    Fifty Years Later, Philippe Petit Is Still a ‘Man on Wire’

    It was 50 years ago this week that Philippe Petit defied gravity, and the police, by walking a high wire between the twin towers of the World Trade Center, braving the winds some 1,350 feet above the streets of Manhattan.Petit, who will turn 75 next week, still has enviable balance, as was clear the other day when he ascended a simple metal ladder to reach what looked like a short diver’s platform 20 feet off the ground. A wire stretched out before him. Taking hold of a balancing pole, he stepped into the air, striding gracefully as if he were on solid ground — pausing only occasionally to assert his balance against the wire rolling underfoot.“People think in old age you cannot do anything anymore,” he said in an interview. “I think it’s the opposite. I think I’m more majestic, more in control, more beautiful to look at today at 74 than I was at 18.”Philippe Petit is still walking the high wire at the age of 74, as he showed the other day during a rehearsal at the Cathedral Church of St. John the Divine, where he is an artist in residence.Paola Chapdelaine for The New York TimesHe was inside the Cathedral Church of St. John the Divine rehearsing “Towering!!,” a new show he will perform there on Wednesday and Thursday to commemorate the anniversary of his walk between the twin towers (which the two exclamation points in the show’s title suggest). The feat made Petit a national fascination. It took on a tragic dimension after the terrorist attacks on Sept. 11, 2001, destroyed the towers. Since then, new generations learned about his accomplishment through the Academy Award-winning documentary “Man on Wire” (2008) and a children’s book, “The Man Who Walked Between the Towers.”The cathedral, in Morningside Heights in Upper Manhattan, is a special place for Petit: He has been an artist in residence there since 1980. The dean of the cathedral at the time, Rev. James Parks Morton, granted Petit the title to stop the police from arresting him after an illicit high-wire walk across its 601-foot-long nave.     Rudy Giuliani Is Alone

    It has been 21 years since Rudy Giuliani led a terrified city through the deadliest attack in its history. As a reporter covering him from a few feet away that morning, I ran with him from the hurricane of ash and debris following the collapse of the World Trade Center’s North Tower, trekked a mile up a Manhattan avenue as he and his aides searched for safe harbor and watched his security detail break into a firehouse with a crowbar.He gave orders to aides calmly and decisively, reassured a frightened police officer, shushed a cheering crowd and spoke to the world from a tiny office. Like countless others, I was grateful that someone had taken charge, undaunted by the madness of the situation.These images often come to me when I try to reconcile that brilliant leader with the confused, widely ridiculed figure facing potential indictment for trying to subvert the 2020 election.Mr. Giuliani is virtually alone at this desperate hour. Supporters have abandoned him; once-friendly news organizations have banished him from their airwaves; and few have helped him fend off bankruptcy from numerous lawsuits and investigations. At 78 years old, the man who helped to lead New York City and the nation out of some of our most horrible days is a shadow of his old self.Mr. Giuliani finds himself in this situation not in spite of his actions on Sept. 11 but rather because of them. The choices he made to leverage his fame from that period — and his efforts to hold on to it when it started to slip away — have led to his troubles today.Mr. Giuliani received overwhelming acclaim for his performance as mayor in the weeks following the terrorist attack on the World Trade Center. He was transformed from a term-limited politician to “America’s Mayor,” addressing the United Nations and receiving an honorary knighthood from Queen Elizabeth II. New Yorkers’ long love-hate relationship with him turned into something closer to hero worship. He was a warrior who had spent a career fighting battles as a mob-busting prosecutor and crusading mayor, and they had prepared him for the greatest battle of all, his effort to save a stricken city.With his fame at its pinnacle following Sept. 11, every possible career door swung open. But instead of preserving his statesman’s role — a hero above mere politics — he chose to cash in.His mercenary vehicle was Giuliani Partners, which was billed primarily as a management consulting firm, though neither he nor his group of former City Hall aides had management consulting experience. He was doubtlessly aware that it wasn’t his expertise his clients would pay for, but rather his name.“We believe that government officials are more comfortable knowing that Giuliani is advising Purdue Pharma,” said the embattled pharmaceutical company’s chief attorney after it hired Mr. Giuliani in 2002, as Purdue was fending off almost 300 lawsuits for its role in helping to hook a generation of Americans on opioids. Many other clients followed, troubled companies seeking a seal of approval from the internationally beloved leader.Giuliani Partners grossed an estimated $100 million in its first five years. A man who as mayor bought his suits off the rack at Bancroft for $299 grew addicted to luxury, ultimately purchasing six homes and 11 country club memberships.He leveraged his Sept. 11 fame for power as well as money. President George W. Bush and Vice President Dick Cheney were as attracted to Mr. Giuliani’s brand as any scandal-ridden company was, finding him to be a powerful ally when their efforts in Iraq went sideways.At the 2004 Republican National Convention, he bestowed his blessings upon the president. As Mr. Giuliani told an adoring crowd, after the first tower fell on Sept. 11, “I grabbed the arm of then-Police Commissioner Bernard Kerik, and I said to him, ‘Bernie, thank God George Bush is our president.’”The alliance with Mr. Bush afforded him more client business as well as a launchpad for his ultimate goal, which was the presidency.Kathy Livermore, Mr. Giuliani’s girlfriend in his college years, recalled to The New York Daily News in 1997 that he had vowed to someday become America’s first Italian-Catholic president. “Rudolph William Louis Giuliani III, the first Italian-Catholic president of the United States,” he’d tell her, enjoying the sound of it.His 2008 presidential run is now remembered as a footnote, if it is remembered at all. Some people might recall it because of a gag from Joe Biden, running in the Democratic primary, who said, “There’s only three things he mentions in a sentence: a noun, a verb and 9/11.”The collapse of his candidacy — he dropped out of the Republican primaries with just a single delegate — marked the end of his political dreams; he would never run for office again.In the years that followed he seemed increasingly desperate to salvage both the financial benefits and political power that came with being “America’s Mayor,” accumulating a roster of shady foreign clients for his company and endorsing Donald Trump — whom he considered a “carnival barker” at the time, according to an aide — for president in 2016.Rudy Giuliani speaking to journalists outside the West Wing of the White House, July 2020.Chip Somodevilla/Getty ImagesHis reliance on Mr. Trump was a driving force behind his serial disasters supposedly in support of the administration: his bizarre efforts to frame Joe Biden in the Ukraine scandal, which resulted in the president’s first impeachment, and his catastrophic efforts to tamper with the 2020 presidential election, which could land him in jail.The man of law and order, famed for his rectitude as United States attorney for the Southern District of New York in the 1980s, is a subject of investigations in Georgia and Washington, D.C. Both center on deeply cynical actions to upend the 2020 election results. They reveal a corruption of character, triggered by a succession of moral compromises over the years undertaken to maintain the power and money that he’d grown accustomed to after Sept. 11.What would have become of Mr. Giuliani if the attack on the World Trade Center had never happened? At some point he might have run for senator or governor in New York, based upon his strong record as mayor, or perhaps landed the attorney general’s job in a Republican administration, based on his record as a trailblazing prosecutor.He wouldn’t have accumulated as much cash or achieved worldwide fame. But then again his hero’s reputation is long gone. (“I am afraid it will be on my gravestone — ‘Rudy Giuliani: He lied for Trump,’” he told The New Yorker in 2019.) His political power has evaporated, and his riches have been almost exhausted — he’s been selling personalized video greetings for $325, and he dressed as a feathered jack-in-the-box for the Fox show “The Masked Singer” this spring. Even his accomplishments on the day the World Trade Center was attacked have been tarnished by numerous findings of disastrous mistakes he and his administration made.History will pay Rudy Giuliani his due for leading New York through its darkest hour. The commission could be a distraction at a vulnerable time, prompt the disclosure of national secrets or complicate the prosecution of those responsible.The year was 2001, but the clash 20 years ago over the creation of an independent commission to investigate the Sept. 11 attacks bears unmistakable parallels to the one that is now raging in Congress over forming a similar panel to look into the Jan. 6 assault on the Capitol.To most Americans, the idea of a blue-ribbon commission to dig into the causes of the Capitol riot and the security and intelligence failures that led to the seat of government being ransacked would probably seem straightforward. But in recent days, it has become clear that, as in the past, devising the legislative and legal framework for such a panel is fraught with political difficulty, particularly in this case, when members of Congress experienced the attack themselves, and some now blame their colleagues for encouraging it.And this time, given the nature of the breach — an event inspired by President Donald J. Trump’s false claims of a stolen election, which were trumpeted by many Republicans — the findings of a deep investigation could carry heavy political consequences.The tensions intensified this week, when Speaker Nancy Pelosi floated a proposal for the creation of a special panel. Republican leaders denounced her initial plan, which envisioned a commission made up of seven members appointed by Democrats and four by Republicans.Senator Mitch McConnell, Republican of Kentucky and the minority leader, called her idea “partisan by design,” and compared it unfavorably with the Sept. 11 commission, which was evenly divided. He also predicted that Democrats would use their influence on the panel to focus mainly on violent acts by Mr. Trump’s supporters — who planned and perpetrated the assault — suggesting that its mandate should be broadened to examine left-wing extremists.“If Congress is going to attempt some broader analysis of toxic political violence across this country, then in that case, we cannot have artificial cherry-picking of which terrible behavior does and does not deserve scrutiny,” Mr. McConnell said.Ms. Pelosi fired back on Thursday, saying she was disappointed in Mr. McConnell, who she said had earlier indicated his support for a commission similar to the one established after the Sept. 11 attacks.She accused Republicans of following the lead of Senator Ron Johnson, Republican of Wisconsin, who suggested this week that the pro-Trump mob on Jan. 6 had actually been a mostly peaceful crowd seeded with a few “provocateurs,” including members of a loosely affiliated group of far-left anti-fascism activists, known as “antifa.” (The F.B.I. has said there is no evidence that antifa supporters had participated in the Capitol rampage.)“He was taking a page out of the book of Senator Johnson,” Ms. Pelosi said of Mr. McConnell. She added that the crucial aspect of devising the commission was to determine the scope of its work, dismissing the exact makeup of the panel as an “easily negotiated” detail.“I will do anything to have it be bipartisan,” Ms. Pelosi said.The independent, bipartisan National Commission on Terrorist Attacks Upon the United States was eventually formed and lauded for its incisive report published in July 2004. But first, there were myriad obstacles to its creation.“It was hard,” said Senator Richard C. Shelby of Alabama, the top Republican on the Intelligence Committee at the time who backed the independent panel over objections from the George W. Bush administration. He wanted a deeper look even though his own committee had conducted a revealing joint review with its House counterpart. “I thought it needed to be broader,” Mr. Shelby said.Ms. Pelosi, who was the top Democrat on the House Intelligence Committee at the time, was an early proponent of a special commission to fully investigate the attack. She argued that any congressional review would almost certainly be too narrow and that an inquiry by the same government that had failed to prevent the attack would lack public credibility. Her proposal was rejected by the Republican-led House under pressure from the Bush administration, which feared disclosures of intelligence lapses and other shortcomings that could cost their party politically.Instead, Congress moved ahead with the joint inquiry by the House and Senate intelligence panels, which revealed a failure by the White House to heed warnings about a looming strike on the United States. But even those leading the inquiry believed an independent commission was needed to break free of congressional constraints.“One of the benefits of a subsequent round of hearings is that you can avoid those interferences,” said Bob Graham, a Democratic senator from Florida and the chairman of the Intelligence Committee at the time.Senator Mitch McConnell denounced the initial Democratic proposal for a commission made up of seven members appointed by Democrats and four by Republicans as “partisan by design.”Credit…Stefani Reynolds for The New York TimesSenators Joseph I. Lieberman, Democrat of Connecticut, and John McCain, Republican of Arizona, responding to calls from the families of those killed on Sept. 11, pushed forward with a proposal for an independent panel. They built on a long tradition of the United States taking such steps after shattering events like the attack on Pearl Harbor and the Kennedy assassination. But the plan encountered stiff resistance from the Bush administration, which finally agreed to its creation in late 2002 after one last round of foot dragging.As the commission began public hearings in the spring of 2003, Ms. Pelosi lamented that it had taken so long but lauded the determination required to make it a reality.“Through the persistence of a member of this commission, former Congressman Tim Roemer, as well as that of Senators McCain and Lieberman, this body was established and has begun its critical work,” she said then.In the case of the Jan. 6 assault, Congress this week began its own set of hearings into what went wrong. Some lawmakers privately suggested that their work could be sufficient and that an independent panel would be redundant. And at his confirmation hearing on Monday to be attorney general, Judge Merrick B. Garland warned that he supported the idea of an independent inquiry only as long as it would not derail the prosecution of any of those charged in the assault.The current Congress is much more polarized than it was in the aftermath of Sept. 11 and the creation of the commission is complicated by the fact that Democrats are highly skeptical of the motives of Republicans. Democrats see some of them as complicit in fueling the attack by spreading falsehoods about the presidential election being stolen and then challenging the electoral vote count on Jan. 6.On Wednesday, Representative Hakeem Jeffries of New York, the No. 5 Democrat, accused top Republicans of not acting in good faith and setting a “bad tone” by joining the unsuccessful effort to overturn the election results.“All of that said, Speaker Pelosi still presented the framework to the Republicans, which then, of course, instead of leading to some kind of good-faith conversation from them, they immediately launched into a partisan political attack,” Mr. Jeffries said.But Republicans have suspicions of their own. Even those who have backed the idea of a commission say they will not accept a proposal they see as giving Democrats the upper hand in determining the course of the commission’s work.“It has to be independent,” said Senator John Cornyn, Republican of Texas. “This can’t be the Nancy Pelosi commission.”AdvertisementContinue reading the main story More
