    Dear Elites (of Both Parties), the People Will Take It From Here, Thanks

    I first learned about the opioid crisis three presidential elections ago, in the fall of 2011. I was the domestic policy director for Mitt Romney’s campaign and questions began trickling in from the New Hampshire team: What’s our plan?By then, opioids had been fueling the deadliest drug epidemic in American history for years. I am ashamed to say I did not know what they were. Opioids, as in opium? I looked it up online. Pills of some kind. Tell them it’s a priority, and President Obama isn’t working. That year saw nearly 23,000 deaths from opioid overdoses nationwide.I was no outlier. America’s political class was in the final stages of self-righteous detachment from the economic and social conditions of the nation it ruled. The infamous bitter clinger and “47 percent” comments by Mr. Obama and Mr. Romney captured the atmosphere well: delivered at private fund-raisers in San Francisco in 2008 and Boca Raton in 2012, evincing disdain for the voters who lived in between. The opioid crisis gained more attention in the years after the election, particularly in 2015, with Anne Case and Angus Deaton’s research on deaths of despair.Of course, 2015’s most notable political development was Donald Trump’s presidential campaign launch and subsequent steamrolling of 16 Republican primary opponents committed to party orthodoxy. In the 2016 general election he narrowly defeated the former first lady, senator and secretary of state Hillary Clinton, who didn’t need her own views of Americans leaked: In public remarks, she gleefully classified half of the voters who supported Mr. Trump as “deplorables,” as her audience laughed and applauded. That year saw more than 42,000 deaths from opioid overdoses.In a democratic republic such as the United States, where the people elect leaders to govern on their behalf, the ballot box is the primary check on an unresponsive, incompetent or corrupt ruling class — or, as Democrats may be learning, a ruling class that insists on a candidate who voters no longer believe can lead. If those in power come to believe they are the only logical options, the people can always prove them wrong. For a frustrated populace, an anti-establishment outsider’s ability to wreak havoc is a feature rather than a bug. The elevation of such a candidate to high office should provoke immediate soul-searching and radical reform among the highly credentialed leaders across government, law, media, business, academia and so on — collectively, the elites.The response to Mr. Trump’s success, unfortunately, has been the opposite. Seeing him elected once, faced with the reality that he may well win again, most elites have doubled down. We have not failed, the thinking goes; we have been failed, by the American people. In some tellings, grievance-filled Americans simply do not appreciate their prosperity. In others they are incapable of informed judgments, leaving them susceptible to demagoguery and foreign manipulation. Or perhaps they are just too racist to care — never mind that polling consistently suggests that most of Mr. Trump’s supporters are women and minorities, or that polling shows he is attracting far greater Black and Hispanic support than prior Republican leaders.We are having trouble retrieving the article content.Please enable JavaScript in your browser settings.Thank you for your patience while we verify access.     Trump, Biden and Who Gets to Defy the Naysayers

    In a way, we’ve been here before. A presidential candidate seemingly unfit for office but nonetheless in position to be his party’s standard-bearer. A media drumbeat demanding that somebody, somehow, step in and push him out. A raft of party leaders and important officeholders hanging around uncertainly with their fingers in the wind.As with Joe Biden in 2024, so it was with Donald Trump at various times in 2016 — both during the primary season and then especially in the fall when the “Access Hollywood” tape dropped and it seemed the G.O.P. might abandon him.For Biden and his inner circle, an arguable lesson of that experience is that they aren’t actually finished, they don’t have to listen to the drumbeat and they can just refuse to leave and spite all the naysayers by winning in the end.After all, it didn’t matter that not only the mainstream press but much of right-wing media deemed Trump unfit for high office — that Fox News anchors tried to sandbag him in the early Republican debates, that National Review commissioned a special issue to condemn him, that longstanding pillars of conservative punditry all opposed him. It didn’t matter that his rivals vowed “never” to support him, that the former Republican nominee for president condemned him, that leading Republicans retracted their endorsements just weeks before the election. Trump proved that nothing they did mattered so long as he refused to yield.But I don’t think history will repeat itself. I think Biden will bow out, his current protestations notwithstanding, because of three differences between the current circumstance and Trump’s position eight years ago.First, while both political parties are hollowed out compared with their condition 50 years ago, the Democrats still appear more capable of functioning and deciding as a party than the Republicans.     Lisa Murkowski Says She Won’t Vote for Trump

    Senator Lisa Murkowski, Republican of Alaska, said in an interview released on Sunday that she would not vote for former President Donald J. Trump. She also did not rule out the possibility of leaving the Republican Party.In the interview, which Ms. Murkowski gave to CNN, she said that she would “absolutely” not support Mr. Trump in the general election in November. She said that she wished Republicans had nominated someone whom she could vote for, but that she “certainly can’t get behind Donald Trump.”Asked whether she might leave the party and become an independent, she said that she considered herself “very independent-minded” and added, “I just regret that our party is seemingly becoming a party of Donald Trump.” But she did not give a yes-or-no answer, saying: “I am navigating my way through some very interesting political times. Let’s just leave it at that.”If Ms. Murkowski left the Republican Party, it would be welcome news for Democrats facing a brutally difficult map in the Senate elections in November. Three of their current seats are up for election in red states, and several more are up for election in swing states. There are almost no opportunities to pick up seats currently held by Republicans, and there’s no room for error, given their very narrow majority.Ms. Murkowski, who has served in the Senate for more than 20 years, has long been more moderate than many Republicans. Among other positions that are rare in her party, she supports abortion rights, and she has long been critical of Mr. Trump, including in voting to convict him in his impeachment trial after the Jan. 6, 2021, attack on the Capitol.But most elected Republicans, even those who denounced Mr. Trump after Jan. 6, have fallen back in line behind him as it has become clear that he will be the party’s nominee for president.Ms. Murkowski’s declaration that she will not vote for Mr. Trump puts her in the company of a small number of prominent anti-Trump Republicans, among them Senator Mitt Romney of Utah and former Representative Liz Cheney of Wyoming.“No, no, no, absolutely not,” Mr. Romney said last month when asked by CNN whether he would vote for Mr. Trump.     George Santos Attends State of the Union Address After His Expulsion

    When former Representative George Santos, the serial fabulist, was expelled from Congress by his colleagues in December, he left in a huff, declaring, “to hell with this place.”On Thursday night, the Tom Ripley of Congress was back.Dressed in a crystal-encrusted collar, Mr. Santos took a seat on the House floor in a surprise appearance ahead of President Biden’s State of the Union address, putting to use the lifetime floor privileges conferred on former members of the House — even the ones who are expelled.There, he was greeted more warmly than he was ever treated when his colleagues wanted nothing to do with him.On Thursday night, he sat and chuckled with Representatives Lauren Boebert of Colorado and Matt Gaetz of Florida. Representative Marjorie Taylor Greene of Georgia greeted him with a warm embrace. Even members who had been publicly critical of him in the past, like Representative Claudia Tenney of New York, stopped to snap his picture, while others made a beeline to greet him.It was fair to say that the disgraced former congressman, who is scheduled to go on trial in September on federal fraud charges that include accusations of stealing money from campaign donors for personal expenses, was doing something akin to holding court.Since leaving Congress, Mr. Santos has tried to launch a career on the video app Cameo, monetizing on his strange slice of fame by charging hundreds of dollars a pop for his short personalized videos. But interest in micro-celebrities can be fleeting.And he had been carefully planning his splashy return. Mr. Santos told some members of the press corps that he planned to return on Thursday night to seize back the spotlight, but swore them to secrecy.It was not clear what high jinks he had planned, aside from the fact of his presence alone. At last year’s State of the Union address, Mr. Santos got in a confrontation with Senator Mitt Romney, Republican of Utah, who told him, bluntly, “you don’t belong here.” Mr. Santos had stationed himself close enough to the action to reach out for a presidential handshake.Speaker Mike Johnson earlier Thursday tried to encourage members to show decorum during Mr. Biden’s speech.Not everyone was willing to make that promise.Mr. Santos appeared to be staking out a seat near the corridor where Mr. Biden was set to enter the chamber, along with some of the hard-right members of the Republican conference, such as Ms. Boebert.“Oh, you think I plan that stuff?” Ms. Boebert said, when asked how she planned to behave during the speech. “I’m more spontaneous than you think.”But minutes ahead of the speech, without a seat saved, Mr. Santos moved himself to the back of the chamber.     Joe Biden Is Trying to Jolt Us Out of Learned Helplessness About Trump

    After Joe Biden’s speech on Friday marking the anniversary of the Jan. 6 insurrection and laying out the democratic stakes of the next election, Mitt Romney pronounced himself unimpressed. “As a Biden campaign theme, I think the ‘threat to democracy’ pitch is a bust,” the Utah Republican told a New York Times reporter. “Biden needs fresh material, a new attack, rather than kicking a dead political horse.”If he is right, it’s as much an indictment of America — including the American media — as of the Biden campaign. It would mean that Donald Trump has already broken us, so frying America’s circuits that we can no longer process the authoritarian peril right in front of us.Whether or not it was savvy for Biden to center his first campaign speech of the year on the danger Trump poses to democracy, his words had the virtue of being true. “Trump’s assault on democracy isn’t just part of his past,” Biden said in the speech. “It’s what he’s promising for the future. He’s being straightforward. He’s not hiding the ball.”Romney almost certainly shares Biden’s sense of foreboding; as his biographer McKay Coppins wrote, after Jan. 6, Romney became obsessed with the fall of great civilizations throughout history. “This is a very fragile thing,” he said of America’s democratic experiment. “Authoritarianism is like a gargoyle lurking over the cathedral, ready to pounce.”That’s fundamentally what the 2024 election is about. But even though Romney appears to agree with Biden about the existential danger of another Trump presidency, he, like many others, seems worried that when it comes to the future of American self-government, a cynical and exhausted populace can’t be made to care.This fear could easily become self-fulfilling, as commentators treat Trump’s plot against America as a given instead of a major, still-unfolding story. On Saturday, CNN’s Chris Wallace analyzed Biden’s speech, in which the president noted, correctly, that Trump’s rhetoric about migrants echoed “the same exact language used in Nazi Germany.” Wallace asked one of his panelists, “Is Biden smart to go this hard at Trump?” Surely the more important question is whether Biden’s alarming warning about his predecessor is accurate. The #Resistance-era warning against “normalizing” Trump might now seem hokey, but it’s still apt. The alternative is to let Trump redefine our sense of what is shocking and aberrant in American politics.There was a line in the Biden speech that puzzled me: Trump “proudly posts on social media the words that best describe his 2024 campaign, quote, ‘revenge’; quote, ‘power’; and, quote, ‘dictatorship.’” I follow politics closely but didn’t know what Biden was talking about. It turns out that the day after Christmas, when I was on vacation and only briefly glancing at headlines, Trump posted to his Truth Social account a word cloud illustrating the terms voters in a survey most often associated with his political goals. In the center, in large, red-orange letters, are “power,” “dictatorship” and, most prominently of all, “revenge.” But Trump’s implicit boast about his authoritarian image was just a blip; by the time I got back online on Dec. 29, it had disappeared from the news cycle, much as the memories of so many other Trumpian outrages against the civic fabric have disappeared. All this forgetting is a result of Trump’s singular talent, which is to transgress at such speed and scale that the human mind can’t keep up.Biden has set himself the task of trying to jolt the country out of its learned helplessness in the face of Trump’s exhausting provocations. This is not, despite the fatalism of people like Romney, a doomed project. Congress’s Jan. 6 hearings demonstrated that a sustained focus on Trump’s wrongdoing can move at least some fraction of the public. Right now, the ex-president benefits from being largely out of the spotlight — his ejection from Twitter has, ironically, been a great boon to him — but the more Trump is in people’s faces, the less they like him. (That’s why his Covid news conferences were so disastrous for him.) It’s thus incumbent on Biden to try to make people pay attention to a man many of us would rather never think about again.On Monday, Biden gave his second campaign speech of the year, at Emanuel African Methodist Episcopal Church in Charleston, S.C., site of a racist mass murder in 2015. It was ostensibly about white supremacy, but its real theme was truth, and the way historical fictions from the Lost Cause of the Confederate South to Trump’s big lie about the 2020 election license tyranny and oppression.“The truth is under assault in America,” said Biden. “As a consequence, so is our freedom, our democracy, our very country, because without the truth, there’s no light. Without light there’s no path from this darkness.”We won’t know until November whether this approach works, but given where we are, it’s hard to imagine a better one. I’d love to have a candidate who makes voters feel inspired, giving them something to vote for instead of against. But after three years in office, Biden probably won’t be able to talk Americans into feeling excited about him, and the pro-Palestinian demonstrators who interrupted him are a reminder of how disillusioned many progressives are by his Israel policy.To be sure, Biden’s presidency has been full of serious accomplishments; he spoke about some of them on Monday, including lowering the cost of insulin and canceling student debt for more than 3.6 million people. But ultimately, the best reason to vote for Biden is to stave off the calamity of an encore Trump administration, in which a lawless would-be dictator, proclaiming his own immunity from prosecution and lionizing the violent mob that tried to keep him in power, enacts an orgy of retribution against small-d democrats.     Why a Second Trump Presidency May Be More Radical Than His First

    In the spring of 1989, the Chinese Communist Party used tanks and troops to crush a pro-democracy protest in Beijing’s Tiananmen Square. Most of the West, across traditional partisan lines, was aghast at the crackdown that killed at least hundreds of student activists. But one prominent American was impressed.“When the students poured into Tiananmen Square, the Chinese government almost blew it,” Donald J. Trump said in an interview with Playboy magazine the year after the massacre. “Then they were vicious, they were horrible, but they put it down with strength. That shows you the power of strength. Our country is right now perceived as weak.”It was a throwaway line in a wide-ranging interview, delivered to a journalist profiling a 43-year-old celebrity businessman who was not then a player in national politics or world affairs. But in light of what Mr. Trump has gone on to become, his exaltation of the ruthless crushing of democratic protesters is steeped in foreshadowing.Mr. Trump’s violent and authoritarian rhetoric on the 2024 campaign trail has attracted growing alarm and comparisons to historical fascist dictators and contemporary populist strongmen. In recent weeks, he has dehumanized his adversaries as “vermin” who must be “rooted out,” declared that immigrants are “poisoning the blood of our country,” encouraged the shooting of shoplifters and suggested that the former chairman of the Joint Chiefs of Staff, Mark Milley, deserved to be executed for treason.As he runs for president again facing four criminal prosecutions, Mr. Trump may seem more angry, desperate and dangerous to American-style democracy than in his first term. But the throughline that emerges is far more long-running: He has glorified political violence and spoken admiringly of autocrats for decades.Fani Willis, the district attorney in Fulton County, Ga., brought one of the sets of indictments that Mr. Trump faces.Kenny Holston/The New York TimesAs a presidential candidate in July 2016, he praised the former Iraqi dictator Saddam Hussein as having been “so good” at killing terrorists. Months after being inaugurated, he told the strongman leader of the Philippines, Rodrigo Duterte, that his brutal campaign of thousands of extrajudicial killings in the name of fighting drugs was “an unbelievable job.” And throughout his four years in the Oval Office, Mr. Trump blew through boundaries and violated democratic norms.What would be different in a second Trump administration is not so much his character as his surroundings. Forces that somewhat contained his autocratic tendencies in his first term — staff members who saw their job as sometimes restraining him, a few congressional Republicans episodically willing to criticize or oppose him, a partisan balance on the Supreme Court that occasionally ruled against him — would all be weaker.As a result, Mr. Trump’s and his advisers’ more extreme policy plans and ideas for a second term would have a greater prospect of becoming reality.A Radical AgendaTo be sure, some of what Mr. Trump and his allies are planning is in line with what any standard-issue Republican president would most likely do. For example, Mr. Trump would very likely roll back many of President Biden’s policies to curb carbon emissions and hasten the transition to electric cars. Such a reversal of various rules and policies would significantly weaken environmental protections, but much of the changes reflect routine and longstanding conservative skepticism of environmental regulations.Other parts of Mr. Trump’s agenda, however, are aberrational. No U.S. president before him had toyed with withdrawing from NATO, the United States’ military alliance with Western democracies. He has said he would fundamentally re-evaluate “NATO’s purpose and NATO’s mission” in a second term.He has said he would order the military to attack drug cartels in Mexico, which would violate international law unless its government consented. It most likely would not.He would also use the military on domestic soil. While it is generally illegal to use troops for domestic law enforcement, the Insurrection Act allows exceptions. After some demonstrations against police violence in 2020 became riots, Mr. Trump had an order drafted to use troops to crack down on protesters in Washington, D.C., but didn’t sign it. He suggested at a rally in Iowa this year that he intends to unilaterally send troops into Democratic-run cities to enforce public order in general.“You look at any Democrat-run state, and it’s just not the same — it doesn’t work,” Mr. Trump told the crowd, calling cities like New York, Chicago, Los Angeles and San Francisco crime dens. “We cannot let it happen any longer. And one of the other things I’ll do — because you’re supposed to not be involved in that, you just have to be asked by the governor or the mayor to come in — the next time, I’m not waiting.”Mr. Trump’s plans to purge undocumented immigrants include sweeping raids, huge detention camps, deportations on the scale of millions per year, stopping asylum, trying to end birthright citizenship for babies born on U.S. soil to undocumented parents and invoking the Insurrection Act near the southern border to also use troops as immigration agents.Mr. Trump has sweeping plans to deal with undocumented immigrants.Verónica G. Cárdenas for The New York TimesMr. Trump would seek to expand presidential power in myriad ways — concentrating greater authority over the executive branch in the White House, ending the independence of agencies Congress set up to operate outside of presidential control and reducing civil service protections to make it easier to fire and replace tens of thousands of government workers.More than anything else, Mr. Trump’s vow to use the Justice Department to wreak vengeance against his adversaries is a naked challenge to democratic values. Building on how he tried to get prosecutors to go after his enemies while in office, it would end the post-Watergate norm of investigative independence from White House political control.In all these efforts, Mr. Trump would be backed in a second term by a well-funded outside infrastructure. In 2016, conservative think tanks were bastions of George W. Bush-style Republicanism. But new ones run by Trump administration veterans have sprung up, and the venerable Heritage Foundation has refashioned itself to stay in step with Trumpism.A coalition has been drawing up America First-style policy plans, nicknamed Project 2025. (Mr. Trump’s campaign has expressed appreciation but said only plans announced by him or his campaign count.) While some proposals under development in such places would advance longstanding Republican megadonor goals, such as curbing regulations on businesses, others are more tuned to Mr. Trump’s personal interests.The Center for Renewing America, for example, has published a paper titled “The U.S. Justice Department Is Not Independent.” The paper was written by Jeffrey Clark, whom Mr. Trump nearly made acting attorney general to aid his attempt to subvert the election and is facing criminal charges in Georgia in connection with that effort.Asked for comment, a spokesman for Mr. Trump did not address specifics but instead criticized The New York Times while calling Mr. Trump “strong on crime.”Weakened GuardrailsEven running in 2016, Mr. Trump flouted democratic norms.He falsely portrayed his loss in the Iowa caucuses as fraud and suggested he would treat the results of the general election as legitimate only if he won. He threatened to imprison Hillary Clinton, smeared Mexican immigrants as rapists and promised to bar Muslims from entering the United States. He offered to pay the legal bills of any supporters who beat up protesters at his rallies and stoked hatred against reporters covering his events.In office, Mr. Trump refused to divest from his businesses, and people courting his favor booked expensive blocks of rooms in his hotels. Despite an anti-nepotism law, he gave White House jobs to his daughter and son-in-law. He used emergency power to spend more on a border wall than Congress authorized. His lawyers floated a pardon at his campaign chairman, whom Mr. Trump praised for not “flipping” as prosecutors tried unsuccessfully to get him to cooperate as a witness in the Russia inquiry; Mr. Trump later did pardon him.Mr. Trump’s daughter Ivanka Trump and son-in-law, Jared Kushner, received White House posts despite an anti-nepotism law.Al Drago for The New York TimesBut some of the most potentially serious of his violations of norms fell short of fruition.Mr. Trump pressured the Justice Department to prosecute his adversaries. The Justice Department opened several criminal investigations, from the scrutiny of former Secretary of State John Kerry and of the former F.B.I. director James B. Comey Jr. to the attempt by a special counsel, John Durham, to find a basis to charge Obama-era national security officials or Mrs. Clinton with crimes connected to the origins of the Russia investigation. But to Mr. Trump’s fury, prosecutors decided against bringing such charges.And neither effort for which he was impeached succeeded. Mr. Trump tried to coerce Ukraine into opening a criminal investigation into Mr. Biden by withholding military aid, but it did not cooperate. Mr. Trump sought to subvert his 2020 election loss and stoked the Capitol riot, but Vice President Mike Pence and congressional majorities rejected his attempt to stay in power.There is reason to believe various obstacles and bulwarks that limited Mr. Trump in his first term would be absent in a second one.Some of what Mr. Trump tried to do was thwarted by incompetence and dysfunction among his initial team. But over four years, those who stayed with him learned to wield power more effectively. After courts blocked his first, haphazardly crafted travel ban, for example, his team developed a version that the Supreme Court allowed to take effect.Four years of his appointments created an entrenched Republican supermajority on the Supreme Court that most likely would now side with him on some cases that he lost, such as the 5-to-4 decision in June 2020 that blocked him from ending a program that shields from deportation certain undocumented people who had been brought as children and grew up as Americans.Republicans in Congress were often partners and enablers — working with him to confirm judges and cut corporate taxes, while performing scant oversight. But a few key congressional Republicans occasionally denounced his rhetoric or checked his more disruptive proposals.In 2017, then-Senator Bob Corker rebuked Mr. Trump for making reckless threats toward North Korea on Twitter, and then-Senator John McCain provided the decisive vote against Mr. Trump’s push to rescind, with no replacement plan, a law that makes health insurance coverage widely available.It is likely that Republicans in Congress would be even more pliable in any second Trump term. The party has become more inured to and even enthusiastic about Mr. Trump’s willingness to cross lines. And Mr. Trump has worn down, outlasted, intimidated into submission or driven out leading Republican lawmakers who have independent standing and demonstrated occasional willingness to oppose him.Mr. McCain, who was the 2008 G.O.P. presidential nominee, died in 2018. Former Representative Liz Cheney, who voted to impeach Mr. Trump for inciting the Jan. 6, 2021, riot and helped lead the committee that investigated those events, lost her seat to a pro-Trump primary challenger. Senator Mitt Romney, the 2012 Republican presidential nominee and the only G.O.P. senator who voted to convict Mr. Trump at his first impeachment trial, is retiring.Representative Liz Cheney, center right, helped lead the investigation of the Jan. 6, 2021, attack on the Capitol and later lost a primary challenge to a pro-Trump candidate.Doug Mills/The New York TimesFear of violence by Trump supporters also enforces control. In recent books, both Mr. Romney and Ms. Cheney said that Republican colleagues, whom they did not name, told them they wanted to vote against Mr. Trump in the Jan. 6-related impeachment proceedings but did not do so out of fear for their and their families’ safety.Personnel Is PolicyPerhaps the most important check on Mr. Trump’s presidency was internal administration resistance to some of his more extreme demands. A parade of his own former high-level appointees has since warned that he is unfit to be president, including a former White House chief of staff, John F. Kelly; former defense secretaries Jim Mattis and Mark T. Esper; the former national security adviser John R. Bolton; former Attorney General William P. Barr; and others.Mr. Trump in turn has denounced them all as weak, stupid and disloyal. He has privately told those close to him that his biggest mistakes concerned the people he appointed, in particular his choices for attorney general. The advisers who have stuck with him are determined that if he wins a new term, there will be no officials who intentionally stymie his agenda.In addition to developing policy papers, the coalition of think tanks run by people aligned with Mr. Trump has been compiling a database of thousands of vetted potential recruits to hand to a transition team if he wins the election.     President Biden isn’t the first incumbent to face grim polling a year out from Election Day.Well before Election Day in 2004, President George W. Bush was warned by strategists that he would face a tough campaign battle because of voter distress over the war in Iraq and over the economy — two issues he had once hoped to ride to a second term.Mr. Bush’s aides moved quickly to retool the campaign. They turned attention away from the president and his record and set out to portray his likely Democratic opponent, Senator John Kerry of Massachusetts, a Vietnam War veteran, as a flip-flopper, unreliable on national security and unfit to lead a nation still reeling from the terror attacks of Sept. 11.“We saw a weakness we knew we could exploit to our advantage in what was going to be a close election,” said Karl Rove, Mr. Bush’s longtime senior political adviser.Eight years later, aides to another sitting president, Barack Obama, reviewing public and private polls, concluded that concern among voters about the lingering effects of the Great Recession and the direction of the nation could derail his hopes for a second term.Taking a lesson from Mr. Bush, Mr. Obama recast his campaign away from his first-term record and set out to discredit his opponent, Mitt Romney, the former governor of Massachusetts, as a wealthy businessman unsympathetic to working-class Americans.President Biden is hardly the first president during this era of division and polarization to be confronted with polling data suggesting his re-election was at risk. But both moved to transform their re-election campaigns from a referendum on the incumbent into a contrast with an opponent they defined, with slashing television advertisements, months before either Mr. Romney or Mr. Kerry were nominated at their party conventions.By contrast, a modern-day Republican president who lost a bid for a second term, George H.W. That’s the one thing we learned.”The Biden White House has dismissed polls — including a New York Times/Siena College poll released last week — as meaningless this far before Election Day. The president’s advisers pointed to Democratic gains in this month’s elections as evidence that the party and its standard-bearer are in fine shape.Yet, after months of trying to run on his economic record with little sign of success, Mr. Biden has begun turning his attention more to Donald J. Trump, the Republican former president and his likely opponent, particularly his policies on immigration and abortion rights. That includes an advertisement that shows Mr. Trump plodding through a golf course as the announcer said that Mr. Trump pushed through tax cuts “for his rich friends” while U.S. automakers shut down plants.“We are absolutely looking at ways that we can help drive the conversation around Trump and MAGA as much as we can,” said Kevin Munoz, the Biden campaign spokesman. But, Mr. Munoz added, “We are in a different position than Obama and Bush. We had very strong midterms. We have had very strong special elections. Our theory of the case was proved again last Tuesday.”Upending the race dynamics might prove more daunting for Mr. Biden than for his predecessors. Mr. Obama and George W. Bush were able to discredit Mr. Romney and Mr. Kerry because voters, at this early stage of the general election campaign, did not know much about them.But there is not much the Biden campaign can tell voters about Mr. Trump that they don’t already know. (Or for that matter, not much Mr. Biden can tell voters about Mr. Biden that they don’t already know.) And Mr. Trump has, so far at least, not paid a political cost for the kind of statements — such as when he described his critics as “vermin” — that might have previously derailed a more conventional candidate. Being indicted on 91 criminal counts in four cases has, so far, only solidified his support.When Mr. Bush’s campaign began planning for his re-election, they confronted polling numbers that — while not as unnerving for the president as some that have come out in recent weeks about Mr. Biden — were cause for concern. The Patriot Act was passed shortly after the Sept. 11 attacks with overwhelming support in Congress — including Mr. Kerry.“John Kerry. For instance, a Washington Post/ABC News poll found three-quarters of Americans saying the country was heading in the wrong direction.Mr. Obama’s advisers studied the re-election campaigns of other embattled sitting presidents. “We knew that most re-elect campaigns were a referendum,” said Joel Benenson, who was the pollster for Mr. Obama’s team. “We also knew we had this massive economic crisis which absolutely was not all of Obama’s making. But we also knew you are the incumbent president, and you can’t blame it on your predecessor. We couldn’t convince them that the economy was getting better.”But Mr. Romney, he said, “was not fully formed with voters,” which was an opportunity to spotlight his wealth and portray him as someone whose policies would favor the rich.By contrast, George H.W.
