    Crime: Red Delusions About Purple Reality

    During last week’s Oklahoma gubernatorial debate Joy Hofmeister, the surprisingly competitive Democratic candidate, addressed Kevin Stitt, the Republican incumbent, who — like many in his party — is running as a champion of law and order.“The fact is the rates of violent crime in Oklahoma are higher under your watch than New York and California,” she declared.Stitt responded by laughing, and turned to the audience: “Oklahomans, do you believe we have higher crime than New York or California?”But Hofmeister was completely correct. In fact, when it comes to homicide, the most reliably measured form of violent crime, it isn’t even close: In 2020 Oklahoma’s murder rate was almost 50 percent higher than California’s, almost double New York’s, and this ranking probably hasn’t changed.Was Stitt unaware of this fact? Or was he just counting on his audience’s ignorance? If it was the latter, he may, alas, have made the right call. Public perceptions about crime are often at odds with reality. And in this election year Republicans are trying to exploit one of the biggest misperceptions: that crime is a big-city, blue-state problem.Americans aren’t wrong to be concerned about crime. Nationwide, violent crime rose substantially in 2020; we don’t have complete data yet, but murders appear to have risen further in 2021, although they seem to be declining again.Nobody knows for sure what caused the surge — just as nobody knows for sure what caused the epic decline in crime from 1990 to the mid-2010s, about which more shortly. But given the timing, the social and psychological effects of the pandemic are the most likely culprit, with a possible secondary role for the damage to police-community relations caused by the murder of George Floyd.While the crime surge was real, however, the perception that it was all about big cities run by Democrats is false. This was a purple crime wave, with murder rates rising at roughly the same rate in Trump-voting red states and Biden-voting blue states. Homicides rose sharply in both urban and rural areas. And if we look at levels rather than rates of change, both homicides and violent crime as a whole are generally higher in red states.So why do so many people believe otherwise? Before we get to politically motivated disinformation, let’s talk about some other factors that might have skewed perceptions.One factor is visibility. As Bloomberg’s Justin Fox has pointed out, New York City is one of the safest places in America — but you’re more likely to see a crime, or know someone who has seen a crime, than elsewhere because the city has vastly higher population density than anyplace else, meaning that there are often many witnesses around when something bad happens.Another factor may be the human tendency to believe stories that confirm our preconceptions. Many people feel instinctively that getting tough on criminals is an effective anti-crime strategy, so they’re inclined to assume that places that are less tough — for example, those that don’t prosecute some nonviolent offenses — must suffer higher crime as a result. This doesn’t appear to be true, but you can see why people might believe it.Such misconceptions are made easier by the long-running disconnect between the reality of crime and public perceptions. Violent crime halved between 1991 and 2014, yet for almost that entire period a large majority of Americans told pollsters that crime was rising.However, only a minority believed that it was rising in their own area. This tendency to believe that crime is terrible, but mostly someplace else, was confirmed by an August poll showing a huge gap between the number of Americans who consider violent crime a serious problem nationally and the much smaller number who see it as a serious problem where they live.Which brings us to the efforts by right-wing media and Republicans to weaponize crime as an issue in the midterms — efforts that one has to admit are proving effective, even though the breadth of the crime wave, more or less equally affecting red and blue states, rural and urban areas and so on suggests that it’s nobody’s fault.It’s possible that these efforts would have gained traction no matter what Democrats did. It’s also true, however, that too few Democrats have responded effectively.In New York, Gov. Kathy Hochul was very late to the party, apparently realizing only a few days ago that crime was a major issue she needed to address. On the other hand, Eric Adams, New York City’s mayor, has seemed to feed fear-mongering, declaring that he had “never seen crime at this level,” an assertion contradicted by his own Police Department’s data. Even after the 2020-21 surge, serious crime in New York remained far below its 1990 peak, and in fact was still lower than it was when Rudy Giuliani was mayor.I’m not a politician, but this doesn’t seem as if it should be hard. Why not acknowledge the validity of concerns over the recent crime surge, while also pointing out that right-wingers who talk tough on crime don’t seem to be any good at actually keeping crime low?The Times is committed to publishing a diversity of letters to the editor.     Michelle Wu Is Neither White Nor Male. She Was Elected Mayor of Boston.

    BOSTON — Time to retire the tired old tropes about Brahmin swells, Irish ward heelers and the petty parochialism that for too long has defined this city on the national stage. A Taiwanese American woman from Chicago is about to become the mayor of Boston, a town that, until Tuesday, had elected only white men to that office.Michelle Wu defeated Annissa Essaibi George, a City Council colleague whose father is from Tunisia and mother was born to Polish parents in a German refugee camp.The election of Ms. Wu, a 36-year-old lawyer, represents a seismic shift to a political landscape in which “white” and “male” were prerequisites to be elected mayor since the position was established here in 1822. Ms. Wu will join at least 11 women (and possibly 13, depending on election results) as mayors of U.S. cities with a population of more than 400,000.Ms. Wu and Ms. Essaibi George, both Democrats, emerged in September as the top vote-getters in the nonpartisan preliminary election, which included not a single white man among the five candidates. By winning the runoff on Tuesday, Ms. Wu will succeed acting Mayor Kim Janey, who in March became the first Black Bostonian and first woman to occupy the position, after Marty Walsh stepped down to join the Biden administration as secretary of labor.It’s a long way from the Irish domination of the mayoralty that began in 1884 with the election of Hugh O’Brien, a native of County Cork. The office was held without interruption by men of Irish descent from 1930 to 1993, when Thomas Menino became the first Italian American to claim the job.That was almost 30 years ago, but like most caricatures of this city, the idea of Boston as more Irish than Guinness stout retains a stubborn hold on the national imagination. In fact, Boston has been a “majority minority” city since the turn of this century, when census figures first confirmed the percentage of non-Hispanic whites had dropped below 50 percent (to 49.5 percent). The latest census data shows the city becoming even more diverse, with the proportion of Asian, Hispanic and multiracial residents on the rise.That reality stands in stark contrast to images of Boston that are seared into memory — white women in house coats and hair curlers throwing rocks at school buses full of Black children, and a white teenage thug assaulting a Black lawyer with an American flag on City Hall Plaza during a demonstration against a federal court order to desegregate the public schools through busing. Those photographs are more than 40 years old, but their power to define the city as insular and racist remains undiminished.To be sure, the legacy of that era lives on in a school system abandoned by those opposed to integration, leaving behind a student population that today is only 14 percent white. Under Mayor Ray Flynn, control of the chronically underperforming schools shifted in 1991 from an elected school committee to a panel chosen by the mayor, a change many denounced as a move that disenfranchised minority parents. A nonbinding question on the city ballot Tuesday asked whether voters should again be allowed to elect its school committee, as voters do in every other city and town in Massachusetts (it looked poised to pass). Ms. Wu supports a hybrid model with a majority of the committee elected by voters and a number of experts appointed by the mayor.It is a measure of how much Boston has changed that Ms. Essaibi George, who grew up in the city’s Dorchester neighborhood and taught in the public schools, failed in her bid to brand the Chicago-born Ms. Wu as an outsider. Ms. Wu first came to Massachusetts to attend Harvard. A Suffolk University/Boston Globe/NBC 10 poll last month found that 59 percent of likely voters said it did not matter to them whether a candidate was Boston born and reared.The election of an Asian American woman will not erase the high cost of housing, the rise in crime or the racial disparities in education, wealth and medical outcomes that persist here, as they do in most major American cities. But Ms. Wu comes to the job with bold plans to address gentrification and climate change and to reform the police, many inspired by her former Harvard Law School professor and mentor, Senator Elizabeth Warren. Some of those ideas she cannot adopt unilaterally. Her proposal to reintroduce rent control, outlawed statewide by a ballot initiative in 1994, would require the approval of the State Legislature and Gov. Charlie Baker, who would most likely oppose it.And, for all the hype about the historic nature of this race — two women of color vying for mayor in a city whose politics have been long dominated by white men — public interest in the campaign was anemic at best. Many Bostonians sat out the election, with turnout not expected to top 30 percent of the city’s 442,000 registered voters.Ms. Wu should not be misled. Those stay-at-home voters will be paying close attention when she takes the oath of office in two weeks.     Census Shows a Nation That Resembles Its Future More Than Its Past

    For Democrats, there was much to cheer in the growth of cities and suburbs. But Republicans, imperiled by the falling white population, are still well positioned for redistricting.At first blush, Thursday’s release of census data held great news for Democrats. It painted a portrait of a considerably more urban and metropolitan nation, with increasingly Democratic metropolitan areas bustling with new arrivals and the rural, Republican heartland steadily losing residents. It is a much less white nation, too, with the white non-Hispanic population for the first time dropping in absolute numbers, a plunge that exceeded most experts’ estimates, and the growth in the Latino population slightly exceeding forecasts.But the census paints a picture of America as it is. And as it is, America is not very Democratic.Besides the census, the other great source of data on American politics is the result of the 2020 election, which revealed a deeply and narrowly divided nation. Despite nearly the full decade of demographic shifts shown by the census, Joe Biden won the national vote by the same four-point margin that he won by as Barack Obama’s running mate eight years earlier — and with fewer votes in the Electoral College.Democrats face great challenges in translating favorable demographic trends into electoral success, and the new census data may prove to be only the latest example. While the census shows that Democratic-leaning groups represent a growing share of the population, much of the population growth occurred in the Sun Belt, where Republicans still control the redistricting process. That gives them yet another chance to preserve their political power in the face of unfavorable demographic trends. And they are well prepared to do so.The new data will be used by state legislatures and commissions to redraw electoral maps, with the potential to determine control of Congress and state legislatures across the country in next year’s midterm election.Thursday’s release, the most detailed yet from the 2020 census, depicted a nation that increasingly seems to resemble its future more than its past. The non-Hispanic white share of the population fell to 57.8 percentage points, nearly two points lower than expected, as more Americans identified as multiracial. Vast swaths of the rural United States, including an outright majority of its counties, saw their populations shrink.“Democrats have reason to be happy with this census data set,” said Dave Wasserman, House editor of the Cook Political Report, who cited the higher-than-expected population tallies in New York and Chicago and the steady growth of the nation’s Hispanic population.Many Democrats had feared that Latino and urban voters would be badly undercounted amid the coronavirus pandemic and the Trump administration’s effort to ask about citizenship status.It is still possible that the census undercounted Hispanics, but the results did not leave any obvious evidence that the count had gone awry. The Hispanic share of the population was in line with projections. New York City, the epicenter of the pandemic, showed unexpectedly strong population growth.The surprising decline in the white and rural population is likely to bolster Democratic hopes that demographic shifts might help progressives secure a significant electoral advantage.But the possibility that demographic changes would doom conservatives has loomed over American politics for more than a decade, helping to exacerbate conservative fears of immigration and even to motivate a wave of new laws intended to restrict access to voting. Tucker Carlson, the Fox News television show host, has repeatedly stoked racist fears of “white replacement,” warning his viewers that it is a Democratic electoral strategy.Yet despite the seemingly favorable demographic portrait for Democrats depicted by the 2020 census, the 2020 election returned another closely divided result: a 50-50 Senate, one of the closest presidential elections in history, and a House majority so slender that it might be undone by the very data that Democrats were celebrating on Thursday.The nation’s electoral system — which rewards flipping states and districts — has tended to mute the effect of demographic change. Many Democratic gains in vote margins have come in metropolitan areas, where Democratic candidates were already winning races, or in red states like Texas, where Democrats have made huge gains in presidential elections but haven’t yet won many additional electoral votes.But Democrats haven’t fared much better over the past decade, as one would have expected based on favorable demographic trends alone. It’s not clear they’ve improved at all. Barack Obama and Joe Biden each won the national popular vote by four percentage points in 2012 and 2020. Demographic shifts, thus far, have been canceled out by Republican gains among nonwhite and especially Latino voters, who supported Mr. Trump in unexpectedly large numbers in 2020 and helped deny Democrats victory in Florida.The new census data confirms that the nation’s political center of gravity continues to shift to the Republican Sun Belt, where demographic shifts have helped Democrats make huge inroads over the past decade. Georgia and Arizona turned blue in 2020. Texas, where Hispanic residents now roughly equal non-Hispanic whites, is on the cusp of becoming a true battleground state.Phoenix vaulted ahead of Philadelphia to become the fifth most populated city in the United States since the last census.Juan Arredondo for The New York TimesJust 50.1 percent of Georgians were non-Hispanic whites, according to the new census data, raising the possibility that whites already represent a minority of the state’s population by now.But despite Democratic gains in the Sun Belt, Republicans continue to control the redistricting process in most of the fast-growing states that picked up seats through reapportionment.The relatively robust number of Latino and metropolitan voters will make it more difficult for Republicans to redraw some maps to their advantage, by requiring them to draw more voters from rural Republican areas to dilute urban and metropolitan concentrations of Democratic-leaning voters. It may also help Democrats redraw maps to their favor in Illinois and New York, where they do control the redistricting process.But there are few limits on gerrymandering, and even today’s relatively favorable data for Democrats are unlikely to be enough to overcome the expected Republican advantages in states where they enjoy full control over the redistricting process.The Democrats may be relying on the Republicans’ growing bashful about gerrymandering, said Michael McDonald, a political science professor at the University of Florida.“What the Republicans will have to do is crack the urban areas, and do it pretty aggressively,” he said. “It’s just one of those things we’ll have to see — how aggressive Republicans can be.”Nick Corasaniti More
