    China and the Perils of Bipartisanship

    Not a single congressional Republican voted for the recent $1.9 trillion stimulus package. Not even the so-called moderate Republicans, the handful who backed the second impeachment of former US President Donald Trump, deigned to support an economic package that helps Americans hardest hit by the COVID-19 pandemic. The entire Republican caucus didn’t just snub the Democrats. They ignored the Republican mayors, as well as 41% of Republican voters, who approved of the legislation.

    Naturally, the unified Republican caucus complained that President Joe Biden was not displaying his promised bipartisanship. It didn’t seem to occur to them that bipartisanship is a two-way street. How soon they’ve forgotten that nearly every Democrat in both houses voted for the Trump administration’s initial bailout package in March 2020.

    Nevertheless, the Biden administration remains eager to find common ground with Republican legislators. The president has high hopes that he can attract Republican support for an infrastructure bill this summer, given that rebuilding American bridges, highways and the like was a priority for the previous administration.

    But here’s a truly troubling scenario. Casting around for another unifying topic, the Biden team has seized upon China. Democrats and Republicans alike are concerned about what China is doing these days. There is bipartisan disgust over what’s happening in Hong Kong and Xinjiang. Hawks in both parties have long warned about Beijing’s actions in the South China Sea. Despite wildly different economic ideologies, Democrats and Republicans have joined hands in their opposition to Chinese trade and currency policies, cavalier approach to intellectual property rights and efforts to dominate markets in the Global South.

    On the face of it, however, the bill that Senate Majority Leader Chuck Schumer is starting to pull together is just another infrastructure initiative. It is meant “to shore up U.S. supply chains, expand American production of semiconductors, create 5G networks nationwide and pour billions into investments into U.S. manufacturing companies and hubs, among other proposals,” according to The Washington Post.

    But it’s not just infrastructure. The measure is specifically designed to bolster the full-spectrum US fight against China. “Hating China is a big bipartisan thing, and Schumer has the opportunity to take ownership of being against China,” points out Douglas Holtz-Eakin, president of the right-wing American Action Forum.

    According to the most benign reading of this bipartisanship, the Biden administration will be manufacturing an anti-Chinese version of the Sputnik moment when, in 1957, the Soviet launch of the first artificial satellite prompted a frenzy of US government spending on science and technology to catch up to the Russians. “The danger China poses could fundamentally reorder U.S. attitudes toward government’s role in domestic economic growth, research and development in ways that leave the United States stronger,” writes liberal columnist E.J. Dionne.

    A robust industrial policy is indeed preferable to, say, the tariffs that the Trump administration levied against Chinese products. If fear of China overcomes the conservative distaste for government interventions in the economy, should progressives really be looking this particular gift horse in the mouth?

    The Quad is the latest multilateral mechanism through which the United States is putting pressure on China. The four countries — the United States, India, Japan and Australia — all have their separate beefs with Beijing. But last week was the first time that the heads of these four states met as part of the Quadrilateral Security Dialogue, which was set up in 2007.

    The statement the four leaders recently published in The Washington Post makes no mention of China. It’s all about cooperating on climate, the pandemic and strengthening democracy. But that’s just being diplomatic. As Alex Ward writes in Vox, China has “gotten into a deadly fight over a disputed border with India, started a trade war with Australia, hacked the US government, and for years used its might to push Japan around on economic and military matters.” Trump tried to rally the four countries behind his own anti-China agenda. But his efforts were compromised by a suspicion in many quarters that he’d just as soon negotiate a deal with China behind the Quad’s back as coordinate a united front.

    The current president, by contrast, has moved steadily away from a preference to engage China. “Biden had to be reprogrammed on China” during the presidential campaign, one of his advisers said. This reprogramming explains Biden’s harsher tone during the election, such as calling Chinese leader Xi Jinping “a thug.”

    As president, Biden has been careful to sound notes of both amicability and threat. Cooperation to deal with the climate crisis is certainly a possibility. But promoting deals with China is not going to win the new president support in Congress or, for that matter, with the American public. China’s unfavorability rating rose to 79% in a recent Gallup poll, its worst showing in more than four decades. A shift has taken place in just the last couple of years. According to a Pew Research Center poll, 67% of Americans now have “cold” feelings toward China, compared to only 46% in 2018.

    The appointment of Kurt Campbell as the Indo-Pacific coordinator at the National Security Council (NSC) indicates the direction of the administration’s new take on Asia. Campbell was a key architect of the “Pacific pivot” under Secretary of State Hillary Clinton in the Obama administration. He’s not going to play quite the anti-China role that Matt Pottinger did on Trump’s NSC, but he’s a firm believer in strengthening bilateral alliances and multilateral coordination to contain China.

    In a January 2021 piece in Foreign Affairs, Campbell channeled Henry Kissinger in asserting the need for the US to restore a “balance of power” in the region. What that really means is that the US, with the help of its friends, must push back against China to reassert its own Pacific authority, both militarily and economically. Practically, Campbell explains, this means that:

    “Although Washington should maintain its forward presence, it also needs to work with other states to disperse U.S. forces across Southeast Asia and the Indian Ocean. This would reduce American reliance on a small number of vulnerable facilities in East Asia. Finally, the United States should encourage new military and intelligence partnerships between regional states, while still deepening those relationships in which the United States plays a major role—placing a ‘tire’ on the familiar regional alliance system with a U.S. hub and allied spokes.”

    Over the years, China has steadily eroded US power not only in Asia but internationally. It used the anti-globalism of the Trump years to expand its influence in international institutions such as the United Nations and its associated bodies like the World Health Organization. Where It has encountered difficulties in expanding its influence, such as with international financial institutions, it has simply created its own. Shortly after Biden’s election, China joined the Regional Comprehensive Economic Partnership, which includes the countries of Southeast Asia, plus Australia, New Zealand, South Korea and Japan). This move, plus Beijing’s recent investment agreement with the European Union and President Xi’s announcement that China would also consider joining a modified Trans-Pacific Partnership, suggests an economic counteroffensive to the US ramping up of multilateral security arrangements.

    These moves have not gone unnoticed. On the eve of their first visit to Asia this week, Secretary of State Antony Blinken and Pentagon chief Lloyd Austin III wrote in The Washington Post, “If we don’t act decisively and lead, Beijing will.”

    The Biden administration’s decision to focus on beefing up US economic competitiveness, particularly in the tech sector, is in some ways an admission of defeat. China has outmaneuvered the United States in the global economy. The only way Washington can compete at the moment is by throwing its weight around militarily and trying to play catch-up on the home front.

    Is China a Useful Threat?

    It’s hard to argue with the importance of investing in critical US industries. Republicans and laissez-faire economists generally oppose such a policy of picking winners and losers in the marketplace, except when it comes to the military-industrial complex. Only a large external threat can move such ideologues to accept the obvious: governments can and should shape markets.

    But here are some problems with hitching this industrial policy to the “China threat.” The global economy needs an overhaul to address the climate crisis, rampant economic inequality, automation and other developments. This is no time for the US to turn its economic relationship with China into a Cold War competition. Sure, let the two countries compete over who makes the best laptop computer, but cooperation is essential for developing new rules for the global economy. A robust industrial policy doesn’t preclude cooperation, unless it feeds into a rancor and a parochialism that makes cooperation near to impossible.

    The COVID-19 pandemic has exposed the fragility of global supply chains, with the collapse of international trade and countries initially competing for scarce medical equipment. This is not a new problem, however. Shelley Rigger writes in her 2013 book on Taiwan about a moment “in 1999 when a power transmission tower on a remote mountain in central Taiwan toppled, blacking out the island’s high-tech industry for a day. The interruption nearly doubled the world price of memory chips and the supply of TFT-LCD flat screens took six months to return to normal.” Natural (and unnatural) disasters can wreak havoc on the supply of essential components.

    Ensuring an indigenous supply of computer chips may well protect the US in the short term, but it does little to address the underlying problem of supply chains. A return to a time when every country produced all of its essentials or went without is not really an option, considering the importance of global trade routes going back to the Silk Road and even before. Reshoring and relocalization are both essential in this age of climate crisis. But a reordering of the global economy that accommodates such changes should be a matter for coordination, not Cold War competition.

    In addition, an industrial policy that prioritizes gaining a competitive edge over China could overshadow the other major focus of the Biden administration, namely reducing the national and global carbon footprints. High-tech products often rely on key outputs of the extraction industry, like cobalt and lithium. An industrial policy built on minimizing carbon emissions and the use of rare minerals, rather than besting China, would pick very different economic winners and losers.

    When it comes to foreign policy, bipartisanship is not necessarily a virtue. The two major US parties came together around waging the Vietnam War, confronting the Soviet Union during the Cold War and fighting “terrorism” in the wake of September 11. The first failed, the second was outrageously expensive and nearly ended in nuclear apocalypse, and the third led the country into the infamous “forever wars.”

    Selectively challenging China over its human rights record, its overreach in the South China Sea or the conduct of its businesses around the world (like this fish meal operation in Gambia) is appropriate. Going all out in a military, economic and cultural competition with the Asian superpower — and forging a wafer-thin bipartisan consensus to do so — is the height of folly.

    Katherine Tai unanimously confirmed as first Asian American US trade representative

    Sign up for the Guardian’s First Thing newsletterThe US Senate on Wednesday voted unanimously to confirm the veteran government trade lawyer Katherine Tai as the first woman of color and first Asian American to serve as the US trade representative, putting her to work enforcing trade deals, confronting China’s trade practices and patching up ties with US allies.The rare 98-0 vote for Tai, a Yale and Harvard-educated daughter of immigrants from Taiwan, reflects support from pro-labor Democrats, traditional free-trade Republicans and China hawks from both parties.Tai, 47, formerly served as the chief Democratic trade counsel for the House ways and means committee, where she helped to negotiate stronger labor rights provisions in the US-Mexico-Canada Agreement. She also was USTR’s head of China trade enforcement during the Obama administration.Tai will immediately get to work on a range of issues, including festering disputes with European Union countries over aircraft subsidies and digital services taxes and prodding China to comply with World Trade Organization rules and a “Phase 1” trade deal with the United States.Valdis Dombrovskis, the EU trade commissioner, congratulated Tai in a tweet, saying he wanted to quickly resolve trade disputes.“The EU is ready to engage immediately & constructively to reboot the transatlantic trade agenda,” Dombrovskis tweeted.Congratulations and requests from industry also rolled in after the vote, including pleas for relief from tariffs imposed in trade fights that erupted during Donald Trump’s administration.The Distilled Sprits Council urged that negotiations with the EU and Britain be prioritized to “secure the immediate suspension of tariffs on American Whiskey”.The American Chemistry Council called for trade policies that enhance US competitiveness in the sector, including “access to new markets, tariff relief and greater regulatory coherence”.Chuck Schumer, the Senate majority leader, called Tai “one of our most seasoned experts in international trade” and said she would play a crucial role in enforcing US trade deals and ensuring a level playing field for American workers and businesses.     Biden tells migrants 'don't come over' US border as he tackles inherited 'mess'

    Joe Biden told immigrants making the difficult journey to the US-Mexico border “don’t come over” as the administration attempts to respond to an increase of unaccompanied children seeking asylum.In a wide-ranging interview with ABC News’ George Stephanopoulos, aired in full on Wednesday morning, the US president also discussed vaccines, Vladimir Putin and the New York governor, Andrew Cuomo.Biden said his plan for the immediate issue of children needing safety at the border was to increase the number of beds available and speed up the process of placing children with sponsors in the US while their legal cases play out.“We will have, I believe by next month, enough of those beds to take care of these children who have no place to go,” Biden said.In the interview Biden was also critical of the existing process for migrants. “You have to try and get control of the mess that was inherited,” Biden said.Longer-term, Biden said his plan for the border included creating programs to address the factors driving people from their home countries – including violence, poverty, corruption and the climate crisis – and to allow children to apply for asylum from those countries, instead of at the border. “They come because their circumstance is so bad,” Biden said.But he emphasized that the US was still blocking most asylum-seeking adults and many families from pursuing their claims at the border. “I can say quite clearly: don’t come over,” Biden said.Stephanopoulos also pressed Biden on his vaccine plan, asking when things would return to normal. Biden said his previously stated goal of getting things close to normal by the Fourth of July holiday wouldn’t happen unless people wear masks, socially distance and wash their hands.Biden also said he was surprised that the conversation about vaccines had been politicized.“I honest to God thought we had it out,” Biden said. “I honest to God thought that, once we guaranteed we had enough vaccine for everybody, things would start to calm down. Well, they have calmed down a great deal. But I don’t quite understand – you know – I just don’t understand this sort of macho thing about, ‘I’m not gonna get the vaccine. I have a right as an American, my freedom to not do it.’ Well, why don’t you be a patriot? And so we’re in consultation with our allies as well as the government, and that decision’s going to be – it’s in process now.”Biden said it would be “tough” for all service members to leave by the May deadline.“It could happen,” he said, “but it is tough.”Stephanopoulos asked Biden if the Russian president would “pay” after the US chief intelligence office found that Putin had overseen efforts aimed at “denigrating” Biden’s candidacy in the 2020 presidential election.“He will pay a price,” Biden said, noting that the two leaders had spoken in January about Putin’s election meddling.“The conversation started off, I said, ‘I know you and you know me. After, Major was brought to the Biden home in Delaware, where he is now being trained.Biden said Major did not bite someone and break their skin and only went to the Delaware home because he and his wife, Jill Biden, were going to be away for a few days. The new environment of the White House startled Major, Biden said.“You turn a corner, and there’s two people you don’t know at all,” Biden said. “And he moves to protect. But he’s a sweet dog.     Mitt Romney calls for ‘economic and diplomatic’ boycott of Beijing Olympics

    The US should boycott the Beijing Winter Olympic Games next year, Mitt Romney said on Monday – but not by keeping its skiers, curlers and bobsledders at home.In a New York Times column, the Utah senator said Washington should implement “an economic and diplomatic boycott” of the quadrennial winter sports jamboree.Such a move, he said, would “demonstrate our repudiation of China’s abuses in a way that will hurt the Chinese Communist party rather than our American athletes: reduce China’s revenues, shut down their propaganda and expose their abuses”.Romney went on to list such abuses. China, he wrote, had “reneged on its agreement to allow Hong Kong self rule; it has brutally suppressed peaceful demonstrators and incarcerated respected journalists”.“It is exacting genocide against Uighurs and other ethnic minorities; Uighur women are forcefully sterilized or impregnated by Han Chinese men. Adults, ripped from their families, are sentenced into forced labor and concentration camps. Among ethnic Chinese, access to uncensored broadcast news and social media is prohibited. Citizens are surveyed, spied upon and penalized for attending religious services or expressing dissent.”Romney is a former venture capitalist and Massachusetts governor who famously took charge of preparations for the 2002 Winter Olympics in Salt Lake City, Utah. Debate has raged ever since over the extent to which he helped to “save” an operation dogged by financial and management scandals.Romney won the Republican nomination for president in 2012, a race he lost after Barack Obama pulled away in the home straight. The Republican’s Secret Service codename was the appropriately the Olympic-sounding “Javelin” and he regularly referred to his success in Salt Lake City. Beijing last hosted the summer Olympics in 2004. It will be the first city to host the winter games too, but it seems sure to face some sort of boycott.Groups representing Uighurs, Tibetans, Hong Kong and campaigners for democracy in China are pushing for athletes or diplomatic boycotts. Having failed to persuade the International Olympic Committee to move the games out of China, activists are targeting national committees, athletes and sponsors.The US last mounted a boycott in 1980, when American athletes stayed away from the summer games in Moscow in protest of the Soviet invasion of Afghanistan. China also stayed away then.But in Romney’s view now, “prohibiting our athletes from competing in China [in 2022] is the easy, but wrong, answer”.“… The right answer is an economic and diplomatic boycott of the Beijing Olympics. American spectators – other than families of our athletes and coaches – should stay at home, preventing us from contributing to the enormous revenues the Chinese Communist party will raise from hotels, meals and tickets. American corporations that routinely send large groups of their customers and associates to the games should send them to US venues instead.“Rather than send the traditional delegation of diplomats and White House officials to Beijing, the president should invite Chinese dissidents, religious leaders and ethnic minorities to represent us.”Romney also called on NBC, which broadcasts the Olympics in the US, to “refrain from showing any jingoistic elements of the opening and closing ceremonies and instead broadcast documented reports of China’s abuses”.In his own column on Monday, for Fox News, the Texas Republican senator Ted Cruz said US athletes “should go to Beijing next year proudly, bring home medal after medal, and show the world what it means to compete on behalf of a free society”.     Chaos Under Heaven: Trump as raging bull in a China policy shop

    Covid-19 has left more than 530,000 Americans dead and China’s standing with the US at a historic low. Only Iran and North Korea fare worse. US opinion is no outlier. China’s reputation has taken a beating in Australia, the UK, Sweden, the Netherlands and Germany. Images of tanks rolling through Tiananmen Square in summer 1989 have been supplanted by Beijing stonewalling on the origins of the plague.In Chaos Under Heaven, the Washington Post reporter Josh Rogin reminds us that under Xi Jinping, China halted the export of personal protective equipment made by US companies, sent defective PPE to the Netherlands and barred Australian beef exports after Canberra called for an inquiry into the genesis of Covid-19. In Rogin’s telling, China’s “mask diplomacy” was a blunt instrument, designed to still criticism abroad and sow fear at home.Rogin delivers a needed modicum of clarity. Under the subtitle Trump, Xi and the Battle for the Twenty-First Century, he lays out what the US and its allies got wrong about China over decades, strife within the Trump administration and personal financial conflicts that affected US policy. Mitch McConnell, the Senate minority leader, and Jared Kushner and Ivanka Trump feature heavily. But Hunter and James Biden bear watching too.McConnell’s wealth is tethered to his wife’s family interest in Chinese shipping. Angela Chao, his sister-in-law, is chief executive of the business and sits on the board of the Bank of China. Most recently, the US transportation department inspector general reported that Elaine Chao, McConnell’s wife and Trump’s transportation secretary, escaped criminal investigation after the justice department weighed in.If the Chinese were to invade Taiwan, Trump said, ‘there isn’t a fucking thing we can do’. So much for US policyIn fall 2019, McConnell and Trump thwarted progress on the Hong Kong Human Rights and Democracy bill, which had cleared the Senate foreign relations committee, then controlled by Republicans. Back in 1992, McConnell backed legislation enacted in connection with the autonomy of Hong Kong. As late as summer 2019, he wrote an op-ed in support. Time – and perhaps marriage – can change perspective.Rogin has longtime interests in human rights and the far east. He spent the early days of his career at the Asahi Shimbun, a Japanese daily, and more recently rubbed shoulders with an informal group of opponents to the Chinese regime, which he calls the “Bingo Club”. One member was Peter Mattis, a former CIA analyst and nephew of James Mattis, Trump’s first defense secretary. During the 2016 Republican convention, Rogin broke the story of the Trump campaign “gutting” the GOP’s anti-Russia platform on Ukraine.Chaos Under Heaven moves quickly, is well-written and draws the reader in. Rogin makes clear that tension between Beijing and Washington will probably remain for the foreseeable future. China’s economy and military continue to grow, America’s social chasms remain on display. Under Xi, don’t expect the Middle Kingdom to back down.One of Rogin’s central points is that Trump correctly identified the threat and challenge posed by China yet proved incapable of formulating a coherent strategy and sticking with it. Much of the time, he conflated personal relationships with the national interest. As his approach to North Korea showed, not everyone was buying what he was selling. His effort to draw China into that quagmire was a bust. The art of the deal is way harder than Trump trumpeted.On the ground, the food fights of 2016 carried over to the White House. The West Wing was riven with factions. Wall Street transplants, military veterans and diehard Maga-ites exchanged verbal blows. The former reality show host zigged and zagged, blowing hot and cold as TV and his moods took him.During the 2016 transition, Trump accepted a congratulatory phone call from Tsai Ing-wen, president of Taiwan. Not surprisingly, China was angered – it regards the island as its own. Ambiguity toward Taiwan was central to US rapprochement with China in the 1970s.     Biden officials visit US-Mexico border to monitor increase in crossings

    The new US secretary of homeland security, Alejandro Mayorkas, led a visit by Biden administration officials to the border with Mexico on Saturday, amid a growing number of border crossings and criticism by Republicans that a crisis is brewing.Joe Biden has sought to reverse rigid immigration polices set up by his predecessor as president, Donald Trump, whose presidency was dominated by efforts to build a border wall and reduce the number of legal and illegal migrants.Biden has faced criticism from immigration activists who say unaccompanied children and families are being held too long in detention centers instead of being released while asylum applications are considered.The White House said last week Biden had asked senior members of his staff to travel to the border and report back about the influx of unaccompanied minors. It declined at the time to release details about the trip, citing security and privacy concerns.Mayorkas and officials including domestic policy adviser Susan Rice visited a border patrol facility and a refugee resettlement facility, the White House said on Sunday.“They discussed capacity needs given the number of unaccompanied children and families arriving at our border,” a statement said, “the complex challenges with rebuilding our gutted border infrastructure and immigration system, as well as improvements that must be made in order to restore safe and efficient procedures to process, shelter, and place unaccompanied children with family or sponsors.“Officials also discussed ways to ensure the fair and humane treatment of immigrants, the safety of the workforce, and the wellbeing of communities nearby in the face of a global pandemic.”An influx of people seeking to cross the border is likely to be a big issue in the 2022 midterm elections.     'Deeply alarming corruption': US bill would sanction Honduran president

    A group of influential Democratic senators are introducing legislation which would sanction the president of Honduras – an alleged drug trafficker and key US ally – and cut off financial aid and ammunition sales to the country’s security forces which are implicated in widespread human rights abuses and criminal activities.The Honduras Human Rights and Anti-Corruption Act, co-sponsored by Senators Jeff Merkley, Bernie Sanders, Patrick Leahy, Ed Markey, Elizabeth Warren, Dick Durbin, Sheldon Whitehouse and Chris Van Hollen, would suspend certain US assistance to the Central American country until corruption and human rights violations are no longer systemic, and the perpetrators of these crimes start facing justice.Joe Biden has vowed to tackle the root causes of migration from Central America’s northern triangle – Honduras, Guatemala and El Salvador – the most violent region in the world outside an official war zone, which accounts for most migrants and refugees seeking safety and economic opportunities in the US.This bill makes clear that tackling migration from Honduras will be impossible if the US continues to prop up the president, Juan Orlando Hernández, and the security forces.It lays bare the violence and abuses perpetrated since the 2009 military-backed coup, as a result of widespread collusion between government officials, state and private security forces, organized crime and business leaders.It also catalogues the systematic use of force against civilians, a clampdown on the freedom of speech and protest, and targeted attacks such as arbitrary arrests, assassinations, forced disappearances and fabricated criminal charges against human rights and environmental defenders, political opponents and journalists.In the past year alone, at least 34,000 citizens have been detained for violating curfew and lockdown restrictions including nurse Kelya Martinez, who earlier this month was killed in police custody.“The United States cannot remain silent in the face of deeply alarming corruption and human rights abuses being committed at the highest levels of the Honduran government,” said Merkley, who serves on the Senate foreign relations committee. “A failure to hold President Hernández, national officials and the police and military accountable for these crimes will fuel widespread poverty and violence and force more families to flee their communities in search of safety.”This is the first time the Senate has proposed legislation which could genuinely threaten the post-coup regime, which has used drug money, stolen public funds and fraud to maintain its grip on power with few consequences from the international community.Hernández, who has been identified as a co-conspirator in three major drug trafficking and corruption cases brought by New York prosecutors, would be investigated under the Kingpin Act to determine whether he is a designated narcotics trafficker – a criminal status given to drug bosses like Joaquín “El Chapo” Guzmán.Hernández has repeatedly denied any links to drug trafficking including prior knowledge about his younger brother’s cocaine and arms deals for which he was convicted in New York last year.The bill also details Hernández’s role in the demise of the rule of law in the country: as a congressman, he supported the 2009 coup, and later created the militarized police force which is implicated in extrajudicial killings, oversaw a purge of the judiciary and pushed through unconstitutional reforms in order to stay in power and shield corrupt officials from prosecution.Hernández, who has so far enjoyed a close relationship with key military and political leaders, would have his US visa revoked and assets frozen as part of the proposed sanctions.The bill would also ban the export of munitions including teargas, pepper spray, rubber bullets, water cannons, handcuffs, stun guns, Tasers and semi-automatic firearms until the security forces manage 12 months without committing human rights violations. Financial assistance including equipment and training would also be suspended, though waivers in the national interest would remain possible. The US would also vote against multilateral development bank loans to the security forces.“This legislation is designed to send a clear message to Biden that it will be impossible to tackle the root causes of migration without getting rid of Hernández and withdrawing support from the security forces which have a long track record of corruption, organised crime and repression,” said Dana Frank, professor of history at the University of California and author of The Long Honduran Night: Resistance, Terror, and the United States in the Aftermath of the CoupIn order for the restrictions to be lifted, Honduran authorities would need to demonstrate that it had pursued all legal avenues to prosecute those who ordered, carried out and covered up high-profile crimes including the assassination of indigenous environmentalist Berta Cáceres, the killing of more than 100 campesinos in the Bajo Aguán, the extrajudicial killings of anti-election fraud protesters, and the forced disappearance of Afro-indigenous Garifuna land defenders.
