    DeSantis, Haley and Pence Attack Democrats in Speeches Supporting Israel

    President Biden and progressive congresswomen were the focus of Republican presidential hopefuls’ criticism at the Christians United for Israel Summit.Gov. Ron DeSantis of Florida on Monday sharply criticized the Biden administration’s policies on Israel, calling them “disgraceful,” seeking to highlight his pro-Israel credentials as he goes head-to-head with former President Donald J. Trump for evangelical voters.In Washington at the Christians United for Israel Summit, an annual gathering of conservatives with ties to the Israeli right wing, Mr. DeSantis also vowed to never waver on Israel’s claim to Jerusalem and to forcefully oppose the boycott-Israel movement that he said promoted prejudice against Jewish people.Three Republican presidential candidates, including Mr. DeSantis, appeared at the event, which unfolded as President Biden on Monday invited Prime Minister Benjamin Netanyahu of Israel to the White House and was set to meet in Washington later this week with Isaac Herzog, the Israeli president. The Netanyahu government has long cultivated its ties with evangelical Christians, whose beliefs that Israel is special to God has led many to hold hawkish views in support of the Jewish state.“You’re free as a person to have whatever views you want,” Mr. DeSantis told the crowd. “But when you concoct a movement that focuses all of your ire at the only Jewish state in this world, at the exclusion of all these other things,” he added, “that is antisemitism.”Mr. DeSantis never once mentioned the progressive Democrats who have said they will boycott a speech by Mr. Herzog to a joint session of Congress on Wednesday. But he used his speech to emphasize his strong support for Israel and attack White House policies, as many conservatives have sought to portray Democrats who criticize Israel as anti-Zionist or even antisemitic.His Republican presidential rivals who also spoke at the event — Nikki Haley, a former South Carolina governor and a United Nations ambassador in the Trump administration, and former Vice President Mike Pence — took direct aim at the progressive Democratic congresswomen who have pushed for a shift in thinking about the Mideast conflict, focusing the debate on human rights.Ms. Haley attacked Mr. Biden over how long it took to extend a White House invitation to Mr. Netanyahu after he re-entered office in December. In callbacks to the public fights between Mr. Trump and the “Squad,” she singled out Representative Alexandria Ocasio-Cortez of New York, who is planning to skip the Herzog speech, and said “the Democratic Party is the definition of extreme.” She added, “It’s time to censure the Squad and get antisemitism out of America for good.”Antisemitism has been on the rise in recent years. Robert F. Kennedy Jr., a long-shot Democratic presidential candidate who has been invited by House Republicans to testify on Capitol Hill on censorship, falsely claimed recently that the Covid-19 virus was engineered to spare Ashkenazi Jews and Chinese people, prompting accusations of antisemitism and racism.And top House Democrats have been rushing to reject comments from Representative Pramila Jayapal, a Washington Democrat who described Israel as “a racist state” at a progressive conference over the weekend.In a statement on Sunday, Ms. Jayapal, who heads the Congressional Progressive Caucus, sought to clarify her remarks. “I do not believe the idea of Israel as a nation is racist,” she said. “I do, however, believe that Netanyahu’s extreme right-wing government has engaged in discriminatory and outright racist policies and that there are extreme racists driving that policy within the leadership of the current government.”On Monday at the summit in Washington, Mr. Pence criticized Ms. Jayapal, Representative Rashida Tlaib of Michigan and Representative Ilhan Omar of Minnesota for using what he described as “antisemitic tropes” and “antisemitic remarks.”“The words by these congresswomen are a disgrace,” Mr. Pence said, adding that “they are beneath the dignity of the relationship” between the United States and Israel. “President Biden and every Democrat member of Congress should denounce them and denounce them today.”Ms. Omar in 2019 apologized for implying that American support for Israel was fueled by money from a pro-Israel lobbying group, remarks that drew swift condemnation from fellow Democrats, including Speaker Nancy Pelosi. Ms. Tlaib, the first Palestinian American woman elected to Congress, has also faced criticism from Republicans and pro-Israel Democrats for calling Israel an “apartheid regime.”Coming out in support of Ms. Jayapal on Monday, Ms. Tlaib said, “The Israeli government is committing the crime of apartheid.”“Apartheid is a racist system of oppression,” she added.On Monday, Mr. DeSantis, who received loud applause and a standing ovation, rejected a two-state solution establishing an independent Palestinian state alongside Israel that has been at the basis of peace talks for decades but has proved difficult to achieve.     At No Labels Event, a Few Disagreements on Policy Seep In

    Senator Joe Manchin III and former Gov. Jon Huntsman Jr. stressed that they were not a third-party presidential ticket — yet. And on issues like climate and guns, they debated their views.As the ostensibly bipartisan interest group No Labels discovered on Monday, consensus campaigning and governance is all well and good until it comes time for the details.At an event at Saint Anselm College in Manchester, N.H., the group had something of a soft launch of its potential third-party bid for the presidency when Senator Joe Manchin III, Democrat of West Virginia, and Jon Huntsman Jr., the former Republican governor of Utah, formally released No Labels’ policy manifesto for political compromise.The two men took pains to say they were not the bipartisan presidential ticket of a No Labels candidacy, and that no such ticket would be formed if the Republican and Democratic nominees for 2024 would just embrace their moderation — “that won’t happen if they’re not threatened,” Mr. Manchin said threateningly.On the lofty matter of cooperation and compromise, both men were all in, as were their introducers, Joseph I. Lieberman, a former Democratic senator turned independent, Benjamin Chavis, a civil rights leader and Democrat, and Pat McCrory, a former Republican governor of North Carolina.“The common-sense majority has no voice in this country,” Mr. Huntsman said. “They just watch the three-ring circus play out.”But the dream unity ticket seemed anything but unified when it came down to the nuts and bolts.One questioner from the audience raised her concerns about worsening climate change, the extreme weather that was drenching New England and Mr. Manchin’s securing of a new natural gas pipeline in his home state.To that, Mr. Manchin fell back on his personal preference, promoted in No Labels’ manifesto, for an “all of the above” energy policy that embraced renewable energy sources, like wind and solar, as well as continued production of climate-warming fossil fuels like coal, oil and gas.Mr. Huntsman jumped in to propose putting “a price on carbon,” something usually done through fossil fuel emissions taxes, to curb oil, gas and coal use, proposals that Mr. Manchin, hailing from a coal and gas state, roundly rejected.Asked about gun control, the two could not even seem to agree on the relatively modest proposals in the No Labels plan: universal background checks on firearms purchases and raising the buying age for military-style semiautomatic weapons to 21 from 18.Mr. Manchin, who co-wrote a universal background check bill in 2012 only to see it die in the Senate, said “there’s a balance to be had” in curbing gun purchases. Mr. Huntsman fell back on his party’s decade-long dodge on stricter gun regulation — mental health care.They even seemed to disagree on Representative Marjorie Taylor Greene, the far-right Republican from Georgia. Mr. Huntsman bristled at being asked about her statement that the United States should withdraw from NATO, saying serious policymakers are too often asked questions about “the flamethrowers.” Mr. Manchin said he would not speak ill of any sitting member of Congress.“All 535 people elected to Congress want to do good,” he said.One thing both men agreed on: No Labels need not divulge the big donors that are fueling the current drive toward a possible third-party bid for the White House. Democratic opponents of the effort have accused the group of hiding a donor list that leans heavily Republican, proof, opponents say, that the drive is all about electing former President Donald J. Trump to a second term.No Labels has denied that but declined to reveal its current donors.“I don’t think it’s right or good. I think there should be transparency and accountability,” Mr. Huntsman said of the group’s decision. “But that’s not the way you play the game.”He added, “The system sucks.” More

    Why We Should Politicize the Weather

    After officially beginning his presidential campaign, Ron DeSantis was asked about climate change. He brushed the issue aside: “I’ve always rejected the politicization of the weather.”But we absolutely should politicize the weather. In practice, environmental policy probably won’t be a central issue in the 2024 campaign, which will mainly turn on the economy and social issues. Still, we’re living in a time of accelerating climate-related disasters, and the environmental extremism of the Republican Party — it is more hostile to climate action than any other major political party in the advanced world — would, in a more rational political debate, be the biggest election issue of them all.First, the environmental background: We’re only halfway through 2023, yet we’ve already seen multiple weather events that would have been shocking not long ago. Globally, last month was the hottest June on record. Unprecedented heat waves have been striking one region of the world after another: South Asia and the Middle East experienced a life-threatening heat wave in May; Europe is now going through its second catastrophic heat wave in a short period of time; China is experiencing its highest temperatures on record; and much of the southern United States has been suffering from dangerous levels of heat for weeks, with no end in sight.Residents of Florida might be tempted to take a cooling dip in the ocean — but ocean temperatures off South Florida have come close to 100 degrees, not much below the temperature in a hot tub.And while the rest of America hasn’t gotten that hot, everyone in the Northeast remembers the way smoke from Canadian wildfires led to days of dangerously bad air quality and orange skies.But extreme weather events have always been with us. Can we prove that climate change caused any particular disaster? Not exactly. But the burgeoning field of “extreme event attribution” comes close. Climate models say that certain kinds of extreme weather events become more likely on a warming planet — for example, what used to be a heat wave we’d experience on average only once every few decades becomes an almost annual occurrence. Event attribution compares the odds of experiencing an extreme event given global warming with the odds that the same event would have happened without climate change.Incidentally, I’d argue that extreme event attribution gains credibility from the fact that it doesn’t always tell the same story, that sometimes it says that climate change wasn’t the culprit. For example, preliminary analyses suggest that climate change played a limited role in the extreme flooding that recently struck northeastern Italy.That was, however, the exception that proves the rule. In general, attribution analysis shows that global warming made the disasters of recent years much more likely. We don’t yet have estimates for the latest, still ongoing series of disasters, but it seems safe to say that this global concatenation of extreme weather events would have been virtually impossible without climate change. And this is almost surely just the leading edge of the crisis, a small foretaste of the many disasters to come.Which brings me back to the “politicization of the weather.” Worrying about the climate crisis shouldn’t be a partisan issue. But it is, at least in this country. As of last year, only 22 percent of Americans who considered themselves to be on the political right considered climate change a major threat; the left-right gap here was far larger than it was in other countries. And only in America do you see things like Texas Republicans actively trying to undermine their own state’s booming renewable energy sector.The remarkable thing about climate denial is that the arguments haven’t changed at all over the years: Climate change isn’t happening; OK, it’s happening, but it’s not such a bad thing; besides, doing anything about it would be an economic disaster.And none of these arguments are ever abandoned in the face of evidence. The next time there’s a cold spell somewhere in America, the usual suspects will once again assert that climate change is a hoax. Spectacular technological progress in renewable energy, which now makes the path to greatly reduced emissions look easier than even optimists imagined, hasn’t stopped claims that the costs of the Biden administration’s climate policy will be unsupportable.So we shouldn’t expect record heat waves around the globe to end assertions that climate change, even if it’s happening, is no big deal. Nor should we expect Republicans to soften their opposition to climate action, no matter what is happening in the world.What this means is that if the G.O.P. wins control of the White House and Congress next year, it will almost surely try to dismantle the array of green energy subsidies enacted by the Biden administration that experts believe will lead to a major reduction in emissions.Like it or not, then, the weather is a political issue.     Georgia Supreme Court Rejects Trump Effort to Quash Investigation

    With indictment decisions imminent, the court refused to scuttle an investigation into whether the former president and his allies interfered in the 2020 election.ATLANTA — In a ruling on Monday, the Georgia Supreme Court rejected a long-shot attempt by former President Donald J. Trump’s legal team to scuttle an investigation into election interference weeks before indictment decisions are expected.The pronouncement from the court was both unanimous and swift, coming just three days after Mr. Trump’s lawyers submitted their filing. They had sought a court order that would throw out the work of a special grand jury in Atlanta and disqualify Fani T. Willis, the district attorney of Fulton County, from the proceedings. She has been the prosecutor in charge of the investigation into whether Mr. Trump and his allies interfered in the 2020 election in Georgia.Most of the court’s nine justices were originally appointed by Republican governors; thus far, the case has played out in Superior Court in Atlanta.Mr. Trump’s lawyers had conceded in their filing that they were up against long odds and had identified “no case in 40 years” where the court had intervened in the way they were seeking. In their ruling, the justices said the Trump team had “not shown that this case presents one of those extremely rare circumstances in which this court’s original jurisdiction should be invoked, and therefore, the petition is dismissed.”They also said that Mr. Trump’s lawyers had not presented “either the facts or the law necessary to mandate Willis’s disqualification.”Mr. Trump’s lawyers had previously sought to scuttle the investigation with a motion, filed in March, to quash much of the evidence that Ms. Willis’s team had collected since the investigation began in early 2021 and to take Ms. Willis off it. But the Superior Court judge handling the case, Robert C.I. McBurney, has yet to rule.“Stranded between the supervising judge’s protected passivity and the district attorney’s looming indictment, petitioner has no meaningful option other than to seek this court’s intervention,” the lawyers wrote in their filing to the state’s high court on Friday.The lawyers could not be reached immediately on Monday; the district attorney’s office had no immediate comment.Ms. Willis has signaled that any indictments will come in the first half of August; she recently asked judges in a downtown Atlanta courthouse not to schedule trials for part of that time as she prepares to bring charges. The investigation has examined whether the former president and his allies illegally interfered in the 2020 election in Georgia, where Mr. Trump lost narrowly to Joe Biden.The special grand jury heard evidence for roughly seven months and recommended indictments of more than a dozen people; its forewoman strongly hinted in an interview with The New York Times in February that Mr. Trump was among them.     It’s Getting Really Awkward for Speaker Kevin McCarthy

    Some days, Speaker Kevin McCarthy must look out over his House conference in awe and think: Are you maniacs trying to lose us the majority?Thursday may well have been one of those days, as hard-right crusaders larded up the National Defense Authorization Act with divisive, culture-warring amendments taking aim at abortion access, transgender medical care and diversity training. The annual N.D.A.A. usually garners solid bipartisan support, passing without excessive turbulence for the past 60 years. Last week, the House Freedom Caucus and its allies labored to insert more poison pills into the package than a back-alley fentanyl mill. After much drama, and much futile pleading by Mr. McCarthy with his right flank, the House passed the bill Friday, 219-210, on a mostly party-line vote.Rest assured, the spectacle is far from over.The odds of the bill’s extreme measures passing muster with the Democratic Senate and White House are worse than Mike Pence’s odds of winning the presidency next year. So, less than zero. But House conservatives aren’t aiming to make serious policy gains here — at least, not the ones who understand how a divided government works. They are looking to make trouble, to prove they are loud, uncompromising fighters for the conservative cause. They are also looking to make a point, one directed in no small part at Mr. McCarthy, with whom they remain spitting mad over the debt-ceiling deal he negotiated with Democrats in May. And if they need to imperil their nascent majority to make that point, then so be it. Life is full of difficult trade-offs.Mr. McCarthy’s debt-deal machinations this spring won plaudits from many political watchers: What leadership skill! Maybe we underestimated him! Maybe he really can keep his conference in line! But his hard-liners raged that he had sold them out and promptly committed to making the House as dysfunctional as possible, even if it meant bogging down their own team’s policy goals. Their hostage-taking and acting-out have been a warning to Mr. McCarthy: Fool us once, and we’ll turn this chamber into a do-nothing freak show just to teach you a lesson. Try to fool us twice, and things will get really dark and weird.This purity-over-progress approach isn’t just making life awkward for the speaker. It is making the entire Republican conference look like a pack of obstructionist zealots. This may play well in deep-MAGA districts, but not so much in battleground areas. Those are, admittedly, increasingly rare. But with a majority this scrawny, House conservatives are playing with fire. All Democrats need to do is flip a handful of seats to snatch the gavel from Mr. McCarthy’s hand. They could, say, claw back some of the ground unexpectedly lost to Republicans in New York in the midterms (starting with George Santos’s district). And they could pick up a seat or two thanks to the recent Supreme Court ruling on the Voting Rights Act that may lead to various Southern states redrawing their congressional districts to address sketchy gerrymandering. (Alabama has already been given its marching orders.)Even if Republicans hold on to the House — where, to be fair, a certain level of crazy has come to be expected — the wingers’ shenanigans are doing nothing to help the party’s brand. Many, many Americans are weary of political chaos and performative jerkiness. And many are particular tired of it on the issue of abortion, which drew key numbers of swing voters to Democrats in last year’s midterms. But time and again, Mr. McCarthy’s troops seem dead set on signaling that the G.O.P. is a pack of bomb-throwing fringe-dwellers actively trying not to govern. Swing voters aren’t generally all that keen on posturing, do-nothing Congresses, either.Some Republican House members are cheesed off over these political games. Nancy Mace of South Carolina, for instance, was overheard Thursday dropping all kinds of colorful language, including an “f” bomb or two, about people being forced to vote on the abortion amendment, according to Politico. Though Ms. Mace did not bother abbreviating her pejorative. Nor, it should be noted, did she risk voting against the offending amendment, much less the overall bill. “It’s not going to pass the Senate anyway; it doesn’t matter,” she told The Hill.It doesn’t matter. Well, except that, going forward, Ms. Mace can expect the situation to get so much worse. However much blood and tears get shed in passing the N.D.A.A., they are nothing compared to the carnage anticipated in the coming cage match over funding the government. Already, the hard-liners have made clear that they are going to cause as much trouble as possible in pursuit of their outside-the-mainstream aims. In protest of the debt deal, a pack of conservatives ground action on the House floor to a halt for several days in June while lobbying (or, if you prefer, blackmailing) the speaker to give them more power — including more leeway to slash spending beyond the levels set in the debt-ceiling agreement. With the conservative knife at his throat, Mr. McCarthy has been allowing the conference to move ahead with appropriations proposals that do just that.Ramping up the drama, a passel of conservative members sent a letter to Mr. McCarthy last week, laying out their conditions, including much lower spending levels, for funding the government. Spoiler alert: None were aimed at making the process easier or more efficient.But, after getting crosswise with his wingers on the debt deal, the speaker now seems to have retreated back into a policy of appeasement. This bodes ill for keeping the government running smoothly in the coming months — and for any future legislative efforts.There is no point in feeling sorry for Mr. McCarthy. He’s a political creature. Coming into this job, he knew the risks of negotiating with, and bowing to, ideological terrorists. And he was apparently cool with that. His party is earning whatever electoral comeuppance it gets.     Will Patrick Hendry Change the New York City Police Union?

    Patrick Hendry, a reserved, behind-the-scenes power, is succeeding fiery Patrick Lynch, who ran the Police Benevolent Association at top volume.Patrick Hendry, the new head of New York City’s police officers’ union, has much in common with his predecessor: Their mothers are from Ireland. They grew up in Queens, the sons of union men. And they believe a police union must defend officers, even those accused of wrongdoing.Mr. Hendry and Patrick J. Lynch, the former president of the Police Benevolent Association, say officers must make split-second decisions that carry uniquely high stakes for union members, for the city and within the 50,500-employee Police Department — the nation’s largest.For nearly a quarter century, the booming voice of Mr. Lynch, who stepped down June 30, made the union a key player in New York politics. He was a take-it-or-leave-it megaphone for 21,000 active members. He battled Mayor Rudolph W. Giuliani over wage freezes; accused Mayor Bill de Blasio after the assassination of two officers of stirring up anti-police sentiment; and led the union when it endorsed Donald J. Trump for president in 2020.Now Mr. Hendry, 51, who is untested as a public figure, must decide whether he will deviate from that path. He says that his plans are straightforward: Get more officers longer shifts in exchange for more days off, fend off watchdogs who he says seek to discipline officers over minor complaints and build on the diverse team he has assembled to serve a younger, majority-minority force.He also wants to retain officers being wooed by other law enforcement agencies offering more money and less big-city stress. Thanks to a union contract signed in April, officers starting next year will earn about $56,000 annually in their first year and just over $65,000 by their fifth year — far lower than elsewhere in the country.“Our members are still leaving. We are understaffed and overworked. We made progress on the contract, but we still believe we’re underpaid,” Mr. Hendry said during a recent interview at Police Benevolent Association headquarters in Lower Manhattan. “We are the biggest force in the country, and we should be paid the highest in the country.”Mr. Hendry himself is expected to earn about $218,000 annually, half from his police salary and half from the union; union leaders are excused from city work in order to perform union business full time.He was quick to take up his ceremonial duties. On Wednesday, he went to the northeast side of Central Park where, in 1986, a 15-year-old boy shot Detective Steven McDonald. In 2019, the detective, who had forgiven the boy who left him paralyzed, died from his injuries.Mr. Hendry gave a brief speech before a small group gathered there, 37 years to the day of the shooting. “Everyone here has a Steven McDonald story,” he said. “Those stories made us better police officers, made us better people.” After he finished, he embraced Detective McDonald’s widow and son.The timing of Mr. Hendry’s ascension coincides with a turning point for the Police Department. Edward Caban was named acting commissioner this month after the abrupt resignation of Keechant Sewell. Ms. Sewell, Mr. Lynch and the city negotiated a long-awaited contract that gives officers’ better pay and schedule flexibility, work that Mr. Hendry wants to continue with Mr. Caban, who is the son of a transit cop from the Bronx.The leadership of the Police Department is in flux, with Keechant Seewell stepping down as commissioner and Edward Caban, right, appointed on an acting basis.Dave Sanders for The New York TimesMr. Hendry, the son of a carpenter and waitress who immigrated from Ireland, grew up in Queens Village, the youngest of four children. He was an Eagle Scout and an altar boy at a Roman Catholic parish before he joined the department in 1993 at age 21. Nine years later, while working at the 103rd Precinct in Queens, he became a union delegate.Back then, Mr. Lynch was a new leader who quickly made the Police Benevolent Association a powerful voice in the city and on the national stage.Mr. Lynch gave voice to police officers’ anger following a two-year wage freeze during the Giuliani administration, with officers protesting from precincts to the State Capitol. The union made an unsuccessful appeal of a 2013 ruling that ended the department’s use of stop-and-frisk — a police tactic defended by mayor Michael R. Bloomberg that unfairly targeted Black and brown men.In 2014, after Ismaaiyl Brinsley, who was incensed over killings by the police, shot two officers dead, Mr. Lynch cast blame on Mr. de Blasio. At Woodhull Hospital in Queens that night, Mr. Lynch said, “There’s blood on many hands” and added: “That blood on the hands starts on the steps of City Hall, in the office of the mayor.” Days later, at the funeral of one of the slain officers, police officers turned their backs on the mayor as he spoke.Six years later, Mr. Lynch was again at war with Mr. de Blasio as racial-justice protests and calls to defund the police swept the country. The union endorsed Mr. Trump, putting Mr. Lynch in the national spotlight.Mr. Lynch appeared to have a better rapport with Mayor Eric Adams, a former officer who agreed to the more generous contract, and who has said he sees the police as an extension of himself.Patrick Lynch was a regular participant in New York’s public discourse, delivering his contributions at high volume.Sasha Maslov for The New York TimesMr. Lynch, 59, did not want to try for a new five-year term because he would have reached the mandatory retirement age for a police officer before the term ended. When he announced he would not seek re-election, Jumaane Williams, the city’s public advocate, said in a phone interview that his departure was long overdue, calling him the “most obstructive voice to having a real conversation around public safety.”“I don’t think he was ever interested in doing anything that was about addressing accountability and transparency in policing,” he said.“You have to speak up for your members, be it working conditions, pay, protection against undue discipline,” he added. “But he spoke for them as loud as possible, even when they were wrong.”Mr. Hendry has already made moves that reflect the modern makeup of the department, whose uniformed work force is now 58 percent nonwhite. He has selected two women of color to be among the union’s top six leaders. One, Betty Carradero, who is Latina, will be the union secretary; the other, Lethimyle Cleveland, who is Black and Vietnamese, will be the first openly gay board member.     The long-shot Republican presidential candidate is releasing a list of potential justices to highlight his bona fides with key voters.Vivek Ramsawamy, an entrepreneur running for the Republican presidential nomination, on Monday will release a list of potential choices for the U.S. Supreme Court, in an effort to highlight his conservative credentials to early-state voters who may be skeptical of a candidate without a political background.The move echoes one made by Donald J. Trump in the 2016 presidential campaign, at a time when he was still facing questions from Republican voters about his past as a Democrat from New York who had once supported abortion rights and had appeared more moderate on certain issues.Mr. Ramaswamy’s list, reported earlier by Axios, includes jurists who have ruled on various aspects of the Republican culture wars, including religious issues, free speech, vaccine mandates and transgender rights. In a statement, Mr. Ramaswamy sought to contrast his approach to that of President Biden, who vowed during his campaign to appoint the first Black woman to the highest court, which he did when he nominated Ketanji Brown Jackson.     Trump Plans to Expand Presidential Power Over Agencies in 2025

    Donald J. Trump and his allies are planning a sweeping expansion of presidential power over the machinery of government if voters return him to the White House in 2025, reshaping the structure of the executive branch to concentrate far greater authority directly in his hands.Their plans to centralize more power in the Oval Office stretch far beyond the former president’s recent remarks that he would order a criminal investigation into his political rival, President Biden, signaling his intent to end the post-Watergate norm of Justice Department independence from White House political control.Mr. Trump and his associates have a broader goal: to alter the balance of power by increasing the president’s authority over every part of the federal government that now operates, by either law or tradition, with any measure of independence from political interference by the White House, according to a review of his campaign policy proposals and interviews with people close to him.Mr. Trump intends to bring independent agencies — like the Federal Communications Commission, which makes and enforces rules for television and internet companies, and the Federal Trade Commission, which enforces various antitrust and other consumer protection rules against businesses — under direct presidential control.He wants to revive the practice of “impounding” funds, refusing to spend money Congress has appropriated for programs a president doesn’t like — a tactic that lawmakers banned under President Richard Nixon.He intends to strip employment protections from tens of thousands of career civil servants, making it easier to replace them if they are deemed obstacles to his agenda. Vought, who ran the Office of Management and Budget in the Trump White House and now runs a policy organization, the Center for Renewing America.The strategy in talking openly about such “paradigm-shifting ideas” before the election, Mr. Vought said, is to “plant a flag” — both to shift the debate and to later be able to claim a mandate. The transition project, the scale of which is unprecedented in conservative politics, is led by the Heritage Foundation, a think tank that has shaped the personnel and policies of Republican administrations since the Reagan presidency.That work at Heritage dovetails with plans on the Trump campaign website to expand presidential power that were drafted primarily by two of Mr. Trump’s advisers, Vincent Haley and Ross Worthington, with input from other advisers, including Stephen Miller, the architect of the former president’s hard-line immigration agenda.Some elements of the plans had been floated when Mr. Trump was in office but were impeded by internal concerns that they would be unworkable and could lead to setbacks. And for some veterans of Mr. Trump’s turbulent White House who came to question his fitness for leadership, the prospect of removing guardrails and centralizing even greater power over government directly in his hands sounded like a recipe for mayhem.“It would be chaotic,” said John F. Kelly, Mr. Trump’s second White House chief of staff. “It just simply would be chaotic, because he’d continually be trying to exceed his authority but the sycophants would go along with it. It would be a nonstop gunfight with the Congress and the courts.”The agenda being pursued has deep roots in the decades-long effort by conservative legal thinkers to undercut what has become known as the administrative state — agencies that enact regulations aimed at keeping the air and water clean and food, drugs and consumer products safe, but that cut into business profits.Its legal underpinning is a maximalist version of the so-called unitary executive theory.The legal theory rejects the idea that the government is composed of three separate branches with overlapping powers to check and balance each other. Instead, the theory’s adherents argue that Article 2 of the Constitution gives the president complete control of the executive branch, so Congress cannot empower agency heads to make decisions or restrict the president’s ability to fire them. Roberts, the president of the Heritage Foundation, adding that the contributors to Project 2025 are committed to “dismantling this rogue administrative state.”Personal power has always been a driving force for Mr. Trump. He often gestures toward it in a more simplistic manner, such as in 2019, when he declared to a cheering crowd, “I have an Article 2, where I have the right to do whatever I want as president.”Mr. Trump made the remark in reference to his claimed ability to directly fire Robert S. Mueller III, the special counsel in the Russia inquiry, which primed his hostility toward law enforcement and intelligence agencies. He also tried to get a subordinate to have Mr. Mueller ousted, but was defied.Early in Mr. Trump’s presidency, his chief strategist, Stephen K. Bannon, promised a “deconstruction of the administrative state.” But Mr. Trump installed people in other key roles who ended up telling him that more radical ideas were unworkable or illegal. In the final year of his presidency, he told aides he was fed up with being constrained by subordinates.Now, Mr. Trump is laying out a far more expansive vision of power in any second term. And, in contrast with his disorganized transition after his surprise 2016 victory, he now benefits from a well-funded policymaking infrastructure, led by former officials who did not break with him after his attempts to overturn the 2020 election and the Jan. 6, 2021, attack on the Capitol.One idea the people around Mr. Trump have developed centers on bringing independent agencies under his thumb.Congress created these specialized technocratic agencies inside the executive branch and delegated to them some of its power to make rules for society. But it did so on the condition that it was not simply handing off that power to presidents to wield like kings — putting commissioners atop them whom presidents appoint but generally cannot fire before their terms end, while using its control of their budgets to keep them partly accountable to lawmakers as well. (Agency actions are also subject to court review.)Presidents of both parties have chafed at the agencies’ independence. President Franklin D. Roosevelt, whose New Deal created many of them, endorsed a proposal in 1937 to fold them all into cabinet departments under his control, but Congress did not enact it.Later presidents sought to impose greater control over nonindependent agencies Congress created, like the Environmental Protection Agency, which is run by an administrator whom a president can remove at will. For example, President Ronald Reagan issued executive orders requiring nonindependent agencies to submit proposed regulations to the White House for review. But overall, presidents have largely left the independent agencies alone.Mr. Trump’s allies are preparing to change that, drafting an executive order requiring independent agencies to submit actions to the White House for review. Mr. Trump endorsed the idea on his campaign website, vowing to bring them “under presidential authority.”Such an order was drafted in Mr. Trump’s first term — and blessed by the Justice Department — but never issued amid internal concerns. Some of the concerns were over how to carry out reviews for agencies that are headed by multiple commissioners and subject to administrative procedures and open-meetings laws, as well as over how the market would react if the order chipped away at the Federal Reserve’s independence, people familiar with the matter said.The former president views the civil service as a den of “deep staters” who were trying to thwart him at every turn in the White House.John Tully for The New York TimesThe Federal Reserve was ultimately exempted in the draft executive order, but Mr. Trump did not sign it before his presidency ended. If Mr. Trump and his allies get another shot at power, the independence of the Federal Reserve — an institution Mr. Trump publicly railed at as president — could be up for debate. Notably, the Trump campaign website’s discussion of bringing independent agencies under presidential control is silent on whether that includes the Fed.Asked whether presidents should be able to order interest rates lowered before elections, even if experts think that would hurt the long-term health of the economy, Mr. Vought said that would have to be worked out with Congress. But “at the bare minimum,” he said, the Federal Reserve’s regulatory functions should be subject to White House review.“It’s very hard to square the Fed’s independence with the Constitution,” Mr. Vought said.Other former Trump administration officials involved in the planning said there would also probably be a legal challenge to the limits on a president’s power to fire heads of independent agencies. Mr. Trump could remove an agency head, teeing up the question for the Supreme Court.The Supreme Court in 1935 and 1988 upheld the power of Congress to shield some executive branch officials from being fired without cause. But after justices appointed by Republicans since Reagan took control, it has started to erode those precedents.Peter L. Strauss, professor emeritus of law at Columbia University and a critic of the strong version of the unitary executive theory, argued that it is constitutional and desirable for Congress, in creating and empowering an agency to perform some task, to also include some checks on the president’s control over officials “because we don’t want autocracy” and to prevent abuses.“The regrettable fact is that the judiciary at the moment seems inclined to recognize that the president does have this kind of authority,” he said. “They are clawing away agency independence in ways that I find quite unfortunate and disrespectful of congressional choice.”Mr. Trump has also vowed to impound funds, or refuse to spend money appropriated by Congress. After Nixon used the practice to aggressively block agency spending he was opposed to, on water pollution control, housing construction and other issues, Congress banned the tactic.On his campaign website, Mr. Trump declared that presidents have a constitutional right to impound funds and said he would restore the practice — though he acknowledged it could result in a legal battle.Mr. Trump and his allies also want to transform the civil service — government employees who are supposed to be nonpartisan professionals and experts with protections against being fired for political reasons.The former president views the civil service as a den of “deep staters” who were trying to thwart him at every turn, including by raising legal or pragmatic objections to his immigration policies, among many other examples. Toward the end of his term, his aides drafted an executive order, “Creating Schedule F in the Excepted Service,” that removed employment protections from career officials whose jobs were deemed linked to policymaking.Mr. Trump signed the order, which became known as Schedule F, near the end of his presidency, but President Biden rescinded it. Mr. Trump has vowed to immediately reinstitute it in a second term.Critics say he could use it for a partisan purge. But James Sherk, a former Trump administration official who came up with the idea and now works at the America First Policy Institute — a think tank stocked heavily with former Trump officials — argued it would only be used against poor performers and people who actively impeded the elected president’s agenda.“Schedule F expressly forbids hiring or firing based on political loyalty,” Mr. Sherk said. “Schedule F employees would keep their jobs if they served effectively and impartially.”Mr. Trump himself has characterized his intentions rather differently — promising on his campaign website to “find and remove the radicals who have infiltrated the federal Department of Education” and listing a litany of targets at a rally last month.“We will demolish the deep state,” Mr. Trump said at the rally in Michigan. “We will expel the warmongers from our government. We will drive out the globalists. We will cast out the communists, Marxists and fascists. And we will throw off the sick political class that hates our country.” More
