    Why the US Return to the WHO Matters

    In compliance with major statements made repeatedly during his electoral campaign, US President Joe Biden, on his first day in office on January 20, signed two important executive orders — among 15 others, a record number — signaling the United States’ return to the international arena, to global cooperation and multilateralism. One of these orders was for the United States to rejoin the 2015 Paris Agreement on climate change, and the other was to reestablish the country’s full membership and support to the World Health Organization (WHO).

    Both acts were hugely symbolic, especially since they occurred within hours of Biden’s inauguration, as they set a fundamentally new tone in US foreign policy and sent a strong signal to the world, paraphrased as: We are back, count on us. But other than being symbolic, these acts constitute a material and substantial backing of global efforts to address two of the 21st century’s most severe world crises — the COVID-19 pandemic and climate change — under the aegis of the United Nations.

    When the Trump administration announced in July 2020, in the middle of the most devastating pandemic in at least a century, that the US would withdraw from the WHO — having already frozen payments of mandatory membership dues and thereby violating international law months earlier — that move was widely regarded as not only hugely counterproductive but as outright insane.

    The World Needs the US as Well

    Clearly, the country hit hardest by the pandemic — both in terms of total infections and deaths — is better off as a member of the very global community that ensures the fast sharing of research, data and best practices, coordinates responses, and comes together to devise evidence-based solutions to the world’s most pressing public health issues, be it malaria, tuberculosis, HIV or COVID-19. But the international community needs the US as well.

    In fact, the US has been the single most important independent variable in international relations and global affairs since President Franklin D. Roosevelt’s signing of the Declaration of the United Nations on January 1, 1942. Hence, a WHO without the active participation and support of the US government is unthinkable. This engagement extends well beyond funding. Since its inception in 1948, the US has been the single largest contributor to the WHO — which budgeted $4.84 billion for the biennium 2020-21, not including COVID-19-related expenses — with a steady share of 22% of the organization’s assessed core budget and significant additional voluntary contributions made every single year.

    Yet the active support of medical research data, analysis, know-how, logistics, supplies and people power to the WHO’s multifold programs and emergency operations by the US, such as during the West African Ebola crisis of 2013-15, is priceless and virtually irreplaceable. Indeed, a great sense of relief was voiced in unison by scientists, senior government officials and UN leaders alike when the Biden administration applied common sense and restored the United States’ bond with the WHO on the day of its inception. This step will have an immediately relevant and measurable impact on the global response to SARS-CoV-2, the virus that causes COVID-19.

    With the unfreezing of previously withheld payments and the allocation of additional, fresh sums of money targeted at global health emergency relief efforts, research and development, and the provision of supplies and teams, the global fight against COVID-19 will experience an important boost. This will be particularly important in the context of WHO’s COVAX initiative, which is a historic, unprecedented fundraising effort to make effective and safe vaccines available to all countries, especially developing ones. Moreover, COVAX entails a proprietary vaccine development program, including the building of manufacturing capabilities, and provides technical and logistical support to countries in need.

    COVAX Initiative

    The new US administration has quickly become COVAX’s largest funder and pledged to donate surplus vaccine stocks in addition to its financial contributions. Also, efforts to assist developing countries by deploying on-the-ground technical assistance where needed are underway.

    However, COVAX still has a long way to go to meet its goal of buying supply so that 2 billion doses can be fairly and equitably distributed by the end of 2021. To date, financial support by OECD countries to the facility has been lukewarm at best, although the US and Germany stand out. The apparent lack of solidarity and tangible support by wealthy nations is disappointing and recently prompted UN Secretary-General Antonio Guterres to call global vaccine distribution “wildly uneven and unfair,” describing the goal of providing vaccines to all as “the biggest moral test before the global community.”

    In the case of the COVID-19 pandemic with its rapidly-emerging mutations and variants, quick, unequivocal and substantial support — both financial and technical — to developing countries and those behind in getting access to effective vaccines is not only a moral obligation for developed countries, but also a mere matter of rationality and self-interest.

    As long as over 100 countries globally have not even received a single dose of a COVID-19 vaccine, even the most ambitious and aggressive vaccine rollout campaigns in wealthy countries may be in vain as new variants of SARS-CoV-2 can emerge and cause new viral strains at any time. The Biden administration, along with other governments, is well advised to massively support multilateral solutions and collective action. It is the only reasonable, promising approach to tackling the world’s biggest crises in the 21st century.

    How Tough Is Biden Prepared to Look?

    A week after taking office, US President Joe Biden made a point of breaking with the position of his predecessor, Donald Trump, who famously blamed China for deliberately spreading the coronavirus. Trump insisted on calling it the Wuhan flu, Kung flu or any other xenophobic alternative. Coming to the defense of the entire Asian community in the United States, Biden issued a memorandum stating the following: “Inflammatory and xenophobic rhetoric has put Asian-American and Pacific Islander persons, families, communities and businesses at risk.”

    The World Health Organization (WHO) team conducting an investigation in Wuhan released its preliminary findings this week on the origins of SARS-CoV-2, the virus that causes COVID-19. It maintained, as Reuters reports, “that the virus likely came from bats and not a laboratory in the Chinese city of Wuhan.” On February 10, an official of the US State Department announced what appeared to be a retreat to the Trump administration’s position: “The United States will not accept World Health Organization … findings coming out of its coronavirus investigation in Wuhan, China without independently verifying the findings using its own intelligence and conferring with allies.”

    One of the WHO inspectors, British zoologist and expert on disease ecology Peter Daszak, reacting to the State Department’s note, addressed this advice to Biden in a tweet: “Well now this👇. @JoeBiden has to look tough on China. Please don’t rely too much on US intel: increasingly disengaged under Trump & frankly wrong on many aspects. Happy to help.”

    Contextual Note

    While the WHO team offered no definitive explanation of the origin, it focused on different possibilities of animal transmission requiring further investigation. When asked at a press conference on February 10 whether he had “any interest in punishing China for not being truthful about COVID last year,” President Biden cagily replied, “I’m interested in getting all the facts.” That answer leaves him free to look tough on China or, alternatively, to look tough at the intelligence that for the past four years has done what intelligence always does, responded obsequiously to the political solicitations of the administration in place.

    One American who, for the past four years, has made a point of looking tough and has been regularly featured in the media is Mike Pompeo, the final secretary of state under the Trump administration. In a desperate effort to keep the Trump mystique going to maintain its flagging ratings, Fox News brought Pompeo back to defend the Wuhan flu theme Trump consistently exploited for electoral advantage during last year’s presidential election campaign. In the interview, “Pompeo said ‘significant evidence’ remained that the coronavirus originated in a Chinese laboratory, casting doubt Tuesday on the World Health Organization‘s assessment that it likely spread from animals to humans.”

    Pompeo, a former CIA director, admitted in 2019 that his job at the Central Intelligence Agency consisted of lying, cheating and stealing. He implied that he was now telling the truth, a fact ironically borne out by his honest admission of duplicity while at the CIA. And yet, there may be reason even today to believe that Pompeo has retained something of his talent for lying, which he will be willing to use for what he deems virtuous purposes. 

    The language people like Pompeo use often reveals how they manage to bend the truth when they aren’t simply betraying it. In the Fox interview, Pompeo explains, “I continue to know that there was significant evidence that this may well have come from that laboratory.” What can Pompeo possibly mean when he says, “I continue to know”? Is knowledge for Pompeo something that can appear and disappear? Knowledge is a state of awareness of truth, not an act of will, something one can decide according to the circumstances. 

    And because what someone knows must be a fact, what is the solid fact he says he continues to know? He tells us that it is the idea that the coronavirus “may have come from” the Wuhan laboratory. But something that “may” be true is at best a reasonable hypothesis and at worst a fabricated lie. Something that “may” be true cannot be called knowledge. Any honest speaker would use the verb “suspect.” But, in this age of conspiracy theories, people tend to suspect anything that is merely suspected. And Fox News has always preferred assertions to suspicions.

    In the same interview, Pompeo describes his recommendations for the US policy on China. He says the nation must “continue to make sure that the next century remains one dominated by rule of law, sovereignty and the things that the America first foreign policy put in place.” 

    Besides the fact that Pompeo offers another example of his favorite verb, “continue,” his odd assertion that “the next century” (the 22nd?) must be “dominated by rule of law” offers a curious yoking of two theoretically antinomic ideas: dominance and rule of law. The very idea of “rule of law” posits a relationship of equality between all concerned parties. It opposes the effect of domination. Rule of law is about level playing fields and fair play. Pompeo’s formulation reveals that he thinks of the rule of law as a specific tool of American domination. This is of course consistent with the facts, whatever the administration. The US still steadfastly refuses the jurisdiction of the International Criminal Court and Trump’s “America First” policy refused any law other than its own.

    For those wondering why Fox News has taken the trouble to interview the former secretary of state of a president now being tried for sedition, the journalists reveal the interest at the end of the interview. Fox sees Pompeo as a worthy contender for the 2024 presidential campaign. He’s a cleaner version of Trump, but one who will always talk and look tough.

    Historical Note

    After the most contentious presidential election in its history, the US has been preparing to experience the transition from one radical style of hyperreality to another — from Donald Trump’s outlandish display of petulant rhetoric committed to reshaping the world in his image to Joe Biden’s reserved and fundamentally uncommitted avuncular manner. Just as in 2008, when they voted in Barack Obama after eight years of George W. Bush’s chaotic wars and a Wall Street crash, Americans are expecting a change of style and focus from the never-ending drama of the Trump years. 

    But just as the self-proclaimed change candidate Obama, once in office, showed more respect for continuity than commitment to renewal, on the theme of foreign policy, President Biden appears to be following Trump’s lead while simply reducing the tone. This phenomenon reflects a more fundamental reality at the core of today’s pseudo-democratic oligarchy. It is regularly masked by the transition from Republican to Democrat and vice versa. The reigning political hyperreality, despite the contrasting personal styles of successive presidents, will always prevail. Continuity trumps change.

    Biden’s future policy on both China and Iran provides two cases in point. The clock is ticking on the need to recalibrate both of these relationships, more particularly on Iran, which has an election coming in just a few months. As the world anxiously awaits the new orientations of the Biden administration, the kind of continuity Pompeo appreciates may prove more dominant than the reversal people have come to expect. After all, Trump set about reversing everything Obama did, so why shouldn’t Biden do the same? The answer may simply be that that’s not what Democrats do.

    The average American has never been seriously interested in foreign policy. That very fact has consistently led to the kind of Manichaean thinking that dominated during the Cold War. In his 2000 election campaign, the inimitable George W. Bush summed up how that Manichaean system works: “When I was coming up, it was a dangerous world, and you knew exactly who they were. It was us versus them, and it was clear who them was. Today, we are not so sure who the they are, but we know they’re there.” As John Keats once wrote, “That is all Ye know on earth, and all ye need to know.”

    The Guardian view on Biden and the world: undoing Trump’s damage | Editorial

    Donald Trump is a “symptom of malaise, and decline, and decay” in the US, his former top Russia expert Fiona Hill has observed. If some countries have thus seized upon his presidency as an opportunity, many have been horrified.
    Few US elections were watched quite as anxiously as this one around the world. Widespread relief at Joe Biden’s victory is evident. Much foreign policy, unlike domestic, can be enacted by executive order, without the backing of the Senate. At the most basic level, he will be a president who is patient enough to read a report and knowledgeable enough to understand it; who grasps that America cannot prosper alone; who does not lavish praise on dictators while humiliating democratic allies; who listens to his own intelligence services over Vladimir Putin; and who will entrust Middle East policy to seasoned officials rather than his son-in-law.
    Mr Biden has already vowed to undo many of Mr Trump’s decisions, rejoining the Paris climate change agreement and rescinding the order to withdraw from the World Health Organization. He plans to extend the soon-to-expire New Start treaty with Russia – the last arms control agreement standing. Tackling the pandemic is likely to be a priority for his international diplomacy: signing up to Covax – the global initiative to ensure that poorer nations also get a share of coronavirus vaccines – would send a powerful signal. More than 180 countries have already done so, including China.
    The wait to enter the White House has dangers of its own. Other nations may take advantage of US distraction. The president-elect is not receiving intelligence briefings, leaving him in the dark as he prepares for office. There are anxieties that Mr Trump’s replacement of the defence secretary, Mark Esper, and other senior officials with loyalists may not just be payback for public disagreement, but about paving the way for action at home or abroad. Key administration officials have visited Israel, the United Arab Emirates and Saudi Arabia since the election to discuss Iran, raising concerns that Mr Trump might yet pursue a scorched-earth policy – perhaps upping the pressure on Tehran so that it hits back, making it far harder to salvage the nuclear deal.
    The Trump administration has been much tougher on Beijing than anticipated, and has taken measures such as imposing sanctions on officials over human rights abuses in Xinjiang. Yet on this relationship, as elsewhere, the president has been both erratic and crudely transactional, making it clear that human rights concerns are barterable for a better deal on trade. The turn against China has also come across the political spectrum, in response to its actions in Hong Kong, Xinjiang and above all internationally. Countering such behaviour will require intelligence, experience (the state department has been hollowed out and politicised) and consistency. Shoring up international alliances is essential. Finding ways to support Taiwan that don’t backfire in the response they trigger from Beijing will be crucial – and extremely hard.
    Critics of Mr Trump have sometimes taken an overly rosy view of US foreign policy before him. Mr Biden is likely, in essence, to pursue the status quo ante. But if Mr Trump recognised that America’s place in the world was changing, he has also sped its decline. That such a man could become president, and that he could govern as he has, has fundamentally diminished US standing. The world has watched in disbelief as the president has allowed coronavirus to ravage his nation – and now as he refuses to concede. Last week, Mike Pompeo, the secretary of state, attacked Beijing for crushing democracy in Hong Kong – but while opining, with a smirk, that at home there would be “a smooth transition to a second Trump administration”.
    If large parts of the world thought the US was malign or at least deeply flawed before, they also thought it mostly functioning and competent, and often enviable. Demolition is an easier task than construction. Mr Biden will undo some of the worst aspects of the last four years, but he cannot erase them from the record. More

    UK to become WHO's largest state donor with 30% funding increase

    Boris Johnson will announce a 30% increase in the UK’s funding of the World Health Organization, making the UK the single largest national donor after the US leaves.In an announcement at the UN General Assembly, he will urge it to heal “the ugly rifts” that are damaging the international fight against coronavirus.While Trump has denounced the WHO as corrupt and under China’s influence, Johnson will announce £340m in UK funding over the next four years, a 30% increase. He will also suggest the body be given greater powers to demand reports on how countries are handling a pandemic.The proposals will form part of a British vision, drawn up in conjunction with the Gates Foundation, of how future health pandemics could be better controlled, including “zoonotic labs” capable of identifying potentially dangerous pathogens in animals before they transmit to humans.Johnson’s pre-recorded video, on the final main day of the UN General Assembly and four days after most world leaders have spoken, comes at the end of a week in which China and the US have argued over responsibility for the virus. Both have refused to join the WHO effort to find a global coronavirus vaccine, preferring a national approach.Johnson will say: “After nine months of fighting Covid, the very notion of the international community looks tattered. We know that we cannot continue in this way. Unless we unite and turn our fire against our common foe, we know that everyone will lose.“Now is the time therefore – here at what I devoutly hope will be the first and last ever Zoom UNGA – for humanity to reach across borders and repair these ugly rifts. Here in the UK, the birthplace of Edward Jenner who pioneered the world’s first vaccine, we are determined to do everything in our power to work with our friends across the UN to heal those divisions and to heal the world.”Earlier at the UN this week, he said that the coronavirus “came out of left field, humanity was caught napping, let’s face it, we were woefully underprepared”.The extra UK cash comes ahead of WHO board meeting next week at which a joint Franco-German paper is to be discussed calling for more reliable, larger and less conditional funding of the WHO.The UK contribution will be set at £340m over the next four years, making it the most generous nation state contributor, Downing Street said. While the US is currently the largest funder, if Trump is re-elected president, it will pull out by next summer, taking with it as much as $900m in voluntary and compulsory contributions over two years.Apart from funding increases designed to help multilateral bodies and ensure equitable distribution of a coronavirus vaccine, once it is discovered, Johnson will also call for new pandemic early-warning systems, new global protocols for health crises and the removal of trade barriers.The WHO has set up an internal inquiry into its handling of the pandemic, including China’s role in informing the WHO that the virus was on the loose in the country.Johnson will also use his address to announce significant new investment in Covax, the international coronavirus vaccines procurement pool announced in April. The UK will contribute an initial £71m to secure purchase rights for up to 27m vaccine doses for the UK. He will also announce £500m in aid funding for the Covax advance market commitment, a facility to help 92 of the world’s poorest countries access any coronavirus vaccine at the earliest opportunity. The commitment is also designed to guarantee to private manufacturers that they will have a market for their vaccines, ensuring the necessary research and development takes place.     European leaders, desperate for an end to the Trump presidency, are being warned that four years of Joe Biden may present them with new challenges and not a simple restoration of the benign status quo in transatlantic relations prior to 2016.An evolving Biden doctrine about ending “forever wars” and protecting American workers from Chinese competition would require collective military and economic commitments from the EU that it is still ill-equipped to meet, foreign policy specialists have suggested.The overall tenor of the platform, emphasising post-Covid multilateralism and cooperation with fellow liberal democracies, is already welcome in Europe. Biden’s promised end to the institutionalised mayhem, animus towards allies and pandering to authoritarians will be a relief. Competence, reliability and dialogue may not be a high bar to set a presidency, but simple normality would amount to a revival of the idea of the west, such has been the chaos of the past four years.Forsaken multilateral institutions, such as the World Health Organization, would be rejoined, ending the US practice, in the words of Biden’s chief foreign policy adviser Tony Blinken, of simply going awol. “Ninety per cent of life is about showing up,” Blinken told Chatham House, adapting Woody Allen.Biden may seem to personify an old-school nostalgic Atlanticism of the foreign policy establishment. As a result, foreign policy is no longer a backwater in democratic politics, and new links between foreign and economic policy are being drawn.Many of the Obama-era foreign policy advisers now clustered around Biden, dismissed as a horror show by some on the left, also deny that they crave simple restoration, saying everything has changed since 2016.Stung by Hillary Clinton’s defeat, they recognise the populists’ claim to have better constructed a foreign policy to help Americans’ daily lives at home. William Burns, a former state department official under Obama and one of Biden’s many advisers, recently wrote: “The wellbeing of the American middle class ought to be the engine that drives our foreign policy. We’re long overdue for a historic course correction at home.”Jeremy Shapiro, a senior researcher with the European Council for Foreign Relations (ECFR), also says there has been a pressure on Democrats to make their foreign policy more relevant to daily American lives. “There was this sense that in the Obama administration foreign policy was a plaything of the elites divorced from Americans’ daily existence. The change from Obama to Biden is there will be more focus on America.”Without threatening tariff wars, the Biden platform hints at a new scepticism about globalism and free trade. In broader policy terms, Europe will welcome Biden’s commitment to the Paris climate change treaty, and to Nato, “the single most significant military alliance in the history of the world,” as Biden described the organisation to the Munich security conference in 2019.
