    Can Liberalism Save Itself?

    Liberalism is under siege. It is not just a problem for America’s Democratic Party, which once again may face either losing an election to Donald Trump or claiming victory with a bare majority. Around the world, the entire outlook of political liberalism — with its commitments to limited government, personal freedom and the rule of law — is widely seen to be in trouble.It wasn’t long ago that liberals were proclaiming the “end of history” after their Cold War victory. But for years liberalism has felt perpetually on the brink: challenged by the rise of an authoritarian China, the success of far-right populists and a sense of blockage and stagnation.Why do liberals find themselves in this position so routinely? Because they haven’t left the Cold War behind. It was in that era when liberals reinvented their ideology, which traces its roots to the Enlightenment and the French Revolution — and reinvented it for the worse. Cold War liberalism was preoccupied by the continuity of liberal government and the management of threats that might disrupt it, the same preoccupations liberals have today. To save themselves, they need to undo the Cold War mistakes that led them to their current impasse and rediscover the emancipatory potential in their creed.Before the Cold War, President Franklin Roosevelt had demanded the renovation of liberalism in response to the Great Depression, emphasizing that economic turmoil was at the root of tyranny’s appeal. His administration capped more than a century in which liberalism had been promising to unshackle humanity after millenniums of hierarchy — dismantling feudal structures, creating greater opportunities for economic and social mobility (at least for men) and breaking down barriers based on religion and tradition, even if all of these achievements were haunted by racial disparities. At its most visionary, liberalism implied that government’s duty was to help people overcome oppression for the sake of a better future.Yet just a few years later, Cold War liberalism emerged as a rejection of the optimism that flourished before the mid-20th century’s crises. Having witnessed the agonizing destruction of Germany’s brief interwar experiment with democracy, liberals saw their Communist ally in that battle against fascism converted into a fearful enemy. They responded by reconceptualizing liberalism. Philosophers like the Oxford don Isaiah Berlin emphasized the concept of individual liberty, which was defined as the absence of interference, especially from the state. Gone was the belief that freedom is guaranteed by institutions that empower humanity. Instead of committing to make freedom more credible to more people — for example, by promising a bright future of their own — these liberals prioritized a fight against mortal enemies who might crash the system.This was a liberalism of fear, as another Cold War liberal intellectual, the Harvard professor Judith Shklar, said. In a way, fear was understandable: Liberalism had enemies. In the late 1940s, the Communists took over China, while Eastern Europe fell behind an Iron Curtain. But reorienting liberalism toward the preservation of liberty incurred its own risks. Anyone hostage to fear is likely to exaggerate how dangerous his foes actually are, to overreact to the looming threat they pose and to forsake better choices than fighting. (Ask Robert Oppenheimer, who signed up to beat the Nazis only to see paranoia spoil the country he volunteered to save.)During the Cold War, concern for liberty from tyranny and self-defense against enemies sometimes led not just to the loss of the very freedom liberals were supposed to care about at home, it also prompted violent reigns of terror abroad as liberals backed authoritarians or went to war in the name of fighting Communism. Millions died in the killing fields of this brutal global conflict, many of them at the hands of America and its proxies fighting in the name of “freedom.”Frustratingly, the Soviet Union was making the kinds of promises about freedom and progress that liberals once thought belonged to them. After all, in the 19th century liberals had overthrown aristocrats and kings and promised a world of freedom and equality in their stead. Liberals like the French politician and traveler Alexis de Tocqueville, though concerned about possible excesses of government, imagined democracy as a form of politics that offered startling new opportunities for equal citizenship. And while such liberals placed too much faith in markets both to emancipate and to equalize, they eventually struggled to correct this mistake. Liberals like the English philosopher John Stuart Mill helped invent socialism, too.The Cold War changed all that. It wasn’t just that socialism became a liberal swear word for decades (at least before Senator Bernie Sanders helped revive it). Liberals concluded that the ideological passions that led millions around the world to Communism meant that they should refrain from promising emancipation themselves. “We must be aware of the dangers which lie in our most generous wishes,” the Columbia professor and Cold War liberal Lionel Trilling explained.The Cold War transformation of liberalism wouldn’t matter so profoundly now if liberals had seized the opportunity to rethink their creed in 1989. The haze of their geopolitical triumph made it easy to disregard their own mistakes, in spite of the long-run consequences in our time. Instead, liberals doubled down. After several decades of endless wars against successor enemies and an increasingly “free” economy at home and around the world, American liberals have been shocked by blowback. History didn’t end; in fact, many of liberalism’s beneficiaries in backsliding new democracies and in the United States now find it wanting.A great referendum on liberalism kicked off in 2016, after Mr. Trump’s blindsiding election victory. In books like Patrick Deneen’s best-selling “Why Liberalism Failed,” there was an up-or-down vote on the liberalism of the entire modern age, which Mr. Deneen traced back centuries. In frantic self-defense, liberals responded by invoking abstractions: “freedom,” “democracy” and “truth,” to which the sole alternative is tyranny, while distracting from their own errors and what it would take to correct them. Both sides failed to recognize that, like all traditions, liberalism is not take it or leave it. The very fact that liberals transformed it so radically during the Cold War means that it can be transformed again; liberals can revive their philosophy’s promises only by recommitting to its earlier impulses.Is that likely? Under President Biden’s watch, China and Eastern Europe — the same places where events shocked Cold War liberals into their stance in the first place — have attracted a Cold War posture. Under Mr. Biden, as under Mr. Trump before him, the rhetoric out of Washington increasingly treats China as a civilizational threat. Meanwhile, Vladimir Putin’s illegal invasion of Ukraine has once again made Eastern Europe a site of struggle between the forces of freedom and the forces of repression. Some like to claim that the war in Ukraine has reminded liberals of their true purpose.But look closer to home and that seems more dubious. Mr. Trump is the likely 2024 Republican presidential nominee (if not the potential winner of the election). Yet liberals seem to be betting their success less on a positive vision for America’s future and more on the ability of courts to protect the nation. Even if one of Mr. Trump’s many prosecutors manages to convict him, this will not rescue American liberalism. The challenge cuts deeper than eliminating the current enemy in the name of our democracy if it is not reimagined.Since his election in 2020, Mr. Biden has been championed by some pundits — and by his administration itself — as the second coming of Franklin Roosevelt. But Roosevelt warned that “too many of those who prate about saving democracy are really only interested in saving things as they were. Democracy should concern itself also with things as they ought to be.”Mr. Biden, despite an ambitious agenda of so-called supply-side liberalism, doesn’t seem to have internalized the message. And for their part, voters do not yet seem fully convinced. A liberalism that survives must resonate with voters who want something to believe in. And liberalism once had it, revolving not around fear of enemies but hope in institutions that lead to what Mill called “experiments in living.” He meant that people everywhere would get the chance from society to choose something new to try in their short time. If their hands are forced — especially by a coercive and unequal economic system — they will lose what is most important, which is the chance to make themselves and the world more interesting.If there is any silver lining in the next phase of American politics, which Mr. Trump continues to define, it is that it provides yet another opportunity for liberals to reinvent themselves. If they double down instead on a stale Cold War ideology, as they did after 1989 and 2016, they will miss it. Only a liberalism that finally makes good on some of its promises of freedom and equality is likely to survive and thrive.The Times is committed to publishing a diversity of letters to the editor.     To Understand the F.B.I., You Have to Understand J. Edgar Hoover

    In recent years, as I finished writing a biography of J. Edgar Hoover, director of the F.B.I. for nearly half a century, liberal-minded friends often came to me with a confession. They were, they whispered, cheering for the F.B.I. During the Trump era, they began to see the bureau as the last best hope of the Republic, after a lifetime of viewing it as a bastion of political repression.Public opinion polls bear out this shift in opinion. In 2003, Republicans liked the F.B.I. far better than Democrats did, by a margin of 19 points, at 63 percent to 44 percent. Today, nearly 20 years later, that equation has flipped and then some. According to a recent Rasmussen survey, 75 percent of Democrats now have a favorable view of the F.B.I., in contrast to 30 percent of Republicans. Gallup puts the numbers further apart, with 79 percent of Democrats expressing approval and 29 percent of Republicans disapproval.From James Comey’s firing in May 2017 through the Mueller report, the Jan. 6 investigation and the Mar-a-Lago raid, the F.B.I. has not always delivered on Democratic hopes. But its showdowns with Donald Trump have fundamentally changed its public image.To some degree this switch simply reflects our hyperpartisan times. But the F.B.I.’s surge in popularity among Democrats also reflects a forgotten political tradition.Since the 1960s, liberals have tended to associate the bureau with its misdeeds against the left, including its outrageous efforts to discredit the Rev. Dr. Martin Luther King Jr., and other civil rights activists. Before those activities were exposed, though, liberals often admired and embraced the F.B.I., especially when it seemed to be a hedge against demagogy and abuses of power elsewhere in government.They pointed to the bureau’s role as an objective, nonpartisan investigative force seeking to ferret out the truth amid an often complicated and depressing political morass. And they viewed Hoover as one the greatest embodiments of that ethic: a long-serving and long-suffering federal civil servant who managed to win the respect of both Republicans and Democrats.The Rev. But for all his failings, all his abuses of power, he also promoted a vision of F.B.I. integrity and professionalism that still has resonance.J. Edgar Hoover was a lifelong conservative, outspoken on matters ranging from crime to Communism to the urgent need for all Americans to attend church. He also knew how to get along with liberals. Indeed, he could not have survived in government as long as he did without this essential skill. First appointed bureau director in 1924, Hoover stayed in that job until his death in 1972, an astonishing 48 years. He served under eight presidents, four Republicans and four Democrats.It has often been said that Hoover remained in power for so many decades because politicians feared him — and there is much truth to that view, especially in his later years. But Hoover’s late-in-life strong-arm tactics do not explain much about how he rose so fast through the government ranks, or why so many presidents — including Franklin Roosevelt, the great liberal titan of the 20th century — thought it was a good idea to give him so much power.Hoover spent his first decade as director establishing his good-government bona fides; he championed professionalism, efficiency, high standards and scientific methods. So in the 1930s, Roosevelt saw Hoover not as a far-right reactionary but as an up-and-coming administrator thoroughly steeped in the values of the modern state — a bureaucrat par excellence.Roosevelt did more than any other president to expand the F.B.I.’s power: first, by inviting Hoover to take a more active role in crime fighting, then by licensing him to become the nation’s domestic intelligence chief. A hybrid institution, the F.B.I. remains one part law-enforcement agency, one part domestic-intelligence force — an awkward combination, if one that we now take for granted.It also retains Hoover’s dual political identity, with a conservative internal culture but also a powerful commitment to professional nonpartisan government service. This combination of attributes has helped to produce the F.B.I.’s inconsistent and sometimes contradictory reputation, as different groups pick and choose which aspects to embrace and which to condemn.Hoover went on to do outrageous things with the power granted him during the Roosevelt years, emerging as the 20th century’s single most effective foe of the American left. But many Washington liberals and civil libertarians did not see those abuses coming, because Hoover continued to reflect some of their values as well. During World War II, he distinguished himself as one of the few federal officials opposed to mass Japanese internment, labeling the policy “extremely unfortunate” and unnecessary for national security.After the war, despite his deep-seated racism, he stepped up the F.B.I.’s campaign against lynching in the South. “The great American crime is toleration of conditions which permit and promote prejudice, bigotry, injustice, terror and hate,” he told a civil rights committee convened by President Harry Truman in 1947. He framed white supremacist violence not only as a moral wrong but also as an acute challenge to federal authority.By contrast, he promoted himself as the embodiment of professional law enforcement, the polar opposite of the Ku Klux Klan’s vigilantes or the conspiracists of the John Birch Society. Many liberals embraced that message, despite Hoover’s well-known conservatism. “If a liberal came in, the liberal would leave thinking that, ‘My God, Hoover is a real liberal!” William Sullivan, an F.B.I. official, recalled. “If a John Bircher came in an hour later, he’d go out saying, ‘I’m convinced that Hoover is a member of the John Birch Society at heart.’ ”The height of Hoover’s popularity came during the Red Scare of the 1950s, when he emerged as both a hero of the anti-Communist right and the thinking man’s alternative to Senator Joseph McCarthy. Today, we tend to view Hoover and McCarthy as interchangeable figures, zealots who ran roughshod over civil liberties. At the time, though, many liberals viewed them as very different men.Truman feared the F.B.I.’s “Gestapo” tendencies, but far preferred Hoover to a partisan brawler and obvious fabricator like McCarthy. President Dwight Eisenhower heaped lavish praise on Hoover as the nation’s responsible, respectable anti-Communist, in contrast to McCarthy the demagogue. Both presidents cast the story in terms that might be familiar to any 21st-century liberal, with Hoover as the protector of truth, objectivity and the law, and McCarthy as those principles’ most potent enemy.One irony of the liberals’ stance is that it was actually Hoover, not McCarthy, who did the most to promote and sustain the Red Scare. Long before McCarthy burst on the scene, Hoover had been collaborating with congressional committees to target Communists and their sympathizers, conducting elaborate campaigns of infiltration and surveillance. And he long outlasted McCarthy, who was censured by his fellow senators in 1954. Hoover’s popularity grew as McCarthy’s fell. A Gallup poll in late 1953, the peak of the Red Scare, noted that a mere 2 percent of Americans expressed an unfavorable view of Hoover, a result “phenomenal in surveys that have dealt with men in public life.”Hoover with President Richard Nixon in 1969.Bettmann Archive, via Getty ImagesAnd with President Lyndon B. Hoover’s current reputation stems largely from this late-career period, when the F.B.I.’s shocking campaigns against the civil rights, antiwar and New Left movements began to erode earlier conceptions of Hoover as a man of restraint.Its most notorious initiative, the bureau’s COINTELPRO (short for Counterintelligence Program), deployed manipulative news coverage, anonymous mailings and police harassment to disrupt these movements. In 1964, in one of the lowest points of Hoover’s regime, the F.B.I. faked a degrading anonymous letter implicitly urging Dr. King to commit suicide. Agents mailed it to him along with recordings of his extramarital sexual activities, captured on F.B.I. microphones planted in his hotel rooms.Even then, though, key liberal figures continued to champion Hoover and the F.B.I. President Lyndon Johnson, a friend and neighbor of Hoover’s, proved second only to Roosevelt in his enthusiasm for the director. And he urged his successor, Richard Nixon, to follow suit. “Dick, you will come to depend on Edgar,” he told Nixon in the Oval Office in late 1968. “He’s the only one you can put your complete trust in.”Despite such official support, by the early 1970s polls were starting to note that Hoover’s reputation among liberals and Democrats seemed to be in swift decline, thanks to his advancing age, aggressive tactics and conservative social views. “Now the case of J. Edgar Hoover has been added to the list of issues — ranging from the war in Vietnam, to race relations, welfare and the plight of the cities — which are the source of deep division across America today,” the pollster Louis Harris wrote in 1971.While conservatives still expressed widespread admiration for the F.B.I. director, liberals increasingly described him as a danger to the nation. The decline was especially precipitous among coastal elites and university-educated young people. By contrast, working-class white Americans in the Midwest and South expressed support.Today, those sentiments are reversed. According to Rasmussen, the F.B.I. is now most popular among Americans making more than $200,000 per year. Young voters like the F.B.I. better than older voters do. This division is being driven by national politics: When Mr. Trump attacks the F.B.I. as part of an overweening “deep state,” his supporters follow while his critics run the other way.But it also reflects a larger clash of values. Mr. Trump has long scored political points by attacking the administrative state and its legions of career government servants, whether at the F.B.I., the C.I.A., the State Department or, improbably, the National Archives. In response, Democrats have been forced to reaffirm what once seemed to be settled notions: that expertise and professionalism matter in government, that the rule of law applies to every American, that it’s worth employing skilled, nonpartisan investigators who can determine the facts.Hoover failed to live up to those principles — often spectacularly so. And today’s F.B.I. has made its own questionable choices, from surveillance of Black Lives Matter protesters to mismanagement of delicate political inquiries. But its history of professional federal service, of loyalty to the facts and the law, is still worth championing, especially in an era when suspicion of government, rather than faith in its possibilities, so often dominates our discourse.     Why Would John Eastman Want to Overturn an Election for Trump?

    The figure of John Eastman, a constitutional theorist, former law professor and legal adviser to Donald Trump, looms increasingly large in retrospectives on the events of Jan. 6, and for good reason: Out of all the characters who floated through the White House in the aftermath of the 2020 election, only Eastman appears to have been fully serious about keeping Trump in office.Other people certainly imagined themselves to be serious, figures like Sidney Powell and Mike Lindell of MyPillow fame, but really they inhabited a fantasy world and mostly just invited Trump to live there with them. Then another set of figures — including various White House advisers and United States senators — lived in reality while pretending to believe the fantasy, either in the hopes of managing the president’s moods until his term ended or for cynical political reasons of their own.Only Eastman seemed to partly bridge the divide. True, his belief that Trump ought to remain in office depended on many of the same voter-fraud speculations — mutable, adaptable, an assumption in search of confirmation — that the outright fantasists embraced. But his legal plan of action was intended to be as plausible as possible, linked to interpretations of election law and the U.S. Constitution that were radical but not purely fanciful, and devised to exploit points of tension or contradiction where a constitutional crisis might genuinely be forced.Trump didn’t have the cooperators or the capacities required to reach that destination. But Eastman, unlike the clowns and cynics, actually drew up a road map for getting there, devoting real legal and constitutional knowledge to the goal of throwing the American presidential succession into crisis.John Eastman in Colorado in 2021.Andy Cross/MNG/The Denver Post, via Getty ImagesIn this, he embodied in the strongest form a tendency shared by others in his intellectual home base, the Claremont Institute — a conservative institution with many mansions, but one known lately for its hospitality to the reactionary internet and its enthusiasm for a politics of crisis.That enthusiasm first took shape in the “Flight 93 Election” essay, published in the Claremont Review of Books in 2016, in which the future Trump administration official Michael Anton made the case that the American Republic was in such dire shape that it would be preferable to elect a man who might literally crash the plane rather than to allow it to continue in its current course. Eastman’s eagerness for a constitutional crisis was a kind of bookend to that essay, infused with the same spirit but applied to a presidential transition rather than the presidential vote.This tendency has made Claremont an object of special fascination to hostile interpreters of Trump-era conservatism. At this point, you can read a wide range of critical essays trying to tease out how an institution formally devoted to the genius of the founding fathers and the ideals of Abraham Lincoln ended up harboring so much sympathy for a demagogue like Trump.I have my own interpretation, which goes back to my personal experience as a youthful “Publius fellow” at Claremont 20 years ago, when along with a brace of other young right-of-center nerds I was given a summer crash course in the thought of Harry Jaffa, the Claremont eminence (then living, now deceased), and his various disciples.The Jaffa school offered an interpretation of American history that might be described as Inception, Consummation and Corruption. Its Great Consummator was Lincoln, who restored the promise of the founding by fully establishing the “all men are created equal” absolutism of the Declaration of Independence. Its villains were John C. Calhoun and the progressives of the early 20th century, the former for defending slavery and inequality, the latter for replacing a constitutional republic with a bureaucratized administrative state, and both for displaying a philosophical and moral relativism that Jaffa despised (and that, as his intellectual feuds multiplied, he claimed to discern in many of his fellow conservatives as well).But one thing you noticed hanging around with Claremont folks was that while they were obviously interested in the good and bad of each American regime change, from the original founding (great) to the Lincolnian re-founding (even better) to the progressive re-foundings of Woodrow Wilson (their great villain, the “Lost Cause” sympathizer turned arrogant technocrat) and Franklin Roosevelt, they were also just really interested in the idea of founding itself, when moments of crisis bring new orders out of old ones.At one point, as a break from reading founding-era texts, we were treated to a screening of “The Man Who Shot Liberty Valance,” the great John Ford western whose theme is the Old West’s transition into political modernity, passing from the rule of the gun (embodied by John Wayne’s Tom Doniphon) to the rule of the lawbook (embodied by Jimmy Stewart’s Ransom Stoddard).In the movie, the transition can’t happen without a dose of chaos, a mixture of violence and deception. Lee Marvin’s outlaw, Valance, challenges the peaceable lawyer Stoddard to a duel; Doniphon saves the lawyer by shooting the outlaw from the shadows — and then the killing is mistakenly attributed to Stewart’s character, who is lionized for it and goes on to be a great statesman of the New West while the cowboy and his vigilante code recede.The not-so-subtle implication of the Claremont reading of American history is that this kind of fraught transition doesn’t happen once and for all; rather, it happens periodically within the life of any nation or society. Whenever change or crisis overwhelms one political order, one version of (in our case) the American republic, you get a period of instability and rough power politics, until the new era or the new settlement is forged.But it doesn’t happen without moments like Doniphon shooting Valance — or Lincoln suspending habeas corpus, say, or Roosevelt threatening to pack the Supreme Court — when norms and niceties need to be suspended for the sake of the new system that’s waiting to be born.When I try to understand what Eastman imagined himself doing in serving Donald Trump even unto constitutional crisis, this is where my speculations turn. I don’t think this is the necessary implication of Claremont thought; indeed, you can find in the latest issue of The Claremont Review of Books an essay by William Voegeli critiquing conservatives who seem “enthused about chaos” and overeager to re-found rather than conserve. But I think it’s an understandable place for the Claremont reading of American history to turn at a time when the American republic does appear sclerotic, stalemated, gridlocked and in need of some kind of conspicuous renewal.Nor is it a coincidence that Claremont conservatives would turn this way at the same time that their adversaries on the American left nurture plans to expand the Supreme Court, add new states to the Union and abolish the Senate and the Electoral College. Both right and left are reacting, in different ways and with different prescriptions, to the sense of crisis and futility in our politics, the feeling that surely some kind of revolution or transformation is due to come around — that God in his wisdom is overdue to send us a Lincoln or a Roosevelt and that the existing norms of our politics probably won’t survive the change.What makes this sentiment particularly understandable is that the Claremont history of America’s multiple regime changes is generally correct: Our country really has periodically transformed itself, for better or worse (sometimes both at once), through the actions of strong leaders and strong movements that risked crisis to overturn and transform and even, yes, re-found.The problem — well, on the right, there are three problems.First, the part of the right that imagines a re-founding can’t agree on what shape its imagined new American regime should take. (Are we demolishing the administrative state or turning it to conservative ends? Restoring lost liberties or pursuing the common good? Building a multiethnic working-class majority or closing the border against future Democratic voters?) Which is one reason the Trump presidency, infused by these conflicting impulses, ended up being such a shambolic mess.The second obvious reason it was a mess was just the character of the president himself. It’s here that my attempt to imagine my way into Eastman’s crisis mind-set collapses: I just can’t fathom the idea that it could be worth pushing our constitutional system into chaos when your candidate to play the role of Lincoln or Roosevelt is Donald Trump.To cast a vote for Trump as a defensive measure against Hillary Clinton is one thing. But to nominate yourself to play Tom Doniphon in a political shootout so that a decadent order can give way to something new, when your candidate to lead the new order is a sybaritic reality-television star who shambled through his first presidential term … no, there my attempt at imaginative sympathy fails.But then finally, even deeper than the folly of risking so much for Trump himself is the folly of doing so without democratic legitimacy and real majority support. At past moments of American renewal or regime change the leaders of the emergent order have been able to claim a popular mandate for their project. Yes, Lincoln’s case is exceptional: He was a plurality president in 1860 and won a big majority in 1864 with the South still in rebellion. But he obviously won both elections, the outcomes weren’t particularly close, and the other transformative presidents in our history, from Andrew Jackson down through Roosevelt to Claremont’s own beloved Ronald Reagan, won a clear or resounding mandate for a second term.No complaints about a rigged election can change the fact that Trump did not — that despite ample opportunities for statesmanship, he never persuaded a majority of Americans to support whatever his project was supposed to be.And this is where the various indictments of Claremont Trumpism draw the most blood.     America’s Doug Mastriano Problem

    If the Ohio Senate primary two weeks ago provided some clarity about the ideological divisions in the Republican Party, Tuesday’s primaries often seemed more like a showcase for the distinctive personalities that populate a Trumpified G.O.P.The Pennsylvania Senate race gave us an especially vivid mix: As of this writing, the Celebrity Doctor and the Hedge Fund Guy Pretending to Be a MAGA True Believer may be headed for a recount, after the Would-Be Media Personality With the Inspiring Back Story and the Unfortunate Twitter Feed faded back into the pack. In the governor’s race, Republican voters chose to nominate Doug Mastriano, a.k.a. the QAnon Dad. In North Carolina, they ended — for now — the political career of Representative Madison Cawthorn, the Obviously Suffering Grifter.On substance, as opposed to personality, though, the night’s stakes were relatively simple: Can Republicans prevent their party from becoming the party of constitutional crisis, with leaders tacitly committed to turning the next close presidential election into a legal-judicial-political train wreck?This is a distinctive version of a familiar political problem. Whenever a destabilizing populist rebellion is unleashed inside a democratic polity, there are generally two ways to bring back stability without some kind of crisis or rupture in the system.Sometimes the revolt can be quarantined within a minority coalition and defeated by a majority. This was the destiny, for instance, of William Jennings Bryan’s 1890s prairie-populist rebellion, which took over the Democratic Party but went down to multiple presidential defeats at the hands of the more establishmentarian Republicans. You can see a similar pattern, for now, in French politics, where the populism of Marine Le Pen keeps getting isolated and defeated by the widely disliked but grudgingly tolerated centrism of Emmanuel Macron.In the alternative path to stability, the party being reshaped by populism finds leaders who can absorb its energies, channel its grievances and claim its mantle — but also defeat or suppress its most extreme manifestations. This was arguably the path of New Deal liberalism in its relationship to Depression-era populism and radicalism: In the 1930s, Franklin Roosevelt was able to sustain support from voters who were also drawn to more demagogic characters, from Huey Long to Charles Coughlin. Two generations later, it was the path of Reaganite conservatism in its relationship to both George Wallace’s populism and the Goldwaterite New Right.The problem for America today is that neither stabilizing strategy is going particularly well. Part of the Never Trump movement has aspired to a Macron-style strategy, preaching establishment unity behind the Democratic Party. But the Democrats haven’t cooperated: They conspicuously failed to contain and defeat Trumpism in 2016, and there is no sign that the Biden-era variation on the party is equipped to hold on to the majority it won in 2020.Meanwhile, the Republican Party at the moment does have a provisional model for channeling but also restraining populism. Essentially it involves leaning into culture-war controversy and rhetorical pugilism to a degree that provokes constant liberal outrage and using that outrage to reassure populist voters that you’re on their side and they don’t need to throw you over for a conspiracy theorist or Jan. 6 marcher.This is the model, in different styles and contexts, of Glenn Youngkin and Ron DeSantis. In Tuesday’s primaries it worked for Idaho’s conservative incumbent governor, Brad Little, who easily defeated his own lieutenant governor’s much-further-right campaign. Next week the same approach seems likely to help Brian Kemp defeat David Perdue for the governor’s nomination in Georgia. And it offers the party’s only chance, most likely via a DeSantis candidacy, to defeat Donald Trump in 2024.Unfortunately this model works best when you have a trusted figure, a known quantity, delivering the “I’ll be your warrior, I’ll defeat the left” message. The Cawthorn race, in which the toxic congressman was unseated by a member of the North Carolina State Senate, shows that this figure doesn’t have to be an incumbent to succeed, especially if other statewide leaders provide unified support. But if you have neither unity nor a figure with statewide prominence or incumbency as your champion — no Kemp, no Little — then you can get results like Mastriano’s victory last night in Pennsylvania: a Republican nominee for governor who cannot be trusted to carry out his constitutional duties should the presidential election be close in 2024.So now the obligation returns to the Democrats. Mastriano certainly deserves to lose the general election, and probably he will. But throughout the whole Trumpian experience, the Democratic Party has consistently failed its own tests of responsibility: It has talked constantly about the threat to democracy while moving leftward to a degree that makes it difficult to impossible to hold the center, and it has repeatedly cheered on unfit Republican candidates on the theory that they will be easier to beat.This happened conspicuously with Trump himself, and more unforgivably it happened again with Mastriano: Pennsylvania Democrats sent out mailers boosting his candidacy and ran a big ad buy, more than twice Mastriano’s own TV spending, calling him “one of Donald Trump’s strongest supporters” — an “attack” line perfectly scripted to improve his primary support.Now they have him, as they had Trump in 2016.
