    ‘Governors Are the C.E.O.s’: State Leaders Weigh Their Might

    At a National Governors Association gathering, attendees from both parties speculated about 2024 at a moment of increasing frustration with Washington.PORTLAND, Maine — A single senator put parts of President Biden’s domestic agenda in grave danger. The president’s approval ratings are anemic amid deep dissatisfaction with Washington. And as both Mr. Biden, 79, and Donald J. Trump, 76, signal their intentions to run for president again, voters are demanding fresh blood in national politics.Enter the governors.“Governors are the C.E.O.s,” said Gov. Chris Sununu of New Hampshire, a Republican who hopes a governor will win his party’s 2024 presidential nomination. He added that Washington lawmakers “don’t create new systems. They don’t implement anything. They don’t operationalize anything.”In other years, those comments might have amounted to standard chest-thumping from a state executive whose race was overshadowed by the battle for control of Congress.But this year, governors’ races may determine the future of abortion rights in states like Michigan and Pennsylvania. Mass shootings and the coronavirus pandemic are repeatedly testing governors’ leadership skills. And at a moment of boiling voter frustration with national politics and anxiety about aging leaders in both parties, the politicians asserting their standing as next-generation figures increasingly come from the governors’ ranks, including Gov. Gavin Newsom, a California Democrat, and Gov. Ron DeSantis, a Florida Republican.Supporters of abortion rights protested outside the National Governors Association meeting.Jodi Hilton for The New York TimesAll of those dynamics were on display this week at the summer meeting of the National Governors Association in Portland, Maine, which took place as Senator Joe Manchin III of West Virginia appeared to derail negotiations in Washington over a broad climate and tax package.His move devastated vital parts of Mr. Biden’s agenda in the evenly divided Senate, although the president vowed to take “strong executive action to meet this moment.” And it sharpened the argument from leaders in both parties in Portland that, as Washington veers between chaos and paralysis, America’s governors and would-be governors have a more powerful role to play.“Washington gridlock has been frustrating for a long time, and we’re seeing more and more the importance of governors across the country,” said Gov. Roy Cooper of North Carolina, the chairman of the Democratic Governors Association, pointing to Supreme Court decisions that have turned questions about guns, abortion rights and other issues over to states and their governors.Americans, he added, “look at governors as someone who gets things done and who doesn’t just sit at a table and yell at each other like they do in Congress or state legislatures.”The three-day governors’ conference arrived at a moment of growing unease with national leaders of both parties.A New York Times/Siena College poll showed that 64 percent of Democratic voters would prefer a new presidential standard-bearer in 2024, with many citing concerns about Mr. Biden’s age. In another poll, nearly half of Republican primary voters said they would prefer to nominate someone other than Mr. Trump, a view that was more pronounced among younger voters.And at the N.G.A. meeting, private dinners and seafood receptions crackled with discussion and speculation about future political leadership. “I don’t care as much about when you were born or what generation you belong to as I do about what you stand for,” said Gov. Spencer Cox of Utah, a 47-year-old Republican. “But I think certainly there is some angst in the country right now over the gerontocracy.”In a series of interviews, Republican governors in attendance — a number of them critical of Mr. Trump, planning to retire or both — hoped that some of their own would emerge as major 2024 players. Yet for all the discussions of the power of the office, governors have often been overshadowed on the national stage by Washington leaders, and have struggled in recent presidential primaries. The last governor to become a presidential nominee was now-Senator Mitt Romney, who lost in 2012.Democrats, who are preoccupied with a perilous midterm environment, went to great lengths to emphasize their support for Mr. Biden if he runs again as planned. Still, some suggested that voters might feel that Washington leaders were not fighting hard enough, a dynamic with implications for elections this year and beyond.“People want leaders — governors, senators, congresspeople and presidents — who are vigorous in their defense of our rights, and people who are able to galvanize support for that among the public,” said Gov. J.B. Pritzker of Illinois, a Democrat.Mr. Pritzker has attracted attention for planning appearances in the major presidential battleground states of New Hampshire and Florida and for his fiery remarks on gun violence after a shooting in Highland Park, Ill. Mr. Biden, for his part, faced criticism from some Democrats who thought he should have been far more forceful immediately after the Supreme Court overturned Roe v. Wade.Asked if Mr. Biden had been sufficiently “vigorous” in his responses to gun violence and the abortion ruling, Mr. Pritzker, who has repeatedly pledged to support Mr. Biden if he runs again, did not answer directly.“President Biden cares deeply about making sure that we protect those rights. I have said to him that I think that every day, he should be saying something to remind people that it is on his mind,” Mr. Pritzker replied. He added that Americans “want to know that leadership — governors, senators, president — you know, they want to know that we all are going to fight for them.”Gov. I think there is frustration that Congress can’t do more.”Few Democrats currently believe that any serious politician would challenge Mr. Biden, whatever Washington’s problems. He has repeatedly indicated that he relishes the possibility of another matchup against Mr. Trump, citing The New York Times/Siena College poll that found that he would still beat Mr. Trump, with strong support from Democrats.A Biden adviser, also citing that poll, stressed that voters continued to care deeply about perceptions of who could win — a dynamic that was vital to Mr. Biden’s 2020 primary victory. He is still working, the adviser said, to enact more of his agenda including lowering costs, even as there have been other economic gains on his watch.“We had younger folks step forward last time. President Biden won the primary. President Biden beat Donald Trump,” said another ally, former Representative Cedric Richmond, who served in the White House. “The Biden-Harris ticket was the only ticket that could have beat Donald Trump.”But privately and to some degree publicly, Democrats are chattering about who else could succeed if Mr. Biden does not ultimately run again. A long list of governors — with varying degrees of youth — are among those mentioned, including Mr. Murphy, Mr. Pritzker, Mr. Newsom and Gov. Gretchen Whitmer of Michigan, if she wins her re-election.Some people around Mr. Cooper hope he will consider running if Mr. Biden does not. Pressed on whether that would interest him, Mr. Cooper replied, “I’m for President Biden. I do not want to go there.”Indeed, all of those governors have stressed their support for Mr. Biden. But the poll this week threw into public view some of the conversations happening more quietly within the party.“There’s a severe disconnect between where Democratic Party leadership is and where the rest of our country is,” said former Representative Joe Cunningham, a South Carolina Democrat who is running for governor and who has called on Mr. Biden to forgo re-election to make way for a younger generation.Signs of Mr. Biden’s political challenges were evident at the N.G.A., too. Asked whether she wanted Mr. Biden to campaign with her, Gov. Janet Mills of Maine, a Democrat in a competitive race for re-election this year, was noncommittal.“Haven’t made that decision,” she said.Gov. At the next table sat Gov. Asa Hutchinson of Arkansas, a Republican, who confirmed that he was still “testing the waters” for a presidential run.Some of the most prominent Republican governors seen as 2024 hopefuls, most notably Mr. DeSantis, were not on hand. But a number of others often named as possible contenders — with different levels of seriousness — did attend, including Gov. Glenn Youngkin of Virginia and Gov. Larry Hogan of Maryland.“I call them the ‘frustrated majority,’” Mr. Hogan said, characterizing the electorate’s mood. “They think Washington is broken and that we’ve got too much divisiveness and dysfunction.” More

    If You Think Republicans Are Overplaying Schools, You Aren’t Paying Attention

    The warning signs are everywhere. For 30 years, polls showed that Americans trusted Democrats over Republicans to invest in public education and strengthen schools. Within the past year, however, Republicans have closed the gap; a recent poll shows the two parties separated on the issue by less than the margin of error.Since the Republican Glenn Youngkin scored an upset win in Virginia’s race for governor by making education a central campaign issue, Republicans in state after state have capitalized on anger over mask mandates, parental rights and teaching about race, and their strategy seems to be working. The culture wars now threatening to consume American schools have produced an unlikely coalition — one that includes populists on the right and a growing number of affluent, educated white parents on the left. Both groups are increasingly at odds with the Democratic Party.For the party leaders tasked with crafting a midterm strategy, this development should set off alarms. Voters who feel looked down on by elites are now finding common cause with those elites, forming an alliance that could not only cost the Democrats the midterm elections but also fundamentally realign American politics.The Democrats know they have a problem. One recent analysis conducted by the Democratic Governors Association put it bluntly: “We need to retake education as a winning issue.” But reclaiming their trustworthiness on education will require more than just savvier messaging. Democrats are going to need to rethink a core assumption: that education is the key to addressing economic inequality.The party’s current education problem reflects a misguided policy shift made decades ago. Eager to reclaim the political center, Democratic politicians increasingly framed education, rather than labor unions or a progressive tax code, as the answer to many of our economic problems, embracing what Barack Obama would later call “ladders of opportunity,” such as “good” public schools and college degrees, which would offer a “hand up” rather than a handout. Bill Clinton famously pronounced, “What you earn depends on what you learn.”But this message has proved to be deeply alienating to the people who once made up the core of the party. As the philosopher Michael Sandel wrote in his recent book “The Tyranny of Merit,” Democrats often seemed to imply that people whose living standards were declining had only themselves to blame. Meanwhile, more affluent voters were congratulated for their smarts and hard work. Tired of being told to pick themselves up and go to college, working people increasingly turned against the Democrats.Today, as the middle class falls further behind the wealthy, the belief in education as the sole remedy for economic inequality appears more and more misguided. And yet, because Democrats have spent the past 30 years framing schooling as the surest route to the good life, any attempt to make our education system fairer is met with fierce resistance from affluent liberals worried that Democratic reforms might threaten their carefully laid plans to help their children get ahead.In California, plans to place less emphasis on calculus in an effort to address persistent racial and socioeconomic disparities in math achievement have spawned furious backlash. So, too, did the announcement last fall that New York City schools would be winding down their gifted and talented program, which has been widely criticized for exacerbating segregation — an announcement that Mayor Eric Adams has begun to walk back.Mr. Youngkin was one of the first to recognize that these anxieties could be used for political gain, and he carefully tailored his messaging to parents from both affluent families and the conservative movement. In his appeals to the Republican base, he railed against critical race theory and claimed that allies of George Soros had inserted “operatives” on local school boards. To centrist parents, he pledged to undo admissions policy changes aimed at bolstering diversity at Virginia’s prestigious Thomas Jefferson High School for Science and Technology, where graduates regularly go on to attend Ivy League universities.These promises seem to have worked. A recent focus group conducted by a Democratic polling firm showed that education was the top issue cited by Joe Biden supporters who had voted or considered voting for Mr. Youngkin. Participants referred to an array of complaints about education, including a sense that the focus on race and social justice in Virginia’s schools had gone too far, eclipsing core academic subjects. Similar charges echoed through the San Francisco school board election last month as Asian American voters, furious over changes to the admissions process at a highly selective high school, galvanized a movement to oust three school board members.How can Democrats claw out of this bind? In the near term, they can remind voters that Republican efforts to limit what kids are taught in school will hurt students, no matter their background. The College Board’s Advanced Placement program, for example, recently warned that it will remove the AP designation from courses when required topics are banned. Whatever the limitations of the AP program, students from all class backgrounds still use it to earn college credit and demonstrate engagement in rigorous coursework. Democrats could also take a page from Mr. Youngkin’s playbook and pledge, as he did, to invest more “than has ever been invested in education,” an issue that resonates across party lines.But if Democrats want to stop bleeding working-class votes, they need to begin telling a different story about education and what schools can and can’t do. For a generation, Democrats have framed a college degree as the main path to economic mobility, a foolproof way to expand the middle class. But now kids regularly emerge from college burdened with crushing student debt and struggling to find stable jobs. To these graduates and to their parents it is painfully obvious that degrees do not necessarily guarantee success. A generation ago, Mr. Clinton may have been able to make a convincing case that education could solve all people’s problems, but today Democrats risk irrelevance — or worse — by sticking with that tired mantra.So, yes, strong schools are essential for the health and well-being of young people: Schools are where they gain confidence in themselves and build relationships with adults and with one another, where they learn about the world and begin to imagine life beyond their neighborhoods. But schools can’t level a playing field marred by racial inequality and increasingly sharp class distinctions; to pretend otherwise is both bad policy and bad politics. Moreover, the idea that schools alone can foster equal opportunity is a dangerous form of magical thinking that not only justifies existing inequality but also exacerbates our political differences by pitting the winners in our economy against the losers.Democrats can reclaim education as a winning issue. They might even be able to carve out some badly needed common ground, bridging the gap between those who have college degrees and those who don’t by telling a more compelling story about why we have public education in this country. But that story must go beyond the scramble for social mobility if the party is to win back some of the working people it has lost over the past few decades.Schools may not be able to solve inequality. But they can give young people a common set of social and civic values, as well as the kind of education that is valuable in its own right and not merely as a means to an end. We don’t fund education with our tax dollars to wash our hands of whatever we might owe to the next generation.     What America Would Look Like in 2025 Under Trump

    What will happen if the political tables are turned, and the Republican Party wins the White House in 2024 and the House and Senate along the way?One clue is that Donald Trump is an Orban worshiper — that’s Viktor Orban, the prime minister of Hungary, a case study in the aggressive pursuit of a right-wing populist agenda.In his Jan. 3 announcement of support for Orban’s re-election, Trump declared: “He is a strong leader and respected by all. He has my Complete support and Endorsement for re-election as Prime Minister!”What is it about Hungary under Orban that appeals so powerfully to Trump?“Call it ‘soft fascism,’ ” Zach Beauchamp of Vox.com, wrote on Sept. 13, 2018:a political system that aims to stamp out dissent and seize control of every major aspect of a country’s political and social life, without needing to resort to “hard” measures like banning elections and building up a police state. One of the most disconcerting parts of observing Hungarian soft fascism up close is that it’s easy to imagine the model being exported. While the Orban regime grew out of Hungary’s unique history and political culture, its playbook for subtle repression could in theory be run in any democratic country whose leaders have had enough of the political opposition.In “How the American Right Fell in Love With Hungary,” in The New York Times Magazine, Elizabeth Zerofsky quotes Rod Dreher, the combative conservative blogger, on Orban’s immigration policies — building a fence on the border to keep Muslims out, for example. “If you could wind back the clock 50 years, and show the French, the Belgian and the German people what mass immigration from the Muslim world would do to their countries by 2021, they never, ever would have accepted it” Dreher remarked.In contrast to conservatism as practiced in the United States, Zerofsky writes about Hungary under Orban: “Here was this other, European tradition of Catholic conservatism, that was afraid neither of a strong state, nor of using it to promote a conservative vision of life.”In the current issue of Foreign Affairs, Alexander Cooley and Daniel H. Nexon, political scientists at Barnard and Georgetown, argue that Orban has “emerged as a media darling of the American right,” receiving high praise from Tucker Carlson, “arguably the single most influential conservative media personality in the United States.”The Conservative Political Action Conference, “a major forum of the American right, plans to hold its 2022 annual meeting in Hungary,” Cooley and Nexon write. What has Orban done to deserve this attention?The two authors briefly summarize Orban’s record: “Orban consolidated power through tactics that were procedurally legal but, in substance, undercut the rule of law. He stacked the courts with partisans and pressured, captured, or shut down independent media.”Cooley and Nexon demonstrate a parallel between what has taken place in Hungary and current developments in the United States: “Orban’s open assault on academic freedom — including banning gender studies and evicting the Central European University from Hungary — finds analogies in current right-wing efforts in Republican-controlled states to ban the teaching of critical race theory and target liberal and left-wing academics.”In an email, Nexon elaborated:There is definitely a transmission belt of ideas between the U.S. and European right; for various stripes of conservatives — reactionary populists, integrationists, ethnonationalists — Hungary is becoming what Denmark is for the left: part real-life model, part idealized dreamscape.Trump and Orban, Nexon continued,are both opportunists who’ve figured out the political usefulness of reactionary populism. And Trump will push the United States in a broadly similar direction: toward neo-patrimonial governance. During his first term, Trump treated the presidency as his own personal property — something that was his to use to punish enemies, reward loyalists and enhance his family’s wealth. If he wins in 2024, we’re likely to see this on steroidsTrump, in Nexon’s view, will be unable to match Orban — by, for example, installing a crony “as president of Harvard” or forcing “Yale to decamp for Canada” — butIt’s pretty clear that he’ll be better at installing absolute loyalists at the Department of Justice and the Department of Defense. So, if Trump succeeds, we’ll be able to find a lot of similar parts, but it won’t be the same model. I suspect it will be worse. The U.S. is a large federation with a lot of capacity for private violence, a major international footprint, and a multi-trillion-dollar economy. Hungary is a minor player in a confederation dominated by democratic regimes.Cooley stressed in an email the “active networking among right-wing political associations and groups with Orban,” citing the Jan. 24 endorsement of Orban’s re-election by the New York Young Republican Club:Today, both the United States of America and countries in Europe like Hungary face an existential crisis. The ruling elite and political establishment’s failed leadership and ideology have eroded the meaning and purpose of citizenship. For those against this ideology and for the preservation of Western civilization for all countries in the West, it is imperative that we stand in support of one another as national communities.Orban’s appeal to the right flank of the Republican Party, in Cooley’s view, lies in anideology — which rests on redefining the meaning of “the West” away from liberal principles and toward ethnonational ideals and conservative values — and his strategy for consolidating power is to close or take over media, stack the courts, divide and stigmatize the opposition, reject commitments to constraining liberal ideals and institutions, and publicly target the most vulnerable groups in society — e.g. refugees.Orban has described Hungary under his rule as an “illiberal democracy.” In 2019, Freedom House downgraded Hungary from “free” to “partly free,” making it “the first country in the European Union that is not currently classified” as “free,” according to the Budapest Business Journal.I asked a number of European scholars about the agenda Trump and a Republican-controlled Congress would be most likely to push in 2025.In a March 2021 paper “Authoritarian Values and the Welfare State: The Social Policy Preferences of Radical Right Voters,” Philip Rathgeb, a professor of social policy at the University of Edinburgh, Marius R. Busemeyer and Alexander H. J. Sahm, both of the University of Konstanz, surveyed voters in eight Western European countries to determine “what kind of welfare state do voters of populist radical right parties want and how do their preferences differ from voters of mainstream left- and right-wing parties.”Rathgeb and his co-authors found that populist European voterswant a particularistic-authoritarian welfare state, displaying moderate support only for “deserving” benefit recipients (e.g., the elderly), while revealing strong support for a workfare approach and little support for social investment.Rathgeb wrote in an email:From an ideological perspective, it wouldn’t surprise me if Trump prioritized Medicare over Medicaid, given that the former is targeted at the “deserving” poor, i.e., the elderly and disabled. A pro-elderly outlook is very typical of the radical right in Europe too, because the beneficiaries of schemes like Medicare are typically native (white) citizens who have demonstrated their willingness to “work hard” over their lifetime, thus being deserving of welfare support. By contrast, I expect little support, perhaps even cuts, for Medicaid.Rathgeb noted that populist parties oppose social investment policies because such programs are often based onprogressive gender values and a commitment to “lifelong learning.” For example, public provision of childcare helps working women to reconcile work-family life (vs. the male breadwinner model), while training and education foster social mobility in the “knowledge economy” (e.g., high-end services). These ideological considerations are reinforced by material interests, as the main target groups of social investment policies (i.e., the new middle classes, including women and the young with high levels of education) are distant from the typical radical right voter, who usually displays lower levels of formal education.In an email, Busemeyer described some of the differences and similarities between Trumpism and European populism:In Europe, the welfare state and social policy more generally are much ingrained in people’s minds. This means that in the U.S., Trumpism goes along with criticism about the welfare state in general (see the attempts of the Trump administration to get rid of Obamacare), whereas in Europe, it’s really more about “welfare chauvinism,” i.e., protecting the good old welfare state for “deserving” people, namely hard-working natives.In addition, Busemeyer wrote, “there is a strong ‘corporatist’ element in the Trump movement (i.e., business elites), whereas in European right-wing populism that’s typically not the case.”The right-wing populist movements on both continents, he continued,are similar in their rejection of a liberal attitude toward globalization, both regarding the economic side as well as the identity part of globalization. Also, they both subscribe to a traditional role model in the family and traditional gender roles.Cécile Alduy, a professor at Stanford who studies French politics and the far right, wrote in an email:If in 2024 Trump or a Ron DeSantis wins the presidency and Republicans control both the House and Senate, the general agenda would be a backlash against any anti-discrimination, against inclusive policies implemented by the Biden administration, for an attempt to shift further the Supreme Court pendulum toward anti-abortion, for Originalist constitutionalists, for implementing voter suppression policies and for federal funding limitations on some forms of speech (critical race theory, the teaching or research of segregation, anti-Semitism or racism in the States) as well for as a return to extremely restrictive anti-immigration policies (rebuilding the Wall; for curbing down further visa and green cards, and for increasing deportations).The Republican agenda, Alduy argues,would be fueled by increased moral panic about white America’s decline, a professed sense of having been spoliated and ‘stolen the election,’ and a renewed sentiment of impunity for his most extreme backers from the Jan. 6 insurrection. On April 10, 2021, DeSantis signed the Combating Public Disorder Act into law, which his office described as “a robust approach to uphold the rule of law, to stand with those serving in law enforcement and enforce Florida’s zero tolerance policy for violent and disorderly assemblies.”On Sept. 9, 2021, U.S. District Judge Mark Walker, issued a 90-page opinion declaring that the law’s “vagueness permits those in power to weaponize its enforcement against any group who wishes to express any message that the government disapproves of” and that “the lawless actions of a few rogue individuals could effectively criminalize the protected speech of hundreds, if not thousands, of law-abiding Floridians.”On Dec. 15 DeSantis proposed the “Stop the Wrongs to Our Kids and Employees (W.O.K.E.) Act,” which would give parents the right to sue school systems if they believe their children are being taught “critical race theory” with a provision granting parents the right to collect attorneys’ fees if they win.The enactment of laws encouraging citizens to become private enforcers of anti-liberal policies has become increasingly popular in Republican-controlled states. Glenn Youngkin, the newly elected governor of Virginia, has created a “tip line” that parents can used to report teachers whose classes cover “inherently divisive concepts, including Critical Race Theory.”Youngkin told an interviewer:We have set up a particular email address, called helpeducation@governor.virginia.gov, for parents to send us any instances where they feel that their fundamental rights are being violated, where their children are not being respected, where there are inherently divisive practices in their schools. Bills threatening punishment of them are proliferating. Book-banning efforts are outpacing anything in recent memory.In a parallel strategy focused on abortion, Texas Republicans enacted “The Texas Heartbeat Act” in May, legislation that not only bans abortions as soon as a fetal heartbeat is detected but also turns private citizens into enforcers of the law by giving them the power to sue abortion providers and any person whoknowingly engages in conduct that aids or abets the performance or inducement of an abortion, including paying for or reimbursing the costs of an abortion through insurance or otherwise, if the abortion is performed or induced in violation of this subchapter, regardless of whether the person knew or should have known that the abortion would be performed or induced in violation of this subchapter.Winners of such suits would receive a minimum of $10,000 plus court costs and other fees.Not to be outdone, Republican members of the New Hampshire legislature are pushing forward legislation that proclaims thatNo teacher shall advocate any doctrine or theory promoting a negative account or representation of the founding and history of the United States of America in New Hampshire public schools which does not include the worldwide context of now outdated and discouraged practices. Such prohibition includes but is not limited to teaching that the United States was founded on racism.The use of citizens as informants to enforce intrusions of this sort is, to put it mildly, inconsistent with democratic norms — reminiscent of East Germany, where the Stasi made use of an estimated 189,000 citizen informers.One of the early goals of a Trump White House backed by Republican congressional majorities, in the view of Harry Holzer, a professor of public policy at Georgetown, would be the immediate rollback of legislation and executive orders put in place by the Biden administration:The first priority of a Trump or DeSantis presidency would be to undo any major changes Biden had implemented through executive orders. That would include a vaccination/testing mandate for health care workers, environmental regs, bolstering A.C.A. and anything Biden had done on race relations or immigration.A critical issue for both Senate Republicans and a second Trump administration would be whether to eliminate the filibuster to prevent Democratic Senators from blocking their wilder legislative plans.Holzer remarked that he is “sure” thatthey would love to pass laws outlawing mask mandates in schools, the teaching of Critical Race Theory or liberal voting rules, but they won’t have 60 votes in the Senate for that unless they also manage to kill or limit the filibuster. If they kill the filibuster, they might try to outlaw abortion, although Susan Collins, Lisa Murkowski and others would balk at that.Herbert P. Kitschelt, a political scientist at Duke, emailed a selection of likely Republican initiatives:The new government will use regulatory measures to support the sectors and industries that support it most in terms of electoral votes and party funding: carbon industries, the construction sector, domestic manufacturing.The Republican regime will exit from all participation in efforts to stop global warming.The politics of a populist Republican administration will aim at undermining American democracy and changing the “level playing field” in favor of a party-penetrated state apparatus.Kitschelt cites Orban as a model for Trump in achieving the goals ofUndermining the professionalism and neutrality of the judiciary, starting the with Attorney General’s office.Undermining the nonpartisanship of the military, using the military for domestic purposes to repress civil liberties and liberal opposition to the erosion of American democracy.Redeploying the national domestic security apparatus — above all the F.B.I. — for partisan purposes.Passing libel legislation to harass and undercut the liberal media and journalists with the objective to drive them economically out of business, while simultaneously consolidating conservative media empires and social websites.The politics of cultural polarization, Kitschelt argues, “will intensify to re-establish the U.S. as a white Christian-Evangelical country,” although simultaneouslyefforts will be made to attract culturally traditionalist strands in the Hispanic community. The agenda of the culture war may shift to gender relations, emphasizing the “traditional” family with male authority. At the margin, this may appeal to males, including minorities.Kitschelt’s last point touches on what is sure to be a major motivating force for a Republican Party given an extended lease on life under Trump: the need to make use of every available tool — from manipulation of election results, to enactment of favorable voting laws to appeals to minority voters in the working class to instilling fear of a liberal state run amok — to maintain the viability of a fragile coalition in which the core constituency of white “non-college” voters is steadily declining as a share of the electorate.     How Democrats Can Stop a Red Wave

    Republicans like their chances in November. But politics can change quickly.A “red wave” is building this year — or so we’re told.Republicans are confident that the country’s sour mood will sweep them back into power in Congress, mainly because Americans are fed up with the coronavirus and inflation. They think they’ll pick up 30 or so House seats and four or five seats in the Senate.“It’s crystal clear,” said Corry Bliss, a partner at FP1 Strategies, a consulting firm that helps Republicans. He added: “The red wave is coming. Period. End of discussion.”But what if that’s wrong? We asked about two dozen strategists in both parties what would need to happen for Democrats to hold the House and Senate in November. And while we’re not making any predictions, it’s possible that Democrats could retain control of Congress. Difficult, but possible.Democrats have 222 seats in the House, and 50 seats in the Senate. That means Republicans need to pick up just six House seats and one Senate seat to take full control of Congress.Here’s what needs to happen for Democrats to pull off an upset in 2022:Biden voters show upPundits often make it sound like voters are judiciously studying each party’s arguments and forming conclusions. But that’s not really the way American politics works. Modern elections are much more about mobilization (getting your supporters to the polls) than persuasion (convincing the other side’s supporters to switch), though both matter.Joe Biden beat Donald Trump by more than 7 million votes in 2020. So for Democrats, winning in 2022 means figuring out how to get as many of those people as possible to vote, even though Trump won’t be on the ballot this time.“Their primary motivation for voting in the last election was defeating Trump,” said Guy Cecil, chairman of Priorities USA, which on Monday announced a $30 million program of digital ads aimed at reaching what he calls “new Biden voters” in seven swing states.The last two elections — the 2018 midterms and the 2020 presidential vote — saw the biggest turnout in history. That means there’s an unusual amount of uncertainty among insiders about which voters will show up in 2022.Regaining a sense of normalcyEvery person we spoke with agreed: This is the biggest unknown.While voters are upset about high prices today, inflation and the coronavirus could be down to manageable levels by the summer. Several strategists say it is also essential, politically speaking, that schools are fully open in September. If all of that happens, Democrats could enter the midterms as the party that defeated Covid and brought the economy roaring back to life, or at least fight Republicans to a draw on both issues.But the White House is well aware that it’s not really in control — the virus is.“The script’s not written yet for the remainder of the year,” said Representative Brad Schneider of Illinois, chair of the New Democrat Coalition, a group of House moderates.A Look Ahead to the 2022 U.S. Midterm ElectionsIn the Senate: Democrats have a razor-thin margin that could be upended with a single loss. That’s changing.President Biden has been speaking more frequently about the issue, at the urging of moderate Democrats. “The president is recognizing his superpower, which is empathy,” said Representative Dean Phillips, a Democrat in a swing district in Minnesota.Sean McElwee, executive director of the group Data for Progress, told us that the president should embrace what he calls “solverism” — basically, being seen on TV every day tackling the problems that voters care about.After a fall characterized by damaging infighting, Democrats have been working to bring more harmony to their messages. With the State of the Union address coming up, President Biden has a chance to rally the country around his vision and the improving economic numbers. But with the fate of Build Back Better now in question, what will he talk about, exactly?Redistricting being more or less evenDemocrats feel good about the maps that have been approved so far. For now, there are only three Democrats running in House districts that Trump won in 2020, and nine Republicans in districts that Biden won.But a few unknowns remain. The Democratic-controlled State Legislature in New York is still weighing how aggressively to redraw the state’s maps. Courts have yet to render final judgments in Alabama, North Carolina, Ohio and Pennsylvania. And in Florida, Republicans are divided between Gov. Ron DeSantis’s maps and those proposed by the State Senate.We do know that many of the House districts that are up for grabs in November are in the suburbs, which have shifted left in recent elections. That could help Democrats. Liberal strategists point out that Republicans won’t be able to benefit from the massive margins that they run up in rural areas and they also note that the seats Republicans picked up in 2020 were the easy ones.To which Republicans counter: Look at what happened in suburban Virginia, where Glenn Youngkin pared back the party’s past losses to win the governor’s race.The Supreme Court overturns Roe v. WadeIn that Virginia race, the Democrat, Terry McAuliffe, spent millions of dollars portraying Youngkin as an extremist on abortion. Democrats were convinced that the issue would help them with suburban women in particular, and McAuliffe predicted that abortion would be a “huge motivator” for voters. His campaign ran three different ads on the subject, which collectively aired more than 1,000 times.It didn’t work.Youngkin danced around the issue, while saying he preferred to focus on the economy, jobs and education. According to exit polls conducted by Edison Research, just 8 percent of voters said abortion mattered most to their decision, the least of five preselected topics.But abortion could come roaring back as a voting issue if the Supreme Court issues a clear repudiation of Roe v. Wade this year. Should that happen, many Democrats say it could help their candidates in Senate races, where they can highlight Republican positions that polls suggest are out of the mainstream.Republican candidates go hard rightDemocrats are watching Republican primary campaigns closely, clipping and saving remarks that the candidates are making that could prove hard to defend in a general election. The need to cater to Trump’s hard-line base of voters has made the Republican brand toxic, they say. But that’s where the consensus ends.Endangered Democrats want to localize their races as much as possible, and prefer to talk about kitchen-table issues like jobs and the economy. Nationally, Democrats are still debating how to communicate their alarm about the state of American democracy, which can come across as either abstract to voters or simply more partisan noise.For now, Democrats are planning to use Jan. 6 as just one of several data points to portray Republicans as extremists on a range of issues, including abortion and climate.“I don’t think this election is going to easily fall into the traditional pattern, and it’s because of the radicalization of the Republican Party,” said Simon Rosenberg, the head of the New Democrat Network.Trump seizes center stageAfter the Virginia governor’s race, Democratic strategists launched various efforts to study the lessons of that campaign. One takeaway: Talking about Trump also energizes Republicans, which makes it tricky for Democrats to make the former president a central issue in 2022.Democrats have also found that it’s not effective simply to associate a Republican candidate with Trump, as McAuliffe did in Virginia. They believe they need to indict Republican candidates directly. But there’s an ongoing debate about whether Democratic candidates need to do this themselves, or have outside groups run attack ads on their behalf.The former president has endorsed dozens of candidates who in one way or another agree with his false notion that the 2020 election was stolen.     Virginia Democrats Aim to Block Trump’s E.P.A. Chief From State Agency

    In Virginia, cabinet nominees are rarely blocked. But the Republican governor-elect’s choice of Andrew Wheeler to be natural resources secretary has alarmed Democrats.WASHINGTON — A rare confirmation battle is brewing around the nomination of Andrew Wheeler, who ran the Environmental Protection Agency under President Donald J. Trump, to take a similar role in an incoming Republican state administration in Virginia.Democratic leaders said they would try to block Mr. Wheeler from taking charge of conservation programs, environmental cleanups and climate change initiatives like the ones he opposed as E.P.A. administrator.Resistance to Mr. Wheeler began building just moments after his nomination to be natural resources secretary was announced on Wednesday by Governor-elect Glenn Youngkin, a Republican who will be sworn in on Jan. 15.Republicans won control of the House of Delegates in November, but Democrats retain a 21-to-19 majority in the State Senate. They would be able to block confirmation of Mr. Wheeler if every Senate Democrat were to vote against him.It would be one of just a handful of times in recent history that a governor’s pick had been upended in a state where polite politics have long been the norm.Democratic lawmakers on Thursday said Mr. Wheeler’s former employment as a coal lobbyist and the role he played at the E.P.A. reversing federal protections against air and water pollution were reasons to fight his appointment.“Our governors tend not to propose people for these positions that are all that polarizing,” said Scott A. Surovell, a Democratic state senator from Northern Virginia. “I can’t think of a nominee in the last 20 years that has had the level of a controversial history as this guy does.”Mr. Surovell, who is vice chairman of the Senate Democratic caucus, said he was unsure if there were enough votes to defeat Mr. Wheeler’s nomination. But he said he had been fielding text messages all day from colleagues who expressed astonishment at Mr. Youngkin’s choice.“I think there’s a real chance that he could be rejected if Governor-elect Youngkin continues to insist on his nomination,” Mr. Surovell said.Mr. Wheeler, who lives in Virginia, did not respond to an email seeking comment. A spokesman for Mr. Youngkin also declined to comment.In a statement announcing his nomination of Mr. Wheeler as well as Michael Rolband to be state director of environmental quality, Mr. Youngkin said “Virginia needs a diverse energy portfolio in place to fuel our economic growth, continued preservation of our natural resources, and a comprehensive plan to tackle rising sea levels. He repealed several regulations that had been implemented by President Barack Obama and were designed to cut emissions from automobiles, power plants and oil and gas wells. Mr. Biden has revived many of those rules and is in the process of reinstating others.Mr. Wheeler also worked to make it harder for the E.P.A. to impose new regulations, most notably by trying to limit the kind of scientific studies the agency could consider when writing new pollution restrictions. A federal judge threw out that limit in February.Before joining the E.P.A., Mr. Wheeler worked for Senator James Inhofe, the Oklahoma Republican who has called climate change a “hoax.” He later worked as an energy lobbyist. His biggest client was Robert Murray, the chief executive of Murray Energy, who fought Mr. Obama’s climate and clean air regulations. Mr. Murray, who was a major donor to Mr. Trump, died in October. Representing Mr. Murray’s coal interests brought Mr. Wheeler’s lobbying firm more than $2.7 million over eight years.In September Mr. Wheeler testified before the board of supervisors in Fairfax County, Va., against a proposed 5-cent tax on disposable plastic bags, calling the plan “misguided.”“The appointment of someone like Wheeler is dangerous and reckless,” said Connor Kish, the legislative and political director of the Virginia chapter of the Sierra Club, an environmental group.     Winsome Sears Wants Black Voters to Rethink the G.O.P.

    The incoming lieutenant governor of Virginia was an unlikely candidate: a deeply conservative Black woman, and an immigrant, who supports Donald Trump.RICHMOND, Va. — On a December afternoon, Winsome Sears, Virginia’s lieutenant governor-elect, stood at the podium in the State Senate chamber where she will soon preside. It was empty but for a few clerks and staffers who were walking her through a practice session, making pretend motions and points of order. Ms. Sears followed along as the clerks explained arcane Senate protocols, though she occasionally raised matters that weren’t in the script.“What if they’re making a ruckus?” Ms. Sears asked her tutors.Then, a clerk said, pointing to the giant wooden gavel at Ms. Sears’s right hand, you bang that. Ms. Sears smiled.That she was standing here at all was an improbability built upon unlikelihoods. Her campaign was a long shot, late in starting, skimpily funded and repeatedly overhauled. The political trajectory that preceded it was hardly more auspicious: She appeared on the scene 20 years ago, winning a legislative seat in an upset, but after one term and a quixotic bid for Congress, disappeared from electoral politics. She briefly surfaced in 2018, announcing a write-in protest against Virginia’s Republican nominee for U.S. Senate, but this earned her little beyond a few curious mentions in the press.Yet just three years later she is the lieutenant governor-elect, having bested two veteran lawmakers for the Republican nomination and become the first Black woman elected to statewide office in Virginia history. She became the first Black woman elected to statewide office in Virginia history.Jason Andrew for The New York TimesThe focus on Ms. Sears’s triumph, in news profiles and in the post-election crowing of conservative pundits, has been on the rare combination of her biography and politics: a Black woman, an immigrant and an emphatically conservative, Trump-boosting Republican.“The message is important,” Ms. Sears, 57, said over a lunch of Jamaican oxtail with her transition team at a restaurant near the State Capitol. “But the messenger is equally important.”This is the question that Ms. Sears embodies: whether she is a singular figure who won a surprise victory or the vanguard of a major political realignment, dissolving longtime realities of race and partisan identification. Democrats say there is little evidence for the latter, and that Ms. Sears won with typical Republican voters in an especially Republican year. But Ms. Sears insists that many Black and immigrant voters naturally side with Republicans on a variety of issues — and that some are starting to realize that.“The only way to change things is to win elections,” she said. “And who better to help make that change but me? I look like the strategy.”Ms. Sears dates her own partisan epiphany to her early 20s. She already had plenty of life experience by that point: moving at the age of 6 from Jamaica to the Bronx to be with her father, who had come seeking work; joining the Marines as a lost teenager and learning to be a diesel mechanic; becoming a single mother at 21. When she listened to the 1988 presidential campaign, hearing the debates over abortion and welfare, she realized, to her surprise, that she was a Republican.More than a dozen years passed before Ms. Sears, then a married mother of three who had run a homeless shelter and gone to graduate school, began her political career. At the urging of local Republicans, she ran in 2001 for the House of Delegates in a majority Black district in Norfolk. The seat had been held by Billy Robinson Jr., a Democrat, for 20 years; his father had held it before him. Weeks before the election, Mr. Robinson spent a night in jail on a contempt of court charge. Ms. Sears won in the surprise of the election season.Ms. Sears will take office on Jan. 15, along with Governor-elect Glenn Youngkin.Steve Helber/Associated PressIn the Legislature, she adjusted to the political architecture and her unusual place in it: joining, then leaving, the legislative Black caucus; voting dependably as a Republican but calling earlier than many colleagues for the resignation of the Republican House speaker when news broke of his sexual harassment settlement.She did not run for re-election, instead launching an underdog campaign against Democratic U.S. Representative Bobby Scott. Mr. Scott returned to Congress, where he remains, and the House of Delegates seat returned to Democratic hands for good. Ms. Sears was “done with politics,” she said.Her family moved to the small city of Winchester in the Shenandoah Valley, where Ms. Sears and her husband ran a plumbing and electrical repair shop. She held a few posts — on the state board of education and on a committee at the Department of Veterans Affairs — and wrote a book, “Stop Being a Christian Wimp!” Much of her focus was on caring for a daughter struggling with mental illness. In 2012, the daughter, DeJon Williams, was killed in a car accident along with her two young children.While Ms. Sears was absent from politics, Barack Obama won the presidency, Trayvon Martin was killed, the Black Lives Matter movement rose up, Donald Trump was elected and neo-Nazis marched on Charlottesville, Va. Ms. Sears’s political example, as a Black woman Republican representing a majority Black district in Virginia, went unrepeated.Republicans, she said, rarely even tried to sever the old ties between Black voters and the Democratic Party. This is partly why she decided to run this year.“I just took a look at the field, and said, ‘My God, we’re gonna lose again,’” she said. “Nobody was going to reach out to the various communities that needed to be heard from: women, immigrants, you know, Latinos, Asians, Blacks, etc.”Ms. Sears favors strict limits on abortion, supports vouchers to help students pay for private school tuition and insists that gun control laws do not deter crime but that gun ownership does.Pete Marovich for The New York TimesShe stood to the right of much of the field and was arguably the furthest right of the three Republicans nominated for statewide office. She favors strict limits on abortion, calling Democratic abortion policies “wicked”; she is an advocate of vouchers to help students pay for private school tuition and of tighter restrictions on voting; and she insists that gun control laws do not deter crime — gun ownership does. A photo that went viral last spring, showing her holding an AR-15 while wearing a blazer-and-dress outfit suitable for a Chamber of Commerce luncheon, propelled her as much as anything to the Republican nomination.Ms. Sears derides the left as too concerned with race but often explains her politics as rooted in Black history, stressing Marcus Garvey’s rhetoric on self-reliance as a Jamaican immigrant in Jim Crow America, emphasizing that Harriet Tubman carried a gun and referring to the infamous Tuskegee experiments in explaining her opposition to Covid-19 vaccine mandates. “If the Democrats are always going to talk about race, then let’s talk about it,” she said.She rejects the notion that the problems Republicans have attracting Black voters might run deeper than mere neglect. She was angered when Republicans nominated Corey Stewart, who had a history of associating with Neo-Confederates, for the 2018 U.S. Senate race in Virginia. But she said this didn’t give her qualms about the party. She remains a champion of Mr. Trump, who openly endorsed Mr. Stewart; indeed, she was the national chairwoman of a group called “Black Americans to Re-elect the President.”Jennifer McClellan, a Democratic state senator from Richmond, agreed that Democrats could not assume that Black people would show up for them at the polls, saying that Black voters, like any voters, choose candidates based on who they believe is going to help solve their problems. But, she continued, little that Ms. Sears has said suggests she would be that person in office.“The vast majority of Black voters disagree with her on abortion, on school choice, on guns,” Ms. McClellan said. “Those aren’t necessarily the issues driving Black voters anyway. It’s the economy, it’s health care, it’s broader access to education.”Lieutenant governors in Virginia are fairly limited in their responsibilities, but they have a public profile — and they almost always eventually run for governor. If anything, some Republicans worried that Ms. Sears’s hard-right politics might jeopardize the campaign strategy of appealing to more moderate voters. This risk was largely mitigated, said John Fredericks, a conservative radio host, by the fact that Ms. Sears’s general election campaign, which he called “a train wreck from start to finish,” never raised enough money to really broadcast her politics.In any case, the attention was overwhelmingly directed to the top of the ticket.“The election this year was all about the gubernatorial candidates,” said Stephen Farnsworth, a political scientist at the University of Mary Washington. There were few big surprises in the exit polls, several political experts said, and Ms. Sears won her race by a margin that would have been expected of just about any Republican this year.But there were some warning signs for Democrats, outlined in a postelection survey by the Democratic Governors Association. While Black Virginians overwhelmingly voted for Terry McAuliffe, the Democratic nominee for governor, the analysis found a drop in Democratic support among Black men, compared with the 2020 presidential election. There was notable erosion in Democratic support among Asian and Latino voters as well.“We don’t need to be tied or beholden to one particular party,” said Wes Bellamy, a Black political activist and a former vice mayor of Charlottesville. He will be watching Ms. Sears closely, he said.Lieutenant governors in Virginia are fairly limited in their responsibilities, but they have a public profile — and they almost always run for governor. If Ms. Sears advocates for policies that improve the day-to-day lives of Black people and, more crucially, if she can persuade her Republican colleagues to go along, Mr. Bellamy said, “I think she’s gold.” More

    Will Trump Undercut a Red Wave?

    Former Senator David Perdue knows how to crash a party. When he announced that he would seek the 2022 Republican nomination for governor in Georgia, challenging the incumbent, Brian Kemp, he did more than enter a primary race. He illustrated the dangers facing the G.O.P. in the coming year.Georgia Republicans are divided over former President Donald Trump and torn between mainstream credibility and the conspiratorial fringe. Mr. Perdue — an ally of Mr. Trump — has made these divisions worse. The beneficiary? The Democrat Stacey Abrams.Republicans worry about internal strife and outlandish messages that turn off swing voters because everything else is going their way. The party did well in last month’s elections. President Biden’s low approval ratings endanger Democrats in Congress, where Republicans must net only five seats in the House and one in the Senate to seize control.Republican strength at the state level gives the party an advantage in drawing new maps of congressional districts, which will amplify their slim lead in the FiveThirtyEight estimate of the congressional generic ballot.Yet history shows how expectations can be thwarted. Republicans have experienced hopeful times before — only to have the moment pass. They believed that disapproval of President Bill Clinton’s conduct would expand their majorities in 1998. They ended up losing five House seats. They believed that Mr. Trump would rally the base to support two incumbent senators during runoffs in Georgia last January. They lost both seats and control of the Senate.Time and again, the biggest obstacle to a red wave hasn’t been the Democratic Party. It’s been the Republican Party.Republican victories in the midterms next year are far from preordained. Glenn Youngkin’s win in Virginia may be much harder to replicate elsewhere than it looked on election night. Republican leaders continue to fear Mr. Trump and his supporters, and they are divided over candidate selection, message and agenda. The result is a unique combination of external strength and internal rot: an enthusiastic and combative Republican Party that despite its best efforts may soon acquire power it has done nothing to deserve.It will be hard for the party to appeal to the suburban independents who decide elections, though Mr. Youngkin’s success suggests a path. He is the first Republican elected governor of Virginia in over a decade because of his emphasis on kitchen-table issues like rising prices and school closures. He ignored immigration, encouraged vaccination while opposing government mandates and stayed clear of Mr. Trump during the general election. He focused on parental involvement in education and planted himself firmly in the center-right of the political mainstream. When asked about a Trump rally where the Pledge of Allegiance was recited to a flag supposedly connected to the Jan. 6 riot at the U.S. Capitol, Mr. Youngkin called it “weird and wrong.” One Republican senator joked in private that Mr. Youngkin had figured out how to hold Mr. Trump’s hand — under the table and in the dark.Other candidates won’t be as skilled or as lucky as Mr. Youngkin. Republicans lost winnable Senate seats in 2010 and 2012 because of flawed nominees like Sharron Angle in Nevada, Christine O’Donnell in Delaware, Todd Akin in Missouri and Richard Mourdock in Indiana. Past may be prologue if Republicans nominate Trump allies whose record or rhetoric are questionable and extreme. Last month, one Trump-endorsed candidate for Senate, Sean Parnell of Pennsylvania, suspended his campaign after he lost a custody battle against his estranged wife. The Trump endorsees Kelly Tshibaka of Alaska and Herschel Walker of Georgia are untested on the campaign trail. In races where Mr. Trump hasn’t yet endorsed, Blake Masters of Arizona, Eric Greitens of Missouri and J.D. Vance of Ohio may secure the MAGA base by forfeiting viability in the general election.Mr. Trump remains the central figure in the G.O.P. Party elites try to ignore him as he spends many days fighting Republicans rather than Democrats and plotting his revenge against the 10 Republican House members who voted for his second impeachment, the seven Republican senators who voted to convict him and the 13 House Republicans who voted for the bipartisan infrastructure bill. Mr. Trump targets his enemies with primary challenges, calls for “audits” and “decertification” of the 2020 presidential results and howls at Mitch McConnell for not being “tough.” His imitators within the party are a font of endless infighting and controversy, and they undermine the authority of the House Republican leader, Kevin McCarthy. Mr. Trump would have it no other way.The former president was content to keep a distance in this year’s races for governor. He won’t be so quiet next year — especially if he concludes that a successful midterm is a key step to his restoration to power in 2024. A more visible and vocal Trump has the potential to help Republicans in solid red states but doom them in purple or blue ones. Yet control of the Senate hinges on the results in Nevada, Arizona, Georgia, Wisconsin, Pennsylvania and New Hampshire — states Mr. Trump lost in 2020.Mr. Youngkin showed that a positive message attuned to middle-class priorities repels Democratic attacks. If Republicans campaign on a unified message that applies conservative principles to inflation, the border, crime, education and health care, they might be able to avoid being tagged as the party of extremism, conspiracy and loyalty to Mr. Trump. Their problem is that they have no such message.Mr. McConnell has reportedly told Senate Republicans that they won’t release an agenda before the midterms. He’s worried that specific proposals are nothing but fodder for Democratic attacks. What should worry him more are rudderless Republican candidates who allow their Democratic opponents to define them negatively — and then, if they still win, take office in January 2023 with no idea what to do.In an ideal world, more Republicans would think seriously about how best to provide individuals and families with the resources necessary to flourish in today’s America. They would spend less time attacking one another and more time offering constructive approaches to inflation and dangerous streets. They would experiment with a ranked-choice primary system that played a role in Mr. Youngkin’s nomination in Virginia and in the law-and-order Democrat Eric Adams’s win in New York City’s mayor’s race. Interested Republicans would declare today that Mr. Trump won’t deter them from seeking the presidency — reminding him that renomination is not guaranteed.But that’s not the world we live in. Republicans appear either unwilling or unable to treat the former president as a figure from the past whose behavior has done the party more harm than good. They take false comfort in the idea that midterm elections are “thermostatic,” the inevitable repudiation, climatic in nature, of the governing party. They assume they will win next year without doing anything of significance.     Republicans Have a Golden Opportunity. They Will Probably Blow It.

    Last weekend I considered what the Democratic Party should expect from politics after Covid — the hope of revived popularity for Joe Biden under return-to-normalcy conditions, the danger that the left-tilting party might be losing ground across multiple different demographic groups. Now, after an interlude of giving thanks, let’s consider how post-Covid politics might look from the Republican side.Republicans have a lot to be thankful for. In the years since George W. Bush their party has staggered around without a governing ideology, veering from one style of fantasy politics to another, and twice nominated a ridiculously unfit reality-television star for the presidency. Yet through it all the party has never collapsed, never fallen more than a little distance out of power and almost always retained a certain capacity to block the Democrats, which is the only thing its constituencies can agree on.This pattern seems unlikely to be broken even if Biden’s poll numbers bounce back across 2022 and 2023. In that scenario Republicans will still probably narrowly recapture the House of Representatives, returning to the position that they held immediately after last November’s election — as a minority coalition, but a large one rather than a rump, which thanks to its structural advantages can always hope to hold at least part of Congress and ride a few lucky breaks into the White House.But in a way, that advantage is also the core Republican weakness, and the party’s good fortune in avoiding profound punishment for all its follies is the reason those follies will probably continue. The problems in the Democratic Party — the danger that its progressive turn is costing it conservative-leaning minority votes, even as anti-Trump suburban voters could swing back to the G.O.P. — create an opportunity for Republicans to win real popular majorities at the national level, on the scale of Bush in 2004 if not quite Ronald Reagan. But the fact that they don’t need to be a majority coalition to exercise a certain power means that they’re more likely to choose badly, and stay roughly where they are.The alternative, the best-case post-Covid scenario for the party, was visible in Glenn Youngkin’s Virginia campaign, which essentially blended elements from Donald Trump in 2016 and 2020 with Mitt Romney in 2012, while shedding the baggage that kept both men from winning popular-vote majorities. Youngkin has a Romney-esque persona — the corporate suit and genial family man — but where the man from Bain Capital ended up captive to party dogma on taxes and entitlement cuts, the former Carlyle Group executive promised higher education spending and tax cuts that benefit the lower-middle class, playing against the corporate-Republican and supply-side stereotypes.Meanwhile, Youngkin imitated Trump not just in his relatively populist promises but also in his willingness to pick cultural fights — in this case, on critical race theory in schools — that other moderate Republicans might shy away from. But then in most other ways he was an anti-Trump: decent rather than bullying, reasonable rather than paranoid, keeping conspiracism at a distance, reassuringly competent rather than apocalyptic.So that’s all the G.O.P. needs nationally to fully exploit its post-Covid opportunities — a more populist economic agenda, a willingness to take the fight to the progressive left (but with a smile) and an end to Trumpian conspiracism.But do enough actors in the party really want that combination? At the elite level there is a clutch of politicians and candidates who keep groping for a more populist agenda and a group of nationalist intellectuals who think they’re on the cusp of imposing one upon the party. But there is still a larger group of lawmakers, strategist and donors who are very comfortable having no agenda whatsoever, or falling back on the familiarity of upper-bracket tax cuts and pretend budget cuts as soon as they’re restored to power.Among the party’s voters, activists and media personalities, meanwhile, there remains a clear appetite not for the Youngkin-style appropriation of certain parts of Trumpism, but for Donald Trump in full — nourished by the plausible belief that populists and social conservatives can’t entirely trust more-corporate Republicans, the implausible belief that Trump’s nastiness helped him more than it hurt him, the false belief that he actually won the 2020 election, plus the very America-in-2021 desire for politics to be high-stakes TV entertainment rather than boring attempts to cobble together governing majorities.And here’s the thing: Between the Democratic Party’s weaknesses, Biden’s age and the unimpressiveness of his possible successors, Republicans could very easily be competitive in 2024 while renominating Trump and campaigning on a purely negative agenda.Sure, they can’t expect to govern effectively that way, and they’d be throwing away a potentially golden opportunity. But in the end the race would be close, there would be some exciting constitutional-crisis possibilities in the aftermath, and if the Democrats pulled it out, well, their majorities would be slim and 2026 would be just around the corner.And if there’s anything we’ve learned over the past 15 years, it’s that the chance to enjoy a little bit of power without any real responsibility is impossible for Republicans to resist.The Times is committed to publishing a diversity of letters to the editor.
