    Final Delta IV Heavy Launch: Finale for a Rocket That Brings the Heat

    The ignition of the Delta IV Heavy rocket is perhaps the most visually striking liftoff you’ll ever see — the rocket seemingly burns itself up on the launchpad before it heads to space. Now, the very last Delta IV Heavy ever is on the launchpad.Liftoff is scheduled for 1:40 p.m. Eastern time from Cape Canaveral, Fla., although winds and clouds could keep the rocket on the ground for another day or a bit longer. Forecasts give only a 30 percent chance of favorable weather. Conditions are expected to be better during backup launch opportunities.“A bittersweet moment for us,” Tory Bruno, the chief executive of United Launch Alliance, the maker of the Delta IV Heavy, said during a news conference on Wednesday ahead of the flight, which is carrying a secret spy satellite for the National Reconnaissance Office. “This is such an amazing piece of technology. Twenty-three stories tall. Half a million gallons of propellant. A quarter million pounds of thrust.”When it does launch, it will look as if it is catching on fire, with flames racing up the sides. In the final part of the countdown, to cool down the engines and prevent a sudden temperature shock that could cause cracks, liquid hydrogen starts flowing through the engine into the flame trench.But when the hydrogen warms above its boiling temperature of minus 423.2 degrees Fahrenheit, it turns into a gas. Hydrogen is lighter than air and rises upward. When the engines ignite, so does that cloud of hydrogen — like a space-age Hindenburg.“A very dramatic effect,” Mr. Bruno said.The rocket designers of course took this into account and applied sufficient insulation to the boosters to keep the rocket from actually burning up.     When Richard Serra’s Steel Curves Became a Memorial

    The sculptor had a breakthrough in the late 1990s with his torqued metal rings. Then the attack on the World Trade Center, which Serra witnessed, gave them a sudden new significance.After the yelling, the hearings, the lawsuit, the dismantlement, Richard Serra entered the last decade of the last century with his mind cast toward the classics.He was happy to see the end of the ’80s. The American sculptor, who died Tuesday at 85, got caught up in the Reagan-era culture wars with “Tilted Arc,” a 120-foot plate of curved Cor-Ten steel that sliced across Manhattan’s Federal Plaza. It drew outrage almost as soon as it was installed in 1981. His fellow New Yorkers shouted at him on the street. People called his loft on Duane Street with death threats. (This newspaper, too, was not always kind.) The work was finally removed — in Serra’s estimation, destroyed — in March 1989. You could see the appeal of a trip to Italy.In Rome, he visited San Carlo alle Quattro Fontane: a chapel designed by Francesco Borromini that’s one of the prizes of Baroque architecture, topped by an oval dome. “The central space is simply a regular ellipse, and the walls that surround it are vertical,” he would later recall. “I walked in and thought: what if I turn this form on itself?”Serra’s “Tilted Arc” (1981), in Federal Plaza in Lower Manhattan. The rolled steel weighed some 20 tons, but had a finesse that belied their mass. They had the can-you-top-this confidence of an artist who saw Borromini as his peer, but they were more inviting than Serra’s previous steel works, beckoning you to explore their warmly patinated expanses.The torqued ellipses, quite literally, shifted the axis of Serra’s career: from solid to space, from process to perception, from the artist’s actions to the viewer’s bodily experience. Their enclosing volumes provided this once controversial, always gruff artist an unexpectedly congenial third act; the ellipses at the Dia Art Foundation in Beacon, N.Y., have become a reliable venue for second dates, an ideal backdrop for cultured flirtation.     Biden Will Campaign Alongside Bill Clinton and Barack Obama

    President Biden will depart Washington today for a two-day trip to New York, turning his attention away from swing states to campaign and raise funds in a liberal stronghold.Mr. Biden, 81, will be joined tonight at a campaign fund-raiser in Manhattan by his two most recent Democratic predecessors: Barack Obama and Bill Clinton.The star-studded event, at Radio City Music Hall, is aimed at building on the already significant financial advantage Mr. Biden has over his opponent, former President Donald J. Trump. Campaign finance records released last week showed that Mr. Biden’s campaign had more than twice as much cash on hand as Mr. Trump’s campaign — a gap of nearly $40 million.And it is likely to be just the beginning of the effort by Mr. Obama, 62, who left office seven years ago, and Mr. Clinton, 77, who left office over 23 years ago, to lift the president’s re-election campaign ahead of his rematch against Mr. Trump in the fall.Mr. Obama in particular has expressed grave concerns that Mr. Biden could lose to Mr. Trump and is making regular calls to top aides at the White House to strategize and offer advice. He had previously played a crucial role in wrapping up the 2020 primaries after it became nearly certain that Mr. Biden would be the nominee.Mr. Obama and Mr. Clinton both campaigned on Mr. Biden’s behalf in the 2020 race and made main-stage speeches at that year’s Democratic National Convention.     Lawsuits Accuse 2 Michigan Jails of Banning Family Visits to Increase Revenue

    The suits contend that two counties entered into agreements with telecommunications companies that would bring more money because of increased use of phone calls and electronic messaging.Two county jails in Michigan banned in-person family visits for inmates several years ago as a way to boost county revenues from the increased number of phone calls and electronic messaging that resulted, a pair of lawsuits filed this month claim.The bans on in-person visits leave “electronic communications — phone and video calls and electronic messaging — as the sole way for the families of people detained in the jail to talk with their loved ones inside,” according to the lawsuits, which were filed on behalf of the families.     Officials Identify 2 Bridge Collapse Victims by ID and Fingerprint

    Under the center span of the collapsed Baltimore bridge, divers on Wednesday morning found a red pickup truck with the bodies of two men, the first victims to be recovered during a two-day search that has been complicated by the bridge’s twisted debris and bad weather.Now, officials say they will need to pause the recovery effort altogether — with four more victims not yet found — so that pieces of the crumpled bridge can first be removed from the Patapsco River.Col. Roland Butler, who leads the Maryland State Police, said officials understood the importance of giving closure to the families of the six construction workers presumed dead after a cargo ship slammed into the bridge, the Francis Scott Key, early Tuesday. But, he said, other vehicles that fell from the bridge — possibly with the construction workers inside — are trapped behind debris that makes the area too dangerous for divers.“We have exhausted all search efforts in the area around this wreckage, and based on sonar scans, we firmly believe that the vehicles are encased in the superstructure and concrete that we tragically saw come down,” he said.For now, Colonel Butler said, the authorities would focus on cleaning up the debris.“Once that salvage effort takes place, and that superstructure is removed, those same divers are going to go back out there and bring those people closure,” he said of the victims’ families.Barges, including some with cranes, are already on the way to the collapse scene to pull the mangled structure from the river, the Coast Guard said.The two men who were found on Wednesday morning are Alejandro Hernandez Fuentes, 35, of Baltimore, and Dorlian Ronial Castillo Cabrera, 26, who lived just outside the city. Mr. Hernandez was originally from Mexico, and Mr. Castillo from Guatemala.Officials said one of the victims was identified by a driver’s license found with him, and another by his fingerprints.Both men, as well as the four still missing, were doing maintenance work on the bridge when a large cargo ship barreled into a support pier, bringing the span down into the river below at about 1:30 a.m. Tuesday.Gov. Wes Moore of Maryland said that divers started the search for victims less than an hour after the bridge collapsed.     Police Fatally Shoot Queens Man Who Brandished Scissors, Officials Say

    The victim’s brother contradicted aspects of the police account of the shooting and said his mother had been restraining her son when officers fired their guns.A 19-year-old man who was in mental distress and called 911 seeking help was fatally shot by the police in his Queens home on Wednesday after, officials said, he threatened officers with a pair of scissors and they opened fire.But the man’s brother, who witnessed the shooting, contradicted aspects of the police account of events, saying his mother was restraining her son when he was shot and insisting that the officers had not needed to fire their guns.The man, Win Rozario, was declared dead shortly after the shooting, which occurred around 1:45 p.m. in his family’s second-floor apartment on 103rd Street in Ozone Park, police officials said.John Chell, the Police Department’s chief of patrol, said at a news conference that the shooting took place after two officers answering a 911 call about a person in mental distress went to the apartment, where the situation became “quite hectic, chaotic and dangerous right away.” The police believe Mr. Rozario placed the 911 call, Chief Chell said.When the officers tried to take Mr. Rozario into custody, he pulled the scissors out of a drawer and “came toward” the officers, the chief said. Both officers fired their Tasers at Mr. Rozario and appeared to have him subdued, Chief Chell said.“But a mother, being a mother, came to the aid of her son to help him, but in doing so she accidentally knocked the Tasers out of his body,” the chief said.     The Five Minutes That Brought Down the Francis Scott Key Bridge

    When a massive cargo ship lost power in Baltimore, crews scrambled to control the ship and to evacuate the bridge lying ahead. But it was too late.“Hold all traffic on the Key Bridge.”The terse command from an officer in Baltimore’s busy commercial shipping port was one of the first warnings of a disaster that experts now predict will transform shipping on the Eastern Seaboard and change how ships and bridges function around the world. But after the cargo ship Dali lost power early Tuesday, there were precious few minutes to act.In those minutes, many people — from the ship’s crew, who sent out a mayday signal, to the transportation authority police officers, who stopped traffic heading onto the Francis Scott Key Bridge — did what they could to avert catastrophe, most likely saving many lives.And yet — no matter what anyone did — several factors made catastrophe all but inevitable. When a ship of this size loses engine power, there is little to be done to correct its course, even dropping an anchor down. And the Key Bridge was particularly vulnerable. As long ago as 1980, engineers had warned that the bridge, because of its design, would never be able to survive a direct hit from a container ship.The collision and subsequent collapse of the bridge swallowed up seven road workers and an inspector who could not be alerted and pulled off the bridge in time; two were pulled alive out of the water, but four others are still missing and presumed dead.
