    New Jersey Transit Service Disrupted for Third Time in Less Than a Week

    Rush-hour commuters at Penn Station faced a shutdown of close to an hour, followed by extensive delays, after Amtrak investigated a report of a problem with overhead wires.New Jersey Transit service was disrupted once again on Monday evening, with travel suspended in and out of Pennsylvania Station for nearly an hour because of a report of a problem with Amtrak overhead wires in one of the Hudson River tunnels.Service was suspended at 6:37 p.m. and resumed shortly before 7:30 p.m., but trains were still subject to delays of up to 60 minutes, a New Jersey Transit spokesman said.It was at least the fifth disruption for New Jersey commuters in the last two months, and the third in less than a week. Amtrak and New Jersey Transit trains share the portion of Amtrak’s Northeast Corridor between New York City and Trenton, N.J., so issues with Amtrak tracks or wires immediately affect New Jersey Transit service.Trains were held in place for about 25 minutes, or in some cases pulled back to Penn Station, according to a New Jersey Transit customer service representative.An Amtrak spokesman said service had been suspended as a precautionary measure after a report of trouble with the overhead wires that provide the electricity that powers trains moving in and out of Penn Station.     NJ Transit Disrupted for Many by Disabled Train at Penn Station

Amtrak reported 90-minute delays.New Jersey Transit service into and out of New York’s Pennsylvania Station was suspended Tuesday morning for about an hour and all Amtrak trains passing through the station were delayed because of overhead wire issues and a disabled commuter train on the tracks, train officials said.Service for New Jersey Transit was restored shortly after 9 a.m., but riders heading to and from Penn Station were still experiencing lengthy delays. Officials had diverted trains bound for Manhattan to Hoboken, N.J., and directed travelers to take the PATH train or buses instead. The station in Hoboken quickly became overcrowded, according to pictures posted on social media, as commuters tried to make their way to work.The disruption ruined the morning commute for thousands of New Jersey residents as the delays rippled out along the various rail lines in the state. Some riders reported being stranded at stations, waiting more than 45 minutes for their trains to arrive.The problems on Tuesday came on the heels of major rush-hour delays at Penn Station earlier this month, caused by an inspection of tracks owned by Amtrak. Service was significantly delayed for more than an hour.Service was also disrupted in May when an overhead wire used for traffic signals fell and struck a cable in Kearny, N.J., that provides electrical power to trains on Amtrak’s Northeast Corridor. Trains were halted on Amtrak and New Jersey Transit in both directions between Penn Station and Newark, and delays stretched to more than four hours.On Tuesday, frustrated commuters used social media to complain about the delays, ask for updates and request refunds.“Without a doubt, delays are frustrating for everyone involved, including us,” Amtrak Northeast wrote in response to one post. “Regarding compensation, your full trip must be completed before we can take this into consideration.” More

    Amtrak and NJ Transit Trains Suspended Because of Fallen Wires at Penn Station

    Fallen electrical wires in New Jersey brought Amtrak and New Jersey Transit service to a halt on the Northeast Corridor, leaving travelers stranded, according to transit agencies.Train service along the Northeast Corridor south of New York City ground to a halt Wednesday evening because of fallen overhead power cables in Kearny, N.J., stranding commuters and travelers on trains and at stations as far south as Washington.The power outage disrupted service between New York and Newark, starting at 5:05 p.m. and the backups cascaded down the corridor that is the main line between New York and Washington. Some trains bound for Pennsylvania Station in Manhattan, America’s busiest rail hub, terminated in Philadelphia, where passengers were left to find alternate transportation, said Jason Abrams, a spokesman for Amtrak.At 10:05 p.m., hundreds of people rushed the entryway of track 11 at Penn Station, where a train to Trenton was boarding nearly four-and-a-half hours behind schedule.At about 10:30 p.m., Mr. Abrams said trains were running again south of Penn Station. By 11 p.m., he said, northbound service had also resumed. But it was not clear if service would be fully restored before the Thursday morning rush.Sheydline Moise, 23, was shuffling forward in the crowd. She’d left work to catch a 6:27 p.m. train home toward Woodbridge, N.J., and had been waiting at the station ever since.     Subway Death in NYC Gives Insight Into the City’s Challenges

    The man charged with shoving a man from a subway platform had a violent history, according to officials. The man who died was recovering from his own troubled past, his family said.Before the paths of Jason Volz and Carlton McPherson collided in a terrible moment on a Harlem subway platform on Monday, their lives had seemed to be heading in opposite directions.Mr. McPherson had been hospitalized at least half a dozen times since last year for mental health treatment, according to someone who has seen some of his medical records. A neighbor in the Bronx said he sometimes slept in a hallway closet in his grandmother’s building because she would not let him into her apartment. Last October, a man whom prosecutors believe to be Mr. McPherson — he had the same name and birth year — was charged with beating a Brooklyn homeless shelter employee with a cane.Mr. Volz, 54, was recovering from addiction and had also endured homelessness, but had gotten sober two years ago and had just moved into a new apartment, his ex-wife said.On Monday night, the police say, Mr. McPherson, 24, walked up to Mr. Volz on the uptown platform of the 125th Street station on Lexington Avenue and shoved him in front of an oncoming No. 4 train.Responding police officers, who had been on another part of the platform, found him lifeless beneath the train.     After Another Subway Shooting, NYC Wrestles With Question of Safety

    Even with the National Guard patrolling the system, some New Yorkers say they don’t feel secure, particularly after the subway shooting in Brooklyn on Thursday. Others remain unfazed.The subway crime that Jimmy Sumampow had been hearing about in recent years — as well as his own experience — had already led him to make plans to leave New York City. Then, on Friday, he saw a video online of the shooting on an A train this week.“I’m scared,” said Mr. Sumampow, 46, after seeing the video. Mr. Sumampow lives in Elmhurst, Queens, but plans to board an Amtrak train on Monday for Florida, where he has a new job and an apartment lined up. “I feel I should move out for a while and see if New York takes action and gets better,” he said.For Elise Anderson, however, the shooting did not raise her level of concern.“I wouldn’t say I’m any more scared,” Ms. Anderson, a 27-year-old Brooklyn resident, said as she waited at the Port Authority Bus Terminal subway station on Friday for a downtown A train. “I think we’re in one of the safest cities in the world.”In interviews across the city this week, New Yorkers wrestled with a question that cut to the core of the city’s identity: Is the subway system safe? Subway crime data in recent years shows a muddled picture, and just as they have in surveys of riders and polls of residents, New Yorkers’ opinions diverge.But barely more than a week after Gov. Kathy Hochul sent the National Guard and State Police into the subway to increase security and help ease New Yorkers’ fears, the shooting seemed to underscore the limits of law enforcement’s ability to improve safety underground.The episode took place at the Hoyt-Schermerhorn station, where the Police Department maintains an outpost, Transit District 30, that is regularly staffed by officers.     National Guard Can’t Carry Long Guns While Checking Bags in Subway

    Gov. Kathy Hochul issued an order forbidding the weapons at bag-check stations on Wednesday, directly after her announcement that soldiers would be deployed to New York City’s subways.Shortly after Gov. Kathy Hochul announced on Wednesday that hundreds of National Guard soldiers would be deployed to patrol the New York City subway system and check riders’ bags, her office made an adjustment: Soldiers searching bags would not carry long guns.The change, which was first reported by The Daily News, was ordered by Ms. Hochul on Wednesday for implementation on Thursday, according to a spokesman for the governor. Ms. Hochul issued a directive that National Guard members would be prohibited from carrying long guns at bag-check stations, he said. Soldiers not working at the stations would presumably be allowed to carry them.Donna Lieberman, the executive director of the New York Civil Liberties Union, called the ban on long guns at bag-checking stations a “relief,” but said the Guard’s presence underground remained “an unnecessary overreaction based on fear, not facts.”“Deploying military personnel to the subways will not make New Yorkers feel safe,” Ms. Lieberman said. “It will, unfortunately, create a perfect storm for tension, escalation and further criminalization of Black and brown New Yorkers.”Early images of the National Guard’s deployment showed soldiers standing near turnstiles in the subterranean system, wearing camouflage and military gear and holding long guns.Ms. Hochul, a Democrat, said the move to flood the system with reinforcements — 750 members of the New York National Guard, and an additional 250 personnel from the State Police and the Metropolitan Transportation Authority — would help commuters and visitors feel safe.Subway safety, a perpetual concern for New Yorkers, has been a challenging issue for public officials, who can be as sensitive to the perception that mass transit is dangerous as they are to an actual rise in crime.In February, following a 45 percent spike in major crimes in the first month of the year compared with the same period last year, Mayor Eric Adams ordered an additional 1,000 police officers into the subway system. Reported crime rates in the system declined that month, according to city data, and the overall rise in major crimes for the year as of March 3 was 13 percent, Police Department data shows.Ms. Hochul’s announcement this week drew criticism from public officials and from some members of her own party.Jumaane N. Williams, the city’s public advocate, warned that the plan would “criminalize the public on public transit.” Emily Gallagher, an assemblywoman and democratic socialist from Brooklyn, said that Ms. Hochul’s move was a “ham-fisted and authoritarian response” that validated “G.O.P. propaganda about urban lawlessness in an election year.”John Chell, the Police Department’s chief of patrol, cited recent statistics suggesting that transit crime had dropped.“Our transit system is not a ‘war’ zone!” he wrote on X.     A Subway Attack That Shook New York City

    The gunman who injured 23 in Sunset Park, Brooklyn, escaped, but the police identified a person of interest.Good morning. It’s Wednesday. Two stories will dominate the conversation today: the attack in the subway that left at least 23 people injured, 10 from gunfire, and the resignation of Lt. Gov. Brian Benjamin, hours after he was arrested on corruption charges.Dave Sanders for The New York TimesA man dressed in a neon-orange vest and a green construction helmet strapped on a gas mask, released two smoke grenades and began firing a gun he was carrying.It was the beginning of an attack that rattled the city — a mass shooting that turned the subway into another edgy symbol of a city worn thin by violence.Videos from the subway car where the smoke bomb went off and the shots rang out showed commuters running and just trying to breathe as they pulled their sleeves and their collars across their faces. My colleague Sarah Maslin Nir writes that there were a few panicked screams before the train pulled into the next stop, the doors opened and riders who could escape poured out, gasping in the smoke.“There’s been a shooting,” a woman said as she fled. Behind her a man limped out of the smoky subway car. Other passengers collapsed once they made it out, while in the car, wounded passengers lay on the blue seats or on the floor.The gunman — who had been on the train for eight stops, according to the police — apparently escaped in the maelstrom on the platform. At least one surveillance camera that could have captured the gunman was not working, Mayor Eric Adams said. The camera malfunction appeared to hamper the search as the police fanned out through Sunset Park. Police officials said they were looking for a “person of interest,” Frank R. James, a 62-year-old man who had rented a U-Haul van they found several miles from the station where the attack occurred. They said the van had been rented in Philadelphia.In the station, they said, they had found a nine-millimeter semiautomatic handgun, a hatchet and a bag with fireworks. Keechant Sewell, the police commissioner, added that there were online “postings possibly connected to the man where he mentions homelessness, he mentions New York and he does mention Mayor Adams.” As a result, she said, the mayor’s security detail was being tightened “in an abundance of caution”Adams, confined to Gracie Mansion after testing positive for the coronavirus this week, said in radio and television interviews that the police presence in the subways would be doubled and that officers assigned to day shifts would work into the evening. He said on NY1 that the shooting “really elevates the conversation” about the “crisis that is playing across our country” involving the proliferation of guns.It was not the first time in his 100-plus days in office that Adams had ordered more police attention on the subways. He announced plans in January to order hundreds of street-level patrol officers to inspect subway stations regularly and to redeploy officers from desk jobs onto the trains. Adams also announced plans to stop homeless people from sheltering on trains and platforms a few weeks after a woman was pushed to her death in front of a train.But crime has continued to increase. For January and February, felony assaults were up 10 percent over the same period last year, and for many passengers, safety is a paramount concern. In a recent survey by the Metropolitan Transportation Authority, the agency that runs the transit system, fear of crime and harassment were the top factors cited by people who said they no longer take the subway.On Tuesday, Marjorie Michele, a nursing technician from Ocean Hill, Brooklyn, took an Uber home from work. Gov. Brian Benjamin resigned, hours after federal prosecutors unsealed an indictment accusing him of directing a corruption scheme. The charges included trading state funds for illegal donations to his past campaigns for the State Senate and New York City comptroller.The five-count indictment accused him of bribery, fraud and conspiracy in directing $50,000 in state funds to a nonprofit group controlled by a real estate developer, Gerald Migdol. In return, Migdol arranged for illegal contributions to go to Benjamin’s failed campaign for city comptroller last year. Benjamin was also accused of offering to help Migdol win a zoning variance if he gave $15,000 to a separate fund for State Senate Democrats.“This is a simple story of corruption,” Damian Williams, the U.S. attorney for the Southern District of New York, said at a news conference before Benjamin’s resignation was announced. “Taxpayer money for campaign contributions. A quid pro quo. This for that. That’s bribery, plain and simple.”Benjamin pleaded not guilty in Federal District Court in Lower Manhattan before his resignation and was released on $250,000 bond.The fallout for the governorThe case complicated this year’s campaign for Hochul. After Andrew Cuomo resigned in disgrace last summer, one of her first major decisions was to appoint Benjamin.Now that decision has become a potentially consequential liability as she runs for a four-year term. My colleague Luis Ferré-Sadurní writes that Democratic and Republican rivals are already sharpening their attacks.She can select a new lieutenant governor in the coming weeks, but it will be difficult to replace Benjamin on the Democratic primary ballot in June. Because he was designated as the Democratic Party’s nominee for lieutenant governor, election rules stipulate that his name could be removed at this point only if he were to move out of the state, die or run for another office.Benjamin left court without commenting on the case. He and his lawyers met with prosecutors last week, according to someone familiar with the matter, and Benjamin’s top aides were privately reassuring their allies that he expected to be cleared of wrongdoing.A charity gets $50,000 it did not ask forThe indictment said Benjamin had approached Migdol in March 2019, months before he announced his candidacy for comptroller, and that Migdol demurred, saying he needed to solicit the same potential donors for his charity, Friends of Public School Harlem.“Let me see what I can do,” Benjamin replied, according to the indictment. Then he arranged a $50,000 education grant for the charity that Migdol had not sought.Later, in a meeting in Benjamin’s office, Migdol handed over $25,000 in checks made out to Benjamin’s Senate campaign account. The prosecutors said he attempted to conceal his involvement by giving Benjamin checks drawn on the accounts of relatives or an L.L.C. he controlled.
