Trump is unleashing anti-trans hysteria onto the world | Moira Donegan

In the video, she sounds exasperated. Hunter Schafer, a 26-year-old actor best known for her roles on the HBO series Euphoria and in the Hunger Games film The Ballad of Songbirds and Snakes, appeared in an eight-minute video last Friday in which she revealed that due to a Trump administration order, she had been assigned a passport with the gender marker “male”.Schafer, who is trans, began living as a girl in her early teens; she has lived as a woman for her entire adult life. In her video, she says that her IDs have been marked “female” for just about as long as she has had them. But after her passport was stolen in a car break-in in Barcelona, she has been issued a government identity document that represents a fiction that she is a man. Every time she travels now, she will have to present this document, she will have to account for the discrepancy between what it says about her, and what she clearly is.In her video, Schafer stresses her own privilege: for her, the incorrect passport is not a matter of life and death. But the harm to dignity that the new document will impose on her will be repeated, intimate and needless. It is an exercise in cruelty that the Trump administration has declared that official documents, like passports, will no longer reflect these basic realities of trans people’s lives. It is also a brute assertion of the Trump administration’s claim to control over reality itself: a way for them to make a lie into an official truth.Schafer is right that many trans Americans will fare even worse than she will. In a flurry of executive actions in their first days in office, the Trump regime issued a rapid flurry of anti-trans executive orders. They banned trans servicemembers from the military; the Pentagon is now moving to fire them all. They barred trans women and girls from participating in sports, and the NCAA promptly complied, throwing athletes off their teams in a reversal of 15 years of policy. They ordered that trans people not be granted equal access to housing and shelters, and Trump’s Housing and Urban Development department promptly stopped enforcing civil rights rules.They issued an order banning transition-related care for young people – people like the teenager Schafer had been when she began transitioning – and a number of hospitals and clinics canceled appointments, leaving often desperate patients with no way to get care. And this week, the Trump state department announced that it would deny visas for transgender athletes coming from abroad to compete in the United States before the 2028 Los Angeles Olympics – a move that also seems designed to allow them to deny all visas to trans travelers. This rapid mobilization across vastly different sectors of the law will have immediate and far-reaching results. It will ruin lives.The Trump administration and the broader revanchist movement are targeting trans people because they are a tiny minority that they think can be bullied and dehumanized without great political pushback. They are targeting trans people because trans life represents the principles of dignity, self-determination and gender equality that they abhor. And they are targeting trans people because they are hateful, sadistic and cruel – because they want to make people suffer for the crime of being different from them, and because they do not have the courage to pick on anyone who is more capable of fighting back.But the anti-trans sadism of the new Trump administration should not only offend us because it is cruel. It should offend us because it demands that government departments, federally funded institutions, and the people who work for them participate in a lie: that trans people are not who they say they are.Transphobes like those in the Trump administration have long smugly declared themselves the arbiters of the “truth” about gender – that it is fixed, that there are two, that gender is merely a brute fact of the body that cannot be changed, and that nothing that happens to a person after their sex is assigned at birth has any bearing on the truth of what their gender is. They have declared this with immense self-satisfaction; they have declared themselves rational, and intelligent, and even brave for saying it.But the gender marker on Hunter Schafer’s passport is not true; it represents a lie, an assertion in total contradiction not only to how she sees herself, but to how everyone else sees her, to the reality of how she lives her life. Every trans person who is issued a wrong document is coerced into this same lie; every other person, cisgender or not, who has to work with these documents and in deference to these policies is coerced into a lie, too. We are told that what we see and feel and experience of trans people does not count, that we should not believe our lying eyes. We are told that no official body of the federal government will accept the plain and obvious truth.Anti-trans hysteria, then, should be understood as a function of the Trump administration’s epistemic violence, its mission to make lies into policy and to suppress truth. It is as much of a lie that Hunter Schafer is a man as it is that Donald Trump won the 2020 election, or that vaccines cause autism, or that climate change isn’t real. There is a moral case to be made for resistance to these orders, but there is also an intellectual one. We do not have to be as stupid, in the face of trans existence, as the Trump administration demands that we be. We do not have to pretend not to know things that we do.

Number of Trans Troops Far Lower Than Estimated, Pentagon Figures Show

The Defense Department said 4,240 service members, or about 0.2 percent of those in uniform, have a diagnosis of gender dysphoria. Previous estimates had put the number at triple that figure.The military released on Thursday the number of transgender troops currently serving in the armed forces, revealing a population much smaller than recent estimates. Currently, according to those figures, 4,240 people in the military — about 0.2 percent of the 2 million people in uniform — have a diagnosis of gender dysphoria.That diagnosis is the best way the military has of tracking the number of trans troops in the force. Previous estimates usually put the number of trans troops at about 15,000.The Trump administration has implemented new policies that bar trans troops from serving, citing disruption in the ranks and the cost of medical care as primary reasons. President Trump has characterized the cost of providing care as “tremendous.” And in an executive order last month, the administration asserted that being transgender “conflicts with a soldier’s commitment to an honorable, truthful and disciplined lifestyle.”The military also released for the first time figures on the cost of providing gender-affirming medical care for trans troops. They show that since 2015, when trans troops were first allowed to serve openly, the military has spent $52 million on their care, including psychotherapy, hormone therapy and surgery, or about $9,000 per trans service member. The total is a fraction of the $17 billion annual budget for the Defense Department’s health agency.The Defense Department data shows that about half of the troops diagnosed with gender dysphoria required no medical care at all. About a quarter required surgery.For years, the military insisted that it had no way of tracking figures related to transgender troops. The Pentagon released the numbers after a federal judge ordered the Defense Department on Thursday to provide data on trans service members, ruling in a lawsuit filed by a group of trans service members who challenged the Trump policies barring them. Transgender US military personnel must be identified and stood down, says Pentagon memo

Transgender service members will be separated from the US military unless they receive an exemption, according to a Pentagon memo filed in court on Wednesday – essentially banning them from joining or serving in the armed forces.Donald Trump signed an executive order in January that took aim at transgender troops in a personal way – at one point saying that a man identifying as a woman was “not consistent with the humility and selflessness required of a service member”.This month, the Pentagon had said that the US military would no longer allow transgender individuals to join and would stop performing or facilitating procedures associated with gender transition for service members.Wednesday’s late-evening memo went further. It said that the Pentagon must create a procedure to identify troops who are transgender within 30 days and then within 30 days of that, must start to separate them from the military.“It is the policy of the United States government to establish high standards for service member readiness, lethality, cohesion, honesty, humility, uniformity, and integrity,” said the memo, dated 26 February.“This policy is inconsistent with the medical, surgical, and mental health constraints on individuals with gender dysphoria or who have a current diagnosis or history of, or exhibit symptoms consistent with, gender dysphoria.”There is no requirement for transgender troops to self identify and the Pentagon doesn’t have a precise number.The Pentagon said waivers would be granted only “provided there is a compelling government interest in retaining the service member that directly supports warfighting capabilities”.It added that for a waiver, troops must also be able to meet a number of criteria, including that the service member “demonstrates 36 consecutive months of stability in the service member’s sex without clinically significant distress”.The military has about 1.3 million active duty personnel, according to Department of Defense data. Transgender rights advocates say there are as many as 15,000 transgender service members. Officials say the number is in the low thousands.The move, which goes further than restrictions Trump placed on transgender service members during his first administration, was described as unprecedented by advocates. “The scope and severity of this ban is unprecedented. It is a complete purge of all transgender individuals from military service,” said Shannon Minter of the National Center For Lesbian Rights (NCLR).The memo was filed in court as part of a lawsuit brought by NCLR and GLAD Law. The suit challenges the constitutionality of the January executive order and argues that it violates the equal protection component of the fifth amendment.This month, the US defense secretary, Pete Hegseth, said people with gender dysphoria already in the military would be “treated with dignity and respect”. Prison Officials Detail Treatment of Trans Inmates Under Trump Gender Order

The federal Bureau of Prisons is banning the use of preferred pronouns, stopping special pat-down procedures and rejecting underwear requests from transgender prisoners.The Bureau of Prisons on Friday laid out strict new guidelines for the treatment of transgender inmates to comply with President Trump’s executive order on gender recognition, including ending special procedures for pat-down searches and barring prisoners from purchasing the underwear of their choice.The guidelines, dated Feb. 21 and obtained by The New York Times, show the extraordinary steps that the federal government will have to take to comply with the president’s edict that there are only two sexes, established at conception, and that men who “self-identify as women” pose a threat to the safety of women.The prison memo was issued on the same day that a new group of transgender women rushed to court to try to stop their transfer from all-female prisons to all-male facilities, saying that the move would place them at an elevated risk of physical and sexual violence. Already, a preliminary injunction issued Feb. 18 had blocked the transfer of three transgender women to male prisons.But the new lawsuit said the bureau informed the trans women not participating in earlier suits that they were to be transferred to male prisons “imminently.”The Bureau of Prison’s two-page memo details the treatment expected of transgender inmates at length. The guidelines require prison staff to refer to inmates by “their legal name or pronouns corresponding to their biological sex.”It said that transgender women would no longer be shielded from pat-down searches by male guards and that they would no longer be permitted to buy bras and other women’s clothing at the commissary. Trump singled me out for ruining women’s sport. This is my response to him | Austin Killips

Earlier this month, Donald Trump singled me out. In fact, I was the first example he gave of someone ruining women’s sport.“Last year”, he said while announcing his Keeping Men Out of Women’s Sports executive order, “a male cyclist posing as a woman competed in the 800-mile Arizona Trail Race – a very big deal in cycling – and obliterated the women’s course record by nearly five and a half hours.”He’s right: I did snag the record from Alex Schultz (a man) who had previously bested the record held by Lael Wilcox (a woman). A few months after my effort, all of our paces were shattered by a Lithuanian ultra-distance phenom.You see, my interest in this event was spurred by its co-ed leaderboard. Events like the Arizona Trail Race are not bound by governing bodies in any traditional sense. The rules boil down to little more than “pedal alone and in good faith under your own power”. An event that involves riding across the length of Arizona and traversing the Grand Canyon with a bicycle on your back is as much a competition as an actualizing exercise for the masochists who choose to sublimate through sport.View image in fullscreenNot that it got me anywhere, financially. My fleeting record run was the talk of two niche cycling publications, a few subreddits, and generated enough clout for an REI cashier to grant me a full refund on a pair of absolutely destroyed shoe gaiters. It failed to secure me anything meaningful like industry sponsorships – tangible support that would have made my pursuits in sport tenable.Instead, my wins only served to generate more artifacts for the right’s culture wars, while I remained unable to garner even a sliver of the institutional recognition that friends and fellow competitors with similar palmares have found.Transgender people lost the inclusion battle in sport ages ago. International governing bodies for competitions in running, cycling, chess, swimming, darts and more have repeatedly caved to pressure and helped shift the Overton window to exclude trans people from public life more broadly. The world’s least gracious winners insist on kicking sand in our eyes.Trump’s executive order is a perfect scam: he and his acolytes get to talk endlessly about the fake specter of trans athletes “invading” women’s sports, while never putting any of their attention, immense political cache and funding access towards things that would meaningfully elevate the state of women’s sports. Instead, they get to fixate their hate and attention on every transsexual woman who dares show up to a rec T-ball league with her friends.Meanwhile, the women who simply want to compete and labor as athletes are left in the cold.In my field of cycling, conditions haven’t been this dire in ages if you’re a woman in the US trying to progress to the vaunted European peloton. Last year saw the shuttering of two institutions: the Joe Martin Stage Race went from postponed to falling off the calendar after 46 years, and the longest-running women’s professional team, DNA Pro Cycling, closed up shop after 12 years of being the premier pipeline for American women hoping to advance to the international peloton. For women looking for a team or a race that could potentially catapult their career forward, things are the worst they have been in the last decade.View image in fullscreenConsider this: when you watch a professional race, it’s common for an announcer to regale spectators with the resumes of the women on the start line. Many of them are record-shattering athletes and also hold full-time jobs as doctors, researchers or investment bankers. These remarks always come in good faith, but as a means of contrasting us against the men – who usually have enough money and support thrown behind them to make a living as athletes – they speak to the sad state of affairs in women’s sport. And soon, things for women’s sports will get even worse. Because it bears repeating, as clearly as possible: their project contains no measures that help female athletes at the professional level as laborers, and certainly nothing that even gestures towards new investment opportunities for girls pursuing their dream. It’s a free market that devalues women’s labor at every turn.In fact, the only action items referencing funding simply establishes a precedent for rescinding money from organizations investing in women and girls who have given their lives and bodies to sport. In this new reality, all women lose. In fact, everyone loses – except for the people cashing checks and amassing political power.They found a scapegoat, and all they have done is enrich themselves with five-figure speaking fee tours, while taking the oxygen out of the room. The only lane they’ve made is one that encourages women to quit competing for a life of news appearances and college campus speaking tours.They are, for lack of a better word, cowards who don’t want to do the actual work of empowering and supporting athletes.So my argument is quite simple. Maybe you take umbrage with trans people in sports, and in turn me (whatever, you won that battle). But if you purport to care about women’s sports, about girls getting a fair chance at competing, you need to ask yourself why, at the height of a historic moment of sweeping and unchecked austerity measures, the loudest and wealthiest people in the room have built a movement that culminated in this: an executive order that establishes a precedent to strip funding away from women in sport. This would affect not only those who wish to join and those within the military who are transitioning and require medical treatment but also service members who have already transitioned and been working in the armed forces for many years.“This is not a place where we expected to be after a decade of open service,” Fram said. “The ban makes me sad for myself and my transgender colleagues, and also concerned for America’s national security. We have thousands of transgender service members who have served openly and honorably, and their loss would leave a massive hole in our country’s military capabilities.”Lt Cdr Geirid Morgan, who has served in the navy for 14 years, said: “An all-out ban would mean the rapid termination of thousands of transgender service members, many of whom are mid-career like myself,” adding: “Many trans service members are senior-enlisted or at officer rank, with 10-plus years of service, multiple deployments, and millions of dollars invested in their lives and careers.” (Fram and Morgan, like the other trans servicepeople featured in this article, emphasized that they were speaking in a personal capacity, and not officially representing the Department of Defense and US government.)View image in fullscreenOpen service for trans people in the US military was introduced in 2016. In announcing the revival of a ban he initiated in his first term of office (later revoked by Joe Biden), Donald Trump said in a 27 January executive order: “The Armed Forces have been afflicted with radical gender ideology to appease activists unconcerned with the requirements of military service like physical and mental health, selflessness, and unit cohesion.”In Trump’s executive order, as with a slew of measures targeting trans people in recent weeks in areas such as healthcare provision and sports, the administration made clear it did not recognize trans identities – rather only two sexes, male and female: “Expressing a false ‘gender identity’ divergent from an individual’s sex cannot satisfy the rigorous standards necessary for Military Service.”CPO Ryan Goodell, a signal analyst with the navy, said: “That isn’t true. The requirements for service are the same for trans people as their cisgender counterparts.” He continued: “Let our service speak for itself. I’ve been dedicated to my career for 13 years and would like to continue doing it.”On 7 February, as first reported by the Hill, the defense secretary, Pete Hegseth, issued instructions for the military to cease employing new trans recruits and suspend medical treatments existing trans recruits may have been receiving, claiming that allowing trans people to serve openly undermined military capability.However, a 2016 Rand study found the opposite, showing that the cost for the military of medical transitions was comparatively minor and unit cohesion was unaffected by the presence of trans service members.Some fellow trans service members have already had medical treatments canceled, Goodell said. “This has caused them distress, but there is also a lot of resilience and determination. I’ve no idea what the obsession with the transgender community is, and it’s very disheartening to watch this campaign to erase the transgender community. We haven’t harmed anyone. We’re not enemies of the state, or anything crazy like that. We’re citizens of the United States. We will provide status updates as we are able.”Alexandria Holder, a master sergeant with the US air force, said it was “extremely stressful” to work in a climate of such governmental hostility and lack of clarity.“I have served my country for 20 years, and have a family to support,” Holder said, referring to her wife, Brittanie, and their four children. “It makes it very difficult to plan for the future. I’m scared, but I continue to do my job, and do it well. My service is core to my identity.”“People forget this doesn’t just impact us as service members, but also our loved ones and families,” said Fram, who has a wife, Peg, and two children. “The impact goes far beyond us and has major effects on all those people we care about.”The trans military ban, like other Trump administration measures targeting trans people, is already the subject of legal challenges – one by Lambda Legal and the Human Rights Campaign, and the other by the National Center for Lesbian Rights (NCLR) and GLBTQ Legal Advocates & Defenders (Glad Law).View image in fullscreenThe organizations are representing trans plaintiffs from the army, navy and air force with many years of decorated service behind them. The plaintiffs include the navy Cdr Emily “Hawking” Shilling, the president of Sparta, an organization representing an estimated 15,000 active and reserve transgender troops.“The language in the executive order and other things is so rabid that we 100% think the final order will go after all trans people – the intention is all-out erasure,” said the senior attorney Sasha Buchert, director of Lambda Legal’s Non-Binary and Transgender Rights Project.Of the pending legal cases, the defense department official told the Guardian: “As a matter of policy, the department does not comment on ongoing litigation.”The charge that trans service members are weak and disruptive “doesn’t resonate with my and my friends’ experiences”, said Morgan. “My engagements with colleagues and leadership only improved when they were interacting with me as my authentic self. I have had two of the most productive years of my professional life since beginning my transition. I am able to trust and depend on people as I have never been able to before. That’s not an exception, that’s a general rule for all my trans colleagues. Being able to be ourselves has made us better service members.”

Goodell echoed that sentiment: “It’s taken a very long time in my life to come to the realization of who I am, and I am a better person, a better son, a better sailor and a better leader as a result.”Holder serves as flight chief for 43 airmen, supporting operations in the Middle East and North Africa, leading groups of Arabic linguists and intelligence analysts.“I love what I do, especially when it comes to leading,” she said. “There was a lot of stress around the first ban, but this time is different because of the level of demonization of trans people during and after the election campaign, and the number of anti-trans bills at both state and federal levels.“Being able to come out and go through my transition allowed me to be a better leader, and feel better empathy with the people around me,” Holder said. “Being open about who you are should be seen as strength and be celebrated, instead of being demonized and perceived as a weakness. If someone wants to claim I, or any trans service member, is weaker than them, I would challenge them to do what I have done while serving my country and see if they can do the same.”While Hegseth has stated that trans service members “will be treated with dignity and respect”, those who spoke to the Guardian said that having their years of service nullified and careers terminated simply because they are transgender revealed the opposite.Fram said: “When we are told we are not meeting military standards without any evidence, when the language of these executive orders and memos challenges our honor, it is extremely painful to hear – and also to be put in a position where we have to defend our existence and capabilities.”View image in fullscreenHolder said: “I look at all that trans people have achieved in uniform, and would ask President Trump and Secretary Hegseth to look at what we do and achieve rather than what our identities are, and let us continue to serve.” She added: “I would welcome meeting them to tell them about my experiences and my work, and show them how trans people have served our country.”Fram said she had been “overwhelmed” with the support shown by cisgender colleagues. “Their message is, ‘I see you, I support you,’” Fram said. “The question in the military is, ‘Are you with me? Do you have my back?’ When it comes to supporting transgender service members, the answer is ‘yes’. But I don’t want to be in a position where people feel they need to check in on me or offer support. It’s incredibly gratifying to know I have that, but it takes away from the work we should be doing.”Goodell said he would be “forever grateful” to the doctors who helped him transition, especially with his recent final gender-confirming surgery. “I sensed they were frustrated with the prospect of any ban that would forbid them from providing care, because that is what they do, that is their calling. I expressed my sincere gratitude for all they had done for me.”The service members said they remained optimistic, but all are preparing for “the worst-case scenario”, as Fram put it, should they suddenly find themselves thrown out of their jobs.“In a perfect world I would like to continue to serve and do 20 years of service,” Goodell said. “But if that isn’t the case, those of us who have served I hope will be treated with dignity and respect and be afforded the benefits we’ve earned, like veterans’ healthcare.”Fram said: “No proclamations will erase our existence. The only person who gets to judge who we are is ourselves.” She continued: “Trans people are some of the most resilient people out there. We had to dig deep and find who we really are. Nothing that comes out of this government can invalidate that fact. We exist. We do incredible things. The US commission that enforces civil rights laws against workplace discrimination has moved to dismiss six cases it brought on behalf of workers alleging gender-identity discrimination, it was revealed on Saturday.The Equal Employment Opportunity Commission (EEOC), established via the Civil Rights Act of 1964, said in court papers it was looking to dismiss the cases in Illinois, Alabama, New York and California, because they now conflict with a Trump administration executive order to recognize only two “immutable” sexes, male and female.Each of the six complaints alleges discrimination against transgender or gender-non-conforming workers.The case in Alabama charged a hospitality group with discriminating against an employee who identifies as gay, non-binary and male by firing him hours after co-owners learned of his gender identity.The New York lawsuit alleged that a hotel group fired a transgender housekeeper who complained that a supervisor repeatedly misgendered them and made anti-transgender statements, referring to the housekeeper as a “transformer” and “it”.The complaint in Illinois alleged that a Wendy’s franchisee subjected three transgender employees to pervasive sexual harassment and claimed a supervisor demanded to know whether one employee had a penis.In two other cases in the state, a transgender Reggio’s Pizza cashier at Chicago O’Hare international airport was “outed” by her manager, called a racist, homophobic slur by co-workers, and fired when she complained.In southern Illinois, at a hog farm called Sisbro Inc, a man allegedly exposed his genitals to a transgender co-worker and touched her breasts.In California, lawyers with the EEOC charged that a Lush handmade cosmetics store manager sexually harassed three gender non-conforming employees with “offensive physical and verbal sexual conduct”.The request to dismiss the cases marks a significant shift in the commission’s interpretation of civil rights law and contrasts with a 2015 ruling that determined that discrimination against transgender employees fell under federal sex-discrimination law.That decision found that the department of the US army had discriminated against Tamara Lusardi, a transgender employee who transitioned from male to female on the job, by barring her from using the same bathroom as all other female employees, and by her supervisors’ continued intentional use of male names and pronouns in referring to Lusardi after her transition.Last year, the EEOC updated its guidance to specify that deliberately using the wrong pronouns for an employee, or refusing them access to bathrooms corresponding with their gender identity, constituted a form of harassment.The request to dismiss the six cases comes as federal agencies have begun removing references to transgender identity from their websites but not sought to weaken protections against discrimination based on sexual preference.Last week, the National Park Service eliminated all references to transgender people from its website for the Stonewall national monument in New York that commemorates a 1969 riot, led by trans women of color, that ignited the contemporary gay rights movement.David Lopez, a former EEOC general counsel and professor at Rutgers law school, told the Associated Press that the commission has never previously dismissed cases based on substance rather than merit.For the country’s anti-discrimination agency “to discriminate against a group, and say: ‘We’re not going to enforce the law on their behalf’ itself is discrimination, in my view,” Lopez said. “It’s like a complete abdication of responsibility.”The commission’s website states that it received more than 3,000 charges alleging discrimination based on sexual orientation or gender identity in 2023, up more than 36% from the previous year. But a link for more information on discrimination based on sexual orientation or gender identity appears to have been removed.Two weeks ago, Trump dismissed two Democratic commissioners of the five-member EEOC before their terms expired. Soon after, the acting EEOC chair, Andrea Lucas, a Republican, signaled her intent to put the agency’s resources behind enforcing Trump’s executive order on gender.Lucas announced that one of her priorities would be “defending the biological and binary reality of sex and related rights”.“Biology is not bigotry. Biological sex is real, and it matters,” Lucas said in her statement. “Sex is binary (male and female) and immutable. It is not harassment to acknowledge these truths – or to use language like pronouns that flow from these realities, even repeatedly.”Lucas later ordered that the EEOC would continue accepting any and all discrimination charges filed by workers, but that complaints that “implicate” Trump’s order would be elevated to headquarters for “review”.Jocelyn Samuels, one of the EEOC commissioners who was fired last month, said that Trump’s executive order and the EEOC’s response to it “is truly regrettable” and that the administration’s “efforts to erase trans people are deeply harmful to a vulnerable community and inconsistent with governing law”.
