    Crime: Red Delusions About Purple Reality

    During last week’s Oklahoma gubernatorial debate Joy Hofmeister, the surprisingly competitive Democratic candidate, addressed Kevin Stitt, the Republican incumbent, who — like many in his party — is running as a champion of law and order.“The fact is the rates of violent crime in Oklahoma are higher under your watch than New York and California,” she declared.Stitt responded by laughing, and turned to the audience: “Oklahomans, do you believe we have higher crime than New York or California?”But Hofmeister was completely correct. In fact, when it comes to homicide, the most reliably measured form of violent crime, it isn’t even close: In 2020 Oklahoma’s murder rate was almost 50 percent higher than California’s, almost double New York’s, and this ranking probably hasn’t changed.Was Stitt unaware of this fact? Or was he just counting on his audience’s ignorance? If it was the latter, he may, alas, have made the right call. Public perceptions about crime are often at odds with reality. And in this election year Republicans are trying to exploit one of the biggest misperceptions: that crime is a big-city, blue-state problem.Americans aren’t wrong to be concerned about crime. Nationwide, violent crime rose substantially in 2020; we don’t have complete data yet, but murders appear to have risen further in 2021, although they seem to be declining again.Nobody knows for sure what caused the surge — just as nobody knows for sure what caused the epic decline in crime from 1990 to the mid-2010s, about which more shortly. But given the timing, the social and psychological effects of the pandemic are the most likely culprit, with a possible secondary role for the damage to police-community relations caused by the murder of George Floyd.While the crime surge was real, however, the perception that it was all about big cities run by Democrats is false. This was a purple crime wave, with murder rates rising at roughly the same rate in Trump-voting red states and Biden-voting blue states. Homicides rose sharply in both urban and rural areas. And if we look at levels rather than rates of change, both homicides and violent crime as a whole are generally higher in red states.So why do so many people believe otherwise? Before we get to politically motivated disinformation, let’s talk about some other factors that might have skewed perceptions.One factor is visibility. As Bloomberg’s Justin Fox has pointed out, New York City is one of the safest places in America — but you’re more likely to see a crime, or know someone who has seen a crime, than elsewhere because the city has vastly higher population density than anyplace else, meaning that there are often many witnesses around when something bad happens.Another factor may be the human tendency to believe stories that confirm our preconceptions. Many people feel instinctively that getting tough on criminals is an effective anti-crime strategy, so they’re inclined to assume that places that are less tough — for example, those that don’t prosecute some nonviolent offenses — must suffer higher crime as a result. This doesn’t appear to be true, but you can see why people might believe it.Such misconceptions are made easier by the long-running disconnect between the reality of crime and public perceptions. Violent crime halved between 1991 and 2014, yet for almost that entire period a large majority of Americans told pollsters that crime was rising.However, only a minority believed that it was rising in their own area. This tendency to believe that crime is terrible, but mostly someplace else, was confirmed by an August poll showing a huge gap between the number of Americans who consider violent crime a serious problem nationally and the much smaller number who see it as a serious problem where they live.Which brings us to the efforts by right-wing media and Republicans to weaponize crime as an issue in the midterms — efforts that one has to admit are proving effective, even though the breadth of the crime wave, more or less equally affecting red and blue states, rural and urban areas and so on suggests that it’s nobody’s fault.It’s possible that these efforts would have gained traction no matter what Democrats did. It’s also true, however, that too few Democrats have responded effectively.In New York, Gov. Kathy Hochul was very late to the party, apparently realizing only a few days ago that crime was a major issue she needed to address. On the other hand, Eric Adams, New York City’s mayor, has seemed to feed fear-mongering, declaring that he had “never seen crime at this level,” an assertion contradicted by his own Police Department’s data. Even after the 2020-21 surge, serious crime in New York remained far below its 1990 peak, and in fact was still lower than it was when Rudy Giuliani was mayor.I’m not a politician, but this doesn’t seem as if it should be hard. Why not acknowledge the validity of concerns over the recent crime surge, while also pointing out that right-wingers who talk tough on crime don’t seem to be any good at actually keeping crime low?The Times is committed to publishing a diversity of letters to the editor.     There Are Two Americas Now: One With a B.A. and One Without

    The Republican Party has become crucially dependent on a segment of white voters suffering what analysts call a “mortality penalty.”This penalty encompasses not only disproportionately high levels of so-called deaths of despair — suicide, drug overdoses and alcohol abuse — but also across-the-board increases in several categories of disease, injury and emotional disorder.“Red states are now less healthy than blue states, a reversal of what was once the case,” Anne Case and Angus Deaton, economists at Princeton, argue in a paper they published in April, “The Great Divide: Education, Despair, and Death.”Case and Deaton write that the correlation between Republican voting and life expectancy “goes from plus-0.42 when Gerald Ford was the Republican candidate — healthier states voted for Ford and against Carter — to minus-0.69 in 2016 and –0.64 in 2020. States classified as the least healthy voted for Trump and against Biden.”Case and Deaton contend that the ballots cast for Donald Trump by members of the white working class “are surely not for a president who will dismantle safety nets but against a Democratic Party that represents an alliance between minorities — whom working-class whites see as displacing them and challenging their once solid if unperceived privilege — and an educated elite that has benefited from globalization and from a soaring stock market, which was fueled by the rising profitability of those same firms that were increasingly denying jobs to the working class.”Carol Graham, a senior fellow at Brookings, described the erosion of economic and social status for whites without college degrees in a 2021 paper:From 2005 to 2019, an average of 70,000 Americans died annually from deaths of despair (suicide, drug overdose, and alcohol poisoning). These deaths are concentrated among less than college educated middle-aged whites, with those out of the labor force disproportionately represented. Low-income minorities are significantly more optimistic than whites and much less likely to die of these deaths. This despair reflects the decline of the white working class. Counties with more respondents reporting lost hope in the years before 2016 were more likely to vote for Trump.Lack of hope, in Graham’s view, “is a central issue. The American dream is in tatters and, ironically, it is worse for whites.” America’s high levels of reported pain, she writes, “are largely driven by middle-aged whites. As there is no objective reason that whites should have more pain than minorities, who typically have significantly worse working conditions and access to health care, this suggests psychological pain as well as physical pain.”There are, Graham argues,long-term reasons for this. As blue-collar jobs began to decline from the late 1970s on, those displaced workers — and their communities — lost their purpose and identity and lack a narrative for going forward. For decades whites had privileged access to these jobs and the stable communities that came with them. Primarily white manufacturing and mining communities — in the suburbs and rural areas and often in the heartland — have the highest rates of despair and deaths. In contrast, more diverse urban communities have higher levels of optimism, better health indicators, and significantly lower rates of these deaths.In contrast to non-college whites, Graham continued,minorities, who had unequal access to those jobs and worse objective conditions to begin with, developed coping skills and supportive community ties in the absence of coherent public safety nets. Belief in education and strong communities have served them well in overcoming much adversity. African Americans remain more likely to believe in the value of a college education than are low-income whites. Minority communities based in part on having empathy for those who fall behind, meanwhile, have emerged from battling persistent discrimination.Over the past three years, however, there has been a sharp increase in drug overdose deaths among Black men, Graham noted in an email:The “new” Black despair is less understood and perhaps more complex. A big factor is simply Fentanyl for urban Black men. Plain and simple. But other candidates are Covid and the hit the African American communities took; Trump and the increase of “acceptance” for blatant and open racism; and, for some, George Floyd and continued police violence against blacks. There is also a phenomenon among urban Black males that has to do with longer term despair: nothing to lose, weak problem-solving skills, drug gangs and more.The role of race and gender in deaths of despair, especially drug-related deaths, is complex. Case wrote in an email:Women have always been less likely to kill themselves with drugs or alcohol, or by suicide. However, from the mid-1990s into the 20-teens, for whites without a four-year college degree, death rates from all three causes rose in parallel between men and women. So the level has always been higher for men, but the trend (and so the increase) was very similar between less-educated white men and women. For Blacks and Hispanics the story is different. Deaths of Despair were falling for less educated Black and Hispanic men from the early 1990s to the 20-teens and were constant over that period (at a much lower rate) for Black and Hispanic women without a B.A. After the arrival of Fentanyl as a street drug in 2013, rates started rising for both Black and Hispanic men and women without a B.A., but at a much faster rate for men.In their October 2014 study, “Economic Strain and Children’s Behavior,” Lindsey Jeanne Leininger, a professor at Dartmouth’s Tuck School of Business, and Ariel Kalil, a professor of public policy at the University of Chicago, found a striking difference in the pattern of behavioral problems among white and Black children from demographically similar families experiencing the financial strains of the 2008 Great Recession:Specifically, we found that economic strain exhibited a statistically significant and qualitatively large association with White children’s internalizing behavior problems and that this relationship was not due to potentially correlated influences of objective measures of adverse economic conditions or to mediating influences of psychosocial context. Furthermore, our data provide evidence that the relationship between economic strain and internalizing problems is meaningfully different across White and Black children. In marked contrast to the White sample, the regression-adjusted relationship between economic strain and internalizing behaviors among the Black sample was of small magnitude and was statistically insignificant.Kalil elaborated on this finding in an email: “The processes through which white and Black individuals experience stress from macroeconomic shocks are different,” she wrote, adding that the “white population, which is more resourced and less accustomed to being financially worried, is feeling threatened by economic shocks in a way that is not very much reflective of their actual economic circumstances. In our study, among Black parents, what we are seeing is basically that perceptions of economic strain are strongly correlated with actual income-to-needs.”This phenomenon has been in evidence for some time.A 2010 Pew Research Center study that examined the effects of the Great Recession on Black and white Americans reported that Black Americans consistently suffered more in terms of unemployment, work cutbacks and other measures, but remained far more optimistic about the future than whites. Twice as many Black as white Americans were forced during the 2008 recession to work fewer hours, to take unpaid leave or switch to part-time, and Black unemployment rose from 8.9 to 15.5 percent from April 2007 to April 2009, compared with an increase from 3.7 to 8 percent for whites.Despite experiencing more hardship, 81 percent of Black Americans agreed with the statement “America will always continue to be prosperous and make economic progress,” compared with 59 percent of whites; 45 percent of Black Americans said the country was still in recession compared with 57 percent of whites. Pew found that 81 percent of the Black Americans it surveyed responded yes when asked “Is America still a land of prosperity?” compared with 59 percent of whites. Asked “will your children’s future standard of living be better or worse than yours?” 69 percent of Black Americans said better, and 17 percent said worse, while 38 percent of whites said better and 29 percent said worse.There are similar patterns for other measures of suffering.In “Trends in Extreme Distress in the United States, 1993-2019,” David G. Blanchflower and Andrew J. Oswald, economists at Dartmouth and the University of Warwick in Britain, note that “the proportion of the U.S. population in extreme distress rose from 3.6 percent in 1993 to 6.4 percent in 2019. Among low-education midlife white persons, the percentage more than doubled, from 4.8 percent to 11.5 percent.”Blanchflower and Oswald point out that “something fundamental appears to have occurred among white, low-education, middle-aged citizens.”Employment prospects play a key role among those in extreme distress, according to Blanchflower and Oswald. A disproportionately large share of those falling into this extreme category agreed with the statement “I am unable to find work.”In her 2020 paper, “Trends in U.S. Working-Age non-Hispanic White Mortality: Rural-Urban and Within-Rural Differences,” Shannon M. Monnat, a professor of sociology at Syracuse University’s Maxwell School, explained that “between 1990-92 and 2016-18, the mortality rates among non-Hispanic whites increased by 9.6 deaths per 100,000 population among metro males and 30.5 among metro females but increased by 70.1 and 65.0 among nonmetro (rural and exurban) males and females, respectively.”Monnat described these differences as a “nonmetro mortality penalty.”For rural and exurban men 25 to 44 over this same 28-year period, she continued, “the mortality rate increased by 70.1 deaths per 100,000 population compared to an increase of only 9.6 among metro males ages 25-44, and 81 percent of the nonmetro increase was due to increases in drugs, alcohol, suicide, and mental/behavioral disorders (the deaths of despair).”The divergence between urban and rural men pales, however, in comparison with women. “Mortality increases among nonmetro females have been startling. The mortality growth among nonmetro females was much larger than among nonmetro males,” especially for women 45 to 64, Monnat writes. Urban white men saw 45-64 deaths rates per 100,000 fall from 850 to 711.1 between 1990 and 2018, while death rates for rural white men of the same age barely changed, 894.8 to 896.6. In contrast, urban white women 45-64 saw their death rate decline from 490.4 to 437.6, while rural white women of that age saw their mortality rate grow from 492.6 to 571.9.In an email, Monnat emphasized the fact that Trump has benefited from a bifurcated coalition:The Trump electorate comprises groups that on the surface appear to have very different interests. On the one hand, a large share of Trump supporters are working-class, live in working-class communities, have borne the brunt of economic dislocation and decline due to economic restructuring. On the other hand, Trump has benefited from major corporate donors who have interests in maintaining large tax breaks for the wealthy, deregulation of environmental and labor laws, and from an economic environment that makes it easy to exploit workers. In 2016 at least, Trump’s victory relied not just on rural and small-city working-class voters, but also on more affluent voters. Exit polls suggested that a majority of people who earned more than $50,000 per year voted for Trump.In a separate 2017 paper, “More than a rural revolt: Landscapes of despair and the 2016 Presidential election,” Monnat and David L. Brown, a sociologist at Cornell, argue:Work has historically been about more than a paycheck in the U.S. American identities are wrapped up in our jobs. But the U.S. working-class (people without a college degree, people who work in blue-collar jobs) regularly receive the message that their work is not important and that they are irrelevant and disposable. That message is delivered through stagnant wages, declining health and retirement benefits, government safety-net programs for which they do not qualify but for which they pay taxes, and the seemingly ubiquitous message (mostly from Democrats) that success means graduating from college.Three economists, David Autor, David Dorn and Gordon Hanson of M.I.T., the University of Zurich and Harvard, reported in their 2018 paper, “When Work Disappears: Manufacturing Decline and the Falling Marriage Market Value of Young Men,” on the debilitating consequences for working-class men of the “China shock” — that is, of sharp increases in manufacturing competition with China:Shocks to manufacturing labor demand, measured at the commuting-zone level, exert large negative impacts on men’s relative employment and earnings. Although losses are visible throughout the earnings distribution, the relative declines in male earnings are largest at the bottom of the distribution.Such shocks “curtail the availability and desirability of potentially marriageable young men along multiple dimensions: reducing the share of men among young adults and increasing the prevalence of idleness — the state of being neither employed nor in school — among young men who remain.”These adverse trends, Autor, Dorn and Hanson report, “induce a differential and economically large rise in male mortality from drug and alcohol poisoning, H.I.V./AIDS, and homicide” and simultaneously “raise the fraction of mothers who are unwed, the fraction of children in single-headed households, and the fraction of children living in poverty.”I asked Autor for his thoughts on the implications of these developments for the Trump electorate. He replied by email:Many among the majority of American workers who do not have a four-year college degree feel, justifiably, that the last three decades of rapid globalization and automation have made their jobs more precarious, scarcer, less prestigious, and lower paid. Neither party has been successful in restoring the economic security and standing of non-college workers (and yes, especially non-college white males). The roots of these economic grievances are authentic, so I don’t think these voters should be denigrated for seeking a change in policy direction. That said, I don’t think the Trump/MAGA brand has much in the way of substantive policy to address these issues, and I believe that Democrats do far more to protect and improve economic prospects for blue-collar workers.There is some evidence that partisanship correlates with mortality rates.In their June 2022 paper, “The Association Between Covid-19 Mortality And The County-Level Partisan Divide In The United States,” Neil Jay Sehgal, Dahai Yue, Elle Pope, Ren Hao Wang and Dylan H. Roby, public health experts at the University of Maryland, found in their study of county-level Covid-19 mortality data from Jan. 1, 2020, through Oct. 31, 2021, that “majority Republican counties experienced 72.9 additional deaths per 100,000 people.”The authors cites studies showing that “counties with a greater proportion of Trump voters were less likely to search for information about Covid-19 and engage in physical distancing despite state-level mandates. Differences in Covid-19 mortality grew during the pandemic to create substantial variation in death rates in counties with higher levels of Trump support.”Sehgal and his colleagues conclude from their analysis that “voting behavior acts as a proxy for compliance with and support for public health measures, vaccine uptake, and the likelihood of engaging in riskier behaviors (for example, unmasked social events and in-person dining) that could affect disease spread and mortality.”In addition, the authors write:Local leaders may be hesitant to implement evidence-based policies to combat the pandemic because of pressure or oversight from state or local elected officials or constituents in more conservative areas. Even if they did institute protective policies, they may face challenges with compliance because of pressure from conservative constituents.For the past two decades, white working-class Americans have faced a series of economic dislocations similar to those that had a devastating impact on Black neighborhoods starting in the 1960s, as the Harvard sociologist William Julius Wilson described them in his 1987 book, “The Truly Disadvantaged: The Inner City, the Underclass, and Public Policy.”How easy would it be to apply Wilson’s description of “extraordinary rates of black joblessness,” disordered lives, family breakdown and substance abuse to the emergence of similar patterns of disorder in white exurban America? How easy to transpose Black with white or inner city and urban with rural and small town?It is very likely, as Anne Case wrote in her email, that the United States is fast approaching a point whereEducation divides everything, including connection to the labor market, marriage, connection to institutions (like organized religion), physical and mental health, and mortality. It does so for whites, Blacks and Hispanics. There has been a profound (not yet complete) convergence in life expectancy by education.     How Rules Fuel Populist Anger in Rural America

    ROCK HALL, Md. — When Dave Harden decided to run for Congress as a Democrat on Maryland’s conservative Eastern Shore, a friend gave him a piece of free advice.“Democrats lose on three things: abortion, guns and regulations,” the friend said. “If you keep one, you have to give up the other two.”Abortion and gun rights have both inspired passionate activism and countless front-page news articles. Regulations — not so much. Yet nitpicky government rules remain a potent and underappreciated source of populist anger against Democrats, especially in rural areas.On the campaign trail, Mr. Harden has gotten an earful from voters about maddening and arbitrary restrictions: Why are wineries in Maryland limited to serving only 13 kinds of food? Why does a woman who sells her grandmother’s cobbler have to cough up tens of thousands of dollars to build a commercial kitchen? Why does a federal inspector have to be on hand to watch wild catfish get gutted — but not other kinds of seafood? The short answer is that restaurant associations tend to wield more political clout than wineries, and catfish farmers in Mississippi are more powerful than seafood harvesters in Maryland. Big businesses can afford to hire lawyers to help them cut through red tape and lobbyists to bend government rules to their will. Small businesses, especially in rural places, get slammed.Dave Harden campaigning during the annual fireman’s parade in Ocean City.“The claim of overregulation is especially animating on the political right,” Joshua Sewell of Taxpayers for Common Sense told me. He said misleading rumors that the Environmental Protection Agency planned to regulate farm dust or that President Biden’s Build Back Better plan would have taxed belching cows played right into the stereotype of Democrats as city folk who were infuriatingly eager to regulate almost anything in rural America.In 2006, Democrats and Republicans had similar views on government regulation of business: About 40 percent of Republicans said there was too much, compared to about 36 percent of Democrats. But the percentage of Republicans who felt that way climbed steadily under President Barack Obama, who enacted more economically significant rules than his predecessors. By the end of his first term, 84 percent of Republicans thought that government meddled too much in business, while only 22 percent of Democrats agreed, according to Gallup. Democrats were more likely to say that the government doesn’t regulate businesses enough.With business owners more likely to be Republicans and government workers more likely to be Democrats, you have the makings of a yawning partisan divide. Donald Trump campaigned on a promise to remove two rules for every new one that was put in place.Can Democrats flip the script and win over conservative districts, particularly small- business owners in those areas, by speaking out against government red tape? Mr. Harden, a 59-year-old former Foreign Service officer who is running for Congress in Maryland’s First District, is trying. He hopes to replace Andy Harris, the sole Republican in Maryland’s congressional delegation. (Mr. Harris voted to overturn the results of the presidential election in 2020 and reportedly once tried to bring a gun onto the House floor.)Mr. Harden greets Bobby Higgins, the owner of an all-you-can-eat crab house in Ocean City.Crabs are Maryland’s iconic cuisine.Mr. Harden must first win a July 19 primary against Heather Mizeur, a progressive herb farmer who once represented Montgomery County, a much more urban area, in the state legislature. Ms. Mizeur has more money and name recognition than Mr. Harden, but he believes he has a chance because she seems out of step with the conservative district, which is considered a safe Republican seat.Mr. Harden is trying to chart an alternative path for Democrats in rural areas. He’s no fan of Donald Trump. He left a 22-year career in the Foreign Service in 2018 because he didn’t want to serve the Trump administration. But when it comes to regulations, Mr. Harden doesn’t sound all that much different from Mr. Trump.“The regulations in rural economies are ridiculous,” he told me.Mr. Harden is trying to walk a difficult line, appealing to voters who are angry about government overreach without turning off the Democratic base. He says he doesn’t oppose reasonable environmental regulations, but he rails against rules that make it harder for small businesses to survive.It’s a message that comes naturally to him. He spent years trying to improve the business environments in Iraq and the Palestinian territories as a senior U.S.A.I.D. official. He led a program in the West Bank town of Jenin that opened up a border crossing with Israel and prevailed on the Israeli government to allow more Israeli cars into Jenin so that Israeli Arabs could shop there, helping to start an economic revival.Mr. Harden’s campaign manager, Marty Lostrom, on Chris Lingerman’s lawn. Lingerman’s shop, Chester River Seafood, is behind his house.Ford’s Seafood in Rock Hall, Md., is family-owned.Mr. Harden is now trying to bring those lessons home to Maryland, where he grew up. On a recent Saturday, he squinted out at Chesapeake Bay, riffing about how to promote local economic development with Capt. Rob Newberry, the head of the Delmarva Fisheries Association, which represents licensed watermen in the area. Captain Newberry is a Republican who once hung a sign cursing Joe Biden on his boat. But he supports Mr. Harden, who listens patiently to his complaints about regulations.Captain Newberry represents people who harvest crabs, Maryland’s iconic cuisine, from the Chesapeake Bay, and he complains that excessive regulations are putting watermen like him out of business. He contends that the roughly 1,800 fishermen, clammers, crabbers and oystermen in his association are among the most highly regulated workers in the state.Captain Newberry, right, listened as Mr. Harden spoke to Chris Lingerman, the owner of Chester River Seafood, about regulations that hurt watermen.A Maryland blue crab.“When you get halfway to work and you pull up at a stoplight, does a policeman pull you over?” he asked. “When you get into work, does he come in and bother you two or three times and ask you what are you doing, do you have a license? That happens to me every time I go out on the harbor.”Captain Newberry has grievances with people across the political spectrum: with the environmentalists who lobby for more restrictions on the watermen; with the cities and companies responsible for faulty wastewater treatment systems and runoff that pollutes the bay; and with Mr. Harris, the incumbent.He told me that Mr. Harris refused to speak out against a nonsensical regulation that stipulated that catfish had to be treated like meat under federal law. The rule, which advantages catfish farmers in states like Mississippi at the expense of foreign fish farmers and Maryland fishermen, requires federal inspectors to be on site when catfish get gutted, even though there’s little evidence of a risk to public health.The rule is so outrageous that the Government Accountability Office once called for it to be repealed. Yet it remains in place. When the watermen complained to their congressman, Mr. Harris arranged for the government to pay for the inspectors. But inspectors still have to be called in whenever a fisherman brings in catfish for processing. (Mr. Harris’s office said he’s still working on it.)Captain Newberry says he has become disillusioned with the political sausage-making behind government rules. But he still works within the system to try to change them. He testifies before lawmakers and serves on committees, hoping that it will make a difference.On the campaign trail, Mr. Harden has gotten an earful from voters about maddening and arbitrary restrictions.However, those same frustrations have led some other watermen to fall under the sway of the “sovereign citizens” movement, which preaches that the federal and state governments have no right to require licenses for hunting, driving or owning a gun. Some adherents believe that the local sheriff is the only legitimate authority under the Constitution. Beliefs about the illegitimacy of the federal government appeared to be at the root of an armed standoff between federal authorities and cattle ranchers in Nevada in 2014.Maryland’s Eastern Shore hasn’t seen anything like that, Somerset County’s sheriff, Ronald Howard, told me. But he said he has faced mounting pressure to defy state rules and allow watermen to harvest oysters from sanctuaries that have been declared off limits. He refused. “I said, ‘Look, if I interfere, that’s obstruction of my duties; I can be charged criminally,’” he told me. “I had one waterman tell me, ‘That’s a chance you’ve got to take.’”Sheriff Howard doesn’t blame the watermen; he blames the rigid rules made by politicians who rarely take the time to listen to rural people. That’s where Dave Harden sees an opening for himself, however slim.Democrats have to find a way to reconnect with rural America, Mr. Harden told me.     What Democrats Don’t Understand About Rural America

    NOBLEBORO, Maine — We say this with love to our fellow Democrats: Over the past decade, you willfully abandoned rural communities. As the party turned its focus to the cities and suburbs, its outreach became out of touch and impersonal. To rural voters, the message was clear: You don’t matter.Now, Republicans control dozens of state legislatures, and Democrats have only tenuous majorities in Congress at a time in history when we simply can’t afford to cede an inch. The party can’t wait to start correcting course. It may be too late to prevent a blowout in the fall, but the future of progressive politics — and indeed our democracy — demands that we revive our relationship with rural communities.As two young progressives raised in the country, we were dismayed as small towns like ours swung to the right. But we believed that Democrats could still win conservative rural districts if they took the time to drive down the long dirt roads where we grew up, have face-to-face conversations with moderate Republican and independent voters and speak a different language, one rooted in values rather than policy.It worked for us. As a 25-year-old climate activist with unabashedly progressive politics, Chloe was an unlikely choice to be competitive — let alone win — in a conservative district that falls mostly within the bounds of a rural Maine county that has the oldest population in the state. But in 2018, she won a State House seat there with almost 53 percent of the vote. Two years later, she ran for State Senate, challenging the highest-ranking Republican in state office, the Senate minority leader. And again, in one of the most rural districts in the state, voters chose the young, first-term Democrat who sponsored one of the first Green New Deal policies to pass a state legislature.To us, it was proof that the dogmas that have long governed American politics could and should be challenged. Over the past decade, many Democrats seem to have stopped trying to persuade people who disagreed with them, counting instead on demographic shifts they believed would carry them to victory — if only they could turn out their core supporters. The choice to prioritize turnout in Democratic strongholds over persuasion of moderate voters has cost the party election after election. But Democrats can run and win in communities that the party has written off — and they need not be Joe Manchin-like conservative Democrats to do so.This isn’t just a story about rural Maine. It’s about a nationwide pattern of neglect that goes back years. After the 2010 midterms, when the Democrats lost 63 House seats, Nancy Pelosi, then the House minority leader, disbanded the House Democratic Rural Working Group. Senator Harry Reid of Nevada later eliminated the Senate’s rural outreach group. By 2016, according to Politico’s Helena Bottemiller Evich, the Clinton campaign had only a single staff person doing rural outreach from its headquarters, in Brooklyn; the staffer had been assigned to the role just weeks before the election. And in 2018, the chairman of the Democratic National Committee, Tom Perez, told MSNBC, “You can’t door-knock in rural America.”We saw this pattern for ourselves. In 2019, the Maine Senate Democratic Campaign Committee told us that it didn’t believe in talking to Republicans. (The group’s executive director did not respond to a request seeking comment by press time.)That blinkered strategy is holding the party back. When Democrats talk only to their own supporters, they see but a small fraction of the changes roiling this country. Since 2008, residents of small towns have fallen behind cities on many major economic benchmarks, and they watched helplessly as more and more power and wealth were consolidated in cities. We saw up close the loss, hopelessness and frustration that reality has instilled.The current Democratic strategy doesn’t just lead to bad policy but also to bad politics. Our democracy rewards the party that can win support over large geographic areas. Ceding rural America leaves a narrow path to victory even in the best circumstances. When the landscape is more difficult, Democrats set themselves up for catastrophic defeat. But we don’t have to cede these parts of the country. Democrats have to change the way they think about them and relate to the voters who live there.What much of the party establishment doesn’t understand is that rural life is rooted in shared values of independence, common sense, tradition, frugality, community and hard work. Democratic campaigns often seem to revolve around white papers and wonky policy. In our experience, politicians lose rural people when they regurgitate politically triangulated lines and talk about the vagaries of policy. Rural folks vote on what rings true and personal to them: Can this person be trusted? Is he authentic?While these defeats ought to prompt real soul-searching within the party, some political scientists and many mainstream Democrats have taken them as proof not that their own strategies must change, but rather that rural Republicans are too ignorant to vote in their own best interest. It’s a counterproductive, condescending story that serves only to drive the wedge between Democrats and rural communities deeper yet.Chloe has knocked on more than 20,000 doors over the last two cycles, listening to stories of loss and isolation. One man told her she was the first person to listen to him; most campaigns, he said, didn’t even bother to knock on his door — they judged him for what his house looked like. Another voter said she had been undecided between Hillary Clinton and Donald Trump until Election Day but ultimately voted for Mr. Trump because, she said, at the Republican convention, he talked about regular American working people, and Ms. Clinton didn’t at her own convention.Something has to change. The Democrats need a profoundly different strategy if they are to restore their reputation as champions of working people, committed to improving their lives, undaunted by wealth and power. In our view, the only way for Democrats to regain traction in rural places is by running strong campaigns in districts that usually back Republicans. This change starts with having face-to-face conversations to rebuild trust and faith not only in Democrats but also in the democratic process. Even though it’s hard work with no guaranteed outcome, it is necessary — even if we don’t win.In our two campaigns, we turned down the party consultants and created our own canvassing universe — the targeted list of voters whom we talk to during the election season. In 2020, this universe was four times larger than what the state party recommended. It included thousands of Republicans and independents who had (literally) never been contacted by a Democratic campaign in their entire time voting.Our campaign signs? Hand-painted or made of scavenged wood pallets by volunteers, with images of loons, canoes and other hallmarks of the Maine countryside. Into the trash went consultant-created mailers. Instead, we designed and carried out our own direct mail program for half the price of what the party consultants wanted to charge while reaching 20 percent more voters.Volunteers wrote more than 5,000 personal postcards, handwritten and addressed to neighbors in their own community. And we defied traditional advice by refusing to say a negative word about our opponents, no matter how badly we wanted to fight back as the campaigns grew more heated.When we first embarked down this road, the path was rocky. Chloe came home from canvassing distraught one day and dictated a voice memo to herself: “I talked to a lot of people I’ve known my whole life, and they wouldn’t commit to vote for me.” They knew she was a good person; the only reason they refused to support her was that she was a Democrat.Another day she met a couple who thought people should be able to snowmobile and hunt and fish and ride ATVs on protected lands. Chloe told them she agreed; while she considers herself extremely progressive, there are some things she thinks the left is too rigid on. Then the conversation turned to immigration, and the couple told her that undocumented immigrants should be separated from their kids. “I literally have no idea what to say to that besides just not getting into it,” Chloe reflected. “But is that being disingenuous? Is that not fighting the fight?”We heard some rough stuff, and we didn’t tolerate hate. But through the simple act of listening, we discovered that we could almost always catch a glimpse of common ground if we focused on values, not party or even policy. If people said they were fed up with politics, we’d say: “Us, too! That’s why we’re here.” If they despised Democrats, we’d tell them how we had deep issues with the party as well, and we were trying to make it better. It was how we differentiated ourselves from the national party and forged a sense of collective purpose.Slowly but surely, we thought we might be able to turn things around. A young mom who opened her door said that she couldn’t afford to take her child to the emergency room. She had never voted for a Democrat, but she committed to vote for us. There was a man with a Trump bumper sticker on his truck who, after talking with Chloe, put a Chloe Maxmin bumper sticker on his tailgate, too. There was a preacher who had never put up a political sign in his life until our campaign.Perhaps the most memorable experience was in 2018 at the end of a winding driveway on a cold fall day. Several men were in the garage, working on their snowmobiles. Chloe stepped out to greet them. “Hi, I’m Chloe, and I’m running for state representative.” The owner immediately responded with a question: Did she support Medicaid expansion? Chloe answered honestly that she did. The man pointed an angry finger toward the road and told her to leave.Taken aback, Chloe asked: “Hold on a second. What just happened? I’m honestly just interested to hear your perspective, even if you don’t vote for me.”This gentleman went on to tell his story, how he grew up on that very property without any electricity or running water; how he had worked hard to build a life for himself and his family, which included paying for his own health care without any help from the government. This was his way of life and what he believed in. It was an honest conversation, and by the end, he said he would vote for Chloe.Gradually, our own volunteers learned from Chloe how to find common ground. Despite the many doors shut in their faces, they largely succeeded.“Talked with a 43-year-old guy who announced that he wasn’t voting, that he was so depressed at the quality of people in office,” an old-timer who was one of our volunteers recounted in an email. By the end of their conversation, he was going to vote just for Chloe. “The fact that an older person is optimistic and working to elect young people is a great thing,” the voter told him.Another volunteer once called these conversations “a connection with each other and with something bigger that each one of us craves.”When Covid hit in March 2020, we tried a new way of fostering these connections, pausing the campaign and pivoting all our resources to supporting seniors struggling with the isolation and upheaval of the pandemic. With some 200 volunteers, we made more than 13,500 calls to seniors in the district — regardless of their political affiliation — and offered them rides, pharmacy pickups, connections to food banks, and a buddy to call them every day or week to check in.A volunteer spoke with an elderly woman who depended on the library for large-print books, but the libraries were closed. We found a bookstore that delivered some. Another volunteer talked with a gentleman who had no internet and therefore no access to the news. She bought him a subscription to The New York Times.The Democratic campaign leadership was eager to replicate our success but also fundamentally unequipped to understand what we were doing. At the height of the pandemic, we told the Senate Democratic Campaign Committee about our approach. Almost immediately the committee’s staff was instructed to tell Democratic candidates to make similar calls, but only to seniors within their “persuasion universe” — people whose votes they thought they could win. Specifically, people over 60 who were likely Democratic voters. We read this in horror and immediately wrote back, imploring the leaders to not limit the scope of the calls. They brushed us off.It was far from the only time party leaders told us they knew better than we did. In the final stretch of the 2018 campaign, they insisted that as part of their turnout effort they would send their people to conservative households that had told us Chloe was the only Democrat they would support. We were terrified that volunteers reciting a generic script, pushing folks to vote for Democrats up and down the ticket, would alienate the disaffected Republican voters whom we had worked so hard to persuade to vote for Chloe.We begged the party officials to reconsider. They refused. It wasn’t until the afternoon of Election Day that they backed down, telling us they were unable to mobilize enough volunteers to send down the back roads to the district. That experience only reinforced our belief that candidates should be able to control the resources that the party puts into districts, so that they can iterate and improve on the one-size-fits-all strategies that the Democrats tend to employ.After both successful campaigns, we asked ourselves: Is our strategy something that can be replicated? We scaled up our approach in 2020 to solidify some of our tactics, such as focusing on canvassing voters whom the party had given up on, eschewing consultants and leaning into values-driven messaging. But, at the same time, we knew that the back roads of Maine were unique; the roads of Georgia, Wisconsin, Washington or Utah might require their own strategy. A state or local campaign is an easier ship to turn than a U.S. Senate campaign and better situated to buck consultants and bring a different politics to folks’ doorsteps. We certainly don’t have all the answers; all we can hope is that our example will help persuade candidates to try, to recommit themselves to rural places, to listen, to learn and to evolve.As Democrats, we feel every day the profound urgency of our times, the existential necessity of racial justice, the impending doom of the climate crisis, the imperative to reform our criminal justice system, and so much more. At the same time, as a party we’ve made some big mistakes as we walk down the road to a better world. Abandoning rural voters could be one of the costliest.But it’s not too late to make amends, to rebuild our relationship with the quiet roads of rural America.     Governor Steve Bullock Warns: Democrats Face Trouble in Rural America

    I take no joy in sounding the alarm, but I do so as a proud Democrat who has won three statewide races in a rural, red state — the Democrats are in trouble in rural America, and their struggles there could doom the party in 2022.The warning signs were already there in 2020 when Democrats fell short in congressional and state races despite electing Joe Biden president. I know because I was on the ballot for U.S. Senate and lost. In the last decade and a half, we’ve seen Senate seats flip red in Arkansas, Indiana, North Dakota, and more. Democrats have lost more than 900 state legislative seats around the country since 2008. And in this year’s governor’s races in Virginia and New Jersey, we saw the Democratic vote in rural areas plummet, costing the party one seat and nearly losing us the other. It was even worse for Democrats down ballot, as Democrats lost state legislative, county, and municipal seats.The core problem is a familiar one — Democrats are out of touch with the needs of the ordinary voter. In 2021, voters watched Congress debate for months the cost of an infrastructure bill while holding a social spending bill hostage. Both measures contain policies that address the challenges Americans across the country face. Yet, to anyone outside the Beltway, the infighting and procedural brinkmanship hasn’t done a lick to meet their needs at a moment of health challenges, inflation and economic struggles. You had Democrats fighting Democrats, letting the perfect be the enemy of the good, and desperately needed progress was delayed. It’s no wonder rural voters think Democrats are not focused on helping them.I was re-elected as Montana’s governor in 2016 at the same time Donald Trump took our state by more than 20 points. It’s never easy for Democrats to get elected in Montana, because Democrats here are running against not only the opponent on the ballot, but also against conservative media’s (and at times our own) typecast of the national Democratic brand: coastal, overly educated, elitist, judgmental, socialist — a bundle of identity groups and interests lacking any shared principles. The problem isn’t the candidates we nominate. It’s the perception of the party we belong to.To overcome these obstacles, Democrats need to show up, listen, and respect voters in rural America by finding common ground instead of talking down to them. Eliminating student loans isn’t a top-of-mind matter for the two-thirds of Americans lacking a college degree. Being told that climate change is the most critical issue our nation faces rings hollow if you’re struggling to make it to the end of the month. And the most insulting thing is being told what your self-interest should be.Get out of the cities and you will learn we have a libertarian streak, with a healthy distrust of government. We listen when folks talk about opportunity and fairness, not entitlements. We expect government to play a role in our having a fair shot at a better life, not solve all our problems.We need to frame our policies, not in terms of grand ideological narratives, but around the material concerns of voters. Despite our differences and no matter where we live, we generally all want the same things: a decent job, a safe place to call home, good schools, clean air and water, and the promise of a better life for our kids and grandkids.For me, that meant talking about Obamacare not as an entitlement, but as a way to save rural hospitals and keep local communities and small businesses afloat. It meant talking about expanding apprenticeships, not just lowering the costs of college. It meant framing public lands as a great equalizer and as a driver for small business. It meant talking about universal pre-K not as an abstract policy goal, but being essential for our children and for keeping parents in the work force. It meant talking about climate change not just as a crisis, but as an opportunity to create good jobs, preserve our outdoor heritage, and as a promise not to leave communities behind.These lessons apply broadly, not just to swing states. We need to do the hard work of convincing voters that we are fighting for every American, regardless of party or where they live, or it’ll only get worse for us in the 2022 midterms and beyond.It’s in the void of inaction and failure to solve problems real people face that racially tinged cultural fights, like we saw in Virginia, take hold. My children are in high school and have never heard of critical race theory — nor have their teachers. What voters want to know is that Democrats will fight for racial justice and to improve the lives of rural Americans, no matter the color of their skin. After all, that’s what we’ve always done.In the parts of America that are completely rural, there are nine infants and toddlers for every daycare slot, one in eight lack health insurance and one in four pays over half their income in rent. High-speed internet has eluded many parts of our country. Voters in my state may have grown cynical about the legislative process, infighting and eye-popping price tags in Washington, but enacting the Build Back Better bill, along with the bipartisan infrastructure bill, gives Democrats something to run on: proof that we have voters’ backs, including those who live in rural America.It’s time for Democrats to get uncomfortable and go beyond friendly urban and suburban settings to hear directly from folks in small towns who are trying to run a business, pay the bills, and maintain access to health care. They have stories to tell and ideas to share, and we should listen. When then-candidate Barack Obama spent the Fourth of July 2008 in Butte, Mont., he didn’t go there because Butte was suddenly key to winning in November, but showing up there sent a loud and clear message to places like Butte all across our country that he gives a damn about us.Butte and Scranton may be a long way away geographically, but they’re not that far apart in terms of working-class roots, values and attitudes. President Biden can help rural Americans know and believe Democrats are tackling the challenges they face. Democrats need to get off the polling and consultant calls, get into the community and engage voters directly: Do you have a decent job that covers the bills and leaves a little left over? Can you afford your home and pay for health care? Do you feel safe? Do you believe we are doing right for your kids, educationally, environmentally and economically? Do you see a path forward toward a better life for you and your family?Fighting for every American means that, whether you live in Manhattan, N.Y. or Manhattan, Mont., you have an opportunity to climb the economic ladder and a temporary safety net to catch you if you stumble. Too often the Democratic Party comes off as a buffet line of policies, each prepared for a different group of voters. If we talk about — and work to address — the issues that people discuss around their kitchen table or at the fence line, the issues that fill endless hours of cable television become a hell of a lot less relevant. Our kitchen tables might look and feel different, but we need to learn to talk in a way that makes sense around everyone’s table.Voters are facing real challenges — and so is our country. They need to know that Democrats are listening, working, and fighting for them.     How Likely Is a Democratic Comeback Next Year?

    The election results from last week reconfirmed a basic reality about American politics: For either party, holding the White House comes with significant power, but in off-year elections, it is often a burden.Democrats hoped that this year would be an exception. By trying to focus the electorate on Donald Trump, they sought to rouse the Democratic base. This approach would also avoid making elections a referendum on President Biden and his approval ratings, which have sagged after months of struggles with the Afghanistan exit, Covid, gas prices, inflation and congressional Democrats.In other words, Democrats hoped that the usual rules of political gravity would not apply. But we should not be surprised that the familiar force endured.Republicans performed well in races across the country — most notably in the governors’ races in Virginia and New Jersey, states that Mr. Biden won by double digits in 2020. Vote counts are still being finalized, but it appears they shifted almost identically toward the Republicans compared with 2017, the last time those governorships were on the ballot — margins of about 11 points. Virginia provides a striking example of how often the presidential party does poorly — the White House party candidate has now lost the gubernatorial race in 11 of the past 12 elections.Unfortunately for Democrats, political gravity is also likely to act against them in 2022 — and they face real limits on what they can do about it.There were signs of Democratic decline in all sorts of different places. The suburban-exurban Loudoun County in Northern Virginia is an example. Terry McAuliffe carried it, but his Republican rival in the governor’s race, Glenn Youngkin, campaigned aggressively there on education issues and basically cut the margin compared with 2017 in half. Places like Loudoun are where Democrats made advancements in the Trump years. To have any hope of holding the House next year, the party will have to perform well in such areas.Turnout in terms of raw votes cast compared with the 2017 gubernatorial race was up all over Virginia, but some of the places where turnout growth was smallest included Democratic urban areas and college towns.But Republicans had no such trouble: Their turnout was excellent. In New Jersey, the county that saw the biggest growth in total votes compared with 2017 was Ocean, an exurb on the Jersey Shore, which Gov. Phil Murphy’s Republican challenger, Jack Ciattarelli, won by over 35 points.Democrats have also struggled in rural areas, and the results last week suggest that they have not hit bottom there yet. In the Ninth Congressional District in rural southwestern Virginia, Mr. Youngkin performed even better than Mr. Trump did in 2020.This combination — even deeper losses in rural areas paired with fallout in more populous areas — would be catastrophic for Democrats, particularly in the competitive Midwest, where Mr. Biden in 2020 helped arrest Democratic decline in many white, rural areas but where it is not hard to imagine Democratic performance continuing to slide.Like this year, the fundamentals for the 2022 midterms are not in the Democrats’ favor. Midterms often act as an agent of change in the House. The president’s party has lost ground in the House in 37 of the 40 midterms since the Civil War, with an average seat loss of 33 (since World War II, the average is a smaller, though still substantial, 27). Since 1900, the House has flipped party control 11 times, and nine of those changes have come in midterm election years, including the last five (1954, 1994, 2006, 2010 and 2018). Given that Republicans need to pick up only five seats next year, they are very well positioned to win the chamber.It is not entirely unheard-of for the presidential party to net House seats in the midterms. It happened in 1998 and 2002, though those come with significant caveats. In ’98, President Bill Clinton had strong approval in spite of (or perhaps aided by) his impeachment battle with Republicans and presided over a strong economy; Democrats had also had lost a lot of ground in the 1994 midterm (and made only a dent in that new Republican majority in 1996). They gained a modest four seats.In 2002, Republicans were defending a slim majority, but they benefited from President George W. Bush’s sky-high approval rating following the Sept. 11 attacks and decennial reapportionment and redistricting, which contributed to their eight-seat net gain.So against this political gravity, is there anything Democrats can do? The passage of the bipartisan infrastructure bill as well as the possible passage of the party’s Build Back Better social spending package could help, though there is likely not a significant direct reward — new laws aren’t a magic bullet in campaigning. But a year from now, Democrats could be coming into the election under strong economic conditions and no longer mired in a high-profile intraparty stalemate (the McAuliffe campaign pointed to Democratic infighting as a drag).Factors like gas prices and the trajectory of Covid may be largely beyond the Democrats’ influence, but it is entirely possible that the country’s mood will brighten by November 2022 — and that could bolster Mr. Biden’s approval rating.When parties have bucked the midterm history, they’ve sometimes had an unusually good development emerge in their favor. If there is any lesson from last week’s results, it is that the circumstances were ordinary, not extraordinary.     Election Results in Virginia Prove Things Can Get Worse for Democrats

    Republicans ran up the margins in rural Virginia counties, the latest sign that Democrats, as one lawmaker put it, “continue to tank in small-town America.”HOT SPRINGS, Va. — The increasingly liberal politics of Virginia had been a sore spot for residents of this conservative town of 499 people nestled in the Allegheny Mountains. But this past week, as Republicans stormed to marquee victories powered in part by turnout in rural areas like Bath County, local voters cheered.“We got our Virginia back,” said Elaine Neff, a 61-year-old resident. “And we haven’t had a win in a long time.”Ms. Neff said she cried from a mix of happiness and relief after the election. She does not want to take the coronavirus vaccine and believes Glenn Youngkin, the winning Republican candidate for governor, will relax state mandates. Outside a nearby grocery store, Charles Hamilton taunted the Democrats.“We’re a county of old country folk who want to do what they want,” said Mr. Hamilton, 74. “They found out the hard way.”Charles Hamilton said his vote for Glenn Youngkin was really a proxy vote for Donald Trump.Eze Amos for The New York TimesIn the jigsaw puzzle that is electoral politics, Democrats have often focused their energy on swingy suburbs and voter-rich cities, content to mostly ignore many white, rural communities that lean conservative. The belief was, in part, that the party had already bottomed out there, especially during the Trump era, when Republicans had run up the numbers of white voters in rural areas to dizzying new heights.Virginia, however, is proof: It can get worse.In 2008, there were only four small Virginia counties where Republicans won 70 percent or more of the vote in that year’s presidential race. This year, Mr. Youngkin was above 70 percent in 45 counties — and he surpassed 80 percent in 15 of them.“Look at some of those rural counties in Virginia as a wake-up call,” said Steve Bullock, the Democratic former governor of Montana who made a long-shot 2020 presidential run, partly on a message that his party needed to compete in more conservative parts of the country. “Folks don’t feel like we’re offering them anything, or hearing or listening to them.”Mr. Youngkin not only won less populated areas by record margins — he was outpacing former President Donald J. Voters in Bath County, many of whom are avid hunters and conservative evangelicals, have long opposed liberal stances on gun rights and abortions. Some Democrats urge the party to just show up more. Some believe liberal ideas can gain traction, such as universal health care and free community college. Others urge a refocus on kitchen-table economics like jobs programs and rural broadband to improve connectivity.     Census Shows a Nation That Resembles Its Future More Than Its Past

    For Democrats, there was much to cheer in the growth of cities and suburbs. But Republicans, imperiled by the falling white population, are still well positioned for redistricting.At first blush, Thursday’s release of census data held great news for Democrats. It painted a portrait of a considerably more urban and metropolitan nation, with increasingly Democratic metropolitan areas bustling with new arrivals and the rural, Republican heartland steadily losing residents. It is a much less white nation, too, with the white non-Hispanic population for the first time dropping in absolute numbers, a plunge that exceeded most experts’ estimates, and the growth in the Latino population slightly exceeding forecasts.But the census paints a picture of America as it is. And as it is, America is not very Democratic.Besides the census, the other great source of data on American politics is the result of the 2020 election, which revealed a deeply and narrowly divided nation. Despite nearly the full decade of demographic shifts shown by the census, Joe Biden won the national vote by the same four-point margin that he won by as Barack Obama’s running mate eight years earlier — and with fewer votes in the Electoral College.Democrats face great challenges in translating favorable demographic trends into electoral success, and the new census data may prove to be only the latest example. While the census shows that Democratic-leaning groups represent a growing share of the population, much of the population growth occurred in the Sun Belt, where Republicans still control the redistricting process. That gives them yet another chance to preserve their political power in the face of unfavorable demographic trends. And they are well prepared to do so.The new data will be used by state legislatures and commissions to redraw electoral maps, with the potential to determine control of Congress and state legislatures across the country in next year’s midterm election.Thursday’s release, the most detailed yet from the 2020 census, depicted a nation that increasingly seems to resemble its future more than its past. The non-Hispanic white share of the population fell to 57.8 percentage points, nearly two points lower than expected, as more Americans identified as multiracial. Vast swaths of the rural United States, including an outright majority of its counties, saw their populations shrink.“Democrats have reason to be happy with this census data set,” said Dave Wasserman, House editor of the Cook Political Report, who cited the higher-than-expected population tallies in New York and Chicago and the steady growth of the nation’s Hispanic population.Many Democrats had feared that Latino and urban voters would be badly undercounted amid the coronavirus pandemic and the Trump administration’s effort to ask about citizenship status.It is still possible that the census undercounted Hispanics, but the results did not leave any obvious evidence that the count had gone awry. The Hispanic share of the population was in line with projections. New York City, the epicenter of the pandemic, showed unexpectedly strong population growth.The surprising decline in the white and rural population is likely to bolster Democratic hopes that demographic shifts might help progressives secure a significant electoral advantage.But the possibility that demographic changes would doom conservatives has loomed over American politics for more than a decade, helping to exacerbate conservative fears of immigration and even to motivate a wave of new laws intended to restrict access to voting. Tucker Carlson, the Fox News television show host, has repeatedly stoked racist fears of “white replacement,” warning his viewers that it is a Democratic electoral strategy.Yet despite the seemingly favorable demographic portrait for Democrats depicted by the 2020 census, the 2020 election returned another closely divided result: a 50-50 Senate, one of the closest presidential elections in history, and a House majority so slender that it might be undone by the very data that Democrats were celebrating on Thursday.The nation’s electoral system — which rewards flipping states and districts — has tended to mute the effect of demographic change. Many Democratic gains in vote margins have come in metropolitan areas, where Democratic candidates were already winning races, or in red states like Texas, where Democrats have made huge gains in presidential elections but haven’t yet won many additional electoral votes.But Democrats haven’t fared much better over the past decade, as one would have expected based on favorable demographic trends alone. It’s not clear they’ve improved at all. Barack Obama and Joe Biden each won the national popular vote by four percentage points in 2012 and 2020. Demographic shifts, thus far, have been canceled out by Republican gains among nonwhite and especially Latino voters, who supported Mr. Trump in unexpectedly large numbers in 2020 and helped deny Democrats victory in Florida.The new census data confirms that the nation’s political center of gravity continues to shift to the Republican Sun Belt, where demographic shifts have helped Democrats make huge inroads over the past decade.
