    Do Democrats Have the Courage of Liz Cheney?

    A few months ago I had the chance to have a long conversation with Wyoming Representative Liz Cheney. While we disagreed on many policy issues, I could not have been more impressed with her unflinching argument that Donald Trump represented an unprecedented threat to American democracy. I was also struck by her commitment to risk her re-election, all the issues she cares about, and even physical harm, to not only vote for Trump’s impeachment but also help lead the House investigation of the Jan. 6 insurrection.At the end of our conversation, though, I could only shake my head and ask: Liz, how could there be only one of you?She could only shake her head back.After all, a recent avalanche of news stories and books leaves not a shred of doubt that Trump was attempting to enlist his vice president, his Justice Department and pliant Republican state legislators in a coup d’état to stay in the White House based on fabricated claims of election fraud.Nearly the entire G.O.P. caucus (save for Cheney and Representative Adam Kinzinger, who is also risking his all to join the Jan. 6 investigation, and a few other Republicans who defied Trump on impeachment) has shamelessly bowed to Trump’s will or decided to quietly retire.They are all complicit in the greatest political sin imaginable: destroying faith in our nation’s most sacred process, the peaceful and legitimate transfer of power through free and fair elections. Looking at how Trump and his cult are now laying the groundwork — with new laws, bogus audits, fraud allegations and the installation of more pliant state election officials to ensure victory in 2024 no matter what the count — there is no question that America’s 245-year experiment in democracy is in real peril.Our next presidential election could well be our last as a shining example of democracy.Just listen to Cheney. Addressing her fellow Republicans on “60 Minutes” on Sunday, she noted that when they abet Trump’s delegitimization of the last election, “in the face of rulings of the courts, in the face of recounts, in the face of everything that’s gone on to demonstrate that there was not fraud … we are contributing to the undermining of our system. And it’s a really serious and dangerous moment because of that.”This is Code Red. And that leads me to the Democrats in Congress.I have only one question for them: Are you ready to risk a lot less than Liz Cheney did to do what is necessary right now — from your side — to save our democracy?Because, when one party in our two-party system completely goes rogue, it falls on the other party to act. Democrats have to do three things at the same time: advance their agenda, protect the integrity of our elections and prevent this unprincipled Trump-cult version of the G.O.P. from ever gaining national power again.It is a tall order and a wholly unfair burden in many ways. But if Cheney is ready to risk everything to stop Trump, then Democrats — both moderates and progressives — must rise to this moment and forge the majorities needed in the Senate and House to pass the bipartisan infrastructure bill (now scheduled for a Thursday vote in the House), a voting rights bill and as much of the Build Back Better legislation as moderate and progressives can agree on.If the Democrats instead form a circular firing squad, and all three of these major bills get scattered to the winds and the Biden presidency goes into a tailspin — and the Trump Republicans retake the House and Senate and propel Trump back into the White House — there will be no chance later. Later will be too late for the country as we know it.So, I repeat: Do Representative Josh Gottheimer, the leader of the centrist Democrats in the House, and Representative Pramila Jayapal, leader of the Congressional Progressive Caucus, have the guts to stop issuing all-or-nothing ultimatums and instead give each other ironclad assurances that they will do something hard?Yes, they will each risk the wrath of some portion of their constituencies to reach a compromise on passing infrastructure now and voting rights and the Build Back Better social spending soon after — without anyone getting all that they wanted, but both sides getting a whole lot. It’s called politics.And are centrist Democratic Senators Joe Manchin and Kyrsten Sinema ready to risk not being re-elected the way Liz Cheney has by forging a substantive compromise to ensure that consequential election integrity, infrastructure and Build Back Better measures go forward? Or are they just the Democratic equivalents of the careerist hacks keeping Trump afloat — people so attached to their $174,000 salaries and free parking at Reagan National Airport that they will risk nothing?And, frankly, is the Biden White House ready to forge this compromise with whatever pressures, Oval Office teas, inducements, pork and seductions are needed? It could energize the public a lot more by never referring to this F.D.R.-scale social reform package as “reconciliation” and only calling it by its actual substance: universal pre-K, home health care for the sick and elderly, lower prescription drug prices, strengthened Obamacare, cleaner energy, green jobs and easier access to college education that begins a long-overdue leveling of the playing field between the wealthy and the working class. Also, the White House needs to sell it not only to urban Democrats but to rural Republicans, who will benefit as well.The progressives need to have the courage to accept less than they want. They also could use a little more humility by acknowledging that spending trillions of dollars at once might have some unintended effects — and far more respect for the risk-takers who create jobs, whom they never have a good word for. If Biden’s presidency is propelled forward and seen as a success for everyday Americans, Democrats can hold the Senate and House and come back for more later.The moderates need to have the courage to give the progressives much more than the moderates prefer. Income and opportunity gaps in America helped to produce Trump; they will be our undoing if they persist.We’re not writing the Ten Commandments here. We’re doing horse-trading. Just do it.None of the Democratic lawmakers will be risking their careers by such a compromise, which is child’s play compared with facing the daily wrath of running for re-election in the most pro-Trump state in America, Wyoming, while denouncing Trump as the greatest threat to our democracy.But I fear common sense may not win out. As Minnesota Democratic Representative Dean Phillips (a relative) remarked to me after Tuesday’s caucus of House Democrats: “The absence of pragmatism among Democrats is as troubling as the absence of principle among Republicans.”The Times is committed to publishing a diversity of letters to the editor.     Why Japan's Liberal Democratic Party Is Likely to Stay in Power

    The country has free elections, opposition parties and, lately, public discontent. So why are the Liberal Democrats nearly assured to remain in power?TOKYO — When people think of preordained elections these days, they tend to look to Russia or Iran or Hong Kong. But in Japan, a parliamentary democracy and the world’s third-largest economy, the same party has governed for all but four years since 1955, and most expect it to win the general election due by the end of November.So on Wednesday, when the Liberal Democratic Party chooses a successor to Yoshihide Suga, the unpopular prime minister and party chief, it will almost certainly anoint the prime minister who will lead Japan into the new year.But why, in a country with free elections, where voters have expressed dissatisfaction over the government’s handling of the coronavirus and the Olympics, can the Liberal Democratic Party remain so confident of victory?They’re good at shape-shifting.The Liberal Democrats try to be all things to all people. The party formed in 1955, three years after the end of the postwar American occupation of Japan. Yet the United States had a hand in its gestation.Supporters cheering after the Liberal Democratic Party was formed in a merger in Tokyo in 1955.The Asahi Shimbun, via Getty ImagesFearing that Japan, which had a growing left-wing labor movement, might be lured into the Communist orbit, the C.I.A. urged several rival conservative factions to come together. “They didn’t necessarily like each other or get along, but they were engineered into one mega-party,” said Nick Kapur, an associate professor of history at Rutgers University.The new Liberal Democratic Party oversaw Japan’s rapid growth during the 1960s and 1970s, which helped to solidify its power. And over the decades, it has morphed into a big tent, as reflected in the candidates seeking the party’s top position this week.Sanae Takaichi, 60, is a hard-line conservative. Fumio Kishida, 64, is a moderate who talks about a “new capitalism.” Seiko Noda, 61, supports greater rights for women and other groups. Taro Kono, 58, eventually wants to phase out the nuclear power industry.Such variation helps explain the Liberal Democrats’ longevity. If voters tire of one version of the party, it pivots in another direction. Party leaders have also shrewdly co-opted policy ideas from the opposition.Mieko Nakabayashi, a professor of social sciences at Waseda University in Tokyo, likens the party to Amazon. “You can find anything to buy, and they will deliver it to your house,” she said. “Therefore people do not need any opposition party to buy something else.”The opposition is weak.A dozen years ago, the opposition Democratic Party of Japan rode to a landslide victory. It was only the second time that the Liberal Democrats had lost. While voters recognized problems with that arrangement, “they in general appreciate the competent bureaucracy,” said Shinju Fujihira, executive director of the Program on U.S.-Japan Relations at the Weatherhead Center for International Affairs at Harvard University.The Democrats’ promise to close an American base on Okinawa also proved difficult to fulfill. They waffled on a plan to raise a consumption tax, and they pushed for a strong yen and cuts in infrastructure spending, policies that hindered economic growth.Then came the nuclear meltdown at Fukushima in 2011, triggered by an earthquake and tsunami. The government’s mishandling of the disaster sealed the public’s impression of a bungling party, and the opposition has struggled to recover ever since.In recent years, the Democratic Party has split and new opposition parties have formed, making it harder for any one of them to capture voters’ attention.The opposition’s brief time in power “left a major scar,” said Mireya Solis, co-director of the Center for East Asia Policy Studies at the Brookings Institution. The Liberal Democrats and Komeito strategically choose where they back candidates, effectively swapping votes.The parties make an odd pairing: Mainstream Liberal Democratic policy is hawkish about bolstering Japan’s military capabilities, while Komeito is much less so.But Komeito knows the partnership has pragmatic benefits.“In order to maintain power, if you continue to insist on only your own ideologies, it would not work,” said Hisashi Inatsu, a Komeito member of Parliament from Hokkaido who said the Liberal Democratic Party had backed him in three elections. There may also be financial incentives for such vote-swapping. Amy Catalinac, an assistant professor of politics at New York University, has analyzed districts where the parties coordinate closely.“What we found out is that the L.D.P. and Komeito are using pork to reward places where supporters are switching votes to the other party as instructed,” she said, using the colloquial term for government spending targeted to local constituencies.Apathy helps.In many ways, the Liberal Democrats benefit from voter apathy. When the party suffered its rare loss in 2009, voter turnout was 69 percent. When it returned to power in 2012, less than 60 percent of voters had showed up. Independents don’t see much point in voting. “They’re not going to be mobilized if the opposition doesn’t have something to offer them,” said Richard Samuels, a Japan specialist who directs the Center for International Studies at the Massachusetts Institute of Technology.Inertia is potent in a country where the trains run on time, everyone has access to health care and, now, an initially slow Covid-19 vaccine rollout has started to surpass those of other wealthy countries.“It’s not that great right now, but it could have been worse,” said Shihoko Goto, a senior associate for Northeast Asia at the Wilson Center in Washington. “‘Stay the course’ doesn’t seem that unattractive to many people.”Makiko Inoue and HIkari Hida contributed research.     German Election Leaves Merkel’s Conservatives in Disarray

    Sunday’s defeat has revealed a gasping conservative party. But what that means for Germany’s future is not clear as traditional left-right politics are scrambled.BERLIN — Chancellor Angela Merkel was standing two paces behind Armin Laschet, her party’s candidate to succeed her, stony-faced and with her hands clenched. The first election results had just come in. The conservative camp had collapsed by 9 percentage points, the Social Democrats were winning — and Mr. Laschet was vowing to do “everything” to form the next government.To watch the scene on Sunday night at conservative party headquarters was to watch power melt away in real time.Germany’s once-mighty Christian Democratic Union is not used to losing. Five of eight postwar chancellors were conservatives and the current one is leaving office after 16 years as the most popular politician in the country.But Sunday’s defeat, the worst since the party was founded after World War II, has revealed almost overnight a conservative movement not just in crisis and increasingly open revolt, but one fretting about its long-term survival.“It has raised a question about our very identity,” Norbert Röttgen, a senior member of the Christian Democratic Union told public television ARD on Monday. “The last, the only big people’s party in Germany. And if this continues, then we will no longer be that.”Nearly 2 million voters shifted their support away from the Christian Democrats to the Social Democrats on Sunday, a departure coinciding with the end of Ms. Merkel’s tenure as chancellor.Pool photo by Fabian SommerYet beyond the conservatives’ disarray, what Germany’s messy vote says about the future of the country — and of Europe — is still hard to divine. It was an election filled with paradoxes — and perhaps one in which Germans themselves where unsure what they wanted.The last government included both traditional parties on the center-right and center-left, making it harder to gauge whether Sunday’s vote was in fact a vote for change. Olaf Scholz, the chancellor candidate of the Social Democrats, campaigned against Ms. Merkel’s party — but he has served as Ms. Merkel’s finance minister and vice chancellor for the past four years and in many ways ran as an incumbent. Some of the “change vote” went to him, but much of it was split between the progressive Greens and the pro-business Free Democrats whose economic agendas could not be further apart. Overall, 45.4 percent of votes went to parties on the left — the Social Democrats, the Greens and the Left Party — and 45.9 to those on the right, including the C.D.U., the Free Democrats and the far-right Alternative for Germany party. But even if not a dramatic shift to the left, the devastation the returns have wrought on Ms. Merkel’s party are plain. With Ms. Merkel leaving, millions of conservative voters are leaving, too. Nearly 2 million voters shifted their support away from the Christian Democrats to the Social Democrats on Sunday, and more than 1 million defected to each of the Free Democrats and the Greens.It was a splintered result that revealed a more fragmented society, one that increasingly defies traditional political labeling. And it appeared to spell a definitive end to the long era of Germany’s traditional “Volks”-parties, catchall “people’s” parties. In their heyday both Social Democrats and Christian Democrats routinely got over 40 percent of the vote. A working-class organized in powerful labor unions voted Social Democrat, while a conservative churchgoing electorate voted Christian Democrat. The Social Democrats lost that status a while ago. With union membership declining and parts of the traditional working-class constituency abandoning the party, its share of the vote roughly halved since late 1990s. The crisis of social democracy has been a familiar theme over the past decade. As long as she was in office, her own popularity and appeal reached well beyond a traditional conservative electorate and disguised many of the party’s creeping troubles.Ms. Merkel understood that in a rapidly changing world, where church membership was declining and values evolving, she needed to appeal to voters outside the Christian Democrats’ traditional base to keep winning elections. Since taking office in 2005, she gradually took her party from the conservative right to the center of the political spectrum, not least by co-governing with the Social Democrats for three out of her four terms. It worked, at least for a while. Ms. Merkel kept the party together, analysts say, but in the process she stripped it of its identity. “The C.D.U. is hollowed out: it has no leadership and no program,” said Herfried Münkler, a prominent political scientist and author on German politics. “The essential ingredient has gone — and that is Merkel.”There are many reasons the conservatives performed badly. One was the fact that after 16 years of a conservative-led government, a certain stasis had set in and, particularly among younger voters, a desire for new leadership.Another was the deep unpopularity and poorly run campaign of Mr. Laschet, who staked his political future on winning the chancellery but is losing support by the day even within his own party. Since the election, a simmering civil war inside Germany’s conservative camp between those eager to cling on to power at any price and those ready to concede defeat and regroup in opposition was increasingly coming into focus.While Mr. Laschet is still insisting that he will hold talks with the Greens and the Free Democrats to form a majority coalition, many in his own camp have conceded defeat.Workers took down a campaign poster showing Mr. Laschet in Bad Segeberg near Hamburg, Germany.Fabian Bimmer/ReutersOn Tuesday one of his main internal rivals, Markus Söder, the swaggering and popular governor of Bavaria who narrowly missed landing the nomination himself in April, went so far as to congratulate Mr. Scholz on the election result.“Olaf Scholz has the best chance right now of becoming chancellor,” Mr. Söder told reporters in Berlin on Tuesday. The regional conservative leader in the northern state of Lower Saxony, Bernd Althusmann, told public broadcaster ARD that voters wanted change. “We should now humbly and respectfully accept the will of the voters,” he said.The pressure on Mr. Laschet to concede the race only increased after he failed to win the support of voters even in his own constituency. But some said that Ms. Merkel herself shared some blame for her party’s abysmal result. In all her years in power, she failed to successfully groom a successor. She tried once; but her attempt to position Annegret Kramp-Karrenbauer, now the defense minister, proved deeply divisive and ended in Ms. Kramp-Karrenbauer’s resignation as party leader after barely a year.Mr. Laschet, who followed her at the helm of the party, has also failed to bridge the divisions within the party between those who embraced the social changes Ms. Merkel had overseen from parental leave policies and same-sex marriage to welcoming over a million refugees in 2015 and 2016 — and those nostalgic for the party’s conservatism of old.But the days of uniting both camps under the umbrella of a single party may simply be over, analysts said.“Conservatism no longer has convincing answers — or at least not convincing enough to get 40 percent of the voters,” Mr. Münkler said.That raises existential questions for the Christian Democrats.In several neighboring European countries, including France and Italy, traditional center-right parties have already shrunk into irrelevance, struggling to find a message that appeals to voters and ripped apart by internal power struggles.Most now expect that the Christian Democrats will end up outside of government.“They might be in opposition for a while,” said Mr. Münkler, the political scientist, “and then the question is: Will they survive it?” Christopher F.     Jumaane Williams Is Exploring a Run for New York Governor

    Mr. Williams, the New York City public advocate, would offer Democratic voters a clear left-leaning alternative to Ms. Hochul, a centrist from western New York.Jumaane D. Williams, the left-wing New York City public advocate, announced an exploratory committee for governor on Tuesday, the most substantive sign yet that next year’s primary may become a vigorous battle over the direction of New York’s Democratic Party.Mr. Williams pledged to press an ambitious progressive agenda if he runs, and, in a nearly 40-minute interview, attempted to draw overt and implicit contrasts with Gov. Kathy Hochul — suggesting that she did not do enough to push back on Andrew M. Cuomo before his sudden resignation in August.His announcement amounts to an unofficial kickoff to the 2022 Democratic primary for governor, a race poised to be defined by both matters of competence and issues of identity, geography and ideology.Mr. Williams said he intended to make a firm decision in the next month, in consultation with an advisory committee that includes two prominent New York City progressive leaders: Brad Lander, likely the city’s next comptroller, and Antonio Reynoso, who is on track to become Brooklyn borough president.With the field of Democratic candidates still largely unsettled, Mr. Williams’s allies hope his move gives him an edge over other prominent New York Democrats looking at the race. Letitia James, the attorney general, is privately discussing the contest with party donors and officials, with her allies sounding increasingly bullish on the likelihood of a campaign to be America’s first Black female governor.Mayor Bill de Blasio is also thought to be interested, and other Democrats from across the state are in various stages of examining the race as well. Ms. Hochul, who has said she will run for a full term next year, has participated in a flurry of fund-raisers and recently expanded her senior campaign staff.Some Democrats have questioned whether Mr. Williams will ultimately pursue a bid should Ms. James, his fellow Brooklynite, jump in the race, given overlapping — but certainly not identical — bases of support. But Mr. Williams, for his part, electrified many progressive voters during his 2018 run for lieutenant governor, losing to Ms. Hochul by 6.6 percentage points. And in a rematch, Mr. Williams would benefit from better name identification than he had before and experience running statewide.But Mr. Williams, a self-identified “activist elected official” who says he is a member of the Democratic Socialists of America, would also face significant skepticism from the many moderate voters who remain a force in New York Democratic politics, both in the state and, as this summer’s mayoral primary showed, in the city.And Ms. Hochul, New York’s first female governor, is now in a far more powerful position, having taken over as chief executive after Mr. Cuomo resigned in disgrace.She is poised to enjoy significant advantages of incumbency as she unveils projects across the state, seeks to build an overwhelming fund-raising advantage and experiences, for now, a sense of good will from many lawmakers who appreciate her efforts to break with the governing style — and with some of the personnel — that defined the Cuomo administration.Gov. Benjamin, formerly a progressive state senator from Harlem, as her lieutenant governor. She has pleased left-wing lawmakers with several recent policies, including extending the eviction moratorium and releasing nearly 200 detainees from Rikers Island amid a crisis there.But Mr. Williams signaled that if he were to run, he would make the case for electing an Albany outsider who represents a total break with the capital’s culture.“We have consistently, vocally pushed back on the atmosphere that was there, and I think that’s the type of leadership we need,” Mr. Williams said.“It’s hard to renew and recover,” he said at another point, “if you have the same old systems and structure that allowed the toxicity, allowed the scandals, allowed egos and personality to get in the way of progress.”Asked if he disagreed with any of Ms. Hochul’s actions as governor, he said she should have visited Rikers Island but acknowledged “some of the low-hanging fruit that has happened, which is positive.”Still, he suggested that as Mr. Cuomo’s lieutenant governor, she could have spoken out against him more forcefully. “I just imagine if there was a lieutenant governor that pushed back a little bit harder, we may have not been in the situation we’re in,” he said, though Mr. Cuomo iced Ms. Hochul out of his inner circle. “There’s more that a lot of people could have done, but I ran very intentionally and specifically in 2018 on that message.”In 2018, Ms. Hochul, a centrist Democrat from western New York, declined to name any areas of disagreement with Mr. Cuomo during a debate with Mr. Williams, and spent her time in office traveling the state, promoting the administration’s policies.But she also backed the independent investigation into Mr. Cuomo, accurately noted that she was not close to him or part of his decision-making processes, and has promised that “no one will ever describe my administration as a toxic work environment.”“It’s a little early, given that the governor has only been in office four weeks,” Jay Jacobs, the moderate chairman of the New York Democrats, said of Mr. Williams’s move. “You have to be running for reasons that transcend ambition. There has to be a rationale that makes you believe that you would be better than this governor. So we’ll see what he has to say.”A representative for Ms. Hochul declined to comment.Mr. Williams indicated he was committed to an exploratory committee regardless of who else decides to run, and said that his efforts would include building out infrastructure for a potential campaign. What I will say is, this exploratory committee and public service in general, I’m not doing this to run against anybody. I’m doing this to run for something.”Mr. Reynoso, a city councilman, said he spoke with Ms. James over the weekend about the governor’s race, and expressed admiration for both her and Mr. Williams.“Everybody that loves Tish loves Jumaane, and I think they’re going to have to figure out what they have to figure out,” Mr. Reynoso said, adding that Ms. James told him she intended to speak with Mr. Williams. “I care deeply about both Jumaane and Tish, but my history with Jumaane specifically in the Council has made it so that I will be with him should he run.”A representative for Ms. James declined to comment.Mr. Williams has governed as a left-wing official who is closely attuned to combating gun violence, arguing that investments in the social safety net are a vital component of public safety and central to promoting an equitable recovery from the pandemic. Mr. Williams would be competing against at least one history-making female candidate. He acknowledged that “identity is very important” and pointed to his own, as a first-generation American; as a person with Tourette Syndrome, and as someone with the potential to be the first Black New Yorker elected to the governorship. (The former Gov. David A. Paterson, the first Black governor of New York, assumed the position after former Gov. Eliot Spitzer’s resignation.)“It’s important for people to see themselves,” he said. It is also vital, he said, to ensure that “the right person is there to fight for all of the identities when the politics get hard. And we’ve seen, too often, that not happen.” More

    We Underestimated Trump Before. It Didn’t Go Well.

    Sometimes, and much to our detriment, we find real events are simply too outlandish to take seriously.Many professional Republicans, for example, initially dismissed the movement to “Stop the Steal” as a ridiculous stunt.“What is the downside for humoring him for this little bit of time? No one seriously thinks the results will change,” an anonymous senior Republican official told The Washington Post a few days after Joe Biden claimed victory:He went golfing this weekend. It’s not like he’s plotting how to prevent Joe Biden from taking power on Jan. 20. He’s tweeting about filing some lawsuits, those lawsuits will fail, then he’ll tweet some more about how the election was stolen, and then he’ll leave.Republicans went ahead and humored the president, who then urged his followers to assault the Capitol and try to void the election results in his favor.Now, 10 months after the election, “Stop the Steal” is something like party orthodoxy, ideological fuel for a national effort to seize control of election administration and to purge those officials who secured the vote over Donald Trump’s demand to subvert it. Assuming that he is in good health, Trump will almost certainly run for president in 2024, and if he does, he’ll do so in a Republican Party pacified of any resistance to his will to power.The upshot is that we are on our way to another election crisis. Or, as the election law expert (and frequent New York Times contributor) Rick Hasen has written in a new paper on the risk of election subversion, “The United States faces a serious risk that the 2024 presidential election, and other future U.S. elections, will not be conducted fairly, and that the candidates taking office will not reflect the free choices made by eligible voters under previously announced election rules.”Despite the danger at hand, there doesn’t appear to be much urgency among congressional Democrats — or the remaining pro-democracy Republicans — to do anything. The Democratic majority in the House of Representatives has passed a new voting rights act aimed at the wave of restrictive new election laws from Republican state legislatures, and Democrats in the Senate have introduced a bill that would establish “protections to insulate nonpartisan state and local officials who administer federal elections from undue partisan interference or control.” But as long as the Senate filibuster is in place — and as long as key Democrats want to keep it in place — there is almost no chance that the Senate will end debate on the bill and bring it to the floor for a simple majority vote.It’s almost as if, to the people with the power to act, the prospect of a Trumpified Republican Party with the will to subvert the next presidential election and the power to do it is one of those events that just seems a little too out there. And far from provoking action, the sheer magnitude of what it would mean has induced a kind of passivity, a hope that we can solve the crisis without bringing real power to bear.It is here that I am reminded of a previous existential threat to American democracy and how one group of Americans struggled to accept the unthinkable even as it unfolded right before their eyes.On Nov. 6, 1860, Abraham Lincoln was elected president. The plurality popular vote winner in a four-way race — the Northern and Southern wings of the Democratic Party fielded separate candidates, Stephen A. Douglas and John C. Breckinridge, while conservative Southern unionists coalesced behind the Tennessee Senator John Bell under the Constitutional Union party — Lincoln won a solid majority of electoral votes, 180 out of a total of 303. But his was a sectional victory; not only did Lincoln not win a single Southern electoral vote, but in 10 of the 11 states that became the Confederacy there wasn’t even a Lincoln ballot to cast.The new Republican president was also a specifically Northern president, with a coalition united by its antislavery beliefs. “The country had committed itself electorally to a party which opposed slavery, at least to the extent of agreeing with Lincoln that the institution must ‘be placed in the course of ultimate extinction,’” the historian David M. Potter explains in “The Impending Crisis: America Before the Civil War, 1848 to 1861.”South Carolina, with its heavy concentration of enslaved people and deep-seated pro-slavery sentiment, took the first steps toward leaving the Union, passing a bill that set the date for a convention where elected delegates would debate secession. The speed of South Carolina’s action, Potter notes, “accelerated the tempo of the disunion movement in a decisive way.” In short order, the legislatures of Alabama, Mississippi, Louisiana and Florida announced similar conventions.Secessionists had momentum but, as the historian Russell McClintock writes in “Lincoln and the Decision for War: The Northern Response to Secession,” “Republicans showed no anxiety about disunion before the election and remarkably little after it.” Lincoln’s first concern, after celebrating his victory, was cabinet selection and the question of patronage since, as McClintock explains, “the individuals Lincoln chose as his advisers would strongly suggest which way he was leaning in his attitude toward the gathering storm in the South and would have great influence over his policy.”Republican-aligned newspapers were nonplused by events in the South. “South Carolina may fume and fulminate, and call conventions and pass resolutions till the crack of doom,” wrote one correspondent in The Chicago Tribune, but “up to this writing nobody is scared that we know of.”Similarly, wrote a like-minded Boston editor, “Almost the only topic of political interest just now, is the rumored insane attempt of a few hotheaded fanatics, to induce the people of a few slave states to secede from the American Union. There is in this nothing new, unexpected, or alarming.”After all, pro-slavery ideologues had threatened disunion in response to policy and political defeats for decades. If the South did not act before, why would it act now?In fact, many Republicans believed the South needed the Union to maintain slavery. In “The Republic in Crisis, 1848-1861,” the historian John Ashworth summarized the Republican view. “How would slave insurrections be put down without federal forces? How could the slaveholders secure the loyalty of the nonslaveholding whites in their own localities?” And, most important, “How could the slaveholders cater to the economic ambitions of the nonslaveholding whites, who because of the inadequacies of the slave system were denied any real economic opportunity?”In short, there was no way the slaveholding South could sustain itself on its own.There was also, for Republicans, the matter of sectional pride. In the past, threats of disunion were part of a Kabuki theater of negotiations. Here’s McClintock: “Southerners demanded political advantages, Northerners balked, Southerners threatened to secede, and Northern Democrats gave in and voted with the Southerners.” The Republicans who scoffed at this latest threat of secession were saying, in essence, that the North would no longer play this game. “Since this is not the first time such cries are heard — since, indeed, they have been long-sounding in our ears, so that their exact value is perfectly understood from the very beginning — there seems no longer excuse or apology for hearkening to them,” the staunchly antislavery Senator Charles Sumner of Massachusetts said. “They are to be treated as threats, and nothing more.”Unfortunately for Sumner and the Republicans, their confidence was misplaced. Yes, there were Southern unionists, and yes, there were serious political tensions within the seceding states. But the secessionists had the initiative, and within 90 days of Lincoln’s election they had, as Potter writes, “won ten legislative decisions to hold elections for state conventions, held seven such elections, gained majorities in each, assembled seven conventions, voted seven ordinances of secession, and also took the first steps toward formation of a southern confederacy.”When Republicans finally turned to face the crisis, in December, there were few options at hand. Lincoln would not take office for another three months, Congress had just come back into session, and the outgoing Buchanan administration was divided and in disarray, beset by resignations as some members — like Howell Cobb, of Georgia, the secretary of the Treasury — stood with their states and others stood with the Union.There was obviously no appetite, among Republicans, for disunion. There was also no appetite for compromise, even as a few lawmakers — led by John Crittenden of Kentucky, a Whig — tried to forge one last agreement to satisfy the sections and secure the Union. His proposal, a set of constitutional amendments and congressional resolutions, would have shielded slavery from federal power and congressional interference, reinstating the Missouri Compromise by writing it into the Constitution itself.Republicans were not interested. For the past decade, the Northern lawmakers had made concessions to the South. The Fugitive Slave Act of 1850 was one; Whig support for James Buchanan over the Republican John C. Fremont in the 1856 election was another. “From the standpoint of a sincere Unionist,” Potter writes, “there was something self-defeating about getting the Union temporarily past a crisis by making concessions which strengthened the disunionist faction and perpetuated the tendency toward periodic crises.”The only option left was confrontation, and when Lincoln finally took the reins of state on March 4, 1861, he made it clear that this was the path he would take. “I hold that in contemplation of universal law and of the Constitution the Union of these States is perpetual,” Lincoln famously said in his first inaugural address:Plainly, the central idea of secession is the essence of anarchy. A majority held in restraint by constitutional checks and limitations, and always changing easily with deliberate changes of popular opinions and sentiments, is the only true sovereign of a free people.I am not making a direct analogy between the Civil War era and current American politics. There is nothing, yet, that divides us as starkly as slavery did in the 1840s and 1850s. Nor is the crisis of democratic integrity as acute now as it was during the secession crisis. But the value of studying history is that we can see how previous generations of Americans faced the challenges of their time. No one knows, in the moment, how the story ends, and we can use that insight to try to understand the options available to our forebears as they lived through their present.Republicans had good reason to ignore threats of secession. But they also had reason to heed them. With Lincoln’s election, the slave-owning South had lost its almost total grip on federal power. Sectional tensions had never been stressed in this way before, and Southern panic was palpable. Republicans could not have stopped secession, but they might have been able to better prepare for whatever confrontation lay on the horizon.It is impossible to say where we stand in relation to our own crisis. Perhaps the worst is yet to come; perhaps we’ve already sailed through.     Stephanie Grisham’s Book Details Trump’s ‘Terrifying’ Temper

    The former press secretary is reflective in her tell-all: “I should have spoken up more.”WASHINGTON — Stephanie Grisham, the former Trump White House press secretary perhaps best known for never holding a televised briefing with reporters, plans to release a tell-all book next week that accuses President Donald J. Trump of abusing his staff, placating dictators like Vladimir Putin of Russia, and making sexual comments about a young White House aide.In her book, titled “I’ll Take Your Questions Now,” Ms. Grisham recalls her time working for a president she said constantly berated her and made outlandish requests, including a demand that she appear before the press corps and re-enact a certain call with the Ukrainian president that led to Mr. Trump’s (first) impeachment, an assignment she managed to avoid.“I knew that sooner or later the president would want me to tell the public something that was not true or that would make me sound like a lunatic,” Ms. Grisham writes, offering a reason for why she never held a briefing.After serving as press secretary, Ms. Grisham worked in Melania Trump’s office. She resigned on Jan. 6 as a horde of Trump supporters attacked the U.S. Capitol. Her book was kept a secret from her closest allies in the White House, though by the time she departed Washington that number had dwindled. (She writes that, months before the election, she had moved to Kansas.) Her publisher, HarperCollins, calls the book “The most frank and intimate portrait of the Trump White House yet.”The former president and his advisers have already moved to discredit Ms. Grisham’s account, and have used increasingly personal terms to disparage her.“Stephanie didn’t have what it takes and that was obvious from the beginning,” Mr. Trump said in a statement on Tuesday. He said she had become “very angry and bitter” after a breakup. “She had big problems and we felt that she should work out those problems for herself. Now, like everyone else, she gets paid by a radical left-leaning publisher to say bad and untrue things.”In her book, Ms. Grisham offered a pre-emptive response to the criticism: “This is not, by the way, a book where you need to like me.”Here are some highlights from the manuscript obtained by The New York Times:A (fleetingly) tough stance toward Putin is just for showMs. Grisham lands on a well-documented theme when she explores Mr. Trump’s love of dictators. But she says Mr. Trump went out of his way to please one in particular: Mr. Putin, whose cold reception of Mr. Trump, she writes, seemed to make the president want to impress him even more.“With all the talk of sanctions against Russia for interfering in the 2016 election and for various human rights abuses, Trump told Putin, ‘Okay, I’m going to act a little tougher with you for a few minutes. But it’s for the cameras, and after they leave we’ll talk. You understand,’” Ms. Grisham writes, recalling a meeting between the two leaders during the Group of 20 summit in Osaka in 2019.During that meeting, Ms. Grisham listened to Fiona Hill, Mr. Trump’s top adviser on Russia who later became an impeachment witness, who observed what she said were Mr. Putin’s subtle efforts to throw Mr. Trump off guard.“As the meeting began, Fiona Hill leaned over and asked me if I had noticed Putin’s translator, who was a very attractive brunette woman with long hair, a pretty face, and a wonderful figure,” Ms. Grisham writes. “She proceeded to tell me that she suspected the woman had been selected by Putin specifically to distract our president.”Sexist language toward womenWhile he was in the White House, Mr. Trump’s targets included a young press aide whom Ms. Grisham says the president repeatedly invited up to his Air Force One cabin, including once to “look at her,” using an expletive to describe her rear end. Mr. Trump, she writes, instructed her to promote the woman and “keep her happy.” Instead, Ms. Grisham tried to keep her away from the president.During an Oval Office rant about E. Jean Carroll, who has accused Mr. Trump of raping her in the 1990s, Mr. Trump first insults Ms. Carroll’s looks. Then he gazes into Ms. Grisham eyes and says something that unnerves her.“‘You just deny it,’” he told Ms. Grisham. ‘That’s what you do in every situation. Right, Stephanie? You just deny it,’ he repeated, emphasizing the words.”Melania Trump’s quiet rebellionMs. Grisham also confirms what she and Melania Trump had long denied: That the first lady was angry after several reports of her husband’s infidelities — and hush money payments — surfaced in the news media.To the contrary: “After the Stormy Daniels story broke and all the allegations that followed from other women,” Ms. Grisham writes, “I felt that Mrs. Trump was basically unleashed.”The first lady, she says, found ways to omit her husband from photos and tweets, and made it a point to show up on the arm of a handsome military aide. Mrs. Trump, who is closed off to even her closest aides, begins to open up to Ms. Grisham, telling her that she doesn’t believe her husband’s denials or those from his former fixer, Michael Cohen — “Oh, please, are you kidding me?” she asks at one point. “I don’t believe any of that,” the first lady adds, using an expletive. (This book, it should be said, contains a lot of expletives.)Ms. Grisham also attempts to illuminate why Mrs. Trump wore a jacket inscribed with the phrase “I Really Don’t Care, Do U?” to visit a Texas camp for child migrants, but focuses more on the president’s reaction: “What the hell were you thinking?” he asked Ms. Grisham and his wife in the Oval Office, before instructing an aide to tweet out a cover story: “You just tell them you were talking to the” news media, he told the group.The first lady grew more disengaged over time, Ms. Grisham writes, to the point where she was asleep on election night. She was overseeing a photo shoot of a rug on Jan. 6 and declined to comment publicly on what has happening at the Capitol. (For Ms. Grisham, this was the last straw. She resigned later that day.)In the end, the first lady sided with her husband, doubting the election results — “Something bad happened,” she told Ms. Grisham — and declined to invite Jill Biden, the incoming first lady, to the White House for tea.“She would always say, ‘Let me think about it’ or ‘Let’s see what the West Wing will do,’” Ms. Grisham writes, “Which meant no. And when exactly did she decide to start following the West Wing’s lead?”Demands to evict the press from the White HouseMs. Grisham says that a trip to North Korea inspired Mr. Trump to ask her to research ways the press could be permanently evicted from the James S. Brady Briefing Room.“I researched different places we could put them other than the press briefing room. Each time the president asked me about my progress on the matter, I let him know I was still working on options,” Ms. Grisham writes.As she tries to please Mr. Trump, whose press coverage was relentlessly negative, she describes his anger toward her and others as “terrifying”: “When I began to see how his temper wasn’t just for shock value or the cameras,” she writes, “I began to regret my decision to go to the West Wing.”She says one frequent target of Mr. Trump’s ire was Pat Cipollone, who served as White House counsel: “He didn’t like them telling him that things he wanted to do were unethical or illegal. So he’d scream at them. But then he’d usually listen. And then yell at them again later.”(There were other indignities: Ms. Grisham writes that Mr. Trump called her while aboard Air Force One to defend the size of his penis after Ms. Daniels insulted it in an interview. “Uh, yes sir,” Ms. Grisham replied.)At one point, she writes, Mr. Trump’s handlers designated an unnamed White House official known as the “Music Man” to play him his favorite show tunes, including “Memory” from “Cats,” to pull him from the brink of rage. (The aide, it is revealed later, is Ms. Grisham’s ex-boyfriend. She does not identify him, but it is Max Miller, a former White House official now running for Congress with Mr. Trump’s support.)She was a close-up observer of Mr. Trump’s obsession with control, and details a scene in which the president undergoes a colonoscopy without anesthesia — though she doesn’t name the procedure — because, she reasons, even temporarily assigning power to the vice president would have been “showing weakness.”In the end, Ms. Grisham stood by as three chiefs of staff, two press secretaries, and countless other aides resigned. She notes that Ivanka Trump, the president’s daughter, and Jared Kushner, his son-in-law, seemed to grow more powerful.Ms. Trump, she said, made it a point to insert herself into meetings where she did not belong, including when she demanded that her father address the nation from the Oval Office during the early days of the pandemic. But Ms. Grisham reserves special ire for Mr. Kushner, whom she calls “Rasputin in a slim-fitting suit.” (At one point, Mr. Trump warns her not to get on Mr. Kushner’s bad side.)“The truth was that pretty much everyone eventually wore out their welcome with the president,” Ms. Grisham writes. “We were bottles of milk with expiration dates.”The former press secretary adds, “I should have spoken up more.” More

    Olaf Scholz is a Winner but Not Chancellor — Yet.

    Olaf Scholz, the leader of the center-left Social Democrats, narrowly won the night. But now the hard part begins — building a durable governing coalition.BERLIN — For a moment it felt like he was already chancellor. As Olaf Scholz stood on the stage surrounded by euphoric followers chanting his name and celebrating him as if he were the next leader of Germany, he was the clear winner of the night.Mr. Scholz had just done the unthinkable — carry his long moribund center-left Social Democrats to victory, however narrow, in elections on Sunday that were the most volatile in a generation.But if winning wasn’t hard enough, the hardest part may be yet to come.Mr. Scholz, an affable but disciplined politician, most recently served as the vice chancellor and finance minister in the outgoing government of Chancellor Angela Merkel. Though he leads the party opposing her conservative Christian Democratic Union, he came out on top by persuading voters that he was not so much an agent of change as one of stability and continuity. In a race without an incumbent he ran as one.It is a balancing act that may be hard to sustain for a onetime socialist who today is firmly rooted in the center of a fast-changing political landscape.It’s not that Germans have suddenly shifted left. In fact, three in four Germans did not vote for his party at all, and Mr. Scholz campaigned on raising the minimum wage, strengthening German industry and fighting climate change — all mainstream positions. Despite earning the most votes, Mr. Scholz is not yet assured of becoming chancellor. And if he does, he risks being absorbed in wrangling among multiple coalition partners, not to speak of rebellious factions within his own party.On Monday, as his conservative rival continued to insist that he would work to form a government, the momentum seemed to swing behind Mr. Scholz as it became increasingly evident he had the strongest hand to play in coalition talks involving two other parties. “The voters have spoken,” he told reporters confidently.Still, his will be no easy task.Mr. Scholz has been a familiar face in German politics for more than two decades and served in several governments. But even now it’s hard to know what kind of a chancellor he would be.A fiery young socialist in the 1970s, he gradually mellowed into a post-ideological centrist. Today he is to the right of significant parts of his party — not unlike President Biden in the United States, to whom he is sometimes compared. He lost his party’s leadership contest two years ago to two leftists.His party’s surprise revival in the election rested heavily on his own personal popularity. But many warn that Mr. Scholz’s appeal does not solve the deeper problems and divisions that have plagued the Social Democrats, known by their German acronym S.P.D.“None of the claims of staleness or political irrelevance leveled at the S.P.D. over the past few years have gone away,” the newspaper Süddeutsche Zeitung wrote on Monday. Or as Thomas Kleine-Brockhoff of the German Marshall Fund put it: “Social Democrats aren’t offering a new package, they’re offering a centrist who makes you forget the party behind it.”Like many of its sister parties elsewhere in Europe, Germany’s Social Democrats have been in crisis for years, losing traditional working-class voters to the extremes on the left and right and young urban voters to the Greens.Now Mr. Scholz will not only have to satisfy his own leftist party base, but he must also deal with a wholly new political landscape.Instead of two dominant parties competing to go into coalition with one partner, four midsize parties are now jockeying for a place in government. For the first time since the 1950s, the next chancellor will have to get at least three different parties behind a governing deal — that’s how Mr. Scholz’s conservative runner-up, Armin Laschet, could theoretically still beat him to the top job.A new era in politics has officially begun in Germany — and it looks messy. Germany’s political landscape, long a place of sleepy stability where several chancellors stayed on for more than a decade, has fractured into multiple parties that no longer differ all that much in size.“There is a structural shift going on that I don’t think we have understood yet,” said Mr. Kleine-Brockhoff. “We are confronted with a change in the party system that we didn’t see coming just weeks ago. Together, these two kingmakers are now stronger than either of the two main parties.In another first, the Free Democrats signaled that they would hold talks with the Greens first before turning to the larger parties.The Free Democrats have never been shy about their preference to govern with the conservatives. The Greens are a much more natural fit with the Social Democrats, but might see advantages in negotiating with a weaker candidate. In 1969, 1976 and 1980, Willy Brandt and Helmut Schmidt, both center-left chancellors, formed coalition governments having lost the popular vote. But both got upward of 40 percent of the vote and did not face the complex multiparty negotiations now getting underway in Germany.Several conservatives urged Mr. Laschet to concede on Monday.“It was a defeat,” said Volker Bouffier, the governor of the state of Hesse, adding that others were now called upon to form a government.Ellen Demuth, another conservative lawmaker, warned Mr. Laschet that his refusal to concede was hurting his party further. “You have lost,” Ms. Demuth tweeted. “Please recognize that. Avoid further hurting the C.D.U. and resign.”The state leader of the conservative youth wing was equally adamant. “We need a true renewal,” said Marcus Mündlein and that, he said, could be successful only if Mr. Laschet “bears the consequences of this loss in trust and steps down.”An opinion poll released after the election showed that more than half of Germans preferred a coalition led by Mr. Scholz, compared to a third who said they wanted Mr. Laschet at the helm. When asked who they preferred as chancellor, 62 percent opted for Mr. Scholz, compared to 16 percent for Mr. Laschet.Some argued that a Scholz-led government would present his party with an opportunity to revive its declining fortunes. “It’s a momentous moment for German social democracy which was on the verge of eternal decline,” Mr. Kleine-Brockhoff said. “Mr. Scholz will have a very powerful position because he alone is the reason his party won.” More
