    There Is a Way to Make America Safe for Democracy

    Many Americans believe there’s something not quite right about majority rule — something threatening, something dangerous. It just feels wrong.We might be comfortable with decision-making by majorities at our P.T.A. meetings or when deciding on the theme for the next vacation Bible school, but we’re uneasy with the prospect when it comes to our politics. And our political lexicon is stocked with phrases and aphorisms that highlight the danger of majoritarian systems and even rebuke the concept outright.There are the usual warnings about the “tyranny of the majority”; there is the quip, commonly misattributed to Benjamin Franklin, that democracy is “two wolves and a lamb, voting on what to have for lunch”; and there is the oft-heard assertion — and I’ll admit a personal bête noire — that the United States is a “republic, not a democracy” and that democracy would be the ruin of American liberty. We are taught to imagine ourselves as potentially being at the awful mercy of most of our fellow citizens.Our collective suspicion of majority rule rests on the legitimate observation that a majority can be as tyrannical as any despot. As Alexis de Tocqueville wrote, “When I see the right and the ability to do everything granted to any power whatsoever, whether it is called people or king, democracy or aristocracy, where it is exercised in a monarchy or in a republic, I say: there is the seed of tyranny, and I seek to go live under other laws.”Americans take for granted the idea that our counter-majoritarian Constitution — deliberately written to constrain majorities and keep them from acting outright — has, in fact, preserved the rights and liberties of the people against the tyranny of majority rule, and that any greater majoritarianism would threaten that freedom.Well, what if that’s not true? Yes, majorities acting through our representative institutions have been overbearing and yes, the Supreme Court has occasionally protected the rights of vulnerable minorities, as well as those of the people at large. But there have been just as many, if not more, examples of the reverse: of majorities safeguarding the rights of vulnerable minorities and of our counter-majoritarian institutions freeing assorted bullies and bosses to violate them.I’ve written about some of these episodes before (and I’m hardly the only person to have drawn attention to them): how the court gutted both the Reconstruction amendments to the Constitution and the laws written to secure the lives of Black Americans, free and freed, from discrimination, violence and exploitation.If allowed to stand in full, the Civil Rights Act of 1875 — passed by only the third U.S. Congress to have Black members, who were elected in some of the first truly free elections in the South — would have outlawed discrimination in public accommodations like railroads, steamboats, hotels and theaters and prohibited jury exclusion on the basis of race. But the court, in an 1883 opinion, decided that neither the 13th nor the 14th Amendment gave Congress the power to outlaw racial discrimination by private individuals.The advent of Jim Crow, similarly, had less to do in the beginning with a nefarious majority of voters rushing to the polls to subjugate their Black neighbors than with a long campaign of violence meant to neutralize Black voters and intimidate their white allies. The men who pioneered Jim Crow in Mississippi, for example, were by no means a majority, nor did they represent one in a state where a large part of the public was Black. As the historian C. Vann Woodward summarized it in “The Strange Career of Jim Crow,” “In spite of the ultimate success of disfranchisement, the movement met with stout resistance and succeeded in some states by narrow margins or the use of fraud.”There was, however, a majority vote to protect the rights of voters in the South. But that vote — the vote to pass the 1890 Federal Elections Bill, which would have empowered the national government to supervise elections in the former Confederate states — failed to overcome a Senate filibuster.We cannot know how American history would have unfolded in the absence of our counter-majoritarian institutions. But the example of Reconstruction and its aftermath suggests that if majorities had been able to act, unimpeded, to protect the rights of Black Americans, it might have been a little less tragic than what we experienced instead.It is an insight we can apply to the present. It’s not the national majority that threatens the right to vote or the right to bodily autonomy or that wants to strip transgender Americans of their right to exist in civil society (on that last point, 64 percent of Americans, according to the Pew Research Center, support laws or policies that would “protect transgender people from discrimination in jobs, housing and public spaces”). If it were up to majorities of Americans — and if, more important, the American political system more easily allowed majorities to express their will — then Congress would have already strengthened the Voting Rights Act, codified abortion rights into law and protected the civil rights of L.G.B.T.Q. Americans. Even the legislative victories most Americans rightfully admire — like the Civil Rights Act of 1964 — were possible only with a supermajority of lawmakers assembled in the wake of a presidential assassination.If it were up to the national majority, American democracy would most likely be in a stronger place, not the least because Donald Trump might not have become president. Our folk beliefs about American government notwithstanding, the much-vaunted guardrails and endlessly invoked norms of our political system have not secured our democracy as much as they’ve facilitated the efforts of those who would degrade and undermine it.Majority rule is not perfect but rule by a narrow, reactionary minority — what we face in the absence of serious political reform — is far worse. And much of our fear of majorities, the legacy of a founding generation that sought to restrain the power of ordinary people, is unfounded. It is not just that rule of the majority is, as Abraham Lincoln said, “the only true sovereign of a free people”; it is also the only sovereign that has reliably worked to protect those people from the deprivations of hierarchy and exploitation.If majoritarian democracy, even at its most shackled, is a better safeguard against tyranny and abuse than our minoritarian institutions, then imagine how we might fare if we let majoritarian democracy actually take root in this country.     The U.S. Thinks ‘It Can’t Happen Here.’ It Already Has.

    The move from democracy to autocracy isn’t a sudden shift. It is not a switch that flips from light to dark with nothing in between. But it’s also not quite right to call the path to authoritarianism a journey. To use a metaphor of travel or distance is to suggest something external, removed, foreign.It is better, in the U.S. context at least, to think of authoritarianism as something like a contradiction nestled within the American democratic tradition. It is part of the whole, a reflection of the fact that American notions of freedom and liberty are deeply informed by both the experience of slaveholding and the drive to seize land and expel its previous inhabitants.As the historian Edmund Morgan once wrote of the Virginians who helped lead the fight for Anglo-American independence, “The presence of men and women who were, in law at least, almost totally subject to the will of other men gave to those in control of them an immediate experience of what it could mean to be at the mercy of a tyrant.” Virginians, he continued, “may have had a special appreciation of the freedom dear to republicans, because they saw every day what life without it could be like.”Similarly, the legal scholar Aziz Rana observed that for many Anglo-Americans in the 18th century, freedom was an “exclusivist ideal, accessible only to Anglo-Saxons and select Europeans, whose heritage, land practices and religion made them particularly suited to self-rule. Such exclusivism presupposed that settler security, as well as more grandiose dreams of utopian peace, required the subordination of internal and external enemies, who threatened Anglo social and political supremacy.” Freedom and domination, he wrote, were “bound together.”This duality is present in our federal Constitution, which proclaims republican liberty at the same time that it has enabled the brutal subjugation of entire peoples within the United States. The Constitution both inspired the democratic vistas of radical antislavery politicians and backstopped the antebellum dream of a transcontinental slave empire.Move a little closer to the present and you can see clearly how American democracy and American autocracy have existed side by side, with the latter just another feature of our political order. If we date the beginning of Jim Crow to the 1890s — when white Southern politicians began to mandate racial separation and when the Supreme Court affirmed it — then close to three generations of American elites lived with and largely accepted the existence of a political system that made a mockery of American ideals of self-government and the rule of law.It was a system that, as the legal scholar and former judge Margaret A. Burnham wrote in “By Hands Now Known: Jim Crow’s Legal Executioners,” rested on “the chronic, unpredictable violence that loomed over everyday Black life.” In one of many such episodes detailed in the book, Burnham recounts the last moments of Henry Williams, a Black G.I. killed in 1942 by an Alabama bus driver named Grover Chandler for what Chandler perceived as “impudence on the part of the young soldier.” Rushing to escape the bus after being assaulted by the driver, Williams spilled his laundry on the ground. “As he turned to pick it up, Chandler fired three shots, one hitting Williams in the back of the head. He died instantly right there on Chandler’s bus.”All of this took place while the United States was fighting a war for democracy in Europe. Which is to say that for most of this country’s history, America’s democratic institutions and procedures and ideals existed alongside forms of exclusion, domination and authoritarianism. Although we’ve taken real strides toward making this a less hierarchical country, with a more representative government, there is no iron law of history that says that progress will continue unabated or that the authoritarian tradition in American politics won’t reassert itself.If we do see even greater democratic backsliding than we’ve already experienced over the past decade — since the advent of Donald Trump, yes, but also since the decimation of the Voting Rights Act in Shelby County v. Holder — there’s no reason to think that most elites, and most people, won’t accommodate themselves to the absence of democracy for many of their fellow Americans. After a time, that absence of democracy may become just the regular order of things — a regrettable custom that nonetheless should more or less be left alone because of federalism or limited government. That, in fact, is how many politicians, journalists and intellectuals rationalized autocracy in the South and reconciled it with their belief that the United States was a free country.In his 1909 biography of John Brown, W.E.B. Du Bois reflected on the legacy of the antislavery martyr with an observation about what it does to a society to tolerate exploitation, degradation and unfreedom. “The price of repression is greater than the cost of liberty,” he wrote. “The degradation of men costs something both to the degraded and those who degrade.”American traditions of authoritarianism have shaped American traditions of democracy in that they frame our ideas of who, exactly, can enjoy American freedom and American liberty. They degrade our moral sense and make it easier to look away from those who suffer under the worst of the state or those who are denied the rights they were promised as members of our national community.As we look to a November in which a number of vocal election deniers are poised to win powerful positions in key swing states, I think that the great degree to which authoritarianism is tied up in the American experience — and the extent to which we’ve been trained not to see it, in accordance with our national myths and sense of exceptionalism — makes it difficult for many Americans to really believe that democracy as we know it could be in serious danger.In other words, too many Americans still think it can’t happen here, when the truth is that it already has and may well again.The Times is committed to publishing a diversity of letters to the editor.     How Strong Is America’s Multiracial Democracy?

    The issue cutting across every aspect of American politics today is whether — and how — the nation can survive as a multiracial democracy.One key question is what the political impact has been of the decades-long quest to integrate America’s schools.A study published last year, “The Long-Run Effects of School Racial Diversity on Political Identity,” examined how “the end of race-based busing in Charlotte-Mecklenburg schools, an event that led to large changes in school racial composition,” affected the partisanship of students as adults.The authors, Stephen Billings, of the University of Colorado, Eric Chyn, of Dartmouth, and Kareem Haggag, of U.C.L.A.’s Anderson School of Management, found that “a 10-percentage point increase in the share of minorities in a student’s assigned school decreased their likelihood of registering as a Republican by 8.8 percent.” The drop was “entirely driven by white students (a 12 percent decrease).”“What mechanisms can explain our results?” the authors asked.Their answer:Intergroup contact is a key potential channel. Several theoretical frameworks provide predictions for how exposure to more minority peers may shape party affiliation. For white students, we focus on the “contact hypothesis,” which posits that meaningful contact with out-group members can reduce prejudice toward them. This theory suggests that exposure to minority peers should reduce the likelihood of registering as a Republican by weakening “racially conservative” attitudes that have been linked to support for the Republican Party.In support of their argument, the authors cite two additional papers, “The Impact of College Diversity on Behavior toward Minorities,” by Scott E. Carrell, Mark Hoekstra and James E. West, economists at the University of California-Davis, Texas A&M and Baylor, which found “that white students who are randomly assigned a Black roommate in their freshman year are more likely to choose a Black roommate in subsequent years,” and “Building social cohesion between Christians and Muslims through soccer in post-ISIS Iraq” by Salma Mousa, a political scientist at Yale, which found “evidence of positive impacts of religious-based and caste-based intergroup contact through sports.”In major respects, the busing of public school students in Charlotte-Mecklenburg in North Carolina meets the requirements for productive interracial contact posited by Gordon Allport, a professor of psychology at Harvard, in his classic 1954 book “The Nature of Prejudice.”Allport wrote that prejudicemay be reduced by equal status contact between majority and minority groups in the pursuit of common goals. The effect is greatly enhanced if this contact is sanctioned by institutional supports (i.e., by law, custom, or local atmosphere), and provided it is of a sort that leads to the perception of common interests and common humanity between members of the two groups.The Charlotte-Mecklenburg integration program had widespread public support. Education Week reported that after the federal courts in 1971 ordered busing to achieve integration:Charlotte’s political and business leaders moved to support the busing order. Antibusing school-board members were voted out and replaced with supporters of the order. Parents of children scheduled to be bused joined together to seek ways to smooth the logistical problems. No serious protest has erupted since then, and the Charlotte-Mecklenburg district is often cited as a successful example of mandatory busing.In that respect, Charlotte-Mecklenburg stood out in a nation where cities like Boston and Detroit experienced divisive and often violent protest.A 2018 study, “Past Place, Present Prejudice,” explored some of the complexities of court-ordered racial integration. The authors, Seth Goldman, a professor of communications at the University of Massachusetts, and Daniel Hopkins, a political scientist at the University of Pennsylvania, report that “if a non-Hispanic white person grew up in a county with no African Americans, we should expect that person’s prejudice to be 2.3 points lower than an otherwise similar respondent growing up in a county that is 18 percent Black.”Goldman and Hopkins described their data as supporting the following conclusion: “Proximity during one’s formative years increases racial prejudice years later.”Chyn, an author of the “School Racial Diversity” paper, and Goldman, an author of the “Past Place” paper, both stressed by email that they were comparing racial and political attitudes under different circumstances.Goldman wrote:I don’t see any contradictions between the findings and those in my and Dan’s paper. It is a common misperception that studies finding a relationship between living in more racially diverse places represented as larger geographic units such as counties and expressing higher levels of racial prejudice contradicts intergroup contact theory. On the contrary, this relationship is due to the lack of sustained interracial contact among most whites in racially diverse areas. The typical situation is one of proximity without contact: whereas merely being in proximity to members of different groups promotes threat responses, sustained contact helps to alleviate prejudice.Chyn said:At least one difference is that our work focuses on intergroup exposure within schools whereas Goldman and Hopkins study the influence of racial context at the broader county level. This distinction matters as it is often thought that sustained and cooperative contact is necessary to reduce prejudice between groups. Schools may be a particularly good setting where such beneficial contact can occur. Goldman and Hopkins’s work may be picking up the effect of having geographic proximity to racial outgroups with no substantive interaction between children growing up in an area.Brian T. Hamel, a political scientist at Louisiana State University, and Bryan Wilcox-Archuleta, a research scientist at Facebook, studied intergroup contact in a context more likely to intensify racial conflict. They reported in their paper “Black Workers in White Places: Daytime Racial Diversity and White Public Opinion” that “voting behavior in presidential and congressional elections, feelings of racial resentment and attitudes on affirmative action” of whites are more conservative in neighborhoods where the share of Black nonresident workers is significantly higher than in places with fewer Black nonresident workers.“Whites respond to just the passing, irregular presence of Blacks who commute into their neighborhood for work,” Hamel elaborated in an email. “The upshot is that Blacks do not have to even live in the same neighborhood as whites to get the kind of racial threat reactions that we see in other work.”David O. Sears, a political scientist at U.C.L.A., contends in his 2014 paper “The American Color Line and Black Exceptionalism” that:People of African descent have an exceptional place in American political life because their history, described by the racial caste prototype of intergroup relations, has been unique among American ethnic minorities.Sears adds that:the one-drop rule applied to blacks is considerably less permeable than is the color line applied to Latinos and Asians, particularly in later generations further removed in time from immigration.The history and experience of Black Americans, compared with other minorities’, are unique, according to Sears:Although Latinos and Asians have certainly faced discrimination and exclusion throughout U.S. history, the majority of contemporary U.S. residents who identify as Latino and Asian are not descendants of the generations who were subjected to second-class citizenship in the 19th or 20th centuries. Instead, most are true immigrants, often not yet citizens, and often do not speak English at home. In contrast, the vast majority of blacks living in the United States are native-born citizens, speak only English in all contexts, and are descendants of generations who were subjected to enslavement.Sears cites data in support of his argument that African Americans have faced different historical contingencies in the story of American integration:“In the 2010 census, the segregation of blacks from whites remained extremely high, with a dissimilarity index of 59,” while the dissimilarity index (a measure of racial or ethnic segregation or isolation) was 48 for Latinos and 41 for Asian Americans.Sears continued:Blacks (25 percent) were almost four times as likely as U.S.-born Latinos (7 percent) or Asians (5 percent) to show the highest level of aggrieved group consciousness.55 percent of the blacks, as against 36 percent of the U.S.-born Latinos and 23 percent of the Asians, were at least moderately high in group consciousness.In this regard, economic factors have been instrumental. In “The Color of Disparity: Racialized Income Inequality and Support for Liberal Economic Policies,” Benjamin J. Newman and Bea-Sim Ooi, political scientists at the University of California-Riverside, and Tyler Thomas Reny, of Claremont Graduate University, compared support for liberal economic policies in ZIP codes where very few of the poor were Black with ZIP codes where a high proportion of the poor were Black.“Exposure to local economic inequality is only systematically associated with increased support for liberal economic policies when the respective ‘have-nots’ are not Black,” according to Newman, Ooi and Reny.A 2021 study, “The Activation of Prejudice and Presidential Voting” by Daniel Hopkins — a co-author of the “Past Place, Present Prejudice” — raises a related question:Divisions between whites and Blacks have long influenced voting. Yet given America’s growing Latino population, will whites’ attitudes toward Blacks continue to predict their voting behavior? Might anti-Latino prejudice join or supplant them?Hopkins examined whites’ responses to Donald Trump’s 2016 campaign, which contained more overt anti-immigrant rhetoric than anti-Black themes. The result nonetheless: “Donald Trump’s candidacy activated anti-Black but not anti-Latino prejudice,” Hopkins writes.Hopkins acknowledges that “people who expressed more restrictionist immigration attitudes in 2008 and 2012 were more likely to shift toward Trump,” but argues that it did not translate into increased bias against Hispanics because it reflected an even deeper-seated racism:Although the 2016 campaign foregrounded issues related to Latino immigrants, our results demonstrate the enduring role of anti-Black prejudice in shaping whites’ vote choices. Even accounting for their 2012 vote choice, partisanship and other demographics, whites’ 2012 anti-Black prejudice proved a robust predictor of supporting G.O.P. nominee Donald Trump in 2016 while anti-Latino prejudice did not.Hopkins speculates that Trump successfully activated anti-Black views because “generations of racialized political issues dividing Blacks and whites have produced developed psychological schema in many whites’ minds, schema that are evoked even by rhetoric targeting other groups.”The long history of Black-white conflict has, Hopkins argues:forged and reinforced durable connections in white Americans’ minds between anti-Black prejudice and vote choice. It is those pathways that appear to have been activated by Trump, even in the presence of substantial rhetoric highlighting other groups alongside Blacks. Once formed, the grooves of public opinion run deep.Against this generally troubling background, there are some noteworthy countervailing trends.In an August 2021 paper, “Race and Income in U.S. Suburbs: Are Diverse Suburbs Disadvantaged?” Ankit Rastogi, a postdoctoral fellow at the University of Pennsylvania’s Center for the Study of Ethnicity, Race and Immigration, challenges “two assumptions: that people of color are concentrated largely in cities and that communities of color are disadvantaged.”Rastogi — using data from the 2019 American Community Survey — finds instead that:By and large, racially diverse suburbs are middle class when comparing their median household income with the national value ($63,000). The most multiracial suburbs host populations with the highest median incomes (mean ~ $85,000). Black and Latinx median household incomes surpass the national value in these diverse suburbs.By 2010, Rastogi points out, majorities of every major demographic group lived in suburbs:51 percent of Black Americans, 62 percent of Asians, 59 percent of Latinx, and 78 percent of whites. Many people of color live in suburbs because they see them as desirable, resource-rich communities with good schools and other public goods.In addition, Rastogi writes:roughly 45 million people of color and 42 million white people lived in suburbs with diversity scores above 50 in 2019. On average, these people live in middle-class contexts, leading us to question stereotypes of race, place and disadvantage.While Rastogi correctly points to some optimistic trends, David Sears presents a less positive view:Blacks’ contemporary situation reveals the force of their distinctive history. African Americans remain the least assimilated ethnic minority in America in the respects most governed by individual choice, such as intermarriage and residential, and therefore, school, integration. By the same criteria, Latinos and Asians are considerably more integrated into the broader society.The key, Sears continues:is America’s nearly impermeable color line. Americans of all racial and ethnic groups alike think about and treat people of African descent as a particularly distinctive, exceptional group — not as just another “people of color.”Sears does not, however, get the last word.In a March 2021 report, “The Growing Diversity of Black America,” the Pew Research Center found some striking changes in recent decades:From 2000 to 2019, the percentage of African Americans with at least a bachelor’s degree rose from 15 to 23 percent, as the share with a master’s degree or higher nearly doubled from 5 to 9 percent.At the same time, the share of African Americans without a high school degree was cut by more than half over the same period, from 28 to 13 percent.Median Black household income has grown only modestly in inflation-adjusted dollars, from $43,581 in 2000 to $44,000 in 2019, but there were improvements in the distribution of income, with the share earning more than $50,000 growing.In 2000, 31 percent of Black households made $25,000 or less (in 2019 U.S. dollar adjusted value), 25 percent made $25,000 to $49,999, 28 percent made $50,000 to less than $99,999, and 16 percent made $100,000 or more.In 2019, 29 percent of Black households made less than $25,000, a quarter earned $25,000 to $49,999, 17 percent made $50,000 to $74,999, 10 percent earned $75,000 to $99,999, and 18 percent earned more than $100,000.Evidence of extraordinary Black progress has been underreported — indeed minimized — in recent years. That reality notwithstanding, there has been consistent and considerable achievement. Given the historical treatment of African Americans in school and in society, perhaps the most striking accomplishment has been in the rising levels of educational attainment.     N.Y.C. Schools: Mayoral Candidates Debate Desegregation and Improvement

    The mayoral candidates were asked during the final Democratic debate whether they would prioritize integrating city public schools or improving them. But many experts would say that’s a false choice. In fact, research has shown that desegregation is a school improvement plan. Decades of attempts to improve city schools at scale without integration have had mixed results, at best.Most of the candidates took issue with the premise of the question, and said that integration and school improvement can and should complement each other. Even some of the candidates who have not promised major changes on integration, including Kathryn Garcia and Andrew Yang, said Wednesday that they would pursue some desegregation policies to boost city schools.Ms. Garcia spoke about her plan to boost arts and early literacy in public schools, and Mr. Yang returned to a favorite topic of his: the failures of remote learning during the pandemic.Eric Adams spoke about his own experience attending segregated schools as a child in New York City, and said students needed to be exposed to more diverse environments.Maya Wiley, who has spent the last few years pushing for school desegregation policies, has been at times muted on this highly contentious issue during the campaign. Still, she reiterated her plan to eliminate admissions rules she considers discriminatory, which sets her apart from many of her competitors. More

    Kim Janey Becomes Boston's First Black Mayor

    At 11, Kim Janey was bused into a neighborhood where Black students were pelted with rocks. As acting mayor, she hopes to help Boston step out of the shadow of that era.BOSTON — On a September morning in 1976, an 11-year-old Black girl climbed onto a yellow school bus, one of tens of thousands of children sent crisscrossing the city by court order and deposited in the insular neighborhoods of Boston in an effort to force them to integrate.As her bus swung uphill into the heart of the Irish-American enclave of Charlestown, she could see police officers taking protective positions around the bus. After that, the mob: white teenagers and adults, shouting and throwing rocks, telling them to go back to Africa.That girl, Kim Janey, became acting mayor of Boston on Monday, making her the first Black person to occupy the position, at a moment of uncommon opportunity for people of color in this city.With the confirmation of her predecessor, Martin J. Walsh, as U.S. labor secretary, the 91-year succession of Irish-American and Italian-American mayors appears to be ending, creating an opening for communities long shut out of the city’s power politics.It isn’t clear what role Ms. Janey, 55, will play in this moment. As the president of Boston’s City Council, she automatically takes the position for seven months before the November election, and she has not said whether she plans to run. But the five candidates already in the race are all people of color, and racial justice is certain to be a central theme of the campaign.Students arrived by school bus at South Boston High School in Boston on Sept. 8, 1976. In 2015, the median net worth for white families in the city was nearly $250,000 compared with just $8 for Black families, according to a study from the Federal Reserve Bank of Boston.Boston’s police force remains disproportionately white. And a recent review of city contracts found that during the first term of Mr. Walsh’s administration, Black-owned firms landed roughly half of 1 percent of the $2.1 billion in prime contracts.None of this comes as a surprise to Bostonians who, like Ms. Janey, came of age in the 1970s — the “kids on the bus,” as one of them put it. Now in their 50s, they are a group without illusions about what it will take to close those gaps.Denella J. Clark, 53, president of the Boston Arts Academy Foundation, carries a scar on her left leg from a broken bottle that was thrown at her by a white woman when she was a 9-year-old being bused into a South Boston elementary school.“I still think we have those people that are throwing bottles, they’re just not doing it overtly,” she said. “When you see some of this change, it’s because people were forced to make those changes, just like in the court case” that led to busing in Boston.Michael Curry, who was 7 when he was first bused into Charlestown, described a similar conclusion: In a city with a limited pool of jobs and contracts, “the people who have taken advantage of those things are being asked to share that pie.”“Boston will not go without a fight,” he said.‘Where Are They Now?’Mr. Curry, now 52, recently realized something: More than four decades after he was bused to the Warren-Prescott elementary school, he has rarely returned to Charlestown.He is middle-aged now, a father of three and a lawyer. But he can still close his eyes and replay the path of that bus as it slid past the Museum of Science, then turned right and crossed into Charlestown, where crowds were waiting, armed with rocks or bricks.“It boggles my mind to this day,” he said. “How much hate and frustration and anger would you have to have to do that to children?”He wonders sometimes about those white parents. “Where are they now?” he said. “Do they look back and say ‘I was there that day’?”This month, Mr. Curry, a former president of Boston’s N.A.A.C.P. branch, reached out to his social media networks, asking friends for their own memories. The responses came back fast — and raw. “Absolutely no interest in recollecting memories from that era,” one said. “It was a nightmare.”One person who has struggled to put that time behind her is Rachel Twymon, 59, whose family’s story was the subject of a Pulitzer Prize-winning 1985 book, “Common Ground,” which later became a television mini-series. Ms. Twymon still seethes at her mother, one of the book’s protagonists, for sending her to school in Charlestown in the name of racial justice.“For adults to think their decision was going to change the world, that was crazy,” said Ms. Twymon, an occupational therapist who lives in New Bedford, Mass. “How dare you put children in harm’s way? How dare you? I have never been able to come to grips with that.”Rachel Twymon outside her home in New Bedford, Mass. She says that she still seethes over her mother’s decision to send her to school in Charlestown in the name of racial justice.Philip Keith for The New York TimesMs. Janey’s recollections of busing are tempered, by comparison.“I had no idea what would be in store,” she said. “When I finally sat on the school bus and faced angry mobs of people, had rocks thrown at our bus, racial slurs hurled at us, I was not expecting that. And there’s nothing that can prepare you for that.”She quickly added, though, that the environment changed as soon as she stepped inside Edwards Middle School, where her closest friend was Cathy, a white girl from an Irish-American family.“The other thing that I would share, and I think this gets lost when we talk about this painful part of our history, is that inside that school building, I was a kid,” she said. “We were children. We cared about who we would play with, and who’s going to play jump rope, and who wants to play hopscotch.”Lost and GainedThe city Ms. Janey will lead as mayor is radically changed, in part because of what happened after busing: The working-class, Irish-American neighborhoods that fiercely resisted integration began to wane under pressure from white flight and gentrification.They had been poor neighborhoods. Patricia Kelly, 69, a Black teacher from New Jersey who was assigned to a Charlestown elementary school in 1974, recalled her shock at the deprivation she encountered there; once, she gingerly approached a boy’s mother about the stench of urine on his clothes and was told that they had no hot water.After busing began, Boston’s public schools lost almost a third of their white students in 18 months, as white families enrolled their children in parochial schools or boycotted schools in protest.For David Arbuckle, 58, who is white, it meant that most of his old friends were gone. The 1980s only deepened their grievances, he said; factory jobs were drying up, and court-ordered affirmative action policies, many complained, made it more difficult to be hired by the Police or Fire Departments.“It almost feels like a lost generation, to some extent,” said Mr. Arbuckle, who now works in management for the commuter rail system in Boston. Returning to Charlestown as an adult, shuttling his sons to hockey practice, he sometimes wore a suit, straight from the office, and people from the neighborhood “would turn on me because I was a yuppie.”He said it was hard to imagine members of the older generation softening their views, even as the city surrounding them became wealthier and more diverse.“I don’t know if people have to die off,” he said. “I know it sounds awful.”‘A Hundred-Year Fight’Ms. Janey — whose ancestors escaped to Canada through the Underground Railroad and began settling in Boston in the second half of the 19th century — does not dwell on busing when she tells the story of her life, except to say that it was a setback.“It was the first time that I didn’t feel safe in school,” she said. “It was the first time that I was not confident about how teachers felt about me as a little Black girl, the way I felt in elementary school.”Her parents withdrew her as soon as they could, sending her to the middle-class suburb of Reading through a voluntary busing program, starting in the eighth grade. She would go on to work as a community activist, serving at Massachusetts Advocates for Children for almost two decades before running for a seat on the Boston City Council in 2017.She described her work in education, in a talk to students last year, as an extension of the civil rights movement that swept up her parents.“The fight for quality education for Black families in this city dates to the beginning of this country,” she said. “It’s a hundred-year fight.”The fury unleashed by busing reshaped Boston in many ways, including by setting back the ambitions of Black candidates. White anger made it difficult for them to build the multiracial coalitions that were necessary to win citywide office in Boston, said Jason Sokol, a historian and author of “All Eyes Are Upon Us: Race and Politics From Boston to Brooklyn.”“You can’t overlook how powerful the legacy of the battles over school desegregation were,” he said. “The white resistance was so vicious that it didn’t seem like a political system a lot of African-Americans wanted to be part of. Ms. Clark of the Boston Arts Academy Foundation, who serves on Ms. Janey’s transition committee, warned against expecting swift change in the city’s politics.“I worry they’re going to block her at every instance,” she said. “We all know what Frederick Douglass said: ‘Power concedes nothing.’ This is Boston. This is a big boys’ game.”Still, Thomas M. Menino, one of Ms. Janey’s predecessors, became acting mayor under similar circumstances, when the city’s mayor was appointed as a U.S. ambassador. Mr. Menino used the platform to build a powerful political base and was elected mayor four months later, becoming the city’s first Italian-American mayor. He went on to be re-elected four times, serving for more than 20 years.Ms. Janey, by all appearances, would like to follow a similar path. Her swearing-in, she said last week, is a moment full of hope, a measure of how far Boston has come.“I’m at a loss for words, because, at 11 years old, I saw firsthand some of the darkest days of our city,” she said. “And here I am.” More

A few of the candidates’ eyes widened when they heard the prompt, and some avoided furnishing a direct answer, resorting instead to vague language.“There are a lot of things we need to do in this direction,” said Andrew Yang, the former presidential candidate. Raymond J. McGuire, a Wall Street executive, noted that the issue had “historic significance.” Those halting responses illustrate just how incendiary school integration still is in this proudly liberal city. But with the Democratic primary just five months away, the candidates have little choice but to confront school segregation, which has divided New Yorkers for a half-century. An influential activist movement led by city students is accelerating pressure on the candidates to make clear how integration would fit into their plans to reshape New York’s public school system, the nation’s largest. And a national reckoning over racism has forced the candidates to square the city’s self-image as a progressive bastion with its unequal school system. During the last few weeks alone, the candidates have been asked about their positions on radio and television interviews, in multiple forums, and in a series of New York Times interviews. Together, their responses revealed sharp differences in how they are approaching some of the most contentious integration policies.New York City is home to one of the most segregated school systems in America, in part because of the city’s labyrinth admissions process for selective schools. Housing segregation and school zone lines have produced a divided school system that has been compounded by competitive admissions that separate students by race and class as early as kindergarten.Mayor Bill de Blasio recently announced a sweeping set of changes to how hundreds of racially segregated selective schools admit their students — but left most of the details up to the next administration.Some of the mayoral hopefuls are in favor of addressing the extreme underrepresentation of Black and Latino students in selective schools by overhauling gifted and talented programs and changing admissions for competitive middle schools and elite high schools. Others are offering less sweeping approaches. And several candidates declined to say anything definitive about those proposals, or said they would mostly maintain the existing system.Scott Stringer, the city comptroller, with his son Max. Stringer, the city comptroller, and Dianne Morales, a former nonprofit executive, are hoping to differentiate themselves from the pack by declaring their intentions to push potentially disruptive change that could spur integration.There are subtle differences even within that lane: Maya Wiley, a former de Blasio administration official who has been a leading figure in the pro-integration movement, sometimes gave conspicuously broad answers to direct questions about the policies she would implement as mayor. Mr. Stringer, who had assiduously avoided integration debates even in his own neighborhood, has recently moved to the left along with his party. Shaun Donovan, the former secretary of housing and urban development in the Obama administration, has released the most detailed education policy plan so far, saying he would eliminate most academic prerequisites for middle school admissions and add weighted lotteries to further integrate those schools.More centrist hopefuls like Mr. McGuire, Eric Adams, the Brooklyn borough president, and Kathryn Garcia, a former sanitation commissioner, all promised to expand selective programs and schools, rather than fundamentally change them. That position is shared by Mr. Yang, the former head of a test preparation company, who declined an interview. Some education experts believe that desegregation is one of the few remaining levers available for improving academic outcomes for the city’s vulnerable students, many of whom have had little choice but to enroll in low-performing schools.“The plainest way to think of integration is that it is a proven and effective school improvement strategy,” said Matt Gonzales, the director of the Integration and Innovation Initiative at New York University’s Metro Center. Decades of research supports that view — not because there is alchemy found in diverse classrooms, but because integration redistributes resources, funding and power across schools. Mr. Gonzales said the candidates’ positions on this issue are not merely a signal of their progressive bona fides, but an essential way of understanding their approach to education. Mr. de Blasio’s education agenda has largely not included desegregation measures, and he has left major decisions related to integration to the next mayor. Dianne Morales, who is running to be the first Afro-Latina mayor, has among the strongest pro-integration positions of any of the candidates.Credit…Jose A. Alvarado Jr. for The New York TimesHe has largely ignored a recommendation, made by a school integration group he convened, that the city should replace gifted and talented programs with magnet schools and enrichment programs. The next administration will likely have to respond. Mr. de Blasio said this month that he would soon scrap the current gifted exam given to 4-year-olds against the advice of many experts, though the city’s educational panel may force him to end the test immediately. But most of the candidates had already committed to changing that test, and will now have to determine whether to alter the program itself. And last month, Mr. de Blasio paused the use of academic prerequisites for middle school admissions for at least a year because of the pandemic. That will leave it up to the next mayor to decide whether to make that policy permanent — or end it. Ms. Wiley, who helped craft that proposal as a leader of the mayor’s integration group, said she would end middle school screening, as did Ms. Morales. Some candidates tried to find a middle ground: Mr. Stringer and Mr. McGuire said they would consider this year a pilot program, and make a permanent decision next year. Ms. Garcia said she would look at changes on a district-by-district basis, and Mr. Yang expressed skepticism about eliminating middle school screening during a recent forum.Gifted education is a third-rail issue because the programs have long been seen as a way to keep white families in public schools, and have been embraced by some middle-class families of color as alternatives to low-performing neighborhood schools. But some experts have argued that gifted schools have created a two-tiered system that caters to families with the resources to navigate it. Roughly 75 percent of students in gifted classes are white or Asian-American. Mr. Stringer said that his own children, who are in gifted programs, had benefited from a flawed system because of their parents’ privilege. “I recognize as a parent, I’m going to do everything I can to do the best for my kid,” he said. “But as mayor, I have to do what’s best for every child.” Mr. Yang offered a starkly different message in a recent forum, arguing that some parents would flee the city without gifted classes. “Families are looking up and saying, ‘Is New York where my kids are going to flourish?’” Mr. Adams and Ms. Garcia said they would create more gifted classes in low-income neighborhoods, the favored policy position of many supporters of gifted programs. Activists have said that expanding gifted would only contribute to an inherently unfair system. Mr. McGuire said he would not “dismantle the programs, but I’d take a close look to make sure it’s fair and achieving its purpose.” Some candidates seemed eager to please all sides on the contentious if narrow issue of the entry exam for eight elite high schools, which is partially controlled by the State Legislature. In 2018, Mr. de Blasio started a campaign to eliminate the test. His effort failed after many low-income Asian-American families, whose children are overrepresented in the schools, mounted a massive effort to oppose the city’s plan. “I support efforts to desegregate the schools,” Raymond McGuire said in an interview. “This is basic equity, and it needs to happen.”Credit…Krista Schlueter for The New York TimesMr. Adams’ record on the issue demonstrates why so many politicians have tried to avoid staking out a position on the test. The borough president had long opposed the exam, and compared the specialized schools to “a Jim Crow school system.” But just a few weeks after he appeared at a news conference to trumpet the mayor’s plan, Mr. Adams reversed course following an outcry from some parents, particularly Asian Americans. Ms. Wiley has been a consistent critic of the exam, which she called discriminatory, but did not say exactly how she would approach the issue as mayor. Ms. Morales, Mr. Stringer and Brooklyn City Councilman Carlos Menchaca said that they would eliminate the exam.Ms. Morales graduated from Stuyvesant High School in the 1980s, and has watched with despair as the number of Black and Latino students at the school has dwindled. She said that going through the admissions process with her own children felt like an “obstacle course of barriers, targeted toward the people who are best positioned to overcome them.”Ms. Garcia, Mr. McGuire, Mr. Adams and Mr. Yang have said they would keep the exam in place, but promised to build additional specialized schools. That strategy was already tried by former Mayor Michael R. Bloomberg, but has not led to greater diversity.
