    Environmental groups hail Covid relief bill – but more needs to be done

    Joe Biden’s pledge to make the climate emergency a top priority of his administration from day one has received a major boost from the $900bn Covid-19 relief bill that cleared Congress this week and now awaits Donald Trump’s signature.
    The president has demanded changes but nonetheless the package has been hailed by environmental groups as an important move towards re-engaging the US with international efforts to tackle the climate crisis and move towards a clean energy future.
    “The bill contains some truly historic provisions that represent the most significant climate legislation passed by Congress in over a decade,” said Sam Ricketts, co-founder of Evergreen Action.
    The Sierra Club, an environmental group which operates in all 50 states, expressed a sigh of relief that Republican intransigence, led by the president and Mitch McConnell in the Senate, had finally been overcome. Kirin Kennedy, the group’s deputy legislative director, expressed confidence that the bill would contribute towards “addressing major sources of pollution, growing clean energy, and making progress across government agencies to advance climate action”.
    But she added that the Biden administration had a lot of work still to do to, in the president-elect’s phrase, “build back better”. Kennedy said that meant “investing in clean, renewable energy that can power communities, not saddling them with false solutions or pollution for decades to come”.
    Set against the time-critical nature of the climate crisis and the need for immediate action to curb pollution and switch to renewable energies, the relief bill falls short both in the scale and ambition of its commitments.
    “Is this enough to meet the urgency of the moment? The short answer is plainly no – the package is smaller than we’ve called for and certainly smaller than the science demands,” Ricketts said.
    But contained in the bill are a number of provisions that represent a clear advance in the US stance on the climate crisis, at the end of four years of Trump administration attacks on environmental protections.
    By the far the most significant of those advances is the commitment to phase out hydrofluorocarbons, HFCs, which are widely used as coolants in air conditioners, fridges and cars.
    Under the terms of the relief bill, most HFC use would end by 2035. The overall global impact of such a firm gesture by the US could lead to 0.5C of avoided warming this century.
    Ricketts said that the move was not only important in its own right in the climate fight, but it also made a statement that the US was prepared to work with world partners. That was all the more poignant coming just a month after Trump took the US formally out of the Paris climate agreement.
    “This is a timely way of showing that we can still play on the international stage and meet our commitments,” he said.
    Among other measures in the bill that have received praise from environmental groups are extensions to tax credits for renewable energy technologies. Offshore wind could enjoy a particular boost with the incentives lasting five years.
    “This is an industry that is just starting to drive down the runway for take-off in the US,” Ricketts said. “There’s an enormous potential, especially in the north east, and the five-year tax incentive is critical.”
    A further area of significant reform is the pot of $35bn provided for research and development in a range of innovations designed to confront the climate crisis. They include the creation of more efficient batteries, carbon capture, and advanced nuclear reactor technology.
    Katherine Egland, environment and climate justice chair for the National Association for the Advancement of Colored People national board of directors, said that for African American and other low-income communities the relief bill would impact lives. She lives in Gulfport, Mississippi, on the coast of the Gulf of Mexico, and this year has experienced firsthand the confluence of the coronavirus pandemic, the climate crisis and racial injustice.
    “We have been confronted by a syndemic in 2020,” she told the Guardian. “We have had to cope with the disproportionate impacts of Covid and climate, during an unprecedented storm season and a year rife with racial unrest.”
    Egland said congressional action was welcome “after four years of climate denial. It is a positive step in the right direction”.
    But she said that the country would need to do much more to meet the scale of the crisis: “There is no vaccine to inoculate us against climate change.” More

    Trump vetoes huge US defense spending bill but Congress set to override

    Donald Trump vetoed a $740bn bill setting policy for the Department of Defense on Wednesday, despite its strong support in Congress, raising the possibility that the measure will fail to become law for the first time in 60 years.Although Trump’s previous eight vetoes were all upheld thanks to support from Republicans in Congress, advisers said this one looked likely to be overridden, just weeks before Trump leaves office on 20 January.Trump said he vetoed the annual National Defense Authorization Act, or NDAA, because it “fails to include critical national security measures, includes provisions that fail to respect our veterans and our military’s history, and contradicts efforts by my administration to put America first in our national security and foreign policy actions”.A key measure in the NDAA to which Trump objects is the move to rename US military bases currently named for leaders of the Confederacy, which seceded from the union over slavery, leading to the civil war of 1861 to 1865.Pressure to rename the bases grew this year amid nationwide protests over the killing by Minneapolis police of George Floyd, an African American man on whose neck an officer knelt for almost nine minutes.Trump also threatened a veto if the bill did not repeal part of a 1996 telecoms law which prevents online companies from being sued in relation to third-party content.If Section 230 is not “completely terminated”, Trump tweeted earlier this month, “I will be forced to unequivocally VETO the Bill when sent to the very beautiful Resolute desk.”In a message to the House of Representatives, on Wednesday, Trump also called the bill “a ‘gift’ to China and Russia”.Both the Republican Senate and Democratic House passed the 2021 NDAA with margins larger than the two-thirds majorities needed to override a veto. That means that Trump would have to persuade dozens of Republicans to throw out nearly a year’s work on the 4,500-page bill and start over.Top advisers urged Trump not to carry out his veto threat, citing the slim chance of stopping the bill. Many of Trump’s staunchest supporters, including Senate armed services committee chairman Jim Inhofe, said they would vote to override.“It’s simple, what this bill does,” Inhofe said when the measure passed the Senate. “It makes our country more secure, and it supports our troops who defend it.”Advisers said Trump had little to gain from a veto and it could hurt his party’s ability to hang on to two US Senate seats in Georgia in 5 January runoff votes.The Senate backed the bill 84-13, with the no votes coming from some of the most conservative Republicans and most liberal Democrats. The Democratic-led House backed the NDAA by 335-78, with some “no” votes also coming from liberal Democrats less likely to back a Trump veto.The NDAA determines everything from how many ships are bought to soldiers’ pay to how to address geopolitical threats.     Joe Biden will face an inbox of complex foreign policy problems from the start

    Joe Biden’s foreign policy in-tray is only looking more difficult as he approaches inauguration day – even as the US still confronts the pressing issue of record coronavirus deaths and infections.The massive and ongoing hack of US federal agencies – blamed on Russia – has so far elicited no response from Donald Trump, who has a long history of denying or downplaying Russian interventions.Iran, say reports, has restarted work on its nuclear site at Fordo.Then there is the knotty issue of what direction relations with China will follow after four years of mounting friction with Trump’s Washington.On top of all that add North Korea, which – despite Trump’s flip-flopping between threats and craven courting – now has both longrange missile capabilities on top of being a nuclear power, a huge failure in terms of US longterm policy.Some hangovers of the Trump era will be easier to fix – not least rapidly rejoining the World Health Organization and the Paris Climate Accord. But the thorniest issues are likely to be circumscribed by the overwhelming pressure of domestic considerations – especially if Republicans retain control of the Senate and continue in a spirit of obstructionism.Most pressing right now, however, is how to respond to Russia if its agencies are confirmed as being behind the latest hack.In the aftermath of the SolarWinds hack, Biden has signaled that he is considering a far more proactive response to state-sponsored hacking.“We need to disrupt and deter our adversaries from undertaking significant cyber attacks in the first place,” Biden said in a statement.“Our adversaries should know that, as president, I will not stand idly by in the face of cyber assaults on our nation.”What is less clear is what that means in practical terms. One first step would be for the incoming administration to explicitly point the finger of blame.“I would imagine that the incoming administration wants a menu of what the options are and then is going to choose,” said Sarah Mendelson, a Carnegie Mellon University public policy professor and former US ambassador to the UN’s Economic and Social Council.“Is there a graduated assault? Is there an all-out assault? How much out of the gate do you want to do?”In some respects, the hack – if formally laid at the feet of the Kremlin – may offer an opportunity for Biden not only to draw a clear line with Trump’s dealings with Putin but also to carve out a more muscular response than Barack Obama managed after Russian interference in the 2016 election.Iran is more complex.While Tehran has indicated that it was keen quickly to reopen talks with the US about the nuclear deal, it has also used Washington’s withdrawal from nuclear deal to build up its bargaining chips again in terms of stockpiles of nuclear material and allegedly undertaking new work.Biden will also be confronted by the same lobbying from Israel and Republicans in Congress who set themselves against the original Iran nuclear agreement – and who will remain determined to undermine any new version of the deal.All of which poses the question of how Biden will run his foreign policy confronted with so many challenges.Biden’s instincts for a well-managed technocratic foreign policy are heavily oriented toward longstanding democratic institutions and alliances. But as Thomas Wright, a senior fellow in the Project on International Order and Strategy at the Brookings Institution, wrote in a paper in November, the current moment may call for a more aggressive approach not least on China.Biden has indicated that he sometimes chafed against Obama’s more cautious approach.Perhaps the biggest question relates to this.The isolationism and withdrawal from the world of the Trump years built on trends already apparent under his predecessor – not least Obama’s reluctance to get further entangled in the Middle East in Syria. In that respect, the domestic foreign policy consensus that Biden grew up with may no longer actually exist.“[Biden] obviously trusts many of Obama’s senior officials and is proud of the administration’s record. At the same time, he chafed against Obama’s caution and incrementalism – for example, Biden wanted to send lethal assistance to Ukraine, when Obama did not,” wrote Wright.“Biden has spoken more explicitly than Obama about competition with China and Russia, and he favours a foreign policy that works for the [US] middle class.”Again, Wright sees an opportunity in the policy on China if Biden chooses a tougher approach than Obama, who he served under.“Biden should use competition with China as a bridge to Senate Republicans. Their instinct may be obstructionist, particularly because Trump is pressuring them not to recognize Biden’s win as legitimate, but many of them also know that the US cannot afford four years of legislative gridlock if it is to compete with China.” More

    Classifying Houthis as terrorists will worsen famine in Yemen, Trump is warned

    The Trump administration is facing mounting calls to abandon threats to sanction Houthi rebels in northern Yemen to avoid an imminent danger of extreme famine in the country, where almost two-thirds of the population are in need of food aid.US state department officials are considering designating the Houthis as a terrorist group before the 20 January inauguration of Joe Biden, a move that would complicate the delivery of essential aid in large parts of the country, senior UN officials and NGOs have said.The widely predicted move would be alongside a raft of flagged sanctions against Iran and its interests over the final five weeks of Trump’s rule, in which squeezing Tehran and its allies looms as a central plank of Washington’s foreign policy.The Labour party in the UK added its voice to the concerns on Sunday, saying the expected move against the Houthis, whom Iran supports in Yemen, would result in aid being unable to reach much of the country’s north. The shadow minister for international development, Anna McMorrin, said this would deprive millions of people who had no choice but to remain under Houthi control of much-needed assistance.In a letter to the foreign secretary, Dominic Raab, imploring the UK not to follow the US’s lead, McMorrin wrote: “We are concerned that a blanket definition for the Houthis would create a near insurmountable hurdle to the delivery of essential humanitarian relief, with those providing material relief or economic support to agencies and multilateral programmes at risk of legal or financial sanctions.“Humanitarian organisations would also be denied practical contact with much of the Houthis’ administrative infrastructure and would be barred from using local civilian contractors to deliver programmes.”Human Rights Watch has also warned of the consequences of US designation. “Many Yemenis are already on the brink of starvation, and US actions that would interfere with the work of aid organisations could have catastrophic consequences,” said the organisation’s Yemen researcher, Afrah Nasser, in a report released on Friday. “Any designation of the Houthis should at a minimum provide clear and immediate exemptions for humanitarian aid, but millions of lives should not have to depend on that.”Yemen, one of the region’s most impoverished states, has been in turmoil over most of the past decade. Instability worsened when the Houthis overthrew the Yemeni government in early 2015. That was followed by a military intervention led by Saudi Arabia and the UAE, which has further destabilised the country and led to soaring humanitarian needs. Despite temporary lulls in fighting, calls for a permanent ceasefire have not been met.The United Nations’ secretary general, António Guterres, said last month: “Yemen is now in imminent danger of the worst famine the world has seen for decades. In the absence of immediate action, millions of lives may be lost.”Calls to support humanitarian efforts have repeatedly met funding difficulties. Humanitarian needs have been exacerbated by the Covid-19 pandemic, which has ravaged much of the country. However, a dysfunctional bureaucracy has made understanding the scale of the spread of disease almost impossible.Iran has provided support to Houthi rebels throughout the conflict with Saudi Arabia, which has led to mass displacement and disease and at least 12,000 civilian casualties. Riyadh insists Tehran’s level of backing is far higher than it acknowledges and amounts to a strategic threat against its eastern border.     Biden says 'America is back'. But will his team of insiders repeat their old mistakes? | Samuel Moyn

    The big question for the US president-elect, Joe Biden, who has taken “build back better” as his motto, is whether this will mean genuine renovation or mere restoration. Americans desperately need a pivot after the madness of Donald Trump. And when Biden takes the reins of power from his predecessor, there is no doubt that a big reset will come. But the risk of complacent restoration is nowhere greater than in US foreign policy – especially since it is a domain in which the office of president has so much authority, even in the midst of legislative gridlock.“Everything must change so that everything can remain the same,” says the aristocratic hero of Giuseppe di Lampedusa’s novel The Leopard (1958). It seems to be the motto of current elites eager to bracket the Trump years in the name of the status quo ante.Since the shock of 2016, Washington foreign policy elites, both mainstream Democrats out of power and their Never Trump Republican allies, have developed a just-so story about their benevolent role in the world. It goes like this: the US was once isolationist, but then committed after the second world war to leading a “rules-based international order”, a phrase that is increasingly hard to avoid in assessments of the presidential transition. In this story, Trump’s election represented atavism and immorality, the return of rightly repressed nationalism and nativism at home and abroad. In response, the agenda has to be to restore US credibility and leadership as the “indispensable nation” by embracing internationalism again.Trump’s boorish attack on traditional pieties understandably makes Washington traditions seem like comfort food after a hangover. The darker truth this response conceals is that generations of foreign policy mistakes both preceded and precipitated Trump – who often went on to continue them anyway. The record of Washington’s “wise men”, who coddled dictators, militarised the globe, and entrenched economic unfairness at home and abroad, opened an extraordinary opportunity for any Trump-like demagogue – making his ascendancy less a matter of atavism than another form of the blowback to mistakes that America perpetually made abroad. If his presence shamed US foreign policy elites, it was because they helped make him possible.There is no doubt that Trump altered national security policy in a host of ways. But the idea that the old international order was actually rules-based is a fiction that is impossible to sustain – especially regarding the US, which bent or broke the rules across the world throughout the cold war, fearful of its Soviet adversary. After September 11, the US crafted its own version of international law, shaped in its own interests – under both George W Bush and Barack Obama, and against much resistance from others across the world.In economic matters since 1945, it is not so much that the US either forged or ruptured a rules-based order, but rather that it pivoted from one set of rules to a radically new one. For decades after the second world war, the system allowed other governments considerable room for manoeuvre in their economic policies. But then the US helped to impose a draconian neoliberal order that persists to the present day, including through international financial institutions it dominated.Trump’s attitudes towards war and peace were paradoxical. He beat his Republican rivals in 2016 by shockingly condemning the Iraq war, falsely claiming to have been on the right side of history all along, before going on to prevail against Clinton by appealing to veterans and other Americans fatigued by their country’s fruitless global interventionism.     Kushner heading to Saudi Arabia and Qatar amid tensions over Iranian scientist killing

    White House senior adviser Jared Kushner is headed to Saudi Arabia and Qatar this week for talks in a region simmering with tension after the killing of an Iranian nuclear scientist.A senior administration official said on Sunday that Kushner is to meet the Saudi crown prince, Mohammed bin Salman, in the Saudi city of Neom, and the emir of Qatar in that country in the coming days. Kushner will be joined by Middle East envoys Avi Berkowitz and Brian Hook and Adam Boehler, chief executive of the US International Development Finance Corporation.Kushner and his team helped negotiate normalization deals between Israel and Bahrain, the United Arab Emirates and Sudan since August. The official said they would like to advance more such agreements before Donald Trump hands power to president-elect Joe Biden on 20 January.US officials believe enticing Saudi Arabia into a deal with Israel would prompt other Arab nations to follow suit. But the Saudis do not appear to be on the brink of reaching such a landmark deal and officials in recent weeks have been focusing on other countries, with concern about Iran’s regional influence a uniting factor.Kushner’s trip comes after the killing on Friday of Mohsen Fakhrizadeh in Tehran by unidentified assailants. Western and Israeli governments believe Fakhrizadeh was the architect of a secret Iranian nuclear weapons program.Days before the killing, the Israeli prime minister, Benjamin Netanyahu, travelled to Saudi Arabia and met with Prince Mohammed, an Israeli official said, in what was the first publicly confirmed visit by an Israeli leader. Israeli media said they were joined by the US secretary of state, Mike Pompeo.The historic meeting underlined how opposition to Tehran is bringing about a strategic realignment of countries in the Middle East. Prince Mohammed and Netanyahu fear Biden will adopt policies on Iran similar to those adopted during Barack Obama’s presidency which strained Washington’s ties with its traditional regional allies. Biden has said he will rejoin the international nuclear pact with Iran that Trump quit in 2018 – and work with allies to strengthen its terms – if Tehran first resumes strict compliance.The senior administration official, speaking to Reuters on condition of anonymity, declined to give more details of Kushner’s trip for security reasons.The official said Kushner met at the White House last week with the Kuwaiti foreign minister, Sheikh Ahmad Nasser Al-Mohammad Al-Sabah.     Can Joe Biden Rewrite the Rules of the Road?

    During his presidency, Donald Trump found a new way to keep the American public and its media alert. It was a kind of educational game called “Spot the Lie.” If the media had understood how the game worked, the nation and the world would have benefited. Instead, it tended to degenerate into a shouting match in which each side would shriek with increasing volume to express its indignation.

    What was special about his prevarication? It was systematic and provocative, attention-getting. Traditionally, US presidents lied quietly, covering their reprehensible acts in expressions of virtuous intentions. Even the most obvious lie of the 21st century — George W. Bush’s claim that Saddam Hussein was hiding a massive store of weapons of mass destruction — was presented as a concern for ensuring peace by preventing an imminent act of war by a mad Iraqi dictator. It turned out that both the madness and the capacity for war were on the American side. But nobody noticed because, well, the American military is by definition “a force for good.”

    With the incoming Biden administration, there will be fewer obvious lies. Given President-elect Joe Biden’s limited rhetorical skills, there may even be moments when Americans have access to the true intentions of a government that ordinarily seeks to hide them.

    After the signature by 15 Asian nations of the Regional Comprehensive Economic Partnership (RCEP) last week, Biden explained what would be behind US strategy after he becomes president on January 20, 2021. “We make up 25% of the world’s trading capacity, of the economy of the world,” he said. “We need to be aligned with the other democracies, another 25% or more, so that we can set the rules of the road instead of having China and others dictate outcomes because they are the only game in town.”

    The prescription of behavior for a group of supposed equals that clearly favors the interests of one member of the group whose dominant status allows it to impose its values and preferred behaviors on other members of a group without having to consult an external authority or waste too much time negotiating among equals

    Contextual Note

    Leaders of hegemons rarely explicitly lay out their hegemonic agenda. No one could doubt the bold claim Biden has made about the “rules of the road.” The United States always seeks to set the rules rather than play by them. But his statement deviates from the truth when he compares the US attitude with China’s. When it’s about the US defining the rules, Biden uses the verb “set.” But when it’s China, he uses the verb “dictate.” After all, China is a communist dictatorship, so logically anything it does can be called dictating.

    That’s how clever diplomatic language works, at least in the hands of Democrats. They prefer to select the effective verb to instill the idea of good versus evil. Republicans prefer to use the language of moral judgment or downright insult. President Trump likes to call them purveyors of evil, “illegitimate” or even “shitholes.”

    But the major difference between the rhetoric of the two parties is that the Republicans shy away from admitting the hard reality that results from the muscular use of power relationships. They prefer to present it as the logic of history, divine will or predestination that have put the US in the role of unique decision-maker for the rest of the world. The shining city on the hill spreads its light across the globe by virtue of being the shining city, not through its complex interplay with other nations. It has an existential quality that can no one can ever doubt.

    That is what Trump means by “America First.” He presented the slogan as if it turned around the idea that the US should decide to tend only to its own needs and not worry about what happens elsewhere in the world. But it also contained the idea that because America was “first” by virtue of its might, it produced the light that illuminated the rest of the world. It didn’t actually have to be good and fair to stand as a model for everything that was good and fair.

    The primary difference between these two interpretations of American exceptionalism lies in the respective rhetorical strategies rather than policy. That is why Biden’s foreign policy may not be very different from Trump’s in its overall effect on the rest of the world. It will be a variation on hegemonic rhetoric, but the military and financial base will be nearly identical. 

    Democrats believe that American exceptionalism, the success story of the nation, endows it with the authority to write the rules of the road for the rest of humanity. The Republicans see it as the result of writing the rules for themselves which they expect the rest of the world will naturally follow.

    Historical Note

    When, alluding to the Trans-Pacific Partnership (TPP) and the RCEP, Joe Biden compared the attitude of the US quite naturally seeking to “set the rules of the road” and the Chinese who “dictate outcomes.” The case can be made that he inverted the truth concerning the history of these two trade arrangements.

    When the TPP was still awaiting signature at the end of Barack Obama’s presidency, the BBC noted that the deal designed to put the US in the position to set the rules of the road was contested inside the US. The BBC reports: “US opponents have characterised the TPP as a secretive deal that favoured big business and other countries at the expense of American jobs and national sovereignty.” That highlights the problem Biden will be facing in many of his future decisions: how to define the US and its interests. In other words, who defines the rules? Is it big business or the American people?

    Commenting on the historical background of the “secretive deal,” Vox reported: “Negotiations over the TPP’s terms were conducted in secret, with well-connected interest groups having access to more information — and more opportunities to influence the process — than members of the general public.” Even Congress was refused full access to the terms of the draft.

    In other words, when Biden refers to setting the rules of the road, it is anything but an openly negotiated procedure. In contrast, the RCEP was drafted conjointly and largely democratically by all the interested parties, which include some of the strongest allies of the US: Australia, Japan and South Korea. It is a lie of Trumpian proportions to suggest that the RCEP was dictated by the Chinese.

    Statements of that kind by the president-elect do not bode well for the future foreign policy we can expect from the Biden administration. Biden’s future secretary of state, Anthony Blinken, sounds refreshing when he more realistically characterizes the state of the world at a forum at the Hudson Institute in July: “Simply put, the big problems that we face as a country and as a planet, whether it’s climate change, whether it’s a pandemic, whether it’s the spread of bad weapons — to state the obvious, none of these have unilateral solutions. Even a country as powerful as the United States can’t handle them alone.” 

    Blinken’s approach to foreign policy is likely to be similar to Obama’s, which does indeed appear refreshing in comparison to Donald Trump’s. But it is likely to be a return to a certain form of wishing to write the rules alone, if not handling the problems alone. In an interview in July, Blinken regretted that, under Trump, the US had lost the ability to dictate the rules. “If we’re not doing a lot of that organizing in terms of shaping the rules and the norms and the institutions through which countries relate to one another,” he said, “then one of two things, either someone else is doing it and probably not in a way that advances our own interests and values or maybe just as bad, no one is and then you tend to have chaos and a vacuum that may be filled by bad things.”

    The problem Biden will face is that the world has changed. Unlike a few decades ago, few now believe the US has a divine right to “shape the rules” or the ability to stave off chaos.
