. And Mr. Biden himself appears to want nothing to do with the issue publicly, forgoing the kind of high-profile leadership local officials have been clamoring for.“When some of these governors and blue cities like New York started calling out, I thought the Biden administration would get its head out of the sand, but not a lot has changed,” said Mr. Jackson, the Republican congressman from Texas. “I just think they don’t know what to do at this point. They’ve created a crisis they can’t manage.”Some Democrats fear that their standard-bearer for 2024 may be misreading the potency of a volatile issue heading into an election year.Tom Suozzi, a Democratic former congressman from Long Island mulling a comeback attempt next year, urged Mr. Biden to take a page from one of his predecessors, Bill Clinton. Mr. Suozzi said the president should propose to Republicans a moderate package of reforms that balances border security with “the very real human suffering that exists.”“If the Republicans come to the table with the president and the Democrats, America has a path forward,” Mr. Suozzi said. “If the Republicans reject the president’s moderate solution, it exposes them as simply playing politics on this issue.”Washington, D.C., has taken in 10,500 migrants since the first bus arrived outside the home of Vice President Kamala Harris.Valerie Plesch for The New York TimesBut Democrats are divided on how the administration should respond. Leaders in some of the affected cities want an expansion of humanitarian parole programs and temporary protected status for whole classes of migrants, such as Venezuelans. Those steps would help rush work permits to overcrowded shelters, police stations and airports now housing people who are either forced to sit idle or enter the underground economy.“This does require a national response, but it has to be a humanitarian response, not an iron hand across the border,” said Nubia Willman, who led Chicago’s Office of New Americans as the first buses began arriving.And public displays of division have liberal Democrats worried that more moderate Democratic leaders like Mr. Adams may just play into Republican hands. Former Vice President Mike Pence and House Speaker Kevin McCarthy have both quoted Mr. Adams in recent days in their own appeals to harden the southwestern border.Representative Delia Ramirez, a Chicago Democrat, said she understood the “frustration” of some Democrats. But, she said, “I just really hope that my colleagues would show why Democrats need to stick together. The blame game doesn’t get us anywhere.”She called Mr. Adams’s comments “anti-immigrant” and “despicable.”For now, even the fastest way to relieve cities’ burdens — requests for federal funds to help reimburse cities and states — has been caught up in politics. Republicans are threatening to stop any funding that would share the cost of the crisis.“The city and state made a choice,” said Mr. Molinaro, the Republican congressman from New York. “There is no willingness by the president and governor to intervene in a real way. I don’t see subsidizing the city to be a sanctuary city.” More
