Mr. Biden had invited Mr. Manchin to the Oval Office to privately make the case for his marquee domestic policy legislation. Just before Mr. Manchin arrived, he turned to Vice President Kamala Harris.What he needed from her was not strategy or advice. He needed her to only say a quick hello, which she did before turning on her heel and leaving the room.The moment, described as an exchange of “brief pleasantries” by a senior White House official and confirmed by two other people who were briefed on it, was a vivid reminder of the complexity of the job held by Ms. Harris: While most presidents promise their vice presidents access and influence, at the end of the day, power and responsibility are not shared equally, and Mr. Biden does not always feel a need for input from Ms. Harris as he navigates some of his most important relationships.In Ms. Harris’s case, she came to the job without strong ties to key senators; one person briefed on the Oval Office meeting said it would be more productive if the discussion between Mr. Biden and Mr. Manchin remained private. He never received a call back.“I say this very respectfully to her: I moved on,” Mr. Cuellar said. “She was tasked with that job, it doesn’t look like she’s very interested in this, so we are going to move on to other folks that work on this issue.”In the future, Mr. Cuellar said he would go straight to the West Wing with his concerns on migration rather than the vice president’s office.Of the White House, Mr. Cuellar said, “at least they talk to you.”Ms. Harris’s aides have pointed to her work lobbying other countries and companies to join the United States in a commitment to invest about $1.2 billion to expand digital access, climate resilience and economic opportunity in Central America. But little progress has been made on curbing corruption in the region.On voting rights, Ms. Harris, who asked Mr. Biden if she could lead the administration’s efforts on the issue, has invited activists to the White House and delivered speeches.     The outcome appeared to be a repudiation of the National Party’s 12-year rule, marked by corruption and the dismantling of democratic institutions.TEGUCIGALPA, Honduras — Fears that another bitterly disputed presidential election might plunge Honduras back into chaos and violence eased on Tuesday night when the governing party conceded defeat to the opposition candidate.With that, it appeared that Honduras may not only enjoy a peaceful transition, but will also have its first female president, the leftist Xiomara Castro.Nasry Asfura, the presidential candidate of the governing National Party, said in a statement that he had personally congratulated Ms. Castro, meeting with her and her family.“Now I want to say it publicly: that I congratulate her for her victory,” said Mr. Asfura, the conservative mayor of Tegucigalpa. “And as president-elect, I hope that God illuminates and guides her so that her administration does the best for the benefit of all of us Hondurans, to achieve development and the desire for democracy.”Ms. Castro had 53 percent of the vote and Mr. Asfura 34 percent, with 52 percent of the ballots counted, according to the National Electoral Council.     N.Y. City Council Sees Historic Changes, and Republicans Gain Ground

    Concerns over public safety and pandemic restrictions helped some Republicans win seats on the New York City Council, which will also be one of the city’s most diverse councils ever.Election Day was expected to be something of a historic moment for the New York City Council. The city’s legislative body was poised to welcome its first South Asian members, its first Korean American members, its first Muslim woman and its first out L.G.B.T.Q. Black women. For the first time, it would have more women than men.Most of that did happen on Tuesday, but not exactly in the way that was anticipated. At least two of the women newly elected to the Council were Republicans — part of a trend that saw the party unexpectedly gain seats for the first time since 2009.Though Democrats cruised to victories in the vast majority of races, Republicans defended the three City Council seats they held, including one that Democrats sought to flip. They also picked up a fourth and remained competitive in three other races that, with some ballots yet to be counted, remained too close to call on Wednesday night.Even in two races where incumbent Democrats were running for re-election on multiple party lines, they received more votes on the Republican ballot line than the Democratic one.The results reveal the extent to which Republicans were able to garner support in more moderate and conservative districts by focusing on a few salient issues — a dynamic that was also at play in races nationwide.Elected officials and strategists from both parties said that the competitive Council contests were largely shaped by similar issues: concern over public safety, frustration over pandemic-related guidelines including vaccine mandates, and alienation from a Democratic Party that some voters worry has left them behind as the left wing has ascended.“There is a lack of a clear message of what the Democratic Party stands for,” said Ken Sherrill, a professor emeritus of political science at Hunter College.Councilman Justin Brannan, a potential contender for Council speaker next year, was in a close race against his Republican rival, Brian Fox.Holly Pickett for The New York TimesOthers said that low turnout had likely been a factor, and that Democrats had to do more to draw voters to the polls.“We can’t take our electorate for granted and just assume that because we’re in a blue state that all voters will follow us,” said Sochie Nnaemeka, the New York State director of the left-leaning Working Families Party. “We have to always be fighting.”Still, the broader contours of the next City Council remain unchanged from expectations. As it has been for decades, the 51-member body will be dominated by Democrats, many of them new faces from the party’s left wing. The city is poised to have one of the most diverse councils in its history, with at least 30 women holding office.The showing from Republicans is unlikely to alter the city’s immediate political direction. If Republicans picked up the final three races, they would have seven seats — their largest faction since the mid-1990s, but likely not enough to pose a major threat to Democratic priorities. Eric Adams, the Democratic candidate, handily won his election for mayor, and four of the five borough presidents will also remain Democrats, with Staten Island, a conservative stronghold, the exception.Among the still undecided races was a re-election bid by Councilman Justin Brannan, a Democrat who is a contender to become City Council speaker next year and whose Brooklyn district includes Bay Ridge, Dyker Heights, Bensonhurst and Bath Beach. On Tuesday night, he was 255 votes behind his opponent, Brian Fox, though at least 1,456 returned absentee ballots, about 1,000 from registered Democrats, have yet to be counted.In an interview on Wednesday afternoon, Mr. Brannan said that he believed that low turnout — about 24,000 people voted in person and 3,300 requested absentee ballots in a district where 105,000 are registered — was a factor in the tight margin of his race.But he also said the close race was demonstrative of the headwinds that Democrats had faced nationally and accused his opponent of trying to “harness these national culture wars” over hot-button issues like policing and vaccine mandates.During the campaign, Mr. Fox staunchly opposed vaccine mandates. His campaign also seized on the slogan “Justin Brannan defunded the police,” a reference to the budget negotiations last year in which city officials agreed to shift roughly $1 billion from the Police Department. Most council members, including Mr. Brannan, voted for that budget. He also voted for this year’s budget, which added $200 million back to the police budget.In Bay Ridge on Wednesday, Evan Chacker, 49, who owns an online education business, pointed to Mr. Brannan’s vote as a principal reason that the councilman lost his support.“We have law enforcement in the family,” he said. “He voted to defund the police.”In the Bay Ridge neighborhood of Brooklyn, the “defund the police” movement drove some voters away from Democratic candidates like Councilman Justin Brannan.Anna Watts for The New York TimesVincent Dardanello, the owner of a Sicilian cafe called Amuni, said that taxes and public safety were top issues for him, and that he had voted for Mr. Fox out of party loyalty, even though he knew and liked Mr. Brannan.“I’m a Republican, pretty much straight through,” Mr. Dardanello, 45, said.The debates were similar in other districts where Republicans won or exhibited strong showings, including in District 32 in Queens, the last Republican-controlled seat in that borough.During the campaign, which attracted spending from outside groups, Joann Ariola, the head of the Queens Republican Party, touted her support for the police, her commitment to protecting and improving the city schools’ gifted and talented program, and her focus on quality-of-life issues.Her Democratic opponent, Felicia Singh, a former teacher backed by left-leaning groups, kept her focus on education, the environment and the need for resources for often-underserved communities. Inna Vernikov, a lawyer who decried vaccine mandates and to whom Donald Trump Jr. lent support, defeated Steven Saperstein there, giving Republicans a fourth seat on the Council.Races remained close in District 19 in Queens, where Vickie Paladino, a Republican community activist, leads Tony Avella, a former Democratic state senator and councilman. The Democratic candidate in District 47 in Brooklyn, Ari Kagan, was ahead of his Republican opponent, Mark Szuszkiewicz, by just 283 votes. Many absentee votes remain outstanding in both races.The winners of those races will join a City Council stuffed with Democrats who won easy victories in their races. Among them are five Asian Americans, the most in the body’s history, including Julie Won and Linda Lee in Queens, who are the Council’s first Korean American members; Shahana Hanif in Brooklyn and Shekar Krishnan in Queens, the first South Asian members; and Sandra Ung in Queens, who is Cambodian American. Ms. Hanif will also be the first Muslim woman to serve on the Council.The incoming council members come from across the liberal spectrum.     8 Black Women Who Are Mayors in Some of the U.S.'s Biggest Cities

    When Kim Janey failed in September to qualify for the mayoral runoff election in Boston, effectively ending her time as the city’s top leader, her political rivals rejoiced and her supporters were dismayed. But her loss affected one group in particular: the collective of seven other Black women who are mayors of large cities. It’s currently a record number.Black women mayors lead eight of the 100 cities with the largest populations in the United States, according to data from the Center for American Women and Politics (CAWP) at Rutgers University. Their disparate communities stretch across both coasts, the Midwest and the South, from Boston, San Francisco and Chicago to New Orleans, St. Louis and Washington, D.C. Some of their cities have large Black populations but others do not. And the women have forged a quiet fellowship because of their relative scarcity and similar experiences of managing the myriad facets of a big city as mayors in a shifting political landscape.That these eight Black women have achieved this milestone is both remarkable and a long time in the making, say analysts of Black politics. The number of female mayors of any race in major U.S. cities has more than tripled in the last decade, from just nine in 2011 to 31 today, according to CAWP, which began tracking this data in 1997. But within that number, the rise of Black women has been particularly dramatic.“This is the age of Black women in politics,” said David Bositis, a scholar of Black politics and a voting rights expert witness in federal and state courts. “This has been culminating for a long time.”According to CAWP, the first Black female mayors of the 100 largest American cities — Lottie Shackelford of Little Rock, Ark., and Carrie Saxon Perry of Hartford, Conn. — were elected in 1987. Ms. Shackelford was in disbelief on her inauguration day, she recalled in a recent interview: “Is this really true? For decades, there were no more than two or three Black female mayors serving at the same time. That number only began to shift six years ago, rising to four in 2015, seven in 2018 and eight this year. And even as more Black women have won mayoral races across the country, the numbers of Latina and Asian American female mayors of major cities have continued to hover around one to three at a time.In interviews with the current Black female mayors — Ms. Janey in Boston; Keisha Lance Bottoms in Atlanta; Muriel Bowser in Washington; London Breed in San Francisco; LaToya Cantrell in New Orleans; Tishaura Jones in St. Louis; Lori Lightfoot in Chicago; and Vi Lyles in Charlotte, N.C. — all eight women said they were heartened by their collective achievement, but had no illusions about the barriers still standing in the way of Black women in U.S. politics.“It doesn’t mean that racism magically disappears. It doesn’t mean that sexism magically disappears,” said Ms. Janey of Boston.Ms. Bowser in D.C. was the first of the eight to be sworn in, in 2015. Ms. Janey took her oath in March of this year and Ms. Jones assumed office in April. In Atlanta, a city where nearly half of the population is Black, Ms. Bottoms announced earlier this year that she would not be running for a second term. Two Black candidates — Kasim Reed, a man and the city’s former mayor, and Felicia Moore, a woman and the current city council president — are leading the race to replace her in the Nov. 2 election, according to a recent Atlanta Journal-Constitution poll. In Boston, Ms. Janey, who was appointed acting mayor earlier this year, came in fourth in the preliminary election this fall, failing to secure a spot in the runoff; the frontrunner to replace her, Michelle Wu, is an Asian American woman and a current city councilor. Even without Ms. Janey, though, the number of Black women mayors may not diminish. India Walton, a Democrat, is currently running for mayor of Buffalo; if elected, she would be the first woman — and first Black woman — to lead New York’s second-largest city.Political experts attribute the rise in Black female mayors, and Black women in other elected positions, to a number of factors, including a changing electorate, grass roots activism and increased support from so-called gatekeepers, including political parties, major unions and other organizations that can help boost a candidate through fund-raising and endorsements.This trend has accelerated in the last five years, Debbie Walsh, the director of CAWP, said: “There has been increased activism in recruiting and supporting women of color who are running for office, certainly on the Democratic side. More and more of these gatekeepers are engaging and seeking out Black women candidates.”One political scientist also points to young Black women’s early exposure to civic engagement through sororities and other clubs, describing their political rise as “Black girl magic.”“One of the things that I’m finding in my research is that the overwhelming majority of Black female mayors belong to a sorority — and they learned about activism in college because these sororities emphasize community service,” said Sharon Wright Austin, a professor of political science at the University of Florida and editor of the forthcoming book “Political Black Girl Magic: The Elections and Governance of Black Female Mayors.”Keisha Lance Bottoms, the Atlanta mayor.Anissa Baty for The New York TimesVi Lyles, the mayor of Charlotte, N.C.Liam Woods for The New York TimesEven as more cities have elected Black women as mayors, other executive government positions — for which mayorships of major cities have traditionally been steppingstones — have remained out of reach. No Black woman has ever been elected governor or president. Only two Black women have ever been elected to the Senate and, with the election of Kamala Harris as the nation’s first Black, female and Asian American vice president, there are currently no Black female Senators in office.Dr. Austin sees the increasing number of Black female candidates for these positions as encouraging nonetheless. “Before, it used to be that Black women didn’t run. They were the organizers and the campaign volunteers, but the men were the ones who were running for office,” she said. “But now you’re seeing Black women not only organizing campaigns and working in communities but having the confidence that they can run for office themselves.”Dr. Austin cited Stacey Abrams, who narrowly lost the 2018 governor’s race in Georgia, as emblematic of the kinds of Black female candidates who are shifting the balance. Ms. Abrams rose to prominence after her loss thanks to her efforts to highlight voter suppression and mobilize Black voters in Georgia, and she has been credited with helping to flip the state for Democrats in the 2020 presidential election and 2021 Senate runoffs.“You could argue that these candidates were unsuccessful because they didn’t win the election but you can’t really say that their campaigns are failures,” Dr. Austin said. “Because each time a woman runs, it’s sending a signal to other women that they can run, too.”Some experts say that perhaps no other politician has a more direct and profound impact on people’s lives than a mayor, particularly in cities that operate under the strong-mayor model of governance used in most major American cities (including all but one of the cities — St. Louis — currently run by a Black woman). In this kind of system, mayors can hire and fire police chiefs, manage the city’s budget, enforce municipal policy, negotiate city contracts and in some cases even oversee cultural institutions and public transportation.London Breed, the mayor of San Francisco.Bethany Mollenkof for The New York Times“Mayors are arguably the most important politicians in any American citizen’s life,” said Ravi Perry, a professor of political science at Howard University. “Everything that we actively deal with as citizens mostly is litigated and legislated at the local level.”Once in office, however, Black female mayors recounted how they’ve often found themselves continuing to battle the same stereotypes that made it so difficult for them to secure their positions in the first place. Many of the current mayors talked about experiencing everyday bias, from coded language and leading questions about their qualifications to more outright discrimination.Ms. Bottoms of Atlanta said she is often asked who is advising her — implying, she feels, that she is incapable of making decisions on her own. “It was not enough that I stood on my own two feet,” she said. “It had to be someone else or something else that was responsible for me.”Women in these executive leadership positions, and particularly women of color, are often held to impossibly high standards, experts say, making it harder for them to accomplish their policy goals or win re-election. “It’s a scenario we call a glass cliff,” said Ms. Walsh, the CAWP director. “Expectations are set too high. And then, when they don’t meet them, it’s a steeper fall for those women.”Part of the challenge for many of these leaders may also be the increasingly diverse electorates that have sent them to office, Andrea Benjamin, a professor of African and African American studies at the University of Oklahoma, explained. “Historically we know that Black mayors were first elected in majority Black cities. In moments of strength, happiness and adversity, they lean on each other.“There’s definitely a sisterhood there,” said Ms. Jones of St. Louis, adding that seeing strong Black women leading major cities bolstered her resolve in her own campaign.The mayors have text threads. They do group video chats and share jokes. They watch each other on T.V. and read each others’ statements, seeking lessons in leadership applicable to their own cities. Ms. Jones and Ms. Bottoms were in the same historically Black sorority, Delta Sigma Theta. Ms. Lyles even sent Ms. Bowser a baby gift.The support system provides a private space for shared insights, both professional and personal. “I think that all of us recognize that we’re walking in the same shoes,” Ms. Lyles said.In essence, the women lift each other up. For Ms. Bottoms, this sometimes means sending a text just to say: “Hey girl, I’m thinking about you. Keep your head up.”Many of the mayors also said they felt a sense of responsibility that extended beyond the realm of local governance.They know that millions of Black women and girls are watching them, seeking inspiration. When Ms. Janey of Boston takes video meetings, adults will often bring their children onto the screen — and when she acknowledges them, the children light up, she said.Karen Weaver, the interim executive director of the African American Mayors Association and the former — and first female — mayor of Flint, Mich., summed up the inspiring effect these women can have for young people: “If you don’t see it, you don’t dream it.” More

    The Moral Chasm That Has Opened Up Between Left and Right Is Widening

    There has been a remarkable erosion in public tolerance of “offensive expression about race, gender and religion,” according to Dennis Chong and Morris Levy, political scientists at the University of Southern California, and Jack Citrin, a political scientist at Berkeley.“Tolerance has declined overall,” they add, particularly “for a category of speech that is considered unworthy of First Amendment protection because it violates the goal of equality.”The three authors cite the 2018 promulgation of new guidelines by the American Civil Liberties Union — which was formerly unequivocal in its defense of free speech — as a reflection of the changing views within a large segment of the liberal community. Under the 2018 guidelines, the A.C.L.U. would now consider several factors that might warrant a refusal to take on certain cases:“Our defense of speech may have a greater or lesser harmful impact on the equality and justice work to which we are also committed” depending onthe potential effect on marginalized communities; the extent to which the speech may assist in advancing the goals of white supremacists or others whose views are contrary to our values; and the structural and power inequalities in the community in which the speech will occur.Chong, Citrin and Levy write:Arguments for censoring hate speech have gained ground alongside the strengthening of the principle of equality in American society. The expansion of equal rights for racial and ethnic minorities, women, L.G.B.T.Q., and other groups that have suffered discrimination has caused a re-evaluation of the harms of slurs and other derogatory expressions in professional and social life. The transformation of social attitudes regarding race, gender, and sexuality has fundamentally changed the tenor of debate over speech controversies.Traditionally, they point out,the main counterargument against free speech has been a concern for maintaining social order in the face of threatening movements and ideas, a classic divide between liberal and conservative values. Now, arguments against allowing hate speech in order to promote equality have changed the considerations underlying political tolerance and divided liberals amongst themselves. The repercussions of this value conflict between the respective norms of equality and free expression have rippled far beyond its epicenter in the universities to the forefront of American politics.In an email, Chong wrote that “the tolerance of white liberals has declined significantly since 1980, and tolerance levels are lowest among the youngest age cohorts.” If, he continued, “we add education to the mix, we find that the most pronounced declines over time have occurred among white, college educated liberals, with the youngest age cohorts again having the lowest tolerance levels.”The Chong-Citrin-Levy paper focuses on the concept of harm in shaping public policy and in the growing determination of large swaths of progressives that a paramount goal of public discourse is to avoid inflicting injury, including verbal injury, on marginalized groups. In this context, harm can be understood as injury to physical and mental health occurring “when stress levels are perpetually elevated by living in a constant state of hyper-vigilance.”Proponents of what is known as moral foundations theory — formulated in 2004 by Jonathan Haidt and Craig Joseph — argue that across all cultures “several innate and universally available psychological systems are the foundations of ‘intuitive ethics.’” The five foundations are care/harm, fairness/cheating, loyalty/betrayal, authority/subversion and sanctity/degradation.One of the central claims of this theory, as described in “Mapping the Moral Domain” — a 2011 paper by Jesse Graham, Brian A. Nosek, Haidt, Ravi Iyer, Spassena Koleva and Peter H. Ditto — is thatLiberal morality would prioritize harm and fairness over the other three foundations because the “individualizing foundations” of harm and fairness are all that are needed to support the individual-focused contractual approaches to society often used in enlightenment ethics, whereas conservative morality would also incorporate in-group, authority, and purity to a substantial degree (because these ‘binding foundations’ are about binding people together into larger groups and institutions).I asked Julie Wronski, a political scientist at the University of Mississippi, about the role of concerns over ideology and gender in the changing character of liberalism.“I think we need to move beyond a simple ‘gender gap’ story to better understand how conceptualizations of womanhood impact politics,” she replied. “The first way is to think about the gender gap as a ‘feminist gap.’”From this perspective, Wronski continued, men can hold feminist values and women can be anti-feminist, noting that “the attitudes people have about gender roles in society have a bigger impact on political outcomes than simple male/female identification.”Wronski cited a paper, “Partisan Sorting and the Feminist Gap in American Politics” by Leonie Huddy and Johanna Willmann, which argues that feminism “can be distinguished from political ideology when construed as support for women’s political advancement, the equalization of male and female power, the removal of barriers that impede women’s success, and a strengthening of women’s autonomy.” Huddy and Willmann noted that in a “2015 national survey, 60 percent of women and 33 percent of men considered themselves a feminist.”There are substantial differences, however, in how feminist women and men align politically, according to their analysis:We expect women’s feminist loyalty and antipathy to play a greater role in shaping their partisanship than feminist affinity among men because feminist and anti-feminist identities have greater personal relevance for women than men, elicit stronger emotions, and will be more central to women’s political outlook.The authors created a feminism scale based on the respondent’s identification with feminism, their support for female politicians, perception of sex discrimination and gender resentment. Based on survey data from the 2012 and 2016 elections, they found thatMen scored significantly lower than women in both years (men: .55 in 2012, .46 in 2016; women: .60 in 2012, .54 in 2016). Nonetheless, men and women also overlap considerably in their support and opposition to feminism.Personality characteristics play a key role, they found: “Openness to experience consistently boosts feminism.” A predilection for authoritarianism, in contrast, “consistently lowers support for feminism” while “agreeableness promotes feminism,” although its effects are strongest “among white respondents.”So too do demographic differences: “Religiously observant men and women are less supportive of feminism than their nonobservant counterparts. Well-educated respondents, especially well-educated women, are more supportive of feminism.” Single white women are “more supportive of feminism than women living with a partner.”Getty ImagesFeminism, in addition, is strongly correlated with opposition to “traditional morality” — defined by disagreement with such statements as “we should be more tolerant of people who live according to their own moral standards” and agreement with such assertions as “the newer lifestyles are contributing to a breakdown in our society.” The correlation grew from minus .41 in 2012 to minus .53 in 2016.During this century, the power of feminism to signal partisanship has steadily increased for men and even more so for women, Huddy and Willman found: “In 2004, a strong feminist woman had a .32 chance of being a strong Democrat. This increased slightly to .35 in 2008 and then increased more substantially to .45 in 2012 and .56 in 2016.” In 2004 and 2008, “there was a .21 chance that a strong feminist male was also a strong Democrat. That increased slightly to .25 in 2012 and more dramatically to .42 in 2016.”In an email, Huddy elaborated on the partisan significance of feminist commitments:It is important to remember that women can be Democrats or Republicans, but feminists are concentrated in the Democratic Party. Appealing to an ethic of care may not attract Republican women if it conflicts with their religious views concerning the family or opposition to expanded government spending. Sending a signal to feminists that the Democratic Party is behind them shores up one of their major constituencies.In a 2018 paper, “Effect of Ideological Identification on the Endorsement of Moral Values Depends on the Target Group,” Jan G. Voelkel, a sociologist at Stanford, and Mark J. Brandt, a professor of psychology at Michigan State, argue that moral foundations theory that places liberals and conservatives in separate camps needs to be modified.Voelkel and Brandt maintain that “ideological differences in moral foundations” are not necessarily the result of differences in moral values per se, but can also be driven by “ingroup-versus-outgroup categorizations.” The authors call this second process “political group conflict hypothesis.”This hypothesis, Voelkel and Brandt contend,has its roots in research that emphasizes that people’s thoughts, attitudes, and behaviors are strongly influenced by the ideological groups they identify with and is consistent with work suggesting that people’s ideological identifications function like a group identification. According to this view, liberals and conservatives may selectively and flexibly endorse moral values depending on the target group of the moral act.Voelkel and Brandt cite as an example the moral foundation of fairness:The strong version of the moral divide account predicts that liberals should be more likely to endorse the fairness foundation no matter the target group. The political group conflict account makes a different prediction: Liberals will condemn unfair treatment of liberal groups and groups stereotyped as liberal more than conservatives. However, conservatives will condemn unfair treatment of conservative groups and groups stereotyped as conservative more than liberals. Such a finding would suggest that the fairness foundation is not unique to liberals, as both groups care about fairness for their own political in-groups.The surveys the authors conducted show thatConsistent with the political group conflict hypothesis, we found that the effect of ideological identification depended on whether moral acts involved liberal or conservative groups. Consistent with the moral divide hypothesis, we found the pattern identified by MFT (liberals score higher on the individualizing foundations and conservatives score higher on the binding foundations) in the moderate target condition.Put another way:We find evidence that both processes may play a part. On one hand, we provide strong evidence that conservatives endorse the binding foundations more than liberals. On the other hand, we have shown that political group conflicts substantively contribute to the relationship between ideological identification and the endorsement of moral values.The debate over moral values and political conflict has engaged new contributors.Richard Hanania, president of the Center for the Study of Partisanship and Ideology and a former research fellow at Columbia’s Saltzman Institute of War and Peace Studies, argues thatWomen are having more of a role to play in intellectual life, so we’re moving toward female norms regarding things like tradeoffs between feelings and the search for truth. If these trends started to reverse, we could call it a “masculinization” of the culture I suppose. The male/female divide is not synonymous with right/left, as a previous generation’s leftism was much more masculine, think gender relations in communist countries or the organized labor movement in the U.S. at its peak.The role of gender in politics has been further complicated by a controversial and counterintuitive finding set forth in “The Gender-Equality Paradox in Science, Technology, Engineering and Mathematics Education” by Gijsbert Stoet and David C. Geary, professors of psychology at Essex University and the University of Missouri.The authors propose that:paradoxically, countries with lower levels of gender equality had relatively more women among STEM graduates than did more gender equal countries. This is a paradox, because gender-equal countries are those that give girls and women more educational and empowerment opportunities, and generally promote girls’ and women’s engagement in STEM fields.Assuming for the moment that this gender equality paradox is real, how does it affect politics and polarization in the United States?In an email, Mohammad Atari, a graduate student in psychology at the University of Southern California and lead author of “Sex differences in moral judgments across 67 countries,” noted that “some would argue that in more gender-egalitarian societies men and women are more free to express their values regardless of external pressures to fit a predefined gender role,” suggesting an easing of tensions.Pivoting from gender to race, however, the nonpartisan Democracy Fund’s Voter Study Group this month issued “Racing Apart: Partisan Shifts on Racial Attitudes Over the Last Decade.” The study showed thatDemocrats’ and independents’ attitudes on identity-related topics diverged significantly from Republicans’ between 2011 and 2020 — including their attitudes on racial inequality, police, the Black Lives Matter movement, immigration, and Muslims. Most of this divergence derives from shifts among Democrats, who have grown much more liberal over this period.The murder of George Floyd produced a burst of racial empathy, Robert Griffin, Mayesha Quasem, John Sides and Michael Tesler wrote, but they note that poll data suggests “this shift in attitudes was largely temporary. Weekly surveys from the Democracy Fund + UCLA Nationscape project show that any aggregate changes had mostly evaporated by January 2021.”Additional evidence suggests that partisan hostility between Democrats and Republicans is steadily worsening. In their August 2021 paper, “Cross-Country Trends in Affective Polarization,” Levi Boxell and Matthew Gentzkow, both economists at Stanford University, and Jesse M. Shapiro, a professor of political economy at Brown, wrote:In 1978, according to our calculations, the average partisan rated in-party members 27.4 points higher than out-party members on a “feeling thermometer” ranging from 0 to 100. In 2020 the difference was 56.3, implying an increase of 1.08 standard deviations.Their conclusion is that over the past four decades, “the United States experienced the most rapid growth in affective polarization among the 12 O.E.C.D. countries we consider” — the other 11 are France, Sweden, Germany, Britain, Norway, Denmark, Australia, Japan, Canada, New Zealand and Switzerland.In other words, whether we evaluate the current conflict-ridden political climate in terms of moral foundations theory, feminism or the political group conflict hypothesis, the trends are not favorable, especially if the outcome of the 2024 presidential election is close.If the continuing anger, resentment and denial among Republicans in the aftermath of the 2020 presidential contest is a precursor of the next election, current trends, in combination with the politicization of election administration by Republican state legislatures, suggest that the loser in 2024, Republican or Democrat, will not take defeat lying down.The forces fracturing the political system are clearly stronger than the forces pushing for consensus.The Times is committed to publishing a diversity of letters to the editor.     Decoding Kyrsten Sinema’s Style

    Sometimes a dress is just a dress. Sometimes it’s a strategy.Senator Kyrsten Sinema may have been in Europe recently on a fund-raising trip and out of reach of the activists who have dogged her footsteps, frustrated with her obstruction of President Biden’s social spending bill. But despite the fact her office has been keeping her itinerary under wraps, were those protesters able to follow her overseas, there’s a good chance they would be able to find her.Not just because of her political theater. Ever since she was first elected to the Arizona House of Representatives in 2005, Ms. Sinema has always stood out in a crowd. And as Ms. Sinema’s legislative demands take center stage (along with those of Senator Joe Manchin, the other Biden Bill holdout) her history of idiosyncratic outfits has taken on a new cast.As Tammy Haddad, former MSNBC political director and co-founder of the White House Correspondents Weekend Insider, said of the senator, “If the other members of Congress had paid any attention to her clothing at all they would have known she wasn’t going to just follow the party line.”The senior senator from Arizona — the first woman to represent Arizona in the Senate, the first Democrat elected to that body from that state since 1995, and the first openly bisexual senator — has never hidden her identity as a maverick. In fact, she’s advertised it. Pretty much every day.Indeed, it was back in 2013, when she was first elected to the House of Representatives, that Elle crowned Ms. Sinema “America’s Most Colorful Congresswoman.” Since she joined the Senate, she has merely been further embracing that term. Often literally.Notice was served at her swearing-in on Jan. 3, 2019, when Ms. Sinema seemed to be channeling Marilyn Monroe in platinum blond curls, a white sleeveless pearl-trimmed top, rose-print pencil skirt and stiletto heels: She was never going to revert to pantsuit-wearing banality.Senator Sinema leaves the Senate reception room at the impeachment trial of Donald J. Modeled a variety of Easter-egg colored wigs — lavender, pink, green — to demonstrate, her spokeswoman Hannah Hurley told The Arizona Republic in May of last year, a commitment to “social distancing in accordance with best practices, including from salons.” (Ms. Hurley specified the wig cost $12.99.) Sported pompom earrings, a variety of animal prints, neoprene, and assorted thigh-high boots. And presided over the Senate on Feb. 23 of this year while wearing a hot pink sweater with the words “Dangerous Creature” on the front, prompting Mitt Romney to tell her she was “breaking the internet.”Her reply: “Good.”To dismiss that as a stunt rather than a foreshadowing is to give Ms. Sinema less credit than she is due. “She’s saying, ‘I can wear what I want and say what I think is important and I’m going to have a lot of impact doing it,’” Ms. Haddad said. “She is unencumbered by the norms of the institution.”Lauren A. Rothman, an image and style accountability coach in Washington who has been working with members of Congress for 20 years, said it’s part of a growing realization among politicians that “you are communicating at all times, because a clip on social media can be even more meaningful than something on national TV.” And that means “thinking at all times about what story you are telling with your nonverbal tools, which means your style.”As Washington has begun to realize. Conversation with various insiders and Congressologists offered theories on the wardrobe that suggested it was either: a sleight-of-hand, meant to distract from Ms. Sinema’s journey from progressive to moderate to possibly Republican-leaning; or meant to offer reassurance to her former progressive supporters that she wasn’t actually part of the conservative establishment.Richard Ford, a professor at Stanford Law School and the author of “Dress Codes: How the Laws of Fashion Changed History,” said he thought her image was designed to telegraph: “I’m a freethinker, my own person, not going along with convention, so even though I’m a part of the Democratic Party I am representing your interests, not theirs.” (As it happens Ms. Sinema is featured in the book as an example of a woman “unapologetically” bringing a more feminine approach to dress to “the halls of power.”)Whatever the interpretation, however, no one expressed any doubt that she knew exactly what she was doing. But, Ms. Rosen said, “I’ve seen a real shift in the last few years, and I think they way she dresses now is a sign of her increasing confidence as a legislator. She’s not afraid to wear her personality on her sleeve, and that’s rare in a politician. They usually dress for ambiguity.”There are few places, after all, more hidebound when it comes to personal style than Congress, which long had a dress code that included the caveat that congresswomen were not supposed to show their shoulders or arms in the building. The House changed its rules in 2017, but the Senate hewed to tradition until Ms. Sinema’s election; the rules were actually changed for her.According to Jennifer Steinhauer’s book “The Firsts: the Inside Story of the Women Reshaping Congress,” Senator Amy Klobuchar, the senior member on the Senate Rules Committee, went to leadership before the last swearing-in to request the rules be reconsidered to reflect the modern world. She knew Ms. Sinema, a triathlete, had a penchant for showing her arms, and believed the new senator “needed to be allowed to wear what she wanted” in her new workplace. Some male senators grumbled, but acceded. (In the end, Ms. Sinema compromised by carrying a silver faux-fur stole to cover her shoulders.)But for women, Capitol Hill is traditionally a land of Talbots and St. John’s; of dressing to camouflage yourself in the group so it is your words that stand out, not your clothes. As Mr. Ford said, “Women are always subject to heightened scrutiny and criticism,” and in Washington this is even more true.There’s a reason Kamala Harris, the first female vice president, seems to wear only dark pantsuits. Trump over his border wall; her many face masks; her mace pin — and with critical mass, as when the women of the House wore white to Mr. Trump’s State of the Union in 2019 and 2020. However, such visual messaging remains the exception to the general rule (that’s part of what makes these moments stand out, and gives them their power).When fashion comes into play, it is more generally as a gesture of international diplomacy (where it is often left to the first lady to get fancy in the name of playing nice on a state visit) or national boosterism, using the political spotlight to promote local business and thus justify the choice of a designer name as a move to help the economy (see President Biden’s decision to wear Ralph Lauren to his swearing-in).Senator Sinema began her Washington career by breaking that tradition, clearly reveling in a seemingly endless wardrobe of eye-catching, idiosyncratic and colorful clothes speckled with flowers and zebra stripes: the kind more often labeled “fun” rather than, say, “sober” or “serious”; the kind that were unidentifiable in terms of provenance (where did she get them? where were they made? who knew?); the kind that are not unusual in civilian life, but stand out like neon lights under the rotunda of the Capitol; the kind that maybe call to mind an uninhibited co-worker with a zest for retail therapy at the mall. (It’s no accident that the other congresswoman sworn in at the same time who has become a household name, Alexandria Ocasio-Cortez, is equally good at using the tools of image making to craft her political message.)And, it made it clear she just wasn’t going to apologize for enjoying shopping. She clearly does a lot of it. So what? As far as she is concerned, she can have her stuff and substance too.In other words, all those seemingly kooky clothes that Ms. Sinema is wearing aren’t kooky at all. They’re signposts. And the direction they are pointing is entirely her way. More
