    Why Andrew Yang’s New Third Party Is Bound to Fail

    Let’s not mince words. The new Forward Party announced by the former presidential candidate Andrew Yang, former Gov. Christine Todd Whitman and former Representative David Jolly is doomed to failure. The odds that it will attract any more than a token amount of support from the public, not to mention political elites, are slim to none. It will wither on the vine as the latest in a long history of vanity political parties.Why am I so confident that the Forward Party will amount to nothing? Because there is a recipe for third-party success in the United States, but neither Yang nor his allies have the right ingredients.First, let’s talk about the program of the Forward Party. Writing for The Washington Post, Yang, Whitman and Jolly say that their party is a response to “divisiveness” and “extremism.”“In a system torn apart by two increasingly divided extremes,” they write, “you must reintroduce choice and competition.”The Forward Party, they say, will “reflect the moderate, common-sense majority.” If, they argue, most third parties in U.S. history failed to take off because they were “ideologically too narrow,” then theirs is primed to reach deep into the disgruntled masses, especially since, they say, “voters are calling for a new party now more than ever.”It is not clear that we can make a conclusion about the public’s appetite for a specific third party on the basis of its general appetite for a third party. But that’s a minor issue. The bigger problem for Yang, Whitman and Jolly is their assessment of the history of American third parties. It’s wrong.The most successful third parties in American history have been precisely those that galvanized a narrow slice of the public over a specific set of issues. They further polarized the electorate, changed the political landscape and forced the established parties to reckon with their influence.This also gets to the meaning of success in the American system. The two-party system in the United States is a natural result of the rules of the game. The combination of single-member districts and single-ballot, “first past the post” elections means that in any election with more than two candidates, there’s a chance the winner won’t have a majority. There might be four or five or six (or even nine) distinct factions in an electorate, but the drive to prevent a plurality winner will very likely lead to the creation of two parties that take the shape of loose coalitions, each capable of winning that majority outright.To this dynamic add the fact of the presidency, which cannot be won without a majority of electoral votes. It’s this requirement of the Electoral College that puts additional pressure on political actors to form coalitions with each other in pursuit of the highest prize of American politics. In fact, for most of American history after the Civil War, the two parties were less coherent national organizations than clearinghouses for information and influence trading among state parties and urban machines.This is all to say that in the United States, a successful third party isn’t necessarily one that wins national office. Instead, a successful third party is one that integrates itself or its program into one of the two major parties, either by forcing key issues onto the agenda or revealing the existence of a potent new electorate.Take the Free Soil Party.During the presidential election of 1848, following the annexation of Texas, the Mexican-American War and the Treaty of Guadalupe Hidalgo, a coalition of antislavery politicians from the Democratic, Liberty and Whig Parties formed the Free Soil Party to oppose the expansion of slavery into the new Western territories. At their national convention in Buffalo, the Free Soilers summed up their platform with the slogan “Free soil, free speech, free labor, free men!”The Free Soil Party, notes the historian Frederick J. Blue in “The Free Soilers: Third Party Politics, 1848-1854,” “endorsed the Wilmot Proviso by declaring that Congress had no power to extend slavery and must in fact prohibit its extension, thus returning to the principle of the Northwest Ordinance of 1787.” It is the duty of the federal government, declared its platform, “to relieve itself from all responsibility for the existence of slavery wherever that government possesses constitutional power to legislate on that subject and is thus responsible for its existence.”This was controversial, to put it mildly. The entire “second” party system (the first being the roughly 30-year competition between the Federalists and the Jeffersonian Republicans) had been built to sidestep the conflict over the expansion of slavery. The Free Soil Party — which in an ironic twist nominated Martin Van Buren, the architect of that system, for president in the 1848 election — fought to put that conflict at the center of American politics.It succeeded. In many respects, the emergence of the Free Soil Party marks the beginning of mass antislavery politics in the United States. They elected several members to Congress, helped fracture the Whig Party along sectional lines and pushed antislavery “Free” Democrats to abandon their party. The Free Soilers never elected a president, but in just a few short years they transformed American party politics. And when the Whig Party finally collapsed under the weight of its own contradictions, after General Winfield Scott’s defeat in the 1852 presidential election, the Free Soil Party would become, in 1854, the nucleus of the new Republican Party, which brought an even larger coalition of former Whigs and ex-Democrats together with Free Soil radicals under the umbrella of a sectional, antislavery party.There are a few other examples of third-party success. The Populist Party failed to win high office after endorsing the Democratic nominee, William Jennings Bryan, for president in 1896, but went on to shape the next two decades of American political life. “In the wake of the defeat of the People’s party, a wave of reform soon swept the country,” the historian Charles Postel writes in “The Populist Vision”: “Populism provided an impetus for this modernizing process, with many of their demands co-opted and refashioned by progressive Democrats and Republicans.”“By turn of fate,” Postel continues, “Populism proved far more successful dead than alive.”On a more sinister note, the segregationist George Wallace won five states and nearly 10 million ballots in his 1968 campaign for president under the banner of the American Independent Party. His run was proof of concept for Richard Nixon’s effort to fracture the Democratic Party coalition along racial and regional lines. Wallace pioneered a style of politics that Republicans would deploy to their own ends for decades, eventually culminating in the election of Donald Trump in 2016.This is all to say that there’s nothing about the Forward Party that, as announced, would have this kind of impact on American politics. It doesn’t speak to anything that matters other than a vague sense that the system should have more choices and that there’s a center out there that rejects the extremes, a problem the Democratic Party addressed by nominating Joe Biden for president and shaping most of its agenda to satisfy its most conservative members in Congress.The Forward Party doesn’t even appear to advocate the kinds of changes that would enable more choices across the political system: approval voting where voters can choose multiple candidates for office, multimember districts for Congress and fundamental reform to the Electoral College. Even something as simple as fusion voting — where two or more parties on the ballot share the same candidate — doesn’t appear to be on the radar of the Forward Party.The biggest problem with the Forward Party, however, is that its leaders — like so many failed reformers — seem to think that you can take the conflict out of politics. “On every issue facing this nation,” they write, “we can find a reasonable approach most Americans agree on.”No, we can’t. When an issue becomes live — when it becomes salient, as political scientists put it — people disagree. The question is how to handle and structure that disagreement within the political system. Will it fuel the process of government or will it paralyze it?     The Great Chicago Gas Giveaway and the Return of Stunt Philanthropy

    Grand shows of largess may be back in style. Recently, driving on the North Side of Chicago, I found myself stuck behind a line of cars long enough that I could not, at first, tell what was causing it. It was only minutes later, after I was able to switch lanes and pull ahead, that I saw the cars were waiting at a gas station. Had something in the news set off a flurry of panic buying? I turned on the radio and soon learned that the people I saw were not, in fact, buying fuel. They were hoping to get some free.This was a giveaway orchestrated by Willie Wilson, a Chicago businessman known locally as a rags-to-riches success story and a serial long-shot political candidate, having run to be mayor of the city (in 2015), president of the United States (2016), mayor of Chicago again (2019) and U.S. senator (2020). On March 17, the day I passed that gas line, he gave away $200,000 worth of fuel at 10 stations around the city, capped at $50 per car. A week later he did it again, this time buying about a million dollars’ worth of gas at 48 stations.Wouldn’t it have been just as effective — as charity, not political theater — to hand out prepaid gas cards?On the morning of the second giveaway, I tuned in to a livestreamed news conference Wilson held at a station in Cicero, a suburb that borders Chicago’s West Side. The more I thought about the giveaways, the more absurd they came to seem. Even setting aside my wish that Wilson had used some of his money to support public transit (a much more robust and environmentally healthy response to oil-price instability), the logistics seemed offensively nonsensical. If the point was to give 24,000 drivers $50 of gas each, wouldn’t it have been just as effective — as charity, not political theater — to hand out prepaid gas cards? Drivers lined up hours early, and in some cases overnight, creating carbon-spewing, commute-snarling traffic jams. Police officers were deployed to manage the lines, meaning that what appeared to be an individual act of philanthropy was in fact partly subsidized by taxpayers. When a CBS Chicago journalist asked Wilson if he would help cover those manpower costs, he argued that the taxes he paid over the years were more than enough. Asked about gas cards, he said: “Don’t nobody tell me how to spend my money. You do gas cards, people come up with counterfeit gas cards, and it doesn’t work right.”Wilson was expected to announce another run for mayor shortly, and if this looked a little like a vote-buying stunt, plenty of others lined up to reap its benefits. As the news conference began, Wilson stood off to one side, watching cheerfully as person after person stepped forward to celebrate his efforts. Richard Boykin, Wilson’s candidate of choice for Cook County board president, served as a kind of M.C. There was a prayer led by Cicero’s police and fire department chaplain. The town president spoke, expressing his admiration for Wilson’s generosity, his disgust at gas prices and some quick thoughts on energy policy (“All they got to do is open up the pipeline. Why don’t they open up the pipeline?”). Representative Danny K. Davis talked about Wilson’s long history of philanthropy. Cicero’s police chief spoke. Someone from the town’s board of trustees spoke, then a local reverend, then a gas-station owner, then the town president’s wife, then another gas-station owner, then a representative from the Rev. Jesse Jackson’s Rainbow PUSH coalition.Finally it was Wilson’s turn. The government wasn’t moving fast enough, he said. “If gasoline prices go up again,” he said, “then we’re going to be compelled to do this again.” As for the people who needed the fuel, he said: “I’m enjoying it more than they’re enjoying it. Because the Lord has blessed me to be able to do it.”It wasn’t long ago that gestures like Wilson’s felt like products of a bygone era of American life, when it was common for the wealthy to sprinkle money down on the masses in ways that, in addition to doing real good, might distract from their rapacious business practices and make them look like champions of the common man. The political “machines” that ran many cities and states had their own versions of this game, dispensing money and jobs to buy votes and curry public favor. But at some point these approaches came into disrepute, at least in their most overt manifestations. Respectable charities put some degree of separation, however cosmetic, between wealthy donors and good work. Respectable politicians are expected to back helpful policies, campaign by explaining their benefits and, sure, show up at ribbon-cutting ceremonies to claim credit for every dollar funneled toward constituents. But anything that looks too much like a handout from the powerful risks seeming like the stuff of robber barons and back-alley politics.Maybe that’s changing. As of 2018, a stray tweet at Elon Musk about the water supply in Flint, Mich., could draw a response pledging to “fund fixing the water in any house in Flint that has water contamination above FDA levels.” The billionaire Robert Smith finished a 2019 Morehouse College commencement speech by saying he would cover student debt for the entire graduating class. (A year later, he would pay millions to the federal authorities to settle a tax-evasion case.) Similar exercises extend into politics. During Wilson’s 2019 mayoral campaign, he gave out money at a South Side church and City Hall, saying he wanted to help people with their property-tax bills. (He argued that because this money went through his nonprofit, and not his mayoral campaign, it was not subject to campaign-finance laws; the Chicago Board of Elections agreed.) That same year, Andrew Yang, who was running for the Democratic presidential nomination, promised to give 10 families $1,000 a month each as a proof-of-concept for a universal basic income. After leaving the race, he started a nonprofit that gave 1,000 Bronx residents $1,000 each; less than a year later, he was running for mayor of New York. You can even make a show of distributing public money, as politicians have long done with things like tax rebates and stimulus checks; in 2020, days before the first individual pandemic-relief checks went out, White House officials scrambled to make sure Donald Trump’s name was printed on them.Wilson’s willingness to drop big cash on gas giveaways says little about how he would actually govern, or address such costs overall. It is intended to broadcast that he cares, and that he acts. This explains, in part, why so many public officials participated in his news conference. (When, in the popular consciousness, government means out-of-touch inefficiency, even insiders want to brand themselves as outsiders.) But like so many shows of generosity, there is a gamble here. Some may see you as a populist savior, but others may be convinced that you’re a huckster, more interested in self-aggrandizement than in actually changing anything. Which reaction prevails will depend: How much frustration and desperation are out there?As political battles over pandemic relief, inflation and gas prices continue, I wager that we’ll see even more exercises like Wilson’s. In the week after Wilson’s news conference, Chicago’s current mayor, Lori Lightfoot, held one of her own, announcing an actual city program that will distribute $7.5 million in prepaid gas cards and $5 million in prepaid public-transit rides. The program has received nothing close to the media coverage of Wilson’s gas giveaway. (Wilson, for his part, had the self-confidence to dismiss Lightfoot’s program as a “political stunt.”) One response, for anyone displeased by this disparity, would be to blame sensationalistic media and despair.     Andrew Yang Says He Left Democratic Party to Become Independent

    Mr. Yang, who ran unsuccessfully for president in 2020 and for mayor of New York this year, said he could be more “honest” about politics if he were not a Democrat.Andrew Yang, the former long-shot presidential candidate and onetime technology entrepreneur, announced on Monday that he had left the Democratic Party and become an independent.In an essay on his website, Mr. Yang, who built a passionate following in 2019 during the party’s primary race, highlighted his work for Democrats. He noted the deep relationships he had developed with activists and local leaders and the fund-raisers he had headlined, and he took credit for helping to elect the party’s candidates, including President Biden.Yet he described the two-party system as “stuck,” saying he could be more “honest” about politics and politicians if he were not constrained by official membership as a Democrat. Mr. Yang offered his support for alternative election systems, like open primaries and ranked-choice voting, saying these were “key reforms” that would give voters more choices in campaigns.“I believe I can reach people who are outside the system more effectively,” he wrote. “I feel more … independent.”Mr. Yang has struggled to find his footing since skyrocketing to prominence during the 2020 race. One of the highest-profile Asian Americans to ever run a presidential campaign, Mr. Yang built a fiercely loyal following of disaffected voters through proposals like providing every American with a universal basic income of $1,000 per month.After ending his unlikely campaign, he joined CNN as a political commentator, started his own podcast and moved to Georgia to help Democrats win the runoff Senate races in January.A bid for New York City mayor this spring ended in defeat, after Mr. Yang struggled to answer basic questions about the functions of city government and failed to build on early momentum.Last month, he announced plans to start his own political party called “The Forward Party” — a phrase lifted from the last chapter of his new book.In an excerpt from his book published by Politico Magazine this week, Mr. Yang recounted the strangeness of running for president and how the experience had inflated his sense of his own importance.“I’d been a C.E.O. and founder of a company, but running for office was a different animal,” he wrote. “Everyone in my orbit started treating me like I might be a presidential contender.     Andrew Yang Is Back for a Third Round

    Andrew Yang failed in his campaigns for president of the United States and mayor of New York City, but that has not stopped him from trying to disrupt the political status quo with a new party, which he has named “Forward.” This time, the candidate known for evangelizing universal basic income, or U.B.I., is championing ideas like open primaries and rank-choice voting (which, incidentally, was the voting system used in the mayoral race he lost).     How Andrew Yang Went from Front-Runner to Fourth Place

    For months, Andrew Yang seemed like he was exactly what New York City was looking for in a mayor.He was relentlessly positive at a time when the city, still locked down during the pandemic, was somber. While other candidates were stuck in a loop of online mayoral forums, he seized attention by holding in-person events, capitalizing on his star power as a 2020 presidential candidate.He leapt to the top of polls, drawing the affection of wealthy donors and envy from the race’s more established candidates. But as the race’s sudden front-runner, Mr. Yang began to draw more scrutiny from the news media and his rivals, and bit by bit, he lost ground.Eric Adams was the first to pass him, and others would follow. By primary night, Mr. Yang was the first candidate to concede, far back in fourth place.His collapse was a result of an accumulation of factors: self-inflicted wounds, a perception that he was out of his depth, and the city’s changing environment.The pall that had fallen over New York had started to lift: Mr. Yang had campaigned on reopening the city, but the city had reopened without him. And now New Yorkers seemed far more worried about crime, an ideal scenario for Mr. Adams, a former police captain and the current Brooklyn borough president.Mr. Yang tried to change his message and tone, but the shift was too late and seemed to alienate some of his core followers.In the early stages of the mayoral campaign, Mr. Yang held far more in-person events than his rivals.Chang W. Lee/The New York TimesIn interviews with campaign staffers and surrogates, supporters and opponents, the diagnoses of Mr. Yang’s electoral maladies span the spectrum: He fumbled once it became clear that celebrity alone could not carry the day; he did not try hard enough to reach Black and Latino voters. His campaign was too media-driven, yet he never fully relinquished his Twitter account to more responsible hands. He failed to master the city’s intricacies, and did not turn on-the-ground energy into votes.“When you’re out in the streets and in the communities, and people are literally shouting at him, ‘I’m going to vote for you,’ what’s the step two?” asked Grace Meng, a congresswoman from Queens who endorsed Mr. Yang. “Step-one level of excitement isn’t enough.”In the initial stages of his campaign, it seemed like Mr. Yang was everywhere. While the rest of the field held virtual forums and fund-raisers, he was on the streets, touring Flushing, Queens, and Brownsville in Brooklyn, and visiting Hwa Yuan, a 54-year-old Chinatown restaurant struggling to survive the pandemic. He sat for interviews with Wolf Blitzer and “The View,” and won big-name endorsements from Representative Ritchie Torres of the Bronx, and Martin Luther King III.Mr. Yang, who declined to be interviewed for this article, vowed to deliver $2,000 a year in guaranteed cash to the city’s 500,000 poorest New Yorkers. It was far from the universal basic income plan that drove his presidential campaign, and he never clearly explained how he would pay for it, but it still forced some of his rivals to respond with cash relief plans of their own.At campaign events like the reopening of Coney Island, Mr. Yang was relentlessly positive.James Estrin/The New York TimesHe had to quarantine when a campaign staffer got Covid, and then isolate again when he got it himself. He suffered through a kidney stone. But little seemed like it could stop him, not even a series of gaffes.He suggested that New York should put a casino on Governors Island, a green respite in the harbor where casinos are illegal. He released a video of a local “bodega” that seemed to suggest to social media critics that he did not know what a bodega was. He incited the left when he suggested he would crack down on street vendors — many of them undocumented workers with few other options at their disposal.Mr. Yang, 46, also withstood ridicule after telling The New York Times how he spent much of the pandemic in his second home upstate. He noted the challenges of fulfilling his obligations as a CNN commentator from his apartment in Manhattan, explaining, “Can you imagine trying to have two kids on virtual school in a two-bedroom apartment, and then trying to do work yourself?” Many New Yorkers had no trouble imagining that at all.“I think we took a lot of cannons for a long time, some of it justifiable,” said Chris Coffey, one of Mr. Yang’s two campaign managers, who was speaking by phone from Governors Island, where the Yang campaign was having a postelection picnic whose location was intentionally ironic (and where there were in fact cannons). “It’s hard to know what causes the ship to eventually take on water. I still think most of it is the race just changed.”Mr. Yang’s nonstop campaign schedule did come to a halt when he had to isolate after testing positive for Covid-19. Sara Naomi Lewkowicz for The New York TimesTwo weeks in particular stood out to campaign supporters as the turning point in Mr. Yang’s fortunes. On May 10, Mr. Yang sent out a tweet that was drafted by a Jewish adviser, and vetted by Mr. Coffey. At the time, the Israeli army and Hamas were exchanging fire, a dramatic ratcheting up of tensions that killed civilians on both sides, but particularly Palestinians.“I’m standing with the people of Israel who are coming under bombardment attacks, and condemn the Hamas terrorists,” Mr. Yang said. “The people of NYC will always stand with our brothers and sisters in Israel who face down terrorism and persevere.”Nothing about the tweet was out of step with how New York politicians typically talk about Israel. The city is home to the largest Jewish population outside of Israel, and Mr. Adams had made a similar statement. But Mr. Yang has nearly two million Twitter followers, and his tweet drew attention from all sides.Mr. Yang received unwanted praise from Senator Ted Cruz of Texas and Stephen Miller, the Trump adviser, and unwanted condemnation from Representative Alexandria Ocasio-Cortez of New York, who said that Mr. Yang’s remarks, followed by his plan to attend a Muslim event in Queens, were “utterly shameful.”The episode led the campaign to tighten its process for reviewing urgent policy tweets, Mr. Coffey said, requiring that all of them get approval from both him and Sasha Neha Ahuja, Mr. Yang’s other campaign manager.On May 19, Mr. Yang demonstrated ignorance about the debt load of the Metropolitan Transportation Authority, whose subway and bus system he had proposed to take over from the state. The next day, he failed to understand a question about a controversial law that protected police disciplinary records; hours earlier, he had proposed creating homeless shelters for victims of domestic violence, even though New York City has operated such shelters for years.In the race’s last stages, Mr. Yang campaigned alongside Kathryn Garcia, and encouraged his followers to rank her second.Michelle V. Agins/The New York TimesIn retrospect, rival campaign aides said that Mr. Yang erred from the beginning by not expressing more humility and a hunger to learn the New York City political ropes from those who know them.Peter Brown, the chief strategist for Kathryn Garcia’s campaign, said he disagreed with the Yang campaign’s decision to release internal polling that at times conjured a sense of the near-inevitability of victory. Instead, Mr. Brown suggested that it would have been wiser to release a memo minimizing expectations, portraying Mr. Yang as an overachieving underdog who was going to have to work hard.Micah Lasher, the campaign manager for the city comptroller, Scott M. Stringer, made a similar point, and harkened back to Hillary Clinton’s run for the Senate.“Hillary Clinton came in 2000 and demonstrated a surprising humility and interest in learning, and there was a version of that that Yang could have done,” Mr. Lasher said. “Instead, they did the opposite: ‘We’re here, we are big, we are going to win.’ That was the beginning and end of their game plan.”By the end of the campaign, Mr. Yang’s camp had shifted yet again — the preternaturally upbeat Mr. Yang turned negative.Mr. Yang used a recent spate of anti-Asian attacks to push for more public safety measures, including getting people with untreated mental illness off the streets.Andrew Seng for The New York TimesAfter he spent months publicly asking Ms. Garcia to serve as his deputy in City Hall, her poll numbers rose and he started attacking her record as sanitation commissioner. He routinely suggested Mr. Adams lacked a moral compass. And he futilely tried to outflank Mr. Adams on crime.“Yes, mentally ill people have rights, but you know who else have rights? We do: the people and families of the city,” Mr. Yang said at the final debate. “We have the right to walk the street and not fear for our safety because a mentally ill person is going to lash out at us.”Mr. Yang was speaking from some personal experience. As an Asian American man, he was a member of a community that had been victim to a spike in hate crimes, some of them committed by New Yorkers with histories of mental illness. Polls had found that economic recovery and moving beyond Covid were no longer top of mind for voters, and Mr. Yang was diverging from his original message.“Our core issues faded not just from first to second, but to third,” said Eric Soufer, a senior adviser to the Yang campaign. “You can’t keep running a campaign based on the same thing, when the fundamentals change like that.”But some campaign staff members acknowledged that they became disillusioned by some of Mr. Yang’s shift in positions, and how they did not comport with the man who promised to be the anti-poverty mayor, who vowed to institute guaranteed income for poor New Yorkers and help establish a public bank.As the primary night results were released, Mr. Yang became the first mayoral candidate to concede.Gabriela Bhaskar/The New York Times“At the end, there wasn’t a clear, cogent argument of what he stood for that resonated,” said Ron Kim, a Queens assemblyman who endorsed Mr. Yang. “If I could go back, I would have encouraged him to stick with what he was known for, which was being an innovator, a person who can deliver out-of-the-box thinking on solutions for economic growth and jobs.”In the race’s last stages, Mr. Yang threw his support to Ms. Garcia, encouraging his supporters to rank her second. Though they campaigned together, she did not ask the same of her supporters; she said she had hoped to piggyback on Mr. Yang’s popularity in certain sectors of the city.Mr. Yang did perform well with heavily Asian communities in Queens like Elmhurst and Flushing, as well as in heavily Orthodox Jewish neighborhoods in Brooklyn, like Borough Park. He did not do nearly as well in Manhattan, his home borough, where he garnered 10 percent of the in-person vote; Ms. Garcia captured the most votes in that borough.“There were some tensions within the team where people would say, ‘Well, you can’t out-cop the cop,’” Mr. Yang said in an episode of his podcast that aired Monday.“For me,” he added, “both common sense and the numbers indicated that crime was going to be the number one issue.”And despite being the self-described ideas candidate, Mr. Yang did not have enough of them to entice voters.“As the person who was getting most of the attention, the race became a referendum on him,” said Stu Loeser, who advised the campaign of Ray McGuire, the former Citigroup executive. “And he proved himself to be a callow, unsubstantial, often dimwitted person.” More

    How Maya Wiley or Kathryn Garcia Could Beat Eric Adams

    Under ranked-choice voting, it is mathematically possible for the second- and third-place finishers in Tuesday’s Democratic primary to overtake the front-runner — but it will be tough. It was the city’s first mayoral race using ranked-choice voting, and there was no incumbent running.After the first round of vote tallying, a relatively conservative male Democrat with a long history in elected office led the pack by nine percentage points, with two female candidates ranked second and third.In the end, the second-place finisher came from behind to score a narrow victory.It happened in Oakland, Calif., in 2010. Whether it can happen in New York City in 2021 is a question that has taken on great urgency.With partial results in on Wednesday afternoon, Eric Adams, the Brooklyn borough president, has 32 percent of first-place votes. He leads Maya Wiley, a former City Hall counsel, by 9 points, and Kathryn Garcia, a former sanitation commissioner, by 12 points.Because Mr. Adams has almost no chance of garnering more than 50 percent of first-place votes, the ranked-choice playoff process will begin. It is a series of rounds in which the candidate with the fewest first-place votes is eliminated and those votes are transferred to whomever the voter listed in the next slot, until only two candidates remain — at which point the leader wins.Ms. Wiley’s supporters hope that she can close the gap by picking up enough votes from voters who preferred her to Mr. Adams but did not rank her first. Ms. Garcia’s supporters are hoping for something similar.But both candidates face steep challenges to overcoming Mr. Adams’s commanding lead. Here is a brief explainer:Can Wiley or Garcia still win?Mathematically, yes. Ms. Wiley could win if she makes it to the final round and is ranked ahead of Mr. Adams on around 60 percent of all ballots where neither is ranked first. Ms. Garcia’s threshold in the same situation is a few points higher.What’s the likelihood of that?Low. Mr. Adams would have to be enormously unpopular among voters who did not rank him first, and one of the few polls done late in the race showed broader support for him than for Ms. Wiley or Ms. Garcia.The poll of 800 likely Democratic voters, conducted by Citizen Data and FairVote, a national organization that promotes ranked-choice voting, found that Mr. Adams was the only candidate in the race who was a top-three choice of more than half the voters.Kathryn Garcia campaigning on the Upper West Side on Tuesday. It was conducted before the race’s chaotic final weekend, when Mr. Adams was criticized for asserting that Ms. Garcia and Andrew Yang, a former presidential candidate, were trying to weaken Black candidates by campaigning together.That episode may have damaged Mr. Adams and helped Ms. Garcia, but not much, said Rob Richie, FairVote’s president. “My assumption is that the last three days didn’t change the fundamentals enough to actually change the outcome,” he said.To give a sense of Mr. Adams’s strength, in a final-round matchup between Mr. Adams and Ms. Wiley based on the voter rankings in the FairVote poll, Ms. Wiley inherited 47 percent of Ms. Garcia’s first-place voters and Mr. Adams inherited 35 percent, but he still beat her by more than 10 points. In a similar matchup between Mr. Adams and Ms. Garcia, she inherited more than 60 percent of Ms. Wiley’s first-place votes but still lost.Nevertheless, an undaunted Ms. Wiley said on Wednesday that she expected to significantly outpace Mr. Adams in collecting second- and third-choice votes and said she had no plan to concede, “because I’m winning.”How often does a trailing candidate in a ranked-choice election end up winning?Very rarely. In 128 ranked-choice races in the United States since 2004 where there was no first-round winner, there have been only three occasions where someone trailing by more than eight points after the first round ended up the victor, according to FairVote.No one trailing by 10 points has ever won, though in the 2018 San Francisco mayoral race, Mark Leno very nearly came from 12 points down to overtake London Breed. Ms. Breed wound up winning by less than a percentage point.What happened in the 2010 Oakland mayoral race?Don Perata, the former head of the California State Senate, led his more progressive opponents Jean Quan by 8.7 percentage points and Rebecca Kaplan by 12.2 points after the first round. But in the elimination rounds, Ms. Quan ended up with 68 percent of the votes from ballots that listed neither her nor Mr. Perata first, and she narrowly defeated him.There was a big difference, though, between that race and the New York race: Ms. Quan and Ms. Kaplan cross-endorsed each other and co-led an “anybody but Don” attack on Mr. Perata.“It was really cooperative campaigning between two people who were more on the left,” said Jason McDaniel, an associate professor of political science at San Francisco State University. “It was specifically about going against the perceived establishment candidate.”Ms. Garcia and Ms. Wiley formed no such alliance. During the campaign, Ms. Garcia seemed open to coalitions with other candidates and explored the possibility of working with Ms. Wiley, in addition to Mr. Yang.Ms. Wiley said she was invited to campaign with Ms. Garcia and Mr. Yang, but declined because of misgivings about Mr. Yang’s comments at the final debate about people with mental illness.What about the ballots that have yet to be tallied?As of Wednesday afternoon, the in-person votes from about 3 percent of election scanning machines had not been counted yet. Neither had tens of thousands of absentee ballots — a maximum of about 220,000.But they would have to overwhelmingly favor one candidate to swing the election, and unlike last fall’s Trump-Biden contest, there are no signs of that.The absentee ballots are widely thought to favor Ms. Garcia over Ms. Wiley because absentee voters tend to be older and Ms. Garcia had an older base, but only moderately.What about ‘exhausted ballots’?Those are ballots where every candidate ranked by the voter gets eliminated and thus the ballot no longer directly affects the outcome. The more exhausted ballots there are, the harder it is for a second-place candidate to catch the front-runner. In a race like this one, where there were many viable candidates and voters new to the ranked-choice system might be unwilling to rank a full slate, the possibility of exhausted ballots is high.How sure can we be about any of this?We can’t. We don’t know yet where voters ranked anyone other than their first-choice candidate. We don’t know how many ballots are outstanding, let alone how the candidates are ranked on them.     What We Know (So Far) About New York’s Altered Political Landscape

    As Eric Adams has moderate Democrats feeling bullish, the City Council appears to be shifting leftward.In the end, the Yang Gang went bust.Andrew Yang entered the race for New York mayor in January as the front-runner, but his happy-go-lucky, antipolitical style of campaigning left him unable to hold onto voters’ confidence. As early results came in for the Democratic primary after polls closed on Tuesday, Mr. Yang was on track to finish in a distant fourth place. He’s since conceded.Still, that doesn’t necessarily mean that New Yorkers wanted a boldly ideological candidate either — or one with a wonky political approach. Eric Adams, a longtime Brooklyn politician and a former Republican, whose docket of endorsements and donors arguably looked more similar to Mr. Yang’s than any other candidate’s did and who similarly positioned himself as a no-nonsense Everyman, held a wide lead as early returns arrived.With 83 percent of precinct results in, Mr. Adams currently has 31.7 percent of the first-choice votes. He’s far from the certain winner: New York City elections are using a ranked-choice system this year for the first time, so it’ll probably take weeks to know who will be the Democratic nominee (a.k.a., the next mayor, almost guaranteed).But Mr. Adams is in a very strong position, meaning that even as the New York City Council has drifted leftward in recent years, its voters may choose a mayor with more moderate — and in some cases, even conservative-leaning — politics.“We always say people like divided government, and if you think of the Democratic Party as a very large and diverse party, we can see an element of divided government here,” said Christina Greer, a political scientist at Fordham University and host of “FAQ NYC,” a podcast about New York City politics.Maya Wiley, the leading progressive candidate in the race and Mr. Adams’s closest runner-up, is currently at 22.3 percent — just shy of 10 points behind Mr. Adams. Many elections experts consider a 10-point divide to be the threshold beyond which it becomes virtually impossible for a candidate to overtake the leader in subsequent rounds.If Mr. Adams’s numbers hold, he will outperform his already-strong showing in pre-election polls, demonstrating that he gained momentum only in the last days of the campaign, as Mr. Yang was losing his. Many lapsed Mr. Yang supporters appear to have gone for Mr. Adams instead.“We know that there’s going to be twos and threes and fours,” Mr. Adams told his supporters during a wide-ranging speech on Tuesday night. “But there’s something else we know. We know that New York City said, ‘Our first choice is Eric Adams.’”In the speech, Mr. Adams picked up on the major themes of his campaign, particularly public safety. Just a year after the City Council responded to activists by passing a budget that made major changes to police funding, Mr. Adams ran his campaign in direct opposition to the “defund” narrative.He insisted on both “prevention and intervention,” in campaign speeches, emphasizing his past as a police officer and his support for law enforcement, while also nodding to liberals’ demand for youth programs and other root-cause approaches to crime prevention. On education and business regulation, he has sounded many moderate-to-conservative notes, including robust support for charter schools. His campaign’s ties to conservative and business-friendly groups have drawn scrutiny.But Dr. Greer said that his authenticity and his direct appeals to working-class New Yorkers had seemingly gone a long way. “With eight years of Bill de Blasio and 12 years of Michael Bloomberg, I think people felt left out and ignored,” she said, making a particular note of Mr. Adams’s support outside Manhattan. “I think Adams really tapped into that effectively.”What we know, and when we’ll know morePartly in response to the coronavirus pandemic, election officials allowed any voter to request an absentee ballot in the primary, and about 220,000 New Yorkers did. The deadline for those ballots to be received at election offices isn’t until next week, and then the process of curing ballots will begin.Since election officials can’t move past tallying the first round until all ballots have been counted, there’s no way for them to release more than first-round results until July 9.From there, the complex but ruthlessly simple math of ranked-preference tallying will be executed swiftly, and the winner will be declared.Possibly working in Mr. Adams’s favor is the fact that very few other candidates banded together in strategic coalitions. The one exception is the 11th-hour pact made by Mr. Yang and Kathryn Garcia, who is currently just behind Ms. Wiley, at 19.5 percent. In the final weeks of the race, when Mr. Adams was seen as the front-runner, some progressives mounted an “anyone but Adams” campaign, but the other candidates didn’t formally get behind it. At this point, he would have to have performed dismally in second-choice tallies and lower to lose the election.Is the City Council tilting further left?Put together, Mr. Yang, Mr. Adams and Ms. Garcia — the most prominent centrist candidates — accounted for more than 60 percent of voters’ first-choice picks. Ms. Wiley, Scott Stringer and Dianne Morales, the three progressives, received a combined total of closer to 30 percent.Still, whoever enters Gracie Mansion will have to contend with a New York City Council that appears to be on a leftward trajectory. Progressives gained significant clout during Bill de Blasio’s eight years as mayor, and Tuesday’s primary may have pushed it even further in that direction.Most races remain uncalled, but an array of progressive candidates appeared to be strongly positioned as results came in. Tiffany Cabán, who narrowly lost a closely watched race in 2019 for Queens district attorney, had a wide lead in the race for a council seat that includes the Astoria neighborhood.With Corey Johnson, the speaker, barred by term limits from running for re-election, the council will vote early next year to choose its speaker, in what will be a measure of progressives’ influence under the new mayor.Other New York racesProgressives scored victories in other, slightly less-high-profile elections across the state.Brad Lander, a member of the City Council whose campaign was endorsed by Representative Alexandria Ocasio-Cortez, Senator Bernie Sanders and other left-wing figures, earned the most first-place votes in the race for New York City comptroller.Mr. Johnson, the council speaker, whose efforts to find compromise on police reform last year left him at odds with many on the party’s left wing, is in second place. The results for that race also won’t be fully known until July 9 at the earliest.The Manhattan district attorney’s race is technically a statewide position, meaning the race did not use a ranked-choice system. Alvin Bragg — who ran on fighting mass incarceration and racism in policing — appears most likely to win outright, even though he held only a three-percentage-point lead over Tali Farhadian Weinstein, his main rival.In Buffalo, the state’s second-largest city, India Walton — a 38-year-old nurse and democratic socialist organizer — won the Democratic nomination for mayor, defeating a four-term incumbent with close ties to Gov. Andrew Cuomo.If she wins the general election, Ms. Walton would become the first self-described socialist to run a major city since 1960 (because, no, the tiny city of Burlington doesn’t count).On Politics is also available as a newsletter.
