    McConnell and McCarthy’s Jan. 6 Fury at Trump Faded by February

    In the days after the attack, Representative Kevin McCarthy planned to tell Mr. Trump to resign. Senator Mitch McConnell told allies impeachment was warranted. But their fury faded fast.In the days after the Jan. 6 attack on the Capitol building, the two top Republicans in Congress, Representative Kevin McCarthy and Senator Mitch McConnell, told associates they believed President Trump was responsible for inciting the deadly riot and vowed to drive him from politics. Mr. McCarthy went so far as to say he would push Mr. Trump to resign immediately: “I’ve had it with this guy,” he told a group of Republican leaders.But within weeks both men backed off an all-out fight with Mr. Trump because they feared retribution from him and his political movement. Their drive to act faded fast as it became clear it would mean difficult votes that would put them at odds with most of their colleagues.“I didn’t get to be leader by voting with five people in the conference,” Mr. McConnell, the Senate Republican leader, told a friend.The confidential expressions of outrage from Mr. McCarthy and Mr. McConnell, which have not been previously reported, illustrate the immense gulf between what Republican leaders say privately about Mr. Trump and their public deference to a man whose hold on the party has gone virtually unchallenged for half a decade.The leaders’ swift retreat in January 2021 represented a capitulation at a moment of extraordinary political weakness for Mr. Trump — perhaps the last and best chance for mainstream Republicans to reclaim control of their party from a leader who had stoked an insurrection against American democracy itself.This account of the private discussions among Republican leaders in the days after the Jan. 6 attack is adapted from a new book, “This Will Not Pass: Trump, Biden and the Battle for America’s Future,” which draws on hundreds of interviews with lawmakers and officials, and contemporaneous records of pivotal moments in the 2020 presidential campaign.Mr. McConnell’s office declined to comment. In public after Jan. 6, Mr. McCarthy issued a careful rebuke of Mr. Trump, saying that he “bears responsibility” for the mob that tried to stop Congress from officially certifying the president’s loss. But he declined to condemn him in sterner language.In private, Mr. McCarthy went much further.On a phone call with several other top House Republicans on Jan. 8, Mr. McCarthy said Mr. Trump’s conduct on Jan. 6 had been “atrocious and totally wrong.” He faulted the president for “inciting people” to attack the Capitol, saying that Mr. Trump’s remarks at a rally on the National Mall that day were “not right by any shape or any form.”During that conversation, Mr. McCarthy inquired about the mechanism for invoking the 25th Amendment — the process whereby the vice president and members of the cabinet can remove a president from office — before concluding that was not a viable option. Mr. McCarthy, who was among those who objected to the election results, was uncertain and indecisive, fretting that the Democratic drive to impeach Mr. Trump would “put more fuel on the fire” of the country’s divisions.But Mr. McCarthy’s resolve seemed to harden as the gravity of the attack — and the potential political fallout for his party — sank in. Two members of Mr. Trump’s cabinet had quit their posts after the attack and several moderate Republican governors had called for the president’s resignation. Now he planned to call Mr. Trump and tell him it was time for him to go.“What he did is unacceptable. Nobody can defend that and nobody should defend it,” he told the group.Mr. McCarthy said he would tell Mr. Trump of the impeachment resolution: “I think this will pass, and it would be my recommendation you should resign.”He acknowledged it was unlikely Mr. Trump would follow that suggestion.Mr. McCarthy spent the four years of Mr. Trump’s presidency as one of the White House’s most obedient supporters in Congress. Since Mr. Trump’s defeat, Mr. McCarthy has appeased far-right members of the House, some of whom are close to the former president. Members such as Lauren Boebert of Colorado had done so much to stoke paranoia about the 2020 election and made offensive comments online about the Capitol attack.“We can’t put up with that,” Mr. McCarthy said, adding, “Can’t they take their Twitter accounts away, too?”Mr. McCarthy “never said that particular members should be removed from Twitter,” Mr. Bednar said.Other Republican leaders in the House agreed with Mr. McCarthy that the president’s behavior deserved swift punishment. Representative Steve Scalise of Louisiana, the second-ranking House Republican, said on one call that it was time for the G.O.P. to contemplate a “post-Trump Republican House,” while Representative Tom Emmer of Minnesota, the head of the party’s House campaign committee, suggested censuring Mr. Trump.Yet none of the men followed through on their tough talk in those private conversations.In the following days, Mr. McCarthy heard from some Republican lawmakers who advised against confronting Mr. Trump.     If Biden’s Plan Is Like a ‘New Deal,’ Why Don’t Voters Care?

    RICHMOND, Va. — As Chris Frelke surveyed the Thomas B. Smith Community Center, he conceded that the beige-and-green cinder block structure was not much to look at. But Mr. Frelke, the parks director in Virginia’s capital, spoke with excitement describing the image in his mind’s eye: One day, there would be a pristine new complex capable of providing services from child care to community college classes.That dream complex is not some remote fantasy. The city of Richmond intends to build it in the next few years using $20 million from the American Rescue Plan, President Biden’s trillion-dollar coronavirus-relief law. Richmond will receive a total of $155 million, a cash infusion that its Democratic mayor, Levar Stoney, called “a once-in-a-lifetime sort of investment.”“This is akin to our New Deal,” Mr. Stoney said.Unlike the New Deal, however, this $1.9 trillion federal investment in American communities has barely registered with voters. Rather than a trophy for Mr. Biden and his party, the program has become a case study in how easily voters can overlook even a lavishly funded government initiative delivering benefits close to home.Mr. Biden’s popularity has declined in polls over the past year, and voters are giving him less credit for the country’s economic recovery than his advisers had anticipated. In Virginia, Democrats got shellacked in the 2021 off-year elections amid the country’s halting emergence from the depths of the pandemic.Ambivalence among voters stems partly from the fact that many of the projects being funded are, for now, invisible.At Richmond’s Southside Community Center, slated to balloon in capacity with the help of rescue plan funding, Linda Scott, a 75-year-old pickleball enthusiast, said she had heard nothing of the coming upgrades.“I know that we’re getting lots of money,” said Ms. Scott, a self-described independent who voted for Mr. Biden. “But what we’re doing with it, I’m not sure.”Thirteen months after Mr. Biden signed the emergency package, that money is starting to fuel a wave of investment on city infrastructure, public services and pilot programs unlike any in decades.“You tell them about the American Rescue Plan,” Mr. Biden has said to House members, “and they say, ‘What the hell are you talking about?’”Doug Mills/The New York TimesCity and county leaders are spending confidently, boasting of the generational improvements they are making with the help of Mr. Biden’s legislation.The city of Richmond plans to use $78 million to create four activity centers, overhauling two existing facilities and building two. Crime and homelessness, both targets of rescue spending, were not far behind.The American Rescue Plan, which also funded direct relief payments to voters and health programs like vaccine distribution, has been criticized by Republicans and some economists for pumping too much money into the economy and probably contributing to inflation.Mr. Stoney said he had encouraged the White House to work with mayors and treat them as the “tip of the spear” in promoting its aid. Within the $1.9 trillion law, a $350 billion fund for state and local governments was designed to meet a dire set of circumstances along the lines of the Great Recession: a potentially catastrophic short-term budget shortfall followed by a slow economic recovery.Mr. Biden declared it would help states and municipalities rehire all “those laid-off police officers, firefighters, teachers and nurses.”The $350 billion in rescue funds would be handed out by 2022 in increments, with recipients given until 2026 to spend it. That timeline was meant to gird states and cities against another economic slowdown, said Gene Sperling, the presidential adviser overseeing the rescue plan.Yet rather than limping through a recovery, the country enjoyed the fastest economic growth in nearly four decades and saw the unemployment rate plummet. Government revenues surged across much of the country, and governors of once-beleaguered states, like California and Minnesota, announced proposals to give residents tax cuts or one-time rebates.Some state and local government payrolls are smaller than they were before the pandemic; many municipalities face a backlog in services from courts to coroners’ offices, and they are not immune to inflation and fuel shocks.The rescue spending still represents something of an insurance policy against a new recession. The mayor won re-election by a wide margin in November; in his victory speech, he cited the American Rescue Plan as a reason for his city to be optimistic.“None of us in public life have ever had an opportunity like this,” Mr. Kapszukiewicz said.Cities and counties cannot enact programs that would go bankrupt once the money expires. A historically Republican suburb that is wealthier and whiter than Virginia’s capital city, Chesterfield County has already received more than $34 million through the American Rescue Plan. A second installment of that size is due later.The Republican-led county board has announced a major upgrade of parks and other construction projects, including a school and police station.The county’s finances remained sturdy throughout the pandemic and are now so robust that the board of supervisors approved a reduction in the real estate tax. The rescue plan funding allowed the county to accelerate some projects, local officials said, but they would likely have undertaken many of them without federal help.Christopher Winslow, the Republican chair of the county board, said the projects would have a “long-lasting and significant effect on citizens.” But in a fiscally robust county like his, Mr. Winslow said, the funding was less a rescue than a “bonanza.”By the time the first tranche of rescue money arrived, Mr. Winslow said, there was “a sense that the real pain was largely behind us.” That view is shared by many Republicans in Congress, who criticized the original price tag of the legislation and proposed clawing back some of the money.During a recent meeting of the United States Conference of Mayors, several White House officials, including Mitch Landrieu, the former New Orleans mayor, urged city leaders to do more to promote the rescue money — or risk seeing Congress redirect some of the funding elsewhere.After shedding its conservative roots to back Mr. Biden for president in 2020, Chesterfield County shifted back to the right to support a Republican, Glenn Youngkin, for governor.Lashrecse Aird, a former Democratic state legislator who represented a slice of Chesterfield County, said the rescue plan was of “no value whatsoever” to Democrats in Virginia’s 2021 elections. Ms. Aird, who lost her seat in the House of Delegates in November, said voters were scarcely aware of the federal aid.“It just does not connect.     Alex Jones Reaches Out to Justice Dept. About Jan. 6 Interview

    The effort by the Trump ally to get an immunity deal is the latest sign of progress in the investigation, which recently brought on a well-regarded prosecutor.The federal investigation into efforts to overturn the 2020 election appears to be gaining traction, with the Justice Department having brought in a well-regarded new prosecutor to help run the inquiry and a high-profile witness seeking a deal to provide information.Alex Jones, the host of the conspiracy-driven media outlet Infowars and a key player in the pro-Trump “Stop the Steal” movement, is in discussions with the Justice Department about an agreement to detail his role in the rally near the White House last Jan. 6 that preceded the attack on the Capitol.Through his lawyer, Mr. Jones said he has given the government a formal letter conveying “his desire to speak to federal prosecutors about Jan. 6.”The lawyer, Norm Pattis, maintained that Mr. Jones had not engaged in any “criminal wrongdoing” that day when — chanting slogans about 1776 — he helped lead a crowd of Trump supporters in a march to the Capitol as violence was erupting.As a condition of being interviewed by federal investigators, Mr. Jones, who is known for his rants about the “Deep State” and its supposed control over national affairs, has requested immunity from prosecution.“He distrusts the government,” Mr. Pattis said.While convincing federal prosecutors to grant him immunity could be an uphill climb for Mr. Jones, his discussions with the Justice Department suggest that the investigation into the postelection period could be gathering momentum.Two weeks ago, another prominent Stop the Steal organizer, Ali Alexander, a close associate of Mr. Jones, revealed that he had received a subpoena from a federal grand jury that is seeking information on a broad swath of people — rally planners, members of Congress and others close to former President Donald J. Mr. Alexander’s lawyers have been dealing with Mr. Windom, for example, in responding to the broad subpoena seeking information about the pro-Trump rallies and other efforts to keep Mr. Trump in office.Those efforts could extend to issues such as the plan by Trump allies to have seven swing states falsely certify that Mr. Trump won, and then mail those false documents to the National Archives and Congress. However, Mr. Windom does not yet have a robust team of prosecutors, leaving unclear how extensive the investigation might become.Mr. Windom was described by former colleagues as a diligent, aggressive lawyer capable of handling complex investigations. In his former job, Mr. Windom prosecuted some high-profile cases in Maryland — among them those involving domestic and international terrorism, public corruption and national security.Mr. Windom, for example, helped to secure convictions against a trio of violent members of a white supremacist group called “The Base,” which had hoped to trigger a race war in the United States. Two of the defendants received lengthy prison sentences.In another case, Mr. Windom prosecuted Christopher Hasson, a white nationalist and lieutenant in the U.S. Coast Guard, who had plotted to kill journalists, Democratic politicians, professors, Supreme Court justices and those he described as “leftists in general.”Mr. Windom also charged Tawanna P. Gaines, a Maryland lawmaker, with stealing about $22,000 in campaign funds. She pleaded guilty in 2019 and was later sentenced to six months in prison.“Thomas is a thorough and creative investigator and an experienced trial attorney,” said Robert K. Hur, a former U.S. attorney in Maryland. “He’s calm under pressure and accustomed to building and trying complex, high-stakes cases.     Charles Homans, a New York Times reporter who lived in Alaska during Palin’s ascent, reflects on the state’s astonishing political transformation.Greetings from your host Blake Hounshell. Leah Askarinam is off today. We’re joined tonight by our colleague Charles Homans, who writes about Sarah Palin and Alaska’s changing politics.A decade ago, I caught a ride in a pickup truck on the outskirts of Nome, Alaska, with Bob Hafner, a burly, tattooed gold dredger.I was working on an article about the boom in reality TV shows celebrating rugged blue-collar jobs, which seemed to be in production in every corner of America’s most rugged state. As Hafner’s truck bounced along the rutted coast road, I asked what he made of it.He laughed, a little ruefully. “I’m probably partly responsible for it,” he said. “Me and my diving partner, we did that Sarah Palin show.”“Sarah Palin’s Alaska,” produced by Mark Burnett, had recently run for nine episodes on TLC. Palin was filmed communing with enough commercial fishermen, loggers and bush pilots that the odds of randomly encountering one of them on the road in Nome were probably pretty good.Later I watched the Nome episode, and sure enough: There was Hafner standing alongside Palin as she admired a gold nugget the size of a fingernail that he and Palin’s brother, Chuck, had sucked up from the seafloor. “That’s neat!” the former governor said.There was a note of desperation in this strenuous on-screen Alaska-ing, and in Palin’s voice-over declaration during the opening montage that “I love this state like I love my family.”Four years after the 2008 presidential election and three years after her resignation as governor, the waterfront tourist shops in Valdez hawked “Bailin’ Palin” T-shirts. Only 36 percent of Alaskans viewed her positively, and 61 percent viewed her negatively.Ivan Moore, a pollster in Anchorage, recalls that when he asked people who viewed her negatively why they felt that way, “the most common response, streaks ahead of the rest, was: ‘She quit. She’s a quitter.’”Return from the wildernessThe governor’s relationship with her state changed forever with her resignation, which seemed to represent the exchange of Sarah Palin’s Alaska for “Sarah Palin’s Alaska”: a place for a personal brand.Aside from backing an ultimately unsuccessful challenger to Senator Lisa Murkowski in 2010 (and the same candidate four years later, in the race for the state’s other Senate seat), she was mostly a nonparticipant in Alaska’s affairs. Her political ambitions seemed entirely national, though even these appeared to flag quickly.Her 2012 presidential campaign ended before it began. Her political action committee still took in millions of dollars, but spent a tiny fraction of the money on candidates or independent expenditures. Her most prominent return to the arena, in 2016, was a stemwinder in service of a politician who would all but supplant her role within the Republican Party. In recent years, she had been in the news most often on account of her libel lawsuit against The New York Times. A jury rejected her claims in February.So it was a surprise when Palin emerged from a decade in the cable-talking-head wilderness to hint at and, on April 1, announce her candidacy for Alaska’s lone House seat, which had opened up with Don Young’s death in March.It was more surprising still to see Palin give a lengthy interview to Nathaniel Herz of The Anchorage Daily News, in which she excoriated the “establishment machine” that would oppose her.“They have a loud voice,” she told Herz. “They hold purse strings. They have the media’s ear. But they do not necessarily reflect the will of the people.”An Arctic political machineRepublican candidates today frequently denounce a greatly weakened party “establishment,” but the line is more jarring coming from Palin, who in 2006 did fight and beat one of the country’s most entrenched and clubby state-level Republican establishments.It is a story that has long since grown threadbare from Palin’s own retelling, but if you lived in Alaska, as I did, at the time of Palin’s primary election victory over the incumbent and Alaskan institution Frank Murkowski, it was a genuinely astonishing moment of political transformation.Alaska in 2006 still possessed something resembling a political machine, which cannily husbanded the state’s all-important relationships with the oil and gas industry and the federal government.Alaskans did not always love the stalwarts of this mostly Republican machine, but they understood that deposing them would potentially cost the state a great deal, so they kept electing them. Probably only someone like Palin, with her messianic conviction, had a shot at toppling it.The F.B.I. helped, too, of course, mounting a yearslong investigation of more than half a dozen lawmakers suspected of having taken bribes from the VECO Corporation, an oil-field contractor, that happened to come to a head shortly after Palin’s primary triumph.Today, Alaskan Republican politics don’t much resemble the hierarchy that Palin tilted against 16 years ago. They look, for better or worse, a lot more like Republican politics everywhere else.Sarah Palin in New York this winter.Jefferson Siegel for The New York TimesA 48-candidate ballotMany influential G.O.P. figures in Alaska remain cool to Palin, but over more prosaic matters, like her relative lack of involvement locally over her years as a national celebrity.“Most serious Republican figures in Alaska, their question is, ‘Where have you been?’” said Suzanne Downing, a former speechwriter for Palin’s lieutenant and successor as governor, Sean Parnell. Downing, who now edits the right-leaning Must Read Alaska blog, added, “She hasn’t lifted a finger for Alaska since she left office.”Palin’s campaign did not respond to emails and phone calls requesting comment. In an interview with The Associated Press this week, Palin objected to the suggestion that she had left the state behind.“I’m sorry if that narrative is out there, because it’s inaccurate,” she told The A.P., offering by way of bona fides the fact that she had recently been “shoveling moose poop” in her father’s yard.Early this month, Downing commissioned a poll of the comically large field for the June primary — the ballot for which, with its 48 candidates, looks like a page from a phone book. She concedes to having been shocked when Palin came out in the lead at 31 percent: five percentage points ahead of her nearest rival, Al Gross, an independent who has in past races been endorsed by the state Democratic Party.And yet when the pollster asked about respondents’ favorable or unfavorable views of Palin, the numbers — 37 percent to 51 percent — were not much changed from when Ivan Moore asked the same question a decade ago. In fact, Moore told me that Palin’s numbers had not moved appreciably in intermittent polls over the intervening years.This is unusual: For ordinary politicians, favorability and unfavorability tend to soften as time passes and headlines fade. It’s possible — Moore thinks this — that the longer half-life of Palin’s numbers reflects the depth of the betrayal Alaskans still feel about her resignation.But her most recent national polling — admittedly nine years old — shows an almost identical breakdown of favorable and unfavorable responses. Which raises another possibility: that Palin’s political celebrity is so all-devouring and all-polarizing that even Alaskans, with their very particular history with Palin, can’t see past it.Can a much-changed state still surprise?Downing brought up another possible explanation. Alaska, she reminded me, is extraordinarily transient: 12.8 percent of the population turns over in an average year, more than in any other state. Many of the Alaskans taking the measure of Palin today were not Alaskans when she was in office.They are, in other words, less familiar with Sarah Palin’s Alaska than with “Sarah Palin’s Alaska.” One was a place of heady transformation. The other was a veneer of local particularity, stretched over the same national politics that seemed to offer few potential surprises, only deepening entrenchment.“I don’t know,” Downing said, “if she can get a single voter that she doesn’t already own.”What to readThe Florida Senate passed a congressional map proposed by Gov. Ron DeSantis of Florida urged lawmakers this week to consider ending Disney’s special administrative status, he wasn’t just escalating his cultural standoff with his state’s largest employer.He was also pulling on a string that threatened to unravel an arrangement the state made with Disney in 1967 that granted the company extraordinary power over a 39-square-mile patch of former swampland in Central Florida — an unusual experiment in local governance that has few American counterparts.Disney runs everything from the fire department and emergency services to electricity, gas, water and wastewater, subject to the supervision of a five-member board dominated by the company. It decides what is built, and how, and has the power to raise bonds and assess taxes. The charter for the special municipality, the Reedy Creek Improvement District, even allows Disney to build and operate an airport or a power plant using “nuclear fission” if it so chooses.“It’s almost like a sovereign state inside another state,” said Aaron Goldberg, the author of a book on the origins of Disney World, the company’s Florida resort. Others have called it a “Vatican with mouse ears.”At the time of the district’s creation, the brothers Walt and Roy Disney were searching for the ideal site for the successor resort to Disneyland, their California theme park. It had to be somewhere warm and near major highways — but not too near the ocean, because the company didn’t want to compete with the beach. With the help of Paul Helliwell, a lawyer and longtime intelligence operative, they secretly acquired portions of Orange and Osceola Counties. Announcing the project, Disney spoke of his ambition to build a “city of tomorrow.”To fulfill that vision, Disney demanded sovereignty over its own land and, to make a long story short, Florida said yes.Disney’s futuristic city never happened. Portions became Epcot Center, and the special district has under 50 residents. And over half a century later, DeSantis is re-evaluating the state’s bargain as he contemplates some grand ambitions of his own.“Disney has gotten away with special deals from the state of Florida for way too long,” the governor said in an email to his supporters on Wednesday. “It took a look under the hood to see what Disney has become to truly understand their inappropriate influence.”But taking apart Disney’s magical Florida kingdom might prove complicated.     Trump Campaign Ordered to Pay $1.3 Million to Omarosa Manigault Newman in NDA case

    An arbitrator found Mr. Trump’s campaign owes the former White House aide and “Apprentice” star for legal fees, after he sued her for writing a tell-all book.A court arbitrator has ordered former President Donald J. Trump’s presidential campaign to pay nearly $1.3 million in legal fees to Omarosa Manigault Newman, the former “Apprentice” star, White House aide and author of the first tell-all book about the Trump White House.The award, handed down on Tuesday, concludes a protracted legal fight after Mr. Trump unsuccessfully sued Ms. Manigault Newman over her book, “Unhinged,” arguing that she had violated a nondisclosure agreement she had signed while working for his campaign in 2016.Mr. Trump lost the arbitration case in September 2021, one in a string of failed attempts to enforce nondisclosure agreements against former employees.Since the decision, both sides have continued to dispute the size of the award. Mr. Trump’s lawyers claimed Ms. Manigault Newman made bad-faith arguments and should not receive legal fees. But the arbitrator sided with her, noting the hefty expense of the case.“Respondent was defending herself in a claim which was extensively litigated for more than three years, against an opponent who undoubtedly commanded far greater resources than did respondent,” the arbitrator noted.A spokesman for Mr. Trump did not respond to an email seeking comment.Ms. Manigault Newman’s lawyers said they were struck by the amount that Mr. Trump’s campaign was ordered to pay.The award “hopefully will send a message that weaponized litigation will not be tolerated and empower other lawyers to stand up and fight,” said Ms. Manigault Newman’s lawyer, John Phillips, who provided a copy of the arbitrator’s ruling on the fees.Ms. Manigault Newman met Mr. Trump in 2004 during the first season of his reality television show, “The Apprentice.” Twelve years later, she helped Mr. Trump court skeptical Black voters during his 2016 campaign for the presidency. When he won, she followed him to the White House, and was ultimately dismissed from her job.Her book, published in August 2018, depicted a chaotic White House and was the first of several books written by former Trump presidential aides. She also released audio recordings of her conversations related to Mr. Trump. In one recording, Mr. Trump’s daughter-in-law, Lara Trump, appeared to offer Ms. Manigault Newman a campaign contract in exchange for her staying quiet about her criticisms of the president and his family.Mr. Trump, who has often used the courts in disputes, sued Ms. Manigault Newman, and the suit played out over three years.The legality of such nondisclosure agreements, which Mr. Trump has favored for many years as a private businessman, has been a subject of debate before. But their efficacy has come into question in recent months. In March, Mr. Trump’s campaign was ordered to pay more than $300,000 in legal fees to a former campaign aide who said that the candidate had forcibly kissed her.     Barack Obama’s New Role: Fighting Disinformation

    The former president has embarked on a campaign to warn that the scourge of online falsehoods has eroded the foundations of democracy.SAN FRANCISCO — In 2011, President Barack Obama swept into Silicon Valley and yukked it up with Mark Zuckerberg, Facebook’s founder. The occasion was a town hall with the social network’s employees that covered the burning issues of the day: taxes, health care, the promise of technology to solve the nation’s problems.More than a decade later, Mr. Obama is making another trip to Silicon Valley, this time with a grimmer message about the threat that the tech giants have created to the nation itself.In private meetings and public appearances over the last year, the former president has waded deeply into the public fray over misinformation and disinformation, warning that the scourge of falsehoods online has eroded the foundations of democracy at home and abroad.In a speech at Stanford University on Thursday, he is expected to add his voice to demands for rules to rein in the flood of lies polluting public discourse.The urgency of the crisis — the internet’s “demand for crazy,” as he put it recently — has already pushed him further than he was ever prepared to go as president to take on social media.“I think it is reasonable for us as a society to have a debate and then put in place a combination of regulatory measures and industry norms that leave intact the opportunity for these platforms to make money but say to them that there’s certain practices you engage in that we don’t think are good for society,” Mr. Obama, now 61, said at a conference on disinformation this month organized by the University of Chicago and The Atlantic.Mr. Obama’s campaign — the timing of which stemmed not from a single cause, people close to him said, but a broad concern about the damage to democracy’s foundations — comes in the middle of a fierce but inconclusive debate over how best to restore trust online.In Washington, lawmakers are so sharply divided that any legislative compromise seems out of reach. Democrats criticize giants like Facebook, which has been renamed Meta, and Twitter for failing to rid their sites of harmful content. President Joseph R. Biden Jr., too, has lashed out at the platforms that allowed falsehoods about coronavirus vaccines to spread, saying last year that “they’re killing people.”Republicans, for their part, accuse the companies of suppressing free speech by censoring conservative voices — above all former President Donald J. Trump, who was barred from Facebook and Twitter after the riot on Capitol Hill on Jan. 6 last year. With so little agreement about the problem, there is even less about a solution.Whether Mr. Obama’s advocacy can sway the debate remains to be seen. While he has not sought to endorse a single solution or particular piece of legislation, he nonetheless hopes to appeal across the political spectrum for common ground.“You’ve got to think about how things are going to be consumed through different partisan filtering but still make your true, authentic, best case about how you see the world and what the stakes are and why,” said Jason Goldman, a former Twitter, Blogger and Medium executive who served as the White House’s first chief digital officer under Mr. Obama and continues to advise him.“There’s a potential reason to believe that a good path exists out of some of the messes that we’re in,” he added.As an apostle of the dangers of disinformation, Mr. Obama might be an imperfect messenger. He was the first presidential candidate to ride the power of social media into office in 2008 but then, as president, did little to intervene when its darker side — propagating falsehoods, extremism, racism and violence — became apparent at home and abroad.“I saw it sort of unfold — and that is the degree to which information, disinformation, misinformation was being weaponized,” Mr. Obama said in Chicago, expressing something close to regret. He added, “I think I underestimated the degree to which democracies were as vulnerable to it as they were, including ours.”Mr. Obama, those close to him said, became fixated by disinformation after leaving office. He rehashed, as many others have, whether he had done enough to counter the information campaign ordered by Russia’s president, Vladimir V. Putin, to tilt the 2016 election against Hillary Rodham Clinton.He began meeting with executives, activists and other experts in earnest last year after Mr. Trump refused to recognize the results of the 2020 election, making unfounded claims of widespread voter fraud, those who have consulted with Mr. Obama said.In his musings on the matter, Mr. Obama has not claimed to have discovered a silver bullet that has eluded others who have studied the issue. By coming forward more publicly, however, he hopes to highlight the values for corporate conduct around which consensus could form.“This can be an effective nudge to a lot of the thinking that is already taking place,” Ben Rhodes, a former deputy national security adviser, said. “Every day brings more proof of why this matters.”The location of Thursday’s speech, Stanford’s Cyber Policy Center, was intentional, bringing Mr. Obama to the heart of the industry that in many ways shaped his presidency.In his 2008 presidential campaign, he went from being an underdog candidate to an online sensation with his embrace of social media as a tool to target voters and to solicit donations. He became an industry favorite; his digital campaign was led by a Facebook co-founder, Chris Hughes, and several other tech chief executives endorsed him, including Eric Schmidt of Google.During his administration, Mr. Obama extolled the promise of tech companies to strengthen the economy with higher-skilled jobs and to propel democracy movements abroad. He lured tech employees like Mr. Goldman to join his administration and filled his campaign coffers with fund-raisers at the Bay Area homes of supporters like Sheryl Sandberg, the chief operating officer of Meta, and Marc Benioff, the chief executive of Salesforce.It was a period of mutual admiration and little government oversight of the tech industry. Though Mr. Obama endorsed privacy regulations, not a single piece of legislation to control the tech companies passed during his tenure, even as they became economic behemoths that touch virtually every aspect of life.Looking back at his administration’s approach, Mr. Obama has said he would not pinpoint any one action or piece of legislation that he might have handled differently. In hindsight, though, he understands now how optimism about online technologies, including social media, outweighed caution, according to Mr. Rhodes.“He’ll certainly acknowledge that there’s things that could have been done differently or ways we were all thinking about the tools and technologies that turned out at times to see the opportunities more than the risks,” Mr. Rhodes said.Mr. Obama’s views began to change with Russia’s flood of propaganda on social media sites like Facebook, Twitter and YouTube to stir confusion and chaos in the 2016 presidential election. Days after that election, Mr. Obama took Mr. Zuckerberg aside at a meeting of world leaders in Lima, Peru, to warn that he needed to take the problem more seriously.Once he left office, Mr. Obama was noticeably absent for much of the public conversation around disinformation.“As a general matter, there was an awareness that anything he said about certain issues was just going to ricochet around the fun house mirrors,” Mr. Rhodes said.Mr. Obama’s approach to the issue has been characteristically deliberative. He has consulted the chief executives of Apple, Alphabet and others. Through the Obama Foundation in Chicago, he has also met often with the scholars the foundation has trained; they recounted their own experiences with disinformation in a variety of fields around the world.From those deliberations, potential solutions have begun taking shape, a theme he plans to outline broadly on Thursday. While Mr. Obama maintains that he remains “close to a First Amendment absolutist,” he has focused on the need for greater transparency and regulatory oversight of online discourse — and the ways companies have profited from manipulating audiences through their proprietary algorithms.Mr. Goldman compared a potential approach to consumer protection or food safety practices already in place.“You may not know exactly what’s in a hot dog, but you trust that there is a process for meat inspections that ensures that the food sold and consumed in this country and other countries around the world are safe,” he said.In Congress, lawmakers have already proposed the creation of a regulatory agency dedicated to overseeing internet companies. Others have proposed stripping tech companies of a legal shield that protects them from liability.No proposals have advanced, though, even as the European Union has moved forward, putting into law some of the practices still merely bandied about in Washington. The union is expected to move as soon as Friday on new regulations to impose audits of algorithmic amplification.Kyle Plotkin, a Republican strategist and former chief of staff to Senator Josh Hawley of Missouri, said Mr. Obama “can be a polarizing figure” and could inflame, not calm, the debate over disinformation.“Adoring fans will be very happy with him weighing in, but others won’t,” he said. “I don’t think he will move the ball forward. If anything, he moves the ball backward.” More
