    Republicans Face Setbacks in Push to Tighten Voting Laws on College Campuses

    Party officials across the country have sought to erect more barriers for young voters, who tilt heavily Democratic, after several cycles in which their turnout surged.Alarmed over young people increasingly proving to be a force for Democrats at the ballot box, Republican lawmakers in a number of states have been trying to enact new obstacles to voting for college students.In Idaho, Republicans used their power monopoly this month to ban student ID cards as a form of voter identification.But so far this year, the new Idaho law is one of few successes for Republicans targeting young voters.Attempts to cordon off out-of-state students from voting in their campus towns or to roll back preregistration for teenagers have failed in New Hampshire and Virginia. Even in Texas, where 2019 legislation shuttered early voting sites on many college campuses, a new proposal that would eliminate all college polling places seems to have an uncertain future.“When these ideas are first floated, people are aghast,” said Chad Dunn, the co-founder and legal director of the UCLA Voting Rights Project. But he cautioned that the lawmakers who sponsor such bills tend to bring them back over and over again.“Then, six, eight, 10 years later, these terrible ideas become law,” he said.Turnout in recent cycles has surged for young voters, who were energized by issues like abortion, climate change and the Trump presidency.They voted in rising numbers during the midterms last year in Kansas and Michigan, which both had referendums about abortion. And college students, who had long paid little attention to elections, emerged as a crucial voting bloc in the 2018 midterms.But even with such gains, Sean Morales-Doyle, director of the voting rights program for the Brennan Center for Justice, said there was still progress to be made.“Their turnout is still far outpaced by their older counterparts,” Mr. Morales-Doyle said.Now, with the 2024 presidential election underway, the battle over young voters has heightened significance.Between the 2018 and 2022 elections in Idaho, registration jumped 66 percent among 18- and 19-year-old voters, the largest increase in the nation, according to the Center for Information and Research on Civic Learning and Engagement. The nonpartisan research organization, based at Tufts University, focuses on youth civic engagement.Gov. Brad Little of Idaho gave his approval to a law that bans student ID cards as a form of voter identification.Kyle Green/Associated PressOut of 17 states that generally require voter ID, Idaho will join Texas and only four others — North Dakota, Ohio, South Carolina and Tennessee — that do not accept any student IDs, according to the Voting Rights Lab, a group that tracks legislation.Arizona and Wisconsin have rigid rules on student IDs that colleges and universities have struggled to meet, though some Wisconsin schools have been successful.Proponents of such restrictions often say they are needed to prevent voter fraud, even though instances of fraud are rare. Two lawsuits were filed in state and federal court shortly after Idaho’s Republican governor, Brad Little, signed the student ID prohibition into law on March 15. “The facts aren’t particularly persuasive if you’re just trying to get through all of these voter suppression bills,” Betsy McBride, the president of the League of Women Voters of Idaho, one of the plaintiffs in the state lawsuit, said before the bill’s signing.A fight over out-of-state students in New HampshireIn New Hampshire, which has one of the highest percentages in the nation of college students from out of state, G.O.P. lawmakers proposed a bill this year that would have barred voting access for those students, but it died in committee after failing to muster a single vote.Nearly 59 percent of students at traditional colleges in New Hampshire came from out of state in 2020, according to the Institute for Democracy and Higher Education at Tufts.The University of New Hampshire had opposed the legislation, while students and other critics had raised questions about its constitutionality.The bill, which would have required students to show their in-state tuition statements when registering to vote, would have even hampered New Hampshire residents attending private schools like Dartmouth College, which doesn’t have an in-state rate, said McKenzie St. Germain, the campaign director for the New Hampshire Campaign for Voting Rights, a nonpartisan voting rights group.Sandra Panek, one of the sponsors of the bill that died, said she would like to bring it back if she can get bipartisan support. “We want to encourage our young people to vote,” said Ms. Panek, who regularly tweets about election conspiracy theories. But, she added, elections should be reflective of “those who reside in the New Hampshire towns and who ultimately bear the consequences of the election results.”A Texas ban on campus polling places has made little headwayIn Texas, the Republican lawmaker who introduced the bill to eliminate all polling places on college campuses this year, Carrie Isaac, cited safety concerns and worries about political violence.Voting advocates see a different motive.“This is just the latest in a long line of attacks on young people’s right to vote in Texas,” said Claudia Yoli Ferla, the executive director of MOVE Texas Action Fund, a nonpartisan group that seeks to empower younger voters.Students at the University of Texas at Austin lined up to cast their ballots on campus during the 2020 primary. In an interview, she mentioned the May 2022 school shooting in Uvalde, Texas, where a gunman killed 19 children and two teachers — an attack that was not connected to voting.“Emotions run very high,” Ms. Isaac said. “Poll workers have complained about increased threats to their lives. It’s just not conducive, I believe, to being around children of all ages.”The legislation has been referred to the House Elections Committee, but has yet to receive a hearing in the Legislature. Voting rights experts have expressed skepticism that the bill — one of dozens related to voting introduced for this session — would advance.G.O.P. voting restrictions flounder in other statesIn Virginia, one Republican failed in her effort to repeal a state law that lets teenagers register to vote starting at age 16 if they will turn 18 in time for a general election. Part of a broader package of proposed election restrictions, the bill had no traction in the G.O.P.-controlled House, where it died this year in committee after no discussion.And in Wyoming, concerns about making voting harder on older people appears to have inadvertently helped younger voters.     Ex-Prosecutor in ‘Rust’ Case Suggested Role ‘Might Help’ Her Campaign

    Andrea Reeb, part of the team that charged Alec Baldwin with manslaughter, wrote in an email in June that the case could help her campaign for the state legislature.When Andrea Reeb was hired last June as a prosecutor investigating the fatal shooting of a cinematographer on the set of the film “Rust,” she emailed the district attorney in charge of the case that an announcement of her role “might help” her campaign for a seat in the state legislature.Ms. Reeb, a former district attorney who was a Republican candidate for the state’s House of Representatives, wrote to Mary Carmack-Altwies, the Santa Fe County district attorney who chose her for the case, that she did not plan to inform the press about her appointment.“At some point though,” Ms. Reeb went on in the email, “I’d at least like to get out there that I am assisting you … as it might help in my campaign lol.”Since then, Ms. Reeb won her election and, as the special prosecutor on the case, was part of the team that brought involuntary manslaughter charges against the actor Alec Baldwin, who was holding the gun that discharged on the “Rust” set on Oct. 21, 2021, killing the film’s cinematographer, Halyna Hutchins.Last week, Ms. Reeb stepped down from the role of special prosecutor, after lawyers for Mr. Baldwin had argued that her simultaneous work for two different branches of state government — serving as a lawmaker and a prosecutor — violated New Mexico’s constitution.Correspondence between Ms. Reeb and Ms. Carmack-Altwies, which was released Tuesday in response to a request under the state’s Inspection of Public Records Act, shows that Ms. Reeb had discussed her legislative campaign early on in her work on the “Rust” case. On June 9, as Ms. Carmack-Altwies discussed with Ms. Reeb bringing her onto the case, Ms. Reeb wrote, “I also won’t talk to the press and will leave that all to you Mary.” Then she made the suggestion that an announcement might help her campaign.In her response to Ms. Reeb’s email, Ms. Carmack-Altwies did not mention the campaign, but said, “I am intending to either introduce you or send it in a press release when we get the investigation!”The district attorney’s office and Ms. Reeb did not immediately respond to requests for comment Tuesday.Ms. Reeb later entered into a contract that stipulated that she would bill $125 per hour for her work on the “Rust” case.In a court filing on Tuesday, a lawyer for Mr. Baldwin, Luke Nikas, described the report of the email as “yet another troubling development” and wrote that “Representative Reeb’s prosecution of this case against Mr. Baldwin to advance her political career is a further abuse of the system and yet another violation of Mr. Baldwin’s constitutional rights.”In January prosecutors announced that they would file involuntary manslaughter charges against Mr. Baldwin and the armorer on the film set, Hannah Gutierrez-Reed, including a charge punishable by five years in prison. Lawyers for Ms. Gutierrez-Reed and Mr. Baldwin maintained that their clients were not guilty.Last month prosecutors downgraded the charges after Mr. Baldwin’s lawyers argued that prosecutors had erred by charging them under a law that had not yet been enacted at the time of the shooting. Under the current charges, if convicted, he and Ms. Gutierrez-Reed face the possibility of a maximum of 18 months in prison.A lawyer for Ms. Gutierrez-Reed, Jason Bowles, said in a statement Tuesday that Ms. Reeb’s comments from last June paint a “troubling picture of a prosecution that worried less about the law and facts than they did about wanting the limelight for personal political purposes.”After lawyers for Mr. Baldwin challenged the appointment of Ms. Reeb, prosecutors initially defended her continued role in the case. But she stepped down March 14, a couple of weeks before a judge was set to rule on whether she should be disqualified.Mr. Baldwin, who has said that he had no reason to believe there were live rounds on the film set when the gun went off, has pleaded not guilty in the case.     As Trump Inquiry Continues, Republicans Seek Oversight of Georgia Prosecutors

    The proposals are part of a broader push by conservative lawmakers around the country to rein in district attorneys whom they consider too liberal.ATLANTA — To Fani T. Willis, the district attorney in Atlanta, several bills in the Georgia legislature that would make it easier to remove local prosecutors are racist and perhaps retaliatory for her ongoing investigation of former President Donald J. Trump. To the Republican sponsors of the bills, they are simply a way to ensure that prosecutors enforce the laws of the state, whether they agree with them or not.Two of the measures under consideration would create a new state oversight board that could punish or remove prosecutors for loosely defined reasons, including “willful misconduct.” A third would sharply reduce the number of signatures required to seek a recall of a district attorney. The proposals are part of a broader push by conservative lawmakers around the country to rein in prosecutors whom they consider too liberal, and who in some cases are refusing to prosecute low-level drug crimes or enforce strict new anti-abortion laws.Gov. Ron DeSantis of Florida last year suspended a Democratic prosecutor in the Tampa area, Andrew Warren, after Mr. Warren said, among other things, that he would not prosecute anyone seeking abortions. The Republican-controlled Pennsylvania House voted in November to impeach Larry Krasner, the liberal district attorney in Philadelphia. And a Republican-backed bill currently under consideration in the Indiana legislature would allow a special prosecuting attorney, appointed by the state attorney general, to step in if a local prosecutor is “categorically refusing to prosecute certain crimes.”The debate in Georgia unfolding amid mounting concerns over urban crime, particularly in Atlanta. But Ms. Willis has been a centrist law-and-order prosecutor who has targeted some prominent local rappers in a sprawling gang case. She is also part of the changing face of justice in Georgia: The state now has a record number of minority prosecutors — 14 of them — up from five in 2020, the year Ms. Willis, who is Black, was voted into office. And of course, there is the Trump inquiry, the latest accelerant to the partisan conflagrations that have consumed the increasingly divided state for years. The subject of Ms. Willis’s investigation is whether Mr. Trump and his allies tried to flout Georgia’s democratic process with numerous instances of interference after his narrow 2020 election loss in the state.     Marjorie Taylor Greene Has a Dream

    Marjorie Taylor Greene, now one of the most influential Republicans in the House of Representatives, says it is time for Americans to consider a national divorce.“Tragically, I think we, the left and right, have reached irreconcilable differences,” Greene wrote a few days ago on Twitter. “I’ll speak for the right and say, we are absolutely disgusted and fed up with the left cramming and forcing their ways on us and our children with no respect for our religion/faith, traditional values, and economic&government policy beliefs.”And how will this national divorce work in practice? Greene says that “red” states and “blue” states will simply go their separate ways.On education, for example, “Red states would likely ban all gender lies and confusing theories, Drag Queen story times, and L.G.B.T.Q. indoctrinating teachers, and China’s money and influence in our education while blue states could have government-controlled gender transition schools.”On gun policy, in red states, “law abiding gun owners wouldn’t go to jail for shooting an attacker” while in blue states, “the left could achieve their dreams of total and complete lawlessness.”The federal government would still exist, Greene explains, but it would be a minimal state, devoted to border security and defense — an update, of sorts, of America under the Articles of Confederation. Everything else would be up to the discretion of the states, including voting and elections.“In red states,” Greene wrote, “they would likely pursue one day elections with paper ballots and require voter ID with only the red state citizens or even red state tax payers voting. And blue states would be free to allow illegal aliens from all over the world to vote freely and frequently in their elections like the D.C. City Council wants. Dead people could still vote. Criminals in jail could vote that is if blue states even have jails or prisons anymore.”You can probably tell, from the substance of Greene’s comments, that this “national divorce” is more paranoid fantasy than serious proposal. Even so, it rests on a set of ideas and tropes that are in wide circulation in the public at large.Let’s start with the idea that individual states constitute singular political communities, meaning that there is a real distinction between Americans who live in “big states” versus “small states,” between the residents of Montana and those of Massachusetts. There’s also the idea that partisan divides between states represent fundamental differences of culture and interest. And then there’s the idea, underneath all this, that states are, or ought to be, the fundamental unit of representation in the American political system.Taken together, those ideas make a “national divorce” seem, if not likely, then at least plausible. But there’s a problem. States are not actually singular political communities. There are partisan divides between states, even large ones, but they do not represent fundamental differences of culture and interest. And although states play an important role in the American political system, they are not the autonomous, nearly independent units of either Representative Greene’s imagination or the folk civics that shapes political understanding for tens of millions of Americans.It is true that in debates over representation during the Constitutional Convention of 1787 in Philadelphia, small-state delegates insisted on equal representation of states in at least one chamber of Congress, so that they might preserve their interests against those of the larger states. William Paterson of New Jersey worried that his state would be “swallowed up” by Virginia, Massachusetts and others if the Senate were apportioned by population, like the House. Likewise, Luther Martin of Maryland called apportion by population “a system of slavery for ten states.” For these delegates, the states were sovereign units with distinct interests that deserved representation in Congress.For James Madison, a fierce proponent of proportional representation in the House and Senate, this was nonsense. Far from unitary, each state was, in his view, a collection of diverse and divergent factions — of a “greater variety of interests, of pursuits, of passions” — that could only speak with a single voice on issues of broad agreement and consensus.On this question of representation and apportionment, the upshot of Madison’s theory of faction was that states, as states, did not have interests to represent in Congress.“States possessed interests,” the historian Jack Rakove explains in “Original Meanings: Politics and Ideas in the Making of the Constitution,” “but these were rooted in the attributes of individuals: in property, occupation, religion, opinion, and the uneven distribution of human faculties. Moreover, since congeries of interests could be found within any state, however small — witness Rhode Island — the principle of unitary corporate representation was further undercut.”Madison lost the battle for proportional representation in the Senate — small-state delegates threatened to torpedo the convention rather than accept an outcome that might undermine their influence in the national legislature. But he would return, years later, to this argument about the nature of the states, and the divergent interests within them, in a letter written just before his death.Addressed, in substance, to critics of majority rule like John C. Calhoun of South Carolina, Madison again challenged the idea that states represent distinct and singular political communities.In Virginia, he notes, there is “a diversity of interests, real or supposed” and “much disagreement” on questions of infrastructure and “public patronage.” If majority rule threatens abuse of power in national government — because one interest may grow in size over another — then it would have to do the same within each individual state, rendering “a majority government as unavoidable an evil in the States individually as it is represented to be in the States collectively.”But let’s say you could split each state into its constituent interests, so that majorities would not form against it. Well, then, Madison says, you would find yourself in the same situation as before: “In the smallest of the fragments, there would soon be added to previous sources of discord a manufacturing and an agricultural class, with the difficulty experienced in adjusting their relative interests, in the regulation of foreign commerce if any, or if none in equalizing the burden of internal improvement and of taxation within them.”No matter how small you go, in other words, you run into the simple fact that there’s no such thing as a truly homogeneous political community. There will always be differences of belief and interest, and the only way to deal with them in a representative, republican government is through deliberation and majority rule.What was true in the 18th and 19th centuries is true now. A “national divorce” is possible only if the states represent singular political communities. But they don’t. A conservative, deep “red” state like Oklahoma still has liberal, “blue” cities and suburbs with conflicting interests. If you tried to separate conservative rural areas from liberal urban ones, you’d quickly find that within those subdivisions lie profound political differences among both individual people and groups of people.We are not actually 50 separate communities tied together by a single document. We are a single, national community of diverse and divergent interests in every corner of the union. The states aren’t hard borders of culture and politics, and there’s no way to divide the country so that all Americans live in their own camp, with their own side. Perhaps if conservatives and Republicans win enough elections, we’ll have a much smaller and less expansive federal government than we do now. But that will not solve the problem of political conflict and majority rule; it will simply push the problem down to the next level of government.What advocates of a “national divorce” or some other separation want is a resolution of the struggle of democratic life, a point at which they must no longer contend with alternative and conflicting ways of living. But that is just another fantasy.The great virtue (or perhaps curse) of democracy is that it doesn’t settle — it keeps moving. There are no final victories, but there are no final defeats either.     Ex-Attorney General in Arizona Buried Report Refuting Voter Fraud Claims

    Under Mark Brnovich, a Republican who left office in January, a 10,000-hour review did not see the light of day. His Democratic successor, Kris Mayes, released investigators’ findings.Mark Brnovich, a Republican who served as Arizona’s attorney general until January, buried the findings of a 10,000-hour review by his office that found no evidence of widespread voter fraud in the 2020 election, newly released documents reveal.The documents were released on Wednesday by Mr. Brnovich’s successor, Kris Mayes, a Democrat who took office last month as the top law enforcement official in the battleground state, which remains at the forefront of the election denial movement.The sweeping review was completed last year after politicians and other conspiracy theorists aligned with former President Donald J. Trump inundated Mr. Brnovich’s office with election falsehoods. They claimed baselessly that large numbers of people had voted twice; that ballots had been sent to dead people; and that ballots with traces of bamboo had been flown in from Korea and filled out in advance for Joseph R. Biden Jr., who won Arizona by a little over 10,000 votes.But investigators discredited these claims, according to a report on their findings that was withheld by Mr. Brnovich. Its intended recipient was Karen Fann, a Republican who was the State Senate’s president and was a catalyst for the Cyber Ninjas review in Arizona.One of the statements that Mr. Grigsby highlighted as problematic centered on election integrity in Maricopa County.“Our overall assessment is that the current election system in Maricopa County involving the verification and handling of early ballots is broke,” Mr. Brnovich’s draft letter stated.But Mr. Grigsby appeared to reach an opposite interpretation, writing that investigators had concluded that the county followed its procedures for verifying signatures on early ballots.“We did not uncover any criminality or fraud having been committed in this area during the 2020 general election,” a suggested edit was written beneath the proposed language.Ms. Fann did not immediately respond to a request for comment on Thursday.In his role in Arizona, Mr. Brnovich was something of an enigma. He defended the state’s vote count after the 2020 presidential election, drawing the ire of Mr. Trump. The former president sharply criticized Mr. Brnovich in June and endorsed his Republican opponent, Blake Masters, who won the Senate primary but lost in the general election.But Mr. Brnovich has also suggested that the 2020 election revealed “serious vulnerabilities” in the electoral system and said cryptically on the former Trump aide Stephen K. Bannon’s podcast last spring, “I think we all know what happened in 2020.”In January, as one of Ms. Mayes’s first acts in office, she redirected an election integrity unit that Mr. Brnovich had created, focusing its work instead on addressing voter suppression.The unit’s former leader, Jennifer Wright, meanwhile, joined a legal effort to invalidate Ms. Mayes’s narrow victory in November.Ms. Mayes has said that she did not share the priorities of Mr. Brnovich, whom she previously described as being preoccupied with voter fraud despite isolated cases.     In Wisconsin Supreme Court Race, Democratic Turnout Was High

    Democratic turnout was high in the Tuesday primary for the State Supreme Court, ahead of a costly general election that will decide the future of abortion rights and gerrymandered maps in the state.MILWAUKEE — Eight months after the nation’s highest court made abortion illegal in Wisconsin, a liberal State Supreme Court candidate who made reproductive rights the centerpiece of her campaign won more votes than her two conservative opponents combined.The Wisconsin Supreme Court primary election on Tuesday was a triumph for the state’s liberals. In addition to capturing 54 percent of the vote in the four-way, officially nonpartisan primary, they will face a conservative opponent in the general election who was last seen losing a 2020 court election by double digits. It proved to be a best-case scenario for Wisconsin Democrats, who for years have framed the April 4 general election for the State Supreme Court as their last chance to stop Republicans from solidifying their grip on the state. Republicans took control of the state government in 2011 and drew themselves legislative maps to ensure perpetual power over the state’s Legislature, despite the 50-50 nature of Wisconsin politics.“If Republicans keep their hammerlock on the State Supreme Court majority, Wisconsin remains stuck in an undemocratic doom loop,” said Ben Wikler, the chairman of the Democratic Party of Wisconsin.Now, with an opportunity to retake a majority on the State Supreme Court that could undo Wisconsin’s 1849 ban on nearly all abortions and throw out the state’s gerrymandered legislative maps, Democrats have the general election matchup they wanted. That money will not go as far as the cash transferred directly to the Protasiewicz campaign because candidates can buy television advertising at far lower rates than PACs. Wisconsin’s conservatives, who have controlled the court since 2008, fear a rollback not just of their favorable maps but also of a host of Republican-friendly policies that were ushered in while Scott Walker was governor, including changes to the state’s labor and voting laws. “She’s going to impart her values upon Wisconsin regardless of what the law is — does that seem like democracy to you?” said Eric Toney, the district attorney for Fond du Lac County, who was the Republican nominee for attorney general last year. “This isn’t Republicans and Democrats. It’s democracy and the rule of law that is on the line.”There is also the question of how Wisconsin Republicans coalesce after their second bruising primary contest in six months. Throughout the campaign, Justice Kelly declined to say that he would back Judge Dorow in the general election, while her supporters flatly said that he would lose the general election.It was a bit of a replay of the governor’s race last year, when bitter intraparty feelings remained after Tim Michels, with former President Donald J. Trump’s endorsement, defeated former Lt. Gov. Rebecca Kleefisch in the primary. Ms. Kleefisch then did little to encourage her supporters to back Mr. Michels, who later lost the general election to Gov. Tony Evers, a Democrat.“With Michels and Kleefisch, there wasn’t that come-together-to-Jesus moment,” said Stephen L. Nass, a Republican state senator from Whitewater. “I think people realize now that was a mistake. It should have happened. She has openly proclaimed her views on abortion rights (she’s for them) and the state’s legislative maps (she’s against them). That has appeared to offend Justice Kelly, who devoted chunks of his Tuesday victory speech to condemning the idea that Judge Protasiewicz had predetermined opinions about subjects likely to come before the court.“If we do not resist this assault on our Constitution and our liberties, we will lose the rule of law and find ourselves saddled with the rule of Janet,” Justice Kelly told supporters in Waukesha County. But Judge Protasiewicz has considerable incentives to put her views on hot-button topics front and center for voters. (She calls them “my values” to remain within a law that prohibits judicial candidates from plainly stating how they would rule on specific cases.) Democrats learned in last year’s midterm contests just how potent and motivating abortion is for their voters. Judge Protasiewicz, in the interview, recounted how voters had come to her campaign stops wearing sweatshirts bearing the words “Fair maps now.” “The voters are demanding more,” said Rebecca Dallet, a liberal Wisconsin Supreme Court justice, at the Protasiewicz victory party on Tuesday in Milwaukee. “People want to know more about their candidates. And I think there’s a way to communicate that without saying anything that shouldn’t be said about future cases.”Justice Kelly’s views are hardly opaque, either.Appointed to the court by Mr. Walker in 2016 before losing his re-election bid in 2020, Justice Kelly went on to work for the Republican National Committee as an “election integrity” consultant. He said that complaints about the maps amounted to a “political problem” and that they were legally sound.Yet in the same interview, conducted in the back of a bar during a meeting of the Sheboygan County Republican Party, Justice Kelly declined to say whether he supported the Wisconsin Supreme Court’s ruling in December 2020 that rejected Mr. Trump’s attempt to overturn the state’s presidential election results.“If I were to say it was decided correctly, then the hullabaloo would be, ‘Justice Kelly doesn’t care about election integrity,’” he said. “If I say it was decided incorrectly, the hullabaloo would be, ‘Justice Kelly favors overthrowing in presidential elections.’ And so I don’t think there’s any way to answer that question in a way that would not get overcome by extraneous noise.”Still, he said he had “no reason to believe” Wisconsin’s 2020 election was not decided properly.Since Justice Kelly lost in 2020, he and other Republicans have taken it as an article of faith that the wide margin of his defeat could be attributed to the Democratic presidential primary, which fell on the same day. Several Republicans asserted that Wisconsin’s Democratic Party leadership had colluded with Senator Bernie Sanders of Vermont, whose presidential campaign was by then a lost cause, to remain in the race to lift the chances of the liberal candidate, Jill Karofsky.“It still pains me to admit that, as it turns out, Joe Biden and Bernie Sanders combined can turn out more votes than little old me,” Justice Kelly said Monday.Faiz Shakir, who was the campaign manager for the Sanders campaign, said in an interview that Mr. Sanders had indeed decided to suspend his campaign and concede to Mr. Biden days before Wisconsin’s April 2020 primary, but encouraged his supporters to vote in the primary anyway to influence the court election.One thing that is clear is that the next six weeks in Wisconsin politics will be dominated by the Protasiewicz campaign’s effort to place abortion rights at the center of the race. The issue will feature heavily in her television advertising, while Republicans will try to change the subject to crime — or anything else. “Everybody is very emotional about abortion, so that’s the tail that’s going to wag the dog,” said Aaron R.     ‘The Democratic Party in New York Is a Disaster’

That was where a soon-to-be-infamous 34-year-old political neophyte walked out to a cheering throng of Republicans and declared victory in one of America’s most important House contests. “Only in this country can the kid who came from the basement in Jackson Heights … ,” George Santos began, before he was momentarily overwhelmed. “To everybody watching, I want you to know that the American dream is worth fighting for. It’s worth defending, and that’s why I jumped into this race.”In another era — two or four years ago, perhaps — the Santos saga, with its absurd cascade of lies, would have been an amusing sideshow for many Democratic politicians, who would have been able to mock the chaos and move on, comfortably sure that Santos, who fabricated much of his personal and financial biography, would only further hobble a neutered Republican minority. But the new congressman, now under investigation by local and federal authorities, was instead a crucial cog in Kevin McCarthy’s House majority, having flipped the redrawn Third Congressional District in New York, an area that had been represented by Democrats for decades, by eight points.These days, New York is known as the deep-blue state where Democrats lost four seats on the way to losing the House of Representatives and effectively halting President Biden’s domestic agenda for the next two years. Kathy Hochul, who served as Andrew Cuomo’s lieutenant governor before accusations of sexual harassment and assault forced him from office in 2021, won the narrowest race for governor in 28 years, beating Lee Zeldin, a Trump-supporting congressman from Long Island, by less than six points. While forecasts for a national red wave didn’t materialize — Democratic candidates for governor and the Senate were largely triumphant in tossup races across the country, and Chuck Schumer of Brooklyn remained the Senate majority leader — Democrats stumbled in territory on Long Island and in the Hudson Valley that Biden won handily just two years earlier.These disappointments have cast into sharp relief both the divisions within the party and the peculiar void of the state’s Democratic organization itself. Few New Yorkers cared, until late 2022, that the statewide Democratic apparatus operated, for the most part, as a hollowed-out appendage of the governor, a second campaign account that did little, if any, work in terms of messaging and turnout. New Hampshire, a state with roughly half the population of Queens, has a Democratic Party with 16 full-time paid staff members. New York’s has four, according to the state chairman, Jay Jacobs. One helps maintain social media accounts that update only sparingly. Most state committee members have no idea where the party keeps its headquarters, or if it even has one. (It does, at 50 Broadway in Manhattan.)National parties function as enormous umbrella organizations, determining the presidential primary calendar and the process for allocating delegates at the national conventions. In Wisconsin, under the leadership of 42-year-old Ben Wikler, the party offered crucial organizing muscle in Gov. Tony Evers’s re-election win, staving off a Republican statewide sweep. The Nevada Democratic Party, despite infighting among moderates and progressives, aided Senator Catherine Cortez Masto’s re-election, investing strongly in rural voter engagement. And in California, the party chair position is publicly contested among multiple candidates, with delegates voting as Democrats traverse the state and make their case in the media.As for New York, observers across the ideological spectrum agree that the state is entering an unprecedented era, with warring political factions and a glaring power vacuum. Hochul recently became the first governor in New York history to have the State Legislature, controlled by Democrats, vote down her nominee to the state’s highest court. Progressives spearheaded opposition to the judge, Hector LaSalle, arguing that he was too conservative.In challenging Hochul from the right, Zeldin was savagely effective — “Vote like your life depends on it,” he exhorted, echoing Richard Nixon, in the final days of the campaign — in seizing on suburban anxieties around rising crime that Republicans in other states weren’t able to successfully exploit. While Manhattan and the combined might of upper-income white and middle-class Black voters thwarted Zeldin in the five boroughs, he made notable inroads with working-class Asian Americans, potentially heralding a political realignment for the city’s fastest growing demographic. Hochul’s campaign was assailed for its relative listlessness and failure to counter Republican attacks on crime. “That is an issue that had to be dealt with early on, not 10 days before the election,” Nancy Pelosi chided the governor. (Hochul’s staff did not make her available for an interview.)Within the confines of New York, Democrats remain historically dominant, retaining veto-proof majorities in both the State Senate and State Assembly. All the statewide elected officials are Democrats, as is the mayor of New York City, Eric Adams. But this is a recent shift: Republicans controlled the State Senate almost continuously from the mid-1960s until 2019. After a quasi-independent commission deadlocked — critics argued that it was designed to fail when Cuomo helped create it a decade ago — Democratic state legislators redrew lines that strongly favored their party. Republicans sued in court, claiming that the Democrats’ maps violated an anti-gerrymandering clause in the State Constitution. To the shock of many political insiders, the Republicans won their court battle, and an outside special master was appointed by an upstate Republican judge to quickly draw new lines. House primaries were shoved from June to August.With the special master prioritizing competitiveness, not incumbency advantage, Democrats found themselves thrown together in some of the same districts. Representative Jerry Nadler was pitted in a nasty primary against his longtime colleague Carolyn Maloney in Manhattan. (Nadler would prevail.) North of the city, Sean Patrick Maloney, the chairman of the Democratic Congressional Campaign Committee and a pugilistic centrist, decided to run in a new district spanning Rockland and Westchester that included far more turf than had been represented by Mondaire Jones, a neighboring progressive.“Sean Patrick Maloney did not even give me a heads up before he went on Twitter to make that announcement,” Jones fumed at the time. “And I think that tells you everything you need to know about Sean Patrick Maloney.” Ritchie Torres, a Bronx congressman, accused Maloney of “thinly veiled racism” against Jones, who is Black. Maloney held his ground, and Jones was forced to move to a new district in New York City, where he would lose in an August primary. Maloney fended off a primary challenge from Alessandra Biaggi, a state senator who ran far to his left. Then, despite a titanic war chest, he fell to Mike Lawler, a Republican state legislator, by less than a point. Jones tweeted one word: “Yikes.”And now the Democratic civil war rages. Jacobs, who is also the chairman of the Nassau County Democratic Party and is on his second tour leading the statewide organization, has come in for a drubbing. A week after the election, more than 1,000 Democrats signed a letter calling for Jacobs’s ouster. They included state legislators, City Council members, county leaders and members of New York’s 400-odd Democratic State Committee. Most of them belonged to the state’s progressive wing, which has grown only further emboldened since the fall. On Jan. 3, a number of them gathered outside City Hall to reiterate their demands: Jacobs must go.Protesters outside City Hall in New York in January, including Jumaane Williams, argued that Jay Jacobs, the state Democratic Party chairman, was responsible for losing four congressional seats.Kena Betancur/VIEWpress, via Getty Images“The party has to change, and it can’t change until we change the leadership,” George Albro, a co-chair of the New York Progressive Action Network, a left-wing organization formed from the remnants of Bernie Sanders’s 2016 campaign, said in an interview. “From top to bottom, the Democratic Party in New York is a disaster.”Until Cuomo’s downfall, Jacobs was known as a close ally of the imperious governor. His first tenure as party chairman came under Cuomo’s predecessor, David Paterson, but his second began in 2019, a year after Cuomo won a commanding re-election. That election cycle was notable because Cuomo overcame a primary challenge from the actress Cynthia Nixon, who targeted him from the ascendant left. Though Nixon lost, six insurgent progressives defeated members of the Independent Democratic Conference, a breakaway group of centrist Democrats who had spent the last half decade in an unusual — and incredibly infuriating to progressives — power-sharing arrangement with State Senate Republicans. The I.D.C. had existed with Cuomo’s blessing, joining with Republicans to foil liberal priorities in the State Legislature, like tuition assistance for undocumented immigrants, tougher tenant protections and criminal-justice reforms. For Cuomo, a triangulating centrist determined to avoid having to sign or veto progressive bills while harboring dreams of the national stage, the arrangement worked just fine. (In 2018, I took a break from writing to run for State Senate myself, losing in a Brooklyn Democratic primary.)Since the state party, historically, has been a creature of the governor or the most powerful Democrat in the state, Jacobs is safe as long as Hochul tolerates him. And Hochul, some Democrats say, owes Jacobs for the work he did behind closed doors to ensure that the new governor had a comfortable primary win after Cuomo resigned and immediately began to plot a comeback. Jacobs’s fear was that a divided field could pave the way for a Cuomo revival, and he worked to rapidly hustle up institutional and financial support for Hochul that helped to deter another challenger, Attorney General Letitia James, from running against her.In 2021, after a democratic socialist, India Walton, defeated the longtime mayor of Buffalo and a former chairman of the state party, Byron Brown, in a contentious primary, Jacobs refused to endorse Walton. “Let’s take a scenario, very different, where David Duke — You remember him? The grand wizard of the KKK? He moves to New York, he becomes a Democrat and he runs for mayor in the city of Rochester, which has a low primary turnout, and he wins the Democratic line. I have to endorse David Duke? I don’t think so,” Jacobs said in a television interview, before clarifying that Walton “isn’t in the same category, but it just leads you to that question, Is it a must? It’s not a must. It’s something you choose to do.”Outraged progressives called for Jacobs’s resignation. He refused to go, and Hochul, who is from the Buffalo area and remains close to Brown, did not force Jacobs out. Brown, with tacit approval from the governor and Jacobs, then won the mayoralty with a write-in campaign that November, drawing support from Republicans to crush Walton.A year later, Jacobs explored ways of undercutting the established vehicle for left-wing organizing in the state, the Working Families Party, a hybrid of party activists and labor unions that had endorsed Jumaane Williams over Hochul in the primary. He cut a check to a more moderate Democrat trying to primary Jamaal Bowman, a Westchester County congressman and a member of the Squad, the prominent group of far-left members of Congress, including Alexandria Ocasio-Cortez, Rashida Tlaib and Ilhan Omar. After Republicans swept Democrats out of power in the New York suburbs last fall, Jacobs quickly blamed the left. “New York did underperform, but so did California,” Jacobs told the politics publication City & State in November. “What do those two states have in common? Well, governmentally, we’re among the two most progressive states in the country.”Jacobs is under fire from the party’s more progressive wing, which is calling for his ouster, but so far has had Gov. Democratic business is often run out of a TLC Family of Camps office in Glen Cove, a small town on Nassau County’s Gold Coast. Politicos and journalists who want to reach Jacobs know to email his Camp TLC address; Jacobs cc’d his chief of staff at that summer-camp address to help arrange a telephone interview that lasted an hour, despite Jacobs’s initial hesitancy about going on the record.“People believe that the state party runs all the campaigns, determines the messaging, does the opposition research for every candidate and, you know, when a candidate anywhere loses, it’s the fault of the state party, and all of that is just not an accurate view of the function of the state party and what we actually do,” Jacobs said.Jacobs described the party as a “housekeeping organization” and a “coordinating entity” that works among labor unions, campaigns and other interest groups. He cited the maintenance of a voter file that campaigns use to target the electorate as among its most important work, as well as establishing campaign offices at election time. Fund-raising, too, is a big part of the work, and it’s there where Jacobs has been especially useful. A multimillionaire and prolific donor, Jacobs has given more than $1 million to various Democratic candidates and causes over the last two decades. It can be argued that it’s this wealth, in part, that has allowed him to continuously lead the Nassau County party since 2001. Few staunch Democrats are both better wired and more willing to cut checks than Jacobs.“How I run my businesses and my charitable donations and the rest would indicate, as well as my personal beliefs, would indicate that I’m really, personally, quite progressive, more so than most people would think,” Jacobs said. Rather, he argued, his message is direct: “Slow down. You’re going too fast. What you’re doing is going to lose us votes in the suburbs and rural areas.”In an unusual move for a party leader, Jacobs last year backed the rivals of several incumbent Democrats. His motivation, he told me, was “the behavior of some of these folks that are speaking on behalf of what I’d refer to as the far left. They practice the politics of personal destruction. They won’t argue the merits of what I say, but they’ll condemn me — and others, by the way, not just me — in really vitriolic terms, personal and the rest. Some of the reasons why I personally gave to some of the primaries — it was just a handful of people — it’s because of what they said about me. Personally.”Last August, Jacobs donated $2,900 — the maximum allowable amount — to a county legislator trying to unseat Bowman. The congressman won by 38 points anyway.“I don’t know Jay Jacobs,” Bowman told me. “I’ve never talked to him on the phone. I’ve never met him in my life. Even though I was a newcomer in 2020, I was still duly elected, and I’m a member of the party now. One would’ve thought that the leader of the party would have reached out to have a cup of coffee or have a conversation.”Should Jacobs resign? “The short answer is yes,” Bowman answered. “But the more, I think, comprehensive nuanced answer or question is, What the hell are we even doing? You know, the whole thing about the corporate agenda, which I think Jay Jacobs and maybe even Governor Hochul and maybe others are missing is, when you talk about younger voters, millennials or Gen Z, they are not aligned with corporate interests over labor and working-class people.”But Jacobs has plenty of defenders, including county leaders across the state, who believe he’s an upgrade over his somnolent or domineering predecessors and has a realistic view of what it takes to win beyond the liberal confines of New York City. “It’s hard for me to understand this rancor from certain individuals, by the way, who never seem to be satisfied,” says Jeremy Zellner, the chairman of the Erie County Democratic Party. “Only in New York could Jay win every single statewide election and hold the supermajorities in both the Assembly and Senate and be chastised.”Gregory Meeks, the Queens congressman and chairman of the county organization there, echoes Jacobs’s critique: The progressive and socialist left has cost Democrats in general elections by forcing them to defend positions he believes are alienating. “Extremes cannot be the dominant part of a party, because it isolates everyone else,” Meeks says. “What’s not good for all of us is talking about defunding the police.”Because Hochul inherited Jacobs, his critics have hoped she would ditch him for someone who might take a more active role in the sort of tasks that party chairs in other states care far more about: recruiting candidates, shaping the party’s message, funding voter-outreach campaigns that begin many months ahead of a general election and even hiring a full-time communications director and research staff. Among some Hochul allies, there has been quiet frustration directed at one of her top advisers, Adam Sullivan, who speaks frequently with Jacobs on Hochul’s behalf. Sullivan holds great sway in Hochul’s world because he managed her successful campaign for Congress more than a decade ago. Despite his low profile and the fact that his consulting firm, ACS Campaign Consulting, is based in Colorado, where he lives, Sullivan was one of a select few aides Hochul thanked in her victory speech. Sullivan himself disputes that there’s any behind-the-scenes friction. “The governor is completely committed to building a strong, robust party,” Sullivan says. “Everyone in her orbit is on the same page.” What isn’t clear is whether that page, and the vision for the future of the state party, includes Jacobs.Even Jacobs’s detractors acknowledge that dumping him and hunting for a replacement is only the beginning of a political project that will take many years. (Floated successors include Adriano Espaillat, a congressman who has built a strong operation among Dominican Americans in Upper Manhattan; Grace Meng, a Queens congresswoman and Democratic National Committee vice chairwoman who is the first Asian American elected to the House from New York; and Jessica Ramos, a progressive Queens state senator.)All the ongoing chaos hasn’t escaped the notice of national Democrats. “When I go to D.N.C. meetings,” says a high-ranking New York Democratic official, who requested anonymity to avoid antagonizing colleagues, “there is a sense that New York doesn’t have a state party at all.”Through the first half of the 20th century, Tammany Hall, with origins as an Irish Catholic society in the late 1700s, was the embodiment of the local Democratic Party, using patronage to secure power and dominating state and city politics alike. Nothing equivalent rose to take its place. “I don’t think anybody in their right mind would compare the state party right now to the machine that existed 50, 60, 70 years ago,” says Paterson, the former governor who later served as state party chairman during Cuomo’s tenure.New York never had a Harry Reid figure, a singularly powerful Democrat who took an obsessive interest in party building. The two Cuomos, Mario and his son Andrew, governed the state for a combined nearly 23 years, and each treated the party organization as little more than a tool for self-promotion. A liberal icon to the rest of America for his soaring speech at the 1984 Democratic National Convention, Mario Cuomo was assailed at home for barely lifting a finger to aid Democrats desperately trying to retake the State Senate. In 1990, The Times reported that Cuomo was hoarding more than $5 million for his own campaign while spending none for the State Senate Democrats, who were outspent 4 to 1 by Republicans. In 1994, the state party spent almost $2 million to aid Cuomo’s failed re-election effort while offering less than $30,000 apiece for the candidates for attorney general and state comptroller. By the end of the year, the party was moribund and completely broke, running up a million-dollar debt.The only Democratic governor in modern times to care about the future of the state party and down-ballot candidates was Eliot Spitzer, who won a landslide victory in 2006 and would resign, a little more than a year later, in a prostitution scandal. Spitzer was a proud liberal who wanted to break the Republican hold on the State Senate. The party, too, was trying to modernize in anticipation of Senator Hillary Clinton’s 2008 campaign for president. For a brief period, under the leadership of Denny Farrell, an influential state assemblyman from Manhattan, talented operatives were hired, and Spitzer’s aides tried to implement a strategy for boosting legislative candidates.“The party itself had really dissipated,” recalls Spitzer, now a real estate developer. His team helped recruit and fund an upstate Democratic candidate who won a pivotal special election for a State Senate seat in early 2008. “It was partly fund-raising, partly finding the right candidates, partly putting the right energy into it.”Andrew Cuomo at a news conference in 2021, a few months before he announced his resignation. Cuomo treated Democratic politics as an extension of Cuomo politics, hoovering up resources and kneecapping Democrats he viewed as a threat. He was content to let Republicans keep the State Senate and rarely campaigned for House candidates. Donald Trump’s election, coupled with Sanders’s 2016 bid, would radicalize a new generation of Democrats. Soon, a democratic socialist candidate was winning a State Senate seat, and Working Families Party-supported insurgents were driving out the conservative Democrats who had chosen to align themselves with the Republican Party.By 2018, Ocasio-Cortez had felled one of the most powerful party bosses in New York, a sign that the left could win its battles against the establishment. “We need Democrats who are not running from their own shadow,” says Sochie Nnaemeka, the New York director of the Working Families Party.The widening fissures are both ideological and geographical. Manhattan and Brooklyn Democrats saved Hochul in November, but so did Westchester County, which once upon a time was a Republican stronghold. Democrats there gave Hochul a 20-point margin over Zeldin after Biden flew in to campaign for her. Westchester has continued to mirror national trends, as affluent suburbs grow Democratic, but Republicans have remained remarkably resilient on Long Island. Home to lavish estates, as well as growing Orthodox Jewish communities and a rising Asian American electorate newly alienated by Democrats, along with a working- and middle-class vote forever skeptical of big-city liberalism, the eastern suburb backed Zeldin by double digits. In recent years, the Hudson Valley has grown bluer, with city residents scooping up comparatively cheaper real estate during the pandemic, yet Zeldin carried Rockland, Dutchess, Putnam and Orange Counties, where Trump-era enthusiasm for Democrats gave way to backlash over rising crime south of the former Tappan Zee Bridge (renamed for Mario Cuomo by his son).Jacobs can credibly argue that the progressivism or outright socialism that wins in Brooklyn or Queens can’t be easily sold in Nassau County. But Bowman and his cohort can ask why he neglects the younger voters moving left — or, for that matter, why he fails to build out an organization that can be credibly called a political party, the kind that is more than one man and a few aides conducting political business from a summer-camp office. In a 10-page report issued in January, Jacobs pinned Democratic losses on historically high Republican turnout, a contention backed by data. But shouldn’t a state party’s task be, in part, to turn out its own voters? Had enough Democrats been motivated to vote, George Santos would never have been sworn in as a congressman.“What we saw is a party that did not know what role they should play,” Nnaemeka says, “and therefore played no role.”Ross Barkan writes frequently on New York and national politics.     What to Watch For in a Consequential Court Election in Wisconsin

    Voters are going to the polls today in the primary election for a swing seat on the state’s Supreme Court, with abortion rights, gerrymandered maps and more at stake.BELOIT, Wis. — It is a funny thing about American politics that for one night, the nation’s most important campaign of 2023 descended on Cheezhead Brewing, a tavern where about 50 Republicans gathered to discuss the Wisconsin Supreme Court race.Standing in front of a Green Bay Packers logo made from green, gold and white bottle caps, Jennifer Dorow, a Waukesha County judge who is one of two conservatives running in Tuesday’s four-way primary, told the crowd on Sunday night that “fairness and impartiality are squarely on the ballot this election.”What fairness and impartiality mean, however, depends entirely on one’s political stripes.Democrats say Wisconsin’s Supreme Court, controlled by conservatives since 2008, has enacted unfair legislative maps that have allowed Republicans to take near-supermajority control of the State Assembly and Senate in an evenly divided state — making nearly everything the State Legislature does unfair. The leading liberal candidate in the race, Janet Protasiewicz, a Milwaukee County judge, calls the maps “rigged” and has said she would vote to throw them out.For conservatives like Judge Dorow, publicly telegraphing one’s intentions on the court and prejudging cases are violations of the judicial oath.But few in Wisconsin are fooled about the stakes of this officially nonpartisan race for an open seat on the seven-member court. If a liberal candidate wins a 10-year term, the court will tip in liberals’ favor, and the state would be likely to throw out its 1849 law banning abortion in nearly all cases and to redraw its legislative maps. So if there’s more than one person interested, they sit down and talk about it and decide who we can all get behind.”(In a subsequent interview, Judge Grogan said she was interested in running for the State Supreme Court in the future. Biden Jr.’s 2020 victory in Wisconsin, it was a conservative justice, Brian Hagedorn, who provided the key vote to reject President Donald J. Trump’s argument to invalidate 200,000 votes.Those decisions have energized Democrats, who are poised to pour tens of millions of dollars behind Judge Protasiewicz (pronounced pro-tuh-SAY-witz). But they have also animated Justice Kelly, who has repeatedly accused Judge Dorow of being the second coming of Justice Hagedorn — a sort of untrustworthy Trojan horse who would betray Republicans when it counts.Justice Kelly, who The Milwaukee Journal Sentinel last week revealed has for two years been paid by the Republican National Committee to work on “election integrity issues,” has repeatedly tied Judge Dorow to Justice Hagedorn. Along with voting against Mr. Trump’s efforts to overturn the election, Justice Hagedorn sided with several pandemic mitigation efforts by Gov. Tony Evers, a Democrat, in 2020. Justice Hagedorn has been a reliable conservative vote on most matters, including redistricting, but many on the right have not forgiven him for defying Mr. Trump.“I’m kind of in the same place that I was with Brian Hagedorn, all I have is what she says about herself,” Justice Kelly said at a meeting of Republicans on Monday night in Sheboygan. “Jennifer may very well be a judicial conservative, she might be, I just don’t know because there’s nothing there to tell me that she is.”Justice Hagedorn, in an email, said he was “not interested in commenting at this time.”Republicans are arguing about what it means to be electable.Justice Kelly’s 2020 defeat is the animating feature of Judge Dorow’s campaign.“I’m the only conservative who can win in April,” she wrote on Twitter, linking to a radio advertisement in which one of Milwaukee’s leading conservative talk radio hosts delivered a monologue supporting her candidacy.But besides offering the basic bromides about being a conservative judge who will abide by the Constitution, Judge Dorow has said little else about her candidacy. She has declined nearly all interview requests, and in Beloit a campaign aide said she would respond only to preapproved questions. She did not linger at the bar to speak with voters after her remarks.Judge Janet Protasiewicz is the leading liberal in the officially nonpartisan race.Caleb Alvarado for The New York TimesJustice Kelly has been much more explicit about his political advantages. He has support from the billionaire Uihlein family, whose super PAC, Fair Courts America, has spent $2.7 million on ads backing him and attacking Judge Protasiewicz. A spokesman for Fair Courts America did not respond to questions.“You need to be the kind of candidate that will attract the independent expenditures to get the message out across Wisconsin,” Justice Kelly told Republicans gathered at a Lincoln Day dinner in Sawyer County this month. “If it’s not me in the general election, it’s not like that money just moves over to Jennifer. It just won’t be spent. So if I’m not the candidate in the general election, Jennifer will jump in completely unarmed when the left is going to spend upwards of $25 million.”Democrats seem to prefer to face Justice Kelly and the Uihlein money rather than Judge Dorow’s shallower record.A Better Wisconsin Together, a Democratic super PAC, has spent $2 million in TV ads attacking Judge Dorow in the primary but nothing against Justice Kelly. Democratic opposition research has been focused on damaging Judge Dorow, who is less well known but perceived as more likable and reasonable than Justice Kelly by voters in Democratic focus groups.Democrats are vowing not to replay their 2022 Senate race.Last year, Wisconsin Democrats watched as Mandela Barnes, a popular, progressive, young Black candidate coalesced support before losing the general election to Senator Ron Johnson, a better-funded, older white Republican.Determined not to repeat that recent history, the party’s top leaders and fund-raisers coalesced behind Judge Protasiewicz, a white, female career prosecutor and jurist from the suburbs who is not as vulnerable to the types of barely coded attacks that helped doom Mr. Barnes last fall.Judge Protasiewicz built a commanding fund-raising advantage and has opened a wide lead in both parties’ private polling ahead of the primary. She is widely expected to place first on Tuesday, with the other liberal candidate in the race, Everett Mitchell, a more progressive Black judge from Dane County, projected to finish fourth.The near unanimity among Democrats combined with a fractured G.O.P. has Democrats planning and Republicans fearing a mountain of attack ads beginning as soon as Wednesday against whichever conservative candidate advances to a likely matchup with Judge Protasiewicz. A reverse dynamic in August damaged Mr. Barnes, while Mr. Johnson and his allies poured tens of millions into attack ads before the Democrat could recover.“There is no world in which Janet is defined by the right in the first weeks of the race,” said Sachin Chheda, a top strategist on the Protasiewicz campaign. “We are prepared for whatever the results are on Tuesday and will be hitting the pedal to the floor on Wednesday.” More
