    Yogi Adityanath’s return as chief minister of Uttar Pradesh is fueling talk that he might succeed Narendra Modi as prime minister one day, and continue to advance their Hindu political movement.GORAKHPUR, India — The powerful chief minister of India’s most populous state woke up at a Hindu temple, fed cows sweet jaggery cakes, performed a religious ceremony for Lord Shiva, then hit the trail on the last day of his election campaign this month.This blurring of religion and politics is what some supporters love and some opponents fear most about Chief Minister Yogi Adityanath, the firebrand Hindu monk who won a critical state election and a second term this week in Uttar Pradesh.His election victory and continued popularity, despite a heavily criticized government response to the coronavirus pandemic and a rise in hate speech and violence against Muslims under his watch, have cemented him as one of the most galvanizing figures in right-wing Hindu politics, and increasingly as an heir apparent to Prime Minister Narendra Modi.With the opposition in disarray, and with the support of a fervent Hindu base that appreciates his us-or-them appeals, Mr. Adityanath’s election victory is widely being seen as evidence that Mr. Modi’s governing Bharatiya Janata Party has continued to shift the electorate away from the country’s founding secularism.B.J.P. supporters turned out in great numbers to support Mr. Adityanath in Uttar Pradesh.Saumya Khandelwal for The New York TimesDespite the country’s growing economic woes and the poor state of public health and schools, Mr. Modi, Mr. Adityanath and the B.J.P. are succeeding in keeping the conversation focused on Hinduism in public affairs, bolstered by popular social welfare programs and a sophisticated mobilization of their supporters. And his election victory is likely to further raise Mr. Adityanath’s increasingly national profile.Though he came to public attention as the founder of a Hindu youth brigade and was once imprisoned for hate speech against Muslims, Mr. Adityanath has more recently followed Mr. Modi’s lead and somewhat moderated his tone — though without obscuring his Hindu-first message and policies to his right-wing base.In a TV interview in January, he cast the election in terms of “80 versus 20” — a thinly veiled reference to the rough percentage of Hindus in the state compared with Muslims.On Twitter, he railed against his political opponents as “worshipers of Jinnah” — a reference to Pakistan’s post-partition founder, Mohammad Ali Jinnah — for whom the predominantly Muslim “Pakistan is dear.” He also posted pictures of a visit to New Delhi, strolling down a marble walkway with Mr. Modi embracing him like a beloved protégé.Since becoming prime minister in 2014, Mr. Modi has increasingly impassioned and emboldened far-right Hindus. And it is in this climate that Mr. Adityanath, 49, has found the ability to rapidly climb. His popularity largely derives from his ability to speak directly to his fervent base, whether in big public rallies or through his active Twitter account.Mr. Adityanath is seen by some as a potential successor to Prime Minister Narendra Modi.Saumya Khandelwal for The New York Times“Whoever speaks the truth, people will stand up for him,” said Pinki Patchauri, among a group of women at B.J.P. headquarters in Lucknow on Thursday, cheering for Mr. Adityanath. “Yogi and Modi worked for the people,” she said. “That’s why Yogi is all over the place.”Indeed, pictures of Mr. Adityanath are plastered across Uttar Pradesh, from towering billboards on highways to the sides of tea shops in villages to the Gorakhnath Math Temple in Gorakhpur, where his political career took root.One of seven children born to a forest ranger, Mr. Adityanath, born Ajay Singh Bisht, found his vocation in college as an activist in the student wing of the Rashtriya Swayamsevak Sangh, a right-wing Hindu organization.He became a Hindu priest in 1994, as politics and religion converged across India. Gorakhnath Temple and other temples espousing right-wing Hindu nationalism produced a generation of activists dedicated to the rise of Hindu culture and increasingly focused on demonizing the country’s approximately 200 million Muslims.Mr. Adityanath won a seat in Parliament for the first time in 1998, becoming India’s youngest member of the national body at the time. From Gorakhpur, he founded the Hindu Yuva Vahini, a hard-liner youth group, delivering an incendiary speech in 2007 after a Hindu boy was killed, calling for his supporters to kill Muslims. A court dismissed the charge against Mr. Adityanath in 2019.“The plant which was planted in 1999 has grown into a massive tree. Now the hatred, the polarization, dominates everything,” Ms. Aziz said.During his first term as chief minister in Uttar Pradesh, antiterrorism, national security and sedition laws were increasingly used to jail critics and journalists. And the police have cracked down on dissent, fatally shooting nearly two dozen Muslim protesters during a demonstration in 2019 against a citizenship law that is widely seen as discriminatory.Chandrashekhar Azad Ravan, a constitutional lawyer and a minority rights activist, rose to prominence after leading protests against the citizenship law. He ran an unlikely campaign challenging Mr. Adityanath for the Gorakhpur seat, finishing fourth with less than 8,000 votes.“He always plays the religion card, and that’s why he wins,” Mr. Ravan said. “He is making a fool of people, and the country is suffering for it.”Yet voters’ perception that the streets of Uttar Pradesh have become safer, coupled with a bevy of social welfare programs and a clear commitment to Hindutva — a devout Hindu culture and way of life — have proved a winning combination.The opposition candidate Chandrashekhar Azad Ravan challenged Mr. Adityanath for his seat in Uttar Pradesh, but finished with less than 8,000 votes. “He always plays the religion card, and that’s why he wins,” Mr. Ravan said.Saumya Khandelwal for The New York TimesMr. Modi greeted the election victory in Uttar Pradesh as a road map for the 2024 general elections.“When we formed the government in 2019, experts said it was because of the 2017 victory” in Uttar Pradesh for his B.J.P., he said in a speech Thursday. “I believe the same experts will say that the 2022 election result has decided the fate of the 2024 national elections.”The B.J.P. won four of five state elections in polls that stretched from the Himalayan state of Uttarakhand in the north to coastal Goa on the Arabian Sea.“The Hindutva appeal that the B.J.P. has been creating for the last seven years, this is really now come to stay,” said Arati Jerath, a political analyst.“Its strong Hindu leadership plus soft welfare measures combined really well to give the B.J.P. that sweeping edge over the other parties,” she said.Mr. Adityanath seems comfortable with being seen as a potential successor to Mr. Modi, who turned 71 in September.“This is the blessing of 250 million people of Uttar Pradesh,” Mr. Adityanath said at a victory speech at party headquarters in Lucknow, the state capital.“We accept these blessings, and as per the expectations of common people and with the mantra of together with all, development of all, trust of all and efforts by all, we will carry forward continuously.”Back in Gorakhpur on the final night of campaigning, the B.J.P. went all-out for Mr. Adityanath with an extravagant procession, including a brass band, a troupe of male dancers wearing bells around their waists and ankles, a truck full of cameras, and boisterous supporters moshing to bass-heavy dance music and snare drums.During his campaign, Mr. Adityanath cast the election as a matter of “80 vs. 20” — a reference to the rough percentage of Hindus in the state compared with Muslims.Saumya Khandelwal for The New York TimesFrom the balcony of a medical practice in downtown Gorakphur, Dr. Sharad Srivastava and his family flung handfuls of marigold and rose petals on Mr. Adityanath, adorned in a saffron turban over his typical saffron robe, giving a regal wave from his perch atop an orange B.J.P. truck festooned with flowers.“We want to restore this type of nationalism,” Dr. Srivastava said. “We want to regain our heritage. Yogiji is not anti-Muslim. He’s against those who are anti-national.”The following morning, dozens of people waited at the Gorakhpur temple for a word with the “maharaj,” which means great king, but also refers to Mr. Adityanath’s post as temple president.     A Bellwether for Narendra Modi as India’s Largest State Goes to the Polls

    While many voters say they are concerned about the economy, the prime minister’s party has placed a focus on religion, with often polarizing effects.MEERUT, India — An election now underway in India’s most populous state is being closely watched as a referendum on Prime Minister Narendra Modi’s eight years in office, during which he has often pursued a Hindu-first agenda that observers say has empowered his supporters’ polarizing emphasis on religious identity.Voters in Uttar Pradesh, a largely impoverished state of 200 million people in northern India, say they are concerned about the pandemic-battered economy, with youth unemployment widespread, housing shortages, and the rising cost of food and fuel.But the governing Bharatiya Janata Party has focused on religion, and on reinforcing new coalitions that have formed around caste, even as tensions between the state’s majority-Hindu population and its minority Muslims have been rising.Supporters of Prime Minister Narendra Modi in Meerut, a city in Uttar Pradesh, in January.Rajesh Kumar Singh/Associated PressThe party is apparently counting on that divisive tactic to resonate in Uttar Pradesh, a bastion of the Hindu right, preserving its hold on power in the state and putting it in a favorable position for a general election in two years.Here’s a look at the major issues as voters in Uttar Pradesh and four other states, from coastal Goa to Uttarakhand on the border with China, go to the polls. Voting takes place over a month; the first set of results are expected March 10.ReligionIn January, Yogi Adityanath, a Hindu monk who is the top official in Uttar Pradesh, laid out in stark terms how his party hoped to define the coming election.During a TV news interview, Mr. Adityanath, an acolyte of Mr. Modi’s and a potential successor as prime minister, cast the election in terms of “80 versus 20” — a thinly veiled reference to the rough percentage of Hindus in the state compared with Muslims.Referring to three high-profile Hindu temple development projects in a subsequent interview on state television, Mr. Adityanath said that “these 20 percent are those who oppose Ram Janam Bhoomi, they oppose Kashi Vishwanath Dham, they oppose the magnificent development of Mathura Vrindawan.”In India, religious and caste identity has long played a part in voters’ political calculations, and Uttar Pradesh is a stronghold of the B.J.P.’s Hindu nationalist ideology.Still, the backlash to Mr. Adityanath’s remarks was swift. Within days, several high-profile B.J.P. members defected from the party, joining the Samajwadi Party. If enough members of these groups vote for opposition parties this time, the B.J.P. may struggle to retain power.Harmeet Singh, a voter who runs a trucking business in Meerut, an industrial city in western Uttar Pradesh, disapproved of Mr. Adityanath’s framing of the vote in religious terms.“Why they ask votes in the name of Hindus and Muslims? Why not ask for votes on your performance?” he said.“We employ both Hindus and Muslims,” he added. “This polarization will hurt the country.”EconomyThe B.J.P.’s focus on religion may not be enough to take voters’ minds off their economic struggles, political analysts said.Across India, the pandemic has buffeted the economy and people’s confidence in the government. The unemployment rate, which was as low as 3.4 percent in 2017, stood at nearly 8 percent in December 2021, with rates far higher among young people. And even as incomes have fallen for many, inflation has sent prices soaring for staples like tea, meat, cooking oil and lentils.“There is a change of political discourse. It’s not about mandir and masjid,” said Zoya Hasan, a political commentator, using the Hindi words for temple and mosque. “Economic issues are far more important for people.”This new focus on the economy among voters in Uttar Pradesh could threaten the B.J.P.’s firm hold on the state, Ms. Hasan said.“The B.J.P. has all the resources and all the power, but this election seems to be showing that new majorities can be formed,” she said.Some voters in Uttar Pradesh said they were pleased with social welfare measures carried out by Mr. Modi’s party.Rajesh Kumar Singh/Associated PressAs campaigning ended this week, economic issues were foremost on the minds of voters interviewed in western Uttar Pradesh.“What we want is better public service like good education, good health facilities and employment for our children,” said Surender Yadav, a sugar cane farmer and a member of an O.B.C. group who said he had voted for the B.J.P. in 2017 but would not again.“These are the basic issues, but there has been no improvement,” he said.In the city of Modinagar, an opposition candidate, Sudesh Sharma, was showered with flower petals and fed sweets while campaigning.“You give us employment,” one person in the crowd shouted, “we give you vote.”Still, many voters perceive the B.J.P. as less corrupt than the opposition parties that were previously in power. They say they are happy with the government’s signature welfare programs in the state, including the distribution of cooking gas cylinders to women, the expansion of food rations and the construction of modest houses of brick and cement.“B.J.P. is doing good work. Law and order is under control. Girls can go out, roads are good, poor people were given houses,” said Sachin Kumar, a 25-year-old mechanic on the outskirts of Meerut. “We will vote for Yogi and Modi.”Pandemic and ProtestThe elections in Uttar Pradesh and the four other states could also reflect public sentiment on the B.J.P.-led government’s response to the pandemic and to yearlong protests by farmers that extracted a big concession from the usually unyielding Mr. Modi.A catastrophic second wave of the coronavirus and a halting government response filled hospitals and crematories. At one point, dozens of bodies washed up on the banks of the Ganges River in Uttar Pradesh, presumably victims of Covid-19.Last March, the government stepped up its response, banning exports of Indian-made vaccines and funneling them into a vaccination campaign that has inoculated more than half of the country’s 1.4 billion people.A meeting of farmers in February 2021.     India's Farmer Protesters Are Confronting Modi Head-On

    LAKHIMPUR KHERI, India — The jeep plowed into the protesters, sending bodies tumbling, the windshield cracking against bone. The son of a prominent politician was then accused of murder. Rifle-toting security personnel flooded the area. Tempers flared so hotly that local officials shut down the internet.With that series of events, a yearlong protest by farmers against the Indian government escalated into a dangerous new phase.Frustrated at what they see as intransigence by Narendra Modi, India’s prime minister, over a series of new agricultural laws, the farmers have taken a more confrontational approach with the country’s top leaders. They are now shadowing top officials of Mr. Modi’s government as they travel and campaign, ensuring their grievances will be difficult to ignore.The farmers blame government supporters for the jeep incident in early October, which left four of their number dead and killed four others, including a local journalist. The protesters were shadowing top members of Mr. Modi’s Hindu nationalist Bharatiya Janata Party, or B.J.P., as they began to campaign.The farmers’ goal is not necessarily to defeat the B.J.P., whom polls suggest will cruise to an easy victory. The party’s top elected leader, Yogi Adityanath, is a Hindu monk and protégé of Mr. Modi who is popular with the party’s Hindu base, and the opposition is fragmented. Instead, the farmers aim to draw more national and international attention to their plight.The protesting farmers think that Mr. Modi’s market-friendly overhaul last year of the nation’s agricultural laws will put them out of business. India’s Supreme Court has suspended implementation, and the government has proposed a series of amendments. The farmers balked, saying they would settle for nothing less than their full repeal.Further action could take years, given the court’s full docket, but the farmers fear the suspension will be lifted if they let up.No one disputes that the current system, which incentivizes farmers to grow a huge surplus of grains, needs to be fixed. The protesters fear the speed — the laws were passed in mere weeks — and the breadth of the changes will send the price of crops plunging. Many of the protesters come from India’s minority Sikh community, while the B.J.P. draws its political power from rallying the country’s Hindu majority.“‘Farmers’ is not a category that the B.J.P. uses,” said Gilles Verniers, a political science professor at Ashoka University. “They talk about the poor and they speak the language of caste and obviously the language of religion.”Farmers have sought to get not only the B.J.P.’s attention, but the attention of the nation. A series of confrontations with B.J.P. leaders since September may not sway the election in Uttar Pradesh, but it could revive support across India and even globally for a protest movement that appeared to have been running out of steam, Mr. Verniers said.Though the protests have been largely peaceful, they have spurred occasional bouts of violence. In January protesters and the police clashed after some farmers drove their tractors into New Delhi. Protest leaders have distanced themselves from a shocking incident earlier this month at the farmer protest camp outside New Delhi, in which a group from a Sikh warrior sect killed and cut off the hand of a lower-caste Sikh, a Dalit, who they accused of desecrating a holy book.The B.J.P. needs the campaign in Uttar Pradesh to go without a hitch, despite the party’s lead in the polls. The party is trying to bounce back from the coronavirus’s second wave, which hit after Mr. Modi declared victory over the pandemic and showed the country’s lack of preparedness. Farmers responded by breaking through police barricades outside a government office. The tensions eased only after the government agreed to investigate the official’s conduct.A week later, in Uttar Pradesh, Rakesh Tikait, a 59-year-old farm union leader, rallied tens of thousands of farmers, declaring an all-out campaign against the B.J.P.Earlier this month, farmers gathered again in Haryana and surrounded the site of a planned visit by the state’s top elected official, forcing him to cancel.Days before the incident in Uttar Pradesh, Ajay Mishra, Mr. Modi’s junior minister of home affairs, warned farmers in a speech to “behave, or we will teach you how to behave. It will take just two minutes.”Outraged, a group of farmers stood on a one-lane road in the village of Tikunia, carrying black flags they planned to wave at Mr. Mishra, who was visiting his constituency with his son, Ashish Mishra, and other party members.Farmers protested by driving their tractors toward New Delhi in January.Dinesh Joshi/Associated PressRakesh Tikait, a leader of the protesting farmers and spokesman for the Bhartiya Kisan Union, met with supporters in February to discuss the farm reforms proposed by India’s government.Saumya Khandelwal for The New York TimesThe farmers received word that Mr. Mishra’s plans had changed and started to disperse when Ashish Mishra’s convoy came hurtling at them from behind, according to video footage and police officials. After the jeep rammed into the crowd, the farmers attacked the convoy with bamboo sticks and set two of the vehicles ablaze. By the end of the day, eight people were dead, including three people in the convoy.The farmers claim that they saw Ashish Mishra, known to villagers as Monu, in the convoy and blamed him for the incident. The minister has denied his family’s involvement. The police arrested Ashish Mishra, saying he failed to cooperate with the investigation, along with nine others in the murder case.The victims’ families said they have little hope of justice. “Long live Monu,” village walls proclaimed in graffiti next to a brightly painted lotus flower, the B.J.P. symbol. The Mishra family home, a sprawling compound hidden behind high walls and flowering bougainvillea, hovers over shanties.Opposition leaders have tried to capitalize on the moment, but many were prevented or delayed from reaching the victims’ families.
