    Democracy Is Down but Not Out

    Alexander Lukashenko, the Belarussian dictator, snatches a dissident from midair. Military strongman Assimi Goita launches another coup in Mali. Benjamin Netanyahu escalates a military conflict to save his own political skin in Israel. In the United States, the Republican Party launches a full-court press to suppress the vote.

    Authoritarianism, like war, makes headlines. It’s hard for democracy to compete against political crackdowns, military coups and unhinged pronouncements. Sure, democracies engage in periodic elections and produce landmark pieces of legislation. But what makes democracy, like peace, successful is not the unexpected rupture, such as the election of Barack Obama, but the boring quotidian. Citizens express their opinions in public meetings. Lawmakers receive constituents in their offices. Potholes get fixed. That’s not exactly clickbait.

    Because the absence of war doesn’t make headlines, as Stephen Pinker has argued, the news media amplifies the impression that violence is omnipresent and constantly escalating when it splashes mass murder, genocide and war crimes on the front page. Peace may well be prevalent, but it isn’t newsworthy.

    The same can be said about democracy, which has been suffering for some time from bad press. Democracies have been dragged down by corruption, hijacked by authoritarian politicians, associated with unpopular economic reforms and proven incapable (so far) of addressing major global problems like the climate crisis. After a brief surge in popularity in the immediate post-Cold War period, democracy according to the general consensus has been in retreat.

    Judging from recent quantitative assessments, the retreat has become a rout. The title of the latest Freedom House survey, for instance, is “Democracy Under Siege.” The report details how freedom around the world has eroded for the last 15 years, with 2020 featuring the greatest decline yet. The Economist Intelligence Unit, which produces a Democracy Index every year, promoted its 2020 report with the headline, “Global Democracy Has a Very Bad Year.” The authoritarian responses to the COVID-19 pandemic contributed to the worst showing so far for the model, with the average global score plummeting from the previous year. Meanwhile, the Rule of Law Index for 2020 also registered a drop for the third year in a row.

    If we extrapolate from the current trend lines, democracy will be gone in a couple of decades, melted away like the polar ice. But it’s always dangerous to make such extrapolations given history’s tendency to move in cycles not straight lines. So, let’s look at some reasons why democracy might be in for a comeback.

    The Pandemic Recedes in America

    Much of the reason for democracy’s dismal record in 2020 was the expansion of executive power and state controls in response to the COVID-19 outbreak. Some of those power grabs, such as Vladimir Putin’s constitutional changes in Russia, are still in place. Some countries, like India and Brazil, are still struggling with both COVID-19 and powerful authoritarian leaders.

    But even with the continued high rate of infection in a number of countries, the overall trajectory of the disease is downward. Since peaking in late April, the reported number of global cases has dropped nearly by half. So, two trend lines are now intersecting: the lifting of pandemic restrictions and the backlash against hapless authoritarians.

    Americans, for instance, are coming to terms with both the retreat of COVID and the removal of Donald Trump from the White House, Facebook and Twitter. The Biden administration is undoing many of Trump’s undemocratic moves, including those imposed during the pandemic around immigration and refugees. The attempts by the Republican Party to tamp down voter turnout proved spectacularly unsuccessful in 2020, which despite the pandemic featured the largest-ever increase in votes from one election to the next. In terms of the voting-age population, you have to go back to 1960 to find an election with a higher percentage turnout than the 62% rate in 2020.

    This surge in voters helped put Joe Biden over the top. It has also motivated the Republican Party to redouble its efforts, this time at the state level, to suppress the vote. It is doing so under the false narrative that electoral fraud is widespread and that President Biden’s victory is somehow illegitimate. And it is setting the stage to orchestrate an authentic election theft in 2024.

    The backlash against these anti-democratic moves has been encouraging, however. When the state of Georgia passed its voting restrictions in April, pressure from voting rights advocates forced prominent Georgia corporations like Coca-Cola and Delta to reverse themselves and come out against the bill (though only after the bill had already passed). Major League Baseball pulled its all-star game from Atlanta, and Hollywood has also threatened a boycott.

    These moves motivated Texas-based companies to protest that state’s version of voting restrictions before the legislature scheduled a vote. None of that stopped Texas Republicans from pushing ahead with the bill. So, last weekend, Texas Democrats had to deploy the nuclear option of walking out of the chamber to stop the vote suppression bill from passing. These courageous Texans, up against a powerful and determined state Republican Party, are now looking to the federal government to safeguard voting rights.

    At the federal level, the Democrats have put forward for the second time a comprehensive voting reform bill, the For the People Act, to expand access, reduce corruption and limit the impact of money on politics. The House approved a version of this bill in 2019, but it died in the Republican-controlled Senate. The House passed the reboot in March, but it again faces a difficult road to passage in the Senate because filibuster rules require at least 60 votes to pass and Democrats can muster only 50 (plus the vice-president’s).

    A failure to find “10 good Republicans” for this bill, the cadre that Senator Joe Manchin naively expected to step forward to pass legislation creating a commission to investigate the January 6 insurrection on Capitol Hill, may finally push the Democrats to scrap or at least significantly modify the filibuster rules, which were famously used to block further enfranchisement of African-Americans in the 20th century.

    High voter turnout and efforts to secure voting rights are not the only signs of a healthy US democracy. Last year, the largest civic protests in US history took place as tens of millions of Americans expressed their disgust with police violence in the wake of the killing of George Floyd in Minneapolis. Civic organizations stepped forward to fight the pandemic and ensure more equitable access to vaccines. Young people, in particular, are engaged in large numbers on the climate crisis, gun control and reproductive health. After a long winter of discontent under Trump, perhaps it’s time for an “American Spring.”

    Mixed Record Elsewhere for Democracy

    Europe, meanwhile, is coming out of the pandemic in slightly stronger shape politically. The budget compromise that took place at the end of 2020, which ended up providing considerable relief to the economically disadvantaged countries of the southern tier, effectively saved the European Union from disintegrating out of a lack of solidarity. Alas, the compromise also watered down the EU’s criticism of its easternmost members, particularly Poland and Hungary, for their violations of the bloc’s commitments to human rights and rule of law.

    But there’s hope on the horizon here as well. Eastern Europe appears to be on the verge of a political sea change. Voters brought down Bulgaria’s right-wing populist leader Boyko Borissov in elections in April, and the new caretaker government has begun to dismantle his political system of cronyism. In Slovenia, tens of thousands of protesters have massed in the capital of Ljubljana, the largest demonstration in years, to demand the resignation of the Trump-like prime minister Janez Jansa. The near-total ban on abortion orchestrated by the right-wing government in Poland has motivated mass protests by women throughout the country, and even “Polish grannies” have mobilized in support of a free press and the rule of law. A finally united opposition in Hungary, meanwhile, is catching up in the polls to Prime Minister Viktor Orban ahead of elections next year.

    The far right, with their contempt for human rights, free media, rule of law and political checks and balances, are the greatest threat to democracy within democracies. Fortunately, they are not doing very well in Western Europe either. The anti-immigrant Alternative für Deutschland has witnessed a significant drop in support in Germany, while Lega in Italy has also declined in popularity. Golden Dawn has disappeared from the scene in Greece. Vox is still the third most popular party in Spain, but it hasn’t managed to rise much above 15% in the polls, which is the same story for the Sweden Democrats (stuck at around 19%). Only in France and Finland are the far-right parties continuing to prosper. Marine Le Pen currently leads the polls against French President Emmanuel Macron ahead of next year’s election, while the Finns Party leads by a couple of percentage points in the polls but with elections not likely before 2023.

    Elsewhere in the world, the pandemic may result in more political casualties for far-right populists, as they get caught in the ebbing of the Trump wave. Brazilians are protesting throughout the country under the banner of impeaching Jair Bolsonaro, a president who, like Trump, has compiled a spectacularly poor record in dealing with COVID-19. Bolsonaro’s approval rating has fallen to a new low under 25%. The still-popular former leader Luiz Inacio Lula da Silva, recently cleared by the courts to run again for office, appears to be assembling a broad political coalition to oust Bolsonaro in the elections set for next year.

    Hard-right leader Ivan Duque has achieved the distinction of being the least popular leader in Colombian history. Politically, it doesn’t matter so much, since he can’t run again for president in next year’s election. But the public’s disgust with the violence in Colombia and the economic inequality exacerbated by the pandemic will likely apply as well to any of his would-be hard-right successors.

    The extraordinary mishandling of the pandemic in India has had a similar effect on Prime Minister Narendra Modi’s popularity, which has also recently fallen to a new low. However, after seven years in office, he remains quite popular, with a 63% approval rating.

    Modi’s Teflon reputation speaks to the fragility of democracy in many parts of the world. Many voters are attracted to right-wing nationalists like Modi — Recep Tayyip Erdogan in Turkey, Rodrigo Duterte in the Philippines, Nayib Bukele in El Salvador — who promise to “get the job done” regardless of the political and economic costs. Such leaders can rapidly turn a democratic country into a putatively democratic one, which makes the step into authentic authoritarianism that much easier.

    The coups in Mali and Myanmar, China’s crackdown in Hong Kong, the enduring miseries in North Korea, Venezuela and Eritrea — these are all reminders that, however fragile democracy might be in formally democratic states, politics can always get a lot worse.

    Lukashenko: Strong or Weak?

    Take the example of Belarus, where Alexander Lukashenko has ruled supreme since 1994. Thanks to his own ruthlessness and the patronage of neighboring Russia, Lukashenko has weathered mass protests that would have ousted leaders of weaker disposition.

    His latest outrage was to order the grounding of a Ryanair flight from Greece to Lithuania as it was flying over Belarus — just so that he could apprehend a young dissident, Roman Protasevich, and his Russian girlfriend, Sofia Sapega. Virtually everyone has decried this blatant violation of international laws and norms with the exception, of course, of Putin and others in the Russian president’s orbit. The editor of the Russian media conglomerate RT, Margarita Simonyan, tweeted, “Never did I think I would envy Belarus. But now I do. [Lukashenko] performed beautifully.”

    Lukashenko indeed came across as all-powerful in this episode. But this is an illusion. Putin has not hesitated to assassinate his critics, even when they are living outside Russia. Lukashenko doesn’t have that kind of reach or audacity, so he has to wait until dissidents are within his own airspace to strike. I’d like to believe that the opposition in Belarus takes heart from this desperate move — is Lukashenko really so scared of a single dissident? —  and doubles down on its efforts to oust the tyrant.

    Outside of Putin and his toadies, Lukashenko doesn’t have many defenders. This elaborate effort to capture a dissident only further isolates the Belarussian strongman. Even putatively democratic states, like Poland and Hungary, have unequivocally denounced Lukashenko.

    Anti-democratic actions like the Ryanair stunt capture headlines in ways that pro-democratic efforts rarely do. Honestly, had you even heard of Roman Protasevich before this affair? Along with all the other depressing news of the day, from Texas to Mali, this brazen move suggests that democracy is teetering on the edge of an abyss.

    But all the patient organizing against the strongmen that doesn’t make it into the news will ultimately prove the fragility of tyranny. When it comes to anti-democrats like Lukashenko, they will one day discover that the military, the police and the party have abandoned them. And it will be they who teeter at the abyss, their hands scrabbling for a secure hold, when along comes democracy to give them a firm pat on the back.

    State Election Officials Are Under Attack. We Will Defend Them.

    Tucked into many of the election laws Republicans are pushing or enacting in states around the country are pernicious provisions threatening punishment of elections officials and workers for just doing their jobs.Laws like those already passed in Republican-controlled states like Georgia and Iowa, no matter their stated intent, will be used as a weapon of intimidation aimed at the people, many of them volunteers, charged with running fair elections at the local and state levels. By subjecting them to invasive, politically motivated control by a state legislative majority, these provisions shift the last word in elections from the pros to the pols. This is a serious attack on the crucial norm that our elections should be run on a professional, nonpartisan basis — and it is deeply wrong.It is so wrong that having once worked together across the partisan divide as co-chairs of the 2013-14 Presidential Commission on Election Administration, we have decided to come together again to mobilize the defense of election officials who may come under siege from these new laws.Bear in mind that this is happening after the 2020 election, run in the midst of a once-in-a-century pandemic, went off much better than expected. Voter turnout was the highest since 1900. A senior official in the Trump administration pronounced it the “most secure election in American history,” with “no evidence that any voting system deleted or lost votes, changed votes or was in any way compromised.” Multiple recounts, contests and court cases brought by former President Donald Trump and his allies failed to persuade any courts or state officials to overturn the results of any election.The new laws establish civil penalties for technical infractions and subject officials to threats of suspension and even criminal prosecution. Iowa state election officials are now subject to fines of $10,000 and suspension for any actions that “hinder or disregard the object of the law.” They are also subject to criminal penalties when seeking to address disruptive conduct by partisan poll watchers. In Georgia, an election official threatened with suspension may appeal, but the law restricts state-financed support for the individual’s legal defense. The Georgia secretary of state, the chief election official, has been removed from the chairmanship of the State Elections Board, demoted to nonvoting ex officio status.Other states are considering laws containing similar threats to the impartial administration of elections. It can be no surprise that officials around the country are also experiencing threats and harassment ranging from physical confrontation to social media postings of personal information from their Facebook pages. And this dangerous behavior is spreading throughout the electoral process. Last month, election officials in Anchorage, Alaska, issued a report describing the “unprecedented harassment of election officials” during the conduct of a mayoral runoff election.The partisan efforts to control election outcomes will result in the corruption of our system of government, which is rooted in fair, free elections. We say this as longtime election lawyers from opposing political parties. In jointly leading the presidential commission, we worked with numerous local and state elections officials. We saw firsthand the dedication and professionalism they brought to their jobs. They work hard with inadequate resources and are rarely praised for what goes well and are quickly blamed for what goes wrong.In 2020, after the pandemic struck, these officials performed the near-impossible task of locating replacements for thousands of poll workers, reconfiguring polling places to offer safe voting spaces for voters and poll workers and ramping up effective mail voting where allowed under state law.Now their nonpartisan performance of their duties is under attack — even to the point of being criminalized. So we are committed to providing these officials a defense against these attacks and threats by recruiting lawyers around the country, Democrats and Republicans, to establish a network that would provide free legal support to election officials who face threats, fines or suspensions for doing their jobs. This national network will monitor new threats as they develop and publicly report on what it learns.The defense of the electoral process is not a partisan cause, even where there may be reasonable disagreements between the parties about specific voting rules and procedures. The presidential commission we led concluded that “election administration is public administration” and that whenever possible, “the responsible department or agency in every state should have on staff individuals who are chosen and serve solely on the basis of their experience and expertise.” To serve voters, those officials would require independence from partisan political pressures, threats and retaliatory attacks.These state laws, and the blind rage against our election officials that they encourage or reinforce, will corrode our electoral systems and democracy. They will add to the recent lamentable trend of experienced officials’ retiring from their active and vitally needed service — clearing the way for others less qualified and more easily managed by partisans. Early surveys show that in our nation’s larger jurisdictions, up to a quarter of experienced election officials are planning to leave their jobs. A primary reason they cite: “the political environment.”No requirement of our electoral process — of our democracy — is more critical than the commitment to nonpartisanship in the administration of our system for casting and counting of ballots now being degraded by these state laws.     Pence Calls Systemic Racism A ‘Left-Wing Myth'

    Former Vice President Mike Pence on Thursday described systemic racism as a “left-wing myth” during a speech hosted by a Republican group in New Hampshire, adopting the racial politics of his former boss, President Donald J. Trump.But Mr. Pence, a potential candidate for a 2024 presidential run, also distanced himself from the former president, describing the Jan. 6 attack as “a dark day in the history of the United States Capitol.”“President Trump and I’ve spoken many times since we left office,” Mr. Pence said. “I don’t know if we’ll ever see eye-to-eye on that day.”The speech illustrated the careful balance Mr. Pence is aiming to strike in squaring the rhetoric of the Republican Party under Mr. Trump while standing by his opposition to Mr. Trump’s attempts to overturn the results of the 2020 election.After focusing much of his speech on touting the achievements of the Trump administration, Mr. Pence took aim at “critical race theory,” a graduate school framework that has found its way into K-12 public education, asserting that young children are being taught “to be ashamed of their skin color.”“It is past time for America to discard the left-wing myth of systemic racism,” Mr. Pence said at the annual Lincoln Reagan Dinner hosted by the Hillsborough County Republicans in Manchester, N.H.“America is not a racist country,” Mr. Pence said to raucous applause, two days after President Biden commemorated the 100th anniversary of the Tulsa Race Massacre.Republicans have launched an energetic campaign in recent months aiming to dictate how historical and modern racism in America is taught in schools, and Mr. Pence indicated his support of efforts to ban critical race theory through legislation advanced in Republican-led states.     VP Kamala Harris Asked to Lead on Voting Rights, and It's a Challenge

    Her new role comes as the Senate enters a crucial month in the Democratic drive to enact the most extensive elections overhaul in a generation.WASHINGTON — Vice President Kamala Harris did not come to her role with a list of demands. She wanted to be a generalist, in large part to learn the political rhythms of a president she was still getting to know. In the first few months of her tenure, some of her portfolio assignments were just that: assignments.But on the matter of protecting voting rights, an issue critically important to President Biden’s legacy, Ms. Harris took a rare step. In a meeting with the president over a month ago, she told him that she wanted to take the lead on the issue.Mr. Biden agreed, two people familiar with the discussions said, and his advisers decided to time the announcement of Ms. Harris’s new role to a speech he delivered on Tuesday in Tulsa, Okla. In his remarks, the president declared the efforts of Republican-led statehouses around the country to make it harder to vote as an “assault on our democracy, ” and said Ms. Harris could help lead the charge against them.He also gave a blunt assessment of the task: “It’s going to take a hell of a lot of work.”Back in Washington, the president’s announcement has not clearly illuminated a path forward for Ms. Harris, whose involvement in the issue stands to become her most politically delicate engagement yet. Her new role comes as the Senate enters a crucial month in the Democratic drive to enact the farthest-reaching elections overhaul in a generation, including a landmark expansion of voting rights that is faltering in the Senate.Her office has not yet announced its plans, aside from calls Ms. Harris held with civil rights activists, including Derrick Johnson, the president of the National Association for the Advancement of Colored People, and a few scheduled meetings with prominent voting rights groups. The vast majority of the party has agreed to make the bill the party’s top legislative priority, and Senator Chuck Schumer, Democrat of New York and the majority leader, vowed to put it up for a vote later this month so any changes could be put into effect before the 2022 elections.With just weeks to go, it remains far from clear if it can actually pass. Because Republicans have locked arms in opposition, the only path forward would require all 50 Democrats — plus Ms. Harris, who serves as the tiebreaking vote in an evenly divided Senate — to support not only the substance of the bill, but changing the filibuster rule requiring 60 votes to approve major legislation, allowing it to pass with a simple majority instead.A handful of Democratic senators have expressed unease about changing the filibuster, while Senators Joe Manchin III of West Virginia and Kyrsten Sinema of Arizona, have been more adamant in their opposition.Mr. Biden has already pledged to sign the bill, which the House passed with only Democratic votes this spring. Though a Democratic aide familiar with the matter, who asked for anonymity to speak candidly, said the episode was now “water under the bridge,” it prompted cleanup by top White House officials.Mr. Manchin and Ms. Sinema’s offices declined to comment about Ms. Harris’s new role.Senate Republicans, meanwhile, are doing their best to kill the bill and blunt any Democratic attempt to change the filibuster rule, which would leave their party powerless to stop the passage of sweeping liberal priorities well beyond voting rights.At an event in his home state on Wednesday, Senator Mitch McConnell, Republican of Kentucky and the minority leader, argued that Democrats were inflating the impact of new state voting laws in an attempt to justify an unwarranted and chaotic slew of top-down changes to the way states run elections.“What is going on is the Democrats are trying to convince the Senate that states are involved in trying to prevent people from voting in order to pass a total federal takeover in how we conduct elections,” he told reporters. Gavin Newsom, at least one side effect has lingered: the Republican-led push to relieve him of his job.How a Democratic star in the bluest of blue states could have ended up confronting a recall remains one of the more remarkable mysteries of the moment. In a perfect storm of partisan rage and pandemic upheaval, the effort to oust Mr. Newsom has become only the second recall attempt against a California governor to qualify for the ballot.With only a few procedural steps remaining, a special election appears destined for autumn, or perhaps even sooner. Next week marks an obscure yet significant milestone: the Tuesday deadline for voters who signed the recall petition to change their minds and have their names removed.If you haven’t been paying attention to every detail — every in-the-clutch mega-donation, every Kodiak bear appearance — we totally understand. Since 1911, when California approved recalls as part of a sweeping Progressive-era reform package, 179 recall attempts have been made against state officeholders. Launching a recall in California is easier than in almost any state, and every governor since 1960 has faced at least one.But the vast majority of those efforts against governors fizzle. California is enormous, with a population of nearly 40 million and at least five major media markets. The cost of campaigning statewide tends to thwart all but the most moneyed and determined critics.Besides Mr. Newsom’s, only one other recall of a California governor, Gray Davis, has ever reached an election. Mr. Davis lost in 2003 to Arnold Schwarzenegger, who went on to face his own blitz of attempted recalls.How do California recalls work?A recall petition must be signed by enough registered voters to equal 12 percent of the turnout in the last election for governor. The organizers do not need to give a reason for the recall, but they often do. The petition must include at least 1 percent of the last vote for the office in at least five counties. Proponents have 160 days to gather their signatures.The signatures must then be examined and verified by the California secretary of state. If the petitions meet the threshold — 1,495,709 valid signatures in this case — voters who signed have 30 business days to change their minds. Mr. Newsom’s critics have turned in more than 1.7 million signatures, and voters have until June 8 to reconsider.After that, the state finance department has up to 30 days to determine the cost of a special election and a joint legislative budget committee has up to 30 days to weigh in. Those calculations are underway, but the cost of a special election has been estimated at more than $100 million.The secretary of state must then officially certify the petition, and the lieutenant governor has to set an election that is 60 to 80 days from the date of certification. If the proposed date is so close to a regularly scheduled election that the two could be reasonably consolidated, the deadline can be extended to 180 days.Who can run in a recall?Candidates to replace the governor must be U.S. citizens registered to vote in California, and must pay a filing fee of about $4,000 or submit signatures from 7,000 supporters. They cannot be convicted of certain felonies, and they cannot be the governor up for recall. They have until 59 days before the election to file.The ballot asks voters two questions: Should the governor be recalled? And if so, who should be the new governor? If the majority of voters say no to the first question, the second is moot. But if more than 50 percent vote yes, the candidate with the most votes becomes the next governor. The most high-profile candidates are Republicans. He and his group, the California Patriot Coalition, took issue in particular with the Newsom administration’s resistance to Trump administration crackdowns on undocumented immigrants.Why pick on Newsom?Mr. Newsom, 53, the former mayor of San Francisco, has long been a favorite target of Republicans.His liberal pedigree and deep Democratic connections push an array of G.O.P. buttons. His aunt, for instance, was married for a time to Speaker Nancy Pelosi’s brother-in-law. Mr. Newsom, a wine merchant, got his start in politics and business with support from the wealthy Getty family. As governor, he has remained a progressive standard-bearer. Some six million Californians voted for Donald J. Trump in the 2020 election. That’s roughly quadruple the number of signatures proponents needed to put a recall onto the ballot.And although Mr. Heatlie and his group describe themselves as mainstream, a significant portion of the energy behind the recall is coming from the fringes. Early rallies to promote it were heavily populated by Proud Boys and anti-vaccination activists. Backers of Mr. Heatlie’s campaign have made social media posts bashing immigrants and depicting the governor as Hitler.“Microchip all illegal immigrants. It works! Just ask Animal control,” Mr. Heatlie himself wrote in a 2019 Facebook post. He now says that the remark was “a conversation starter” that he did not intend to be taken literally.Did the pandemic play into the recall?Not at first.Californians initially approved of Mr. Newsom’s handling of the coronavirus pandemic. Mr. Newsom was the first governor in the nation to issue a stay-at-home mandate, a decision that seemed prescient as the virus ravaged the Northeast. But Mr. Newsom’s on-again, off-again health rules began testing Californians’ patience.Separately, Mr. Heatlie’s recall campaign had languished. It had to be filed twice because of technical errors. By last June, when the secretary of state gave the group permission to start circulating petitions, the governor’s emergency health orders had dispersed the usual signature-gathering crowds at supermarkets and malls.Citing the pandemic restrictions, the group asked Judge James Arguelles of the Sacramento Superior Court for an extension. Judge Arguelles granted it. The governor’s supporters say the recall would never have gotten off the ground had the judge not extended the signature-gathering deadline.Public school parents expressed widespread dissatisfaction with the sustained shutdown of public school classrooms during the pandemic. (Mr. Newsom’s children attend private schools.) But the governor’s approval ratings were relatively healthy even in the winter when Covid-19 was still pummeling California. They have risen markedly as the virus has waned.What happened at French Laundry?On the evening of Nov. 6, hours after the court approval was made final for the signature gathering extension, the governor went to a birthday party for a Sacramento lobbyist and friend at French Laundry, a pricey Napa Valley restaurant. Mike Huckabee, the Republican former governor of Arkansas, donated $100,000 through his political action committee.John E. Kruger, an Orange County entrepreneur and charter school backer who opposed Mr. Newsom’s pandemic health restrictions on churches, remains by far the largest donor. Mr. Kruger, who has donated to candidates of both parties, gave $500,000 to the recall shortly after the French Laundry affair.How has Newsom responded?For many months, he did not utter the R-word. But since March, when it became clear that it had traction, Mr. Newsom and his campaign team have launched an all-out war on the recall.They have actively discouraged Democrats — including Tom Steyer, a former presidential candidate, and Antonio Villaraigosa, a former mayor of Los Angeles who lost to Mr. Newsom in the 2018 primary — from launching rival campaigns.And Californians, meanwhile, have in some ways had it better than a studio audience on “Oprah.” Mr. Newsom has tweaked health rules to hasten the reopening of businesses and classrooms. He rebated large portions of an enormous state surplus in the form of stimulus checks to poor and middle class taxpayers for up to $1,100 per household. And in late May, he announced the nation’s largest vaccine lottery.Pollsters note that Mr. Newsom has less personal popularity to fall back on than his predecessors, including Arnold Schwarzenegger and Jerry Brown.But the latest poll, conducted in early May by the Public Policy Institute of California, found that nearly six in 10 likely voters would vote to keep Mr. Newsom, and 90 percent of likely voters believe the worst of the pandemic is behind the state.Which side raised the most money?Supporters of the recall have raised approximately $4.7 million so far, and opponents have raised about $13.2 million, according to the nonprofit news site CalMatters.Campaign finance rules have worked in Mr. Newsom’s favor. California law treats his defense against the recall as a ballot issue, but treats the candidacies of his challengers as regular elections. So the governor can raise unlimited sums to fend off the recall, while donors to his rivals must abide by a $32,400-per-election limit on contributions they can make to a single candidate. Mega-donations for and against the overall recall campaigns are not restricted by those single-candidate limits.In late May, Mr. Newsom’s campaign announced a jaw-dropping $3 million donation from the founder of Netflix, Reed Hastings, who supported Mr. Villaraigosa in the 2018 primary. Trump embodied by his own last name.The new campaign beer cozies handed out to supporters this week featured the Lone Star flag on the front, and, on the flip side, a quote from Mr. Trump — who relentlessly mocked Mr. Bush’s father in 2016 — that read:“This is the only Bush that likes me! This is the Bush that got it right. I like him.”The younger Mr. Bush, who currently serves as commissioner of the Texas land office, a statewide post with a wide range of development and education functions, is taking on Ken Paxton, the ferociously pro-Trump incumbent who filed an unsuccessful lawsuit contesting election results in four states that the former president lost last November.The Bush swag tells the story of a Republican primary challenger treading a narrow and perhaps unforgiving path between Mr. Trump and a center-right family philosophy now far out of step with the party’s base.The primary takes place in March, followed by the general election in November. Two Democrats — Lee Merritt, a civil rights attorney from Dallas, and Joe Jaworski, the former mayor of Galveston — have said they will run. The attorney general was indicted on securities fraud charges five years ago; he has repeatedly denied the charges and claimed the case is politically motivated.In a follow-up interview with Fox News on Thursday, Mr. Bush praised “the Trump days,” and criticized President Biden for reversing many of the previous administration’s policies at the border.
